MISSING IN ACTION? The Sanctuary Bay Saga and the Choice Bank liquidation has exposed the Central Bank and governor as either lying to the Belizean pubic or as grossly incompetent. In a complex mixture of scandals we have Frank Costanzo throwing the Central Bank under the proverbial bus.

Continued from page 1 practice violated Belizean exchange regulations, their main concern was that, because the money went to California first, it was not included in Belize’s GDP statistics.

In response, SBE sent letters to lot owners requesting that money be sent to Belize.

We received several complaints from lot owners in response to this billing change.

Allowing lot owners to pay a U.S.-based company was integral to the success of SBE because it gave prospective purchasers confidence they would otherwise lack when investing overseas. Because this was important, SBE decided to try to resolve this problem with CBB as soon as possible.

SBE used a lobbyist, Beverly Burke, to deal with CBB and other Belizean government officials. A true and correct copy of her contract and related emails are Attachment 3 hereto. We also requested meetings and used our contacts to ensure that lot purchasers could make payments to the United States.

7. CBB requested that SBE provide several records, including lot owners’ passports, copies of the lot owners’ contracts with SBE, and full financial disclosures showing what SBE did with the money it received from lot owners. After months of dealing with Mr. Glenford Ysaguirre, the then-Governor of CBB, he stated that if we provided this information to CBB then CBB would give SBE a compliance letter.

SBE provided the passports and contracts to CBB, but SBE did not make full financial disclosures.

8. Soon after Mr. Glenford Ysaguirre agreed to the compliance letter, a new Governor of CBB was appointed, Governor Joy Grant. Governor Grant did not respond to my numerous inquiries or otherwise follow up about our financial disclosures. SBE never provided financial disclosures to CBB, and an email making this point is Attachment 4 hereto. Eventually, Andris Pukke told me that SBE would offer lot owners the option to make payments in the U.S. or Belize. Most of the lot owners chose to switch their payments back to the U.S. To my knowledge, the CBB took no further steps.

Choice Bank had its license revoked in the summer of 2018 because of markedly different reasons that the winding down type of liquidation Atlantic Bank International and their really International case that is infamously the largest international real estate case that the FTC has had to litigate and still litigating.

What is politically and financially scary is the way Choice Bank has been place under liquidation after they withdrew the court case alleging an unfair revocation of their license—a la a boxer who did not expect the referee to stop the match.

When a referee stops a match you expect a fair decision. You do not expect an overpriced liquidator to come in from a conflict filled position. If someone is paid 50,000 dollars a month, let us do a poll in Belize, is he overpriced? If you are a depositor and you are being told NOT to expect you entire deposit back, or any money back at all, what would you do?

Well, Kareem Michaels, who left his job as Deputy Governor at Central Bank, is the liquidator at that salary that has at least one depositor crying foul A purported depositor and Spaniard, Laura Deliso, had written a letter that is CC’d to basically the world of the UDP contends that she is being maltreated by this liquidator. She of course want her money back and is not taking kindly to being shafted. The threats are of a class action lawsuit that really has Belize financial system in her crosshairs. Mrs. Deliso is not necessarily the FTC but it is interesting to see if the PM will tangle with this European Citizen. She is native to Spain but we all know the European Union is one behemoth of a contender. If she really has them as a ‘backative’ them all bets are off.

The choice will be to continue liquidating assets or go into the best state of matter given the threats: freeze. Is Mrs. Laura bluffing or a fake? It is only right that the Right Honourable PM find out as quickly as possible for God’s sake. Belize needs to save face as urgently as when AIBL was clipped by the FTC. Calls for resignations have always fallen on deaf ears? There is a certain honor that is required for a resignation move but even that is MIA.

The irony of Sanctuary Bay is the antithetical Saga is has become.

Even the Prime Minister’s two sided machete is not game enough for this International riddle found in a local puzzle surrounded by cover-up attempt. The beauty of the 14,000 acre area by the Sittee River reserve was raped even by cunningly naming one of the tentacle associations Sittee River Wildlife Reserve—the nerve of these fraudsters.

This story isn’t new by any stretch. But, what is definitely novel is the unmasking of another of our government officials in a now available signed Declaration, under the risk of perjury, by Frank Costanzo.

These are bulleted points 4 and 5 points of 11.

4. In the course of my career with SBE, I had many meetings and conversations with many government officials in Belize. These meetings and conversations were necessary to continue developing and marketing Sanctuary Belize. I met with officials to receive government permits starting in 2012, when SBE first hired me. True and correct copies of emails showing some of these meetings is Attachment 1 hereto. At minimum, I met or bad conversations with Mr. Glenford Ysaguirre, the former Governor of the Central Bank of Belize (“CBB”), Jose Heredia, the Minister of Tourism, Israel Gonzalez, of the Belize Department of General Sales Tax, and Patrick Faber, the Deputy Prime Minister of Belize.

5. Several government officials visited the Sanctuary Belize property.

For example, in 2012, Michael Singh, the CEO of the Ministry of Trade addressed consumers and recorded a video during the flooding of the marina at Sanctuary Belize. A true and correct copy of this video is Attachment 2 hereto (his remarks are from minute 3:24-4:20). Rene Montero, the head of the Belize Port Authority also visited Sanctuary Belize in 2018. (the video has been posted on Facebook and went viral) The Federal Trade Commission (FTC) of the United States has gotten the judge to agree to the freezing of assets of the Sanctuary Bay Enterprise crew—Pukke and associ-

ates. This means that Judge Messitte has imposed an injunction on the lots down at Sanctuary Bay— no more selling or buying. Can you believe a very small percentage of buys will still wish to deposit monies? (August 5, 2019 update) Belize, in the end, many of these retirees will end up living in the jewel and in a sense become your neighbours.

The newest of documents fails to feature Atlantic Bank International in its updates. This is so because of a pending SETTLEMENT which PM Barrow allegedly helped to foment for them. The settlement supposedly has a two month waiting period where the FTC’s Commissioners get to weigh in and give a final nod of approval. According to the Prime Minister at the July 10 Press Conference, the Commissioners generally always agree with such settlement. We will wait and see.

Obviously, we will wait and see what the details of that settlement are. Politically all this does not vouch well for the UDP leader of our country who seemingly is doing the work of the Central Bank.

EDITORIAL LITTLE MONSTERS CAUGHT WITH THEIR HANDS IN THE COOKIE JAR!

