Perhaps no other Administration has embraced the cause of marine conservation as we have done over the past two years. Whether creating the first Blue Economy Ministry, adopting multiple landmark marine Conservation Agreements that led to the much-heralded Blue Bonds, or partnering with the conservation community, the Government has made marine conservation a foremost priority.

Not only did Government accelerate by 5 years the protected areas designation of 30% of Belize’s oceans, but for the first time, ample resources underwrite our expanding marine conservation programs.

STARTUP SUPPORT FOR MSME’S Rotary and Love Foundation Partnering

December 2nd, 2022, BELIZE CITY, BELIZE – Today, H.E. David Kuan-Chou Chien, Ambassador of the Republic of China (Taiwan) to Belize, and Ms. Narda Garcia, CEO of Office of the Prime Minister and Ministry of Finance, Economic Development and Investment witnessed the singing of Memorandum of Understanding of two proposals between Taiwan Technical Mission in Belize and the Rotary Club of Belize under the framework of “Enhancing the Economic Empowerment of Women in Latin America and the Caribbean in the COVID-19 Post Pandemic Era: Technical Assistance for Women’s Employment, Entrepreneurship and financial Inclusion”.

The project was launched in 2021, and aimed at supporting the implementation of vocational skills training delivered through reputable organizations and institutions in Belize, as well we start-up support for micro, small and medium enterprises (MSMEs), through the joint effort of the Government of Belize, Taiwan Embassy and Taiwan Technical Mission in Belize.

The initiatives of the two proposals from the Rotary Club are: “Aspiring Women Entrepreneurs in Belize” which focusing on 25 women participants with personalized innovative business concepts and marketing strategies benefiting their livelihood and that of their families in the post-pandemic era. And the “Let Girls Learn” project will overall assist in empowering 100 young girls to grow up to be astounding women in their community and in the country.

Meanwhile, Taiwan Technical Mission in Belize and Peacework Belize also signed another MoU today for the implementation of “Empowered and Resilient Women Training” which will focus on, but not limited to, Financial Literacy & Entrepreneurship as well as Social Emotional Learning. It will target 50 women, to provide training in empowering women entrepreneurs to create and manage their own businesses as well as assist them with key financial concepts.

Taiwan is committed to partnering with these organizations and working together with the Government of Belize in empowering Belizean women.

BELTRAIDE in collaboration with the Embassy of Belize in Taiwan participated in the Coffee, Tea & Wine Expo in Taipei, Taiwan, which occurred on Nov. 18 – 21, 2022. Belizean products from various businesses owned and operated locally had the opportunity to showcase in the Asia Pacific region.

This Expo takes place annually and attracts potential investors from all over the Pacific of Asia, where we go great reviews on the product offered.

The owners of these MSMEs were honored with a small ceremony at the IVET Compound. Belize and the Republic of China (Taiwan) being bilateral partners since 1989 which is over 33 years of great cooperation between our 2 countries.

Dr. Leroy Almendarez, Executive Director, BELTRAIDE stated, “A big part of attending these kinds of expo is the benefits that can derive from representation.” He continued, “We continue to seek new market access, but this is great market access” He also pledges continued support for those present and working on building avenues to take Belizean products globally.

David Kuan-Chou Chien Ambassador of Taiwan stated, “Since the Economy Cooperation Agreement (ECA) between Belize came into effect January 15th of this year, the trade relations between Belize and Taiwan have begun to flourish, the ECA provides preferential treatment for 199 Belize products including key agricultural and fishery products such as lobster, beef, chicken, juice, and sugar and shrimp. In addition, the ECA also grants preferential tariff for Taiwan 33 products to Belize."

CEO Garcia also acknowledges that “Our focus is on growing and expanding our economic base and we do so to solidify alliances that will bring about greater prosperity and a better quality of life for all Belizeans. We are aware this penetration into new markets takes time; our efforts to ensure mutually beneficial trade deals take time. We are hopeful, because the commitment and the resilience of our MSMEs, reassure us that together we envision an even brighter economic future.”

The Embassy will continue to work with the Government of Belize to promote bilateral trade interaction and strengthen the partnership between Taiwan and Belize.

MORAL COMPASS DISORIENTED?

an you remember the first time you were listening/watching/reading the news and were shocked by the line of questioning? Have you ever been shocked by what is presented to you and the public as news? Our fourth pillar of democracy has the duty to stay in line, but have they? The media needs to keep the people informed with the facts, that is a fact. There is a constant debate on objectivity vs subjectivity. Who is editorializing and who is presenting the news as it happened?

The arrival of the MAGA one has cast a dark shadow on the truth. Belizeans watched Donald Trump rise to the presidency of the United States from our innocent window. We all saw the arrival of fake news and alternative realities and how it became mainstream. There is no shame in the Trumpian world to lie. According to the Washington Post, Trump lied 30,573 times in his four years as President. How many lies did our Barrow cast? Yet, there are many that would welcome a Trump 2024 run for a second presidential run. Lies used to be looked down on. Lies were usually the subject of civil suits. Today, some media are using Trumpian political tactics as a news strategy to lionize.

What sparked this debate again was not necessarily political. One of Belize’s premier cyclists had his hand mangled by a meat slicer. That the video went viral is true to the adjective. The virus that has infected especially online media to show the video is appalling. Why did they upload this tragedy? Was this approved by the cyclist and the family? Do people need to see this? The notion that there are enough people that will view and share, spreads a wide net and captures what the media feeds on; there is a deteriorating moral compass within a sector of the viewers that the same media may have nourished. This is a vicious circle. One year ago, Prime Minister Briceño pleaded to the media at a Christmas breakfast not to lead their news with the gruesome. This fell on deaf ears.

Advertising dollars can be haggled depending on your online views, FB likes, perceived Cable audience and the political climate. Is the moral compass lost to a barometer that gives way to the most sensational and gruesome pressure? Is it best to lead with the murder and not the new Polyclinic in Caye Caulker or Belmopan? Do media houses really get more advertising dollars for misrepresenting the Blue Bond while manufacturing untrue Gang Truces? Who wants to hear a crying mother whose only child was just gunned down? Who wants to hear about the successes of a political manifesto called PlanBelize? Who wants to hear about the plummeting GDP-to-debt ratio against all the odds?

The latter two questions are often ignored by a Belize media that somehow, someway had become enamoured with the past UDP administration. The media's personnel saw how the Barrow administration was corrupt and incompetent and full of lies yet they remained faithful. Much like the Trumpian followers, today’s media personnel want to bet that the present PUP will repeat the infamy of the Barrow UDP. While they wait for this moment (in vain), the PlanBelize PUP and PM John Briceño are closer and closer to making Belize work for everyone. Much of the media is on the wayside missing history. PM John Briceño invites them to see the goodness of what is happening in Belize each time they ask for their phoney side interviews. Delivering on PlanBelize is real!

