Those revelations indicate not only that the Ministry of Health has been operating as another hotbed of corruption, but incredibly that patients may have lost their lives as a result of the direct negligence of MoH officials where the monitoring of pharmaceutical and medical supplies is concerned.

2000 It seems that no matter how hard he tries Edmond “Clear the Cane” Castro can’t stay out of trouble. Some Belizeans would say that somebody “obeah” the man. We on the other hand would argue that this is just who he is—a magnet for underhanded behaviour!

The latest escapade involving Castro is the revelation that as a result of his “arrangement” with one Eloy Escalante the Belize Sugar Cane Farmers Association (BSCFA) has lost its Fairtrade certification. The permanent suspen-

sion of the BSCFA’s Fairtrade status would mean an immediate loss of more than one million dollars; the longer term impact would be even more dire and could cost cane farmers around 5 million dollars over the next 3 years. In an effort to avoid this hardship the BSCFA has expelled Eloy Escalante with the hope that his expulsion would stay the decision of the Fairtrade certification agency. The BSCFA is yet to find out if this is enough to avoid the problems brought on by the Escalante-Castro debacle.

How and when exactly did Clear the Land become “Clear the Cane?” Rumours have been circulating for some time now that Castro had somehow acquired a very large parcel of land in Isabella Bank in the beautiful Belize River Valley, and that he was planting cane. The rumours were not credible at first because the Sugar Cane Industry (Control) Act expressly prohibits anyone from producing sugar cane without a license. And Castro did not have such a license.

mission that a lack of monitoring and controls as it relates to the provision of pharmaceutical and medical supplies possibly put the lives of patients at risk. Other health officials we have spoken with have also expressed a strong belief that the lack of proper and consistent testing of pharmaceuticals has, in fact, led to a loss of lives over the years. Still others say that even members of the Tender Committee in the Ministry of Health resort to purchasing medicinal drugs for personal use from outside because they are aware that some of the medications circulating within the public health system in Belize simply do not work.

CEO Dr. Ramon Figueroa explained that this lack of accountability was seemingly the order of the day when he got into office after CEO Dr. Peter Allen was transferred to the Ministry of the Public Service following the November 2015 General Elections. Figueroa immediately attempted a cleanup of the process, but was met with resistance by suppliers who were used to going unchecked.

“The providers did not realize that we were serious in enforcing these standards,” claimed Figueroa. Even up to the beginning of November, the Ministry was still uncovering questionable and even dangerous practices. Dr. Figueroa admitted that the Ministry dropped the ball because it was an enforcement that was to have started in previous years but was ignored.

Among the issues uncovered since Dr. Figueroa took over is that some of the providers, which number around 15, did not have the quality certificates for individual items. Even more alarming is that when the providers deliver items to the Central Medical Stores (CMS), “they sometimes change the manufacturer that they have bid for as per contract which stipulates the item, the presentation and the manufacturer.”

The CEO revealed that they recently discovered that when some providers “deliver the items to the CMS, sometimes they change the presentation. So instead of giving us, for example, an antibiotic of 500mg which was in the contract they come and deliver 250 which is not acceptable.”

When asked pointedly if the non-existent strict monitoring of contractual agreements could have led to the provision of medication that could have put patients’ lives at risk, Dr. Figueroa said “it is possible...for example, if a company Braun which is a reputable company has a tradition of good manufacturing practices versus a Chinese company that we have no idea how they produce their stuff, you’re risking—I would go with the company that has a tradition of being world-renowned for its good manufacturing processes. We know that we could assume without much of a risk that the product that they are providing us has all the active ingredients that they say they have. I can’t say with certainty that some of the providers gave us medication and items that did put the population at risk. What I can say is that because we were not enforcing those standards there is a high possibility that that could have happened.” And how would that have been possible? Well, according to Dr. Figueroa, because once the contract was signed with the provider, health officials assumed that they were adhering to it when instead, as the example of Dr. Figueroa proves, in some cases they were out-rightly hustling.

Did A Father Murder his Child?

Police are still trying to piece together all sides of this tragic story. What they have confirmed so far is that officers were on patrol in the village sometime around 8p.m. Tuesday when they came upon two men in distress with a child who required medical attention. The Police picked her up from the duo who were later learned to be family friends. While on their way to the Western Regional Hospital they met an ambulance that was responding to a request for emergency assistance. The child was transferred to the ambulance but was already unresponsive.

She was pronounced dead on arrival at the hospital.

meeka’s death, relatives of the mother on social media pointed the finger at the father who is nowhere to be found and is now being sought by Police for questioning while the mother is in custody giving her side of what transpired. However, according to Police there are many inconsistencies in her statement.

Other sources have indicated that the child was in the care of her father while the mother was in Belize City.

Police are being extremely careful about the information divulged although they do have their suspicions about how baby Tameeka died. Officer Commanding Belmopan Police, Senior Superintendent Howell Gillett says he does not want to cast any aspersions and no charges are being contemplated at this time. He did say that they are investigating the case with “intensity and great

scrutiny” and added that if the post-mortem proves the child died from injuries sustained, they will treat it as a murder. He added however in one of the few revealing statements during his 11-minute press briefing, “if it occurred how we are thinking, it is no way to discipline a child and we want to send all the right messages but I want to do that when we have sufficient and clear evidence to indicate that someone or some others were involved in it.”

According to the police report, baby Tameeka had multiple fresh and fading bruises to her entire upper body but they are awaiting the results of a post-mortem to determine the cause of death. That autopsy is scheduled for the afternoon of Thursday December 8th.

By Castro’s own admission his son has been appointed the “administrator” for Eloy Escalante’s 137-ton sugar quota. Castro also admitted that he delivered over one thousand eight hundred tons of cane last year. At yields of 17 tons of cane per acre this is in accord with the rumours that he has acquired 100 acres of land in Isabella Bank. But if Castro could not even afford to bury his own mother and had to fleece the Belize Airport Authority in order to do so, how comes he could find money to buy a whopping 100 acres of land?

We know of only three sons claimed by Castro and not one of them has the capacity to “administrate” anything, let alone run such a sugar operation. In any event, Section 17.-(1) of the Sugar Cane Industry (Control)

Act states quite clearly that “no licence issued, in accordance with this Act, or by the Committee under the Sugar Cane Farmers’ Association Act, shall be bought, sold or otherwise transferred, except” if “a grower sells or leases the lands on which he is producing sugar” and only with the prior approval of the Sugar Cane Board.

None of these circumstances apply in the Castro/Escalante case and their deal did not have the prior approval of the Board therefore Castro’s clever “acquisition of administrative rights” over Escalante’s quota/license cannot withstand even the basic legal scrutiny.

“Clear the Cane’s” behaviour should not come as any surprise.

LEAKED DOCUMENTS REVEAL: THE SKY IS FALLING! Wednesday, December 7, 2016 The government of Belize, in its presentation to Bondholders last week, leaked to the media, outlined the very grim economic situation Belize is now faced with as a result of poor decisions made by the United Democratic Party (UDP) government.

GOB also acknowledged, for the first time, in its presentation that Belize public debt is now at 100 percent of Gross Domestic Product (GDP).

Barrow’s administration also finally took responsibility for pushing Belize’s debt over the edge: “The government’s balance sheet was hit by the financial cost of intervening in two key utilities, taking over ownership, in the case of Belize Electricity Limited (BEL), to ensure proper functioning of the country’s power system, and in the case of Belize Telemedia Limited (BTL), to terminate a contract that had proven to be very expensive for the government. The result of these two re-nationalizations: much higher government debt, and debt servicing costs.”

Then it acknowledged that GDP is now 100 percent of GDP at the end of 2016, compared with 78 percent in 2014. GOB also cried about its wage bill saying the teachers’ strike cost them $85 Million.

GOB spoke of steps to reduce the primary deficit by 3.6 percent of GDP but did not elaborate. It added, though, that the fiscal reform efforts are in the works for 2017 and are planned to be introduced with the next budget. This is most likely reference to measures including raising GST and import duties and the dreaded RETRENCHMENT. According to GOB, it missed the mark of its 2012 growth rate projection by 10 percent of the IMF’s baseline. It also noted Belize’s tough economic climate as export industries continue to take big hits and losses, some of them because of widespread institutionalized corruption. Belize, of course, is in the midst of a recession now entering its fourth consecutive quarter.

“There has been a precipitous decline in economic activity in Belize over the past two years,” the report sheepishly remarked to bondholders. Overall growth fell from a robust pace of 4.1 percent in 2014 to 1 percent in 2015. IMF forecasts published September 2016 indicate that the economy will further contract by 1.5 percent in real terms this year.

“Industry has seen no expansion over the past five years and the primary sector (which includes agriculture, fisheries, and extractive industries such as petroleum) has suffered three consecutive years of ever steeper declines in output,” GOB reported. Latest estimates show that exports will decline again in 2016. Barrow’s team also cried that the rise in the US dollar has hurt the competitiveness of Be-

lize’s exports.

Government also told bondholders that foreign reserves were forecast to reach US$380 Million by the end of 2016. Central Bank Governor Joy Grant, however, said the reserves stood at around US $315 Million. This means either someone got their numbers wrong or Cabinet is expecting US$60 Million cash sometime soon. The report also noted Belize’s many expenses that will further erode the country’s foreign reserves and push the Belizean dollar closer to devaluation. The loss of correspondent banking relationships also continues to affect the financial sector.

“The outlook for Belize’s economic growth is not promising. Headwinds remain strong, and will require concerted action by the government Godwin Hulse to put the economy back on track,” Barrow and company concluded. Castro, in trying to justify his unlawful action, in response to questions by the media, stated that “Yes sir, this is a straight business. People sell quota all the time, but they have an unwritten rule. You can’t say you are buying the quota which is foolishness.” No “Clear the Cane”, it is not foolishness it is the law.

