What happens next are a motions by the Government and trial on the legal point put forward by the claimants—Michael Espat, Anthony Mahler, Julius Espat, Cordel Hyde, Rodwell Ferguson, and Oscar Requena. Did the Prime Minister have the legal authority to request the governor general to move ahead with the writ for a referendum?

The People’s United Party is fully on board to ensure that the constitution is respected.

The Prime minister is hell bent to ensure that his party wins. In a post-ruling hurry-hurry press conference, obviously originally designed as an after party, PM Barrow could have retreated but no. For him this is a war, he said so. It could have been about Belize and peace and tranquillity.

Even the April breeze couldn’t contain his disappointment and obvious ire. As early as immediately, they will proceed into the Court of Appeals to ask for a reversal of the CJs ruling. Attorney General Peyrefitte has indicated that the required documents have been signed.

Prime Minister Barrow is blind to the obvious diminishing returns. In the press conference he alludes to the “people should be heard.” Maybe he is right, what they really are wishing for are General Elections. In light of the injunction, the Guatemala unfounded claim going to the ICJ is way out of the UDP government’s league.

On a side story, in the courtroom there was a light moment almost immediately after the judge completed his last sentence on the injunction.

The government’s lead attorney SC Lisa Shoman, rose to request essentially that the Referendum be held despite the injunction and have Election and Boundaries safeguard the results until the injunction is lifted. People in the courtroom tried to keep a straight

face. In a hypothetical analogous case, a bride and groom would pronounce their wedding vows without the requirement of signing a wedding certificate. SC Shoman definitely made a strange request in knee-jerk dispiritedness.

The UDP administration has lost a court hearing once more in what they thought was in their favour. Is this another example of why Belizeans en masse don’t trust them with the International Court of Justice process? They can’t even win the smaller case.

Murphy’s Law being renamed Barrow’s Law has a strong case. Belizeans at home and abroad have lost confidence in a flailing UDP administration that prefers tacos to education. By the way, does anyone know what case Guatemala would place against us at the ICJ? The Chief Justice didn’t know either. The millions spent by the UDP has still not taught us that. Who goes to court willingly not knowing the exact claim against you? Not Belize.

LIVING ON THE EDGE: MALES FALLING OFF Jose Jimenez Thursday, April 4, 2019 Our fledgling Belizean society is crying for help. It is hurting and it needs an urgent physical, economic, and cultural therapy. The signs and symptoms are undeniable as the hurt can be felt by the entire spectrum of our children, teens, women, and men. Lately, a terrible focus is on our young men and males in general. Are the young men of Belize being forgotten? Yes, even as society is stressed in general, it is highly noticeable that our men are succumbing to it ills and in dramatic fashion.

The apparent normalizing of the news is alarming in and of itself.

Viewers get a nightly dose of a young man shot, young man’s body found, young man stabbed, young man beat up, young man found floating, young man arrested and young man involved in some accident. Incidentally and lately, the prevalence of motorcycles on our roads is causing safety concerns in all corners. The increase use of motorcycles is an economic phenomenon as well. The bikes are way more affordable today and more so than a regular four-wheeled vehicle. The idea too is that the gas mileage is way more affordable. Riding safely might be more expensive and time consuming—meaning, a person

on a quality bike with a quality helmet, stopping when necessary and practicing.

But the increasing use of motorcycles by our young males is just a product of our economic times. Similarly, and an overused example, our prison population is NOT a microcosm of our population. The number of our males there is greater than of females. It is NOT comforting to say, ‘it has been such ever since.’ It is 2019 and we have to wherewithal to expect and do much better and lessen the prison population once and for all. Improving the cells is not an answer.

Belize’s last two decennial censuses have shown that overall there is a similar number of male to females in Belize. Our Primary school system is a reflection of that data as well. Going into secondary school there is an increasing disparity as the forms levels increase.

In the University, females dominate in numbers. The job place is catching up rapidly with the fact that women are, in general, more educated than the males of Belize. It shouldn’t be. Gender equality really means equal opportunities for all Belizeans but our males are obviously limping towards success.

