GOB plans to borrow $US50M from the Export-Import Bank of Republic of China for the upgrading of the Corozal–Sarteneja Road and the construction of bridges to replace the ferries at Pueblo Nuevo and Laguna Seca. The Inter-American Development Bank will lend us $US14M to strengthen tax administration and another $US10M for use as a contingency loan for natural emergencies. This will mean an additional $US74M in debt for Belize. Bloated contracts are the order of the day in Belize. There are many examples of many construction companies that seem to magically materialize just moments before a multimillion-dollar contract is signed. Such projects are usually substandard in quality and do not give value for money spent.

OUTGOING UDP VC CORRUPTION EXPOSED

WHO CARES? Similar to other hush deals, the UDP Party Council met this past weekend and Barrow gave them permission to have their pseudo-leadership Convention on Sunday February 9, International Toothache Day. The UDP had to set a date after he, Barrow, completed a dirty dozen years of maladministration. Nor could the UDP have the convention before the 11th Anniversary of the Savannah Nuptials.

We the hard working peasants have no idea what these dates are and we do not care.

We do not care for these and other reasons: We are too busy working to pay social security.

We are too busy making sure the drought does not destroy our crops.

We the cane farmers need to figure out how to replace the second non-existent crop payment.

We are too busy barring up our windows and doors to secure our children.

We are too busy finding how to get a job inside since we are not allowed to go outside.

We are tired of all the UDP. Where will you get leaders to convene? You have none?

Your win in 2008 has been a rogue wave of Anti-Belizean policy.

It is clear, you are forcing the people to tolerate you for five complete lame duck years. We are UDP exhausted.

You have been caught red-handed in scandal after scandal and you have not done the honourable thing.

Will it make a difference? ...if we do care?

We the People of Belize will vote PUP all the way.

Dr. Largaespada Beers of the MOH declared on the occasion of two regrettable cases of maternal deaths with signs and symptoms compatible with Dengue that “we have so many types of dengue circulating which makes it a bit more difficult to manage”.

This is certainly so. A percentage of persons who have been infected by one serotype of dengue gets infected with another dengue serotype develop bleeding and endothelial leak. This is termed severe Dengue (also known as hemorrhagic dengue and dengue shock syndrome).

There is motive for alarm then. When there is a continuous circulation of multiple viral serotypes in an area where a large pool of susceptible hosts and a competent vector are constantly present, we refer to the situation as a hyperendemic transmission pattern.

This appears to be a major risk for dengue hemorrhagic fever. Travelers to these areas are more likely to be infected than are travelers to areas that experience only epidemic transmission (in an area where dengue virus is introduced as an isolated event that involves a single viral strain).

The Ministry of Health is content with indicating that the public needs to do more to help control the mosquito vector. The ministry needs to do more also. Telling people that they need to clean the backyards is not enough. The ministry needs to ascertain that it is done. If necessary, legislation has to be enacted with respect of keeping or yards clean and the ministry needs to be on the ground to ascertain that it is being complied with.

A comprehensive Dengue Management Plan must be elaborated. One where the roles of all the stakeholders are defined. That of the general public, that of the local government, that of the Ministry of Health and that of the Ministry in charge of water resources, and of all concerned in the control of the vector must be defined. A plan where the obligations of everyone are clear and set by legislation.

Alas, it may be too much of a task for an electrician, but someone somewhere in government in this mess of dengue must do something.

On the contrary, more lives will be lost unnecessarily.

And there will be other losses too when tourist learn of yet another killer in Belize: hemorrhagic dengue.

The Village Council Election (VCE) results of this past June-July has really wobbled the United Democratic Party.

Sincerely they are down and out and waiting for the end of the 10-count. Their problem is that they are counting too slowly. The VCE made them to be lighter than a feather.

This mid-July we saw a UDP male incoming Chair assault a female outgoing, and also UDP, chair. During, or one might say after the swearing-in ceremony, it is necessary to hand over financials, keys and the likes. That scene in Santa Clara has been replicated at other villages with some soberness but nonetheless it has exposed how the United Democratic Party representatives had been condoning the lack of accountability within their held Village Councils. Here are some of the gravest issues.

Ladyville Village Council: No Accountability

Last week, on another Newspaper, reported on an interview with Bernardo Bennet the newly elected PUP Chairman in Ladyville. The largest council was only handed $560 dollars. No documentation was provided for this. The chairman will be providing to the Belize Times a report as to where money was spent. The council does not seem to have done much in Ladyville so the spending of almost all the funds seems unimaginable. As with the other councils, the liquor licencing is the major income earner for Village Councils and it seems that this has been plundered. We will be reporting much more on this as concrete information comes to us.

August 13, 2019 Posted by Sarteneja Village Council Good afternoon fellow Sartenejeños, today we were officially sworn in as the new Sarteneja Village Council. Unfortunately the official handing over did not happen today. The former chairman and councillors were not present, hence, no report on the financial status has been made available.

According to the rural development department, the outgoing village council received approximately $17,000.00 since their swearing-in up in 2016 to April 2019 and no monthly financial report had been made available.

Such monies are supposedly from the liquor licenses collected from the village. We are not certain of this information because no bank book was handed to us today. We are unaware on how this money was spent and if funds remain in the bank account. This present village council guarantees to the people of Sarteneja that we are going to demand a full audit and question the financial report concerning the expenditure of public funds.

We are expecting a full report on the Easter event, including donations received, profits made and any other form of income.