T

he stench coming from the MOH this week reeks significantly more than the New River in Orange Walk. It is absurd that the Minister of Health by his own admission needed 11 years in office to realize that the central medical stores is in a low lying area and needs to be in Belmopan. The MOH apparently only just now needs to have their building to be more cost effective. The epiphany came only after all the Petro-Caribe monies were spent on tacos, outings, and even Mothers’ Day cheer. We have it on good authority that even the sister and nieces of the gentleman benefitted from the latter. It is very unfortunate that 11 years as Minister of Health Pablo Marin remains clueless as to procedures, policy and even the legislature governing the different organizations he must work with in the best interest of Belizeans.

For instance, he claims that there is $3M in reserve funds at NHI. According to the last audited financials available for 2017 NHI needs 1.5M per month to operate, currently then NHI has two months operating costs in reserve. The 2017 Actuarial Review of NHI Fund specifically states that the minimum NHI must have in those reserves is six months operating costs or 9M. In addition as pointed out by our Party Leader the law does not allow for the NHI reserves to be used other than to roll out additional coverage or to pay for current operational costs. If the Minister was indeed unaware of this, it is quite unbelievable that the current CEO in the MOH, who was also recently the Chairman of NHI did not know.

The PM alleges no knowledge of the entire debacle. The Minister of Health says that no project proposal was handed in to Ministry of Finance and that there were only unofficial inquires but that the PM knew. However, a memorandum signed by Artemio Osorio, the sacrificial lamb, refers to a memo from the Ministry of Health dated 9th of July 2019 which contained accompanying evaluation, report, and recommendation.

It is clear that indeed there was paperwork submitted and indeed it seemed a fait accompli and final instructions were given as to the contract. Arguing that since no proposals were handed in to the SSB, or Ministry of Finance for consideration of the project is the reason why suddenly only the Minister of Health seems to know about his pie in the sky dream seems like a desperate attempt at damage control. It seems that the cookie monsters were caught with their hands in the cookie jar once again.

The stage was set for this hot mess and many others when we ceased to have a Contractor General in name and in fact. Godwin Arzu had failed to file 6 consecutive annual reports during his entire tenure as Contractor General. This was brought to light by the PUP and thus the GOB had no alternative but to oust him. The office has remained conveniently vacant since then. Instead the PM through the passing of the Statutory Instrument #16 of 2018 published in Government Gazette of March 24, 2018 amended the law to allow Accounting Officers or CEOs to sign contracts on behalf of GOB. As it stands now CEOs have the authority to make verbal contracts for works and services under $10,000. They can also sign for written contracts up to $50,000. Tenders must be invited for contracts exceeding $50,000. It is this Limiting Tendering Procedure that is used to circumvent the checks and balances that must exist in order to prevent corruption. In this way tenders are only invited from suppliers they wish to give the contracts to. Far from brandishing a machete, the PM looks like he is paving the way to make it easier for his little monsters to operate with complete impunity. Belizeans be wary and be watchful!

l hedor procedente del Ministerio de Salud (MOH, en inglés) esta semana apesta mucho más que el río Nuevo en Orange Walk. Es absurdo que el Ministro de Salud, por su propia admisión, necesitara 11 años en el cargo para darse cuenta de que los almacenes centrales de medicamentos están en una zona con baja altitud y necesitan estar en Belmopan. El MOH aparentemente solo ahora necesita tener su propio edificio para ser más rentable. La revelación se produjo sólo después de que todo el dinero del Petrocaribe se gastaron en tacos, paseos e incluso en fiestas del Día de las Madres. Tenemos de buena fuente que aun la hermana y las sobrinas del caballero se beneficiaron de este último. Es muy desafortunado que con 11 años como Ministro de Salud Pablo Marín siga sin idea en cuanto a los procedimientos, la política e inclusive la legislatura que gobierna las diferentes organizaciones con las que debe trabajar en el mejor interés de los beliceños.

Por ejemplo, afirma que hay $3M en fondos de reserva en el Seguro Nacional de Salud (NHI, en inglés).

De acuerdo con las últimas cuentas auditadas disponibles para 2017 NHI necesita aproximadamente 1.5M por mes para operar, entonces actualmente NHI tiene dos meses de costos operativos en reserva. La Revisión Actuarial 2017 del Fondo NHI establece específicamente que lo mínimo que el NHI debe tener en esas reservas es de seis meses de costos de operación o 9M. Además, como señaló nuestro Líder del Partido, la ley no permite que las reservas del NHI se utilicen excepto para implementar cobertura adicional y para pagar los costos operativos actuales. El Ministro quizá no estaba al corriente de esto, pero es increíble que el actual Director Ejecutivo (CEO, en inglés) del MOH, que también era recientemente el presidente del NHI, no lo supiera.

El Primer Ministro alega no tener conocimiento de toda la debacle. El Ministro de Salud dice que no se entregó ninguna propuesta de proyecto al Ministerio de Finanzas y que sólo hubo indagación de manera extraoficial, pero que el Primer Ministro lo sabía. De cualquier modo, un memorándum firmado por Artemio Osorio, el Chivo expiatorio, hace referencia a una nota del Ministerio de Salud con fecha 9 de julio de 2019 que contenía la evaluación, informe y recomendación adjuntadas.

Es evidente que, de hecho, se presentó documentación y que inclusive, parecía un hecho consumado y que se dieron instrucciones finales sobre el contrato. El argumento que no se entregaron propuestas al Seguro Social (SSB, en inglés), o al Ministerio de Finanzas para la consideración del proyecto como la razón por la cual de repente sólo el Ministro de Salud parece saber acerca de sus sueños con pasteles en el cielo parece un intento desesperado de control de daños. Parece que los monstruos pilluelos de las galletas fueron atrapados con las manos en la lata de galletas una vez más.

