That means that our economy is shrinking. That means that things are dread in Belize. But to ‘normal’ Belizeans, the majority who struggle to survive and to feed their families, knew that. The news of the recession comes as no surprise.

Continued from page 1 In the House last week, Barrow had never looked more the bumbling fool than when he stood up and argued that there was no recession. No, said Mr. Barrow, in fact the economy had grown in the third quarter. Since Mr. Barrow is the Minister of Finance and should know these things, we believe he meant that the economy grew DOWNWARD. He just may have omitted to mention that part.

In its release this week, the Statistical Institute of Belize(SIB) released figures which totally contradict the Prime Minister. The SIB states clearly that the economy contracted by 0.4%. Even the IMF, in its latest consultation, expressed grave concern, pointing out that the economy was slowing down, and that Belize was very vulnerable, largely because government debt was still too high.

Many Belizeans may not understand the complicated language of the IMF, or all the figures released by the SIB. But we know hardships when we see it. Many of us have watched Mr. Barrow at every opportunity speak about how great the economy is, and how things are amazing under the UDP. At his last Independence address, things were so good in Belize, apparently, that we were ready to outfit the country with electric vehicles. We have seen too, the riches of the members of Cabinet. We have seen them grow wealthier each year, amassing property and money and assets in a feeding frenzy the likes of which we’ve never seen before.

We have seen the friends and family of the UDP get rich. We have seen their favoured contractors like Imer Hernandez, architects/contractors like the Arguelles boys rake in the money. We have seen family members like Anwar Barrow become a millionaire at BTL, just because of Daddy Dean. Remember BTL was supposed to be for us. Then how come only the UDP faithful have benefitted? How did that happen?

As we struggle to have a good Christmas with our families, it is with the knowledge that come January we will all have to go in our pockets to pay more Social Security. Yet Social Security somehow still finds the money to invest in all kinds of questionable things, like an auditorium for the Medical Council. Why on earth would they need an auditorium?

And the red cherry on the red cake – just when we were all enjoying butane prices that were a little lower, the UDP played Scrooge and passed a law stating that the prices couldn’t be so low. Imagine that. Remember, just as a note, that when UDP Ministers and cronies go to the gas station, they fill up for free, while we pay the bill.

It will be a dread, red Christmas, no doubt. But change is coming. In a few short months the UDP will be gone, some of them to pasture and others, no doubt, to spend some time at the Kolbe facility. The people demand it.

For Audrey Wallace making money today is a simple process, not so for most Belizeans. On the dysfunctional UDP octopus you can find a sucker for each version of a hotbed as one could possibly imagine. The latest skeleton revealed to the Belizean public from the UDP’s closet is that the Chief Executive Officer in the Office of the Prime Minister has a contract now with the Belize Tourism Board. Audrey Wallace has been seen publicly nibbling nothings into the Prime Minister’s ears, this just prior to a Press Conference. The PM was obviously uncomfortable but she cared not, it’s all about the money.

This past Friday December 6, competing with the Senate meeting, but who cares it’s about the money, Audrey Wallace made Minister of Tourism Jose M. Heredia uncomfortable as he was sidelined him to her left as she was at the forefront of a Belize Tourism Board(BTB) contract revealing presser. Heredia read his prepared statement with an angst of someone that was being shown up by someone who has won only one election—with only voter was Dean Barrow. Wallace can do no wrong in the PM’s eyes. Heredia had just rallied a crowd “Que viva el Partido Unido del Pueblo.”

the biggest contract up to now is the contract her company, Color Blind, nabbed to do publicity (or whatever they called it) for the Government’s mad rush to make the ICJ referendum a reality and end with a Yes result.

Who doesn’t see the conflict of interest? Being so close to the PM should immediately bar Wallace from any contract that would benefit her. It should be a no-brainer but they are blind to that level of ethics.

According to Wallace, this latest money-maker is already in the hole. She therefore had to scramble to transform this “simple” money maker to a successful one. She probably is not making enough. That is one of the gravest problems with the UDP, they cannot even succeed at the simple.

Their tentacles and suckers reek of the corrupted hotbeds. They keep dragging the Belizean people in this new version of ‘Five Years dah Five Years.’ The longer the UDP is in government, the more diverse the versions of Miller that will pop up. Sorry Wallace, you are not all that unique.

As opposed to 1998 when the UDP scraped three seats in the House of Representatives, this time around the UDP will render to the Belizean people all 31. A suggestion to the incumbents, resign now and history will judge you a little better.

A caveat to the UDP: no Contractor General overseeing the issuing of contracts, puts all these contracts in peril.

The people will speak with a booming voice. Trust me, the UDP is made up of a flock of crippled ducks.

Lies, Posturing and Grandstanding The visible three importers of Butane into Belize for the last 30 plus years claim that they are not one under one family as the Prime Minister stated in the House on December 4.

They essentially called out the PM to be a liar. Their logic was based on that they import butane(LPG) from several countries in Central America. The seventy percent of Belizeans who use butane want lower prices no matter who is bringing in this essential cooking and, to a lesser degree transport, fuel. What is still unfathomable to the man and woman in the streets and homes of Belize is that the Prime Minister will reject these low prices mostly based on his ego being pricked.

As a reminder, Dean Barrow and the United Democratic Party called

for a Special House meeting on December 4 to legally shaft the butane consumers of the country by legislating a floor to the butane prices. The importers face jail time if they would sell gas at a price that was lower than legislated. PM didn’t even try to make this like a butane black Friday to benefit the consumers for this Christmas.

Megalomaniac Barrow was hellbent on getting it his way.

On the sixteenth of November, GoB announced fixed prices per gallon of butane gas. This coincided with LPG importers, Belize Western Energy Limited, Gas Tomza, and Southern Choice Butane (Zeta Gas) suddenly selling butane at a much cheaper price. Note that the main monopoly is embodied in

these three companies. This was an obvious reaction to the fledgling, and still not on stream, National Gas Company which would be the sole importer of butane into the country by mid-year 2020.

Barrow says that the legislation of prices is necessary to prevent predatory pricing by these major importers who have engaged in an act of driving prices down well below the maximum ceiling for retail and wholesale of LPG. The normal Belizeans see low prices as good news but the government believes that the companies are focusing on driving out some twenty-six local retailers out of the market. Our parliamentarians are on record castigating the idea that 26 persons are more important than the masses. The people of Belize are to be protected at all costs not a few. Prices should always be fair for Belizeans first, second and beyond.