The $17,000.00 cannot be spent if nothing new has been done in the community. We also take time to remind everyone that if at any point the village council shall not provide any contract or agreement, for any reason, for over a period of three years, which is the time granted for a village council to manage a village, and if done so, such contract shall be considered null and void. We can assure you our people that if we need to undergo court action in order to have a transparent handing over we are prepared to go that way to ensure a positive development for Sarteneja.

We will keep Belize informed as soon as a handing over date is made available.

ing show is of a grader that the past UDP chairman is still refusing to hand over. The evidence is clear as was clipped from his FB page. The grader was even labelled IVC. He has now taken the grader and re-labelled it GVC. This is one that definitely will end up in court.

Add to this was a land issue that is much more serious, if you can fathom such ‘faciness’ and corruption.

The UDP Village council surveyed some 2000 lots before the people voted in another chairperson. In cahoots with the UDP standard bearer for Stann Creek West, Ivan Williams, they are now selling them as personal property and not as a part of the Village Council.

The conflict of interest, the corruption and, most importantly, the illegality is blatant. The Independence Village Council should be given the handle of these 2000 lots.

Guinea Grass Village Council: 10 Thousand plus dollars unaccounted for

August 14, 2019 Posted by Hon. Jose Mai, Area Representative for Orange Walk South (Translated from Spanish) The past and outgoing UDP Village Council received, up to the month of May, $10,250 from liquor licenses paid by village establishments. But, on 2nd day August at the handing over they were transferring $140 to the new PUP Village Council. Additionally, with all the liquor license money in hand they did not pay the light bill of $188 for the multipurpose auditorium. The service was cut this past week. What a shame!

BURIED IN DEBT

Blessed are the young, for they shall inherit the national debt” said Herbert Hoover. At the end of 2018 the GOB’s external debt had ballooned to 2.536 billion from 1.917 billion in 2008, just ten years before. The national debt is dangerously close to 100% of GDP and it is estimated that every Belizean man, woman and child already owes the GOB $9,000.00 from birth. Those figures will increase soon with the help of three more loans.

It seems however that it is not only Belizeans who are skeptical about the irregular tendering processes in Belize. Let us remember that there is no Contractor General and it is unlikely that the current PM will appoint one before his term is up. The Taiwanese contract comes with clear stipulations that the contractor is Overseas Engineering and Construction Company (OEC), a Taiwanese owned company with offices in Guatemala. In addition, certain clauses clearly state that the funds from the loan are not to be used for any other purpose than those expressed in the loan contract.

There is so much suspicion regarding certain practices apparently inherent to our country that it is clearly expressed in the contract of this loan that standards to be upheld are the UK Bribery Act of 2010 and the US Foreign Corrupt Practices Act of 1977. These are the anti-corruption laws which will be used to supervise the contract given. It is not clear who has won the contract to furnish the GOB with the new technological infrastructure set to cost $ US14M. The Inter-American Development Bank (IDB) has left the details up to the GOB. We are interested to know what the system entails and how it will boost effectiveness and efficiency in tax collections and speed up tax returns.

The UDP leadership convention is set to take place early next year. The new loan with all its smoke alarms and bells will make it challenging to get the election machinery oiled and ready. So, it is expected that the elections will be called a bit later than anticipated at first. The checks and balances in the Corozal-Sarteneja road project will ensure that Belizeans receive the full value of the project and that the quality is of international standards. For your prudence and foresight, Taiwan, a million thanks! Norteños are hard workers and have toiled and contributed greatly to their country. The good people of Corozal Southeast welcome the reinvestment into much needed infrastructure in the area, after the neglect of the last eleven years. Undoubtedly this will have great impact on the agriculture industry in the area but also tourism and other investment opportunities which are desperately needed.

Bienaventurados los jóvenes, porque heredarán la deuda nacional”, dijo Herbert Hoover.

A finales de 2018, la deuda externa del gobierno de Belice (GOB, siglas en inglés) había aumentado a 2.536 millones de unos 1.917 millones en 2008, sólo diez años antes. La deuda nacional está peligrosamente cerca de un 100% del producto interno bruto (PIB) y se estima que todos los hombres, mujeres y niños de Belice ya le deben al GOB $9,000.00 desde su nacimiento. Esas cifras aumentarán pronto con la ayuda de tres préstamos más.

El GOB planea pedir prestados $US 50 millones del Banco de Exportación e Importación de la República de China para la modernización de la Carretera Corozal-Sarteneja y la construcción de puentes para reemplazar los transbordadores (ferries, en inglés)) en Pueblo Nuevo y Laguna Seca.

El Banco Interamericano de Desarrollo nos prestará $US14millones para fortalecer la administración tributaria y otros $US10Millonees destinado como préstamo de contingencia para emergencias naturales. Esto significará $US74 millones adicionales de deuda para Belice. Los contratos inflados están a la orden del día en Belice.

Sin embargo, parece que no sólo los beliceños son escépticos sobre los procesos de licitación irregulares en Belice. Recordemos que no hay Contratista General y es poco probable que el actual Primer Ministro nombre a uno antes de que termine su gestión. El contrato taiwanés viene con estipulaciones claras de que el contratista es Overseas Engineering and Construction Company, una empresa taiwanesa con oficinas en Guatemala. Además, algunas cláusulas establecen claramente que los fondos del préstamo no deben utilizarse para ningún otro fin que lo que se expresa en el contrato de préstamo.

