Belize City, April 5, 2017 It is the most incredible thing heard in recent times where the UDP has mastered the incredible, unbelievable and unacceptable. Patrick Faber, the Minister of Education, Deputy Prime Minister and boy who wants to play dress-up as Prime Minister, announced that he plans to take ONE MILLION DOLLARS of taxpayer monies to pay teachers who did not participate in the October 2016 strike, for whatever reason.

Faber, known for his pibil pork tacos and rum fest using Petrocaribe monies which we will have to pay back, is up to his old tricks, playing a political Easter Bunny this time. If it were his money filling those red Easter baskets, it wouldn’t be a problem.

But Faber proposes to use OUR money to reward those teachers he believes are supportive of his government.

The People’s United Party, the BNTU and the CWU have come out swinging against the vindictive, facey UDP for what is an unabashed and blatant act of union-busting. The petty Faber is following in the footsteps of his leader in what is no

that the US has informed the Prime Minister of the cancellations, and has offered as a courtesy, that if those Ministers must travel to the US to represent the country on official business, the Prime Minister may write a letter requesting permission and providing details of that trip.

Minister of Defence John Saldivar’s name has come up in the Immigration scandal and he has indeed served as Minister of Immigration, so his alleged sanction by the US comes as no surprise. Neither are reports that the Visa of his sister and former CEO of Immigration, Candelaria Saldivar, has also been cancelled. Saldivar appears to be the proverbial hot potato, since we understand that US Visas held by his close associates and ‘run-men’ Jason Neal and Douglas Grant have likewise been cancelled.

It is no real news that there has been mass cancellation of Visas, as those reports have been circulating for some time. friends and acquaintances of San Ignacio and Esperanza have only compliments to share of his character. He was described as a kind and patient man who served the community faithfully at several of the Baptist Churches in the twin towns of Santa Elena and San Ignacio. He eventually retired and passed the management of the church over to his son.

Alexander Crawford, a close friend of retired Pastor Bardalez told the press, “He was always a peaceful man going to his plantation coming back and forth. He didn't bother with anyone. He was a very nice man to everyone in the village... I don't see why anybody would do him anything. He was a teacher at Listowel. He was very nice to people. I didn't find any fault with him.”

Mayor Earl Trapp has also remembered him fondly saying, “I have known Mister Bardalez for many years now… he has been [an] exemplary and outstanding citizen of this town. I know that he has been a part of the Baptist Church and he pastored several services as well.

There is no known motive for his apparent murder, but there are indications that he did have problems with persons going to his farm and stealing his produce. It is believed that in his final moments, he was picking tamarind.

The Belize Times has been unable to determine why UDP Minister Anthony Martinez has allegedly been banned. Sources say that it could be his sudden, unexplained wealth. Late last year, when questioned about that wealth, Martinez stated, “I have a product…I don't know how much people have a product like that…"

Vega’s ban, if our source is accurate, certainly comes as no surprise for a variety of reasons, not the least of which are his alleged ties to certain organized ‘business-men’ in Mexico.

According to sources in government, the US has so cracked down on Belize as a result of the Immigration corruption black-eye, that even those who travel for courses or training must first agree to cancel their Visas, at which point they are issued one-entry Visas to cover the duration of the course or training.

Prime Minister Dean Barrow has so far steadfastly refused to admit, at least publicly, that his Ministers are guilty of corruption in any way other than optically. The Belize Times will continue to follow this story, and pay particular attention when these Ministers are called to answer to the Special Senate Select Committee when it reconvenes after Easter.

BNTU Condemns Faber for Blatant Union-Busting Wednesday, 05 April 2017 Minister of Education, Hon. Patrick Faber nonchalantly announced Monday, April 3rd that in consultation with the Prime Minister, they agreed to “set aside 1 million dollars” to be divided among teachers who turned up at school for the four days of make-up time during the Christmas break. Those would likely be the same teachers who chose to turn their backs on the Belize National Teachers’ Union (BNTU) when it called its members and non-members to strike for their delayed salary adjustment and good governance matters.

Minister Faber noted, “as I've always said to those who advocated for us to simply pay the teachers that were on strike, it is not as easy as doing that.

There were those teachers who diligently went to work throughout the 11 days of the strike and then there were those who, of course, went in January when the ministry along with the managing authorities of schools agreed on those…So while it is we cannot pay compensation fully for those teachers who attended school on those days, we thought that it would be important for us to give some kind of honorarium to those teachers.”

The School Managements are currently submitting the names of teachers who are to benefit so they are paid before the Easter Break.

The BNTU has reacted with a stinging rebuke calling it union busting while it urges teachers to reject the money and asks school managements to request that the money be given to them instead for improvement of buildings

During an interview, BNTU President Luke Palacio affirmed, “our position is, was and continues to be that you are paying teachers who did not go on strike, because you want to weaken the BNTU." Palacio further pointed out that “all teachers were paid. Those teachers who did not go on strike for whatever reason were also paid and they were not working at school because most of those schools were closed and if they were open, very, very few children were at school. So what are we saying? We are going to pay people for doing nothing? The Minister of Education consistently says that he is not about punishing the BNTU but that is exactly what he is doing, trying to punish the BNTU for standing up for this country.”

In a time of deep economic recession, the GOB had to present an austerity budget of over $80 million in new taxes and almost $60 million in spending cuts for the Police Department, the Fire Department and the Food Pantry Program. Yet, less than two days after the start of the new financial year, we have our very first supplementary allocation. The truth is, Parliament never approved $1 million for this purpose, and if it is not a supplementary allocation, then it’s revealing that this kind of fat exists in what was supposed to be a lean budget.”

The PUP calls it a sad day when the Government is openly trying to divide the teachers, stating that “As a people we have to remain ever vigilant against this kind of divisive tactics.

What the BNTU and its teachers did in October of last year have and will benefit all teachers, public officers and the nation at large for many decades to come. We remain ever thankful to them for standing up on behalf of all the people of this nation.”

Questions to Ministers

Would the Member for Queen Square and Prime Minister please say which Ministers in his Cabinet have had their Visas cancelled by the US? Can he also confirm or deny reports that for those Ministers to travel on official business he has to write a letter requesting that they be allowed to enter the US for a very limited period of time?

Would the Member for Queen Square and Minister of Finance please say where the $1MILLION to be gifted to teachers who supported the UDP instead of their union and country will be coming from, since it was not allocated in the Budget?

Would the Member for Collet and Minister of Education please say how many teachers will benefit from the $1MILLION gift which he is giving them out of taxpayers’ money? Could he further say if he is confident the expenditure is justified, considering that Belizeans were just subjected to increased taxes because the government is broke?

Would the Member for Belmopan and Minister of Defence please confirm or deny reports that his US Visa and that of his sister Candelaria have been cancelled? Could he further explain why the Visas of two of his associates, Douglas Grant and Jason Neal have also allegedly been cancelled?

Would the Member for Port Loyola and Minister of his own development please say exactly how many houses and properties he owns since entering politics? Could he also say if he would be willing to provide a list of his real assets now, even those which he has placed in the names of family members?

Would the Member for Port Loyola and Minister of his own development please say if he is able to travel to the US, or if his Visa has also been cancelled? If it has been cancelled, would the Member be willing to say why, since his name has not come up in the Immigration scandal?

Could he say if he is aware of other crimes for which he is being investigated by the US? Would the unelected Senator, Prime Minister’s puppet and current Minister of Natural Resources please update Belizeans on the status of the investigation into the compensation scam which took place under the watch of her colleague, Member for Orange Walk North Gaspar Vega?

Guess this fool wasn’t satisfied with spending our money on pibil tacos and rum in Corozal. Now he wants to take a million dollars and give it out to those few teachers who remained loyal to the UDP through the strike. Can you say political suicide? What a moron. Trust me when I say that this one isn’t going to go down easy like Sunday morning. No way. Things are just too hard right now with the cost of everything going up for this jackass to decide to take a million dollars to go hand out to political flunkies. That’s not his money to take. It is our money. He better get the sense quick, fast and hurry.

Can anybody explain why BTL is a Belizean company which WE have to pay more than half a billion for but the UDP is hiring only foreigners to manage it? Hell, when that good old villain Lord Ashcroft was there, more Belizeans held management positions.

The company has now announced that its new CEO is a foreigner. We’re being told that there are 13 foreigners in executive management positions, with five more on the way. Currently, only two Belizeans hold top positions in this Belizean-owned company… owned by all of us, they say. Something’s not quite right at the old dinosaur…just saying!

Could somebody also enlighten me as to why there is a new surgical ward at the Corozal Community Hospital, opened with all fanfare and streamers and a painful address from Pablo…but there is no surgeon or surgical team to use it? WTF! So check this out.

The doors are kept locked and the only time it is ever used is when visiting medical teams need a place to work. That’s some seriously stupid shit. Anyway to add insult to injury, the last time some doctors visited from the US and the doors of the surgical ward were opened, somebody had decided to borrow the standby generator.

LOL. Guess whoever that is figured nobody was using it anyway.

Doug…

Since I’m in an inquisitive frame of mind this week, could somebody explain why the Chairman of the SSB, Doug Singh, is handling the purchase of SSB-held properties in his capacity of director/owner of Century 21? There’s this property on Caye Caulker which was held by the SSB and sold through Century 21. I hear Doug asked for his commission in cash but he was outvoted by the Board. Then there’s the old SSB building in Corozal, which was handed over to Century 21 to sell, guaranteeing the Chairman of the SSB a huge commission on that sale. And we hear about so many of these deals. This shit seriously needs to stop. Everywhere we look the privileged UDP rich are getting richer while the rest of us sink deeper.

