ANOTHER PENNER SCANDAL? Belmopan - Wednesday 24th August 2022 Reports reaching the Belize Times that the BDF Baldy Beacon Live Firing Tactical Training Range was sold by the former corrupt UDP Barrow Government. This is concerning as this is that the only area where the BDF can conduct ordinance and hazardous training has been sold without public knowledge. Of even more concern is who allegedly bought it—none other than a group headed by the disgraced former UDP Minister Elvin Penner.

The Baldy Beacon Training Area

has been used by the BDF for live firing and demolition proficiency training since the 1970s. It is also used as part of the British Army Training Support Unit Belize (BATSUB) training each year.

According to the report seen by the Belize Times, the 29.317 acres of land in the area has been demarcated by the BDF as a danger area for live firing and demolition.

The area reportedly has munitions and unexploded ordinance. Very frightening…we are told that civilians including children are traversing the area.

Despite these inherent dangers the past UDP government purportedly sold

more than 3/4 of the area to the Penner group.

No public announcement! Apparently, the BDF didn’t even know because they were caught off-guard in a meeting early August this year when Penner and his colleagues told the BDF that they were trespassing on private land.

The Belize Times wants answers to these questions: • Did the former Minister of Defence, the blustery Mike Peyrefitte know

about the sale?

• Which UDP Minister of Lands, Vega, Hulse, Retreage, or Patt approved the sale?

• When was the sale executed?

• It has also been reliably reported to us that technicians at the Ministry of Natural Resources did not know about the sale. It is hoped that the Ministry can cancel this outrageous sale and return the land to the state to be used by the BDF for their training.

GOB SAVES $63.5M BZD

UDP COMMERCIAL COUPE D’ ETAT Cabinet Brief Belmopan. 22nd August 2022. 11:05 a.m.

The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 19th August 2022.

• A report was presented to Cabinet on the recent tropical wave that passed over Belize between 17th and 18th August and caused significant flooding which resulted in damage to the country’s national highways and primary feeder roads, causing damages in the millions of dollars. Cabinet discussed and gave support for supplemental appropriations of BZ$12 million to be presented to the House of Representatives to cover the cost of these emergency repairs.

• Cabinet received a comprehensive report from the Ministry of Finance regarding settlement discussions relating to the 2013 cancellation of an agreement for Belize International Services Ltd. (BISL) to manage the international ships and companies’ registries. Following a July 2020 Caribbean Court of Justice judgement, that government had acted illegally in taking back the registries, BISL’s damages claim stood at some US$65 million at the start of the administration in November 2020. Cabinet considered a steeply discounted settlement of this obligation, recommended by a debt management team of the Ministry of Finance. Approved in principle by Cabinet, the proposed settlement, which requires the National Assembly’s approval, would substantially reduce government’s contingent liabilities.

• Cabinet supported the recommendation from the Attorney General’s Ministry to introduce amendments to the Non-Governmental Organizations Act to allow for the appointment of a Registrar and to provide for the appointment of a Deputy Registrar to be appointed under the Belize Companies Act to be the Deputy Registrar of Non-Governmental Organizations and to provide for the delegation of powers and functions of the Registrar and Deputy Registrar. In addition, Cabinet recommended amendments to the Patents Act to provide that the Registrar of the Belize Intellectual Property Office (BELIPO) be a sitting Registrar at BELIPO. • Cabinet gave its approval for the devolution, in principle, of the Department of Civil Aviation to a statutory body and the establishment of a Belize Civil Aviation Authority.

• To realize the benefits of integration, Cabinet recommended that amendments are made to the Immigration Act and Caribbean Community Free Movement of Skilled Persons Act to allow for free movement of agricultural workers and security guards and to amend the qualification requirements for household domestics now domestic workers.

• Cabinet was provided with an update on the status of vaccinations.

Currently, there are more than 210,950 vaccines on hand. As of 16th August 2022, 228,187 persons or 53.04 percent had received at least one dose of the vaccine and 219,116 or 50.9 percent have been fully vaccinated. Of the population ages 12 to 17 years, 26,726 have received two doses of the vaccines. Of the population ages 5 to 11 years, 6,353 have received two doses of the vaccines. To date, 50,329 booster shots have been issued.

• Finally, Cabinet congratulates our Belizean athletes who successfully competed at the North American Power Lifting Federation Competition in Panama where six of our eight Belizean athletics won medals, two gold and four bronze for a total of six medals.

The United Democratic Party (UDP) have continuously lauded themselves for the massive nationalization of some of the public utilities of Belize and other entities in a manner that one Justice of the Caribbean Court of Justice (CCJ), Justice Jamadar considered a “commercial coupe d’etat”. Nationalization is supposed to benefit the masses, especially the marginalized and the underprivileged many.

However, the UDP insatiable appetite for nationalization has become an albatross, a yoke of iron around the collective necks of the Belizean taxpayers. The cumulative effect is approximately in the hundreds of millions. Nationalization became the vices of UDP corrupt acts involving cronyism, nepotism, parasitism, and middlemanism. Anwar Barrow heir to the monarch king Dean took full control of the important and sensitive communication industry the Belize Telecommunications Limited notwithstanding, lacking the requisite qualification and experience in the sector. Anwar became not only the eyes and ears of the king but filthy rich. Brother Dennis, Lois Young, daughter and niece were privy to the myriad of lucrative litigation contracts regarding lawsuits for fraudulent actions of the Barrow Government.

Net Vasquez, the one of nylon secret fame, God rest his soul, was made chief, head and bottle-washer to launder the red-hydra dirty little secrets. These UDPs carrion crows feasted at the expense of the Belizean taxpayers.

Contrarily, the People’s United Party (PUP) Government led by Prime Minister and Minister of Finance and Economic Development, John Briceño, have aggressively negotiated to lessen the legacy of UDP debts on the Belizean taxpayers.

Similar to the reductions brought on by the Blue Bond, they have successfully negotiated with Belize International Services Ltd. (BISL) for a deep discounted settlement for damages resulting from the breach of the 1993 agreement in 2013 by the Dean Barrow administration.

In 1993, the BISL entered into an agreement with the Government of Belize to assist in the development and management of two statutory bodies, the International Merchant Marine Registry of Belize (IMMARBE) and the International Business Companies Registry of Belize (IBCR).

An innovative venture with the underlying

objective to diversify the Belizean economy. The agreement was extended in 2003 and further extended in 2005. The Government of Belize (GOB) and BISL agreed to extend the contract to 2020.

In 2013, the UDP administration, in what was considered another hostile takeover, took over control of IMMARBE and IBCR citing the 2005 extension as illegal and, therefore, invalid. BISL sued the government for breach of contract and sought award for damages. In 2020, judgement to BISL's claim was rendered. The Court admonished the UDP for its “commercial coupe d’ etat.” Another Justice used the maxim “ex turpi cause” which in Kruffy term means “nuh tek yuh wrong mek right.” The Justices of the CCJ found that the UDP Government abused its executive power. Additionally, the Dean Barrow administration acted in a constitutionally immoral manner disregarding the minimum rule of law standards. As proffered in the judgment the rogue actions of the UDP relating to “the commercial sphere has resulted in the erosion of trust and Continued on page 5

CORRUPTION VS SAVINGS

T

he ravages of the 2008 – 2020 UDP may be summed up as the following: 2012 immigration-scandal-tainted General Election, 2015 Petrocaribe Electioneered General Election, and all the included mega scandals vis-à-vis BTL Expropriation and Miami Hotel Room accommodation, BEL and WASA 'nationalizations', largest International Real Estate Fraud in the United States Federal Trade Commission (FTC) History (Sanctuary Bay Belize), MegaNepotism and gross incompetence in dealing with Belize’s health, education, economy, debt, oil, and the list is endless.

Corruption within the United Democratic Party is first nature. As they wound up their last of their three terms of maladministration, their feet pressed to the floor the corruption accelerator. This included compensation for land, quickie land titles, new contracts and contract extensions which spitefully extended into a new administration, roads to nowhere galore, ghost workers everywhere, and infrastructure is done on the cheap and/ or overpriced as climate resilient. The latter was the substitute for Petrocaribe. Campaign dollars had to flow, and Imer Hernandez was the contractor of choice. The people reacted and the castigation was sent—Village Council elections 2019(110-70 approximately), General Elections 2020(26-5), Municipal Elections 2021(64-3 mauling), and Village Council elections 2022(146-23 trouncing). The UDP as a mass party had ceased to exist.

The multidimensional PlanBelize grew strong roots.