Hay tanta sospecha con respecto a ciertas prácticas aparentemente inherentes a nuestro país que está claramente expresado en el contrato de este préstamo que las normas que deben mantenerse serán la Ley de Soborno del Reino Unido de 2010 y la Ley de Prácticas Corruptas en el Extranjero de los Estados Unidos de 1977. Estas son las leyes anticorrupción que se utilizarán para supervisar el contrato otorgado. No está claro quién ha ganado el contrato para proveer al GOB con la nueva infraestructura tecnológica fijada en 14 Millones. El Banco Interamericano de Desarrollo ha dejado los detalles en manos del GOB. Estamos interesados en saber lo que implica el sistema y cómo aumentará la eficacia y la eficiencia en la recaudación de impuestos y como acelerará las declaraciones de impuestos.

La convención de liderazgo UDP se llevará a cabo a principios del próximo año. El nuevo préstamo con todos sus detectores de humo y campanas de alarma les hará difícil el conseguir que la maquinaria electoral partidista sea engrasada y lista pronto. Por lo tanto, se espera que las elecciones se llamen un poco más tarde de lo previsto al principio. El sistema de frenos y contrapesos del proyecto vial Corozal-Sarteneja garantizarán que los beliceños reciban todo el valor del proyecto y que la calidad sea de estándares internacionales. Por vuestra prudencia y previsión, Taiwán, ¡un millón de gracias! Los norteños son muy trabajadores y han laborado y contribuido en gran medida a su país. La buena gente de Corozal Sureste acoge la reinversión en una infraestructura muy necesaria en la zona, después del descuido de los últimos once años. Sin duda, esto tendrá un gran impacto en la industria agrícola de la zona, pero también en el turismo y otras oportunidades de inversión que se necesitan desesperadamente.

QUESTIONS TO THE MINISTERS 1. Will the Prime Minister and Minister of Finance agree that considering the fact that he has saddled Belizeans with over 290 million dollars of debt since January of this year, if our debt to GDP ratio in now over 100 percent?

2. Considering the numerous issues in the sugar cane sector and in the citrus sector, will the Prime Minister please say if he still has a Minister of Agriculture and if he has finally put a gag order on Godwin (Godsend) Hulse?

3. Considering that Santander is receiving a better price for their cane production than BSI/ASR and also considering that in this second payment being issued to cane farmers a mere $13.94 is being paid per 20 tons of cane delivered, will the Prime Minister or Minister of Agriculture please say if they are appalled by the very small second payment issued to Belizean cane farmers? And will the Minister of Agriculture also say if he intends to instruct BSI/ASR to implement cost-saving measures in the shipment of sugar?

4. Will the Minister of Health accept that he is the most incompetent Health Minister in the history of Belize and will this incompetent Health Minister please say if he is aware that Belizeans are dying from dengue fever in our hospitals? And will the Minister also say what measures the Ministry of Health is taking to inform Belizeans and to prevent more cases of dengue in Belize?

5. Will the Police Minister please say if he or the Commissioner have any intention of reinstating the two police officers who were convicted of the wrongful death of a teenager or will they be dismissed from the Police Department?

Sanctuary Blame Part 1 The Sanctuary Bay debacle can be likened to a nagging thorn for the country. Aside from the negative press it brought several things to the forefront; the ineptitude of the Atlantic International Bank Management, negligence by the regulatory bodies and a dishonest government. With all that has been exposed, who should be held accountable? Where does the blame lie? The Prime Minister has deflected the blame to “Federico” implying that they have their facts wrong, Belize is faultless on the scam perpetrated by Americans to Americans, this scam has nothing to do with the domestic sister bank.

While this may be true, the facts are that Andris Pukke has been in legal troubles in the USA since 2003. AIBL was born from within a domestic bank, with executive personnel moving from domestic to international banking and sharing office space. The basic banking rules and regulations apply for both domestic and international banking and as such the expertise to manage an international portfolio was at the AIBL’s disposal. Banks are required to have a compliance department, this department role is to safe guards its customers, comply with laws, banking regulations and most importantly preserve the integrity and reputation of the bank. International banks utilize various tools to validate the type of customer that it is receiving. Service sites such as FICO and OFAC help banks to single out fraudsters, drug traffickers, terrorists, etc. This leaver to question, how

is it possible that such a “prestigious” international bank turned a blind eye to one of the most notorious real estate scammers in the United States of America? Why wasn’t due diligence done? Is it because the son in law of a domestic bank executive is a director of Sanctuary Bay? Was it negligence by the bank’s management?

There is also the fact that both AIBL and a domestic bank share the same legal advisor, a Senator of Belize. The Senator, AIBL’s former CEO and a domestic bank executive have formed several companies who provided services to AIBL such as legal services, accounting services and infrastructural development services. In business ethics this would be classified as a conflict of interest, the parties entrusted to safeguard the integrity of the bank deriving a personal benefit. When the Prime Minister says the domestic bank was not involved in the scam, he is right. What he is not admitting to is that the parties that are involved with both banks had knowledge of the inner workings of AIBL. Senator Salazar, CEO Bedran and CEO Pelayo, were all involved in the various companies that outsourced services to AIBL. According to the FTC court documents, CEO Pelayo and Senator Salazar had also visited and provided sales and marketing training to Sanctuary Bay telemarketers.