We don’t know why the Belizean people would be surprised to hear Castro’s name being called in shady business yet again. Any attempt by Castro to stay out of trouble is like a hog trying to stay out of mud. Neither of them can resist.

The real tragedy here Belize, is that the 5,000+ cane farmers and their families are the ones who will end up bearing the cost of Castro’s misdeeds. Misdeeds condoned by none other than Godwin.

Would the Member for Queen Square and Prime Minister please confirm or deny reports that when he said he was meeting with bondholders in New York early this week he was actually meeting with Lord Michael Ashcroft at an undisclosed location to discuss a new cruise port?

Would the Member for Queen Square and Prime Minister be willing to disclose exactly how much his brother attorney Denys Barrow made from litigation over the BTL acquisition, and also how much his law firm made from the settlement with BTL? Would the Member for Queen Square and Prime Minister please disclose what was discussed when he and Pastor Ashley Rocke met at his Seashore Drive mansion at 10:45am on Saturday?

Would the Member for Corozal Bay and Minister of Health please confirm or deny reports that he has come under increasing pressure to remove Ms. Danini Contreras from her post as Drug Inspectorate Inspector since their intimate relationship has become public knowledge and is considered a blatant conflict of interest?

Would the Member for Corozal Bay and Minister of Health please say how much money was fleeced from taxpayers in the past five years because the Ministry was not properly monitoring the delivery of pharmaceuticals? And could he further confirm or deny reports that he was well aware, and allegedly even a part of that fleecing?

Would the Member for Belize Rural South and Minister of Tourism please confirm or deny reports that Norwegian Cruise Lines is planning to open up Harvest Caye to other cruise lines, which would effectively destroy cruise tourism stakeholders in Belize City and surrounds?

Would the unelected Senator and Minister of Natural Resources please confirm or deny reports that she is coming under increased pressure from senior UDP Ministers over the leaks from her Ministry which prove outrageous corruption facilitated by former Minister of Natural Resources Gaspar Vega?

Would the Member for Belize Rural North and Minister of NEMO please say exactly how many canefields he owns, and also provide a list of his assets and those placed in the names of family members attained during his time as a member of this UDP administration?

Rocke Road…

Pastor Ashley Rocke, Senator representing the Churches (actually Senator representing a few UDP-owned Church leaders and of course the UDP) was seen walking into the home of Prime Minister Dean Barrow at 10:45am Saturday morning. Maybe he was there to hear confession. Maybe he was there to counsel the troubled Prime Minister and to comfort him before his travels abroad. Maybe he was there to play checkers. Maybe he was there to sit on the verandah and shoot the breeze with Dean Oliver. I think he was there to receive instructions for Wednesday’s Senate hearing. Or maybe to pick up something for his services so far. The other day in the Senate Pastor Rocke was crying because he was hurt that he didn’t get appointed to the Integrity Commission because men of the cloth have integrity. I swear I don’t know how come that fool wasn’t struck by lightning #sigh Bi-polar disorder…

Reliable word reaching this cynical scribe is that Godwin Hulse, the man formerly known as the people’s champion, had been diagnosed with bi-polar disorder and is refusing to take his medication. Medical authorities were recently alerted to the troubling condition at the opening of the sugar cane crop recently.

At the podium, Hulse vowed to get rid of phantom farmers in the industry, stating “I am unabashed to say there is no place for shopkeepers who pose as cane farmers and who buy quotas and that sort of thing. We need to be serious.” But minutes after, when asked about his friend Clear the Cane Castro, a minister posing as a cane-farmer, Godwin stated, “Let’s be real. He has cane and he should be able to sell his cane.” Sources say that they have noticed the change in Godwin since he drank that now infamous Lighthouse at the residence of William Danny Mason in Belmopan. CIB investigators have collected samples and have submitted them for testing. It is expected that when the results are received in 2018, those investigators will be able to say whether Mason drugged Godwin and if that is causing this perplexing psychosis.

Retarded…

Reliable sources have confirmed to this intrepid reporter that the Special Envoy for Women, Children and really Foolish People has scheduled an intervention with Minister Edmond Castro as soon as he returns from the canefields. We are told that his repeated use of the ‘R’ word was reported to the Special Envoy and she was irate that Castro would dare to do so when she even made an ad forbidding it. We are also reliably informed that she attempted to get hubby to shuffle the shameless Minister, suggesting that he assume the portfolio of Shameless Actions, Stupid Commentary, Disrespect and Sexual Harassment, created just for him. Hubby’s decision in that regard is pending his return to the country, but in the meantime the Special Envoy has allegedly indicated that she will take urgent action where Castro is concerned. Plans have not been finalized, but sources say that the first intervention will include a flash mob dancing in the Minister’s cane-fields in Isabella Bank. We’ll have more on this bedevilling state of affairs as we get it…

Cruise Review…

You didn’t hear it from government sources, and you won’t. But there’s an international review of NCL’s Harvest Caye no Belizeans allowed facility. The author claims that NCL will be opening up Harvest Caye to other cruise lines. I don’t need to spell out what this means. Here’s the option which will be presented to tourists when they buy their packages. (1) You can dock in Belize City which looks bad, smells bad and people will be harassing and begging you every step of the way, or (2) you can go to an exclusive island where you can enjoy the marine amenities in a luxurious setting without being harassed by the unsavoury native element. Which would you choose? I hear some of the local tour operators have gotten wind of this and are planning a visit with the barefoot Tourism Minister. I wish them luck cause ain’t a thing that government can do to touch NCL now. That cruise ship done sailed.

Fathers of the Year…

As we come to the close of 2016, it is important to remember all those wonderful fathers out there. Mothers usually get all the attention, so the Belize Times has decided to hand out some special honours today. Of course we must start with Dean Barrow, a giant among men. He gave his son an entire utility company, complete with financial package.

DOB is followed closely by his former Deputy, el padre tan bueno. Gapi, that wonderful fellow, gave his son $400,000. And we cannot forget another paragon of virtue, that oldschool gentleman who keeps his wad in his socks. Boots gave his daughter a whole building, hard to match. And finally, Mr. “R” word himself, Edmond ‘Canefield’ Castro. He didn’t quite meet the generousity of his colleague, but still managed to give his son an unspecified amount of cane. Bravo. Let’s hear it for all these fine gentlemen!

A Hollow Victory

ollowing the 11-day strike of teachers under the BNTU’s mantle from October 3 to October 18, those determined educators were saluted as heroes, hailed as the warriors who had triumphed over an administration’s despotic and corrupt ways. After all, they fought for good governance and an end to corruption. They fought for checks and balances and accountability where none existed. They fought for responsible spending. By October 18 it seemed apparent that the Prime Minister had folded. YES to the 13th Senator. YES to the ratification of UNCAC. YES to the Integrity Commission. YES to the Senate Inquiry. The angels sang the hallelujah chorus. Oh how the teachers must have felt like the mighty Spartan 300, with the difference that they lived to tell the tale of glory.

Except we were all – teachers, right-thinking Belizeans, those who wanted a real change with no political agenda – just a real change for Belize as Belizeans – bamboozled by the Prime Minister’s trademark brilliant bullshit.

It is no fault of the teachers. They are to be praised because they stood alone and stood strong. In fact, many of us should feel a twinge of shame when we remember the determined stance of those teachers. What they fought for would have benefitted each and every one of us (with the exception, perhaps, of those who have already raped and raided our coffers and continue to pillage with impunity).

The teachers’ victory is hollow because Dean Oliver Barrow is a master of deception and deceit. His greed for power trumps any fleeting thought of integrity in office. The teachers’ victory is hollow because as Belizeans we are so divided along every possible line that we cannot come together even for something that is so patently right and good. And let us not shy away from the truth which stares us in the face – many of those trusted to galvanize us are eminently corruptible and open to incentives.

What, exactly, did teachers achieve? Where the salary adjustment is concerned, the Prime Minister with the able assistance (for whatever reason) of the heads of the PSU and APSSM, bought the time he wanted. Based only on yet another promise from DOB, teachers and public officers expect to get their salary adjustment in 2017, along with a very tiny bonus for their patience. That is going to be interesting, since 2017 promises to be very much a bad year, worse than 2016. If the PM couldn’t find the money in 2016, where will he get it in 2017? Ironically, if teachers and public officers do somehow miraculously see that adjustment, they will in effect be paying themselves through the anticipated increases in taxation promised for April 2017.

No victory there.

The Government pushed through with the Senate Inquiry,

fighting tooth and nail to ensure that it would be only on UDP terms. It is chaired by a UDP Senator and it is exceptionally clear that it will be guided along the principles of protecting and preserving the inner circle of government and peripheral corrupt officials. It is clear also that any move to call in members of Cabinet for questioning will be struck down with prejudice.

No victory there.

Belize will sign onto the United Nations Convention against Corruption. But it is curious that any and all discussion into that ratification, signing, administration, considerations and repercussions were conducted solely by GOB and the BCCI, which many feel is presided over by a UDPsympathizer. Why the lack of open discussion and debate?

Why is there this feel that something is being hidden? Why no inclusion of the constitutionally-recognized Opposition or the unions or other stakeholders in such a significant Convention? What are we not being told?

The PM acceded to the Integrity Commission, but really that is a joke and a slap in the face of all Belizeans. One of the PM’s choices was a member on the BAA Board which wrote thousands in checks to cover Edmond Castro’s personal expenses. The Chair has run for the UDP, has worked for the UDP and owes any success she has attained or will attain to her connection to the UDP. After DOB committed to accepting the selection of a chartered accountant by the Institute of Chartered Accountants, he went back on his word and appointed his old tried and true crony Net Vasquez. Vasquez is not a member of the Institute of Chartered Accountants and as such is not a chartered accountant recognized by law, but Mr. Barrow has shown that he is above the law.