El escenario idóneo fue creado para la ocurrencia del presente desastre y muchos otros cuando dejamos de tener un contratista general de nombre y, de hecho. Godwin Arzu incumplió al no presentar 6 informes anuales consecutivos durante todo su mandato como Contratista General. Esto fue sacado a la luz por el PUP y por lo tanto el Gobierno de Belice (GOB, en inglés) no tuvo otra alternativa que sacarlo. La oficina ha permanecido convenientemente vacante desde entonces. En su lugar, el Primer Ministro a través de la aprobación del Instrumento Estatutario #16 de 2018 publicado en el Boletín Oficial del Gobierno del 24 de marzo de 2018 modificó la ley para permitir a los contables y los CEO firmar contratos en nombre del GOB. Tal como está ahora, los CEO tienen la autoridad para hacer contratos verbales para obras y servicios por debajo de $10,000. También pueden firmar contratos por escrito de hasta $50,000. Las licitaciones deben ser convocadas para contratos superiores a $50,000. Es este procedimiento de limitación de licitación que se utiliza para eludir los controles y equilibrios que deben existir para evitar la corrupción. De este modo, sólo se invita a las licitaciones a proveedores a los que deseen entregar los contratos. Lejos de blandir un machete, el Primer Ministro parece estar allanando el camino para facilitarle a sus pequeños monstruos operar con total impunidad. ¡Beliceños sean cautelosos y estén atentos!

QUESTIONS TO THE MINISTERS 1. Will the Prime Minister please say if he is in receipt of a letter sent to his office by email from Mrs. Laura Deliso, from Madrid, Spain, containing serious allegations of wrong doing by the Central Bank of Belize’s recently appointed liquidator of Choice Bank? And will the Prime Minister also say if he will be asking the Governor of the Central Bank to look into these allegations about her former Deputy Central Bank Governor?

2. Considering that Minister Edmond Castro is in possession of a very expensive range rover which is registered as his private vehicle, will the Prime Minister say if he will request that Minister Edmond Castro provide the integrity commission a report of his finances which should include the present value of his range rover which averages around $98,000 US dollars?

3. Considering the confusing and incoherent ramblings of Pablo Marin in response to questions about his proposed $1.6 million dollar warehouse, will some responsible member of the Barrow Administration, if such a person exists, please inform the Belizean people who is telling the truth and who is lying in the matter of the use of NHI funds for the building of a warehouse for medical supplies.

4. Will the Minister of Works Rene Montero please inform the nation if the sworn declaration made in a US Court by Frank Costanzo under penalty of perjury and signed on 9th June 2019 which states that Rene Montero visited Sanctuary Belize in 2018 is true or false and is Rene Montero also prepared to swear under penalty of perjury that he has never visited or made any decision in Cabinet that pertains to Sanctuary Bay, Sanctuary Belize or any of its associated companies?

5. Will the Minister of Culture please say if he is aware of the allegation that Imer Hernandez, highly-connected and well-positioned UDP crony, destroyed a Maya mound? And if so, has the Minister asked for the Department of Archaeology to go in to determine the truth about this allegation and, if true, will the relevant authorities be called in to levy the appropriate penalties?

The UDP In the Last “The PUP is too aggressive, cried an infamous ex-Councillor. All the PUP cares about is the People and winning and saying the UDP is corrupt. Dem(the PUP) too chancy. Everyone hears the UDP have no control of crime when it is high. ‘It’s not our fault.’

“The People of Belize will definitely give us a 4th term because they know the UDP is the only Party that can fake put the best VCE results and get wins where no one has won before.” Our great leader is retiring and leaving our UDP in the able hands of .... Oh... There is a caller from Sanctuary Bay. They should take this call. I hear it’s a beautiful place.

Pobresitos... the UDP could have delivered Belize to the Promised Land after their electoral and psychological victory in 2008. Little did Belize know that their Hon. Leadership was already compromised due to basic greed. The Pukke virus had already infected the heart of the UDP and had started to run in course with no remission in sight—except with a resignation and/or General Elections. Symptoms appeared and disappeared in these dreadful 138 months of lies and deceit. Belize had no insurance against the symptoms Vega, Castro, Montero, Scampos, Contreras, Penner, Heredia, Martinez, Marin, Patt, Mena, Elrington, Finnegan, et al. Apologies if any surname is missing from the list.

The UDP is in a tailspin and reeling backward. It is pathetic the way they are dragging Belize along with them.

Big pipple ting The UDP is having ten orgasms and twelve fits over a recent visit to China by Kareem Musa and members of the Belize City Council. They can’t get enough of it. Betrayal and treason, they are proclaiming. Let us crucify Musa. How dare he visit China, when we love Taiwan so much, and Taiwan loves us so much? How could Musa cheat on Taiwan with China? He should be flogged. Then beaten. Then flogged again. And they go on and on and on and on. Let them have their fun. The fact is that the UDP is on the way out.

The news is filled with scandal after scandal, greed after greed, corruption after corruption. Nothing is going well for the RED. Just look at Village Council elections recently. They are grasping at straws, desperate for something to scream about. This isn’t it, buddy. But scream away.

Taiwan Belize has a huge and vibrant Chinese population. There are no hostile relations between our countries. Here at the Belize Times we can tell you about UDP Ministers who travel way out to Turneffe to meet secretly with Guatemalans at secluded resorts, and that’s because Guatemala is claiming our country. For God’s sake stop it. Let’s be real here. We love Taiwan.

Taiwan has always been a friend. But Taiwan has gotten way too chummy with the UDP, and somewhere along the way, Taiwan’s assistance started helping the UDP more than it helped the people. Real. Taiwan has become the UDP’s piggy bank, and it is time for that country to revisit its policy of assistance to ensure that there is no political taint to it. We know the UDP is upset. We couldn’t care less. And we know the Taiwan Embassy is upset, because they know that China isn’t at all shy about courting their allies. That’s their business, not ours. Don’t be distracted by the noise in the market.

Check your change.

Beggar nation What we at the Belize Times, and every right-thinking Belizean should find outrageous is the shameless, disgraceful way the UDP has turned our proud country into a beggar nation. It appears that we can’t do anything on our own anymore. This government depends on the US and the UK for everything. And now it’s Taiwan. On Wednesday electrician, Minister Pablo Marin, explained that since the planned raid on NHI funds didn’t happen, he will now have to go to Taiwan for money. Imagine that. On Wednesday too, the UDP issued a release begging Taiwan to not be too upset by the visit and vowing to valiantly fight to keep the relations between Belize and Taiwan strong. We know that such a vow of friendship, including a release, probably cost Taiwan dearly though, and we’re sure they got some visits from Ministers with hands out. It’s sad what this country has become under the UDP. Dutty, Wutless Pablo Word to the Belize Times is that there was a big ruction in Cabinet this week over the proposed raiding of NHI funds, with everybody blaming everybody. Thing is nobody believes anything coming out of the mouth of the Prime Minister anymore. And for sure, nobody believes anything that Pablo says. Seriously, it’s hard most of the time to understand what Pablo says.