The demise of the corrupt UDP has not been exaggerated. Let the truth be told. Let us realign our moral compass to the Northstar PlanBelize and in that way, Belize will move faster to that winning so much talked about…Everybody will win.

¿BRÚJULA MORAL DESORIENTADA? ¿Recuerdas la primera vez que escuchaste, viste o leíste las noticias y te sorprendió la línea del interrogatorio? ¿Se ha escandalizado alguna vez por lo que le presentan a usted y al público como noticias?

Nuestro cuarto pilar de la democracia tiene el deber de mantenerse en línea, pero ¿lo han hecho? Los medios de comunicación tienen que mantener informada a la gente con los hechos, eso es un hecho. Hay un debate constante sobre objetividad frente a la subjetividad. ¿Quién editorializa y quién presenta las noticias tal y como sucedieron? La llegada del MAGA ha arrojado una oscura sombra sobre la verdad. Los beliceños vimos el ascenso de Donald Trump a la presidencia de Estados Unidos desde nuestra inocente ventana. Todos vimos la llegada de las noticias falsas y las realidades alternativas y cómo se convirtieron en la corriente dominante. En el mundo trumpiano no hay vergüenza para mentir. Según el Washington Post, Trump mintió 30.573 veces en sus cuatro años como presidente. ¿Cuántas mentiras lanzó nuestro Barrow? Sin embargo, hay muchos que verían con buenos ojos una segunda candidatura presidencial de Trump en 2024. Las mentiras solían estar mal vistas. Las mentiras solían ser objeto de demandas civiles.

Hoy, algunos medios de comunicación utilizan las tácticas políticas trumpianas como estrategia informativa para lisonjear.

Lo que suscitó de nuevo este debate no fue necesariamente político. Uno de los principales ciclistas de Belice tenía la mano destrozada por un cortador de carne. Que el vídeo se hiciera viral hace honor al adjetivo. El virus que ha infectado especialmente a los medios de comunicación en línea para mostrar el vídeo es espantoso. ¿Por qué subieron esta tragedia? ¿Lo aprobaron el ciclista y la familia? ¿Necesita la gente ver esto? La noción de que hay suficientes personas que lo verán y compartirán extiende una amplia red y capta aquello de lo que se alimentan los medios; hay un deterioro de la brújula moral dentro de un sector de los espectadores que los mismos medios pueden haber alimentado. Se trata de un círculo vicioso. Hace un año, el Primer Ministro Briceño suplicó a los medios de comunicación en un desayuno navideño que no encabezaran sus noticias con lo truculento. Cayó en un saco roto.

El dinero de la publicidad puede regatearse en función de las opiniones en Internet, los "me gusta" en FB, la audiencia percibida del Cable y el clima político. ¿Se ha perdido la brújula moral a favor de un barómetro que da paso a la presión más sensacionalista y truculenta? ¿Es mejor empezar con el asesinato y no con la nueva Policlínica de Caye Caulker o Belmopan? ¿Realmente las empresas de medios de comunicación obtienen más dólares de publicidad por tergiversar el Bono Azul mientras fabrican falsas Treguas de Pandillas? ¿Quién quiere oír el llanto de una madre cuyo único hijo acaba de ser asesinado a tiros? ¿Quién quiere oír hablar de los éxitos de un manifiesto político llamado planBelize? ¿Quién quiere oír hablar de la caída en picado de la relación PIB-deuda contra todo pronóstico?

Los medios de comunicación de Belice, que de alguna manera se enamoraron de la anterior administración del UDP, suelen ignorar estas dos últimas cuestiones. El personal de esos medios de comunicación vio cómo la administración Barrow era corrupta e incompetente y estaba llena de mentiras, sin embargo, se mantuvieron fieles. Al igual que los seguidores de Trump, el personal de los medios de comunicación de hoy quiere apostar a que el actual PUP repetirá la infamia del UDP de Barrow. Mientras esperan este momento (en vano), el planBelize PUP y el PM John Briceño están cada vez más cerca de hacer que Belice funcione para todos. Gran parte de los medios de comunicación están en el camino perdiéndose la historia.

El PM John Briceño les invita a ver las bondades de lo que está ocurriendo en Belice cada vez que solicitan sus falsas entrevistas laterales. ¡El cumplimiento del PlanBelice es real! No se ha exagerado la desaparición del corrupto UDP. Que se diga la verdad. Realineemos nuestra brújula moral con el planBelice un plan de inspiración y esperanza y, de ese modo, Belice avanzará más rápido hacia esa victoria de la que tanto se habla... Todo el mundo ganará.

The Government of Belize continues to deliver on its promise to strengthen primary healthcare services through improved infrastructure. The Belmopan Polyclinic was officially inaugurated, which is the 3rd such polyclinic in the Briceño Administration. The project is a $1.4-million investment that has now equipped the staff of the Western Regional Hospital with better facilities to carry out their duties and provide the people of Belmopan and surrounding communities in the Cayo District with better healthcare services. The project was funded through a loan from the Caribbean Development Bank and counterpart funding by the Government of Belize and implemented by the Belize Social Investment Fund.

Dr. Rene Godoy, Acting Chief Staff of Western Regional Hospital, “It’s not about the beautiful buildings it’s about the quality of service we provide.” He went on to say, “This polyclinic is to enhance our service in the Western Region.”

From small ill-equipped clinics under the passed UDP administration and having those in a community travel to nearby villages was an additional cost on pockets just to get basic care. The UDP lacked equipment, facilities, and personnel to man the clinics all over Belize. It was not until the planBelize government was swept into office and the correct investment were placed that we are seeing a medical upheaval of polyclinics. PlanBelize deemed to change all the wrongs and it is delivering.

The Government of Belize is the recipient of the prestigious award for Sovereign Restructuring Deal of the Year at the Bonds & Loans Latin America & the Caribbean Awards on November 30, 2022, in Miami, Florida. Ms. Beverly Wade, Director of the Blue Bonds and Finance Permanence Unit in the Office of the Prime Minister, accepted the award on behalf of the Government of Belize.

This is the third award received by the Government of Belize for its historic and successful restructuring of the “Superbond” through an innovative debt conversion agreement with The Nature Conservancy (TNC) to reduce debt burden while investing in marine conservation. This restructuring translated to an overall debt reduction of US$250 million, debt servicing savings of US$250 million, and an estimated US$180 million to support the conservation and responsible use of Belize’s marine resources. Belize previously received awards for Innovation – Bond Structure (Sustainability Bond) and Sustainability Bond of the Year – Sovereign from Environmental Finance.