PM should quit the lies, posturing and grandstanding and address the Belizean reality…now in recession.

nowledge is power as it gives us the opportunity to make informed decisions and to this end we continue to delve deep into the LPG situation, which looms over our collective heads, in an effort to make sense of it all. The state controlled importation and distribution of LPG is neither a recent nor original construct. We have only to look to Costa Rica to witness how the very same idea was put into practice in an effort to regulate prices, protect the consumer, protect the supply and comply with the national de-carbonization plan. We must learn from both the successes and failures of our neighbors all the while remembering our own objectives and tailoring to our specific needs and conditions. Plans must be based on sound research, honest numbers and policy that is geared toward social justice and not just the personal enrichment of a few.

There are some curious facts that we would like to share. For instance the current world price for LPG is at 0.61 US per litre. Our current retail price is at $4.75Bz per LPG imported over land has a cost of $2.35 BZD per gallon and if the importation comes in through the sea then the cost in Belize is $2.00Bze per gallon. We are told that once the Oligopoly comes into full effect it will resell at $3.00 per gallon and make a dollar from every gallon. Belize uses on average little over 1 million gallons of LPG every month. The LPG importers claim that they have been in Belize for over thirty years and it is anyone’s guess why they had not been able to offer Belizeans more affordable prices before now. However, in April 2018 Tomza Gas and Zeta Gas were both charged for anti-competitive practices in the LPG market by authorities in El Salvador.

We have been in consultation with some medium and large importers whose business is being affected by the shenanigans of the larger importers and the new oligopoly and even the Bureau of Standards. This last one has given a list of new regulations and upgrades which will soon become effective. The concern from some quarters is that they have made significant investment in trucks and fleets which will now no longer meet the guidelines for the Bureau of Standards (BS). They say that the upgrades are costly and that the new prices to come online early next year will not give them a margin to be able to effect the necessary upgrades.

Another concern is that the new importer will sell for the same price to anyone buying over 2,500 gallons.

This requires little investment and will cut off those companies that import and distribute and who have invested heavily in equipment to import, transport and store bulk quantities of LPG. Their recommendation is that those companies that are currently importing be allowed to continue to do so, and in that way allow them a better margin to make the required improvements in their equipment. The other recommendation is that the new importer differentiate and sell only to distributors by bowser loads at a preferential price and allow them to use their already established distribution networks.

The IMF in their report titled The Other Side of The Boom states that “Energy companies- particularly state owned firms-often… relied on government commitments to cover investment projects or losses. Such transfers were generally not well documented or transparent.” In addition the IMF also said that “Effective reforms can introduce regulatory stability to price-setting and healthy competition to the energy sector… which can aid the development… and reduce the risk of future price shocks.” Many will share the sentiments of the Hon. Cordel Hyde, they don’t want to be taken advantage of by any company, local, public or international. LPG is not a luxury commodity, it is a necessity. Belizeans understand that those companies that sell LPG must make a profit to operate and continue to provide the services.

The truth is that the landed prices of LPG will remain the same and the only difference will be that the middle men, those who have worked and invested, will be cut out to make room for the Belize National Gas Company. This will only cut down on the margin for the retailers. An important question is then if there is no savings passed on to the final consumer, why must a space be made for a chosen few to enrich themselves further? Why not work with the importers we currently have to ensure the supply and to allow market forces to dictate prices to the benefit of Belizeans? This week we ended with more questions than answers, but we will continue to follow the paper trail and see where it ends. #followthemoney

l conocimiento es poder, ya que nos da la oportunidad de tomar decisiones informadas y para ello seguimos profundizando en la situación del Gas Licuado del Petróleo (GLP) que se cierne sobre nuestras cabezas de manera colectiva, en un esfuerzo por darle sentido a todo.

La importación y distribución controlada por el Estado del GLP no es un concepto reciente ni original. Sólo tenemos que mirar a Costa Rica para ser testigos de cómo se puso en práctica la misma idea en un esfuerzo por regular los precios, proteger al consumidor, proteger el suministro y cumplir con el plan nacional de descarbonización. Debemos aprender tanto de los éxitos como los fracasos de nuestros vecinos, recordando nuestros propios objetivos y adaptándolos a nuestras necesidades y condiciones específicas. Los proyectos deben basarse en una investigación sólida, en números honestos y en políticas orientadas a la justicia social y no sólo al enriquecimiento personal de unos pocos.

Hay algunos datos curiosos que nos gustaría compartir. Por ejemplo, el precio mundial actual del GLP está en 0,61 US por litro. Nuestro precio de venta al por menor actual es de $4.75Bz por GLP importado sobre tierra que tiene un costo de $2.35Bz por galón y si la importación entra a través del mar, entonces el costo en Belice es de $2.00Bz por galón. Se nos dice que una vez que el Oligopolio entre en pleno efecto, se revenderá a $3.00 por galón y hará un dólar de cada galón. Belice usa en promedio poco más de 1 millón de galones de GLP cada mes. Los importadores de GLP afirman que han estado en Belice por más de treinta años y nadie sabe por qué no habían sido capaces de ofrecer a los beliceños, precios más asequibles antes de ahora. Sin embargo, en abril de 2018, las autoridades de El Salvador encausaron a Tomza Gas y Zeta Gas por prácticas anticompetitivas en el mercado de GLP. Hemos estado en consulta con algunos importadores medianos y grandes cuyos negocios serán afectados por las artimañas de los importadores más grandes y el nuevo oligopolio e incluso la Oficina de Normas (BS, Bureau of Standards, en inglés). Esta última ha dado una lista de nuevas regulaciones y actualizaciones que pronto entrarán en vigor. La preocupación de algunos sectores es que han realizado importantes inversiones en camiones y flotas que ya no cumplirán las directrices de la BS. Dicen que las actualizaciones son costosas y que los nuevos precios a entrar en funcionamiento a principios del próximo año no les dará un margen para poder realizar las mejoras necesarias.