So, the continuous songs of “we didn’t know” “we are innocent” is all hogwash, the management of AIBL deliberately fell asleep on the wheel and Sandra Bedran, Ricardo Pelayo and Aldo Salazar know it!

CRIME NEWS Another Arrest in the Oscar Rosado murder After 16 months police have arrested a 2nd man believed to be responsible for the shooting death of business man 70 year old Oscar Rosado. It was reported that three young men walked into Rosado’s Construction Supplies on April 23, 2015, and robbed the business establishment. Police Officers who were in the area at the time exchanged gunfire.

Scenes of crime technicians retrieve 17 expended shells from the scene. In May 2018, police arrested and charged 18 year old Brandon Hughes for Rosado’s murder. The third suspect remains at large./// Stephen McLaren Killed Twenty year old Stephan Mclaren was gunned down on Monday afternoon at the corner of Cleghorn Street and New Road, Belize City. He was walking with a friend when they were approached by a lone gunman. Police say the motive was drug-related and while they have a suspect in custody there is insufficient evidence to lay charges./// Women Vulnerable Crime statistics are up and it appears that our women are especially vulnerable. This week three females went through different terrifying ordeals that was reported in the news. Two were raped

Party Leader Message Hi Everybody, Just wanted to once again express how grateful I am for all your prayers, concerns, and kind words of support for me and my family.

I am happy to say my head condition has improved to the extent that my doctors are allowing me to do limited work from home. Most of the cuts and bruising are cleared up and the head injury is improving at a satisfactory rate so I can now get back to some work from home.

Few people who are involved in an accident like mine are able to walk away from it as Edwin and I did. So I give thanks to our Creator and to our fine Belizean doctors and nurses.

Like most things in life, there are lessons to be learned. For me, that lesson is my message for this week.

Drive carefully! And please, please Always Wear Your Seatbelt.

I will be back to work soon. But when I think of how many Belizeans have lost their lives to traffic fatalities in the month of August alone, it makes this message even more important.

So let us work together to practice safe driving which starts with wearing your seatbelt and driving within the speed limit.

and an elderly woman was murdered inside her home.

• On Tuesday police discovered the body of Ofelia Hernandez Cruz, 69 year old, Mexican national inside her home. It appeared that she was bludgeoned to death. According to reports two young men stormed into her home searching for her husband’s shot gun. The woman and her husband lived on a property on Salt Creek Road, Sand Hill Village. Neighbours said they heard screaming and that is when they called the police. They say they now fear for their own lives./// • A police officer has been charged for 8 counts of unlawful sexual intercourse with a 13 year old minor. The under aged female made the report last Friday August 9, 2018 in the company of a Social Worker.

The report was made at the San Ignacio Police Station and the minor identified 26 year old German Milian as the perpetrator. Mr. Milian is a police officer and that raises the stakes in this case. Can Police Officers be trusted?

• Yesterday, the news broke that a 38 year old woman reported to police that she was raped by 2 men while socializing at a function in Belmopan. The two men ages 21 year and 23 year who are well known in Belmopan and the surrounding villages were arrested and charged for rape. We understand that the rape victim has received a huge amount of backlash from people especially other women on social media. Since then she has dropped the charges.///

Ding Dong Dean We know that the spin-doctors at the UDP will be doing their best on this one, but facts are facts. Dean Barrow is as useless as a third testicle on a one-eyed cow, and the greed for power in the UDP is so real that they want him gone. We know, because sources in the UDP told us, that he proposed to stay on as Prime Minister until the election, and that proposal was shot down in a hurry. See, everybody in the UDP is grabbing up all they can get right now, and Dean is a nuisance to deal with because he doesn’t encourage petty hustling—emphasis on the word petty—because ain’t nothing petty about the hustling done with BTL and Sanctuary Bay. Anyway, Dean is gone, put out to pasture as soon as the convention results are read, and get this scary thought in your head. One of these men, either Patrick Faber or John Saldivar, will be the leader of the country until elections are called.

This is a catastrophe as big as John Saldivar’s belly. And that’s catastrophic.

Mason’s Brigade John Saldivar has been busy in the past few months forming all kinds of brigades. There’s a youth brigade, and a women’s brigade, and a boxer’s party brigade. We believe he got the idea from his good friend William Danny Mason. Remember how we used to hear about all those wild parties at Mason’s hilltop mansion where all the UDP Ministers and cronies used to hang out. Remember that terrible picture of a naked whale that offended even the Audubon and Oceana people? Mason is a stain that will never be washed off Saldivar, no matter what he does or says. And of course, there’s the very real chance that Mason might still take the stand at trial, and we know there’s a lot he’s wanted to say about Saldivar for the longest time.

There is no way that Saldivar will be leader of this country. No way. He’s the only one that doesn’t know it.

Alleged Woman-beater We’ve always thought it interesting that there are all these women in the UDP who stand behind Patrick Faber and want him to be leader of the country. And these same women are quick to speak up whenever another woman is raped or beaten or killed. Yet not one of them stood up when Patrick’s girlfriend told Police that he beat her up. And not one of them stood up when Patrick’s ex-wife told the court about how he abused her. Imagine that this man who allegedly beats up women will likely be the next leader of this country. Wrap your minds around that. Remember this is the man whose fancy SUV ended up turning into a submarine. Wrap your minds around that.

Can you believe that these are the choices that the UDP are offering? Those are like no choices at all. We almost, almost feel sorry for the UDP. Almost.