The sensationalism of these happenings is sometimes chilling. This does not help the grieving families. It is all not normal. Our male youths are

living on the edge of their individual lives and lately even those attending University-level fall off.

It might be easy to share blame but that doesn’t ease the societal strain. A crack to this vicious cycle comes from sustainably increasing the opportunities that our young workers have. They need real and lasting jobs to pay their higher education and to build the nation via creative industry and not by population only. Crime doesn’t disappear from a society. What can be done is to remove it from crisis level.

Lately there has been a concerted effort to increase the level of policing in the country. Sad! It is definitely illogical that this is the answer to crime. The powers that be need to place efforts in the endeavours that tend to peace, social justice, liberty, national happiness, the increase of industry, sobriety and useful knowledge. The answer is there repeated by us since childhood. If there is anything that we should normalize is the expansion of those words. They are truly deep and would require volumes of books to develop each.

Our women today are coming to the forefront of society. Naturally enough, I would suggest that one of their successes can be the pulling of our Belizean males as far from the edge as possible. Yes, it is a collective effort.

Belizean progress depends on all.

GUATEMALA, A PAIN Tuesday, March 2, 2019 Our dear neighbor Guatemala is a part of our news literally every day now.

Belizean stimuli is triggered easily with their name. In the past week, there has been another Sarstoon incident but this time with the BDF and Coast guard not allowing Will Maheia and the BTV to be bullied and removed from our Belizean water. The Belize Times commends the good work of our BDF and Coast Guard for job well done.

On the Guatemala and river theme, on March 31, a boat with 12 Guatemalan nationals was intercepted on the Moho River almost 4 miles north of where they could legally be given no official point of entry. According to most reports, The Belize Coast Guard says the men were detained in the area of the Moho River and brought to the Punta Gorda Police Station. They were said to be carrying as much as $40,000 US and 2 thousand quetzales and eleven mobile phones. It was found that the men were on their way to do legitimate business but were held before being able to declare the money. They were released but police have said they are continuing their own investigations.

Sounds unreal.

In March 2015, thirty seven Belizeans were taken to Livingston against their will. Then Foreign Minister Morales famously said that they were being protected since the sea was rough. Maybe these twelve should have been protected too especially since they were too far inland to protect themselves.

Our borders are too porous and it is clear the UDP is powerless, or so they claim, to curb these blatant attacks to our sovereignty.

Kudos once more to the men and women on the ground giving their all to protect Belize as we know it—with all 8867.

THE POINT OF NO RETURN!

I

t seems that the UDP which once stood as self-righteous and smug as its leader has begun to crumble and fold like the proverbial house of cards. It became apparent this week when the Chief Justice ruled in favour of an interim injunction of the ICJ referendum. This mess will continue to unravel as Belizeans realize that their pensions and other social security benefits are in grave jeopardy. Since 2008 the actuary hired by the Social Security Board has been recommending the increase in the rate of contributions from eight percent, as it now stands, to 10 percent over three years.

The actuary has also recommended that insurable earnings increase from $320 to $520 over the next three years. This move will result in an increase in the maximum allowed sickness or retirement benefits from $320 to $416 per week.

This is where it gets interesting. The present Government of Belize (GOB) has known for eleven years that the Point of Equilibrium (POE) would have been reached sooner rather than later. Left unchecked SSB will record net losses to the tune of 13M by next year alone. That figure will balloon up to 114M by 2025. That will mean that the fund in effect will need to sell off assets in order to meet payment of benefits and operational costs. It will mean retrenchment of workers and an inevitable and total collapse of the SSB fund. Already SSB is extending the time it provides to claim sickness benefits from 4 to 14 days, most probably in an effort to slow down the payout of benefits.

In the coming days, Belizeans are again going to be bombarded with attempts to cast blame and aspersion on the past PUP administration. It is a common tactic used and abused by the UDP. While we listen here are a few facts to consider. This UDP government has been sitting on the “good advice they just couldn’t take” because they could not break the bad news themselves and risk losing elections. Their greed for power is greater than their concern for the working class Belizean. Their only priority is to remain in power, even if it is at the cost of the worker’s social security benefits or pension, point-blank!