Oh John…

Oh my word this one was too good to pass up, so here goes. You all know bout John Saldivar and Dougie, right? Those two have been as cozy as gigantic peas in what has to be a frigging HUGE pod. Anyway so these lovers have quarrelled and apparently not even Ms. Jenny can fix that shit. Word to this devilishly handsome scribe is that last week John Boy and Dougie got in a spat in Griga which led to a bitch fight, so to speak, and that led to Dougie being put out of John Boy’s ride in Pomona. So then, what happened is that Dougie allegedly jumps on the Bandits bus heading back to Pan from Griga and starts bad-mouthing his putrescent, corpulent boss and somebody recorded it. And that was all she wrote. By the next morning Dougie was relieved of all his cheerleader duties for the Bandits, all his cute uniforms taken away, and then it got worse.

Word to this awesomely talented writer is that Dougie has also been relieved of his military liaison position under John, no pun intended.

YUCK. Anyway, not to be distracted, Dougie has supposedly been sent back to the doldrums of the Press Office, from whence he came. Hope John Boy knows what he’s doing, because I hear Dougie is all set to sing like the proverbial fat lady, or plump canary, whichever fits.

This one’s going to be interesting, folks. Better grab that popcorn and coke.

Out West…

Things are getting very, very interesting out West, where Mayor Earl Trapp and the rotund, dysfunctional Rene Montero are engaged in relatively open warfare. Last I heard, Montero was pushing for John August to replace Trapp in 2018. That’s still the plan, except that August is caught up in his own personal woes over a pesky child maintenance matter for which he has been taken to Court. Anyway, Trapp is trying to sweet up Montero, so he awarded the construction of the new Town Hall building to Rene’s brother Roly, who apparently is now not only a privileged car dealer who gets to supply overpriced vehicles to GOB departments, but is also a contractor. There are two words which are being used more and more in conversations including Rene and Roly…MONEY LAUNDERING. When the shit hits the fan, remember you heard it here first.

There are a couple of absolutely appalling videos which have now gone viral, and with good reason. These videos show Police Officers, members of the somewhat elite Quick Response Team, using their weapons in dangerously reckless fashion. One officer, whom we have learned was actually off-duty, fires his weapon on the ground at the feet of persons massed outside the park near the Police Station in San Pedro. In the process of his wild, wild West display, he injured four persons due to ricochet. We are told that one of them may lose his eye, and we hope that does not come to pass.

That same officer then snatches up a shotgun and aims it indiscriminately at the crowd…not in the air, but at the heads of persons in the crowd. Another officer, during this same time, grabs out a weapon and points it at a person standing around. Eventually he would holster his weapon and hit an observer in the face.

While that was certainly bad enough, another video shows the incident which led to this reckless endangerment of human lives. It is sickening. In that shocking footage officers are attempting to restrain a woman who is screaming at them to leave her alone.

She is thrown to the ground and hit and roughed up by multiple officers. One of them even kicked her in the head for good measure.

There is something else telling in that footage. While officers are holding weapons and one of them is even discharging his and acting the fool, nobody in the crowd is backing off, even slightly. A shotgun pointed at your face by an officer who seems not the slightest bit in control of his faculties must be an unsettling thing. But there is the very real sense that the crowd, incensed at the time by what they are seeing, needed only the merest excuse to rush the officers. That would certainly have resulted in multiple casualties and a situation which nobody wants to envision.

As a people, there is very real, tangible frustration which has been building for the longest time. It is frustration with the constant struggle to make ends meet, the struggle to put food on the table and the struggle to take care of our families when the obstacles in our way seem insurmountable. It is frustration with our leaders who live lives of wealth and privilege, riding around in their fancy SUVs and living in mansions while normal Belizeans can barely get by. It is frustration with the corruption of our politicians who steal from us to make themselves and their families rich, then turn around and tax us so that we pay for that corruption. It is frustration with the Police higher-ups who have become little more than handmaids to the politicians, there to serve and protect those politicians, and not us normal Belizeans. It is frustration at watching UDP-connected Belizeans break the law with impunity.

As I write this, the Commissioner of Police, a political handmaid of the highest order, has decided that he will shake up things in the Police. So what he plans to do is to relegate Chester Williams, the Southside Commander with the highest success rate, to a desk job at the Professional Standards Branch. He has decided to pad his high command with those who are loyal to him and can be manipulated to protect politicians when it is necessary, and it is so unceasingly necessary these days. The Commissioner’s reshuffle has no basis in common sense, just in self-preservation and politics. This will be a source of tension within an already hopelessly divided Department which is shaking on its foundations.

This Barrow administration is the most corrupt in the history of our nation. There are ministers who are criminals and thugs. There are many, many actions which should have been investigated by the Police, and charges which could and should have been laid. It is crystal clear that under this Commissioner, all UDP politicians will enjoy carte blanche where criminal actions are concerned. That has got to be a source of frustration to those officers, those good officers who believe in right and wrong and who have integrity.

What we saw in San Pedro this past weekend is a Belize Police Department out of control, led by a man who is fixated on brown-nosing his political bosses and couldn’t be less concerned about a decent, honest, responsible and serious Police Department.

Neither the Commissioner nor our politicians care about crime, as long as it doesn’t come knocking on their doors.

What we saw in San Pedro is a people filled with rage at the abuse and the advantage taken of them by those who are charged with our protection. What we see behind the crime overtaking our nation is a lawlessness without control. Things will not get better anytime soon, unless things change in a very significant way.

It is inevitable. That frustration will boil over and consume those in its path. It is only a matter of time.

Estos vídeos muestran policías, miembros del equipo un tanto elite de Respuesta Rápida, usando sus armas de manera peligrosamente imprudente. Un oficial, quien hemos averiguado estaba realmente fuera de servicio, dispara su arma en el suelo a los pies de las personas que se congregaron afuera del parque cerca de la estación de policía en San Pedro. En el proceso de su muy salvaje show del oeste, él hirió a cuatro personas debido al rebote. Se nos dice que uno de ellos puede perder un ojo, y tenemos la esperanza de que eso no suceda.

Ese mismo oficial luego agarra una escopeta y apunta indiscriminadamente a la multitud... no en el aire, pero hacia las cabezas de las personas en la multitud. Otro oficial, durante este mismo tiempo, coge un arma y le apunta a una persona que está en los alrededores.

Eventualmente él enfunda su arma y golpea a un observador en la cara.

Mientras que eso indudablemente ya era suficientemente malo, otro video muestra los incidentes que condujeron imprudentemente a poner en peligro vidas humanas. Es repugnante. En ese escandaloso metraje los oficiales están tratando de inmovilizar a una mujer que les está gritando que la dejen en paz. Es arrojada al suelo y golpeada y maltratada por múltiples agentes. Uno de ellos incluso le propinó patadas en la cabeza en gran medida.

Hay algo más que relata ese metraje. Mientras oficiales sostienen armas e incluso uno de ellos descarga el suyo haciéndose el idiota, nadie en la multitud está haciéndose para atrás, incluso ni ligeramente. Una escopeta que te esté apuntando a la cara por un oficial que no parece en lo más mínimo en control de sus facultades debe ser algo inquietante. Pero el sentido real que se percibe es que la multitud, indignada en ese momento por lo que están viendo, necesitan solamente la mínima excusa para tirárseles encima a los oficiales. Sin duda esto habría dado lugar a múltiples muertes y a una situación que nadie quiere imaginar.

Como pueblo, hay frustración real, tangible, que viene aumentando desde hace mucho tiempo. Es frustración dada por la lucha constante para sobrevivir, la lucha para poner comida sobre la mesa y la lucha para cuidar de nuestras familias cuando los obstáculos en nuestro camino parecen insuperables. Es frustración con nuestros líderes que viven vidas de riqueza y privilegio, montando sus SUVs de lujo por todos lados y que viven en mansiones mientras los Beliceños normales apenas pueden subsistir. Es frustración con la corrupción de nuestros políticos que nos roban y se hacen ricos, ellos y sus familias y luego dan la vuelta y nos imponen impuestos para que paguemos la corrupción. Es frustración con la jerarquía de la policía que se han convertido en poco más que siervas de los políticos, prestos para servir y proteger a esos políticos y no a nosotros los Beliceños normales. Es frustración de ver a los Beliceños UDP bien conectados quebrantando la ley impunemente.

Mientras escribo esto, el Comisionado de Policía, una sierva política de primer orden, ha decidido sacudir las cosas en la Policía. Así que lo que él planea hacer es relegar a Chester Williams, el comandante de la zona sur de la ciudad con mayor tasa de éxito, a un trabajo de escritorio en la Oficina de Estándares Profesionales. Ha decidido acojinar a su alto mando con aquellos que son leales a él y que pueden manipularse para proteger a los políticos cuando sea necesario, y esto es incesantemente tan necesario estos días. El rediseño de la Comisaria no tiene base en el sentido común, sólo en el instinto de auto-conservación y la política. Esta será una fuente de tensión dentro de un departamento ya irremediablemente dividido que se sacude en sus cimientos.

Esta administración Barrow es la más corrupta en la historia de nuestra nación. Hay ministros que son criminales y granujas. Hay muchas acciones que debieron de haber sido investigados por la policía y cargos que podrían y deberían haber sido hechos. Es claro que bajo este Comisario, todos los políticos UDP podrán disfrutar de una carta blanca cuando se trata de acciones criminales. Esto tiene que ser una fuente de frustración para los oficiales, aquellos buenos oficiales que tienen conciencia y sentido del bien y el mal y que tienen integridad.