Otra preocupación es que el nuevo importador venderá por el mismo precio a cualquiera que compre más de 2.500 galones. Esto requiere poca inversión y cortará a las empresas que importan y distribuyen y que han invertido mucho en equipos para importar, transportar y almacenar grandes cantidades de GLP. Su recomendación es que se permita a las empresas que actualmente están importando seguir haciéndolo, y de esa manera permitirles un margen mejor para realizar las mejoras necesarias en sus equipos. La otra recomendación es que el nuevo importador establezca diferencias para vender sólo a los distribuidores mediante cargas de camión cisterna a un precio preferencial que les permita utilizar sus redes de distribución ya establecidas.

El Fondo Monetario Internacional (FMI) en su informe titulado El otro lado del Boom afirma que “las empresas energéticas, en particular las empresas de propiedad estatal, a menudo... dependían de compromisos del gobierno para cubrir proyectos de inversión o pérdidas. Por lo general, esas transferencias no estaban bien documentadas ni eran transparentes.” Además, el FMI también dijo que “las reformas eficaces pueden introducir la estabilidad regulativa en la fijación de precios y una sana competencia para el sector energético... que puede ayudar al desarrollo... y reducir el riesgo de futuras perturbaciones de precios.”

Muchos compartirán los sentimientos del Honorable Cordel Hyde, y no quieren ser aprovechados por ninguna empresa, local, pública ni internacional. El GLP no es una mercancía de lujo, es una necesidad. Los beliceños entienden que aquellas empresas que venden GLP deben obtener ganancias para operar y continuar prestando los servicios. La verdad es que los precios puestos en destino del GLP seguirán siendo los mismos y la única diferencia será que los intermediarios, aquellos que han trabajado e invertido, serán cortados para hacer espacio para la Compañía Nacional de Gas de Belice.

Esto sólo reducirá el margen para los minoristas. Una pregunta importante es entonces si no hay ahorros transmitidos al consumidor final, ¿por qué se debe hacer un espacio para que unos pocos elegidos se enriquezcan aún más? ¿Por qué no trabajar con los importadores que actualmente tenemos para garantizar el suministro y permitir que las fuerzas del mercado dicten los precios en beneficio de los beliceños? Esta semana terminamos con más preguntas que respuestas, pero seguiremos siguiendo el rastro de papel y veremos dónde termina. #followthemoney

UDP Infamy: Education Act 2012 Amendment Patrick Faber, with as much experience in Education as Pablo has in Health or Imer has in building roads, was gifted the Ministry of Education in the Dean Barrow sharing of the spoils of PUP losing the 2008 General Elections. No brain was placed in putting Belize first. Every teacher was suddenly placed on a roulette to qualify after they had spent years on a degree and also in actual teaching. Only the Minister of Education didn’t need to qualify in this Education system. Faber’s mad rush to the UB auditorium continued for 12 years into a Ministry that was roughshod as opposed to academic, disciplined and educational. The UDP infamy IS that he took Belize as a Guinea Pig and as a personal fiefdom with no real intention nor expertise to push Belize forward.

Faber’s signature move was to churn out a mystical financing formula. The facade was allowing as many students access to a quality education. There was the crux of the problem. The vindictive minister didn’t even try to raise everyone’s standards. No! He had to infamously crush the high performing secondary schools first— by attempting to bring these overachieving schools to their knees.

Faber had a personal vendetta, a certain formula for failure. He did everything to give these overachieving schools less and less resources and hand these to the government schools. Some of the government secondary schools routinely broke recruiting etiquette in order to attempt to get “better” candidates and lure them in by paying all their fees. The problem is that a mass number of students were being forgotten. Also, the 300 dollar subsidy is but a promissory note that doesn’t dent the real cost of attending secondary school.

Non-government secondary schools had to develop more creative ways to get financing. It hurts when you are teaching Belizean kids just like the government

schools but a petty Minister snatches your resources instead of praising you for doing well in the last century. No praise was coming for helping the government in the education of the young. The success in the educating the young is the formula to an economically booming nation, lowering of our crime rates, increase in public health and an overall development of the nation.

In 2012, a proposed financial formula had been rejected in so many ways by the teachers, Union and churches. It was Patrick’s core sampler. In this case, the core sampler was not withdrawn. The formula was pushed down the throat of Belize’s Educational system along with the behemoth of a Teacher’ Commission with the stroke of a pen since he, Patrick, was the Minister of Education. Both have been massive failures and at best counterproductive.

Teachers, on paper, are so much more qualified today than ever before YET also, they are disrespected so much more today than ever before. Their pay does not keep pace with the UDP’s suck you dry economy. Teachers need to be careful, whenever they get a miniscule salary adjustment there is a raise of GST, random Tax or/and SSB rate increase, utilities. Not to mention, there has been an increase in the price of living since 2008.

So Faber, up and signs the paper for the heck of it. He might argue he had to appease the World Bank. Teachers/schools might say that is your problem Faber. Stop being petty.

Faber is still in denial today. He blames everyone for PSE results not showing any progress. This is a definite failure that falls at his laps due to his policy. The UDP will do best out of government now. Belize deserves this.

As is customary, at the end of UDP Infamy there is always a call to resign. In this case, call off your leadership of the UDP. You are still unqualified. You and Saldivar should resign en masse and give the people a chance to help you decide IF there will be any UDP standing to be the leader of the Opposition. There is no more hope for the UDP.

Belize Helicopters All Down The People’s United Party has a team with an arsenal of tools to fix Belize and its helicopters. While we wait for Belize to give us the mandate, we commend the Belize Defense Force personnel that took extreme care and camaraderie and got a private Helicopter to shuttle a BDF soldier suspected of being bitten by a member of our Belizean Fauna out of Cadenas. At the first instance, they though it was a snake so urgency was hailed.

This border outpost is literally at the southernmost inside corner of Belize guarding our REAL border.

The UDP should know that these Belizeans should not be abandoned and we should be at their beckon call even a 3am. There must be immediate and rapid response to any problem that could arise.

A State-of-the-Art effort and response should be available

since they are guarding the lives of these soldiers who literally are guarding ALL of Belize’s sovereignty and territorial integrity.

Not having Belize’s three helicopters bleeds of the UDP’s(Saldivar is yours) incapability of running our country and it is unacceptable.

Belize is this acceptable?