In 2020, the planBelize government led by Prime Minister John Briceño tweaked the vision of George Price and began to serve the people virtually, face-to-face, and, by any manner possible, in order to stave off the UDP-induced devaluation bogey. The team of 26 representatives, 6 senators, and formed Cabinet began their quest to defeat Covid-19 and what has been called UDP-13. Scandals popped up each time the new government accessed a document, reviewed a contract and audited any UDP-government carry-over process.

Let us look at a few: Barrow Family Legal Fees: Without entering complexities, the Barrow family has been estimated to have accrued 30 million in legal fees for a myriad of cases here, there and everywhere. Barrows lived for the next legal battle as much as rapper Barrow lives to fly off to the United States in a fake reality.

BTL: The UDP ‘settled’ with Michael Ashcroft in a Miami hotel room for a complex of 560 million dollars.

Where this money was siphoned, was directly from the backs of the hard workers of the jewel. Was BTL the real hotbed of corruption? The UDP lands department is not even discussed here.

The Belize City Center for $33 million and the Eleanor Hall Building which the MIDH unveiled for an inglorious $26M contract or even more millions could all have been done for less with more value for the same money.

Haulover Bridge: The UDP was contemplating building for $59M. The Ministry of Infrastructure Development and Housing (MIDH) negotiated the contract for the bridge for thirty million. The MIDH yielded similar savings on the Caracol Road and the Coastal Road. Similar economic damage can be seen all over Belize.

UDP’s Superbond: The clueless UDP paid $700million in interest but grew the principal as they capitalized debt.

The latest fix the now government negotiated was a “Settlement Agreement with BISL, which caps damages at the equivalent of US$38.25 million. Previously, BISL had sought compensation in excess of US$70 million.” The savings of US$31.75 million is only dwarfed by the $500 million saved with our internationally awarded Blue Bond.

The contrast between a UDP that self-destructed to about 5 members and some fifty paid ‘protestors’ with a PUP government with a super mandate after four or arguably five election wins is one that history will qualify. The remains of the United Democratic Party and an uncut beefy journalist can now only sputter child-like fake accusations of corruption. The Government of Belize 2020 to the present is guided every day literally by the people. Its forward temperament will not let up. Belize will work for its people and the people will all win.

os estragos del UDP de 2008 a 2020 pueden resumirse en lo siguiente: Elecciones Generales de 2012 manchadas por el escándalo de la inmigración, Elecciones Generales de 2015 manipuladas por Petrocaribe, y todos los mega escándalos incluidos en relación con la expropiación de BTL y el alojamiento en habitaciones de hotel de Miami, las "nacionalizaciones" de BEL y WASA, el mayor fraude inmobiliario internacional en la historia de la Comisión Federal de Comercio (FTC) de los Estados Unidos (Sanctuary Bay Belize), el mega nepotismo y la flagrante incompetencia en la gestión de la salud, la educación, la economía, la deuda, el petróleo de Belice, y la lista es interminable. La corrupción dentro del Partido Unido Democrático es la primera naturaleza. Al terminar su última de las tres de malas administraciones, sus pies pisaron el acelerador de la corrupción. El equipo de 26 representantes, 6 senadores y el gabinete formado comenzaron su búsqueda para derrotar al Covid-19 y lo que se ha llamado el UDP-13. Los escándalos aparecían cada vez que el nuevo gobierno accedió a un documento, revisó un contrato y auditó cualquier proceso de transferencia UDP-gobierno.

Veamos algunos: Los honorarios legales de la familia Barrow: Sin entrar en complejidades, se calcula que la familia de Barrow ha acumulado 30 millones en honorarios legales por un sinfín de casos aquí, allá y acullá. Los Barrow vivían para la próxima batalla legal, tanto como el rapero Barrow para volar a los Estados Unidos en una falsa realidad.

Puente Haulover: El UDP contemplaba su construcción por 59M$. El MIDH negoció el contrato del puente por treinta millones. El MIDH consiguió un ahorro similar en la carretera del Caracol y en la carretera de la Costa. Un daño económico similar puede verse en todo Belice.

El superbono del UDP: El despistado UDP pagó 700 millones de dólares en intereses, pero aumentó el capital al capitalizar la deuda.

El último arreglo que negoció el ahora gobierno fue un "Acuerdo de conciliación con BISL, que limita los daños al equivalente de 38,25 millones de dólares. Anteriormente, BISL había solicitado una indemnización superior a los 70 millones de dólares". El ahorro de 31,75 millones de dólares sólo se ve empequeñecido por los 500 millones de dólares ahorrados con nuestro Bono Azul, premiado internacionalmente.

El contraste entre un UDP que se autodestruyó llegando a unos 5 miembros y unos cincuenta "manifestantes" pagados con un gobierno del PUP con un super mandato tras cuatro o posiblemente cinco victorias electorales es algo que la historia calificará. Los restos del Partido Unido Demócrata y un periodista fornido no pueden ahora más que escupir falsas acusaciones de corrupción. El Gobierno de Belice 2020 hasta el presente se guía cada día literalmente por el pueblo. Su temperamento de avanzada no se detendrá. Belice trabajará para su pueblo y el pueblo ganará.

Belize Welcomes the Secretary General of OAS on Official Visit Prime Minister Hon. John Briceño, Minister of Finance, Economic Development and Investment, today met with H.E. Luis Almagro Lemes, Secretary General of the Organization of American States (OAS), who arrived on August 21, 2022, for an official visit to Belize.

The meeting included a presentation on the status of the illegal encroachments by Guatemalan nationals in Belize that are in contravention of the Confidence Building Measures (CBMs) agreed to by Belize and Guatemala in 2005.

The presentation highlighted the deforestation of Belize’s national parks and protected areas for illegal agriculture and the to provide grazing land for cattle rearing. Additionally, it highlighted issues dealing with illegal logging, gold panning and poaching of endangered species within Belize. Belize called on the OAS to engage with the Guatemalan authorities to abide by the measures.

Secretary General Almagro stressed the importance of the presence of security agencies in the problem areas to ensure implementation of the CBMs and compliance with Belizean laws. He committed to strengthening the coordination between the OAS Office in the Adjacency Zone and the Belizean authorities.

Belize also highlighted the implementation of its Amnesty Programme, which will regularize undocumented immigrants, mainly Central Americans, and provide them with a path to citizenship. An update was also provided on migration trends and the implications for Belize becoming a part of the migration corridor to the United States of America.

Orange Economy Fund: BTB wisely investing its 51K profits from the BIMFF The Honourable Anthony Mahler, Minister of Tourism and Diaspora Relations remains steadfast on the trajectory of making the tourism industry the juggernaut of the Belizean economy. Mahler is creating a niche in the Orange Economy.

The Orange Economy is also known as the creative economy which includes such sectors as visual arts, tourism, cultural heritage, performing arts, music and literary arts amongst others. It is through the understanding of the Orange Economy that Micro Small Medium Enterprise (MSME ) can benefit from the development of this sector.

Clearly, many individuals were ignorant of the rationale and the underlying objectives when the idea of the Belize International Music and Food Festival (BIMFF) was launched at the Biltmore Plaza Hotel. It was not a venture for profit but an initiative to boost the domestic, regional and international tourism traffic during the industry's historically slow season. Some of the other objectives were: to create an immersive tourism experience through music and culture to strengthen Belize's image as a premier destination for visitors across the globe. And to support the goals of the creation of a state-of-the-art music studio that will serve as a hub for local artists and musicians.

At the inception of the idea and the launch naysayers and backbiters indicted the event to fail. The defunct music ambassador, the nonsensical intellectual, Shyne Jamal Levi Loo21 Barrow questioned the investment and calling it a waste of the people’s money. Jules mini Victoria Secret Vasquez plugged the entertainer GOD Ivan Durant to pronounce the failings of the Festival.

However, a video reaching the media stream has made public the grand success of the BIMFF at the Sacachispa Stadium in San Pedro. The businesses in La Isla Bonita saw an economic boost. 5.4 million was pumped into the island community. From transportation to hotel to golf cart rentals. John Grief of Tropic Air contrasted the slowdown in the pandemic era and the upshot for the event of the 28th to the 31st of July.

Almost 9 thousand individuals attended the concert and a 20% increase in visitors to the island. Importantly, a profit of $51,596.23 was realized. These monies will be pumped into the Orange Economy to invest in three music studio in Belize, Orange Walk and Dangriga and other areas of the creative arts.

Once again, whilst there are those “majoring in the minors” the PUP are hitting ball out of the park. Anthony has proven that nation-building is truly a task for giants.

Visionary exemplar!