The selection process involved a close examination of deal size, tenor, structure and distribution as well as analysis and background of the borrower and their accessibility to financing, with extra credit for those deals demonstrating high-quality execution, accessing new pools of liquidity, innovative structuring, and opening up new markets.

Since 2015, the Bonds & Loans Awards has been recognizing the most innovative and ground breaking deals from sovereign, corporate and financial institution issuers and borrowers. The awards have been acclaimed as the world’s leading Pan-Latin America and Caribbean debt event, bringing together the industry’s most high-profile figures and creating an opportunity to raise the profile of the financial markets with the international investment community, and to inspire future issuance by Latin American and Caribbean companies.

After six years without an ambassador, the post has finally been filled by former world class figure skater extraordinaire and now diplomat, Michelle Kwan.

Release: The Governor General H.E. Dame Froyla Tzalam received the letters of credence of H.E. Michelle Kwan, the new U.S. Ambassador to Belize.

Ms. Kwan was confirmed as the U.S. ambassador extraordinary and plenipotentiary to Belize in October, after being nominated for the post by President Joe Biden in December 2021. She has served the U.S. Department of State in various capacities and has had a distinguished career in public service, diplomacy and sports.

The Governor General warmly welcomed Ambassador Kwan to Belize on behalf of King Charles III, the people and Government of Belize.

Ambassador Kwan expressed her enthusiasm to work with the Government and people of Belize, noting the strong relationship shared with the U.S. She committed to “work to continue and expand these efforts regarding our many mutual goals shared by both Belizean citizens and the many U.S. citizens who reside in and visit Belize each year.”

Ambassador Kwan was joined by Lorelei Synder, acting Deputy Chief of Mission, and Andie De Arment, Political and Economic Chief, both of the U.S. Embassy.

Acting Prime Minister Cordel Hyde welcomed Ambassador Michelle Kwan to Belize during their first meeting today. Ambassador Kwan extended her sympathies to Belizeans whose communities were devasted by Hurricane Lisa and appraised ongoing U.S. assistance to local humanitarian and recovery efforts.

The two leaders affirmed both countries’ commitment to expand the U.S.-Belize bilateral partnership and promote innovation to strengthen democracy, security, and sustainable economic prosperity for Belize and the region.

Belize Participates in the Caribbean Financial Action Task Force’s 55th Plenary and Working Group Meetings Tuesday, December 6, 2022 — The Director of the Financial Intelligence Unit (FIU) of Belize, Mr. Kent D. Clare, led a delegation to the Caribbean Financial Action Task Force’s (CFATF) 55th Plenary and Working Group meetings in the Cayman Islands from November 27 – December 1, 2022, the first in-person plenary of the CFATF in three years. The delegation was comprised of members and representatives of member agencies of the National Anti-Money Laundering Committee (NAMLCi), which among other things is responsible for advising the Minister of Finance on, and leading actions required for the participation of Belize in international efforts against money laundering (ML), terrorist financing (TF) and the financing of proliferation of weapons of mass destruction (PF).

The CFATF is an organization of 24 states and territories of the Caribbean Basin and, Central and South America, including Belize, which have agreed to implement common countermeasures to address ML, TF and PF. CFATF’s primary objective is to achieve effective implementation of, and compliance with, the Financial Action Task Force (FATF) Recommendations on combatting ML, TF and PF through the conduct of mutual evaluations, which assess the level of a

At this plenary, the CFATF also approved the publication of the Report on “ML/FT/PF Risks through the use of Virtual Assets and Virtual Assets Service Providers and its implications in the Caribbean Region”. The report will be disseminated as a public document on the CFATF’s Website.

The plenary was chaired by the Acting Financial Secretary in the Ministry of Finance of Bermuda, Mrs. Cheryl-Ann Lister, who is the outgoing Chairperson of the CFATF. The Attorney General of the Cayman Islands, Hon. Samuel Bulgin JP, QC, was the Deputy Chair and, at the end of the plenary, assumed the role of Chair for the term 2022 - 2023. The Director of the Financial Intelligence Unit of Aruba, Mr. Angelo Brete assumed the role of the Deputy Chair for the same term.

DoE: Does not grant environmental clearance for the project submitted by Port of Belize Belmopan, Belize. December 6, 2022. The Department of the Environment (DOE) has decided to not grant environmental clearance to a proposal to develop a cruise port and expansion of the cargo facility at Port Loyola, Belize City, Belize District, submitted by Port of Belize Limited.

Under the Environmental Impact Assessment Regulations, the National Environmental Appraisal Committee (NEAC) has a mandate to focus on the environmental impacts and key social and economic impacts that any proposed project could potential-

ly have. Following a process of public consultations, exchanges with the developer and site inspections, the NEAC, at its meeting held on November 24, 2022, recommended, on the basis of the scientific and technical information before it, that the project not be granted environmental clearance.

The DOE has given careful consideration to the recommendation of the NEAC and has informed the developer that the department accepted the NEAC’s recommendation and would not be granting environmental clearance to the project.

On December 1, 2022, the Belize Chamber of Commerce and Industry (BCCI) issued a press release claiming that the BCCI voted in favor of the Port of Belize Limited/Waterloo Development Project at the Port of Belize. The BCCI release went further to state that “the BCCI representative was unable to attend the meeting … so the BCCI vote did not take into account any technical or scientific comments … shared at the meeting.”

The Belize Fund for a Sustainable Future (BFSF) is pleased to announce that it has chosen a logo to represent this newly established fund. A public logo competition was launched on October 13th, 2022, inviting persons to submit up to three original logo designs. By engaging the public in designing our logo, we aimed to tap into the wide variety of artistic styles, creative interpretations, and fresh perspectives of the Belizean public and to stimulate public interest in the purpose of the BFSF. Participants were asked to create a logo that was simple, memorable, and versatile.

Most importantly, the winning logo should reflect the purpose of the BFSF which is to support the conservation and sustainable use of Belize’s marine resources.

At the close of the competition at 5 PM on October 28th,

2022, the BFSF had received 65 unique, diverse, and attractive logo submissions. After much deliberation, the BFSF chose the following logo submitted by Demois Williams.

Demois Williams has been awarded a prize of $500 Belize dollars for her contribution. A second prize of $250 Belize dollars was awarded to Edlin Cantun, who also submitted an outstanding logo.