This body, with an absolute majority of compromised UDP appointees, will NEVER be the watchdogs that Belizeans envisioned. There is certainly no victory here.

And then there’s the 13th Senator. All NGOs in good-standing have sprung into action to select a suitable candidate. But DOB has stated, time and time again, that the government will maintain the majority in any body. So if a 13th is appointed, the Government will shortly appoint a 14th, although it could be argued that they already have another senator ready-made in the person of Pastor Ashley Rocke.

So what has been won from those 11 days of strike? What has come out of those 11 days? Well, the teachers had to take legal action to prevent government from meting out the wrath of Barrow. They won a temporary victory. There is real dissension in the ranks of the unions – that is a victory for the Prime Minister. And as for the people of Belize…we sit and brace for what promises to be the leanest of times. Good governance is no closer than it has ever been under this administration and corruption is as vibrant and unchecked as ever it has been.

Wednesday, December 7, 2016 Prime Minister Dean Barrow left for New York this week, allegedly for Superbond discussions, but the Belize Times has learned Barrow’s presence may signal a bigger move by government in the months to come.

The Belize Times has learned that Economic Ambassador Mark Espat was left in charge of handling negotiations with bondholders. Sources also indicate that Barrow’s arrival in New York may indicate one of two things: either bondholders are driving a very hard line and need assurances only the Prime Minister can give or there is another deal being made to help relieve GOB of some of its more immediate expenses and free up cash for Barrow and company.

Government is currently faced with three pending arbitration judgments totaling some US$100 Million. GOB is also desperately strapped for US currency and using any portion of the country’s already critically low foreign reserves would result in definite devaluation of Belizean currency.

It is expected that bondholders will request GOB enter an International Monetary Fund (IMF) program and as a result, GOB cannot afford for Belize’s foreign reserves to dip below three months of merchandise imports.

Still, faced with mounting expenses and drawing nearer to the second half of payments for the BTL nationalization, GOB must figure out a way to pay all its other creditors while agreeing on terms satisfactory to bondholders.

With these and other financial hurdles, there are credible reports that GOB may be considering a deal involving Lord Michael Ashcroft to settle the BTL nationalization. It was reported some time ago that Ashcroft was interested in investing in a cruise port facility at the Port of Belize. According to sources, GOB may consider giving Ashcroft the mother of all deals on the cruise port in exchange for settling the BTL nationalization.

When Barrow first announced that GOB had come to an agreement with Ashcroft over BTL, he said the money to be paid as a result of the so-called Accommodation Agreement would be paid in Belize dollars and would be “spent in Belize on charitable projects for the good, welfare and wellbeing of the people of this country”. Well the Belize Times understands that Ashcroft may end up fronting this sum of

money, some $60 Million, to finance the cruise port and ease GOB on the BTL settlement payment. In return, one can only imagine the kind of deal GOB would have to offer the mighty Lord.

Years ago there was already a plan to develop the land adjacent to the current Port of Belize into a cruise port. That plan fell apart and the Port has since gone into receivership. But over the last year or so, discussions regarding a cruise port facility in Belize City have intensified. Government had originally considered Mike Feinstein’s Stake Bank proposal but later cast it aside, leaving many to wonder why. Perhaps GOB had known all along what it would have come to.

Waterloo, the Ashcroft-allied group that controls the Port, has been in discussion with Carnival Cruise Line over the past few months about the feasibility of building a cruise port at the location. There has been no official word on whether or not a final decision has been made but sources have confirmed to the Belize Times that GOB supports the deal and is willing to facilitate it however it can.

Candelaria ‘Canned’ Under Public Pressure Wednesday, 07 December 2016 If the public had not become outraged at the continued pampering (at taxpayer expense) of Candelaria Saldivar, sister of Minister of Defence John Saldivar, it is likely that she would still be sitting at home collecting her CEO salary plus $18,000 housing/entertainment allowance and $3000 phone allowance and all other perks. But the Belize Times has confirmed that via letter dated November 24th, 2016, Saldivar has been put out to pasture.

In that correspondence from Cabinet Secretary Carlos Perdomo, Saldivar is advised that “His Excellency the Governor-General, on the advice of the Rt. Hon. Prime Minister…has approved your retirement on compulsory terms on the grounds of the above mentioned and continuing organizational restructuring and for the purpose of facilitating improvement in efficiency…”

Saldivar was CEO of the Ministry of Immigration and nationality when she was arbitrarily removed on May 20th 2015 through a letter from the Office of the Prime Minister, with her removal effective immediately.

That letter put her on Administrative Leave pending reassignment to other duties and apparently became necessary after several Heads of Department threatened to resign en masse if she were not moved.

It was actually a great deal for Saldivar since she was able to remain at home from March 20th 2016 until November 23rd 2016 – a total of 20 months while receiving, as promised in the letter from the Office of the Prime Minister, “all existing conditions of service,” including salary, allowances, benefits, perks and even a government vehicle and fuel.

GUATEMALANS MAKE HUGE DRUG BUST IN BELIZEAN WATERS

Tuesday, December 6, 2016 Guatemalan law enforcement agencies are reporting that they have caught four cocaine smugglers who were trying to traffic about $45M worth of the drug to what is believed to be a North American destination. The Guatemalans report that the drug bust happened in “international waters”, but experts in Belize have strong reason to believe that these men were caught in Belizean territorial waters.

News reports coming out of Guatemala suggest that the Guatemalan law enforcement agencies received intelligence of this drug smuggling operation under way in international waters. They mobilized quickly, and the Ministry of Defence and Special Naval Force moved quickly to intercept these traffickers. In the Sapodilla Cayes Marine Reserve, they managed to catch one of 2 vessels which were travelling the Caribbean Sea at that time.

On that vessel were 4 Hondurans, 34 year-old Walter Orlando Portillo Portillo, 26 year-old Jose Miguel Andrade Saldivar, 21 year-old Julian Avila Suazo and 42 year-old Zablo Amilcar Portillo Portillo.

They were carrying a shipment of 50 packages of cocaine amounting to almost 1000 kilos of the narcotics. The other vessel that was with them managed to escape from the Guatemalans and along the way they were seen dumping items into the sea. The law enforcement teams retrieved those items and found another 32 packages of cocaine to an additional amount of 640 kilos. The total bust was determined to be 1,637 kilos or 3,608.9 pounds.

That has a street value of around 45 million Belizean dollars. It is believed that these drugs were destined for possibly Mexico for an intermediary point, and then on to North America.

Now, there is dispute about the location where this drug smuggling operation was interdicted. The Prensa Libre newspaper published a map identifying the location where the men and the drugs were caught, and their reports from the Guatemalan authorities say that it happened in the Sapodilla Caye ranges. If accurate, that means that these men were in Belizean waters, and not simply “El Mar Caribe” - or the Ca-

City Resident Gunned Down in Broad Daylight Monday, December 5, 2016 On Sunday afternoon, at around 1:30, Emerson Skyers, 26, was at the corner of West Street and Cemetery Road socializing with friends when a white car pulled up and a gunman started firing. As the car fled the scene residents in the area and friends of Skyers tried desperately to resuscitate him but he died at the scene.

According to ASP Alejandro Cowo, Officer Commanding CIB, ““Emerson Skyers was walking on Cemetery Road almost at the corner of Cem-

etery Road and West Street when a vehicle coming from the direction of Cemetery Road towards Albert Street passed him and a person from the vehicle fired several shots at him causing the fatal injuries. Up to now we do not have a motive in regards to the death of Mr. Skyers.”

Skyers is no stranger to Police and had been fingered in the 2015 Armed Robbery of First Caribbean Bank, but in a story heard many times in similar circumstances, he had allegedly been trying to change his life. Those who knew

Tour Guide Killed in Motorcycle Ride-By Monday, December 5, 2016 Violence sparked up in the old capital this weekend and claimed the life of well- known tour guide Dale Anthony Tillett Sr. the incident happened at around 3:45am Saturday as Tillett and friends were heading home after a night out.

Police held a press conference on Monday to provide as much information as they had been able to discover. They relayed that they were called to the scene at the corner of Hyde’s Land and New Road and observed the lifeless body of Tillett with an apparent gunshot wound to the back of the head.

According to ASP Alejandro Cowo, Officer Commanding CIB, “What the Police have gathered so far was that Dale Anthony Tillett was waking along with two other male persons when two persons on motorcycle came from Hyde’s Lane and as they approached them almost by the

corner, one of the male persons on the motorcycle fired several shots at the persons that were walking along with Dale Tillett. As a result, Dale Tillett received the fatal injuries and the other person David Garcia received an apparent gunshot wound to the left side of his shoulder.”

It is believed that Tillett may just have been in the wrong place at the wrong time, but that will be ascertained by further investigation. The popular tour-guide was not known to be affiliated with any gangs or to be involved in activities which may have led to his death.

Police have some persons detained for questioning in the murder.

Man Allegedly Brutalized

by Police Dies Mysteriously Tuesday, December 6, 2016 At mid-afternoon on Saturday December 3rd, the body of Altreed Williams was found on Lawrence Avenue in the Lake Independence area of Belize City.

Strangely, his body which was partially in a drain was just outside of his car. The sudden death is said to have been preceded by a beat down doled out by Police two weeks before (a screenshot of a conversation between Altreed and a friend confirms the date of the police brutality as November 18th). Roxanne Williams, his wife who he had been living with for 12 years—sharing two children, explained that he had been pepper sprayed and left with bruises to the forehead.