Shyne and 48 strong, Protest UDP Corruption Three the Hard Way: On Tuesday of this week, the UDP remnants corrupted the art of protesting. Some 48 paid reluctant beings walked Bradley’s dilapidated cement streets in Belize City protesting corruption. Now, when you protest you should act against another party. This ‘protest’ had all the construct of the UDP remnants reminding the people that the UDP were voted OUT FOUR TIMES in a ROW largely due to the corruption they chanted.

Lucky for them the planBelize government did not teargas them. They were given a chance to show who they were. Everyone has a right to be wrong; this UDP is the epitome of corruption and incompetence. It definitely showed.

If you were promised to be paid and were not paid, you should voice your vexation.Your picture is definitely in the small picture of the ex-mass party slithering through the street.

PRIMARY RESPONSIBILITIES: • Perform routine inspections and/or maintenance activities on equipment such as Controls, Transformers, Excitation Systems, Generators, Motors, Motor Controls, Three Phase Systems, High-voltage Switchgear, 125VDC Battery Systems and Hydraulic Systems.

• Conducts troubleshooting and calibration under the supervision of a Senior Personnel on Electrical, Mechanical and Instruments and Controls equipment.

• Under the supervision of Senior Personnel, conduct basic troubleshooting and repairs motor control center, switchgear, battery chargers, distribution panels and excitation systems.

• Start or stop generators, auxiliary pumping equipment, turbines, and other power plant equipment, and connect or disconnect equipment from circuits.

• Take readings from charts, meters and gauges at established intervals, and take corrective steps as necessary.

• Execute clearances, protective locking / tagging and performs high voltage switching on generator, and station service switchgear.

• Clean powerplant and equipment and maintain equipment such as generators, turbines, pumps, and compressors to prevent equipment failure or deterioration.

• Communicate with Senior operators to regulate and coordinate transmission loads and line voltages.

• Inspect operational data and logbook entries and communicate with other plant personnel, to assess equipment operating status.

• Record and compile operational data, completing and maintaining forms, logs, and reports.

• Monitors and operates all plant generation equipment from centralized and remote-control panels according to plant operating procedures.

Julius Espat House of Representatives August 24, 2022 Presentation Rationale for $12 Million following August 17-18 Tropical Wave Good morning, Mr. Speaker, I thank you for giving me the opportunity to report to this honorable house and to the nation on the flooding and damage to roads and private properties in the central and northern districts caused by the Tropical Wave which passed over our country between August 17 - 18. It is estimated that as much as 7 inches of rainfall was experienced during the time it took the weather disturbance to pass. This caused two major culverts on the Philip Goldson Highway to be washed out, and several others compromised, creating a hazard to motorists and road users. There were reports of as much as 18 inches of water crossing the Philip Goldson Highway at various locations that have never historically flooded as well as reports of feeder and farm roads across the country being impassable after the rains subsided. Entire villages in the North were under water and thus prevented many residents from continuing with their daily activities. The lack of adequate drains and culverts is a main contributor to the problem of flooding. Perhaps these are possible signs that the effects of climate change will be a greater challenge for us going forward.

The MIDH District Road Maintenance Units were quick to respond to notifications of flooding and damage to restore public access, protect infrastructure and alleviate impacts to those affected. The teams conducted their inspections and made recommendations. Lessons were learned, many more improvements can be all made in the Ministry's capacity to quickly react in times

of disaster, protect assets, conduct repairs, and improve periodic maintenance to ensure our roadways are unobstructed and safe. An assessment exercise was conducted after the weather disturbance, which was discussed with the Ministry of Finance and presented to cabinet. Twelve million Belize dollars was made available for damage repairs on our major feeder roads, even though this sum could never thoroughly address the vast needs of the impacted areas.

In particular, the requested funding for these emergency works will primarily be used for: Belize District - $6.75 Million, Orange Walk District - $4.0 Million, Corozal District - $1.25 Million. There is a lot of detail. The funds will go to culverts, road repair, drainage(cleaning and repair), and flooding alleviation.

It is no secret or great mystery the role that infrastructure, particularly roads, plays in a nation's economic development. Several studies conducted by funding agencies, road federations and specialists have demonstrated time and time again that it is not just the amount of infrastructure that a country has that facilitates economic development but also how well a country manages its infrastructure that is equally important.

A recent institutional strengthening study of the MIDH, confirmed that if infrastructure is poorly maintained, rather than improving GDP in the longer-term, new infrastructure, its replacement, will actually result in reduced GDP. This is because poorly managed infrastructure leads to swift and large losses of the new investments, in addition to losses from the previous investments. The Government is investing hundreds of millions of dollars in current road rehabilitation projects countrywide and it is our duty to ensure this investment made on behalf

Mrs. Rosanna Briceno, Office of Special Envoy of Belize, Mrs. Narda Garcia, CEO, Office of the Prime Minister and Ministry of Finance, Economic Development and Investment, and Chair of BELTRAIDE, Ambassador Amalia Mai, CEO, Ministry of Foreign Affairs, Foreign Trade, and Immigration, H.E. Jaime Briceño, Ambassador for Trade and Investment, Dr. Leroy Almendarez, Executive Director, BELTRAIDE, Distinguished Female Entrepreneurs.

I am very honored to be here today to celebrate your success in the Female Entrepreneurship Program (FEP) and very happy that you are receiving funding for your businesses through the Pitch Competition. I also give special congratulations to women from across the country who have been a part of the FEP, since 2018. It is important that we pause to reflect on the contributions of women to the development of our country and their resilience. Not only through the most recent pandemic, but also through the challenges that sometimes marginalized and created bottlenecks to their participation in economic activities that would provide even greater growth and sustainability for them. If I were to highlight one major challenge, it would be access to finance, where they still needed someone as a guarantor or some kind of collateral when applying for a loan or were basically just denied access.

Women’s economic empowerment is globally recognized as a fundamental human right and should also be a prerequisite for sustainable development and building inclusive societies. To truly develop, countries need policies, programs, and measures to empower women that target the full participation of women and girls in economic, social, and political life...both as providers of and contributors to the final results, as well as beneficiaries of the derived outcomes.

That is why my government with the support of strategic relationships that we have formed with our partners like our friends from the Republic of China, Taiwan, has put women empowerment at the forefront of our agenda. Women entrepreneurs have demonstrated that they are a strong driving force for our country and the world. In Belize, their competence has transitioned them as the majority owners of small businesses and, therefore, one of our top employers.

We know that we need a sustainable future for all MSMEs in Belize, but we must acknowledge that in order to realize that we must prioritize women who are often the most forgotten demographic in development. They have also been more deeply affected socially and economically by the hardships unleashed by the COVID-19 pandemic and many struggled to keep their businesses afloat and retain employees with whom they usually share closer relationships. In many households, we find that women were often the muscle and at the forefront of the battle against the pandemic and the economic survival of the family. I must also commend the nurses, and yes there are a few male nurses, of our country whose strength and commitment were integral in our fight and ensured that we had fewer of our citizens dying from COVID-19, despite having to risk their lives and the lives of their families to save others.

My government, with PlanBelize as its game plan, has made it a key priority to promote and encourage a culture of entrepreneurship in Belize. The National MSME Roadshow, which officially kicks off this Wednesday in the Corozal District, is one of the efforts we are undertaking to ensure that businesses succeed encouraging diversity and innovation, with the inclusion of technology, making them more competitive. The objective of the Roadshow is to ensure that we reach every small business owner across the country, especially women and youths providing the technical and financial skills that they need to grow. We recognize that Belize’s prosperity depends on innovative ideas and innovative business concepts that enterprising women, like yourselves, require in generating jobs and contributing, even more, to economic growth.

Today, I acknowledge and congratulate BELTRAIDE for successfully establishing this program that has now seen its 3rd Cohort.

I must also greatly commend the Embassy of China (Taiwan) for their commitment to the people of Belize. Your contribution to programs, like these, is vital to continue our important work. Setting on the journey of entrepreneurship, together we have, for years, working towards a common goal to support and assist entrepreneurs especially women to gain the knowledge and business acumen to amplify their success. We cannot achieve our mission without the generosity of friends like you, Ambassador.

And so today, we congratulate you, dynamic and successful women, on taking another huge step into your personal empowerment.

I want to reassure you that we remain committed to investing in policies and social protection systems that create an enabling environment in which women can thrive. Too long has the selection and execution of road infrastructure development projects been shortsighted targets for quick political gains, by focusing on the highly visible pavement surface while omitting the utterly critical and important component of drainage which improves the foundation and performance of infrastructure and is key in ensuring its intended design life.