He’s not exactly the brightest bulb in the shed, after all. The fact is this: Pablo and his new CEO George Gough figured out a way to raid NHI. It was a done deal. Everybody was going to benefit, including the brother of Minister Rene Montero. Did we mention Pablo and Rene are related by marriage? If that memo hadn’t been leaked, $1.686MILLION of NHI funds would have been gone. Just like that. In his interview to the media, Pablo said plainly that the Prime Minister knew, and that SSB knew. What you need to ask yourself is how many of these deals have happened without the people knowing?

How much of the people’s money has vanished into thin air, thanks to the skills in illusion of this Barrow administration?

Cold storage The Southern Regional Hospital Morgue has been down for months now. Literally months. And this UDP administration has not been able to fix it. Pablo was asked about it this week, and only God knows what he was saying. At one point, he said the morgue was put out to tender and would be operational in 60 days, then in the next sentence he said it would be operational by next week. Imagine that this UDP can try to raid NHI funds for a building and can find $180M for a road which will benefit very few people but can’t fix one morgue. Do you know how much a morgue unit costs? While the three-termed UDP government has lead us to these moments of critical political uncertainties, our Party’s Leader, Hon. John Briceno, with proper balance of vision, empathy, and courage, recognized that life as we know it under this government cannot survive. As such, in January of 2019, he is introduced the Bill of Rights. Bills that would ensure, under his leadership and governance, there is the creation of jobs in all villages and municipalities; that all Belizeans have access to a piece of land; can attend school; can live in decent homes, and so forth. His ultimate vision is to have a Belize that works for all.

Conducting the endorsement here, at Independence Hall, is quite fitting, as Independence Hall is a monument to those Belizean men and women who have participated in and contributed to the PUP’s continuous march towards a peaceful constructive and now the progressive phase of its revolution.

This is a space that has realized times when our past and fate meet in a single moment to shape turning points in our Party’s and country’s history; such as today, when the PUP adds to its effort in fielding women Standard Bearers and therefore increases women engagement in political leadership in this country. Madam Liz, Ms Jane, Ms Sylvia Flores, Ms. Myrtle Palacio, Dolores, and now myself, are some of the very few women to join this tradition. On this note, I declare emphatically that, as a party, we must do better.

Indeed, we, all of us here today, are witnesses and beneficiaries to the administrative heft of women. The role and efforts of all women in our party therefore must be counted and celebrated. In light of this, let us take a moment for me to announce one such woman, Mrs Patricia Escalante, my now interim Campaign Manager, but the woman that managed and coordinated the renovation of this iconic building—indeed, our Party’s home.

It is no coincidence that we are also conducting the endorsement to-

day, August 1, a day celebrated officially and with full force almost everywhere else in the English-speaking Caribbean as Emancipation Day, except here in Belize. This also must change, and I am determined that this will change.

It is long past time that we freed ourselves completely from the shackles of mental slavery, which then will allow us to more easily identify and likewise rid ourselves of the new ways in which slavery manifests its self in our society: the killing of our brother over gangs and drugs; the prostitution of our children; the abuse of our women; the devaluation of our labor; the selling of our votes for a measly $50; the tolerance of rampant corruption in our government system.

Regrettably, as a nation, we have regressed from that tradition of social justice that influenced movements such as Emancipation, Independence, and National Sovereignty. This is nowhere more evident than in the extent to which foreign agents, in collusion with many of the corrupted political representatives, act on our behalf, control our economy, and our resources, confining many of us to poverty and forcing us to claw for space and opportunities in places such as Mesopotamia.

Indeed, the people of Mesopotamia, like the rest of Belize City, and in the country, are exhausted. We are all wringing our hands at the breakdown of our families, our communities, our justice system, our political system. But, we are sure that the shaping of a Belize that works for all isn’t a challenge in which this three-termed UDP government is interested.

Team Belize drills St Kitts-Nevis 3-0 in CONCACAF U-15 championships

Bradenton, Florida, August 6, 2019 Team Belize schooled the St. Kitts-Nevis under 15 football boys 3-0 in their second outing at the CONCACAF Under 15 football championships held at the IMG Academy in Bradenton Florida, USA on Tuesday, August 6.

Belize’s new national team coach Vicenzo Anesse started with a most unusual attack formation of seven midfielders: Christopher Moro, Allen Castillo, Kevin Higinio, Anwar Cabral, Stiven Rivera, Eliceo Rosales and Genadi Castillo. Team captain Jordan Casanova anchored the defense along with Calvin Reid and Kendale Butler to help goalie Jose Hernandez keep a clean slate throughout.

It worked, for only 12 minutes of play had passed when Anwar Cabral played the ball into the box, and Christopher Moro was there for the right-away, right-foot shot into the net: 1-0!

Allen Castillo mounted an individual effort up the left sideline to splice shot past St Kitts’ goalkeeper Vibert Stephen at the 41st minute: 2-0.

One Vision…One People BILL OF RIGHTS The People’s United Party wants to share its vision with the Belizean people. It is rooted in a philosophy that goes back to the Father of our Nation the Right Hon. George Price. Mr. Price always believed ours was a work in progress; he led a revolution that is at its core peaceful, always constructive, progressive and uniquely Belizean.

These values remain true today and form a part of our PUP Creed. We are committed to the protection of our territorial sovereignty. We cannot, and will not risk even an inch of our beloved country, from the Rio Hondo to the Sarstoon. And we are committed to an accessible, fair and independent justice system and the rule of law in Belize.

The PUP will always seek to achieve social, economic and environmental justice. It is a commitment to the socio-economic improvement of all Belizeans. Our plan is to rid Belize of poverty. To the PUP, poverty is an ugly scar on our nation’s collective conscience, and no amount of cosmetic surgery can paste over the suffering of close to half of our people, most of them women and children, who live on less than ten dollars per day.

This is not only a task for governments. We all have a stake in this enterprise, but government must LEAD and bold leaders must show that they truly care. For us the task ahead is clear - to build a Belize that works for everyone, so that every Belizean should come to expect five things. This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth.

SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive.

THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education.

FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all.

FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder.

If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.

Since 2010, the now Minister of National Security showed that he could secure some things, in this case a scholarship. This was a good example of the need for that double-sided machete as it reared its ugly head. It was a missed opportunity.