The UDP campaigned on the promise of zero tolerance to corruption and complete transparency. Yet this year they will shrink the budget of the Auditor General who provides oversight on the ever-increasing number of bloated infrastructure contracts they dole out. The Investment Services Unit of the SSB recently warned against a multi-million dollar loan to the Airports Authority. They considered it a bad investment. In spite of the warning, SSB loaned the money to the Airport Authority who then awarded the contract for the repairs to the airstrip in Caye Caulker to none other than Imer Hernandez. Were it not for the Leader of The Opposition who broke the story that the SSB had, in fact, approved a loan to the Santander Group, they also would have benefitted from your social security monies.

The GOB has also sucked funds from the SSB to finance the acquisition of BEL and BTL. Senator Lizarraga during this year’s budget presentation said “Let’s look at the dividends from BTL and BEL. Now these were the investments that were going to bring Belize to glory…Well, I don’t know what happened to that fund and I have seen nothing built yet from that 200M plus.” He also claimed that the returns were dismal and invited the UDP to “do the Math.” He claimed Belizeans make only 10M in dividends per year (a measly 1.4% return) and urged “Divide ten million into one billion, how long will it take us to get a return on investment?” Responsible leadership, prudent fiscal management and consideration of the relevant information presented eleven years ago would have averted coming to the brink of the abyss that we now find ourselves on.

The changes in SSB must come now! We can ill afford any more delays. We must save the SSB fund, too many people depend on it. Belizeans simply cannot wait, for it to be politically advantageous to the UDP, in order to take action. Far from bringing economic stability and prosperity, this reckless and irresponsible UDP Government through their actions rooted in greed and their procrastination and entrenched in self-preservation have taken us to the point of no return. #DEMHAFFIGO!

EL PUNTO DE NO RETORNO

P

arece que el UDP que una vez se presentaba santurrón y engreído como su líder ha comenzado a desmoronarse y caerse como el proverbial castillo de naipes. Esta semana se hizo evidente cuando el presidente de la corte suprema se pronunció a favor de una prohibición provisional del referéndum del CIJ. Este desorden se continuará desentrañando cuando los beliceños se den cuenta de que sus pensiones y otros beneficios de seguridad social están en grave peligro. Desde 2008 el Actuario contratado por la junta de seguridad social (SSB, en inglés) ha estado recomendando el aumento de la tasa de contribuciones del ocho por ciento, en su estado actual, al 10 por ciento durante un periodo de tres años. El Actuario también ha recomendado que las ganancias asegurables aumenten de $320 a $520 en los próximos tres años. Esa iniciativa resultará en un aumento en los beneficios máximos permitidos de la enfermedad o jubilación de $320 a $416 por semana.

Aquí es donde se pone interesante. El actual gobierno de Belice (GOB, en inglés) ha sabido durante once años que el punto de equilibrio (POE, en inglés) habría sido alcanzado más pronto que tarde. Si no se controla el SSB registrará pérdidas netas por valor de 13M para el próximo año. Esa cifra se inflará hasta 114M para 2025. Esto significará que el fondo, en efecto, tendrá que vender activos con el fin de satisfacer el pago de beneficios y costos operacionales. Significará el recorte de los trabajadores y un colapso inevitable y total del fondo SSB. Ya SSB está extendiendo el tiempo que proporciona para reclamar beneficios de enfermedad de 4 a 14 días, lo más probable en un esfuerzo para ralentizar el pago de beneficios.

En los próximos días, los beliceños van a ser bombardeados de nuevo con los intentos de echar la culpa y la aspersión en la pasada administración PUP. Es una táctica común, usada y abusada por el partido Unido Democrático (UDP, en inglés). Mientras escuchamos, hay algunos hechos a considerar. Este gobierno UDP ha estado sentado encima del “buen consejo que simplemente no pudieron tomar” porque no quisieron dar las malas noticias y arriesgarse a perder las elecciones. Su codicia por el poder es mayor que su preocupación por la clase obrera beliceña. ¡Categóricamente, su única prioridad es permanecer en el poder, incluso en detrimento de los beneficios o la pensión de la seguridad social del trabajador!!