Dengue Crisis There are reportedly two women who have died of dengue. One in the north and one in the south. The spread of dengue has reached crisis proportions, totally out of control. And Pablo Marin is more worried about building a house for medication which the Ministry does not have. How crazy is that?

Pablo was ready to wrap his sticky fingers around $1.6M of NHI money for a building, but there’s no money to provide tests for persons suspected to have dengue. There are so many persons going to public facilities around the country with suspected dengue that medical staff was forced to discontinue testing. But neither Pablo nor the UDP are concerned about that. Pablo is worried about where he’ll get that $1.6M and of course, we know why.

Why do you think the UDP is big on contracts? That’s where the hustle is.

And that’s all you’ll see before elections, contract after contract, as the UDP sharks feed at the trough. That’s why the UDP hasn’t hurried to appoint a Contractor-General, and won’t any time before elections. Why would they want anybody scrutinizing these contracts? They better enjoy it for now, because they’ll need it for bail when the PUP gets into power.

UDP Says PICK ONE

Mason-Lover or Alleged Woman-Beater?

Thursday, August 15, 2019 On February 9, 2020, a bunch of the UDP faithful will have to choose between two men who want to be the next leaders of the UDP. They will have to pick John Saldivar—who was the very, very close friend and business-partner of accused killer William Danny Mason, currently on trial for the beheading of Pastor Lue. Or they will have to pick Patrick Faber, who has been accused on multiple occasions of getting drunk and allegedly beating up women, among other things. The UDP is in a pretty ugly pickle, indeed.

Both men, Faber and Saldivar, launched their campaigns long before the announcement just this past weekend that the date for the UDP Convention has been set for February 2020. Both claim that they have what it takes to lead the UDP, and even to lead the country. Where they would lead the country is still anybody’s guess.

The Belize Times has been reliably informed that Prime Minister Dean Barrow was forced to set the date of the Convention following reports that he intended to stay on until the very last hour. We are also reliably informed that his offer to stay on as Prime Minister after the Convention, in an attempt to preserve any semblance of unity the UDP still has, was also shot down by those who have gotten tired of the bullish rule of Mr. Barrow and want him put out to pasture, sooner rather than later.

Deputy UDP Leader Patrick Faber has told sources close to him that he expects no problem from Saldivar, since he has been down this road before. At the deputy leadership convention where Faber and Saldivar vied for that position, Saldivar had been confident that he would win, employing every tactic at his disposal, and still Faber beat him with ease. While Saldivar claims he controls a majority of

the UDP Area Representatives and Standard Bearers, Faber was able to win by motivating, by whatever incentive, the delegates. Faber believes this will be more of the same.

If the thought that one of these two men could possibly be at the helm of the nation after the Convention weren’t such a horrific one, it would be ridiculously funny.

Belizeans will never get past Saldivar’s close ties to William Danny Mason, who may well be

convicted of one of the most sensational crimes in the nation’s history. Saldivar may pretend like his relationship with Mason is water under the bridge, but it isn’t. Belizeans remember when Mason used to travel around with a special Police guard, thanks to his relationship with Saldivar. Belizeans remember that Saldivar used to spend many nights at Mason’s ranch in Belmopan doing God knows what. Belizeans will remember that Saldivar lied about his relationship with Mason, until a document revealed that Mason actually owned half of the Belmopan Bandits. And if that weren’t enough, Saldivar has been the worst Minister of National Security in history. Under his watch, violent crime has spiraled out of control. Saldivar is a dud in every sense of the word, a fact his ego will never accept.

get Faber’s tendency for drinking and allegedly beating women.

Only his connections saved him from being arrested after he allegedly beat up his girlfriend, allegedly dragging her by her hair and punching her in the face.

He was also allegedly accused of multiple instances of physical and mental cruelty by his ex-wife, a matter of public record. Add to that the expensive GOB SUV ending up in the Caribbean Sea, and Faber’s unending insults of the teachers of this nation, and there is no doubt Faber is dead in the water.

This is the end of the UDP— the end of an era of corruption and greed and incompetence the likes of which the nation has never seen. They can call elections in 2020 or they can call it tomorrow. The result will be the same. The people of Belize will reject the UDP.

Saturday, August 10, 2019 Today is the crescendo of a brainchild of Belize City Councillor Micah Goodin. One of the presenters called him the man-ofthe-hour. Micah nevertheless was obviously looking to bolster lives of others and not his. He probably glanced at schoolbags given out by many an enterprising spirit.

He probably felt that the Ministry of Education was providing but that there was plenty more to be done. He knew that BTL, Bowen and Bowen, Social Security, Small Businesses, Individuals, were providing scholarships but definitely felt that there was still plenty of struggle in the educating of Belizean youths.

Micah had previously championed Tertiary-level assistance when he was a student. He experienced his own scholarship pulled due to that enterprising spirit—so unfair. He will never forget how Anthony Mahler came to his aid at this time. Micha had promised to redeem the help by “doing good at school and doing good for his country by helping people in a similar way whenever he could.” Micah thus felt that it was his time to bloom out an organization that would in turn help others along their own educational paths.

As the story goes, earlier this 2019, Micah approached Mayor Wagner and detailed a plan to raise 10,000 dollars to provide funds for tertiary-level bound students. He got the full support of the Mayor. He also had the full support of a team that was willing to work.

They were willing to wake up at 4am for countless mornings. Micah mother, wife, and other friends provided much need cooking expertise and morale. It sounds beautiful now, The Micah Goodin Scholarship Fund 2019 needed grit which the team had and that was more than beautiful—it most likely was full of life lessons.