Poverty began to increase under the Barrow administration. They promised accountability and good governance that would lead everyone to an imagined prosperity. The opposite is true. Wealth has trickled up to a few UDP’s. Sad and critical state of affairs in Belize.

It was since 2010 that Gapi started to show that he is not normal. Somehow he is still hanging even as he does not go to House of Representative meetings. He is ripe to be recalled but it seems that the law allows him to be as absentminded as he wishes. People were clear in their rejection of him at the Village Council elections this July 2019. He is heading for the EXIT.

Tilapia was a thing for Clear the Land and filling it with water. The Tilapia and Castro did not cooperate. Both escaped their commitment and now can be found everywhere including fresh ponds, cable, and bounced cheques. This poor man is poor enough to own Range Rovers.

Pablo Marin was looking out for his family since 2010. It is a travesty that he is STILL the Minister of Health because somehow he has funded his way to shaky wins.

Did you hear him in the August 7, 2019 interview? It was shameful for someone who is directly in charge of the health if 400,000 Belizeans.

Unconscionable Actions

By Gilroy Usher, Sr. “You can fool all the people some of the time and some of the people all the time, but you cannot fool all the people all the time.”- Abraham Lincoln Belizeans became outraged last week when a leaked memorandum from the Ministry of Finance dated July 29, 2019 revealed that government had given approval for the Ministry of Health to obtain a grant of $1.6M from the National Health Insurance Fund which is administered by the Social Security Board (SSB). Such approval was deemed for the brother of Minister Montero to construct a building in Belmopan to store medical supplies.

Due to the high cost of health services at home and abroad especially at private facilities, for decades, access to proper health has been a major problem in Belize.

Over the years this lack of finance has made hundreds of Belizeans to lose their lives or endure unnecessary pain and discomfort in their homes for long periods for illnesses that are manageable or curable.

The National Health Insurance plan (NHI) was introduced by a PUP administration about two decades ago as a safety net to ensure that Belizeans have basic access to proper health at an affordable price starting with Belize City. Under the plan qualifying patients make a co-payment of approximately 1/5 the cost of their medical care and the state pays the remaining 4/5 of the cost. Like Social Security, NHI was greatly welcomed in the country, and Belizeans look forward to its eventual rollout to the entire country.

To help ensure the sustainability of NHI, the law specifically states that although it is managed through the Social Security Board, NHI funds are separate from those of SSB and should be used specifically only for health projects such as accessing medications, medical professionals, and medical equipment.

Many government hospitals are without basic supplies including cough medicine or band aids, and Dangriga is in dire need of a new morgue after being without such functioning facility to preserve the bodies of tens of loved ones for almost a month . It’s those and similar other health concerns that qualify for use of NHI funds, not an overpriced building for politicians and their cronies to hustle tax payers money.

Instead of adding to the NHI

fund for its gradual roll out in the districts, the administration orchestrated a massive give away of $1.6M from that NHI fund and almost succeeded in pulling it off.

Including labour, $1.6 million can finance a concrete building with at least 14 large apartments.

That’s a massive structure. But the government hospitals and health centers across the country barely have medical supplies. All the medical supplies for the entire country can be stored in 25ft x 25ft room.

Had a patriotic Belizean not leaked that memorandum to the Opposi-

tion, the country and the Belizean people would have been the victim of another million dollar hustle.

Like the $8 million double priced Faber’s Rd., they probably would have built a building for maybe some $500,000.00 and told us the entire $1.6 million was used for its construction.

Diversion of funds is nothing new to the Big Boys in the capital city today. This same administration diverted $8M from the Kuwait Fund that was specifically for housing for marginalized Belizeans. That was done to try and improve its chances of winning the 2018 Belize City Council election with the construction of $8M Faber’s Road. They lost the election anyway.

When this latest MoH hustle was exposed, the land for the supposedly $1.6M building was already identified in Belmopan. The

building plans were all approved.

And the contractor for the project had already been chosen not through public bidding but through selective tender in which out of four tenders, the Minister’s brother was selected as the lowest and most qualified bidder.

Sham bidding in which nobody recalls the names of the other tenders.

Prior to the leak of that memorandum the raiding of NHI funds for construction of the storage building was considered a done deal. That’s because the administration controls the majority of the board members of SSB, and those particular individuals always do the bidding of their political boss in Belmopan regardless of how such decisions are harmful to the people and nation.

What unconscionable actions!

Dear Editor, When I heard Castro was meeting with the Bus Drivers Association I was happy. But the happiness was shortlived. All the Association was worried about was making money the easiest way. I want to suggest to them that great service also makes them money. THE COMMUTERS MATTER. I will be fair so let me say what they do well. The buses generally leave on time except on Sundays and if you live in an in between town or community. Also, they don’t bruk down as much as before. It still hurts when it happens as competing bus lines do not stop for you.

Back to negatives... when the buses bruk down there is no one informing the people. GIANT DISRESPECT. Same goes to traffic or police when they stop the buses for long periods.

We commuters wish to get to work/ home, every second counts.

Commuters are tired of the same old US rejected school buses. Yes there are a few bucket-seat type ‘greyhound’ buses but these are few and in between. It should be the other way around. I still wonder how the old green buses charge more and have the worse of attitudes amongst their conductors.

All the terminals in the country are badly kept. There are occasional upgrades but they could be better. If you look carefully you might notice what the upgrades are. People spend many hours of their lives there…come on.

In my humble opinion, ‘haad’ time breeds crime as we know and it also spurs the phenomenon of traveling further and further from home for our bread and butter(COMMUTING).

Some people spend 4 hours a day travelling. Calculate the monthly toll and it can be four times 20 days equals 80 hours. This UDP government will be long gone when this begins to take a class action effect on the health of our Belizean commuters. This health effect is most likely long term.

Let me close off... Better buses should decrease the toll on the human body and the health of commuters.

Since I am writing to a political newpaper...A Better government led by you all with Johnny as leader should be able to increase prosperity and decrease the need to travel so far. But I understand commuting won’t go away, it comes with modern day development...let’s get better buses even if you take some of the Caracol money to loan bus companies. Subsidize them. It is cheaper to help the buses upgrade than to pay the health bill in the next 20 years.

Bus Owners and government met for what again??

Imagine the commuters decide to NOT travel in your buses.