The selection of the name was announced in a short social media event held at 11:00 AM on Monday, December 5th, 2022. Speaking at the event, Executive Director, Dr. Leandra Cho-Ricketts, thanked the public for their participation saying

that: “The BFSF is committed to engaging the public to ensure all Belizeans are familiar with the fund and that there is ready access by Belizeans to the fund, and in so doing, participate in the conservation of Belize’s marine resources and the development of a sustainable blue economy. As we reviewed these entries, we were impressed at the creativity and diversity of the entries. We sincerely thank all participants for the energy you invested, and we invite all Belizeans to remain engaged as we launch our first grant cycle on December 16th 2022.”

UNICEF, UNHCR, and IOM welcome the Government of Belize's extension of the Amnesty exercise Belize City, Belize. The United Nations Children’s Fund (UNICEF), the UN Refugee Agency (UNHCR), and the International Organization for Migration (IOM) welcome the decision of the Government of Belize to extend the Amnesty application period for another three months.

At the end of 2021, the Government announced and launched in August 2022, the Amnesty Program 2022 which aims at granting permanent residency to migrants as well as a com-

plementary protection pathway to refugees and asylum seekers who qualify and have been living in Belize for many years.

Since the start of the Amnesty exercise, the UN agencies supported 6,668 applicants, over half of all total applicants, to successfully prepare the requirements for their Amnesty applications. To reach as many vulnerable people as possible, including those living in remote communities, the UN agencies set up mobile clinics to ensure services were available to

those in remote areas.

To support the Government's Amnesty exercise, IOM and UNICEF assisted migrants, including children, in covering the costs for translations of foreign documents, photographs, medical services, and police records needed for their Amnesty applications.

UNHCR assisted refugees and asylum seekers in applying for Amnesty and will follow up by covering the cost of permanent residency for the most vulnerable who are granted that pathway by the Gov-

BELIZE NATIONAL ASSOCIATION OF REAL ESTATE (BNAR) TO MERGE WITH THE ASSOCIATION OF REAL ESTATE BROKERS OF BELIZE (AREBB) BELIZE, BELIZE, December 7th, 2022 — On Wednesday, December 7, 2022 at 3:00 PM at the Sir Edney Cain Building in Belmopan City, the Association of Real Estate Brokers of Belize (AREBB), and the Belize National Association of Realtors (BNAR)1, signed a Memorandum of Understanding (MOU), with the aim to merge both associations into the Belize Real Estate Association (BREA). The new association will continue to pursue myriad goals which include the passing of the real estate bill, education and certification of real estate professionals, and the launching of a Belize Multiple Listings Service.

The passing of the real estate bill will result in better regulation of the industry and ensure that real estate professionals are properly educated, certified, and held to the highest standard. HON. COYE SPEAKS AT UN CONFERENCE IN GENEVA December 7, 2022 - Hon. Christopher Coye, Minister of State in the Ministry of Finance, Economic Development and Investment, was invited to speak at the United Nations Conference on Trade and Development’s (UNCTAD) 13th Debt Management Conference, in Geneva, Switzerland, on the topic of “Relief, Restructuring and Recovery: Dealing with Debt in Times of Global Crisis.”

Minister Coye was among 400 participants from over 100 countries. He shared Belize’s recent success in negotiating debt relief in the current international debt architecture, noting that Belize’s successful US$364-million Blue Bond transaction in 2021 was only a part of the overall emergency economic plan and debt relief strategy. He emphasized that as unpopular as some of the administration’s fiscal policy decisions were, the political discipline to stand by these decisions paid off handsomely in Belize’s negotiations for debt relief with its external commercial creditors. The International

Monetary Fund endorsed such demonstrated commitment to prudent fiscal policy.

The Minister of State further explained that mobilizing private capital would not be possible without credit enhancement and risk reduction strategies, coupled with the confidence engendered by the political will and discipline of the Government of Belize in its fiscal policy action. He also highlighted some of the difficulties countries like Belize encounter in seeking to sustainably manage their debt. These include: • The persistence of arbitrary and exclusionary rules amongst multilateral development banks, and the failure to account for multi-dimensional vulnerabilities; these effectively prohibit small vulnerable economies like Belize to access debt relief and concessionary financing from particular programs and institutions.

• External private capital can be an important source for development and climate finance, but due consideration

must be given to the special circumstances of developing economies that are inherently perceived to be at higher risk if they are to be a timely, affordable, accessible and debtor-friendly source of finance for developing economies.

• Risk reduction and credit enhancement for investment grade rating of debt issuance are critical drivers to achieve affordable and accessible private capital for developing economies. Insurance can be useful for risk reduction, but discussions on insurance as a solution should involve the establishment of catastrophe risk insurance instruments as a global public good rather than as an instrument for profit making.

In conclusion, Minister Coye called for a reimagining and restructuring of the global financial architecture to ensure that developing economies are enabled with the necessary and sufficient tools to achieve climate and economic resiliency. He appealed to the global community to be bold in ensuring this materializes and to not fail the people we represent or future generations.

National Meteorological Service and Fortis Belize Partner on Climate and Energy Resilience Efforts Cayo District, Belize (Wednesday, December 7, 2022) – Today, representatives from the National Meteorological Service (NMS) and Fortis Belize Limited (FBL) gathered at FBL’s John Evans Headquarters in San Ignacio, Cayo District to sign a memorandum of understanding (MOU), agreeing to work collaboratively on data collection and research. The effort will focus mainly on sharing rainfall and other climate data as well as monthly inflow projections from the Macal River catchment area and information to help enhance the country’s early warning system and performance at FBL dams.

Insight into the Macal River hydrology and the climate surrounding the Maya Mountains will be new information for NMS and aid in their responsibility to mitigate climate change challenges and protect life and property. Both parties will share water level, rainfall, and temperature data. NMS will allow FBL access to the Flood Early Warning System and the two entities will share projections for, among other things, potential flood events. The MOU will also result in installing a new weather station at the Chalillo dam, one of several efforts to be carried out and maintained jointly between NMS and FBL. The Minister of Sustainable Development, Climate Change and Disaster Risk Management, Hon. Orlando Habet pledged his support at the signing, saying, “This Memorandum of Understanding represents a significant milestone in the development of public and private sector partner-

ships. It formalizes and builds on the relationship that these two organizations have in supporting initiatives towards Belize’s clean and renewable energy generation and production ambitions while strengthening the country’s resilience to climate variability and climate change.”

Belize & El Salvador Host Second Binational Commission Meeting On December 2, 2022, the governments of Belize and the Republic of El Salvador held the Second Binational Commission Meeting at the vice- ministerial level, with the purpose of strengthening the political, economic and cooperation relations between both countries.