She recounted that during the entire time since the incident with Police he was unable to work because the constant headaches he began suffering would cause him to tumble down and he was not eating. The previous Wednesday, November 30th, his family took him to the hospital where a CT scan was done and some medication prescribed before he was sent home. However, she says that he did not improve.

On Friday at around 5:30 p.m. Williams apparently had enough of staying home and made an effort to go out to do his taxi runs. That was the last time Roxanne would see him alive. The following day she would receive the dreadful call

Roxanne disclosed that he had been to Belmopan to file a complaint with the Professional Standards Branch and intended to sue the Police. Cowo added, “As far as we know there is no report that anyone made any report to Police stating that he was beaten 3 weeks ago by any Police, not even a complaint to the PSB office, nor to the uniformed section. We understand from the family members that he had been suffering from some kind of seizures and that

The group is mentored and inspired by the noted Canadian artist from Cristo Rey, Cayo Winsom Winsom. Her influence is an important harnessing of the incredible energy and enthusiasm of the group.

RADICAL is a breakthrough exhibit because it is independent, it is social, and it is collective. Over the past few weeks I’ve had the opportunity to witness the long threads on their Messenger. What strikes me most is a spirit of reciprocity emerging. Whenever we come together there is risk because our culture forces us everyday unto a reservation of mistrust.

The human collective contract is constantly under threat, so it is vital we point to acts of collective support. Art is a precious personal act, but it is done within a social system.

THE WONDERER AND NEGLECTED/CRASHED BELIZEAN INDUSTRIES The Wonderer was wandering on Google Earth and wandered on certain areas that brought back memories of good industries that employed thousands and thousands of Belizeans, but because of the neglect of government(s) they all came to pass into history.

These projects all needed help from Government but for some reason help was denied. Help was actually denied to the Belizeans who directly and indirectly depended on those industries. It seems you have to own an island for tourism that employs a few Belizeans in the “servant” industry and ban us other Belizeans from visiting their white premises in our country. Only so and after some dealing then you obtain tax and duty exemptions or sometimes called fiscal incentives, which could save the industries from collapse. The following industries now RIP. LIBERTAD (1937 – 1985) The direct impact of this factory closure was a severe job loss.

This resulted in thousands of Belizeans, mostly Corozaleños, migrating to the United States of America and Mexico. NOVA SHRIMP FARMS (1989 – 2007) This company was comprised of NOVA Ladyville Shrimp Farm and Processing Plant, NOVA Laguna Madre Shrimp Farm, NOVA Toledo shrimp farm and Processing Plant and NOVA Ambergris Caye Hatchery. This was a big operation, the largest shrimp farm company in the nation. Thousands and thousands of acres of shrimp ponds, a certified USA/EU processing plant and a 80+ million PL’s (baby shrimp) per month hatchery, all fully functional and operational when the close down order was issued in Jan 2007. It is claimed that it was bad management, bullshit…have you ever wondered that it is the obligation of government to assist these companies to salvage themselves. If you can take over BTL and BEL why not these companies - make them successful and then sell them again. Are Belizeans important or not? The working-class Belizeans suffer, as usual. Thousands of people lost their job.

I can remember Castro saying that NOVA closure was bad news for his constituents. He said that at least 60 to 75 families would be without a job. He also said “You have people from Sandhill that work at Nova, from Gardenia, Biscayne and all the way up to Crooked Tree.

You have people in the river valley area from Burrell Boom all the way up to Rancho Dolores that works there. So that’s a big big blow for the people in my area and I am very much concerned and we would like to see another business open up for somebody to do something so that our people can have gainful employment. Today some of our people were informed that this is it. They were put out of the place

at one o’clock which is really bad news for the first of the year. Some of these people have children going to school, primary school, and sixth form and so on. How will they go now to get some type of employment to feed their families by the end of this week or next week?

This project was an excellent concept supported by the UDP area representative of Port Loyola because he knew this project was going to assist his constituents in much needed employment. This project was underway, tons of monies was invested in dredging, land reclamation, roads, etc. It was the project that would have assisted this nation, the government, and especially the poor. Somehow Mr. Espat lost his investment and the Belize Bank took it over. Mr. Ashcroft owns it now. I sincerely believe that this cruise terminal and free zone project could have been salvaged by the Government of the day, but the man was PUP, so just lie back. A lot of people lost their jobs during the construction phase and thousands of jobs were never created.

This project is similar to Stake Bank which was going to also create a cruise terminal. The island was reclaimed but the project stopped also because the government never assisted in tax and duty exemptions and fiscal incentives. I can recall Mr. Feinstein telling the media that the commercial agreement for Stake bank had been lying on the Prime Minster desk for a long time and he never signed to date. The same Prime Minister without blinking his eyes signed the commercial agreement for Harvest Caye owned by foreigners and I promise you that he will sign the one for Ashcroft Cruise Terminal and Free Zone pretty soon. POLICE UNITED & FC BELIZE WIN THRU TO PLB FOOTBALL PLAYOFFS Belize City, December 4, 2016 Police United and FC Belize both won through to the Premier League of Belize football playoffs with big wins in Week 18 games, the end of the regular season over the weekend. The No Mercy rule was in effect as FC Belize stomped the Paradise Freedom Fighters: 6-1 at the MCC Garden on Sunday.

Russel Casanova scored FC Belize’s 1st goal in the 4th minute of play and Hector Martinez score the 2nd goal in the 17th minute.

Yabra FC, Coast Guard & Survivors Win in CYDP Football Playoffs Belize City, December 3, 2016 Yabra FC, Survivors FC and the undefeated Coast Guard posted wins when the Conscious Youth Development Program (CYDP) football playoffs kicked off at the MCC Garden on Saturday.

In Game 1, Ladyville FC and Kelly Street drew 1-1 when Shawn Young scored for Ladyville in the 8th minute and Kadeem Myers equalized for Kelly St. in the 25th minute.

In Game 2, Yabra FC won 2-1 over Tut Bay. Dalton “Chicken” Cayetano scored Yabra’s 1st goal in the 17th minute. Carlos Lino answered for Tut Bay in the 35th minute. Yabra’s Keron Patnett scored the game winner in the 2nd half.

The Cost of Incompetence, Mismanagement and Corruption Growth rates have fallen far short of projections made in 2012

The current account deficit has become dangerously large

Key production sectors showing troubled outlooks

The performance of Belize economy has been disappointing relative to the forecasts prepared in 2012. The economy in nominal terms is likely to be 10% smaller in 2016 than projected in the IMF’s Baseline in 2012.

Developments in the merchandise trade balance have pushed the current account deficit wider. The overall balance remained positive because of good capital inflows and buoyant tourism.

 Latest estimates show that exports will decline again in 2016, the fourth consecutive year, reaching US$ 498 million. That is about 20% below the recent peak of US$ 622 million reached in 2012. 75% of the fall in total exports is attributable to the decline in oil exports.

Oil production has been a major disappointment, with output expected to disappear completely. Sugar has performed well but the outlook is clouded by uncertainty about renewal of preferred market access agreements.

 A single small oil field was discovered in Belize in 2005.

Production was forecasted to last until 2022 but was virtually halted in 2016.

 Sugar production in Belize, has remained a strong foreign exchange earner and key GDP contributor, contributing between US$ 50 - 60 million in foreign exchange each year.

 The rise in the US dollar has hurt the competitiveness of Belize’s exports. In addition, diseases in the fish and citrus sectors have crimped production. The impact of the stronger dollar is visible in the rise of Belize’s real effective exchange rate (REER). That jumped over 8.5% in 2015.  Imports surged, driven in part by the government’s infrastructure investment program. Imports are expected to rise by US$ 124 million between 2012 and 2016, a cumulative increase of almost 17%.

 The chart above illustrates the gap between the projections for nominal GDP growth prepared in 2012 with the actual outcome through 2015.  The chart also shows the change in IMF Baseline scenarios between 2012 and 2016. Projected growth for the years 2017-2019 has been lowered to around 4.5% per annum from 5.1% in the 2012 forecast.

 A similar pattern appears in the forecast for real GDP growth as in the nominal growth forecasts.

Exports of three main products declined in 2015

 Tourism has expanded but growth has been limited by the strong dollar. Expansion of tourism facilities in Cuba poses a new medium-term challenge for Belize.

 No new discoveries have been made, and with current low oil prices exploration has come to a halt.

 The forecast prepared by the Government of Belize came closest to the actual outcome among the three forecasts prepared in 2012.

 Compensation payments in 2016 in foreign currency to the owners of the nationalized companies explain part of the decline in reserves. Additional payments expected in 2017 will further erode the size of Belize’s foreign exchange assets.

 The numbers do not reflect yet the impact of hurricane Earl on the marine sector.

Belize’s foreign exchange reserves are on a downward trajectory and are at risk of falling further as the country struggles to maintain access to foreign currency lines and the current account deficit widens.

 Coverage ratios remain moderately comfortable, but the dynamics give cause for concern. There is no easy path to an improved current account position, nor to restoring global market access without which reserves will remain under pressure.

 Belize’s gross foreign exchange reserves have slipped from their recent peak in 2014, and are forecast to reach US$ 380 million by the end of 2016. That would represent a 22% decline over the 2 year period.

 However, the outlook is clouded. In December 2013, the EU modified its stance on the quotas on sugar and the production quota will be abolished in September 2017.

The price of sugar has already fallen from BZ$ 70 per ton to BZ$ 41 per ton.

Adverse external conditions, disease-induced output declines in the key citrus and fish sectors, and the fall in oil production will result in a contraction of 1.5% of GDP in real terms in 2016.  There has been a precipitous decline in economic activity in Belize over the past two years.