It is a sad reality that we have inherited in the ministry thousands of miles of roads in total disrepair and neglect. In the past 13 years of the past administration, little or no attention was given to the rural gravel and earth roads. The ministry of Infrastructure Development and housing is responsible to maintain approximately 3000 miles of roads, of which approx. 530 miles are paved, 2200 miles are gravel, and 270 miles are Earth roads. In addition to this, approximately 6000 miles of drains along with thousands of culverts are also needed to be monitored and maintained. Finally, we have hundreds of bridges that we are constantly monitoring.

Presently, the ministry is working on the following projects to address the infrastructure issues we face as a nation: Haulover bridge replacement, Revetment project on the GPH, Philip Goldson highway and Remate bypass upgrading project, Poverty alleviation project in Belize City, Resurfacing and drainage works from the airport junction to Biscayne, Coastal Highway, Corozal to Sarteneja.

The ministry is also assisting all the municipalities with technical expertise, materials and equipment, even though the work of the municipalities does not fall under our jurisdiction. At the end of the day though, we are one family.

Year in year out we are witnessing the impacts of climate change and the need to ensure that our road networks are designed and built to be resilient, which brings me to another point I wish to make. The first line of the MIDH mission statement reads as follows ..."to cre-

ate and maintain public Infrastructure that meets the highest international standards...."

To do this successfully our Ministry believes the Government must move away from its antiquated approach to road construction and maintenance which is unsustainable, costly and tends to be reactive rather than proactive.

We must focus on planning that is inclusive, resilient, sustainable and embraces technology and modern best practices as tools to be used to push the country forward. It is the MIDH's vision to move away from the outdated way of road construction using Chip and Seal and to move towards the current global trend of utilizing Hotmix asphalt and concrete pavement that have been proven to be more durable requiring less maintenance.

The MIDH has established seven Road Maintenance Units, one at the Ministry's Headquarters in Belmopan, one in Santa Elena and one in each of the other five districts; however, not all units have the required plant and equipment for road maintenance. While efforts were made when this new administration entered office in boosting the Ministry's fleet, not one district currently has a full complement of vehicles, plant and equipment to

fully meet maintenance obligations within its jurisdiction.

Ladies and gentlemen, we must safeguard one of our country's primary assets, its road network. The supplementary budget of BZD 12M being requested will not only address the repairs to damages caused by the past Tropical Wave but will also contribute to enhancing the capacity of the MIDH to not only respond to emergency situations, but to fulfil our regular maintenance. We must prioritize maintaining our roads, and by extension our Belizean people, safe and accessible while reducing future vulnerabilities.

In closing Mr. Speaker, I would like to ask all Belizeans to please understand that we have a responsibility to work for all and every single Belizean has a right to proper infrastructure to carry on with their daily lives.

Let's look out for each other, Lets maintain our highways clean, lets drive safely, and please do not drink and drive. Our team at the MIDH work countless hours in trying to maintain the infrastructure of this country.

SIGNING OF FREE, PRIOR AND INFORMED CONSENT (FPIC) AGREEMENT BY LEADERS OF SAN JOSE, TOLEDO DISTRICT The Government of Belize (GOB) entered into an agreement, dated November 30, 2018, with the International Fund for Agricultural Development (IFAD) for a loan and with the Green Climate Fund (GCF), for a loan and grant towards the implementation of the Resilient Rural Belize Programme.

RRB is a six-year programme (2018- 2024) and its development goal is to minimize the impact of climatic and economic events on smallholder farmers while supporting sustainable market access for their produce.

The Programme Management Unit (PMU) of the RRB, acting through the Ministry of Finance, Economic Development and Investment (Lead Programme Agency) and working closely with the Ministry of Agriculture, Food Security and Enterprise, has overall responsibility for programme implementation. Under Component 1, is the administration and implementation of the Programme’s Matching Grant Fund (MGF), the main objective of which is to support the achievement of the Programme’s objectives by co-financing investments that would improve, in volume and quality, smallholder farmer agricultural production and safeguard food security in the context of existing and projected climate change effects. Under component 2, there is a possibility for the upgrade of rural road to benefit beneficiaries of the project and the community as a whole.

For any activity to be implemented in areas where indigenous peoples are present such as San Jose Village in the Toledo District, the RRB Programme had to implement the legally required process of the Free, Prior and Informed Consent (FPIC) - a process that is a relatively new practice in Belize. The RRB Programme’s FPIC process road map was developed drawing on IFAD, and GCF requirements, international instruments such as UNDRIP, the Caribbean Court of Justice Ruling of 2015 and the Maya of Southern Belize FPI Consultation Protocol.

Consultation with San Jose Toledo Villagers and its leaders commenced in January of 2022 with the following goals: (i) to adequately inform the community about the project, its risks and benefits; (ii) to negotiate the content of the programme and implementation mechanisms; and (iii) to bring the community to a point where they can decide whether to give consent.

The process provided the elements for an Indigenous Peoples Plan (IPP) and FPIC agreement to be developed with the community.

On Sunday, August 21, 2022, in San Jose Village, Toledo District, the eligible villagers present gave their written “YES” consent to the Indigenous Peoples Plan (IPP) and Free, Prior and Informed Consent (FPIC) Agreement. This output of the consultation process is not a simple yes or no, but an agreement and plan that specifies the way forward including how the project will be implemented, benefits shared, how conflict may be resolved (grievance mechanism) and how additional consent, if that were necessary, will be obtained.

The signing of the Consent Agreement was witnessed by representatives of the Ministry of Rural Transformation, Local Government and Labour; the Ministry of Economic Development; the Indigenous

PAINT FOR SCHOOLS, GOVERNMENT BUILDINGS AND HOMES Hon. Anthony Mahler, Minister of Tourism and Diaspora Relations received a donation of 4,500 gallons of paint from Global Paint for Charity Inc. The donation was secured by the Ministry of Tourism and Diaspora Relations, along with Mrs. Sandhya Murphy, Ambassador for Diaspora Relations, in collaboration with Ignite Belize.

Present at the handing-over was Ms. Erica Antoinette Castillo Slaton of Ignite Belize. Ms. Slaton, an active member of the Belizean Diaspora, has created a project entitled, “Painting A Brighter Future for Our Children” which pledges to paint schools, government buildings, and homes. The

August 19th, 2022 - The E-Governance and Digitalization Unit, under the Ministry of Public Utilities, Energy, Logistics, and E-Governance, established and convened the first meeting of the Digital Inclusion Team, a multi-stakeholder committee established to guide, coordinate, and champion strategic planning activities to foster digital equity through the National Digital Inclusion Program.

In October 2021, Cabinet formally approved Belize’s National Digital Agenda 2022-2025, which highlighted the need to address urgent challenges to strengthen an enabling environment, particularly low digital skills, access, and infrastructure.

While digital technology has created new opportunities, it has also presented further challenges in the exclusion and isolation of communities due to low digital literacy and access to ICT and information. As a result, the National Digital Inclusion Program, led by the E-Governance and Digitalization Unit, is designed to facilitate access, adoption, and application of information and communication technologies by marginalized communities as a means of socio-economic prosperity.

The National Digital Agenda has three focus areas: capacity, connectivity, and technology. Activities under these focus areas include (i) establishing digital connect centres across rural communities; (ii) conducting digital skills and literacy training for youths, women, and the elderly; and (iii) conducting a national digital divide study. The initial phases of this initiative are being funded through Taiwan’s International Cooperation and Development Fund (ICDF) and the United Nations Development Programme (UNDP) in collaboration with the Government of Belize.

Ministry of Agriculture Officers on Technical Exchange Visit in El Salvador From August 15 to 18, 2022, two officers from the Ministry of Agriculture, Food Security and Enterprise (MAFSE) participated in a technical exchange visit in El Salvador. While in El Salvador they visited the Centro Nacional de Tecnología Agropecuaria y Forestal (CENTA) and fruit tree producers to gather information on research and technology transfer in non-traditional fruit crops such as dragon fruit, soursop, coconut, pineapple and avocado.

This exchange was coordinated by the Belize and El Salvador delegations of the Inter-American Institute for Cooperation on Agriculture (IICA) and was funded through the ongoing technical cooperation titled Regional Collaboration, Capacity Building and Development of Germplasm Management for Nontraditional Fruit Tree in Belize. This technical cooperation project aims to provide direct support to MAFSE to develop a germplasm collection for non-traditional

24th August 2022: The Food and Agriculture Organization of the United Nations (FAO) for Jamaica, the Bahamas and Belize, in collaboration with the Ministry of Agriculture Food Security and Enterprise hosted today a half day Training Workshop on “Project Beneficiary Selection using GIS based Feasibility Analysis.

The aim of the workshop was to build the capacity of the Extension Service Unit of the Ministry of Agriculture and stakeholders to use GIS based food security and general statistical data analysis to determine a projects feasibility and targeted interventions.