The meeting was headed by Ambassador Amalia Mai, Chief Executive Officer in the Ministry of Foreign Affairs and Foreign Trade of Belize, and H.E. Adriana Mira, Vice Minister of Foreign Affairs of the Republic of El Salvador, who agreed on the importance of the commission to exchange views on issues of mutual interest.

The vice ministers discussed the current state of bilateral relations and highlighted the strong and cordial relations between the two nations as well as the interest to continue strengthening the constructive dialogue and expanding areas of mutual interest. Both countries agreed to develop cooperation projects in accordance with the policies, plans and programs of both countries, especially in the areas of economy, trade and commerce, tourism, culture, security, migration, and agriculture, among others.

The Government of El Salvador welcomed the initiative by the Government of Belize on the Amnesty Program 2022, which offers an opportunity to regularize the immigration status of undocumented persons currently living in Belize. Both countries reiterated their commitment to continue addressing the issue of migration with a holistic view based on a human rights approach, shared responsibility and non-discrimination.

The meeting had the participation of representatives from several ministries including Foreign Affairs, Foreign Trade and Immigration, National Defence and Border Security, Home Affairs, Tourism, Civil Aviation, and Agriculture.

Both countries agreed to hold the Third Meeting of the Binational Commission in 2024 in El Salvador, at a mutually agreed date, to follow up on the implementation of the bilateral agenda.

The Good Governance Officer, Mr. Leon Dawson, is attending the 2022 International Anti-Corruption Conference. The International Anti-Corruption Conference is the largest anti-corruption gathering in the world. International Anti-Corruption Conference (IACC) has united all sectors and movements behind the most serious global corruption challenges.

This year, the IACC will be held in Washington, DC from 6-10 December 2022 under the theme: Uprooting Corruption, Defending Democratic Values, bringing together 10,000 people from 180 countries and all walks of life.

The conference will cover the six major global challenges of Transparency International. These challenges are: Uprooting corruption: Global security demands a global response; Defending the defenders, those who uncover the truth and the victims of corruption and the violations of human rights; Building the path towards a fair and sustainable future; Overcoming corruption in a race against the climate crisis; Ending dark markets, criminal networks, and cross-border crimes and fighting greed, kleptocracy, oligarchs, money laundering, and their enablers.

By having representation at this workshop, the Good Governance Unit will be able to have an insight into the various types and forms of corruption as well as the different frameworks and recourses needed to mitigate corruption. The thematic areas of this conference will cover anticorruption 25measures SEP holistically so that the Good Governance Unit is better equipped with the technical capacity to implement these measures across the Public Service as well as partner with various government departments to have a more effective, efficient and transparent government.

Urban Resilience and Disaster Prevention

December 1, 2022 - Today, the Government of Belize through the Ministry of Sustainable Development, Climate Change and Disaster Risk Management, in collaboration with the Embassy of the Republic of China (Taiwan), held the closing ceremony for the Belize Urban Resilience and Disaster Prevention (BURDP) and launched the inception of a US$1.6 million project entitled Flood Warning Capacity Improvement for the Belize River Basin.

In 2019, the Governments of Belize and the Government of the Republic of China (Taiwan) signed an agreement for the BURDP, a US$1.2 million project. The project resulted in drainage improvement in the Cayo District; the production of updated cadastral, flood potential and digital elevation maps for the Cayo District; as well as the installation of four hydrometeorological stations that are utilized by the National Meteorological Service of Belize to obtain real-time forecasting data.

The project launched today will build on the work that commenced through the BURDP project by expanding the scope of the monitoring technologies, improving disaster preparedness capabilities, and strengthening disaster response capabilities.

In his remarks, Hon. Orlando Habet, Minister of Sustainable Development, Climate Change and Disaster Risk Management, provided an overview of the outputs of the BURDP and emphasised that the Flood Warning Capacity Improvement Project will undoubtedly increase Belize’s resilience toward the impacts of climate

change. He said, “The Flood Warning Capacity Improvement for the Belize River Basin will bridge the hydrometeorological gap between the Cayo District and Belize City – a steppingstone toward better preparedness and management. It will expand on the existing flood early warning system and provide opportunities for capacity building that will boost local technical capabilities in disaster management and improve our country’s resilience toward the increasing impact of climate change.”

H.E. David Kaun-Chow Chien, Ambassador of Taiwan to Belize, delivered the keynote address in which he spoke about one of the major outputs of the BURDP and expressed his hopes that with the new project, it could be expanded to the entire Belize River Basin. He said, “Under the project, Taiwan’s mature disaster prevention technology was able to assist Belize establish an early warning system and improve the government’s disaster prevention and relief capabilities. Based on the successful experience of the project, I am delighted to sign the ‘Flood Warning Capacity Improvement for the Belize River Basin’, in hope of extending Taiwan’s disaster prevention technology to the entire Belize River Basin.”

Among those present at the ceremony were Dr. Kenrick Williams, CEO in the ministry, representatives from the ROC Taiwan Technical Mission in Belize (ICDF) and the Taiwan Diplomatic Mission, and staff of the Ministry of Sustainable Development, Climate Change and Disaster Risk Management.

Ministry of Agriculture and Taiwan ICDF Host Sheep Management Workshop in Belize District The Ministry of Agriculture, Food Security and Enterprise in collaboration with the Taiwan ICDF Breeding Sheep and Goat Production and Guidance System Enhancement Project (Sheep Project Phase II) held a Sheep Management Workshop at Mrs. Grace Pook’s Farm in Rancho Dolores Village, Belize District on December 6, 2022.

Fifteen participants, including sheep and goat farmers and restaurant and resort owners, from the Belize District, attended the workshop that included presentations on topics such as

i) introduction of sheep project, ii) sheep health management, iii) sheep traceability system, iv) sheep nutrition, v) pasture establishment, vi) supplemental feeding, and vii) lamb cuts preparation demonstration.

The workshop is another commitment of the Sheep Project Phase II to help farmers learn from other farmers.

Mrs. Pook and Mr. Istvan Metzger, the Sheep Project field manager, acted on this commitment through their demonstration of the daily management activities of sheep farming, including sheep breeds, feeding, and vitamin application.

The Sheep and Goat Project includes a budget of US$3 million for a four-year implementation of phase II, which was signed by the governments of Belize and the Republic of China (Taiwan) in March 2020. The objectives of the project include assisting Belizean farmers in improving the quality of sheep and goats, promoting the domestic consumption of sheep and goat products and exporting these products regionally, as well as strengthening the sheep and goat traceability system to improve value chain efficiencies in Belize.