Lo que vimos en San Pedro este fin de semana es un Departamento de Policía de Belice fuera de control, dirigido por un hombre que está obsesionado con ser lameculos de sus jefes políticos y que no tiene la menor preocupación sobre un departamento de Policía decente, honesto, serio y responsable. Ni el Comisario ni nuestros políticos se preocupan por el crimen, mientras no les vaya tocando a sus puertas.

Lo que vimos en San Pedro es un pueblo lleno de rabia por el abuso y la ventaja tomada por aquellos que se deberían encargar de nuestra protección. Lo que vemos detrás del crimen que está envolviendo a nuestra nación es una anarquía sin control. Las cosas no mejorarán pronto, a menos que las cosas cambien de manera muy significante.

Es inevitable. Esa frustración va a derramarse y consumirá a aquellos en su camino. Es sólo cuestión de tiempo.

TWO DIE IN DEADLY FLIP ON THE PLACENCIA ROAD Tuesday, April 4, 2017 14-year-old Waresi Flores was to sit the PSE along with thousands of primary school students on April 3rd but he never made it to the examination room.

The previous evening, on Sunday April 2nd he and thirteen others (including 7 teenagers and an 8-year-old) were crammed into a black Ford Ranger pick-up traveling on the Placencia Road. Tragedy struck near mile four when the vehicle being driven by 24-yearold Sandra Martinez flipped multiple times flinging all the passengers across the shoulder of the highway. Waresi would die at the scene while 18-year-old Deshawn Taylor succumbed at the Southern Regional Hospital while receiving treatment.

Several of the 12 other passengers had to be transported to the Karl Heusner Memorial Hospital.

They are 18-year-old Ervin Santos who suffered head and body injuries and 20-year-old Misty Powell, 16-year-old Aisha Ramirez and

27-year-old Guillermo Martinez who suffered varying degrees of injuries. They were admitted to ward in a serious condition.

At least two others were released from the hospital shortly after the accident.

The fatal incident shocked Dangriga, the hometown of the two deceased teens and those who happened on the scene immediately after. According to onlookers, it was one of the worst accidents ever witnessed

with injured persons strewn around and a couple persons clearly having trouble breathing. The injured crowd had to be assisted by others who happened upon the scene.

Sandra Martinez, who it is believed was speeding when she lost control of the two-door pick-up has been served with a notice of intended prosecution.

Both she and her young son remain hospitalized.

Waresi’s parents expressed

shock at the manner in which the 14 people were traveling. His absence was greatly felt at Solid Rock Christian Academy where he was a well-loved and promising student aspiring to become a mechanic. Two other children from the same school received minor injuries as well and the students had to receive counselling as a result of the horrific tragedy.

In the case of the outgoing Deshawn Taylor, her father, Robert Taylor is devastated as he says he denied his daughter permission multiple times to go out that evening cautioning that because it is Lent season, “the devil busy.” He saw her walk away with a small bag believing she was headed not too far and certainly not on the road. The next thing he knew she was at the hospital.

He shared that two years ago, one of his nephews died at the same deadly curve.

The Dangriga Town Council organized for the evening of Wednesday April 5th a candlelight vigil for the two teenagers who passed away.

CAPTAIN FRANCIS USHER RECEIVES HIS WINGS

Kingston, Jamaica 31st March 2017 After more than 15 months training, today BDF Captain Francis Usher received his wings at the Graduation Ceremony of the Caribbean Military Aviation School (CMAS) located in Kingston, Jamaica at the Jamaican Defence Force (JDF) Air Wing, Manley Base.

The Wings Course at CMAS is divided into three phases: (1) Primary Flight Training, (2) Primary Flight Training Extended and (3)Multi Engine Training from which the candidates earn military wings. Special Guest Speaker was Major General Rocky Meade, who became Jamaica's 3rd Chief of Defence Staff and 11th Head of the JDF on 1st December 2016.

Not only did Captain Usher earn his wings, but he also did the BDF and Belize proud by excelling in the course and receiving the Commandant's Award given to the top pilot throughout the course.

Captain Usher has been a member of the BDF for almost nine years after graduating from the United States Air Force Academy in Colorado Springs, Colorado and receiving his commission. He served 4 years as a Platoon Commander at Hotel Company 2nd Infantry Battalion and will now be posted to the Air Wing.

Attending the ceremony were his brother, PUP Chairman Henry Usher, cousin Victor Zabaneh, Jacinta Gomez, members of the BDF and Belizean students in Jamaica, who were all proud to celebrate Captain Usher's achievement.

MFA OFFICIALS UNCONCERNED ABOUT ALARMING GUAT DOCUMENT

Wednesday, 05 April 2017 Last week, an alarming document found its way to Belize. We should say alarming to Belizeans but not so to the top ranking officials in the Ministry of Foreign Affairs.

They are unconcerned. They don’t know about it. They don’t care to find out more. That’s it.

Punto FINAL. The two-page document outlines the deliverables of a contract signed with consultant Edmundo René Urrutia García, a former Guatemalan ambassador to the United Kingdom. It also details progress made in relation to the different activities planned.

The progress report is from the start of the contract on January 17, 2017 to January 31, 2017. The contract ends on December 31, 2017.

The first four items on the list speak to groundwork in

preparation for the referendum on taking the territorial dispute with Belize to the International Court of Justice (ICJ) for final resolution. Noteworthy points there include presentations to military attachés of different embassies (including their embassy in Belize) on the differendum plus an update on where the process currently stands; a meeting to present the historical context of the Special Agreement and the claim to the members of the State Indigenous Council (Coordinadora Indígena del Estado, CIE); a meeting with FUNDACECO (Foundation for Development and Conservation) on the environment at the “adjacency line” and nearby areas; and participation in 8 meetings with the Sovereignty and Dominion Unit (Unidad de Soberanía y Dominio).

The area of great concern

is point number five which refers to setting strategic-political guidelines in relation to the territorial boundaries of Guatemala, sovereignty and the dominion of the Republic of Guatemala. The consultant is reporting on a meeting/s that were held on the matter of a public consultation about petroleum exploration in Belize’s subsoil. And here’s the worst part: “proposal of resolution point on the inclusion of Belize in the official map of Guatemala, as well as the convenience of logistical support between the Mexican Navy and the Guatemalan Navy, request of the National Geographic Institute related to the area of the Sarstoon River.”

Now, we are told that this document is coming from someone who received it from sources in the Guatemalan Ministry of Foreign Affairs.

However, Belize’s Ministry of Foreign Affairs is apparently treating it as if it is not an official position of Guatemala.

Even up to Tuesday April 4th, officials were still telling the media that they have not seen the document and cannot comment on something they have not seen. Seemingly, they don’t care to find out either. Notwithstanding the reports in Belize media, our officials appear unconcerned and unbothered about following up with their Guatemalan counterparts to question what their intentions are. Guatemala has hired a consultant to pursue matters such as officially including Belize on their map and seemingly annexing the Sarstoon, eyeing possible availability of petroleum in our subsoil and for Belize—you guessed it, it’s no big deal!

A Celebrated Women’s Month?

Christie Carrasco By: Tanya Santos It has become a tradition now that every year Belize joins the international community in celebrating women’s month in March. The month is dedicated to highlight the important roles that women play in our society, whether in the home, school, office, or the House of Representatives. And indeed the roles of our women should not be overlooked or underestimated.

At home she is the cook, nurse, housekeeper and the overall caregiver.

Mothers also usually take the lead in guiding their children and families into the spiritual direction, ensuring Godly values are instilled and followed. In the school, they not only educate our children, but also motivate, encourage, love and often times, feed them. They become the head of the ‘home away from home’ for children in school. In the workplace, women are often excellent organizers and managers and bring that social conscience of looking out for one another into the work environment. Then there are the magicians who somehow manage to combine work and home, too often sacrificing themselves in the process, for love of children and family.

So the month dedicated to women is deserving and fitting, as women are critical members in our societies.

But perhaps because of the highlights and attention given to women during this time, we see and feel the pain and injustices against women even more.

In March we saw the defamation of young Christie Carrasco, whose killer’s sentence was reduced from murder to manslaughter. The justification is that Christie provoked him to kill her by uttering words which offended him.

Of course, the victim cannot tell her side and has been reduced to just a name and a story in the eyes of her killer, his attorneys and the law. For her young child, it is a permanent loss whose impacts will be felt forever.

This is similar to the case of nurse Ana Marie Magdalena Vasco, killed in cold blood, then defamed in death, leading to a reduced sentence for her killer. It begs the question if there will ever be true justice on this earth for these victims and their families. How is that for a celebration?

Then there was the heinous murder of 18-year-old Keona Ara, whose

Keona Ara burnt body was found at the dumpsite in Belmopan in mid-March. Two men were charged with her murder; the results of the autopsy reveal she was stabbed multiple times, her throat slit before she was set on fire.

This young woman was just about to start that journey called life, but murderous men, bestowing upon themselves the right to take life given by God, decided it must come to an end.

How is that for a celebration?

The most gruesome of the injustices wielded on women during their special month in our jewel, was that of the murdered Jane Doe who was not only dismembered and decapitated, but also flayed. What a most atrocious, hateful and evil act to inflict on another human being. One can only imagine the terror and pain she felt during her last hours on this earth. As yet she has not been identified, and her head has not been located. How is that for a celebration?