Economic Growth

 Overall growth fell from a robust pace of 4.1% in 2014 to 1.0% in 2015. Earlier forecasts for 2016 suggested a further decline to below 1% growth, but the economy contracted by 0.5% in the first half of the year. The IMF’s revised forecasts published in September 2016 indicate that the economy will contract by 1.5% in real terms this year.

 One of the few positive features of the current economic situation in Belize is the recent improvement in the labor market. Unemployment has fallen from 10.1% in April 2015 to 8% at the end of April 2016. This is due in part to the government’s continued investment in infrastructure projects over the past two years.

 Belize’s domestic commercial banks are well capitalized, with the average risk weighted capital ratio at 25% as of March 2016. However, gross NPLs at 16% of total loans remain high.

 The concern at this point is the potential impact of a prolonged period of slow, or no, growth on the banks’ asset quality, profitability, and the stability of the banks’ capital structure. Any break in the peg would be very costly for the economy and for the banks.

The health of Belize’s bank sector has gradually improved, but the slowdown in the economy is bound to test the resilience of the banks.

 The loss of correspondent banking relationships is impeding the efficient operations of the banks, and could eventually have a material impact on economic activity.

 As the chart to the right illustrates, services, the largest sector of the economy, continued on a steady pace of expansion, with tourism one of the leading subsectors.  Industry has seen no expansion over the past five years and the primary sector (which includes agriculture, fisheries, and extractive industries such as petroleum) has suffered three consecutive years of ever steeper declines in output.

 There has been a substantial increase in the banks’ exposure to government debt. T-bills and T-notes accounted for 68.7% of the banks’ capital as of end-September 2016. That is more than 30 percentage points of GDP higher than at the end of 2015.

 This level of exposure highlights the risks of looking to the domestic banks for debt relief. Any impairment of their government debt holdings could have adverse consequences for the banks’ capital.

Medium term outlook is challenging. Growth is projected to be 1.6% for the period 2016-2021, below the average of the past five years.

Revised IMF Baseline Economic Growth Forecast

 The outlook for Belize’s economic growth is not promising.

Headwinds remain strong, and will require concerted action by the government to put the economy back on track.  In the IMF’s base case scenario, slow growth will persist for the foreseeable future. Low productivity and only limited progress in expanding physical infrastructure are major constraints on growth.

 The external environment, with forecasts of very sluggish growth in the world’s advanced economies, and persistently modest growth in world trade, does not look friendly to Belize at this point in time. Without an improvement in Belize’s export performance, overall economic growth will suffer, the balance of payments will be under stress.  One of the most troubling aspects of the Fund’s base case scenario is the sharp rise in public debt, which, in the absence of significant fiscal adjustment measures, is projected to rise to 101.7% of GDP by the end of 2021.

MY PERSPECTIVE

ACTIVISM AND ACTION It’s amazing…all this activity during the Sixteen Days of Activism against Gender Based Violence. I don’t know if we have really come a long way but all the events certainly have. I am not at all knocking the candlelight vigils, dancing in the street and marching. It is all meant to bring awareness, and we have to be aware and internalize the challenges at hand before we can actually do something. But we need action too.

Last week the Social Work Students Association of the University of Belize held their first Gender Based Violence Evening of Expressive Arts at Spoonaz Cafe on North Front Street, Belize City. I was happy to have received their invitation to address them as guest speaker, and, as I usually do, I jotted a few notes and bullet points of what I wanted to say to them. I am not given to writing out long speeches, preferring instead to have some few ideas and to go with the mood and flow of the event.

I was very pleased too to have witnessed artist Katie Usher’s remembrance of the three young girls who tragically perished at the Youth Hostel.

Earlier I had listened to the CEO for Human Development saying that the Ministry had gotten legal advice not to release publicly the findings of the internal investigation. This I find unacceptable. Why should the Ministry be more concerned about protecting their own backs than of having the full truth come out so that this kind of thing never happens again? They are more concerned for their derrieres than for letting the failures within the system be known.

And where was the outrage?

Are our memories so short that those three young lives could go just like that?

At the Spoonaz event I commended the Social Work students for their initiative in

bringing skits, songs, performances and testimonials on Domestic Violence to a stage from which they can draw inspiration for needed action. I told them though that it cannot stop there.

The social deterioration we are experiencing is a form of gender violence, I posited, and I shared my feeling that the ones who suffer from such deterioration most are of course children and women. Children being shot or burning up in homes is chilling testimony to this terrible dysfunction.

Our Belizean social fabric is severely challenged, I asked them to remember and focus upon.

It cannot be sufficient to merely lament violence, family breakdown or gender based attacks on the vulnerable. We all have a responsibility to work towards changing our social fabric for the better. We must be concerned about serious gaps in education; the lack of jobs for women; paltry rates of pay for menial workers; the social security bosses sitting on their backsides instead of bringing desperately needed reform; preventable delays at the Vital Statistics Department; bottlenecks in persons accessing their ID cards because of prohibitive red tape; women still having to fight tooth and nail for obvious property rights; inadequate health care for children in our hospitals and clinics.

Yes, all these difficulties remaining unaddressed properly are forms of gender-based violence. They amount to injustice, and injustice is gender based violence.

I thus encouraged the Social Work students to act, to think and do, not to merely dance or recite poetry. We all have to be a part of the solution in mending our Belizean social fabric.

UB and other tertiary education students are well placed to demand and to make changes for positive improvement. The real action must start.

TOURISM:

BELIZEANS SHUT OUT By: Norris Hall IF Belizeans have not yet been shut out of the tourism industry, they continue to get a thinner and thinner slice of their homemade pie. Soon they will be getting only the crumbs. Most of this industry is dominated by foreign investors with a small number of local investors owning principal stakes. On the other hand, some Belizeans own considerable capital in providing services to this industry, including transportation, but in some instances even the latter is at risk because of loose policies within the industry.

Foreign real estate companies are also dominating that market. Added to this is the rampant corruption in the Ministry of Lands that goes on unabated.

Real estate is prohibitively expensive putting it out of the reach of local investors. In the earlier years of the industry, many innocent Belizeans were fleeced by land speculators who bought their land for cheap. This began the skyrocketing value of real estate, especially along the coastline and the offshore islands. It would appear that the industry is being allowed to further develop unchecked. It would have been expected that, like in other countries, certain aspects of this industry would be set aside as exclusive turf for Belizeans. This includes tour guiding.

The eco-tourism product, or environmental tourism, that the Belize Tourist Board continues to promote, has become a lie. The government continues to show very little regard for environmental concerns. Very few of the developments in the industry are environmentally friendly. Most developers appear to be forcing the environment to adapt rather than adapting to the environment. There are fewer and fewer eco-friendly destinations. When the original concept of eco-tourism became popular in the early 1990s, Belize was to be discovered as “unspoilt.” Now it has been spoilt - It has been conquered and recolonized.

GETTING SCREWED There are two examples that indicate that the country is not getting its fair share from tourism. Ambergris Caye is one of these. It has become an American colony that brings with it the expected intrinsic racism. The Minister of Tourism once tried to prevent Belizeans from the mainland from visiting this island resort. This caused a public uproar. There are multi-million dollar investments on the east side of the island facing the Barrier reef. On the west side of San Pedro, the “capital” of the island there is a contrast that is less than a few hundred yards from these five star resorts. There is abject poverty where many of the ‘grunt’ servers in the industry live, in some cases in unacceptable human conditions and without adequate amenities and public utilities. This is one of several emblematic relationships that Belize has with tourism.

The other is the recent $$$ multimillion development by Norwegian Cruise Line on Harvest Caye south of the Placencia peninsula. This outrageous deal for dominance by NCL was gift-wrapped in government corruption and deception, with complete disre-

gard for the country’s environmental laws.

NCL’s disregard for national sovereignty is an outrage. It has created an exclusive zone that is off limits to all Belizeans, unless employed by them. The government has also beefed up NCL’s security with a squad of police officers, paid for by taxpayers to keep taxpayers away. It has been designated as Belize’s first offshore port of entry exclusively for NCL’s ships and passengers. NCL dictated this deal with well-connected government officials who will continue to pocket money from this arrangement. It is a classic case of what should not happen in the development of the tourism industry. It is a classic case of neo-colonial dominance. It is also a peek into the national trend for the further development of this industry in Belize. It is shameful. One blogger hast termed it as “Apartheid Tourism”.

This also gives credence to some assertions that tourism means (official) whorism.

RISING DISCONTENT Recently the Federation of Cruise Tourism Associations of Belize (FECTAB), that includes mainly tour guides, has been beating its drums of discontent. They are losing business with the opening of NCL’s port. They have been shut out. Because of government deception, FETCAB literally missed the boat. It is likely that this Belize City based Association will be missing more boats. It is believed that soon other cruise ships will be by-passing Belize City to dock at the Harvest Caye port if they can make a deal with NCL. That is yet to be confirmed.

The rumbling noises from FETCAB could become a crescendo of rising discontent as more and more Belizeans are not benefitting from the growth in the industry, or if they are, only marginally.

They are gradually being shut out of their birthright. The seeds of discontent and the trickle-down effects of tourism on a national economy that is fast crumbling may already be evident in the rising crime rate that the government appears to be incapable of nipping.

The government and the BTB continue to ignore its own blueprint for future tourism development. At the request of the Barrow Administration, the Inter-American Bank did a study with recommendations for the further development of the industry. But the Government has ignored the Bank’s recommendations that cruise ships should not be allowed into Belize’s pristine southern coastal waters.

Much to the chagrin of the Belize Tourism Industry Association (BTIA) and others opposed to cruise ship tourism in Belize, the Government ignored reasonable and rational opposition to NCL’s development.