Recession Barrow looked like a big clown in the House last week when he argued that there was no recession. With a smug look of superiority on his face, Barrow patiently explained that there was an official definition of recession, and pointed out, just as smugly, that there had been positive growth in the third quarter. Then BAM, his very own Statistical Institute of Belize released the information that YES, there was a recession, and there was negative growth in the third quarter of the year. SHAME. Imagine that this is the Minister of Finance. But it gets worse than that. The IMF has also expressed serious concern at the slowing down of the economy, and also the huge debt racked up by Barrow and his crew. But it’s not going to be so easy for him. He would do well to look at all those country leaders who have been arrested for corruption, and even thrown into jail. We at the Belize Times think Dean O would look splendid in jailhouse orange.

Gluttony It’s tough to watch all these UDP fat cats feeding at the trough. We at the Belize Times remember well Dean Oliver and his two-sided machete which mysteriously disappeared right after elections in 2008. Along with the rest of the nation, we watched as Barrow’s family and friends got richer and richer, because it seemed that they were the only ones qualified to eat. We’re watching now as the PM’s right hand, CEO Audrey Wallace has gotten what is said to be a seven-figure contract from the BTB for her private company, Color Blind. It’s not the first time.

Audrey also ensured that her company got the contract to handle the PR/Advertising leading up to the ICJ, another huge contract. This is much more than just a conflict of interest. This is corruption, plain and simple. How can Audrey Wallace still occupy her post as the PM’s CEO, and operate a private company which benefits from lucrative government contracts? Where is the Integrity Commission when you need it? All these people like Audrey have become bold and brazen in their greed, but it will come back to haunt them. Best believe that.

Overload The Belize Times has heard through the grapevine that the Taiwanese government is furious with the Ministry of National Security after reports that the two helicopters gifted to Belize are out of Commission. While the BDF has been very frugal with information, we are told that the helicopters were used for an official tour at some point, and have been down ever since.

While we at the Times are not aviation experts, we had to raise eyebrows at the news that one of the helicopters was used to transport the Attorney General, Michael Peyrefitte, and the other was used for John Saldivar and his suave sidekick, Doug. What the hell was the Ministry thinking? Didn’t they read the manual about the weight capacity of those copters? Then when a real BDF soldier needed to be transported from the Cadenas outpost, he had to be brought out by Astrum. I swear you couldn’t make up this stuff. We’re just glad that the BDF soldier is okay. This could have been a real tragedy.

Hilarious Has anybody else heard of a video which shows OJ Elrington scaling the fence at some ‘business establishment’ or the other after 3:00am? Reliable reports are that the video shows Elrington sprinting across the yard to the fence. He appears to be in fine form, we are told, until he tried to jump the fence. See, Elrington favours skinny jeans, and skinny jeans aren’t made for jumping over fences. But the athletic UDP caretaker, we are told, makes it over the fence on his fifth try. We’ve heard stories, but we can’t figure out what Elrington was up to. And while that is a mystery all by itself, the more pressing mystery is this – how did OJ get into those ridiculous skinny jeans?

Jules We are told from very reliable sources that Jules was so over-excited after his interview with Bill Lindo that he had to be medicated. Seems the medication hasn’t worn off just yet. Our good, good friend Patsy Faber was offended this week when he was captioned as the Hon. John Saldivar on Channel 7 news. What a thing. Either Jules was loopy as hell from the calm-down pills or he was sending Patsy a message. Who knows? We know that Saldivar has been feeling the victory for a while now, but we’re not taking our eyes off the little one just yet. He loves to beat women, but who knows? Maybe he grows a pair and figures out a way to beat his nemesis from Belmopan.

I went through two interviews, the first interview of course, the first and second interviews I was unsuccessful. The results were sent to the Teaching Services Commission, it was reviewed by them. At the end of that review they sent information to our board expressing that it would be best to go with the second candidate who was me. Since then I was also given an interim position for three months which ended on the nineteenth of November which was approximately five days ago. At this time there is no principal at the school.”

Belmopan, December 7, 2019 The Galacticos FC won the Belmopan Football Association’s 1st Division championship finals Game 1 against the 2-time defending champs, Club Deportivo Atleticos: 2-1 at the FFB Stadium in Belmopan last Saturday night.

Rosny Martinez embarrassed Atleticos’ MVP goalie Orlando Galdamez with the 1st goal in the 29th minute of play, and Jarrel Smith in the 44th mnute to lead 2-0 at the half!

Tyriq “Hammer” Ciego scored the Atleticos’ only consolation goal in the 65th minute: 2-1. At the FFB Stadium in Belmopan on Sunday, Jewel Fury drilled the Orange Walk Gladiators 4-0, led

by Jesselle “Handsome” Conorquie scoring the 1st goal in the 27th minute. Kursha Pollard headed in a 2nd goal ii the 32nd minute, and Jayda Brown scored a 3rd goal in the 41st minute.

I want to thank Party leader Hon. John Briceno and National Deputy Hon. Cordel Hyde for giving me the opportunity to represent the greatest mass Party in Belize’s political history, the PUP. It is a humbling experience to be with all of you here tonight, to be on hallowed grounds, to be in the house that George Price built and aptly named “Independence Hall.” It is fitting because this building, this Iconic location, served as the incubator of our country’s struggle for Independence.

Back in the days of the grand old party, George Price and his team struggled and fought, not only for self-government but, for all of us to live in an Independent Belize. They were up against our colonial past and our colonial masters. But they didn’t give up, they fought on because they knew that the people were being oppressed and, the resources of our country, the wealth untold, was being plundered and raped and repatriated to mother England. Those before us were fighting to ensure that we had an Independent Belize, a country with a Belizean identity.

Fast forward to our present day Belize. Our struggle is not much different than what George Price and the early PUP faced. We don’t have the British ruling, but we do still have an oppressive government, a government that punishes and victimizes its citizenry. Just like that of our past colonial masters, raping and plundering our resources for their own enrichment, for their own greed. So to all my colleagues here tonight and to our many supporters I say, This must be our fight, this is our struggle, this is our reality, a reality we must resist and work hard to bring about the kind of change that only a PUP government can bring.

I have no illusions in Collet. I am well aware of the mountain we are about to climb. We will be facing off with a very powerful minister, a minister who has not lost an election in the last four general elections, a minister who has forgotten why he was elected, a minister who is being characterized by his own party as being petty and sick.

A minister who represents a constituency boasting both high crime rate and high unemployment numbers.