Finally, the month was ended in grand style with police beating and kicking a handcuffed woman on the ground in San Pedro, Ambergris Caye on April 1st, the entire act captured on amateur video. To further aggravate the abuse, the Department is casting aspersions on her character, referring to her as “an immigrant and that her style is a lifestyle that works particularly as one of the waitresses at the club” as if this justified the officers’ actions. How is that for a celebration?

As a nation we must continue to honour our women and to highlight their accomplishments. We must continue to encourage women to aspire to greater heights, because in doing so, we are empowering our mothers, cooks, caregivers, teachers, housekeepers. Empowerment offers options, many options which can lead away from a life of poverty and crime not only for themselves, but for their children, their husbands and their families. So let’s celebrate our women in grand fashion, every day, not only in March, but throughout the year. But in doing so, we must always bear in mind that as long as there is injustice for one woman, there is injustice for all, and therefore, not too much to celebrate. The journey is long and hard, but worth the walk.

Unfairness in the Collection of Government Debts

By Gilroy Usher Sr. Today the government of Belize is probably owed over $500 million for uncollected taxes, various services and the repayment of money stolen from the different ministries for over a decade. That’s a lot of money. If only a fourth of that amount or $125 million is collected this year, there would be no need for the Belizean people to shoulder the many burdensome taxes passed by parliament last month to balance the current Budget.

This huge sum of money is owed to G.O.B. by a number of past and present ministers, political cronies and some of the wealthiest persons in the country. These people owe millions of dollars to the country for Income Tax, Business Tax, Social Security, Customs duty and huge loans from both the Development Finance Corporation and the Belize National Bank as well as the theft of government funds through bloated contracts and land compensation schemes among other things.

The privileged few escape paying what is owed to the country yearly by using their political connections and vast resources to escape prosecution in the Courts for their debts. Except for two well-connected UDPs - attorney Sharon Pitts and Andre Vega, who have been served summons to appear in Court for the return of $400,000 each which they allegedly obtained fraudulently from the Ministry of Natural Resources in one of their many land compensation schemes, these hard pay persons are never served summons for the vast amount of monies they owe to the government and simply refuse to pay.

The situation with the attorney and Vega, who is the son of the former Minister of Natural Resources, is interesting. It

is widely believed that the government will lose both cases because it has no interest in prosecuting two members of the UDP royal family and only served the summons at the time to ease public outcry about the naked corruption in Belmopan.

When ordinary Belizeans owe the government for service, taxes, loans or for the theft of a few shillings from its coffers which is still wrong, the full weight of the hammer is brought down on their heads until the last penny is paid to Belmopan. Even if such poor souls attempt to hide in caves in the Maya Mountains they will be found and dragged to Court for hospital bills, payment of various taxes, loans from G.O.B. and the full payment of all funds stolen from any government department. There is no ease for the ordinary man and woman when it comes to paying monies owed to the government. Strict compliance is obtained through salary deduction, threat of prison time and actual prison time again and again until the entire debt to Belmopan is paid in full.

It is understood that the government has to collect taxes and other monies owed to it to finance the needs of the country. Nobody is saying that ordinary Belizeans should not pay their bills to the government or that the government should not use the means at its disposal to collect those outstanding monies which the country greatly needs. It is only fair that Belmopan should pursue ministers, political cronies and wealthy persons who owe millions of dollars for taxes, loans, and the return of stolen funds from its different agencies with the same energy and vigor before the Courts as it does with ordinary Belizeans until their debts are paid to the national treasury in full.

School Children Benefit from New Speed Bumps in Bullet Tree Falls

Bullet Tree Falls, Cayo April 1, 2017 Hundreds of school children at the Bullet Tree Falls Roman Catholic School will benefit from new speed bumps constructed by the Village Council.

Construction of the speed bumps was undertaken after parents approached the Village Chairman, Tai Wu and councillors with concerns about the safety of their children. According to the parents, some motorists were driving up and down in front of the school at unacceptable speeds. One concerned parent even stated that as recently as two weeks ago, catastrophe was narrowly averted when a speeding motorist almost swiped five students walking to classes. Luckily the children were able to move away from the oncoming car in time.

After they learned of the situation, the

councillors got together and formed a plan that would ensure motorists have to slow down near the school. Working with the PUP Standard Bearer for Cayo North, Mr. Micho Chebat, building materials for the speed bumps were obtained from local businesses and from donors who saw the urgency of this situation.

On Saturday April 1, 2017 the first of two speed bumps was completed with the assistance of villagers who showed up to lend a hand with labour. Painted signs indicating the location of the bumps will also be erected shortly.

Parents who feared for their children's safety in this school zone near the Bullet Tree Falls R.C. School have now expressed their relief and appreciation that quick action was taken by the Village Council to prevent injury or mishap.

Mr. Middleton Had ‘VISAmnesia’

Monday, April 3, 2017 “No.” “Don’t know.” “Don’t remember.” That was the cornerstone of the testimony of the famous Mr. Middleton—Barton Middleton who is fingered in the Special Immigration Audit as having sold 8 visa foils which were later revealed to have been stolen from the Belize Western Border Station.

Middleton was summoned to appear last week Wednesday, March 29th and he showed up unrepresented but clearly armed with a plan to deny everything or play lost. He affirmed that he knew nothing about or had nothing to do with the case of the 8 stolen visa foils. He does not know Patrick Tillett and Ines Casanova was only known to him through his brother but he would not consider her a friend. In fact, he says he has no friends. He further noted that he certainly did not get rides from Casanova twice a month for three years from Orange Walk to Belize City. Tillett, he claimed, lied when he made allegations about his involvement in the stolen visas case and as to Immigration Officer Mark Tench, who he says he only knew from the Orange Walk Immigration Office, he does not recall ever being questioned by him about stolen visas. Neither could he remember if Casanova called him when Tench was investigating the matter. The Chair did elicit an audible chuckle from Middleton when he was told that according to Tench, a Mr. Kaddafi in Corozal had pointed the finger back at him (Middleton) as the mastermind behind the stolen visas. However, Middleton was unwilling to share why the laugh.

Exasperated by Middleton’s pesky responses, Committee Chair Senator Aldo Salazar questioned if he suffered from any medical impediment which affects his memory. That’s when Middleton disclosed that he recently under went a surgery to remove a tumour from the back of his head. He claimed that the surgery was done at the Corozal Community Hospital by “white people” who come in once in a while to help with such things. He could not recall if the

surgery was exoskeletal or inside the skull because he was under anaesthesia for two hours. His symptoms, he said, were headaches and memory loss, the latter of which did not get better after the surgery.

When the witness tired of the repeated questioning, he complained that they were badgering him and he was only wasting his time when he had repeatedly reiterated that the extent of his involvement with the Immigration Department was limited to processing his passport and visiting his brother at the Orange Walk Immi-

gration Office. He never dealt with visas, doesn’t even know how a visa foil looks and never dealt with immigration officers.

The only thing that Middleton admitted was not paying Business Tax for his used clothes business that he has been dealing in for the past six years.

After little progress, Senator Salazar gave Middleton a piece of advice: “perjury, if proven…is punishable by up to 10 year’s imprisonment. I would ask that you bear that in mind when you respond to the questions of the senators. And I hope that you are able to remember that.”

Asked later if he was ever arrested in relation to a permanent

residency fraud, he said he does not recall.

Upon returning to testify after the lunch break, Middleton made a statement that he considered it irrelevant for the Committee to be asking some personal questions and giving so much importance to a case of missing visas with all the crime and greater immigration matters like the Elvin Penner case to deal with.

Shortly after, under questioning from Senator Markhelm Lizarraga, Middleton admitted that he is fearful for his life as he has been seeing suspicious vehicles following him since his name was called in the audit. Asked if he had received a direct threat, he stated that he was not at liberty to say.

San Pedro FC & Matus Bombers Win Thru to BDFA Mclean Insurance Football Playoffs Belize City, April 1, 2017 The San Pedro FC and Matus Bombers won through to the Mclean Insurance U-15 and U-17 football playoffs in their last regular season games at the MCC Garden on Saturday.

In Game 1, the Matus Bombers qualified to the playoffs by a 2-0 win over Hattieville Riverside Boys U-15, with goals by Justin “Akon” Menzies in the 1st half, and by Eshaq King in the 2nd half.

Special Olympics’ Fun Run Raises Needed Funds Belize City, April 1, 2017 The Special Olympics Committee would like to send athletes to the Special Olympics World Games in Abu Dhabi in the United Arab Emirates in 2019. To raise fund for this endeavour, they held their annual Fun Run in Belize City, from Stella Maris School on Princess Margaret Drive into Newtown Barracks, turning at Barracks Road into Freetown Road and back to Stella Maris, as well as in all the district towns on Saturday morning.

Of the 94 runners who registered for the Belize City run, Frederick Gordon finished 1st, 9-year-old Kajean Madrill was the 1st Infant, Amir Ramos was 2nd, Fred Usher Jr. was 3rd, Raheem Monsanto was 4th and Dorian Fairweather – 5th; Jason Lamb finished 6th.

MY PERSPECTIVE

THE ZAMBOS MOSQUITOS I am currently reading a large hard-cover book entitled “Historical Atlas of Central America.” It is written by two distinguished professors, Carolyn Hall, a geographer, and Hector Perez Brignoli, an historian. It was published by the University of Oklahoma Press in 2003. It boasts over 400 original full-colour maps, and the text is in five comprehensive chapters. It is of course rich with historical and geographical detail, as it describes Environment and Territory, People and Places: The Patterns of Cultural Change, Colonial Societies, The Formation of National Societies, and The Challenge of Development. It is so chock full of information that I may be suffering from a bit of information overload, but it is completely engrossing.