The Prime Minister told them to “Get over it”. Advised of the long term negative environmental impact the NCL development would have, he declared that he “won’t be around by then.”

In a recent interview with the President of the 350 member BTIA, he said “cruise tourism does not bring the type of benefits that we get from overnight tourism.”

BLUE PRINT IGNORED He reiterated that the government’s green light on the Harvest Caye development “failed to follow due process,” add-

ing that this development was “contrary to the provisions of the national sustainable development master plan.”

Asked if he is satisfied that the country is getting its fair share from the tourism industry, the BTIA President said: “The country should be getting a greater share from the industry.”

At the recent AGM of the BTIA, its President called for the “responsible development of our tourism industry.” He also added that the BTIA will continue to “thrust unabated increasing pressure” to stop the destruction of mangrove forests for high-density resorts and to accommodate cruise mega ships.

Haven’t they tried at “unabated pressure” before? What makes him think that the government will see the light by putting the national interest and that of Belizeans first? They will continue to encourage the unguided development in the industry at whatever cost, even with the minimum returns and the negative environmental costs. This is usually a factor that is ignored - the negative impact of environmental destruction and its effects on the GDP. It is especially true in this case, more so on the so-called ecotourism product.

BELIZEANS LOSING IT The propaganda pitch by the government these days, given a rapidly collapsing national economy, is to paint the rosy picture postcard of the tourism industry in Belize. But this is the job of the Belize Tourist Board. The government’s reckless development policies are destroying any little benefits and returns from this runaway industry that has been made to slip from the grasp of Belizeans.

If this trend continues, and as the government refuses to back-off from offshore oil exploration and its impact on the Barrier Reef as well as the uncontrolled degradation of the forest, eco-tourism in Belize will become as real as a Disneyworld rain forest or the Harvest Caye cruise ship port - unreal and artificial.

The Belize Barrier reef is still on UNESCO’s list of endangered World Heritage sites.

While it is okay for the Government

and the Belize Tourist Board to continue to tout figures about the growth of the tourism industry in Belize, backed up by reports from the World Bank and the World Tourism Organization, these figures also translate to the truism that there are lies, damn lies and statistics.

The country is not getting its fair share from the tourism industry - neither land - based and worse, cruise tourism, neither financially nor psychologically. The latter far outweighs any little positive economic impact. With more and more foreign investments in this industry, Belizeans are also being marginalized or even shut out from participating.

SUSTAINABLE TOURISM? WHERE? The new catch phrase these days is about “sustainable tourism”. But development experts say that if the current trend continues, tourism development in Belize will be unsustainable.

The forecast is that the development of the industry will peak in 2025. The type of tourism this government is encouraging is a new form of colonialism or neocolonialism. This is a form of economic exploitation with very little significant return to the people of this nation. It is defined as taking power from the local or national, or regional levels. This new form of colonialism is exemplified by the way it is allowed to operate with the blessings of the Government, with virtual domination by and with the dictates of foreign investors.

THE UGLY PAST It is beginning to look somehow reminiscent of our colonial past. What was intended to bring opportunities to Belizeans and to allow them to showcase what was once described as “the world’s best kept secret” is now being overtaken by the white masters while most of the people of this country are made to lose their patrimony to become the predictable nation of tray-carrying servants. Their rich cultural diversity and their pristine environment have been high jacked and manipulated - almost to their own exclusion.

This is unacceptable.

According to a press release from the Ministry of Natural Resources, now under the control of Attorney-General Vanessa Retreage, a letter was sent to Gaspar Vega’s son Andre and UDP-affiliated attorney Sharon Pitts telling them that they had 30 days to return $800,000 ($400,000 each). They got that money when Gaspar Vega was Minister of Natural Resources, in a move that stinks to high heavens of the most worthless corruption. Those 30 days have gone. But nobody anywhere wants to talk about that money now. The Minister of Natural Resources isn’t saying a word. I’m not going to hold my breath waiting for that money to be given back to Belizean taxpayers. That’s not really going to happen.

Eight hundred thousand dollars to just two persons! $800,000!Then there’s another million to another guy for a piece of land for which he only paid a little over $6000. Then there are the millions and millions of dollars in compensation paid to UDP cronies while Gaspar Vega was Deputy Prime Minister and Minister of Natural Resources. And all the thousands of acres of land given to members of the Vega/Hernandez family and accumulated by Gaspar Vega himself. Besides that, there are stories of how two members of the Vega/Hernandez clan who were put in high positions in Lands got wealthy by running the department like it was their own private business. There are many stories like that.

But you know what the worst thing is? None of those persons will ever be made to pay for what they have done. None of those millions will be returned. Nobody in government feels that there is any need to come to the people of Belize to account for those monies because those few in power have come to believe that it is their money. Gaspar Vega feels that it was okay to facilitate a payment of $400,000 for his son from public coffers because somewhere along the line these politicians have started to believe that the money in their votes and in their allocations to their Ministries is their personal money to do exactly

what they want. They feel mighty and powerful with all those millions at their disposal.

And they forget that all those millions come from all those tens of thousands of Belizeans who work hard out there every day and pay their taxes so that their representatives can do the right and good thing to better all our lives. THAT IS OUR MONEY. That is not Gaspar Vega’s money. That is not Edmond Castro’s money. That is not Dean Barrow’s money.

Every single cent which is wasted by mismanagement or stolen by corrupt politicians is money which could have been used for invaluable projects in so many communities across the country.

Right now we are working hard to develop our town, working hard to fix streets and maintain infrastructure projects while getting no help from central government. We are not fortunate like other municipalities which have benefitted from multi-million dollar grants. What we do, we do because we handle your money properly and you, the residents have confidence in this Town Council. We have your support. But just imagine what we could have done with that $800,000 given to Gapi’s son and another UDP crony.

It is way past time for us as a people to stand up and demand accountability from all our leaders and indeed, all our politicians.

It hurts my heart to see so many Ministers living the good life, shopping in Chetumal in their fancy SUV which we pay for, on fuel we pay for. It hurts my heart to see Ministers who were normal just a few years ago now living the lives of the rich and famous.

Yet we, the ones who put them there and who put money in their hands remain poor and remain struggling. There is not one UDP Minister today who is struggling to put food on the table or struggling to send their kids to school or struggling to pay utility bills.

But yet, this government does not feel that it has to answer the questions. Nobody wants to tell us how our money is being spent.

THAT DREADED CORRUPTION

But it is, perhaps, the end of the beginning.” ~ Sir Winston Churchill, Speech in November 1942 How can Belize promote development?? Poverty has so long and gravely sparked concern because many people are experiencing hardship, misery, starvation, and so on. The causes of poverty in Belize are various. But the most common cause that is pervasively found in every developing world is corruption. Corruption has negatively and greatly influenced the growth and welfare of the country and has also been one of the most important matters with which Belize is struggling to deal.

It is mostly spotted in a wide range of different organizations and levels starting from government, private sector, judicial system, education and so forth. It is not difficult to understand why corruption is so dreadful for us.

Corruption has drained out a large sum of money from our national income.

The money could instead be used to help the poor by improving infrastructure, agriculture, the health care system or to build more schools. Furthermore, corruption is seriously discouraging foreign investments. Investment is very crucial in boosting Belize’s economy. It provides countless jobs for our population and enlarges the tax income. However, investors will become greatly reluctant to run their large scale business in a country that is marred by corruption.

Corruption could be a major factor that could lead to social inequality because it is only advantageous to the rich, and the suffering of the poor persists. When enduring inequality exists, the helpless might start to choose civil unrest as an option to narrow the social gap.

Another factor that keeps holding Belize back is the constant mismanagement by government. The government is deemed a steering wheel of a country. Our nation can either succeed or fail and that is partially contingent upon government.

Many countries in the third world remain in poverty because of improper management such as ineffectiveness in monitoring the income and resource of the country and failure in diplomacy and anti-corruption campaigns. A large sum of collected money is not poured directly into taxes; however, it ends up in individual pockets, usually the powerful and dishonest government officials.

The increased amount of debt cannot help the people from escaping poverty either. Many developing countries demand loans from the rich in the hope of using the

money to develop their countries. When the debt become greater the government might be forced to extract the money targeted to enhance different sectors such as education, food supply or rural development from government budget in order to pay the loan and interest.

Another factor that is the cause of our country being in extreme distress is the lack of education. The government has failed to provide accessible education that would enable people to find lucrative job in the future. Illiteracy is truly pervasive, particularly in rural regions. Without qualified education, many people might become vulnerable to exploitation by profiteers or underemployed and unemployable. The increase of unemployment would mean the increase of poverty. The lack of education could also contribute to the increase in the crime rate throughout the country. People who are unable to find a job or earn too little might choose to rob or steal other people for money in order for them and their families to survive. Moreover, the understanding of health care is extremely poor when people are not able to read and write. The media that works to educate people about health will encounter difficulties since many people find most of the information not legible. Therefore, the expense on health care becomes an expensive problem for the government to solve.

I personally think that in a bid to make Belize a better place to settle in with a minimum rate of poverty, the government should first of all eliminate all forms of corruption whether in government or private sector. Corruption has so far consumed a lot of money from our coffers. If we could succeed in preventing the money flow into individual pockets we would be able to save a large amount of money to achieve short and long term goals. In addition, the reduction of corruption can really help to attract more investments into the country because investors are highly discouraged to invest in the countries where they have to spend money in bribing the government or other agencies.

To do that the government has to first establish effective anti-corruption laws. GOB has to set good examples by penalizing powerful and rich figures who infringe on the law and especially increase the income of workers. The prevention of civil unrest is also a must. To achieve peace and stability the government must provide good services in every sector to ensure the freedom and contentment of the people. The government must be wise and flexible in managing different areas in government.