So my fellow Belizeans and voters of Collet, it will not be easy, but you must remember, “The power of the people is much greater than the people in power.” I am proud to have been a part of the historic team that delivered the Citco elections in March of 2018 for the PUP. Now I humbly ask our party leader, our national deputy leader and other executive members to give me and the residents of Collet a fighting chance. We implore you to give us an opportunity to take back a division that THE PUP built. But more importantly, for us to return to our social justice roots, to work for the people, to give all Belizeans a better life, a better existence, a better government and a better country. PUP ALL THE WAY!

Meeting of the House of Representative on December 4, 2019 Orange Walk Central, Party Leader Hon. John Briceño – The Prime Minister will explain why the man (Imer Hernandez) gets all these contracts. The truth is that deep down in his heart he knows that no matter how much spinning is done you cannot defend the indefensible. Two hundred and fifty nine million dollars to one contractor who continues to do bad work, it is indefensible, Madame Speaker. The former Vice President of the United States, Joe Biden says, that corruption is a cancer that eats away at a citizen’s fate in Democracy. Two Hundred and Fifty Nine Millions Four Hundred Thirty Thousand Three Hundred Twenty One Dollars ($259,430,321) worth of contracts to Imer Hernandez and company is eating away at our citizens’ fate in democracy.

Lake Independence, Hon. Cordel Hyde – “Maybe I am missing something but I would think that we would pass to protect the majority of people not a handful of people. We should bring legislation here not to protect or defend twenty five retailers but we should support any kind of pricing, mechanism that would bring down the prices of ordinary people. Seventy percent of all household in this country use butane so how are we going to be reactionary when the price is coming down. This is the most unusual act. If these importers, distributors, retailers can bring down the price of butane to this low it means they could have been doing it for many years. It means that the ordinary people of this country have been fleeced, have been shafted. I am not in the business of being shafted.

Stann Creek West, Hon. Rodwell Ferguson – While we were flourishing in the Citrus Industry it is now in dire straits. And even the Tourism Industry it normally runs from maybe December to until May/ June. Tourism is at an all-time low. Unemployment has risen up to 10 point something percent. So why saddle the Belizean people at this time when there is lots of Christmas cooking and baking. The price of their butane will be raised and regulated by the government. Another concern, there is a liquid that is added to the butane-- ethyl mercaptan to add odor. I have witnessed that the butane now has no smell. This has a cost, I am wondering if they are selling us pure butane. If the stove has a leak it can be serious. This has to be check by consumer protection.

Freetown, Hon. Francis Fonseca – If what the Prime Minister is saying is correct that the agreement was signed by the Right Honorable George Price then this bill has to be amended. Because what this bill says is that the concession agreement dated July 29, 1998 between the Government of Belize and Hydro Maya limited on July 29, 1998 George Price was not the Minister of Finance, he was not the Prime Minister of Belize(as Barrow was stating) it was the Right Honorable Dr. Manuel Esquivel. If you(PM) are saying that it was George Price who signed the agreement then this is in fact incorrect and the date has to be changed. (Dean Barrow was forced to apologize later for attempting to place a cheap shot at the PUP using the name of Belizean Hero George Price.)

Fort George, Hon. Said Musa – “I would like to hear from the Minister (Faber) in what way would it assist you and the Government of Belize to spend twenty million dollars to carry out this quality improvement because clearly there is need for quality in our education system but I am not too sure that this money will be spent on more workshop.

Is that it?”

Caribbean Shores, Hon. Kareem Musa – “I believe madam speaker that this particular Act is a direct assault on the vast majority of poor and middle class Belizeans, Madam Speaker, because they are the con-

sumers of butane and even if it is only for a temporary, short period of time that the distributors in the city and in the country are providing this low price of butane why are we attacking poor people especially at this time of the year.”.

Orange Walk South, Hon. Jose Mai – The problem is the government and the Ministry of agriculture. They have neglected the Ministry of Agricultures and they have neglected the farmers. They listen to the CEO proposing to give them 300,000 dollars. That is ridiculous. You are offering them 55 dollars a farmer. When they are ready to spend they give cheques of 400,000 to one person.”

Toledo West, Hon. Oscar Requena – “When you look at the results of our national performance in our standardized examinations whether it be the Belize Junior achievement test or the Primary School leaving examination, madam speaker let us be honest we all know that there is a lot of work that needs to be done in that area.”

Cayo NorthEast, Hon. Landy Habet – “I would like to support the 31 intelligent students who participated two weeks ago in the Children’s Parliament. The cry was that in Arts all that they have been seeing is History and Geography. They are concerned that in Belize they have no access and education in the Fine Arts. I would like to ask the Minister and the Ministry of education to kindly consider that petition from those students who were advocating for improvements in arts especially the Fine Arts.”

Corozal South East, Hon. Florencio Marin, Jr. – Hon. Marin reminded the House that when monies were previously allocated for the Sarteneja road that these were then shifted to pave Albert Street in Belize City.

Cayo South, Hon. Julius Espat – brought up the fact that when he was thrown out of the House in August 2016 and suspended for month thereafter that he received no salary. “The Honorable Gaspar Vega has not come to this House of Representatives for years. Madame Speaker he is still being paid and there is no repercussion to his action and he is a public servant and he serves the people. Why is this gentleman still collecting his salary when he is disrespecting you, he is disrespecting all of us in this House and he is disrespecting the people of Belize? If any of us miss as many times as he has missed that we would definitely not be paid and there would be repercussions.” Gapi is definitely abnormal and dishonorable and must be thrown out as far from Belize as possible.

This was most likely the last House Meeting of the year but the Prime Minister left the door ajar for a possible meeting on Friday December 20, 2019. To end this special House Meeting the PUP representatives publicly greeted Belize and their constituents with a Merry Christmas. As usual the UDP representatives remained dumb and let Barrow do all the talking.

BLACK AFRICAN WINS MISS UNIVERSE The President the United States of America has not yet tweeted on the remarkable result of this year’s Miss Universe pageant. At a time of rising white racism in America and Europe, a black South African has won the prestigious title. She is 26 year old Zozibini Tunzi.

Zozibini is the first black woman since 2011 to become Miss Universe.

In 1968 and 1969 a group of young Belizeans formed an organization called UBAD. Coming just a few years after colonial Belize obtained self-government, this was a radical move in our history. The United Black Association for Development became the biggest mass movement of young people. Public meetings held at Pound Yard Bridge and Court House wharf were events attended by thousands upon thousands of young Belizeans.