The workshop is an activity under the project of FAO’s Technical Cooperation Programme entitled Technical assistance for inclusive, sustainable and resilient food systems in selected rural and peri urban Territories of Cayo District, Belize, as a response to the COVID-19 (TCP/BZ/3801).

The training was being facilitated

by FAO GIS expert consultants Mr Kirk Frekelton and Mr. Theodore Marshall from Jamaica. The workshop is designed to allow participants to apply a multicriteria evaluation technique using GIS software along with the FAO’s Hand in Hand Geospatial Platform.

Attending the training were technical officers from the Ministry of Agriculture Extension Service and Policy Unit, Belize marketing and Development Corporation, the Sugar Industry Research and Development Institute (SIRDI), Cooperative Department, and the Ministry of Rural Transformation.

The Inter-American Institute for Cooperation on Agriculture (IICA) in collaboration with the Ministry of Agriculture, Food Security and Enterprise, BAHA and other key stakeholders partnered for the implementation of this project.

The Poultry Health Regulations, to be enacted into law by Hon. Jose Abelardo Mai, Minister of Agriculture, Food Security, and Enterprise, is a key element in good governance in the veterinary domain of BAHA. This veterinary instrument complies with the relevant requirements of international instruments related to the veterinary domain and adds a functional, transparent structure to the regulation of the poultry industry, particularly, in the control of poultry diseases.

In the drafting of this revised legislation, which repeals the outdated Poultry Disease Regulations, BAHA pursued a consultative process involving BAHA as the Competent Authority, a legal expert and poultry industry stakeholders, to ensure that the re-

sulting legislation is scientifically, technically and legally sound. The World Trade Organization was also notified of this draft legislation in compliance with the Agreement on the Application of Sanitary and Phytosanitary Measures.

The consultative process helped to strengthen relationships with stakeholders and this should greatly facilitate implementation. BAHA continues to build the in-house structure required and plans to provide educational workshops with stakeholders to help in implementation.

The Poultry Health Regulations provide a basis for BAHA to manage poultry diseases of importance to Belize.

Among other measures, it provides for: Traceability through registration of commercial poultry establishments; The listing and mandatory reporting of diseases of importance to the country; Surveillance of poultry diseases; Biosecurity particularly during a poultry disease emergency; and Disease prevention and control, including emergency response plans and financing.

Copies of the Poultry Health Regulations, once gazetted, would be made available to stakeholders during the educational workshops. Further information can be obtained from the desks of the Director of Animal Health and the Sanitary and Phytosanitary Enquiry Point at BAHA.

The contract proposes to design, supply and installation services for a reverse osmosis purification water supply system for the Chunox Village, Corozal District. The system is desired to be connected to the village water well, along with being able to produce an estimated output of a minimum of 50,000 gallons per day to provide water to 425 households. Shall also include the provision of all designs (civil, mechanical, electrical, etc.) and any other designs needed for the optimal and efficient functioning of the reverse osmosis purification water supply system; Reference shall be made to the proposed electrical design for the Chunox pump house.

4. Belize Social Investment Fund now invites sealed bids from eligible and qualified bidders for the construction works in the aforementioned areas.

Qualification requirements include (a) The bidder shall furnish unaudited or audited financial statements (balance sheets with corresponding notes, income statement, and statements of cash flow) of the firm for years 2017, 2018, 2019, 2020 and 2021 to demonstrate the current soundnessof the bidder’s financial position (b) Bidders should have general experience under contracts in therole of contractor, JV member, subcontractor, or management contractor for the years 2019, 2020 and 2021 with activity of at least five (5) months in each year starting 1st January, 2019 (c) Biddersshould have specific experience as a prime contractor, joint venture member, management contractor, or subcontractor, between 1st January 2011 and the bid submission deadline and shouldhave less than or equal to four (4) contracts, each of a minimum value of BZ$125,000.00, but witha total value of all contracts equal or more than BZ$500,000.00 (d) demonstrate cash flow requirement: capacity to have a cash flow amount of BZ$42,000.00 of which not more than BZ$21,000.00 can be credit for materials (e) an average annual turnover of BZ$500,000.00 whichshall be calculated as total certified payments received for contracts completed within the best two 7. HOW NATIONAL MSME POLICIES HELP ME The Belizean Entrepreneur: I dream of my successful business

August 5, 2022, which was the day I heard that the Cabinet had approved the National Micro, Small and Medium-sized Enterprise (MSME) Policy and Strategy for 2022 – 2025, was indeed an exciting one for me. It’s no wonder that I had a hard time falling asleep, and when I did, I even dreamt once again of being at my successful business. You see, I have always wanted to own an online gift store because I’m constantly amazed by Belizean creativity and the many artisans out there making quality handicraft products who I would love to help by selling their goods for them and thereby promote my country’s unique culture to the world. So far, however, my successful business has just been a dream. I tried to set up the store a couple times before but I either did not have enough start-up money, or I had not planned on what to do when I got sick, nor figured out what to do with my two young children when I needed to travel out-district, so the idea is still a dream for me. I suppose recognizing these limitations made me even more intrigued that the government seems to be taking a serious interest in the needs of small businesses like the one I hope to someday grow.

As a future micro-entrepreneur, I was sure to tune in to BELTRAIDE’s Facebook page to catch the official launch of the MSME Policy and Strategy and the National MSME Roadshow. There, I learned about several initiatives that are being rolled out to help MSMEs be as successful as they can be. The first thing that stood out was the mention that there is ready handholding help for entrepreneurs like me to get their business up and running. I have participated in a few sessions led by the Small Business Development Centre (SBDCBelize) and found them highly effective. These provided useful intros that have tempted me to dive deeper. While affordable, I was always conscious of the need to balance my other expenses and so I have hesitated.

With the clarification that SBDC is always available to provide free guidance and support, however, I feel inspired to get back on it.

The various digital transformation initiatives underway are also making it easier for entrepreneurs like me to do business. These include: • Registering your business name with the Belize Companies & Corporate Affairs Registry • Registering either yourself as self-employed or your business as an employer with Social Security • Registering your business with the Belize Tax Service in order to obtain a TIN • Registering for Trade License in your municipality: Belmopan City, Belize City, Santa Elena/San Ignacio Town, Orange Walk Town, Corozal Town, San Pedro Town, Punta Gorda and Dangriga • Registering with the Belize Tourism Board, if applicable “Registration made easy” is the thing I like the most about these digitalization efforts. Another benefit of digitalization is the possibility of paying the respective agencies virtually from the comfort and safety of my home or business space, saving me time, effort and expense.

Incidentally, contrary to popular belief, registering for a Tax Identification Number (TIN) does not mean that you automatically begin to pay tax or collect GST. That only applies once you move above a certain threshold of sales. In fact, one of the huge benefits of registering your business for tax now, is that you will be able to operate as an MSME without having to pay business tax for up to four years!! Additionally, once you have a TIN, you could be eligible for import duty exemptions on packaging materials.

These are some of the opportunities I have been waiting for to get my dream business up and growing, and I’m impressed that the government is delivering on this now. And that’s just the start! For the first time, government is rolling out a MSME Road Show to take support services out to the districts to benefit small businesses nationwide.

The main activities at the 3-day Road Show will include: • A Boot Camp that will deliver business development trainings in Business Models, Marketing, Customer Service, Goal Setting, and Money Management.

• A Formalization Clinic that will provide a space for key government agencies and financial institutions, to offer services and relevant information to MSMEs inclusive of live registration, and • A Showcase/Pop Up Shop that will provide MSMEs an opportunity to promote and sell their products, while facilitating supply chain linkages with the Tourism Industry.

When I called to find out more, I was told that the National MSME Road Show 2022 is a campaign aimed at supporting the MSME sector and identifying MSMEs interested in being featured in Belize’s first ever National MSME Directory. The directory will promote Belizean MSMEs as well as provide an online platform where Belizean products can be displayed and purchased.

I for one am excited and ready to hit the road and participate in the MSME Road Show to move my successful Belizean business from dream to reality!! I look forward to telling you more about my journey and about what I learn about the exciting things which the Government of Belize has in store for business growth.

CÓMO ME AYUDAN LAS POLÍTICAS NACIONALES DE MICRO, PEQUEÑAS Y MEDIANAS EMPRESAS (MiPyME) El empresario Beliceño: Sueño Con Mi Negocio Exitoso

El 5 de agosto de 2022, el día en que escuché que el Gabinete había aprobado la Política y Estrategia Nacional de MiPyMEs para 2022 - 2025, fue realmente emocionante para mí. No es de extrañar que me costó conciliar el sueño, y cuando lo hice, soñé una vez más con mi negocio exitoso.