THE BELIZE TIMES The National Assembly Signs Declaration of Intent with United Nations Belize -1st December 2022-The National Assembly signed today a joint declaration of intent (DOI) in the auditorium of the Leigh Richardson Building in Belmopan. The National Assembly was represented by Presiding Officers, Hon. Valerie Woods, Speaker of the House of Representatives, and Hon. Carolyn Trench-Sandiford, President of the Senate, and the United Nations was represented by the Resident Coordinator in Belize, Ms. Birgit Gerstenberg.

President Trench-Sandiford and Ms. Gerstenberg in their remarks both reflected on the critical importance of the partnership between the National Assembly and the United Nations in promoting the achievement of the Sustainable Development Goals (''SDGs'') under the United Nations Sustainable Development Cooperation Framework (UNSDCF). President Trench-Sandiford underscored the important role of the Legislature in advancing these goals.

Through the collaboration with UN Belize, much support will be provided to parliamentarians in their role as advocates of strategically achieving the SDGs in Belize

and to continue to make progress on recovery and resilience in the post COVID-19 era, specifically along key cross-cutting areas of mutual interest related to the work of the United Nations country team in Belize and the development efforts by the National Assembly of Belize.

Commercial Fisher Folk License Renewal 2023 The Belize Fisheries Department hereby informs the PUBLIC that it will commence the renewal of fisher folk licenses on 3 January 2023. A grace period for renewals will be in place until 6 February 2023.

On December 1, 2022, the Ministry of Sustainable Development, Climate Change and Disaster Risk Management officially entered into public-private partnerships (or co-management) for several protected areas across the National Protected Areas System (NPAS) with several conservation partners.

Co-management agreements were signed for the following sites: • Friends for Conservation and Development - Chiquibul National Park • Belize Audubon Society - Guanacaste National Park • Belize Audubon Society - St. Herman’s Blue Hole National Park • Belize Audubon Society - Blue Hole Natural Monument • Belize Audubon Society - Half Moon Caye Natural Monument • Belize Audubon Society - Victoria Peak Natural Monument • Belize Audubon Society - Cockscomb Basin Wildlife Sanctuary • Belize Audubon Society - Crooked Tree Wildlife Sanctuary • Sarteneja Alliance for Conservation and Development - Corozal Bay Wildlife Sanctuary • Itzamna Society - Elijio Panti National Park • Southern Environmental Association - Laughing Bird Caye National Park • Monkey Bay Wildlife Sanctuary – Monkey Bay National Park These agreements are site-based and entail the necessary scope, coverage, and commitments to comprehensively address gaps related to financial accountability and transparency, reporting and data availability. Furthermore, these agreements allow for greater collaboration between the Government of Belize and their conservation partners and endeavour to enhance governance of the NPAS for the benefit of Belizeans.

Hon. Orlando Habet, Minister of Sustainable Development, Climate Change and Disaster Risk Management, spoke on the process and importance of ensuring that the formalization of the agreements was a collaborative process. Minister Habet remarked that “it is a long-awaited agreement that took the collaborative efforts of all stakeholders, catapulting the long-standing partnership into a new era of improved, innovative and transparent management.”

Amanda Acosta, Belize Audubon Society’s Executive Director, highlighted that “this milestone event marks hours of conversation and negotiation on behalf of the government and protected area co-managers. We are pleased to finally get to this point of signing. We are and continue to be committed to working in protected areas. These agreements are a validation of our work.”

Rafael Manzanero, Executive Director of Friends for Conservation and Development, said he hopes that the ministry continues to build on key initiatives like these to strengthen governance across the system.

The ministry and the National Biodiversity Office continue to implement these initiatives geared towards strengthening the governance, management effectiveness and financial sustainability of the NPAS. These initiatives include the launch of the Spatial Monitoring and Reporting Tool, the Biodiversity Impact and Investment Tracking Tool and Business and Investment Training, among others.

Belize & El Salvador Host Second Binational Commission Meeting On December 2, 2022, the governments of Belize and the Republic of El Salvador held the Second Binational Commission Meeting at the vice- ministerial level, with the purpose of strengthening the political, economic and cooperation relations between both countries.

The meeting was headed by Ambassador Amalia Mai, Chief Executive Officer in the Ministry of Foreign Affairs and Foreign Trade of Belize, and H.E. Adriana Mira, Vice Minister of Foreign Affairs of the Republic of El Salvador, who agreed on the importance of the commission to exchange views on issues of mutual interest.

The vice ministers discussed the current state of bilateral relations and highlighted the strong and cordial relations between the two nations as well as the interest to continue strengthening the constructive dialogue and expanding areas of mutual interest. Both countries agreed to develop cooperation projects in accordance with the policies, plans and programs of both countries, especially in

the areas of economy, trade and commerce, tourism, culture, security, migration, and agriculture, among others.

The Government of El Salvador welcomed the initiative by the Government of Belize on the Amnesty Program 2022, which offers an opportunity to regularize the immigration status of undocumented persons currently living in Belize. Both countries reiterated their commitment to continue addressing the issue of migration with a holistic view based on a human rights approach, shared responsibility and non-discrimination.

The meeting had the participation of representatives from several ministries including Foreign Affairs, Foreign Trade and Immigration, National Defence and Border Security, Home Affairs, Tourism, Civil Aviation, and Agriculture.

Both countries agreed to hold the Third Meeting of the Binational Commission in 2024 in El Salvador, at a mutually agreed date, to follow up on the implementation of the bilateral agenda.

Green Climate Agriculture Project A two-day national workshop is being held in Belmopan in early December 2022 under the CARICOM AgReady Green Climate Fund (GCF) project. The project title "Strengthening the foundation for a climate responsive agricultural sector in the Caribbean" is implemented by Inter-American Institute for Cooperation on Agriculture (IICA).

The Objective of the workshop is to obtain feedback on key findings from studies (regional and national) and consultations done under the CARICOM AgReady Project, as well as validate and procure ideas for informing the development of two GCF climate agriculture projects.

The forum and fair were deliverables under the GCF readiness project entitled “Enhancing adaptation planning and increasing climate resilience in the coastal zone and fisheries sector of Belize.”

The forum was designed to achieve the following: • Highlight opportunities within coastal and marine spaces to improve the lives of all, particularly for women, youth and indigenous people.

• Promote a basic understanding of the linkage between gender, climate change and Belize’s blue economy.

• Share information on professional and entrepreneurial opportunities within the blue economy (coastal zone and fisheries sector) of Belize.

The forum featured panel discussions and presentations from stakeholders that work within, utilize and benefit from Belize’s blue economy and coastal and marine resources.

The fair featured informational and entrepreneurial booths from government, non-governmental organizations, community-based organizations, associations, private sector, and entrepreneurs working and investing in Belize’s blue space and blue economy.