As the Micah Fund approached the goal of 10,000 dollars, there were impromptu donations by several entities who could not help but notice and monetarily supported this priceless effort.

An unexpected hurrah for the ages was when the Mayor of Belize City announced to the world that he will monetize his support for Micah and donate 10,000 dollars effectively doubling the fund. Micah personally won nothing; Micah’s enterprising spirit won more than he bargained for as he would be able to help more tertiary level-bound Belizeans. I bet his heart skipped a beat or two.

Approving applicants must have been the greatest challenge and he most likely wanted to give to everyone. In the end, forty three Belizeans were today offered $500 each.

Very relevant, only 11 of the recipients are male. Tick that off to how our society is today. The positive is that they were there and they received the message that everyone is expecting them to succeed. Belize needs all our students/graduates to succeed now and be a part of Belize that works for everyone.

Micah goal for 2020 is $50,000.

LEST WE FORGET…….!

By Hilly Bennett The United Democratic Party has failed miserably in delivering its mandate given to the electorate almost twelve years ago. In the 2008 General Election, the citizens of Belize gave up their currency of trust for better government. The mandate for transparency, accountability and good governance has been trampled over by a corrupt UDP government led by Prime Minister Dean Oliver Barrow.

Transparency and accountability are the effective and essential components in achieving good governance. Empirical studies have shown that good governance is a necessary tool in regulating the economic growth for a country and the development of its people.

The festering phenomenon of poverty and inequality and a stagnant economy is indicative that something is awry in the area of governance in Belize.

Crucita Ken in her paper: “Belize: A Haven of Governance. Are we there Yet?” proffered that “Governance” means rules, processes and behaviours that affect the way powers are exercised at the government level. Governance concerns the way in which the government uses the powers given by its citizens to serve their best interest, and their developmental needs. Lest we forget that it’s “a government of the people, by the people, for the people.

Evidently, the Barrow led administration has had no regard for development of neither country nor people.

Since 2008, the United Democratic Party has been plagued by a long list of scandals and corrupt acts—the land scandals at that Hotbed of corruption, the Penner passport fiasco, the Castro fleecing of Airport Authority monies to the trivial likes of his personal cycling team. The most recent allegation of involvement in the US historic real estate fraud, Sanctuary Bay. Also, the circumventing of the Contractor General Office to filch from the NHI reserve to build a storeroom is an example. Notwithstanding, there is urgent need to expand the National Health Insurance initiative.

More so, considering the harsh increase in SSB contributions.

Ken, relying on Richardson 2007, identified that corruption constitutes a major impediment to democracy. It hinders the development of fair economic markets and it distorts competition and the rule of law. Additionally, corruption also undermines the people’s trust in government institution and political leadership.

Similarly, the late Kofi Annan Secretary General of the United Nations General Assembly characterized corruption as an insidious plague that undermines democracy and the rule of law, leads to violation of human rights and distorts markets, evades the quality of life and allows organized crime, terrorism and other threats to human security to flourish. Corruption erodes international confidence and discourages foreign aid.

In his book “The Pathology of Politics” Carl J. Friedrich writes: ‘Corruption is the kind of behaviour which deviates from the norm actually prevalent or be-

lieved to prevail in a given context, such as the political. It is a deviant behaviour associated with a particular motivation, namely that of private gains at public expense. But whether this was motivation or not, it is the fact that private gain was secured at public expense that matters.

Such private gain may be a monetary one and in the minds of the general public it usually is, but it may take other forms. It may be rapid promotions, an order, decoration…..the gain may not be personal but benefits a family or other group-nepotism and cronyism’ the hallmark of the UDP corruption.

Undoubtedly, the UDP continue to cream this country, raping the country’s resources and placing it in control of their cronies.

Anwar Barrow was made CEO of BTL notwithstanding the lack of qualification for the position. Most lucrative

litigation suits were given to the Prime Minister’s family or his law firm Barrow and Williams. Gasper Vega’s relative continues to be issued dubious contracts in the absence of a Contractor General.

Rene Montero’s brother is a member of the circle of UDP contract hustle. Most of the vital positions in government and financial board responsible for the decision making in investments in the Jewel is top heavy with conflicts of interest and UDP cohorts. The country and its people, Belize and Belizeans, continue to suffer under the Barrow administration’s “powerful cocktail of corruption.”

It has been pointed out by scholars that where there is corruption, development cannot take place and where there is poverty, social justice is needed. In a paper “Growth Diagnostics” by economist Ricardo Hausman, Dani Roderick and Andres Velasco they identified “binding” constraints within the government structure which impacts negatively on economic growth and human development. A range of constraints, impediments, obstacles to development were highlighted in the 2010 Human Development Report for the Latin America

and Caribbean region. Clientilism (vote buying), State Capture (special interest), wreck civic engagement and the culprit that encapsulates them, UDP “Blue Plate” special, Corruption.

Corruption has been followed in Transparency International’s Corruption Perception Index since 2003.

The corruption perception index ranks countries and territories based on how corrupt their public sector is perceived to be. A country’s or territory’s score indicates the perceived level of public sector corruption on a scale of o (highly corrupt) to 100 (very clean). Belize’s ranking is 29 reported in August 2019.