Verás que siempre he querido tener una tienda de regalos en línea porque me sorprende constantemente la creatividad Beliceña y la de muchos artesanos que crean productos artesanales de alta calidad, que me encantaría ayudarles con la venta de sus productos y de esta manera, al mismo tiempo, promover la cultura única de mi país al mundo. Hasta ahora, sin embargo, mi negocio exitoso solo ha sido un sueño. Anteriormente intenté una o dos veces establecer la tienda, pero no tenía suficiente capital para comenzar, o no había planeado qué hacer cuando me enfermara, ni qué hacer con mis dos hijos pequeños cuando necesitaría viajar fuera del distrito, por estas razones la idea sigue siendo un sueño para mí. Supongo que reconocer estas limitaciones me intrigó especialmente reconocer que el gobierno parece estar tomando un interés serio en las necesidades de las pequeñas empresas como la que espero algún día desarrollar.

Como futuro microempresario, me asegure de sintonizar a la página de Facebook de BELTRAIDE para ver el lanzamiento oficial de la Política y Estrategia MiPyME y el espectáculo itinerante nacional para MiPyMEs. Allí, aprendí sobre varias iniciativas que se están implementando para ayudar a las MiPyMEs lograr el mayor éxito posible. Una de las cosas destacados fue la información de que hay ayuda disponible para guiar por la mano a empresarios como yo para llevar en marcha su negocio. He participado en algunas sesiones dirigidas por el Centro de Desarrollo de Pequeñas Empresas (SBDC Belize) y las encontré muy efectivas. Estos eventos proporcionaron introducciones útiles que me han ayudado a profundizar más mi conocimiento y habilidades. Aunque hayan sido económicas estas oportunidades, siempre he sido consciente de la necesidad de equilibrar mis otros gastos y, por lo tanto, he dudado continuar hacia adelante. Con la aclaración de que SBDC siempre está disponible para proporcionar orientación y apoyo gratuitos, estoy motivada para dirigirme hacia delante otra vez.

Estas incluyen: • El registro del nombre de su empresa en el Registro de Empresas y Asuntos Corporativos de Belice (BCCAR) • El registro como trabajador por cuenta propia o de su negocio o como empleador con la Institución del Seguro Social (SSB) • El registro de su negocio con el Servicio de Impuestos de Belice (BTS en inglés) para obtener un número de identificación fiscal (TIN en inglés) • El registro para la licencia comercial en su municipio: Belmopan City, Belize City, Santa Elena/ San Ignacio Town, Orange Walk Town, Corozal Town, San Pedro Town, Punta Gorda y Dangriga Town • El registro en la Junta de Turismo de Belice (BTB), al ser su negocio tipo turístico "El registro fácil" es lo que más me gusta de estos esfuerzos de digitalización. Otro beneficio de la digitalización es la posibilidad de pagar virtualmente a las respectivas agencias, desde la comodidad y seguridad de mi hogar o espacio de negocio. Esto me ahorra mucho tiempo, esfuerzo y costos.

Por cierto, y contrario a la creencia popular, el registrarse para obtener un Número de Identificación Fiscal (TIN) no significa que automáticamente comience a pagar impuestos. Eso solo se aplica una vez que se mueve por encima de un cierto umbral de ventas. Uno de los grandes beneficios de registrar su negocio para impuestos, es que usted será capaz de operar como una MiPyME sin tener que pagar impuestos comerciales por un período de hasta cuatro años. Además, una vez que tenga su número de identificación fiscal (TIN), podría ser elegible para exenciones de derechos de importación sobre materiales de empaque. Estas son algunas de las oportunidades que he estado esperando para poner en marcha y crecer el negocio de mis sueños, y estoy impresionado de que el gobierno esté llevando todo esto a cabo ahora. ¡Y este es solo el comienzo! Por primera vez, el gobierno está implementando el espectáculo itinerante nacional (Road Show) para MiPyMEs para llevar los servicios de apoyo a los distritos para beneficiar a las pequeñas empresas en todo el país.

ORIENTATION FOR 2022 TAIWAN MOFA & ICDF SCHOLARSHIPS HELD ON AUGUST 20, 2022 Belize City, August 20, 2022 The Orientation for the 2022 Taiwan MOFA and Taiwan ICDF Scholarship Recipients was co-hosted by the Embassy of the Republic of China (Taiwan) and Belize Taiwan Alumni Society (BTAS) on August 20, 2022 at Belize Best Western Biltmore Plaza.

H.E. Ambassador David Kuan-Chou Chien officially congratulated the 52 aspiring young Belizean awardees with best wishes before they depart for their upcoming trip to Taiwan by the end of August.

Invited VIP guest speakers included H.E. Dame Froyla Tzalam, Governor-General of Belize, H.E. Rossana Briceño, Special Envoy for the Development of Families and Children, and Hon. Francis Fonseca, Minister of Education, all of whom emphasized the critical role of education in Belize’s national development and thanked the Government of the Republic of China (Taiwan) for continuing to provide young Belizeans with scholarship opportunities, as a testimony to the stronger-than-ever Taiwan-Belize friendship, along with Senator Bishop Moses Benguche leading the prayer for the event.

They also shared the view that the 52 scholarship recipients will become ambassadors-at-large of Belize while in Taiwan, and should return to Belize once completing their studies to contribute to the national development of Belize with their specialized expertise. Distinguished alumni Dr. Gilroy Middleton, CEO in the Ministry of Immigration, and Dr. Kenrick Williams, CEO in the Ministry of Sustainable Development, shared their personal unforgettable experiences when studied in Taiwan.

Other programs included a video clip made by Belizean students currently in Taiwan, with a pre-recorded welcome message from H.E. Dr. Candice Pitts, Ambassador of Belize to

Taiwan, and 2022 Taiwan Scholarship recipient representative Ms. Siyah Ayin Swasey, sharing her aspirations for studying in Taiwan and returning as the positive driving force for Belize.

This year marks the record-high number of Belizean scholarship recipients since the Government of the Republic of China (Taiwan) began offering scholarships in 2002. Among the 52 scholarship recipients, 38 are TaiwanICDF Scholarship awardees, and 14 are MOFA Taiwan Scholarship awardees. The majority of MOFA Taiwan Scholarship recipients will study Mandarin Chinese in a language Center before their degree program. Popular study fields for the recipients are tropical agriculture, public health, me-

chanical engineering, and computer science and information technology.

Both Scholarship programs cover not only tuition fees, but also a round trip economy class flight ticket, accommodations, credit fees, insurance, textbook costs, and monthly allowance. To prepare the scholarship recipients for a smooth transition to their new lives in Taiwan, a free Mandarin introductory course for 1 week was offered by Mr. Edward Yang, Mandarin Lecturer from TaiwanICDF Technical Mission in Belize. To date, more than five hundred Belizeans have been offered the scholarships to study in Taiwan. Graduates return to Belize and contribute to their country by serving in government and public institutions such as hospitals and schools, as well as in private sectors.

In his remarks, H.E. Ambassador Chien stressed that as a trustworthy and faithful ally of Belize, the Embassy of Taiwan will continue to work with the Government of Belize to further strengthen the bilateral partnership between Belize and Taiwan and advance the benefits of Belizean people.

Prime Minister John Briceno in the National Assembly UDP HAD A VERY SMALL PROTEST The UDP had a very small protest on Tuesday morning. It is one of the smallest political demonstrations in the history of party politics. Less than two hundred persons took part. A number of them appeared to be rent-a-marcher.

The pelinky protest is sad. Sad in every respect.

It showed poor thinking. Lack of planning. And no kind of strategy. The UDP did themselves a big disservice. They wanted to send a message. Well, they sent a message alright. That as an Opposition they are in bad shape.

And they are deeply divided. The huge disrespect shown to their former Leader and elected representative, Patrick Faber, is hurting them.

Their almost Leader, and elected representative, Tracy “three votes” Panton, is a force to be reckoned with. But she is also being disrespected. Leadership is about respect, not disrespect.

If the new Leader of the Opposition cannot show genuine respect for Patrick and Tracy, how will he show honest respect to the people of the country.

The UDP is a mass party. It has thousands of supporters. They stayed away from the jokey demonstration on Tuesday. They had stayed away from the Village Council elections a few months ago. They stayed away from the City and Town Councils election over a year ago. And of course, in November 2020 general elections, they sent a strong message to the corrupt and worthless party that the UDP had become.

After almost two years in opposition, they, or what’s left of them, are unable to offer the people and country sound solutions to the many problems bedevilling us. And a lot of our problems found their genesis under the UDP. When the PUP leaders glanced at the pathetic “protest” on Tuesday morning, it confirmed a general feeling widespread in the country, the UDP is in a mess.