The most fascinating new bits of knowledge for me are the various entries and history of the people called the Zambos Mosquitos.

We know of course about the Miskito Indians, indigenous people of Central America, in particular Nicaragua. Apparently the story goes like this: British pirates plundered Spanish ships and settlements throughout the early colonial history of Central America, and they passed on their trade to the local population of Mosquitia, who were descended from the Miskito Indians and black slaves. When European piracy waned during the eighteenth century, the Zambos Mosquitos (not Miskitos) became the scourge of Spanish Central America. After being under British control until the mid-nineteenth century, Mosquitia went back to Nicaragua, and the Bay Islands back to Honduras. Britain was left only with Belize, and at the settlers’ insistence, it became a British colony in 1862.

Regarding the history of the Miskitos, they were transformed by the admixture of black blood into the Zambos Mosquitos, and it goes on thus: “In 1687 the British created one of the most bizarre institutions of colonial history when Jeremy I was crowned in Jamaica as the first in a long succession of Mosquito kings,” ruling thus over a British protectorate in Honduras and Nicaragua. After the Treaty of Versailles in 1783 and the Convention of London in 1786, many British settlers and their slaves moved from Mosquitia to Belize, but the

The Zambos Mosquitos became fierce and ferocious plunderers and pirates. They acquired firearms, allied themselves to the British and learned to build and navigate large boats in which they sailed along the entire Caribbean coast of Central America. From 1700 until almost 1840 they conducted hundreds of devastating raids on Spanish settlements. Entirely fascinating is one map which shows that the Zambos Mosquitos conducted a raid up the Belize River and all the way into Peten, Guatemala in 1706. Also, one settlement on the Caribbean coast in Costa Rica called Matina was uniquely unfortunate. The Zambos Mosquitos raided it on their way south to Panama, then raided it again on their way back to their Mosquito Shore home base. “A typical Zambo expedition comprised several hundred armed men, sailing in a fleet of large piraguas, canoes made of hollowed tree trunks. They raided Indian villages for gourds, hammocks, skins and corn, and captured the inhabitants for sale as slaves in the British colony of Jamaica. They also attacked Spanish towns and haciendas where they robbed cacao harvests, tools and black slaves.”

We also learn that from their original territory in the vicinity of Cape Gracias a Dios, the Zambos Mosquitos gradually settled all along the Mosquito Shore from Black River in Honduras to Bluefields in Nicaragua, forcing settlers to retreat inland. Finally: “The Zambos' duplicity in their relations with both the Spaniards and other Indians made them intractable enemies.”

I know that I am giving just a snapshot of this aspect of Central American history. But because of the affinity with Belizean history, I feel that knowledge about these fierce warriors, the bane of Spanish settlements for almost a hundred and fifty years, is important. I have been fascinated and captivated by the readings on the Zambos Mosquitos. Not all Indians were subjugated by colonial authorities!!

I had convinced myself that I heard wrong on the news last night. I must have, to hear Deputy Prime Minister Patrick Faber, the man who expects to be prime Minister when Dean Barrow leaves, proclaiming that he will give those teachers who did not strike $1MILLION to share among themselves as a gift for Easter. I had to have heard it wrong. Faber couldn’t have made such an incredibly ridiculous and expensive promise. He couldn’t have decided, arbitrarily, to take $1MILLION dollars (not his own personal money but OUR money) to reward teachers who decided that they would not stand against corruption, and would not fight for good governance.

But he did. That is exactly what he did. In fact, Faber said that he has already gotten approval from his boss, Prime Minister Dean Barrow, and they are only waiting for the list of names from managements of schools before they make a payment, just in time for Easter.

As the leader of a municipality who prides myself on responsible fiscal management, I am appalled by this decision to just take a million dollars and give it away as political handouts, because that is exactly what it is.

I just don’t understand how any political leader could take a million dollars at a time like this and feel like it is okay to give it away to be spent on Easter break. Even as I write this I am struggling to comprehend.

Minister Faber, there are so many people who are in genuine need, like desperate need. Do you understand how much good a million dollars could do at a time like this, when the country is in crisis? Let’s try as much as possible to take the politics out of this, Minister Faber, because I don’t want you to think this is motivated by politics. But how can you justify a decision like that? Do you know how many schools could benefit from that million dollars? Do you know how many students who are currently unable to access education could do so with only the tiniest portion of that million dollars? Do you know that currently there are many students who go to school hungry? Do you know that there are many schools which desperately beg for funding so they can

provide food to those students so that they can learn? Minister Faber, Sir, you have been Minister of Education a long time. Do you not see the need of so many in our communities all across this country? Do you really believe that it is okay to give handouts of a million dollars for Easter break rather than use that money to help those in real need?

Just last week, Minister Faber, our athletes from the Special Olympics were in Orange Walk trying in every way to raise awareness and funds to support their operations. The organization which does everything in its power to empower youth with disabilities is struggling to keep its doors open. Do you know what they could do with a fraction of that million dollars?

I won’t even get into the issue of this government rewarding those teachers who decided not to join the fight for good governance. While this won’t be what the UDP want to hear, right-thinking Belizeans have saluted those teachers under the BNTU because their cause was just. They never demanded the removal of the Barrow administration and never got personal despite all the attacks on them. They marched against corruption and marched for good governance. Those teachers demanded that this administration govern in a morally and legally accountable manner. What can be wrong with that?

We should all want our children to grow up with strength of conviction, and the will to fight for what is good and just. So what then are we teaching our children when we seek to punish those who stood up and reward those who sat out the fight?

Minister Faber, the truth is that most of those teachers who did not join the strike did so because they are rabid UDP supporters. The truth also is that in those 11 days of strike, those teachers did not teach because students were not in class. So they are in effect being rewarded for doing nothing.

There are many things wrong with this latest political handout orchestrated by Minister Faber and Prime Minister Barrow. I can only hope that good sense will prevail. This isn’t the right thing to do. This is a bad thing. And we are all, as taxpayers, footing the bill.

The G.O.A.T.

“When the Son of man shall come in his glory...he shall set the sheep on his right hand and the goats on his left; then shall the King say unto the sheep, 'Come ye who are blessed of my Father, inherit the kingdom prepared for you from the foundations of the world.' Then shall the King say unto the goats on the left; 'Depart from me, you who are cursed, into everlasting fire prepared for the devil and his angels” - (Matt. 25:31-41) A person I call friend, one of the few, first used the acronym G.O.A.T. in reference to Dean Oliver, at least the first that I saw. I couldn’t understand.

As an avid reader I know that goats are often used in a satanic reference, and while our leader is quite a devilish fellow, I wouldn’t go quite so far. I turned to my trusty, well-thumbed bible where Matthew provided the passage above.

Actually I went on google and there it was. But still, I couldn’t ascribe such a reference to my Prime Minister…not Dean Oliver!

But when it was explained fully to me, I understood. Dean Barrow is indeed the Greatest (Liar) Of All Time, a charlatan, a fraud, a con-man and consummate snake-oil salesman. There are those who could sell ice to eskimos.

They are a dime a dozen. Our Prime Minister could sell frozen shit bricks to eskimos and convince them it is ice, and the best ice that ever existed. God bless the frozen soul of our particular, beloved G.O.A.T. He is just that good.

I have been in the media a very long time, mostly on the periphery of politics.

I have never met anyone who talked as pretty as Dean Barrow. I have never met anyone so able to spin bullshit into gold like our very own bald-headed Belizean Rumpelstiltskin. This is a man who lies, and lies often. But he lies so well, with such conviction, that it is a thing of beauty. When he is caught in his lies, as he so often is, he tells another, and another.

I have listened to Dean Barrow proclaim, with all certainty, that fuel would never go above $7.00 per gallon, not under his watch. One month after, fuel

went to $8.00. I have listened to Dean Barrow assure the nation that funds have been secured for a DNA Testing/Forensic facility. That was six years ago, and there is none yet. I have listened to Dean Barrow promise Belizeans that his UDP would give them a 13th Senator because his was an administration that believes in good governance. Just months after, when asked about the 13th Senator, his response was, “ain’t going to happen.” I have listened to Dean Barrow, during the Petrocaribe glory days, boast of how he would use that money to pay off the bond.

Just recently, that same fellow claimed that he would never even have considered that, since the Petrocaribe monies could not have been used for that purpose.

Truly this suave, raffish Rumpelstiltskin has spun, and continues to spin the most outrageously offensive bullshit into gold. I have watched in press conference after press conference as UDP thugs, cronies, sycophantic CEOs and syphilitic hangers on (maybe not really but it sounded pretty) cheer on Dean Oliver for the most ridiculous things. Oh, says Dean Oliver, we have settled the BTL mess and it only cost us $557M which we will have to pay within a year, okay?

And the crowd goes wild, cheering and praising him. My lerd!

I have personally, at a press conference, offered Rumpelstiltskin the evidence in my hand to prove that his former Deputy Gaspar is a scurrilous, scurvy, corrupt person who has vigorously bent the Belizean people over to insert a vile bukut. The G.O.A.T. didn’t want to see the evidence.

He wanted no part of it. He was actually angered that I would dare to presume to present him with such evidence. And his syphilitic sycophants (really liking this phrase) heckled and jeered in tandem, offended because their sweet-tongued sugar daddy was offended.

So yes, my friend, I agree that Dean Oliver is the G.O.A.T. But that is not a compliment…not by any stretch of the imagination. There have been other leaders with similar qualities, able to mesmerize the masses in almost hypnotic fashion. Let me just leave this particular trend of thought right there…

PUBLIC VS. PRIVATE SECTOR MANAGEMENT

By: Eduardo Santos Principles of good governance in the public sector are very important because they build a relationship with people in the community.