Certainly, the time is dire for the removal of this Barrow administration, the red hydra, for the current situation of wanton corruption to change. Belize urgently needs a more democratic government, one that respects the democratic principle and the rule of law. One that adheres to the essential elements that produces a good government-Transparency, Accountability and good governance.

THINK ABOUT IT VICTORY FOR POLICE The police have every reason to celebrate, two police officers were found guilty in the Supreme Court last month of beating a Maya male teenager to death in the Caye Caulker Police station.

This week the Judge treated their nine month in prison on remand as sufficient time served for the offence. They are now free.

The Judge is the best criminal trial Judge in Belize and we need to see his written decision to fathom this unusual penalty. We propose to comment next week.

SARSTOON RIVER MESS Thanks to Wil Maheia, we are once again reminded how Guatemala has captured our half of the Sarstoon River. This is in violation of international law and is a blatant disregard for the Treaty signed

by Guatemala and Belize to resolve the issue at the International Court of Justice-ICJ. Last week’s incident on the Sarstoon also reminds us what a weak and defeatist government we have. Their response to Guatemala’s aggression is to say they will send a Protest Note to Guatemala’s government.

Since August of 2015 when Guatemala’s military took over our side of the Sarstoon River, our government has been playing us for fools. Any other country would have raised such a fuss and scandal against Guatemala at Caricom, Commonwealth and the United Nations, that Guatemala would have pulled out quick, fast and hurry.

Guatemala tested Belize and Belize showed it has no back-bone. Going to the International Court of Justice may turn out to be a good idea. But in the meantime we have a duty to move Guatemala out of our side of the river. Belizeans were told by the Prime Minister that once we vote yes to going to the ICJ; if Guatemala does not behave, Belize will apply to the ICJ for an interim injunction in which Guatemala would be Ordered to leave.

Guatemala is laughing at us and the ICJ. In fact and in international law, Guatemala has scored another victory against Belize. By Belize agreeing to go to the International Court while Guatemala is in possession of all the river, is a concession by Belize that Guatemala has the whole river. Belize did not lodge any reservations or protest at any time.

And think about this. Given the major lies and deception done by our government it is quite possible Guatemala has been allowed to annex the Sarstoon River with the tacit agreement of the government.

PRISON RIOT There was a small prison riot of no more than 10 prisoners last week. It happened at the building called Tango11 which housed 119 prisoners. All those prisoners are on remand mostly for murder. Meaning they have not yet had a trial and they are unable to get bail.

Having a hundred prisoners, awaiting murder trials in one building sounds like a pretty unsafe situation.

The small riot involved taking three prison officers hostage for a short while.

One officer was in a choke hold and the two others detained. One of these was a female officer. That she wasn’t gang-raped by the accused murderers was a miracle. But what is a female officer doing in the presence of murderers? To show how slack the system can be.

We need not describe what happened to the prisoners who took matters into their own hands in trying to express how fed-up they are with the inhumane treatment they rioted against. They were so badly beaten they had to be hospitalized.

There was no official word on this aspect.

Human beings do not stop being human beings because they are prisoners.

The prison must be a humane institution run on law and not on personal whims.

A big part of the problem is the absence of any oversight. There is no Ministerial oversight. In fact the same lame Minister and CEO who are “in charge” of the Police are in charge of Prisons. We all see how out of control police are - indiscipline, unprofessional, no regard for the law or the rights of citizens. Many police are given military uniforms and big guns and act with open impunity.

If this goes on in front of our eyes with police, imagine what happens to prisoners locked away from sight.

PUP- PARTY OF IDEAS Our party leader and his executive should give consideration to this suggestion. Hold a one day or two days conference with stake holders coming up with solutions to crime crisis plaguing Belizeans.

Having accepted a number of good and feasible ideas, the area representatives and standard bearers should be required to discuss these with their constituencies in order to get their participation.

The People’s United Party are on track to winning the general elections. The party should now start to discuss and propose policies so that more voters can see the difference between the two parties. The UDP is bankrupt of ideas. The PUP is bubbling with solutions to problems.

Dear Editor,

The following is an article that I wrote some time ago but was not published. I find that it is relevant today in the old Capital and request that it is printed.

Three year old Etana Bennett’s life was snuffed out by the piercing bullets fired by a coward through the bedroom walls where she peacefully slept. Condolences is due to the entire family.

The wanton disregard for people’s lives and the senseless killing continue unabated whilst the murder count become a statistical reality. The United Democratic Party government remains clueless about tackling the bloodletting and the surge of violence in the old Capital. Prime Minister Dean Barrow and the rest of his administration are far removed from the constant wail of sirens and wailing mothers affected by the trauma of the ricocheting of gunshots.

The saddening reality is that some of the most powerful UDP ministers hold constituency responsibilities for most of the areas engulfed by the murderous blast. The list of representatives of the Killing Fields are The Prime Minister, Dean Barrow, Minister of Finance, Queen Square; the Deputy Prime Minister, Patrick Faber, Minister of Education, Collet; Honorable Michael Finnegan, Minister of Housing, Mesopotamia; Honorable Boots Martinez, Minister of Social Development, Port Loyola; and Tracy Panton, representing, Albert’s division.

However, I tender this article in the name of Baby Etana as another contribution to address the crime and violence that has mushroomed over the Jewel, especially that area call ‘southside.’

I place the culprit squarely in my literary crosshairs. Usually, I am on the other end of the criminogenic spectrum calling out the abuse—the constitutional violation inflicted upon you by certain elements of the Police Force. There is no condoning and mincing of words regarding this brutish act committed on innocence.