MOSE AND THE PASTOR Ideally, Mose Hyde should represent the media on the People’s Constitutional Commission and Pastor Louis Wade should be the representative of the churches.

As things stand, Pastor Wade represents the media and the churches have a different representative.

The Commission by law is to comprise nominees from the social sectors and a variety of organisations. The Commission’s sole terms of reference is to review the existing Constitution of the nation and report their findings to the Prime Minister, who is to table such a report in the National Assembly within the short period of sixty days.

The Commission is therefore going to need the nation’s intellectuals and thinkers and hopefully guidance from the handful of interested attorneys with knowledge of constitutional law.

YA YA VERSUS WATERLOO In British and French history there was a bitter war called the Battle of Waterloo in which the British were successful in defeating the great Napoleon and his French army in 1815.

It is intriguing that the economic general of Belize, a.k.a. Michael Ashcroft has named his latest multi-million-dollar investment in Belize after a historic battle in which the British triumphed over one of the greatest military generals.

Waterloo is the proposal to upgrade the Belize City sea port and combine it with a modern cruise ship terminal for tourists. This project requires a huge amount of dredging thousands upon thousands of material from the ocean floor.

Where to dump this quantum of silt and sand is the rub. Waterloo originally proposed to just dump the stuff further out at sea.

Sounds crazy, but that was their considered proposal, no doubt dutifully supported by experts. No amount of experts could sell such a scheme to Belizeans, much less our environmentalists.

The project stalled.

Waterloo is back.

This time with the support of the new Leader of the Opposition along with the variation of the original theme. They propose to dump some stuff on land, dump some on the sea shore and dump some out at sea. Yes, that’s our understanding.

Waterloo is a high watermark in the military annals of the former British empire.

Waterloo, the business company, is heading for a show down if not a serious conflict with nature lovers in Belize. The odds are in favour of Waterloo.

BELIZE HAS GOLD Belize has gold. Lots of it. But Belizeans don’t know it.

Some weeks ago, one of our newspapers carried a notice that a company was applying for permission to “pan” for gold. Shucks! Time doesn’t permit our searching for the ad.

Anyhow, we want to inform Belizeans including our brothers and sisters living in the so-called diaspora, that there is gold in our country. Lots of it.

Why can’t we have a national company and hire prospectors. Or whatever ideas we can stitch together to share the wealth of our land with the people of our land.

One of the most knowledgeable persons who have been there and done that is Francis Gregg. He knows where some of the gold can be obtained.

He had a license for the land and Esquivel/Barrow cancelled his permit and gave it to foreigners.

There is gold in the bountiful Chiquibul reserve.

Did you know that one little ounce of gold on the open world market sells for U.S. $1,739.00?

Good Lord, many of us are rich and don’t know it.

IS PARIS BURNING? During the 2nd World War (1939-1945), Germany had invaded France, among most of the countries of Europe. Germany occupied France for four years. But on 25th August, 1944, the French resistance was able to chase Nazi Germany out of their country.

Adolf Hitler had given instructions to his general in France to blow-up Paris, the French capital. The general disobeyed.

“Is Paris burning?” is a 300-page paperback of the drama and history surrounding these matters. The question was from an annoyed Hitler who couldn’t get a straight answer on the phone from his general.

In February 1983, we purchased the book, second hand, for $1.25 cents.

Written by Larry Collins and Dominique Lapierre, it was quite a read.

A TALE OF TWO CITIES “It was the best of times, it was the worst of times, it was the age of wisdom, it was the age of foolishness… we had everything before us, we had nothing before us, we were all going direct to heaven, we were all going direct the other way – in short, the period was so far like the present period,…”

Those words read like they are referring to Belize in the year 2022. But they are the opening sentence from the novel. “A Tale of Two Cities” written by the great English writer, Charles Dickens.

Dickens is credited with writing the phrase – “the law is an ass…”

If you can’t find time to read good books like ninety odd percent of our people, try finding one of the British versions of the movie. No movie can compensate for reading a book, but most people are not readers.

REBEL Elected City Councillor of Belize City has been in and out of the news.

Some of it negative and some of it, party political. Some of the negatives created by Micah Goodin himself. After all, he is young, energetic, outspoken and rebellious.

Recently, he jumped in his vehicle after cooling down an explosive argument between some youths, as his vehicle sped off, the other side fired a few shots. Someone in the back seat of Micah’s vehicle, returned a shot or fired in the air or something like that.

Police later arrested the shooters and requested a statement from Micah. Needless to say, the opposition had a lot to say. At the time, the situation sounded sad, and bad.

Micah stepped down as Deputy Mayor and two or three weeks after he asked for leave as an elected City Councillor, or something like that.

His saga took a big upturn when he received acceptance from no other than the prestigious Law Faculty of the University of the West Indies. Just how lucky can this guy be?

As a dude from a poor upbringing and no silver spoon, not even a wooden one, he asked the City Council to consider assisting him with a stipend while on study leave. The UDP haters went ballistic.

The media asked the Prime Minister if Micah should get some financial help.

In a blast that will last, the Prime Minister answered straight from his heart.

Check this, he called out the haters who would wish to prevent Micah from making use of his opportunity to study law. The P.M. was clear that he supported Micah, a poor, black young man from Majestic Alley in Belize City.

“A poor, young man with a record of struggle and achievement and he is, I will say, a black Belizean who has shown his quality and ability. I support Micah all the way.”

A poor, black young man! Did the former white UDP Prime Minister ever use words like those? Or, did anything meaningful for the masses of black Belizeans struggling in his constituency and elsewhere on the southside of Belize City and Dangriga?

“Nothing truly valuable can be achieved except by the unselfish cooperation of many individuals.” – Albert Einstein On Tuesday August 9th, 2022, the Hon. Rodwell Ferguson Minster of Youth, Sports, and Transport, myself Minister of State in the Ministry, and Mr Kevin Cadle Director Department of Youth Services (DYS) along with other senior staff from the Ministry visited several facilities in the western part of the country that are under the Ministry of Youth, Sports, and Transport.

The first stop was the 4H Training Center at the Show Grounds in Belmopan. At the Center both Ministers, Director Cadle, and members of the staff discussed the achievements and challenges of the facility as well as future plans to make the training facility of greater service to the country. On a tour of the 4H compound the group visited the vegetable area, the piggery, the chicken coup for layers and broilers, the site for the rearing of goats, and the mini-slaughter house.

The next stop was at Wyam Christian Training Center where our two dozen young women were being thought about self-confidence, self-esteem, ambition, suitable attire, verbal communication, etiquette, and being good role models at home, at places of employment, and in the wider society. From Wyam the delegation travelled to the San Ignacio and Santa Elena Town Hall.

The twin towns have a beautiful town hall building in San Ignacio.

Almost all visitors agree that the structure is a beauty with the latest amenities.

It was an honour to have a meeting with the Mayor and three of the five PUP Councillors of the twin towns. Members of the Council were all congratulated for going the extra mile to work together for the benefit of the residents of San Ignacio and Santa Elena Town.

A healthy discussion was then held with the aim of reaching an agreement with the Council on how best to co-manage the sporting facilities in the municipality that are under the Ministry of Youth, Sports, and Transport for the benefit of all the stakeholders.

In San Ignacio, we also visited the Department of Youth Services. There, a dedicated employee is holding the fort in making the office user-friendly to students and others who need a place to access the internet, do assignments, or participate in a training program…Big respect to the brother.

From San Ignacio, the delegation travelled to Benque Viejo Town.

It was a pleasure to see the commitment of a group of youths to their education at both the primary school and high school levels. The students made sure they were in attendance for the summer class being offered by the Department of Youth Services despite constant heavy rain throughout the day.

The visit to the Benque Viejo Town Board was also filled with other unforgettable moments. As visitors we were given the best of treatment including souvenirs. As a result of cooperation between the Council under Mayor Jorge Rosales and the Department of Youth Services, the Council has allowed the DYS to use a part of its ground floor for its office until a suitable location is found.

It moved us when one of the teachers for the training program with the Department of Youth Services said that she prefers to worker with marginalized students, because they need the most assistance in getting the best possible education. Massive respect is due to the Department of Youth Services and the Benque Viejo Town Council for working together to serve the community.

One of the happiest moments at Benque Viejo Town Council was when

I met Councillor Edgar Cocom. As a primary school teacher in Belize City about forty years ago, I taught Mr. Cocom at St Martin’s Primary School.

It was a pleasure to see how another of my past students is contributing to the development of his community and the country as an elected official.