The Ministry of Blue Economy and Civil Aviation expresses its appreciation to everyone who made the events possible and to those who attended in person or tuned in online to learn more about Belize’s blue space and how to continue to pave a path forward towards climate resilience all while continuing to create more opportunities within the country’s blue space.

The equipment, valued at US$44,695.00, is funded by the United States Agency for International Development (USAID) and procured through UNDP. This collaborative effort is made possible through USAID’s “Evidence-Based Information Management for Citizen Security in Central America and the Dominican Republic” project, also known as the InfoSegura Regional Project.

Ms. Skov underscored, “This latest USAID-sponsored donation to the Belizean government will serve to strengthen the inter-agency sharing of crime data among key stakeholders across the continuum of justice in Belize. It helps to lay the foundation for a sophisticated ICT framework where quick and easy access to information is critical to bolstering citizen security in Belize and the region.”

Today’s donation includes workstations and GPS-enabled cameras and accessories to the Belize Police Department and the National Forensic Science Service, to help strengthen interagency data sharing through the Belize Crime Observatory.

Minister Hon. Kareem Musa thanked USAID and UNDP for their steadfast support to improving Belize’s citizen security framework for the benefit of all Belizeans. “We are heartened by your generous support for the modernization of ICT frameworks across Belize’s public sector, in support of this year’s National Digital Agenda,” emphasized Minister Musa.

UNDP Belize Deputy Resident Representative Ian King recognized the continued commitment of the Government of Belize to advancing citizen security and the support of the Government of the United States.

SMALLEST CRAFT IN HISTORY: ARRIVAL IN BELIZE

Spanish explorer and environmentalist Álvaro de Marichalar is Solo sailing around the World in the SMALLEST CRAFT in History, celebrating the Fifth-Centennial of the First Circumnavigation, with the aim of raising awareness of Today's ENVIRONMENTAL CHALLENGES. On the 500th anniversary of the first Circumnavigation of the World by Ferdinand Magellan and Juan Sebastian Elcano, Mr Álvaro de Marichalar Sáenz de Tejada, holder of 14 world records, is recreating this voyage around the world to raise awareness for marine conservation, fighting plastic pollution and illegal fishing. He states "Urgent action is needed to protect the ocean. Our future is directly linked to the ocean and we cannot continue to treat it as a rubbish dump whilst fishing species to extinction."

Alvaro sails alone and always on his feet aboard his boat measuring just 3 metres long named NUMANCIA. To celebrate and promote the First Tour of the World, Álvaro de Marichalar set sail three years ago from Seville on the historical date, August 10, 2019-1519 2022 marks the 500th anniversary of the arrival of Juan Sebastián Elcano in Seville in 1522, together with 17 survivors out of 260 who had sailed three years earlier under the command of Ferdinand Magellan and sponsored by His Majesty King Carlos I of Spain. It is considered the most important expedition ever achieved, unparalleled in widening our geographical knowledge of the Earth and demonstrating its spherical shape.

After sailing around Spain, Portugal and France without any support vessel, he then crossed the Atlantic Ocean from southern Spain (Gibraltar) to Guadeloupe Island with the support of the French exploration ship YERSIN. From Guadeloupe he continued navigating alone without a support ship, calling at the Caribbean islands all the way to Miami where he arrived on March 16, 2020. The pandemic stopped his expedition until February 19, 2022, when he was able to restart his Challenge, sailing along the Gulf of Mexico all the way to Bacalar. Álvaro is producing a documentary series about his current Solo sailing around the World in the SMALLEST CRAFT in History. Inspired by the feat of Magellan and Elcano five centuries ago, Álvaro's Endeavour has the mission to "SHOW THE WORLD TO THE WORLD" in a unique way, recalling the milestones of History and raising awareness of the current need to care for the oceans and the natural environment, proposing sustainable solutions. The viewer will have the opportunity to accompany Álvaro as he travels in extreme sailing conditions, taking on all the challenges and dangers of the ocean. We will arrive in remote places that are difficult to reach to meet their inhabitants, whom Álvaro will make fall in love with, highlighting the most uplifting aspects of the people who will show their yearnings and hopes, also witnessing their fears and complications especially those derived from environmental problems. In Cancún he met the Mexican company PetGas, which distils gasoline from plastic waste. He decided to use this fuel in the following stages, showing and promoting a solution to the pollution problem of the seas by plastic waste. ÁLVARO'S ARRIVAL IN BELICE IS EXPECTED ON DECEMBER 1ST God willing, Alvaro will continue to Panama to cross to the Pacific Ocean coast and travel up all the way to Alaska where he will then cross over to Russia to continue along Asia and finally into the Mediterranean before arriving in Seville. The Belize Parliament Represented at the WTO & PU Workshop for Latin American and Caribbean Parliamentarians in Buenos Aires, Argentina 29th November 2022 -- The Speaker of the House of Representatives, Hon. Valerie Woods, attended in representation of the National Assembly of Belize, the World Trade Organization (WTO) & the Inter-Parliamentary Union (PU) Workshop for Latin American and Caribbean Parliamentarians in Buenos Aires, Argentina on the 28th and 29th November.

This two-day workshop was organized by the PU and the WTO in collaboration with the National Congress of Argentina on addressing trade challenges: The contribution of Latin American and the Caribbean parliamentarians.

This workshop has been designed to provide an opportunity to share firsthand information on the outcomes of the latest WTO Ministerial conference, promote inter­regional dialogue on international trade and investments in view of contributing to a robust and resilient socioeconomic environment; facilitate the building of institutional capacities in the parliaments of the region, and it will also serve as a forum for dialogue on the regional trade challenges being faced by each region.

Attending the workshop also presents an opportunity to learn more about the work of the IPU for participants whose parliaments are not currently members of the network.

Belmopan. December 2, 2022 Her Excellency Governor General Dame Froyla Tzalam swore in three members of the judiciary, namely, Hon. Chief Justice Louise Esther Blenman and Hon. Justice Minnet Hafiz-Bertram on November 22, 2022, and Hon. Justice Michelle Arana on November 30, 2022.

Hon. Louise Esther Blenman was initially sworn-in as the new Chief Justice on September 2, 2022; however, due to the recent passing of the Senior Courts Bill, which saw the restructuring of the Office of the Chief Justice, she was sworn-in for a second time to assume her new role as the judicial leader for both the Supreme Court and the Court of Appeal.

Following the Chief Justice’s swearing-in, Hon. Minnet Hafiz-Bertram was officially sworn in as the President of the Court of Appeal. Justice Hafiz- Bertram assumed the post of Acting President in December 2020.

Justice Michelle Arana has now assumed the post of Justice of the Court of Appeal. Prior to her elevation to the Court of Appeal, Justice Arana served as the Acting Chief Justice from April 2020 until the recent appointment of the new Chief Justice.