Mass immigration arrests in Mississippi CNN.COM US Immigration and Customs Enforcement officials arrested 680 undocumented immigrants at three Peco Foods plants, Koch Foods in Morton, PH Foods and Pearl River Foods Wednesday, according to a senior immigration official with knowledge of the investigation.

Peco Foods, Inc. released a statement Thursday confirming that the Department of Homeland Security was at three of their facilities in Mississippi Wednesday.

Those facilities were lo-

cated in Bay Springs, Canton and Sebastopol, the statement said.

Peco says they adhere to all laws and utilized the government-based E-Verify program to screen their new hires.

CNN has reached out to Koch, Pearl River Foods, and PH Foods and has not yet received a response.

Responding to criticism that the arrests of hundreds of undocumented immigrants fell on the first day of school and just after a deadly mass shooting targeting Hispanics, a US

The Wonderer EUTROPHICATION = NEW RIVER FISH KILL Are you wondering what this word means? Are you wondering where the Wanderer was all this while!

Are you wondering why the Wanderer is back? The New River Fish Kill brought me back. Fish killing has been occurring in Belize from when I came from school with a Master’s degree in engineering some 40 years ago. It was not common but already started to occur. Today fish killing is as common as murders in Belize. Whom to blame for both situations? ….

It’s us BELIZEANS. Yes da all a we!

Yes, we the common people are the worst polluters, along with the farmers, the industries (sugar and rum factories), the resorts, the boaters, the truckers and bus owners, the tour guides, the BEL, BTL, and especially BWSL. The mechanic shops, the Chiny restaurants, the Chiny stores, the gas stations, every one of us is responsible for fish killing and murders. I will talk about murders and the inefficient police and army next time. Today I will talk about us Belizeans being the worst polluters and getting worst day by day.

EUTROFICATION is a word I

learnt at school and I got very interested in it. It is just a process through which lagoons, streams/ rivers or sea become overloaded with nutrient rich water. When this happens large blooms of algae and aquatic plants occur, because its food and they are fed by the excess nitrogen and phosphorous. When the algae die, microorganisms in the water begin feeding on the remains as part of the decomposition process and consequently use up almost all the available oxygen in the water leaving little oxygen for fish and other aquatic animals, resulting in the suffocation or death of aquatic life. The sources of excess nutrients to the river system include agricultural runoff, industries, overuse of synthetic fertilizers, septic tanks, or sewage leaks and even erosion. Also, industrial waste and waste such as used oil, battery acids, effluent after boiling corn at the tortilla factory are harsh pollutants.

The government departments such as Fisheries, DOE, Forestry, Public Health, Agriculture, Bureau of Standards, Lands and Surveys all have some blame on the fish

killing. They are not working hand in hand trying to handle these issues as it should be. Inadequate/ incompetent people have been hired during the past years. Inadequate/incompetent ministers are also in positions along with inadequate/incompetent CEO’s.

Some or most of the professionals employed by the government are even afraid to tell the Ministers that what they are doing is wrong and contrary to the laws of our nation. The laws are there to be enforced, instead have you wondered why not? Think about it! Sometimes they even change the laws to suit their decision already taken. HAVE YOU WONDERED WHAT WE BELIZEANS SHOULD DO WITH THEM! Let them continue wandering till we deal with them. Soon!

BSI has some blame. For decades they have been trying to improve their treatment systems.

They still have to probably do some improvements in terms of temperature and Chemical Oxygen Demand (COD). Have you seen a google map of the huge agricultural zone that surrounds the new river after the bridge and especially before the bridge by the shipyard zone? Shipyard kills cows, pigs and chickens by the thousands. These animals produce a lot waste while living. What is done with it? When they kill and process them they produce even more serious waste.

Do they have special treatment systems? No! Because when I pass there I can tell by the horrific scent. The rum factories can produce some serious waste also. Are they monitored? Where the problem begins to get worst is near to one. Do all mechanics collect used oil properly? The boat engines also change oil and filters! Are the tortilla factories, that do not use Minsa, treating and disposing their waste properly? Are we Belizeans still dumping waste and littering our streets that end up in our waterbodies. Orange Walk Town is high

and when it rains everything goes to the river.

We the people are the worst polluters along with Belize Water Services Limited (BWSL). In this nation of ours about 95% of the nation use Septic tanks. All our septic waste end up in the water bodies. Septic’s do not treat “shit” water adequately. Have you seen our drains especially in our coast where wastewater is constantly flowing? Have you seen the Chinese restaurants and others directing their septic waste straight into the street drains? Septic waste is the largest direct human pollutant in this nation. Under the Laws BWSL should install a wastewater collection system along with their water systems in all communities they serve. Maybe 3% have sewer system. They are expanding and expanding water systems but no sewer systems. They must be pressured to comply with the law!

When you wander around like the wonderer you will see that it’s all of us Belizeans responsible for the fish kills around our nation. Eutrophication poses a serious problem not only to ecosystems, but to us humans who are responsible for it. We must all work together to reduce it and it should be a key concern when considering future policy and we must search for a sustainable solution for all of us. We must not point fingers because we are all to blame! WE MUST UNITE! Mother Nature is also to blame! She has not sent us rain as usual this year. If you wander around the New River, today there is no flow. The entire river is like a stagnant sewage lake until the rain comes and it will wash everything into the sea and then our reef. Have you wondered what next!

August 4, 2019 I bring to you greetings from our Beautiful Belize.

I am happy to join you here in this great Midwestern City of Chicago I also bring to you greetings from the People’s United Party and from our leader who will be the next Prime Minister of Belize, the Hon. John Briceño.

Yesterday, we were all scared when we learnt of the near fatal accident that involved our Party Leader and his driver.

We are thankful that they are both alive and will have full recovery; although, our Party Leader will be in bed for the next three weeks. So it is truly a special day to give thanks to our Creator for his many blessings and mercies.

My friends no matter where on this planet you find us, a smile brightens our face when we hear our beautiful creole language and those very special words of greetings and salutation.

So I say to you today: Hey! Weh di go ahnn!

Long time no see!

Master of ceremonies, Distinguished guests, Members of the Organizing Committee for today’s events, Ladies and Gentlemen, My fellow Belizeans.