Sadly our present government has failed us miserably and so our economy is facing the end of the beginning.

Una Victoria Vacía

raíz de la huelga de 11 días de profesores bajo el manto del BNTU (Sindicato Nacional de Maestros por sus siglas en inglés) del 3 de octubre al 18 de octubre, ésos educadores tan determinados fueron reconocidos como héroes, como los guerreros que habían triunfado sobre el comportamiento despótico y corrupto de nuestra administración. Después de todo, lucharon por buena gobernabilidad y para ponerle fin a la corrupción. Lucharon por un sistema de controles y equilibrios y rendición de cuentas donde por ahora no existen. Lucharon por el gasto responsable. El 18 de octubre ya parecía evidente que el Primer Ministro se había doblegado. Dio el Sí al Senador 13. Si a la ratificación de la CNUCC. Si a la Comisión de Integridad.

Si a la Investigación del Senado. Los ángeles cantaron el Aleluya.

Ah, los maestros debieron sentirse como los poderosos 300 espartanos, con la diferencia que ellos si vivieron para contar la gloriosa historia.

Pero fuimos todos – profesores, beliceños honrados, quienes deseábamos un cambio real sin agenda política – nada más un cambio real de Belice como Beliceños que somos – engañados por una chorrada brillante de la marca personal del primer ministro.

No es culpa de los maestros. Deben ser alabados porque se mantuvieron independientes y se mantuvieron firmes. De hecho, muchos de nosotros debemos sentir una dolorosa punzada de vergüenza al recordar la postura decidida de los maestros.

Lucharon por lo que habría beneficiado a todos y cada uno de nosotros (con la excepción, quizás, de aquellos que ya violaron y asaltaron nuestras arcas y siguen saqueándola con impunidad).

La victoria de los maestros es vacía porque Dean Oliver Barrow es un maestro del engaño y la artimaña. Su avaricia por el poder supera cualquier pensamiento fugaz de integridad en sus funciones. La victoria de los maestros es vacía porque como Beliceños estamos tan divididos a lo largo de toda posible línea que no podemos unirnos incluso para algo tan evidentemente correcto y bueno. Y no rehuyamos a la verdad que nos mira muy de frente, muchos a los que se les ha dado la confianza para unirnos son eminentemente corruptibles y abiertos a las tentaciones. ¿Qué, exactamente, lograron los maestros? A lo que al ajuste salarial se refiere, el Primer Ministro con la ayuda capaz de (por cualquier razón) los dirigentes del Sindicato de Trabajadores del Estado (PSU por sus siglas en ingles) y APSSM (Asociación de Gerentes Profesionales del Estado por sus siglas en inglés) se ganó todo el tiempo que quería. Basado solamente en una promesa de Dean Oliver Barrow, los profesores y funcionarios públicos esperan obtener su ajuste salarial en 2017, junto con una prima muy pequeña por su paciencia. Sera interesante, porque el 2017 promete ser un pésimo año, peor que el 2016. ¿Si el Primer Ministro no pudo encontrar el dinero en el año 2016, donde lo conseguirá en el 2017? Irónicamente, si los profesores y funcionarios públicos milagrosamente ven este ajuste, estarían en efecto pagándose ellos mismos a través de los aumentos anticipados de impuestos prometidos para abril de 2017.

El gobierno presiono a diestra y siniestra para asegurarse de que la Investigación por parte del Senado, fuera exclusivamente

bajo los términos del UDP. Está presidida por un senador UDP y queda excepcionalmente claro que se guiará por los principios de proteger y preservar a los miembros del círculo interno del gobierno y los funcionarios periféricos corruptos. También queda claro que cualquier esfuerzo por llamar a los miembros del gabinete para que sean interrogados será rechazado con prejuicios.

No hay Victoria ahí.

Belice firmara la Convención de las Naciones Unidas Contra la Corrupción. Pero es curioso que toda discusión sobre esa ratificación, la firma, administración, consideraciones y repercusiones se llevaron a cabo únicamente por el Gobierno y el BCCI (Cámara de Comercio e Industria de Belice por sus siglas en ingles), que muchos sienten es presidida por un simpatizante UDP. ¿Por qué la falta de discusión abierta y el debate? ¿Por qué hay la sensación de que algo se oculta? ¿Por qué no hay inclusión de la Oposición constitucionalmente reconocida o los sindicatos u otras partes interesadas en una Convención tan importante? ¿Por qué no nos lo dicen?

El Primer Ministro accedió a la Comisión de Integridad, pero realmente no es más que una broma y un sopapo para los beliceños. Uno de los nombramientos del Primer Ministro fue miembro del BAA (Autoridad de Aeropuertos por sus siglas en inglés) que escribió miles de cheques para cubrir gastos personales de Edmond Castro. El Presidente ha sido una abanderada del UDP, ha trabajado para el UDP y debe cualquier éxito que ha alcanzado o alcanzará a su conexión con el UDP. Después de que Dean Oliver Barrow se comprometió a aceptar la selección de un contador público nombrado por el Instituto de Contadores públicos y auditores, designó a su viejo compinche fiable y comprobado Net Vásquez. Vásquez no es miembro del Instituto de Contadores Públicos y como tal es no un contador público reconocido por la ley, pero el Señor Barrow ha demostrado estar por encima de la ley.

Este órgano, con mayoría absoluta de personas comprometidas con el UDP, NUNCA serán los vigilantes que los Beliceños imaginábamos. Sin duda aquí no hay ninguna victoria.

Y luego está el senador 13. Todas las ONGs de buena reputación han entrado en acción para seleccionar a un candidato adecuado. Pero Dean Oliver Barrow ha declarado, repetidamente, que el gobierno mantendrá la mayoría en cualquier cuerpo.

Así que si es designado un senador 13, el gobierno muy pronto nombrará un senador 14, aunque se podría argumentar que ya tienen uno pre-cocido en la persona del Pastor Ashley Rocke el ya senador. ¿Así que, que es lo que se ganó con los 11 días de huelga? ¿Qué es el resultado de esos once días? Bueno, los profesores tuvieron que iniciar acciones legales para impedir que el gobierno impartiera la ira de Barrow. Ganaron una victoria temporal.

Hay verdadera disensión en las filas de los sindicatos – esto es una victoria para el Primer Ministro. Y en cuanto a la gente de Belice... nos sentamos y nos preparamos para lo que promete ser el más magro de los tiempos. La buena gobernabilidad no se encuentra más cerca de lo que ha estado alguna vez en esta administración y la corrupción es tan vibrante y desenfrenada como siempre lo ha sido.

Nicaragua reprime las protestas contra el Canal Managua 7 de DIC 2016 Organizaciones de derechos humanos aseguran que hubo varios heridos de gravedad Los campesinos que se oponen a la construcción de un Canal Interoceánico en Nicaragua denunciaron este martes haber sufrido una dura represión por parte de fuerzas antidisturbios que pretendían evitar que se movilizaran hasta Managua para participar en una manifestación contra la construcción del Canal. Los campesinos se unirían en la capital nicaragüense a los principales grupos opositores para protestar aprovechando la visita a Nicaragua del secretario general de la Organización de Estados Americanos (OEA), el uruguayo Luis Almagro.

Organizaciones de derechos humanos aseguran que hubo varios heridos de gravedad. Francisca Ramírez, líder del movimiento campesino, relató que el Gobierno movilizó a oficiales antidisturbios a las zonas remotas del país cuyos habitantes se oponen a la construcción del Canal, por temor a ser expropiados. Ramírez asegura que la caravana en la que ella viajaba fue detenida por los oficiales, quienes lanzaron bombas lacrimógenas y balas de goma contra los campesinos. Ella afirma que también dispararon con armas de fuego, dado que hay cuatro personas heridas de gravedad, una de ellas con una bala en el estómago, relató.

El martes un grupo de representantes de la OEA llegó a Managua para reunirse con miembros de la oposición, empresarios y el Gobierno de cara a preparar la visita de Almagro, que está prevista este jueves para entablar una mesa de negociación con Ortega de cara a encontrar una salida a la crisis política que vive Nicaragua.

Reforma electoral Tanto representantes de la principal cámara empresarial, el Consejo Superior de la Empresa Privada (COSEP), como la oposición organizada, en el Frente Amplio por la Democracia y Ciudadanos por la Libertad, expresaron a los diplomáticos la necesidad de reformar el sistema electoral nicaragüense para garantizar elecciones y transparentes, una de las principales exigencias que también hacen los campesinos del movimiento anticanal.

“La única forma de resolver el problema de fondo y evitar que el país se tiña de sangre es garantizar elecciones auténticas”, dijo Violeta Granera, candidata a vicepresidenta por la oposición, pero que quedó excluida de participar en las elecciones generales del 6 de noviembre por un fallo de la Corte Suprema. “Proponemos que se realicen nuevas elecciones en las municipales de 2017”, agregó.

El extraditable Jesús Soto García deberá responder por delitos en el país

460 INMIGRANTES C.A. SERAN LIBERADOS POR AUTORIDADES MIGRATORIAS DE TEXAS Tegucigalpa, Honduras 07 Dec 2016 Un juez resolvió ayer conceder la extradición del ciudadano hondureño Roberto de Jesús Soto García, solicitado por el Gobierno de Estados Unidos.

A pesar de esta determinación, el juez estableció en su resolución que se debe diferir la entrega del hondureño al Estado requirente hasta que termine el proceso penal incoado en su contra por el Ministerio Público con fecha 2 de mayo de 2016.