These principles are based on support, respect, communication, fairness, predictability and competence. The first section of this essay will discuss all of them in detail because they all lead into each other.

Support is a good principle because if you do not support the public they can turn on you and put someone else in power that will support them and listen to their needs. Support helps build confidence in the public sector by giving the people what they need and want. If the people are happy with you, you will gain their respect, which leads to my next point.

Respect begets respect because without it, you could be put out of power, but if you respect the public, the public will respect you and the decisions you have made. You could also get ideas from the public if you listen to and respect their input, which helps you tend to their needs and wants. This could also help you in staying in power for a longer period because you are communicating with the public, which brings in my next point - communication.

Communication is the interaction of people who create meaningful discussion together as a team. This is very important in the public sector because you need to communicate with the public and receive feedback from them before you can make decisions on any matter. The reason for this is so you can make the right decisions. In this way, the communities are happy and know that they are being treated fairly. Fairness is my next point.

Fairness is important because you have to treat everyone equally. You do this because it is right to give everybody an equal say in what is happening because they are the ones who have to live with the choices made. Furthermore, if the community gives an idea that you use, give the community the credit and recognition that they deserve. In this way, the community will say that you are fair in your decision-making processes. So, always consider what everyone has to say and be fair to all of them by giving everyone a fair chance. My next point is predictability.

Predictability means that you know what someone is going to do before they do it. In the public sector, it is good because if you know what problems are going to arise, you can have an effective plan to deal with the problem before it becomes severe. You can predict what the people's needs and wants are and supply it to them without wasting any time. This leads into my final topic, which is competence.

Competence is the ability to do something very well. It is important because you have to know what you need to do for your job and you need to do it right. If you are competent, the community will see that you know what you are doing and they will trust you and the decisions that you make because they will believe that you have their best interests at heart.

There are three separations of powers in

the government. They are legislative authority, executive authority and judicial authority. They all have different responsibilities and duties to the public and this section will discuss all of them.

The legislative authority in a democratic society is responsible for the orderly conduct of that society. Legislative authority plays a leading role in the process of state administration, by means of the law of the country and the budget of the rising expenditure and revenue.

Every government institution makes an indispensable contribution to the ultimate goal of the state, namely the advancement of the general welfare of society. For this reason, there is a relationship of interdependence between the respective government structures and institutions. This relationship of interdependence implies interaction between the respective government structures and institutions. Coordination and liaison between the respective authorities and executive institutions is of great importance. To date, a number of intergovernmental structures have been told to promote and facilitate co-operative government and intergovernmental relations between the respective spheres of government.

Private businesses are run for a profit and public institutions are not, but they are run for the general welfare. In the private sector, the various businesses compete with one another but the public institutions are basically monopolies. Private businesses can become involved in any activity not prohibited by legislation, while public institutions may only carry out functions or exercise competencies expressly delegated to them by the laws of our country. The nature and scope of services or products provided by the public sector are smaller in extent than those provided by government institutions. The transactions of private institutions usually are known only to the owner or shareholder and are not divulged to the public while the actions of public institutions should always take place in the open.

The differences are that legislation plays a prominent role; it is financed by the public funds and is not non-profit-oriented; it is directed by politics; accountability to the public is of prime importance; the focus in the public sector; the principles of public administration plays an important role and the method of allocating functions in the public sector is frequently based more on political considerations that on pure efficiency. The similarities are that both comprise people and fixed personnel regulations are therefore required, work programmes methods and systems are the same, organizational arrangements and structures for providing time and staff functions delegation of authority coordination and communication are more or less the same, management principals, techniques, functions and skills are generic to both sectors, both follow standard accounting principles and control measures are applicable to both to ensure that predetermined objectives are achieved. Those are the differences and similarities of public and private management.

HAT TRICK BAFFLES SENATORS

By: Norris Hall It was an act of desperation… the government eating from its own body parts for survival. It is a form of economic cannibalism.

At the recent sitting of the Senate, the three Opposition senators were joined by their four non-government colleagues to celebrate a fleeting victory over their six rubber-stamping opponents in the government dominated Upper House. This forced these hand-picked pawns to step back and lick their wounds after the Opposition steered a successful move to block a Bill for an amendment to the Protected Areas Conservation Trust (PACT) Act to allow the government to take a deep bite out of PACT funds to make up its $1 Billion budget for the current fiscal year 1917/18 that began early this month - April.

This budget, presented and debated in March, was approved by the Legislature after a war of words and a scathing attack by the Opposition over the Barrow Administration’s mismanagement of the national economy that has taken a deep nose dive, with the national output, as is measured by the Gross Domestic Products, down. This has plunged to an alltime low and to a point where the government is spending more than it earns and with an indifference to the ever increasing national debt.

CHAMPAGNE TASTE-SOUR ORANGE BUDGET The government wants to continue to spend with champagne tastes on a sour orange juice budget. This means that it will continue to squeeze tax payers as it continues to suck from consumers and negatively impact the poor more than ever. An immediate effect is its unconscionable increase in the pump-price of gasoline. This will spike the cost of transportation and filter down like a virus with an acrossthe-board negative impact. It will contribute to inflation and to the constant rise in the cost of living.

These facts are based on statistical data released by the Statistical Institute of Belize.

This is part of an ill-conceived economic formula by a government that is too eager to “bounce back.” This has become an overworked cliché to create an ineffective “feel good” effect. This is after years of wasteful spending, corruption and mismanagement.

The Prime Minister has not provided a rational formula for his projected three percent increase in GDP given the negative minus

eight slide in production and little or no economic growth.

SCREW PACT The PACT (amendment) Bill, which was recently solidly rejected by the majority in the Senate, was one that was drafted by the government to squeeze every ounce it possibly can to keep itself afloat.

It was a survival issue that is tantamount to eating up money from vital and essential services provided by PACT and its positive impact on the national economy. It is not only PACT but a number of other government agencies that will feel the knife of a misguided policy of senseless economic cannibalism.

The Bill is intended to scalp visitors even further with an excessive hike in the “Departure Tax” that is a head tax that every visitor to the country must pay when leaving.

This ill-advised move by the government will make Belize one of the countries in Central America with the highest exit tax. Although Costa Rica has one of the lowest exit taxes in the region, when it increased its departure tax last year, there was a significant backlash that forced the government to renege.

NEGATIVE IMPACT The government’s move to increase the departure tax could possibly have a negative impact on what is, for now, still a vibrant industry although now topping out. The other downside is that most resorts are out of the reach of average Belizeans. The Belize Tourism Industry Association has reacted strongly against the government’s new tax measures and how it will affect the work of PACT and constrain the work of other environmental NGOs. Some of these NGOs are scraping to get by in their work to protect the Chiquibul Forest National Park which continues to be plundered by Guatemalans and the Barrier Reef system which is a World Heritage site.

A significant portion of the departure tax normally goes to the Protected Areas Conservation Trust for the upkeep of National Parks and other environmental attractions in the country that touts the environment and eco-tourism as its main selling points but with a government whose policies are inconsistent with the importance of protecting the environment.

DESPERATION The government, in its desperate attempt to grab or rake in $11 million from the departure and environmental taxes, and divert this money into the consolidated revenue, will undoubtedly hurt PACT and deprive it of the much need-

ed and already reduced budget to maintain these national parks. The government is also reducing its allocation to the Statutory Boards by ten percent and using this to pad its budget.

Opposition in the Senate to the so-called PACT Bill condemned the government for unwisely raking off money from PACT for the management of protected areas. This is when the government published its estimates of revenue and expenditure to coincide with the budget debate. It shows that it has not collected more than $50 million in overdue taxes for the past two years. This incompetence is resulting in the cannibalistic approach of the government to how it arrives at its annual budget of revenue and expenditure.

AN UNUSUAL MOVE It was a solid, strong and extremely vocal and rational debate in opposition to the Bill that killed (or comatosed) it in the Senate.

However, desperate times call for desperate measures in an unusual move, which could be likened to a financial state of emergency-or looked like it. It has been the only time that a government of Belize has invoked this Constitutional provision following a historical challenge by the Senate, by overriding the rejection of the Bill by the Senate and forcing the Governor General to rubber stamp it.

The Senator for the Business Community questioned the move, as it appears that the Governor General should only give his assent to a Bill that has been approved by both Houses of Parliament. The Business Senator noted that while there may be a basis for the highhanded move taken by the government to override the decision of the Senate, “that does not make it right!”

AN ACT OF SUPREME ARROGANCE

More cogent was the Opposition’s lead Senator who said: “The decision by the government is an act of supreme arrogance. It is disrespectful to the democratic process”. He added that it is a display of the government’s complete unwillingness for dialogue and consultation. The Governor General’s decision to assent to the Bill by signing it into law, if he has, at this writing, should be challenged. It appears that procedures were not adhered to.

Basically, the Constitution in Section 78, notes that if money bill which is passed by the House of Representatives (the Legislature) but not passed by the Senate without amendment, after it is sent to the House, unless the House otherwise resolves, shall be presented to the Governor General for assent. It is not all that cut and dry. There are procedures that may not have been followed.

The Bill, after being rejected by the Senate, should have first been returned to the legislature for reconsideration and then back to the Senate also for its reconsideration. Should there be a deadlock, it would THEN require the government to invoke the override clause that is provided for in the Constitution.