The speakers spoke in creole. Before this, everyone used proper English when they spoke in public. The UBAD used a lot of slang phrases; “dig it”, knock yu ting brother” ‘jive ass”.They coined new words not found in any dictionary-grabament (government). “Afro-Belizean”, at that time when we were still officially British Hondurans. (sic) UBAD preached that black was beautiful and that creoles and Garifuna should have pride in themselves and their ancestry. These ideas were transformational, especially for women who had to go through painful changes to be considered acceptable. There were no black Belizeans working at the Banks unless they were janitors. Women used a hot iron to carefully comb their hair so it would look straight. We never saw black people in the movies unless they were nannies or idiot looking types.

UBAD promoted a beauty and talent competition called Miss Afro. They promoted a community bakery which was on Dean Street. They advocated for 18 year-olds to vote in all elections (the law was for 21) .

They fought for freeing the airways (there was only one government controlled radio station and no television in the country).

They wore Nehru shirts and dashikis, (research those two words). They were big on sports and culture. Their leader was a poet and a writer. Out of UBAD came the Amandala newspaper with its searing editorials.

Needless to say, the two political parties and the system (shitsem) attacked the leadership, it was vicious. They tried to jail the leader known as Evan X Hyde (research the use of X in names). Not once, not twice. The X was even charged for sedition. Google that word to see serious a criminal offense sedition is.

Those were the days my friends, seems like only yesterday. It is clear there will never be another UBAD-type organization in Belize. This young generation has been captured by Facebook, WhatsApp, music videos and all other distractions of Babylon.

LOOKS LIKE SHE IS GONNA MAKE IT We are writing this on Thursday 12th December, 2019. On the 13th of December in the year 1913 a little baby girl was born Leah Harris. She is still alive and still with us.

She will be 106 years on Friday 13th December, 2019. ONE HUNDRED SIX years of age. Awesome! Awesome!

Miss Leah still has her clear memory. She is a wealth of information. She lives on Wagner’s Lane in Belize City with her only child Rita Patnett Sedacy and her grandson Jerome Sedacy. We would want to encourage the Institute of Culture and History to do some sort of documentary or interview on Miss Leah, her life and her times. At 106 she has to be a specially blessed person.

NOW IT’S ANTHONY TILLETT Anthony Tillett is the latest known victim of rogue Police who beat and chance citizens and get away with it. A video camera exposed the whole episode and thanks to three main television stations- Love FM, 7 and 5, thousands of Belizeans watched the disgusting behavior of two police dressed as military and acting like they are Guatemalan soldiers.

An Assistant Commissioner of Police, in briefing the media on Monday said the matter would be investigated. That is another way of saying that is the end of the matter. Another victim, another bad reputation on our police department.

In reality, there is no Minister, No CEO and no Ministry. There is no oversight of Police. They are a law unto themselves. The purpose of having a Ministry is to correct errors and mistakes and illegal activities of the department under the Ministry. Minister Saldivar and his CEO have the record for remaining silent in the face of a multitude of unprofessional and unlawful actions of police.

Only last week in the Supreme Court of Justice Shona Griffith, the almost complete breakdown of adherence to the Prison Rules and laws was on naked display. There is clearly no accountability and oversight of the prisons. So too is it for the police. Either the problems are too many and or the Ministry has no management system in place. It is pathetic.

Let us also remember Jorde Usher of Georgeville. The 25-year-old jumped off his motorcycle in front of his home. Two police alighted from their vehicle.

One pointed a gun at Usher who had his hands up, he turned his face to shout for his Mom who was at home and bang! He gets shot in his face. The Police then goes to his vehicle and drives off. Leaving a fallen, bleeding human being on the ground. He could have bled to death. There are half a dozen witnesses.

What did the young man do? His motorcycle did not have license plates. Shucks Minister, police will pull a gun a shoot a person over a minor traffic offence.

No charges have been brought against the Police who is the brother of a

high ranking officer. Allegations are the said Police had previously shot a man over a stolen bag of oranges.

Take the case of a female public officer, victim of continuous beatings by her police common-law in Cayo. He lashed her in her head with his police gun, she falls to the ground bleeding. He fires three shots to further terrorize her, then leaves her bawling in pain. She attempts to give a statement to the San Ignacio Police Station and is blankly rejected.

There is really no Ministry, no oversight, and no accountability. Rogue police know they can “go on bad” and nothing will happen to them.

By the way, heard the one about a man detained at Queen Street Police Station for common assault? Rather than suffer a beating he takes his shoe lace and hangs himself. Boy. Oh Boy! And Commissioner, how you think all the good cops feel when the few rogues are allowed to tarnish their good name?

Speech by Gilroy Usher, Sr. for the official opening of Traffic Lights in Port Loyola Division Belize City Mayor Bernard Wagner , Deputy Mayor Oscar Arnold, other members of the Belize City Council, Ambassador His Excellency Remus Chen of the Republic of China (Taiwan), members of the business community, and residents of Port Loyola.

First I must say many thanks for the opportunity to share some thoughts at the momentous occasion. A heartfelt welcome to the Port Loyola division where the successful campaign was launched in 2107 for a Belize City Council that is all ‘bout the people.

Sincere thanks to Belize City Mayor Bernard Wagner and his councilors for selecting this busy intersection in Port Loyola for the installation of traffic lights, as there are other areas of the municipality that are also in need of this similar service.

For installing the first set of traffic light in this busy part of Belize City the Mayor and his Councilors deserve a round of applause.

Over the past fifteen years as this area became the location for more and more businesses, it has been the scene of several costly traffic accidents and at least one of them was fatal.

The importance of these traffic lights therefore cannot be overemphasized. They are vital to help ensure the safety of pedestrians and motorists 24 hours per day, as this intersection has become a hub for small and large businesses including restaurants, grocery hardware and general stores as well as street vendors. This area also serves as one of the main areas for pedestrians to move across both sides of Central American Blvd.

The installation of these traffic lights was possible because of the close cooperation among the Belize City Council, the Republic of China (Taiwan), and the community. As a result of cooperation between the Council and concern entities in the municipality, there has been tremendous improvements with street and drain maintenance, traffic regulations, garbage collection, clean up campaigns, and social events including a Christmas program and sporting tournaments for the youths.