En Honduras, Soto García es señalado de ser el responsable del supuesto delito de portación ilegal de armas de fuego comercial, en el Juzgado de Letras Departamental de Roatán, Islas de la Bahía. No obstante, el hondureño será entregado hasta que sea absuelto o cumpliera la condena correspondiente.

Asimismo, Soto García será puesto a las órdenes de un juez de letras del departamento insular.

El extraditable seguirá bajo arresto preventivo en el Primer Batallón de Infantería.

La defensa del hondureño podrá interponer un recurso de apelación en el término de tres días contra la notificación de extradición.

Supuestamente, Soto facilitaba la llegada a Honduras de los sobrinos del presidente de Venezuela, Nicolás Maduro, quienes ya fueron declarados culpables en Estados Unidos.

San Antonio , Texas 07 de Diciembre de 2016 Autoridades federales liberaron de manera imprevista a lo largo del fin de semana recién pasado, a 460 mujeres y niños migrantes que estaban recluidos en dos centros de detención del sur de Texas, confirmó ayer una organización de asistencia legal a familias migrantes.

El Centro para la Educación y los Servicios Legales del Inmigrante y Refugiado (Raices en inglés), informó que las mujeres y los niños dejados en libertad constituyen aproximadamente el 25% de los migrantes que estaban recluidos en los centros de detención de Karnes City y Dilley, en el sur de Texas.

Raices explicó en un comunicado que la liberación se produjo luego de que una jueza en Austin determinó el viernes último que el estado de Texas no podía otorgar a los centros de detención licencias como guarderías infantiles.

La jueza Karin Crump, de la Corte del Distrito 250, invalidó la regulación de Texas que permitió la licencia a los Centros de Detención de Karnes y Dilley.

La funcionaria determinó que el reglamento que permite la concesión de licencias a los centros de detención familiar “contraviene el Código de Recursos Humanos de Texas y va en contra de los objetivos generales de dicho código”.

La decisión de la jueza se dio como resultado de una demanda interpuesta por la organización Grassroots Leadership, que se opone al encarcelamiento de familias migrantes.

Amy Fischer, directora de política de Raices, informó que las mujeres y niños liberados llenaron desde el sábado último los dos albergues que operan en San Antonio, la Coalición de Bienvenida Interconfesional, un grupo que presta servicios a las familias después de su liberación.

Fisher dijo que una iglesia cercana y un convento abrieron sus puertas para dar albergue temporal a decenas de las mujeres y sus hijos.

Las mujeres liberadas recibieron un documento que les permite permanecer en el país en tanto reciben cita con un juez de inmigración. La gran mayoría de quienes recibieron la libertad tienen familias en el país que podrán recibirlas, mencionó Fisher.

La Oficina de Inmigración y Aduanas no había informado sobre la liberación registrada en los dos centros de detención que son administrados por la compañía Corrections Corp. Of America, la operadora de penitenciarias más grande de ese país.

Hondureños encuentran salud gratis en El Salvador

Extorsión por información en redes sociales crece en El Salvador Honduras : 05 Dec 2016 Prefieren viajar a El Salvador porque hospitales públicos no les cobran y les dan suficientes medicinas Ocotepeque, Honduras Decenas de hondureños radicados en la zonas fronterizas viajan todas las semanas a El Salvador porque en los hospitales públicos de ese país encuentran lo que en Honduras no reciben: medicinas, exámenes y atención verdaderamente gratuita.

Celsa Dubón (de 57 años), por ejemplo, ni pensó en Santa Rosa de Copán, San Pedro Sula o Tegucigalpa. Al sentir un malestar en el pecho, salió directamente para el hospital nacional Dr. Luis Edmundo Vásquez, de la ciudad salvadoreña de Chalatenango. Tenía la certeza que en ese centro médico le ayudarían a solventar su problema del corazón.

Dubón salió un martes de La Virtud, Lempira, y después de hora y media en autobús, por medio de una carretera pavimentada, llegó al Luis Edmundo Vásquez. Ahí estuvo internada dos días y el jueves volvió a su comunidad. Ella solo gastó $5 dólares en transporte.

“Prefiero ir a El Salvador. Los doctores son más respetuosos, nos hacen exámenes, no cobran y nos dan medicinas”, dijo a periodistas de LA PRENSA que la entrevistaron cuando salía del hospital salvadoreño.

Los habitantes de unos 30 municipios del sur de Lempira y Ocotepeque no piensan dos veces y recurren directamente a la ayuda salvadoreña. Asisten a los hospitales de Chalatenango, Sensuntepeque, Metapán e, incluso, a los de San Salvador por una serie de razones, todas poderosas, que van desde la distancia hasta el trato que reciben de los médicos vecinos.

Para Manuel Portillo, director de Justicia Municipal de La Virtud, “es mejor viajar a El Salvador porque es más cerca, las carreteras están en mejores condiciones y la atención que recibimos es mucho mejor”.

“Nosotros le agradecemos a El Salvador por ayudarnos. Todos hemos recibido apoyo. Mi esposa tenía problemas con el parto y viajó a El Salvador. Mi hijo nació allá y lo tuvieron en incubadora durante 10 días. Él ahora

tiene 11 años”, dijo. Portillo, además, ha transportado “de emergencia” en su vehículo a unas 25 personas, entre ellas, embarazadas, de La Virtud hasta Chalatenango.

Dura realidad.

El único hospital hondureño que está próximo a La Virtud se encuentra en San Marcos, Ocotepeque. Para llegar ahí, un paciente, que se transporte en carro, demora cerca de dos horas a través de una carretera sin pavimentar.

Cuando llueve, los enfermos corren el riesgo de fallecer a medio tramo si el vehículo se atasca en el “mar de lodo”.

Algunas mujeres han tenido la mala suerte de dar a luz en medio de la oscuridad y en el abandono.

Santos Ramos, vicealcalde de La Virtud, cree que “los hondureños dejarían de buscar ayuda en El Salvador si hubiera un hospital regional en el sur de Lempira, con medicinas, especialistas y carreteras pavimentadas”.

“Los hondureños somos bien atendidos en El Salvador. Los médicos son buenos, nos dan medicinas y no gastamos lo que no tenemos”, expresó.

En los hospitales públicos salvadoreños, además de no gastar en medicinas, los pacientes hondureños no pagan por tomografías, electrocardiogramas, ultrasonidos y otros exámenes que sí son cobrados en el Mario Rivas de San Pedro Sula.

En el departamento de Ocotepeque, aunque tienen un hospital, muchos hondureños, igualmente, optan por viajar al país vecino. Las causas son las mismas que obligan a los de Lempira.

“El Hospital de San Marcos es muy bueno, pero nos queda lejos y no tienen especialistas”, manifestó Delfa Argentina Arita, cuando salía del centro de salud de la cabecera.

Hace unos cuatro años, el dengue hemorrágico obligó a Arita a buscar asistencia médica en el Hospital Nacional de Nueva Concepción de Chalatenango, El Salvador.

Contrastes.

Aunque es cabecera departamental, Ocotepeque carece de un hospital. Los habitantes de esta ciudad solo cuentan con un centro de salud. Este centro, en el cual laboran tres médicos, recibe diariamente un promedio de 70 pacientes. La mayoría sufre gripe, bronquitis,

Así lo aseguró el lunes aseguró el subinspector de la División Antiextorsiones de la Policía Nacional Civil (PNC), Nixon López. López afirmó, durante una entrevista en la radio nacional, que el delito de extorsión es “grave y complejo” y se da por diferentes modalidades, porque las personas deben ser más “discretas” con la información que publican o dan a conocer en sus cuentas de redes sociales.

El subinspector también indicó que en la comisión de este delito es posible que un familiar del extorsionado esté involucrado o que brinde información de cualquier tipo.

Además, precisó que los extorsionistas tienen dos modalidades para exigir dinero y cometer el delito, como son las llamadas telefónicas o visitas a sus víctimas, a quienes les exigen cierta cantidad a cambio de no atentar con sus vidas o las de sus familias.

La extorsión es una práctica ilegal que utilizan generalmente las pandillas Mara Salvatrucha, Barrio 18 y otras minoritarias para recaudar fondos.

Agregó que el delito de extorsión tiene una pena de 10 a 15 años de cárcel y con agravantes puede llegar a ser impuesta una condena de hasta 20 años por caso.

La extorsión es una práctica ilegal que utilizan generalmente las pandillas Mara Salvatrucha, Barrio 18 y otras minoritarias para recaudar fondos.

De acuerdo con las autoridades salvadoreñas, la extorsión y los homicidios son los principales delitos que afectan al país centroamericano.

Ese centro de salud funciona de las 7:00 am a las 3:00 pm. Después de ese horario, los enfermos deben viajar a los centros de salud más cercanos o se van directamente a El Salvador, donde, a hora y media, encuentran hospitales de categoría nacional, con más tecnología y dotados de

medicamentos.

“En materia de salud, El Salvador está abastecido de medicamentos, nosotros tenemos problemas. Nosotros no tenemos suficiente metformina para los pacientes diabéticos y es un medicamento básico. Muchas veces se nos acaba el enalapril para los hipertensos”, afirmó Chinchilla después de atender a un infante de nueve meses que nació en el Benjamín Bloom.

En contraste, el hospital de San Marcos, el único en le región, es pequeño, cuenta con pocos especialistas y no posee la tecnología de los salvadoreños.

Los habitantes de estos dos departamentos, como Jesús Dubón, esposo de Celsa, es del criterio que los gobiernos de El Salvador, Guatemala y Honduras deben firmar un acuerdo para “asegurar” que todas las personas sean atendidas en los sistemas de salud independientemente de la nacionalidad.

Ellos plantean que los tres gobiernos deberían invertir en la construcción de hospitales trinacionales en la frontera.