A few days ago, our party leader in his weekly message talked about the importance of the month of August. You see, August 1st is commemorated across the English-speaking Caribbean as Emancipation Day. A day that ended the greatest form of human cruelty that one race has ever committed upon another—slavery. It is also the month in which that great Caribbean hero Marcos Garvey was born. He helped to sow the seeds that saw the birth of our Nationalist Movement. August then is a month Belizeans must always treasure.

And while there are scars and pain from the past that continues to affect us even today; in spite of all that was done to us, we can still say, “look at what we have accomplished.” Not as one race or one class of people, but as one human family.

Still, even as we acknowledge how much was accomplished, we must also face the fact that a lot more critical work is yet to be done.

For this reason, the Party Leader wants you to know how much we wished you could have been a part of the referendum process to determine whether or not we should submit the Guatemalan claim to the International Court of Justice. However, while every member of the PUP voted in favour of allowing the diaspora to participate in this once in a lifetime vote, we were not in the majority, so our resolution was voted down.

The referendum is over, the people of Belize have spoken and now we must all work together to ensure that we are fully prepared and ready to legally defend every square inch of our territory, be it land, sea or river.

John Briceño also wants me to tell you, that as much as you love your lives here in Chicago or wherever else you live in these United States, that Belize will always be a place you can call home.

For this reason, the last PUP administration made laws to allow for Belizeans to repatriate home with certain privileges and exemptions. Those laws remain in place and to date thousands of Belizeans have returned home. I promise you that the next PUP government will revisit the law and look at ways we can do more to help Belizeans who want to come back home do so with all the support and assistance we can provide.

Over the coming months, the Party Leader will be launching his diaspora tour, his tour will bring him to cities like Chicago where he will lay out for you his ambitious plan for Building a Belize that works for everyone. See back home we know that there is too much crime and violence. We know that too many of our young people are dying in the streets. We know that poverty is our greatest concern and we know that corruption and incompetence is holding back our national development.

We believe our people deserve better.

Belize is still beautiful but there are systemic problems that we must confront, and we know you want to be a part of the work to find solutions to these problems. That is why the Party Leader will come here and discuss his plan, listen to you and hear your ideas, because we believe the work to build Belize will require all hands on deck; and, we know that here in Chicago are some very bright Belizeans with amazing talents and even more amazing ideas, so we want you to be a part of our work.

Yes, his plans are bold, after all he intends to reduce poverty by half in 10 years. He also intends to cut our trade deficit by half in ten years.

He is convinced that when we do these things, we can have full employment for women and young people. We believe employed citizens and properly educated young people will have better opportunities and so indeed we can achieve citizen security. These are the corner posts of his plan; these are our Party’s goals and we know that together we can achieve them And so, as we gather here today, in this beautiful place, let us be optimistic about the future.

Let us speak our creole and halla gyal and bwai at each other.

Laugh and hug up one another like we do back home.

Let us dance punta and brukdown.

Mek we eat we tamales, and rice & beans.

And, let us always remember, we can do these things today because of what our grandparents and great grandparents sacrificed yesterday. But more so because of how it warms our heart when we proclaim that ‘wi baan deh’ and that we are proud to be Belizean.

From all of us at home, to all of you here in Chicago, let me extend an invitation to you to join us in Belize and, especially in Orange Walk, next month as we celebrate the 38th Anniversary of our Independence.

THINK ABOUT IT THINGS GET WORSE Mentally disturbed persons and their families have just been handed bad news. The police will not be responding to any calls from family members or friends or neighbors to please come to help detain a mentally ill person. This new decision of the police started leaking out over the past two to three weeks when the police began refusing to respond to calls for assistance. They tell families, ‘it is written instructions from Belmopan.’

The instructions, as we understand it, is that only the psychiatric nurses can call and the Police will meet them at an address or detain a mentally ill person at a Police Station and the nurse will attend to that person.

Sounds reasonable?

Try calling the psychiatric clinic and see how long it takes for a nurse to be located.

Worse than that, this new Police “protocol” only applies 8:00a.m. to 5p.m. from Monday to Friday. The nurses are not available outside normal working hours and will not respond to families on weekends and holidays.

Incredible!

None of the Police stations we contacted in Belize City have the names or numbers for any of the few nurses working at Port Loyola Clinic or the Cleopatra White Clinic. The Police are not even provided with a list of mentally ill persons in their areas. Life just keeps getting harder for the poorer classes who cannot afford to call a doctor or nurse for their family members when their family members are having difficulty with mental illness.

And the Ministry of Health is so busy trying to rip off Social Security monies they couldn’t care less if the Police completely wash its hands off a very serious problem that needs the law enforcement officers.

LIES AND MORE LIES Utter incompetence or playing the fool with the people. How else to describe the latest saga of BTL apparently collecting fifty million dollars of GST monies from the public and keeping it for themselves.

When this major scandal broke, GST decided not to comment to queries from the media. A position which is absolutely unacceptable. BTL, of course denied owing monies to GST. They have not produced any receipts or documents to confirm their position. Is anyone surprised?

The Prime Minister, like BTL, denied monies were owed, but again could not produce any documents. It should be remembered that the Prime Minister had appointed his son to be in charge of BTL and the period for which these large amounts are missing cover the period his son was in charge of BTL. When any scandal involving government is exposed, the government would usually engage in causing a distraction or claims it is investigating or conducting an audit. (In the case of Guatemala’s takeover of the Sarstoon River, the government has claimed it is sending protest notes since 2015).

The Prime Minister’s response to the BTL/GST fifty million dollars scandal was to say there will be an audit of BTL. What the heck! Fifty million is in question and the object of another major money scandal and that is the best response from the Minister of Finance and the Head of the country.

Now we have the UDP Reporter newspaper quoting Net Vasquez, Chairman of BTL stating no audit is being held. And the Financial Secretary saying an audit is underway.

O what a tangled web the PM weaves because he is out to deceive.

BELIZEAN KARAOKE Credit where credit is due. Big respects to Channel 5 for promoting every year, young talented Belizean singers. It is so encouraging to see our positive young people showcasing their pride in their abilities.

Each week Bliss Institute is packed with appreciative supporters. There is also a huge TV audience/spectators eagerly tuning in each Tuesday night.

Channel 5 can also take pride in its pioneering show for which over the years, some of these contestants have emerged as national singing stars. Channel 5 is the only local TV station that puts in the extra work in producing several local shows which encourage young Belizeans to display their talents. Channel 7, for example, produces no local shows whatsoever. None. Neither does the “government station” Love FM, lol.