Am happy to say that just as the Council has included the Port Loyola community in the installation of streets, it has also made sure the people of this area benefits fairly from all its other services. I happily and fully support this latest initiative of the council.

To the paraphrase of Father of the Nation, George Cadle Price.

“Much has been done for Belize City and much more will be done for Belize City.”

We can all help to ensure that reality by cooperating with the Belize City Council in every possible way.

Port Loyola Annual Christmas Party Sunday December 22nd, 2019

PUP Port Loyola Committee’s annual Christmas Party in the division will be held on Sunday December 22, 2019 at the basketball court directly across from the Muslim School on Central American Blvd. from 12:00 noon to 5:00 p.m.

There will be a raffles of cases of lemonade for the first 75 persons seated. There will also be 25 raffles of hams, turkeys, cases of soft-drinks, cases lemonade, and 5 cash prizes of $50.00 each.

Entertainment for the children will include Ozzy the clown from 2:00 p.m. to 3:00 p.m. There will also be face-painting, bouncing trampoline, and distribution of toys.

Copppal rechaza persecución política contra mujeres

• Se solidariza con Dilma Rousseff, Sandra Torres, Paola Pabón y Gabriela Rivadeneria Ciudad de México, 8 de diciembre.- la Conferencia Permanente de Partidos Políticos de América Latina y el Caribe (Copppal), que preside Alejandro Moreno Cárdenas, exigió la liberación inmediata de mujeres que por su actuación política son perseguidas o se encuentran en la cárcel mediante el uso faccioso de la ley que hicieron las autoridades.

Indicó que los casos de las compañeras Dilma Rousseff en Brasil, Sandra Torres en Guatemala, así como el de la senadora Gabriela Rivadeneira y Paola Pabón en Ecuador, exhiben la persecución política y el hostigamiento de los gobiernos de esos países contra estas mujeres que se han significado por su lucha en favor de la democracia.

La Copppal que agrupa a más de 60 partidos políticos de 29 países exigió la inmediata liberación de la compañera Sandra Torres Casanova, presidenta de Unidad Nacional por la Esperanza (UNE),partido integrante de la Copppal, detenida en Guatemala, en clara violación de sus derechos humanos.

Asimismo demandó el excarcelamiento de Paola Pabón detenida en Ecuador desde el 14 de octubre de 2019 después de que le allanaron su vivienda y tras varios meses de hostigamientos por parte de las autoridades.

Copppal también expresó su preocupación por la persecución política que sufre la Senadora Gabriela Rivadeneira, quien se encuentra en situación de asilo en la embajada de México en Quito, sin poder salir de Ecuador, por lo que pidió al Presidente Lenin Moreno brinde el salvoconducto correspondiente y todas las garantías para que la legisladora pueda abandonar el país.

“Hacemos un exhorto al Gobierno de Ecuador para que en coordinación con el Gobierno de México, establezca los mecanismos que permitan su salida de la sede diplomática y su viaje a México, si así lo decide la senadora Rivadeneira”.

Copppal ofreció sus buenos oficios a los Gobiernos de Guatemala y Ecuador para buscar un acuerdo que permita la liberación de Sandra Torres y Paola Pabón, así como la salida segura de Gabriela Rivadeneira y saludó la exoneración de la presidenta Dilma Rousseff, víctima de una injusta persecución política fincada en el artero zarpazo de la reacción.

Expresó que por sus ideas, hoy muchas mujeres son perseguidas y encarceladas en sus países, separadas de sus familias por mecanismos violatorios de los derechos humanos y apartadas del debido proceso, por lo que condenó esta nueva forma de violencia política contra las mujeres.

Por último exigió al gobierno del Ecuador y Guatemala un informe pormenorizado de la situación legal de las compañeras y demandó que una misión de la Cruz Roja Internacional pueda revisar el estado de salud de Torres, Pabón y Rivadeneira.

La Copppal realizó los días 27, 28 y 29 de noviembre su reunión plenaria en Managua, Nicaragua, durante el evento los partidos miembros de pleno derecho eligieron por unanimidad a Alejandro Moreno Cárdenas del Partido Revolucionario Institucional (PRI) como su presidente.

Alejandro Moreno ha pedido detener cualquier ataque a la participación política de la mujer, al tiempo que ha anunciado que la Copppal no tolerará forma alguna de violencia o persecución contra las mujeres de América Latina y el Caribe, por lo que establecerá un monitoreo constante en la región para denunciar cualquier violación a sus derechos humanos y brindar atención a las víctimas. ===000===

The District Associations of Village Councils is a serious litmus test to show the Belizean public that the UDP was very wrong this past summer when they claimed victory at the Village Council elections. OUT The Year in Review 2019

By Karim Adle, President As we prepare to wrap up the year 2019, many of those within the United Democratic Party will begin glorifying the Belize they have created for themselves and their cronies. You see, in 2019 the UDP got rich, new Millionaires were added to their club but sadly, none of these new millionaires on the block are comprised of hard-working Belizean youth who have fought the struggle.

These new millionaires are comprised of the UDP circle, their inner crew that are rotten to the core with corruption and incompetence. You see, 2019 was the year of Imer Hernandez, who else in this country is capable of signing contracts that hover a total of half a billion Belize dollars when the reputation of the works speaks for itself.

Notice, in 2019, their own chairman Alberto August decided to add to his repertoire another mansion in the Santa Elena area. As you all can see, there is a clear precedent brewing, one that shows what type of year the UDP had; we can clearly see how life in Belize is set up currently, we can clearly see who is benefitting from the current ad-

ministration.

They did tell us the Best was yet to come, they just did not mention for whom it would come.

As we approach 2020, Belizeans have the most important decision of the new decade to make. We must decide if we want to continue under this current regime or change course and elect a new party that offers hope, a party that stands for social justice, a party that wants to build a Belize that works for everyone and not just a select few.

We must come home to the PUP, the party that is inclusive of the youth, the women, and the elderly. A party that invests in people and not bloated contracts. As we start the new decade, we must elect better representatives. If we want better, we must elect better! We owe it to our country, to our people and our kid’s future.

I urge all Belizeans, when enjoying the festivities of Christmas and the subsequent New Year to bear in mind the monumental decision that lies ahead in 2020. Register to vote and when the time comes, Vote for a Belize that will work for you, Vote for John Briceño, and Vote for your PUP Standard Bearer.