When I was teaching Mr. Cocom I did not foresee that the smart but quiet student would become an elected official for local government. Similarly, at the time, Mr. Cocom had no idea that his then teacher would later become an elected member of the House of Representative.

Continue being the best possible public servant Mr Cocom; the sky is the limit.

Mayor Rosales hosted us in his office. We all sat around a few long tables.

Mayor Rosales explained that the job of the Council in addressing the needs of the town is much easier now, because they have succeeded in getting rid of thousands of dollars of debt that was left by the UDP that had governed Ben-

que Viejo Town for over 25 years.

The Benque Viejo Town Board has upgraded many streets in the community. The Mayor and his councillors are now in the process of acquiring a grader and other equipment to speed up road improvement across the town.

The Benque Viejo Town Board also strongly supports a wide range of social events, and have introduced innovative ways to encourage residents to pay their taxes, which are used to help finance needed projects throughout the town.

always up to something new. His last adventure…he secured a tour guide license but of course, always a business mind, he secured a tour guide operator license. Ben loved what he did, I think even more than construction. He was always excited about his tours that he even encouraged his eldest, Josiah to get his license as well. Ben, your adventures may have come to an end but your legacy lives on.

Uncle, we don’t know what we

Benigno was born to Esme Reynolds and Benigno Betancourt on October 16, 1974 in Sittee River. Although he was the 5th child in the family, he always thought he was #1 and made no one forget it, simply because he had daddy’s name. Later on, we moved to Belize City where he was raised by a single mother selling ‘johnny’ cake and powder bun.

This life venture instilled in him responsibility, entrepreneurship, ambition and a great work ethic. As his brother David recalled some of his customers would not purchase from nobody else but Ben. Specifically, Uncle Dave avoided selling to Mr. Gunn because, faithfully, Mr. Gunn waited for his boy Ben with those hot goods.

When he was old enough to go out and get a job, he first started at Mr. Pipersburgh where he learnt his carpentry skills… but if you know Ben he was always trying something new. He learned the in and out of construction where he became the proud owner of Triple J Construction, and also gained the name Ben the Builder. Ben had a way about him, when he had a point he would get it across which led him to dabble in some politics.

Uncle Ben had faith in himself that nobody could dim that nobody could shine. He gave his life to God and joined the Adventist Church. He was a dynamic preacher, wonderful singer and faithful servant in his time. During this time, he was the first elder of Lord’s Bank SDA church, hosted many crusades where he participated in the baptism of many individuals. Though he may not have been as active as of recent, he still had faith.

He lived his life always happy and never let the negative forces of life get him down. He always looked at us when we were down and say “that da life, babe.” And expected us to throw whatever we are going through behind us.

Uncle Ben was the father, dad, daddy to four beautiful children; Josiah Jael, Joel, and India. The love my uncle had for his children is definitely one to boast about. He was strict but with love. The Ministry of Rural Transformation has embarked on developing a new National Rural Development Strategy (NRDS) that is both area-based and multi-sectoral. the NRDS would aim to alleviate the current ad hoc approach to rural development by establishing a multi-sectoral and coordinated approach to not only reducing rural poverty but also improving rural residents' cultural, social, political, and environmental well-being.

2. CONSULTANCY OBJECTIVES: The objective of the consultancy is to develop a national rural development strategy for Belize that will serve as a national framework to guide the rural sector's development process by clearly identifying development strategies that result in poverty reduction and rural economic growth while enhancing local culture and conserving critical environmental resources.

3. SCOPE OF SERVICES To develop the strategy, the Consultant will conduct the following: a) At a high level, engage directly with relevant line Ministries for assessment and planning of the strategy framework. b) Assess the implementation deficit of the previous BRADS and identify lessons learned. c) Carry out a situational analysis of the social, economic and natural environment conditions of the rural sector based on an informed delineation. The issues to be considered/reported upon in the analysis should include, but not necessarily be limited to the following: i. Economy – identify critical elements of the rural economy including production, emerging commodities, off-farm employment, tourism, eco-tourism, main employers, livelihoods, labour force participation and overall economic opportunities. Establish clear linkages to the private sector and value chains for whatever opportunities that exist in various sectors. ii. Social development – produce a sex-disaggregated profile of the rural sector. Describe the supply and demand of health and education services, educational achievement, multidimensional poverty, and other relevant social issues of concern. iii. Infrastructure – identify needs and gaps in infrastructure including roads and public utilities that impact on the efficiency of production and quality of rural life. iv. Environment and natural resources – identify the state of the environment, degradation risks, resources for production inputs and climate change risks. d) Review secondary data including reports, studies, assessments, and relevant policy and legal documents including poverty assessments, census reports, labour surveys, etc. e) Collect primary data through participatory consultations with all categories of stakeholders in order to introduce the initiative, obtain feedback and gauge perception of need and strengthen buy-in. f) Prepare, validate, and submit a National Rural Development Strategy to the Ministry.

4. SUPERVISION/PROCESS MANAGEMENT The Consultant will report to the Chief Executive Officer or his designate. The Rural Development Department's staff will assist the Consultant in coordinating activities such as meeting planning, stakeholder workshops, interaction with government Ministries and agencies, and general administrative matters.

5. REPORTING REQUIREMENTS AND DELIVERABLES The Consultant shall prepare and submit all reports in English. A soft and hardcopy of all reports are to be submitted to the Ministry.

BACKGROUND

I.1

The Government of Belize (GoB) has entered into a US$ 14 Million Loan Contract Agreement (No. 4839/OC-BL) with the Inter-American Development Bank (IDB) for the execution of a five-year tax modernization project entitled “Strengthening of Tax Administration”.

The main beneficiaries of the Project are: (a) the Government, which will have more revenues to implement its public policies; (b) taxpayers, who will have more support and a digital environment to fulfill their tax obligations; and (c) the population, from the government policies implemented.

The main objective of the Project is to contribute to Strengthening Tax Administration aimed at increasing revenue collection, through the following specific objectives: (a) increasing the effectiveness of the Government to collect taxes and (b) increasing tax administration efficiency. These objectives will be achieved by improving tax administration governance and operational processes, and by modernizing the technological infrastructure.

The MoF is the Executing Agency responsible for the implementation of the Strengthening of Tax Administration Project. The Project Execution Unit (PEU) of the Ministry of Finance provides the concrete technical, administrative, financial, control and planning, monitoring and evaluation responsibilities for this and all other IDB-funded initiatives implemented by the Ministry.

In this regard, a vacancy exists for the Project Support for the PEU under a contractual arrangement with the MoF.

II.

OBJECTIVE AND SCOPE OF WORK

II.1

The objective of the position is to provide general administrative and clerical support to the PEU in compliance with IDB and national regulations.

(a)

The PSO shall provide clerical support to the Financial Specialist in carrying out the financial requirements of the Projects. This may include but is not limited to letter writing, minute taking, filing, document collation, preparation of reports (Expense Justification and Request for Advance of Funds, meetings reports, etc.) and support with the payment process such as creation of purchase orders and payment vouchers in SmartStream (in accordance with the payment process and controls specified in the Project Operations Manual.

(b)

Support the Financial Specialist in maintenance of supporting project financial documents for audit and review processes.

(c)

Support in collating information for the updating of Fixed Assets Register.

(d)

Liaise with Ministry’s Finance Accounts Unit to assist in the procurement of goods, including raising requisitions, tracking purchase orders, and maintenance of all aspects of receipt of goods.

(e)

The PSO shall provide clerical support to the Procurement Specialist in carrying out the procurement requirements of the Projects in accordance with Government and IDB procurement policies and procedures.

This may include but is not limited to letter writing, preparation of request for quotations, requesting quotations, minute taking (meetings and negotiations), filing, document collation, preparation of reports (evaluation reports and meetings reports), updating of contract ledger.

Project Monitoring and Reporting (a) The PSO shall support the Monitoring and Evaluation (M&E) Specialist in monitoring the project results indicators, and other aspects of the M&E system for the Projects. (b) Assist the Project team for preparation of monthly, quarterly and semester progress reports and annual operation plans for the Projects. (c)

Support the development and maintenance of information systems to ensure real time tracking and activity management under the Projects.

The Project Support Officer is responsible for the overall daily affairs of the PEU as it pertains to the effective and successful completion of the various activities under the project portfolio of the Ministry of Finance, and ensuring that all Projects’ activities are executed in accordance with the applicable MoF and the Bank’s requirements.

(a) Organize all project and stakeholder meetings, consultations and events as and when necessary, and maintain records of these meetings. This may include assistance in drafting Agenda, sending and confirming invitations, venue booking, Food and Refreshments, equipment for meetings.