Here’s a thought. There should be a segment on the Tuesday shows which is devoted to Belizeans music exclusively. The songs must be written by Belizean. This is how we will fully develop local song writers and poets to address their creativity is this field.

Singing a song in imitation of foreign artists is okay, but singing our own lyrics is a whole new level.

TONI MORRISON One of America’s greatest modern writers has passed away. The lady who said she wanted to read a particular kind of book, and couldn’t find it, so she wrote her own. “The Bluest Eye”.

She also wrote Tar Baby; Song of Solomon; God Help The Child and other great stories with insights into human experience.

Toni Morrison left this earth on Monday at the age of 88 years. There is an outpouring of love from the black communities of the USA for her.

PUT JACKIE IN CHARGE There is a doctor Allen and Mr. Cho who are in charge of the Ministry of Public Service.

They are a disaster. One doesn’t know what he is doing and doesn’t care. The other is too smart and arrogant for his own good. They are bad news for the public service. Their decisions are arbitrary, personal and at times political.

Public Officers are supposed to be protected from the whims and fancies of senior officers and politicians. Hence the reason the law sets up a Public Service Commission, of reasonable and knowledgeable persons. But these two rotten tomatoes have found a way around presenting factual information to the Commission resulting in much unfairness and wrong decisions.

Public Service Union activist and trained attorney Jacquelyn Willoughby should be appointed CEO in the Ministry of Public Service.

For once in his long and disastrous reign, the Prime Minister should do something for the public officers. Send doctor Jeckel and Mr. Chide somewhere else.

THEY POISONED OUR RIVER When Moses was fighting and trying to frighten Pharaoh into freeing the Israelite slaves, he managed to turn the Nile River red.

But a yellow river? This must be a sign that Dean Pharaoh Barrow has displeased the Lord our God. A river turned yellow. Greenish, toxic, polluted. That is what has happened to the New

River which flows past Orange Walk Town.

It is a disturbing testimony to the slackness and incompetence of the government.

The Minister, his CEO, the environment department, all sat on their butts while a river run yellow.

Doesn’t the Ministry know that BSI is dumping its unhealthy waste in the river? Don’t they carry out monthly inspections? Of course not.

Are there other smaller factories dumping their waste in the river? Of course. Does the officials carry out regular tests? Of course not.

Oh God, how much longer shall your people wait before you rid us of these ungodly ruling politicians? Your people suffer. Even your clean creation is being destroyed.

“By the rivers of Belmopan, where we sat down, and there we wept, because of the politicians” CHINA China is the biggest giant in the whole world. Its population is one Billion, three hundred million people. The USA, (population 350 million people) quite correctly considers China its greatest rival. When the British government in 1998 was forced to return Hong Kong to China. A lot of Hong Kong citizens were worried. This is because Hong Kong is a capitalist country and China is a communist country. The British government forced the Belize government to sell Belizean passports to people from Hong Kong and also from Taiwan.

Taiwan belongs to China, it is protected by the USA. Taiwan wants to remain independent and has been spending monies on a handful of countries to support her. The British has forced Belize to become one of those countries supporting and taking monies form Taiwan.

Taiwan is between a rock and a hard place. It cannot compete with China. Its protection from the USA is becoming a liability because white people in the USA are increasingly racist and militaristic. This is turning many more countries against America. Even inside America, black people and Latino are waking up to the real situation of white people.

Having said the above. It is interesting to note a recent development. China invited elected area representative Kareem Musa to visit. This is not a coincidence.

China would consider the corrupt UDP as a Taiwan/British puppet. And a liability. Plus the British and America love corrupt governments. Additionally, the UDP has been misusing Taiwan money. Millions of dollars have been donated by Taiwan to the UDP Government which have been stealing and wasting these monies. The Belizean people are not benefiting from Taiwan donation.

The people will turn to China and abandon Taiwan if Taiwan does not stop giving monies to the corrupt UDP Government.

Kareem’s visit to China is a golden opportunity for Belizeans to engage in a national discussion on the issues of Taiwan and the mighty giant call China.

SCOTIA SCOTIA Bank is leaving Belize. That’s what the smart money people are saying.

We are poring over the financial reports of the Central Bank on the monies of the remaining banks. Intriguing! Most intriguing.

Guatemala: Candidates Wrap Up Campaigns Ahead of Runoff Vote Published August 5, 2019 Guatemalan presidential elections’ will take place on Sunday 11, with center-left Sandra Torres leading the race.

Guatemalan presidential candidates center-left Sandra Torres from the National Unity of Hope Party will close her campaign on Aug.9, while -wing Vamos party, Alejandro Giammattei, held a closure event on Sunday as they ready themselves for runoff elections to be held on Aug. 11.

Torres, the former first lady who divorced her husband to be able to run for president in 2011, is running for the third time. She said that her program will benefit the Campesinos, the elderly, and the children.

“I want to be the first woman president, I want to work for you,” said the center-left candidate who also criticized the outgoing president Jimmy Morales’ administration and called him “an incapable.”

“Guatemalans should not waste their votes on another candidate who doesn’t know the needs of the people,” she added, pledging to create jobs during her four years in office.

The candidate further promised to respect the people’s decisions regarding mining and criticized her opponent’s position on the matter.

“If you don’t want mining, we will say no to mining, we will respect what you ask for,” she said adding that while she rejects the industry, “the other candidate has already planned to engage with mining projects.”

Another of Giammattei’s proposals will consist of taking control of the prisons, where he intends to put the inmates to work.

“They are going to work for us,” said the candidate who has also vowed to reinstate the death pen-

alty.

Giammattei finally indicated that his administration will target crime, and that gang members will be treated as terrorists. “We are going to attack crime like as it has never been done before,” he said.

At the end of his campaign, Giammattei criticized his rival, Torres pointing to her as the best way to return to the past and to old politics.

Reliable sources have confirmed that several prison guards who works at the Belize Central prison as well as inmates who took part in a violent riot and hostage situation are recovering from varying degrees of wounds received. The riot reportedly happened sometime around 11 on Wednesday morning in the recreation area of the Tango 11 building.

According to reports 10 inmates who are supposedly a part of a gang decided to riot because they are unhappy with the arrangements that were recently made for their prison cells. We are told the inmates held some of the prison guard hostage and took away keys and other personal items. After 20 minutes prison guards along with assistance from other inmates who did not take part in the riot were able to bring the situation under control.