These procedures were apparently ignored. It is a dangerous unconstitutional move by the government. This could be interpreted as desperation and appears as a financial state of emergency. The law, it would appear, has been circumvented.

It has to be challenged and so does the Governor General who has an obligation to seek proper legal advice before giving his assent. It is his fundamental Constitutional responsibility not to act on what the government perceives the law to be, but on what the law really is in its unadulterated form.

THE WONDERER AND THE NATIONAL DEBT SOLUTION!

As we entered the month of March all Belizeans have been wondering about what the new UDP BUDGET will bring to our nation. We know now. It will bring more poverty, less proper medical services at the hospitals, less jobs for the needy, less education, more expensive home shopping bills, more expensive rum and beer, very expensive gasoline….in essence terrible hardship to our people, so this will create more stealing, robbery, murders and of course hustling will remain the same in Belmopan.

I think all of us Belizeans owe some 3 billion $$$$ to foreigners to be paid mostly by Belizeans not born yet.

Yes…we have mortgaged the future of the kids not born yet. What bothers me is when the UDP blames the PUP for the total situation our country is in now. They blame and blame everyone else except themselves. Let me tell the UDP that when you were taking over this country in 2008 you knew well you were getting married to a man with 20 kids.

You knew well what you were getting into…a man’s world! Stop cry foul play!

In 2008 when the UDP won they had 25 seats and the PUP only 6 seats. After nine years to date we have had 3 elections. All this period we have been electing the same basic fool fool UDP ministers, since 2008. In 2008 I could have seen about 3 genuinely talented UDP ministers…the rest were a bunch of crack heads, dummies and foolie foolies. Poor Mr. Barrow had to deal with running this nation by himself…he was and still is minister of everything. If he only had good people like some of his educated UDP stalwarts he would have done much better. Anyway he inherited a national debt and in his hands it has grown even larger and larger to the point that it is going to be impossible to pay back this BELIZEAN BILL. The WONDERER has the solution for our national debt…Let us sell out one of our Atolls…yes, sell the Lighthouse Reef atoll for 15 billion US$. Let’s pay our Bills…all national bills and place the rest in a trust fund like the Baron Bliss legacy and we can enjoy the interest only. This at 6% would mean about 1.5 billion Belize $$$. But these monies can only be spent for certain issues in our development, such as education, housing,

hospitals, senior citizens, people with special needs, sports, environmental protection, small business development, etc. The new owners will have a right to own 5 miles surrounding the atoll and into the deep seas they will have the right to all resources above and below seabed.

They will own the Blue Hole, Half-Moon Caye and all other islands. Maybe Putin wants to buy, maybe China, maybe Taiwan, maybe Israel or even maybe Trump. Perhaps one of those mega-international NGOs might want to preserve…But the price is no less than 15 Billion US$ or 30 billion Belize$$.

But Mr. Barrow, all these monies can only be obtained under one condition…Yes that you promote the UN anti-corruption convention as soon as possible so that all Ministers whether red or blue stop hustling and thieving.

When you wander around and see that presidents, vice-presidents and ministers are in jail in Guatemala, that’s what we want here. We need to protect the future kids of tomorrow, not burden them with bills before they even born.

Mr. Barrow, if you are a true politician because you know well that the ministers that surround you are worthless, please do it for the nation you claim to love, do it for the people of Belize, for the poor, for your grandchildren not born yet…If you carry this and make sure that you put in a system to safeguard our nation, you deserve to be named the Third Hero of the nation.

To the people of Belize…Don’t worry…our nation is almost in foreign hands. All our coastline and islands are on foreign hands. Mr. Gapi sold almost everything. Just wander around on Google and punch in Belize real estate agencies and you will see that all the islands in this nation are gone. Also if 0.5% of the population have ever visited the Lighthouse it’s too much. Our Belizeans have never gone to any of the atolls. We won’t miss it. Let us not miss this opportunity Mr. Barrow…Don’t mortgage the future of Belizeans not born yet!!!

Un bombardeo aéreo con gas venenoso en el noroeste de Siria dejó al menos 58 muertos, entre ellos 11 niños, aseguró este martes el Observatorio Sirio para los Derechos Humanos.

Por DPA 4 de Abril de 2017 El ataque se produjo en la localidad de Jan Sheijun, provincia de Idlib, y dejó además decenas de heridos. Hay numerosos casos de desmayos, vómitos y espuma en la boca. El estado de muchos de los heridos es grave, añadió.

Los activistas colgaron fotografías online en las que se ven cadáveres de niños apilados unos sobre otros.

CAEN MIEMBROS DE PELIGROSA BANDA CON ARMAS Y GRANADAS Tegucigalpa Honduras: La Tribuna 04 de Abril 12017 Agentes de la Dirección Policial de Investigaciones (DPI) capturaron en las últimas horas a cuatro integrantes de una peligrosa banda delictiva, denominada “Los del Carro Blanco”, que opera en Comayagua, zona central de Honduras.

Los detenidos fueron identificados como Juan David Padilla (21), Óscar Alexis Vásquez Mendoza (23), Marlon David Benítez López (20) y un menor de edad.

Informe policial detalla que al momento del arresto a los antes mencionados se les decomisó tres armas, dos granadas lacrimógenas, entre otros artículos ilegales.

Tras la detención se informó que la banda “Los del Carro Blanco” se dedican al robo en perjuicio de la ciudadanía, carros repartidores y furgones.

Además se les investiga por varios homicidios registrados en Comayagua y en sus alrededores.

Expedientes de la DPI señalan que Padilla Flores tiene dos órdenes de captura por homicidio y Vásquez Mendoza una orden de detención por robo.

Los miembros de la organización delictiva serán presentados a los juzgados correspondientes por los delitos de asociación ilícita, tenencia ilegal de armas y posesión de munición de uso prohibido.

La propuesta, llamada SB54, avanzó una vez que el presidente interino del Senado, Kevin de Leon, demócrata de Los Ángeles, la enmendó para permitir que agencias de la ley locales y estatales notificaran a los agentes federales del Servicio de Control de Inmigración y Aduanas (ICE, en inglés) antes de que se libere a prisioneros declarados

culpables de delitos graves o violentos.

De Leon también retiró de la propuesta una cláusula que habría requerido de la aprobación de dos terceras partes del Congreso. Al pasar la medida por mayoría simple, la iniciativa no entraría en vigor hasta el 1 de enero, mientras que con la versión previa se habría ejercido de inmediato.

Procesan a Fernández e hijos por supuesta corrupción La exmandataria argentina suma tres procesos por diferentes delitos Por AP / Argentina 4 de Abril de 2017 Un juez federal procesó este martes a la expresidenta argentina Cristina Fernández y a sus dos hijos por supuesto lavado de dinero y asociación ilícita en la tercera imputación que recibe la exdirigente peronista por presuntas irregularidades cometidas durante su gestión.

El juez federal Claudio Bonadío también ordenó un embargo sobre los bienes de Fernández (2007-2015) hasta cubrir la suma de unos US$8.3 millones y prohibió salir del país a la exmandataria y a sus hijos, Máximo y Florencia Kirchner, en el procesamiento que fue publicado por el Centro de Información Judicial en su página de Internet.

El magistrado indicó que no hay riesgo de fuga de los sospechosos y por ello no dispuso su prisión preventiva.

Bonadío consideró en su fallo que la exdirigente peronista, de 64 años, es “penalmente responsable de los delitos de tomar parte en una asociación ilícita en calidad de jefe”, que supuestamente recibía sobornos de empresarios beneficiados con distintos negocios con el Estado.

Arrestan a 153 inmigrantes Agentes federales arrestaron en el sur de Texas a 153 inmigrantes con antecedentes penales o que están viviendo en Estados Unidos de manera ilegal, informaron el lunes autoridades.

Los cargos que la Fiscalía hace a Carlos Rodas, exsecretario de Bienestar Social; Anahy Keller, exsubsecretaria; y Santos Torres, exdirector del centro, son homicidio culposo, abuso de autoridad, incumplimiento de deberes y maltrato contra personas menores de edad.

En el caso de Torres, el MP lo señaló de incumplir su deber como garante de la seguridad de niñas y adolescentes. “Generado por su falta de pericia, toda vez que no tiene la experiencia que exige el puesto”.

BOGUS BUDGET BRINGS NO BOUNCE FOR THE FIRE DEPARTMENT!

Monday, April 3, 2017 There has been a spike in the number of house fires over the last year or so. It appears that every other day we hear on the news about some structure going up in flames and inevitably we see the victims on the media begging for assistance to try and put their lives back together. The burden of responding to the increase in intensity in the number of fires has severely taxed the Fire Department which must constantly take unwarranted criticism for being understaffed and under resourced. Such criticism belongs squarely on the door step of the Rascal from Maskall.

There are currently only 17 fire-stations countrywide which are staffed by 162 officers - that’s an average strength of less than 10 fire-fighters per station.

Since fire-fighting is a 24 hour job, at times there are only two officers on duty, as was the case of the great inferno in San Pedro which gutted 17 buildings and left 88 persons homeless last June.

Edmond “Clear the Cane” Castro has been the Minister responsible for the Fire Department since 2008 and he has not done anything to improve the Department in any meaningful way.

We can’t say the same thing about his personal standing, since his stock has improved significantly: acres upon acres of cane, fancy new rides, properties, cattle farm, golf cart rental and so on. In fact, so good is the bounty that now his son has become a big time cane farmer.