There has been constant complaints about members of the Police Force and elements of the special force being the enemy. Now you gangbanger is the enemy, you pulled the trigger and callously murdered the precious little angel Etana. Imagine, she will not realize the dreams she had when bullets have seared her flesh. She will never dream again, her life cut short.

Gangsta you are killing your own,

you are raping your own, you are robbing and stealing from your own.

Must we turn a blind eye to this and those heinous criminal act? Hell no, lest we have become a society of lawlessness. The Honorable Louis Farrakan once said that the gangstas must take responsibility for their actions. It is those action which causes the crackdown, the checkpoints, and the raids on their community. It has created a loss of confidence to investment depreciating the neighbourhoods. He also proffered that these individuals understand the principle of retaliation but they are retaliating on the cheapest of principles. They are not retaliating because of the oppressive state they continue to live in or because of the injustices they face on a daily basis from the powers-at-be.

They retaliate because they don’t like the color their brother is wearing, they don’t like the gang he is from or the area of the city because he got the grip on the

dope. You make it easy for abusive government agents to do the same because you are busy killing yourselves. Never has there been a retaliation or protest because you have been denied the opportunity to alleviate the conditions of not only yourselves but your family and by extension your community-da hood. You don’t even realize that you were jacked. The PetroCaribe money amongst others from various international funding agencies was made available to this UDP government to do just that. Imagine, the possibilities had a fraction of these monies been injected as direct investment into the downtrodden communities.

The Peoples United Party, Party Leader, Johnny Briceno along with the Honorable Cordel Hyde, representative for Lake-I, have reached out to the UDP to act in a bipartisan manner in attempting to corral this pernicious national issue. The pragmatic approach by the PUP in-

volved both a social and economic plan to alleviate the situation. However, the pragmatic gestures have fallen on politically deaf ears.

The killings must begin to end.

The social fabric of Belizean society must be repaired to re-create communities that respect life. Our women and children, who have consistently become collateral damage to the senseless gun violence, must be protected.

I now call on the Leader of the Nation to do the right thing, listen to the voices crying out-lets fix the problem. Mr. Government, you must realize that if you don’t do justice to the citizenry and heed to prudent advice, you could find yourself being swallowed up in this generational catastrophe. The time to save Belize is now.

A MESSAGE TO ALL THE YOUTH

By Karim Adle, Belize Youth Movement, President As we gather and commemorate what is known to us as International Youth Day, I would like to take this time to reflect and highlight the trials and tribulations of being a youth in today’s society. For me being a youth in Belize is a bittersweet feeling. Our Belize is young, vibrant, filled with so much untapped potential and just that in itself fuels the optimistic side of me. However, the realistic side of me brings me back down to earth and makes me realize how difficult it is to be a youth in today’s Belize.

In Belize, we have a budget for the fiscal year of 1.256 Billion Dollars. This budget reflects all of our government’s priorities and how they intend to spend for the given time period. However, within this Billion Dollar Budget, there are no allocations for free education, there exists no line items for youths being given an opportunity to own their own piece of land or even no line items for the investment in new industries centered on the youth of Belize.

For this present-day government, youths are relegated merely to being election pawns. It is until when a certain individual, aspiring to become his party’s leader, that he has placed some emphasis in trying to recruit youths. Is this effort sincere? Are his intentions really for the betterment of our fellow youth?

You be the judge!

Another persisting problem that occurs for youths in today’s Belize is the politicizing of aid some of our youth get. Instead of allocating our country’s resources and focusing on our human development sector and exploring the avenues of providing free education, the government is content in only providing aid to some they deem as “worthy” enough to get such aid. If you are a youth identified as a member or supporter of the People’s United Party you are almost certain to be denied that assistance. This is simply unacceptable, the government has a mandate to serve all and not only those that support their party.

In terms of sports, our government has again failed the youth population. Not enough resources are allocated to those talented Belizean males and females who simply need to be equipped in order to excel and put our country on the map.

The time has come for this government to serve the people and not the special interest groups they have served from 2008. The time has come for us to invest in our future, invest in our youth! 180 Million Dollars will be spent on a road to nowhere while the youth cannot get an opportunity. I dream of the day our

country wakes up from the nightmare the UDP has placed us in. I dream of the day my fellow youth can have access to real student loans catered around their ability to repay the loans, I dream of the day my fellow youth can have access to a piece of land with a home without any political strings being attached to them. I also dream of the day where my fellow youth can graduate from school with their degrees and have access to jobs that cater to their specialty and pay them accordingly and are not left with one option—their nearest call center.

We are a young generation, bold, resilient and visionary. I appeal to all youths within our country to examine your situation and determine if this is the life you envisioned, if this is the Belize you want to live in. As a visionary group, I appeal to you all to open your minds and hearts and realize that

we deserve better! Our lives, our opportunities are greater than roads and bridges and bloated contracts!

We deserve a Belize that works for everyone, a Belize where we can all get equal opportunity and we can all thrive and succeed as one people and one country! Together we can all make the difference and we can elect leaders who will put people first! I am especially proud of the great and visionary work from the Belize City Council and. in particular.

Councilor Micah Goodin who has championed the youth cause and led the scholarship drive for youths of Belize City. We can clearly see the priorities of each of our political parties as it relates to our youths and our people. The proof of the pudding is in the eating, the UDP is now definitely not palatable to Belizeans.