The US Government-funded Millennium Challenge Corporation (MCC) has selected Belize as one of only two countries in the world for a fiveyear government to government grant to fund a program aimed at reducing poverty and stimulating economic growth.

The Government of Belize (GOB) through the Ministry of Finance, Economic Development, and Investment, have contracted a team of individual consultants to form a Compact Development Team in Belize that will work together with a U.S.-based MCC Team to conduct a diagnosis of the constraints to economic growth, prepare concept notes, develop project proposals, and plan for project implementation.

GOVERNMENT OF BELIZE MINISTRY OF HOME AFFAIRS & NEW GROWTH INDUSTRIES BELIZE CRIME OBSERVATORY PROJECT COORDINATOR BACKGROUND With funding from the USAID, the lnfosegura project aims to support SICA in strengthening the regional and national institutional capacities for collecting, monitoring and processing security information and for its application for decision-making and policy formulation at regional and national levels with implementation in El Salvador, Guatemala, Honduras, Panama, Belize, Costa Rica, Dominican Republic and Nicaragua.

The project aims to: (1) improve regional and national institutional capacity to collect, monitor, and process safety information and apply it to the decision-making and policy formulation at the national and regional levels; (2) strengthen the capacity of civil society to collect, analyze, and public safety data and process monitoring of policies and programs of public safety; and (3) support regional knowledge management to improve knowledge and understanding of the root causes of violence and insecurity and promote successful policies and practices of public safety.

Similarly, the Government of Belize (GOB) is addressing the issue of crime and violence with a renewed vision, one that is more integrated, and encompasses a continuum of multi-sectorial and inter-agency initiatives, ranging from prevention to control. This integrated vision has emerged out of a consensus that an integrated approach is the best approach to effectively address the multifaceted and dynamic nature of crime and violence in Belize.

In adopting this approach, GOB has partnered with several multi-lateral agencies and friendly countries to collaborate on the identification, design and execution of programs and projects relating to national and citizen security in Belize. Some of these partnerships includes the Inter-American Development Bank (IADB), the United Nation Systems (UNDP, UNFPA, UNWomen etc.) the Caribbean Development Bank (CDB), the Central American Bank for Economic Integration (CABEI), the Government of the United States, Mexico and Canada. Of note are two multi-agency projects which are currently being implemented in Belize through the support of the IADB. The lnfosegura project in Belize will support national data collection efforts by complementing existing interventions that aim to strengthen crime and justice data platforms in Belize. The infosegura project will bring together various actors in the justice system to systematize and synergize crime and justice data collection and analysis at the national level.

SCOPE OF SERVICE Provide support, under supervision of UNDP Governance Programme and the Chief Executive Officer, Ministry of Home Affairs and New Growth Industries, for the operation and management of the Crime & Violence Observatory in Belize, which will be used for the generation of public information on basic indicators of violence and insecurity in Belize. The management of the data will include making necessary update to the data sourced for the Observatory (e.g. recorded crime data), and identifying, sourcing and maintaining complementary sources of data relating to citizen security (e.g. data from health partners relating to violence). The coordinator will report to the Chief Executive Officer, Ministry of Home Affairs and New Growth Industries (CEO, MHANGI).

Project Coordinator The Project Coordinator will be stationed in the Ministry of Home Affairs and New Growth Industries in Belmopan and will be responsible to: •Conduct all data processing functions relating to the Crime Observatory Information Management System and the Crime Observatory (CO) Website (collect, validate, clean, collate, store, disseminate) •Assist in the management and administration of the CO Website •Prepare reports and documents to be uploaded to the CO Website and for public consumption (monthly statistics, annual reports, news, research articles, regional data etc.)

•Assist in the generation of Crime Observatory reports and research papers •Provide liaison and technical support for regional systems and agencies as it relates to the Project: SICA, OBSICA, OAS, UN, IADB agencies etc.

•Provide support for the implementation of Phase 3 of Infosegura Project in Belize •Coordinate logistical arrangements for meetings, trainings, conferences and forums •Provide oversight support for the implementation of the multiple components of the lnfosegura project in Belize •Monitoring the work plans and budget of the overall project, based on proposed annual work plans and budgets.

•Preparing a directory of stakeholders and canvass the support and cooperation for project activities.

•Coordinating all processing all capacity-building activities under the project.

•Overseeing all contracts for project •Report monthly to UNDP and to the CEO, MHANGI on the progress of the lnfosegura project implementation.

•The coursing, processing and storage management of data held by the Belize Crime Observatory. Data will include police recorded crime data, census data for Belize, data from other Belize government ministries and data from the Belize Crime Victimization Survey •The maintenance of data held by the Belize Crime Observatory to ensure these data is fit for the purpose for which they are used. This includes ensuring the data are routinely updated, precise in their content and comprehensive in their coverage •Promote and apply standards for the formatting and structure of data to allow for subsequent analysis •Perform geocoding of crime data, utilizing the full address information recorded in the crime record •With appropriate training, generate web-based applications that help support the dissemination of data held by the Observatory, and which in turn promotes the service the Observatory provides •The calculation of crime statistics for the country of Belize by districts for national publication •To liaise closely with the Joint Intelligence Coordination Centre and the CompStat Unit on the production of analysis reports and the use of data to support improvements in security and citizen security •The administration and maintenance of an online library containing analysis reports generated by the Observatory and other key stakeholders (i.e., the Joint Intelligence Coordination Center, the CompStat Unit, National Forensic Science Services, the Kolbe Foundation etc.)

•Provide technical input to the procedures and protocols manual to ensure it is kept up to date •To generate tactical assessments, identifying changes in crime, emerging issues, and monitoring the impact of targeted activities •To generate problem profiles and target profiles that aim to provide a rich understanding of the problems, individuals, and offending groups the reports are focused on •To conduct results analysis that aims to measure the impact of targeted police and citizen security activities •To liaise with the other ministries of the Government of Belize, maximizing the use of data they collect for the benefit of the Observatory’s mission •To administer arrangements for accessing data and reports to those who are authorized •Any other related duties that may be assigned by the CEO. Prospective candidates should have a minimum of Bachelor's degree in a social science or related field (Public Health, Public Policy, Criminology, Demography, Statistics, Criminal Justice). At least two years of relevant professional experience. Participate in research on issues related to Social Violence, Citizen Security, Conflict and / or Social Affairs would be an advantage. Candidates should be fluent in English and have a working knowledge of Spanish. They should have the ability to write clearly and concisely and have strong data analytics skills, coordination skills, communications, and advocacy skills.