Clear the Cane might be a good candidate for a visit from the FIU. Point blank Castro and the UDP remain in gross dereliction of their duty to the Belizean people and their duty to the brave men and women of the Fire Department. It was just last Thursday that the Hon. Cordel Hyde alerted the House that the Bogus Barrow Budget was providing no bouncing back for the Fire Department. Under the leadership of the Rascal from Maskall, the Government was proposing to slash the budget of the Fire Department by an incredible one million dollars. Dean Barrow and the UDP’s mismanagement, corruption and incompetence have so ruined the Belizean economy that the essential services are left severely underfunded.

The very next day while Castro, apparently high as a kite, was spewing nonsense about his Ministry and the great work of the UDP, fire broke out in Majestic Alley. When the smoke cleared, 26 persons would be left homeless.

Good governance is to Dean Barrow and Castro nothing more than a buzz word, but it is we the people who must live with the consequences of their incompetence.

Now, imagine, after slashing the budget of the Fire Department by $1 million, as if some kind of sick joke, the draft estimates for 2017/2018 goes on to list the following two strategic objectives for the Ministry of Transport and NEMO: Promote a sense of safety to residents countrywide through the quick response of equipped fire fighters who are capable of effectively combating fires -

Strategically unify these three essential services to ensure that disasters are properly coordinated and quick response is delivered to reduce or minimize casualty.

On the weekend following the Budget debate there were four house fires and the complaints are pouring in about the lack of resources for our brave fire fighters. How can Castro and Dean Barrow expect our fire fighters to do their jobs if they do not provide them with the necessary resources? The truth is that Castro and Dean Barrow have only their own interests at heart. Dean Barrow gave his brother almost $40 million dollars in legal fees but yet he has the gall to tell the Belize people that his government cannot afford a measly $2 million to buy proper equipment for our fire fighters.

Castro has been busy planting cane and hustling visas while the fire fighters are left to stand duty with hoses that are full of holes and fire trucks that can barely keep up. Can you believe that the newest fire truck in the Department's fleet is 17 years old? And that there are more than two trucks which are over 40 years old?

A new fire truck costs about $750,000, less than the money Denys Barrow makes working a measly 10 days for the Barrow administration. With the $39 million he gave to his brother Dean Barrow could have bought 52 brand new fire trucks; that is 3 brand new trucks for every station in this country…Oh “Imagine the Possibilities!”

We are a poor nation yes, but a large part of our troubles stem from political leadership that has no sense of priorities. It was only on Jan 11, 2017 that Castro called the media out to gloat about receiving three fire command vehicles worth $1.8 million. So now the Fire Department has 3 command vehicles but nothing to command. Who in their right mind would do such things? In case the Rascal from Maskall doesn’t realize it, command vehicles don’t out fires! Castro should have asked the Japanese for fire fighting vehicles instead of the command vehicles, maybe then the people of Belize would have been a little more protected from the recent spate of structural fires.

The 2017/2018 budget estimates paint the true picture of Castro’s ineptitude.

According to the estimates, in 2015/2016 there were 160 structural fires and 985 bush fires. In each of the preceding three years there have been more than 130 structural fires, yet in the estimates Castro is planning for only 20 structural fires. To make matters worse, there are no Capital II or III allocations to the Fire Department so that means that there will be no new fire trucks procured. The fire fighters will be expected to continue to do magic with the old fire trucks which by the way cost 3.08% of the Department’s total budget just to maintain them. Barrow’s Bogus Budget has no bounce at all for the Fire Department, and Castro, so happy to finally become a “Minister” is prepared to let the country burn! No wonder he is also the Minister of NEMO. His incompetence as the Minister responsible for the Fire Department leads you right back to NEMO for disaster relief!

POLICE GONE WILD ON LA ISLA BONITA Wednesday, 05 April 2017 The Police Department is once again battling shame and disgrace after two of its Police Constables, 27 year-old Norman Coye and 22 year-old Darnell Madrill, officers attached to the San Pedro Police Station, were caught on cell phone cameras brutalizing a woman, aggressing a crowd of enraged citizens, and carelessly firing dangerous weapons near a group of civilians. That wild police shooting left 3 confirmed injured, and 2 more are reported to have suffered gunshot wounds. Despite all that, they are only facing several counts of harm.

The controversial incident happened between 4 o’clock and 4:30 on Saturday morning, April 1. Patrons of the Daddy Rock Night Club were leaving to go home when there was some sort of altercation between 2 women. It is believed that they were under the influence of alcohol. There were on-duty police officers working at the night club and it was their re-

sponsibility to keep the peace, but the disturbance somehow caught the attention of Coye and Madrill.

The first problem was that these 2 were reportedly were off-duty, and residents say that they were drinking inside the club as well. They got involved in trying to restrain one of the women, and amateur cell-phone video clearly shows when one of them hit her, either 2 slaps, or punches, and there is also evidence of kicking. They even dragged her on the ground.

Understandably, other persons heading out of the club and other bystanders, were offended by what they saw, and they tried to intervene on her behalf. That manifested itself as insults thrown at the Police that they are “too chancey!” Other persons pulled out their cellular phones and began recording the behaviour of these 2 police officers, which allegedly made them more agitated.

CONFUSED & CLUELESS Wednesday, 05 April 2017 In the wake of the scandalous, disturbing and dangerous display by Police officers in San Pedro over the weekend, Police Commissioner Allen Whylie and his political boss Elodio Aragon Jr. seem unable or unwilling to comprehend and act on what happened. In a press briefing today on the steps of the Raccoon Street Police Station, both men seem to feel that in charging two officers with the relatively minor offence of Harm, they have done enough and we should all just move on.

While footage from various phone cameras provide clear evidence of Police excess, and that is an understatement, as his UDP colleague San Pedro Mayor Daniel Guerrero did, Elodio Aragon seems to blame the crowd for provoking the Police and accept the dangerous Police behaviour as justified.

Where the brutalizing of a female which was the catalyst for the incident is concerned, Police were on Monday quick to re-victimize her, claiming that they could not find her, and that she was an Immigrant and a ‘waitress,’ as if that was justification for the vicious beat-down. But as we go to press tonight, the victim has made a report to Raccoon Street Police and is demanding Court action against the officers she say punched her repeatedly in the face and even kicked her in the head. Contrary to what Asst. Supt.

Keith Lino of the Professional Standards Branch claimed, the woman is a Belizean.

In the charge of harm, the only one placed on PCs Coye and Madrill, there is no contemplation of the beating administered on the female. Apparently, the officers will also face no real repercussions for firing shots into the ground which wounded three persons, one of them seriously. For ComPol Whylie and junior Minister Elodio Aragon, confused and clueless respectively, the incident is over and done with, end of story. And then the Police ask why they have lost the public’s trust and respect. Imagine that.

He says that Constable Darnell Madrill apparently did not like that he was taking video of the embarrassing episode, and according to Cowo, Madrill approached him demanding the phone.

He resisted, and that allegedly sparked a confrontation between the two men.

Cowo’s two other brothers saw him being aggressed, and they intervened to stop the officer from taking advantage of him. That started its own showdown between the Police and these 3 brothers, and it escalated to the point where Cowo alleges that Constable Madrill struck him over the left eye, possibly with the butt of a shotgun.

The already volatile situation spilled over when the crowd began advancing on the officers, but before anything else could happen, PC Coye pulled out a police issued handgun and he started firing shots at the ground in front of him. He never once fired a single shot in the air, and from the video it appears that he pulled the trigger at least 8 times. The popular opinion of those who’ve seen the video is that these officers must have been under the influence of alcohol. The Police won’t be able to prove that because they can’t force the men to volunteer urine specimen for testing.

Whatever the reason for their behaviour, Alfredo Cowo, his brother, and Enfield Henry have all been identified as San Pedro residents who were injured by the wild discharging of that weapon.

The Cowo brothers have fragments of bullets stuck in their legs, and there is the possibility that the surgery to remove them may be very complicated. As for Enfield Henry, he was hit in the left eye from a bullet which ricocheted off the ground. That bullet is still lodged behind the eyeball, and he is in danger of losing that eye.

Most surprisingly, these 2 men are only charged with harm for their behaviour, and the Professional Standards Branch say that they will also be facing disciplinary charges. There are Continued from page 30

no indications if they will face any firearms related offenses for what appears to be a clear abuse of the police’s right to bear arms as members of the security forces. Assistant Police Commissioner Keith Lino, the officer commanding the Professional Standards Branch, has indicated that there are persons saying that they wish not to pursue Court action against men, which means that they may avoid some of the consequences of their actions.

The People’s United Party’s United Women’s Group has been the first organization to condemn the behaviour of these police officers.

They are especially incensed by the officers' behaviour toward the woman who was brutalized. In a press release sent on Tuesday, April 4, the United Women’s Group says, “The excessive violence captured on amateur video, clearly showed a woman who was already subdued, being subjected to excessive and unnecessary force by police officers. In addition, excessive force was also displayed by those same officers when they discharged their weapons in a crowded area injuring innocent bystanders.”

Their statement also questions why the Commissioner of Police isn’t advocating for stronger charges against the officers. The press release adds, “The People’s United Party is likewise concerned about the response from the Ministry of Home Affairs and the reaction of the Commissioner of Police which to us, does not go far enough in light of the fact that these police officers brought shame and disgrace to the Police Department. This April 1st incident in San Pedro exposes police brutality and abuse of authority in a heinous and disgraceful manner, resulting in several people being wounded.”

Nevertheless, the two officers have been arraigned in the San Pedro Magistrate’s Court: Norman Coye is facing 2 counts of harm, while Darnell Madrill is facing 1 count of the same charge. They have been released on bail, and they are now on interdiction with half pay.