Dear Editor, It is very interesting how the present UDP has swayed away from the ideology of the original UDP and that includes the UDP of Manuel Esquivel who advocated for a free market and limited involvement of the government especially in price control. This present UDP is adapting Maduronomics: the economy of State control, price control, scarcity, and exile. They nationalized

21 utilities companies but no dividends neither benefits in pricing.

For us who have had the privilege of studying economics have learnt that when a government controls prices and impedes competition all that it causes is scarcity and the contraband of such goods both which are counterproductive for a government because it affects governance and revenues. So Belizeans don’t be surprised when liquid gas becomes scarce. The economic activities that guarantees a commodity in the market is production, pricing, demand, and competition. When a government puts its tentacle in all economic activities it provokes scarcity. We study it. We see it. We read about it. But we don’t believe it. We want to suffer it.

Belize Real Estate Scam Defendant Denied Joint Defense Privilege

Melissa Heelan Stanzione Bloomberg Law Dec. 11, 2019 • Maryland federal court rules communications aren’t privileged • FTC calls case largest overseas real estate investment scam it’s targeted A defendant in an overseas real estate scam case who is representing himself has ten days to hand over documents to the Federal Trade Commission after a federal district court ruled that none of his communications with two other defendants are privileged.

Andris Pukke’s arguments in favor of privilege are “novel” but “doubtful,” Judge Peter J. Messitte of the U.S. District Court for the District of Maryland wrote in a Dec. 10 opinion.

Defendants Pukke, Peter Baker, and Michael Santos are all representing themselves in a case brought by the FTC, which dubs it “the largest overseas real estate investment scam,” it’s ever targeted.

The FTC alleges that the defendants, which also include real estate developers and a bank, used more than $100 million from consumer investors “to fund their own high-end lifestyles instead of investing the money” in a develop-

ment in Belize.

Pukke argued that the information the FTC is seeking is protected by the joint defense privilege as an extension of the attorney-client privilege or the work-product privilege.

The joint defense privilege, also known as the common interest rule, “protects communications between parties who share a common interest in litigation,” the court explained.

The privilege extends to civil co-defendants, “and not just with respect to communications between their lawyers,” it added. But a common interest has to relate to a legal matter, which the court said doesn’t exist here, as Pukke and his fellow defendants have been “pointing their fingers at one another,” not working together.

The attorney-client privilege only applies to communications in representations with a member of a bar, the court said. And since the joint defense privilege assumes that there’s attorney-client privilege, absent this privilege, there can be no joint defense privilege, it said.

Though the question of whether the work-product privilege applies to pro se defendants hasn’t been “conclusively answered by courts,” the Maryland court said, that issue doesn’t exist here because defendants have not proved a common interest.

HOW BUKELE IMPRESSED IN HIS FIRST SIX MONTHS AS PRESIDENT OF EL SALVADOR

by R. Maxwell Bone Six months into his term, El Salvador’s President Nayib Bukele has an impressive list of accomplishments and continues to chart a hopeful vision for the Central American country.

On February 3, the young former mayor of the capital was elected as president, obtaining more votes than his two opponents combined. Bukele’s election was historic as it was the first time since the end of the civil war in 1992 that the nation elected a president who was not of the two main parties, the right-wing ARENA or the leftist FMLN. Being 37 when taking office, Bukele became not only the youngest head of state in El Salvador’s history but also one of the youngest in the world.

Fighting Corruption One of Bukele’s first acts as president was laying off several hundred employees from government agencies, including staff members perceived to have benefited from and been complacent about the corrupt practices of his predecessors.

He eliminated five Secretariats of the Presidency, which had long been used as a venue to embezzle and divert govern-

ment funds. He subsequently issued a Presidential Decree creating the International Commission Against Impunity in El Salvador in collaboration with the Organization of American States.

Improving Security Bukele announced an initiative to recruit 3,000 new soldiers to combat gangs and criminal activity in the country. He has brought in 30 percent of that goal to date. He also made clear that he intends to implement a hardhand approach to combating gangs, which satisfied many Salvadorians who overwhelmingly oppose negotiating

with gangs.

Simultaneously, Bukele outlined initiatives such as after school and sports programs, along with community policing in low-income areas, to engage vulnerable youth. This is particularly relevant as research shows that the vast majority of Salvadorian youth who join gangs such as MS-13 and Barrio 18 do so not for economic profit, but to gain a sense of community and security.

Dominica governing party easily wins Parliament elections

Associated Press ROSEAU, Dominica — Residents of Dominica cast ballots for a new Parliament on Friday, December 6, 2019, following weeks of political unrest, and early returns indicated a landslide victory for the governing Dominica Labour Party.

Preliminary results released by the Dominica Electoral Office showed the party of Prime Minister Roosevelt Skerrit winning 18 of the Caribbean nation’s 21 legislative seats, giving it an unprecedented fifth term in power.

Voting was held under heightened security following weeks of protests and legal challenges seeking electoral reform. Security forces from neighboring islands where brought in to maintain the peace on Dominica, a former French and British colony of about 75,000 people.

The opposition United Workers’ Party lost three of its six seats. One of those was won

by Melissa Skerrit, the prime minister’s wife.

Opposition supporters had demanded more rigorous checking of voter registrations and a prohibition on expatriate Dominican citizens returning to vote. The opposition has accused the government of buying voters by providing supporters with tickets home around election time.

Bukele has courted foreign assistance from diverse partners ranging from Japan to the European Union. He also has successfully re-set relations with the United States after they reached an all-time low in January 2019 over immigration flows. Bukele has been recruiting foreign investment from traditional partners such as the United States but also non-traditional ones such as South Korea and Morocco.

The Salvadorian people have indicated they continue to support Bukele, as a poll released on December 2 shows 88 percent approve of his performance.

A Salvadorian taxi driver named Augusto said, “He has accomplished more in six months than his predecessors have in years, he is going to save this country.” Others are more skeptical, such as Elmer, who was recently deported from the United States.

“He is trying to change the country,” Elmer said, “but I think corruption and crime are too embedded.”

While it is clear that Bukele and his vision for El Salvador retain the support of the nation, whether or not he succeeds in its implantation over the coming years is a question that is yet to be answered.