El UDP hizo campaña en la promesa de cero tolerancias a la corrupción y la transparencia total. Sin embargo, este año se reducirá el presupuesto del Auditor General que supervisa el número cada vez mayor de contratos de infraestructura inflados que ofrecen. La unidad de servicios de inversión de la SSB advirtió recientemente contra un préstamo multimillonario a la autoridad de aeropuertos. Lo consideraron una mala inversión. A pesar de la advertencia, SSB prestó el dinero a la autoridad del aeropuerto que luego adjudicó el contrato para las reparaciones a la pista de aterrizaje en Caye Caulker a ningún otro que Imer Hernández.

Si no fuera porque el líder de la oposición dio a conocer que la SSB, de hecho, había aprobado un préstamo para el Grupo Santander, esos también se habrían beneficiado del dinero de la seguridad social.

El GOB también ha aspirado fondos de la SSB para financiar la adquisición de BEL y BTL. El senador Lizárraga durante la presentación del presupuesto de este año dijo “echemos un vistazo a los dividendos de BTL y BEL. Ahora bien, estas fueron las inversiones que iban a traer a Belice a la gloria... Bueno, no sé qué pasó con ese fondo y no he visto nada construido aún con los más de M$200”. También afirmó que los rendimientos eran pésimos e invitó al UDP a “hacer las matemáticas”. Afirmó que los beliceños ganan sólo 10 millones de dólares en dividendos por año (un miserable 1,4% de retorno) e instó a “dividir 10 millones en 1 mil millones, ¿cuánto tiempo nos tomará para obtener un rendimiento eficiente de la inversión?” El liderazgo responsable, la prudente gestión fiscal y la consideración de la información relevante presentada hace once años habrían evitado llegar al borde del abismo en el que ahora nos encontramos. ¡Los cambios en SSB deben hacerse ahora! No podemos permitirnos más retrasos. Debemos salvar el fondo SSB, demasiadas personas dependen de ello. Los beliceños simplemente no pueden esperar, para que sea políticamente ventajoso para el UDP, a fin de tomar medidas. Lejos de aportar estabilidad y prosperidad económica, este gobierno negligente e irresponsable a través de sus acciones arraigadas en la codicia y su procrastinación y consagrados a la auto preservación nos han llevado al punto de no retorno. #DEMHAFFIGO!

QUESTIONS TO THE MINISTERS 1. Will the Minister of Housing please inform Belizeans how many homes were built by government during the last year and will he also say how much of the 1.6 million dollars spent in the Ministry of Housing was spent on housing grants?

3. Will UDP ministers say if they will give back the $75,000 since there may be no Referendum next Wednesday?

Courtney Recruited to Guyana Legal Team Thursday, April 4, 2019 Senior Council Eamon Courtney is definitely experiencing success in his practise as a distinguished attorney-at-law. Last week Friday, prior to the success in leading a team here in Belize to an interim injunction to the ICJ referendum, the regional news was that he was retained as part of the Government of Guyana team to assist in its handling of the no-confidence motion appeal case currently before the Caribbean Court of Justice (CCJ).

The surrounding issue in Guyana is a deep one with regional implications. A larger country is in the International Court of Justice (ICJ) claiming to own part of a smaller one who has a tremendous wealth and resources underground. Just like the TradeWinds song, ‘Not a Blade a grass’, it does sound eerily like Belize’s situation. But no, they have their own characters and setting.

Without going through the entire timeline and history, here is a synopsis of the story leading up to the case that SC Courtney will be defending. These are his own words from an interview: “Last year, on the twenty-first of December, the parliament had a vote on a no-confidence motion that was brought by the Leader of the Opposition, Bharrat Jagdeo, who you will recall was the former president. He‘s now the Leader of the Opposition and he moved a motion of no confidence, it was debated and voted on. It received a vote thirty-two to thirty-three. That thirty-two to thirty-three occurred because one of the government members crossed the floor and voted with the opposition. The Speaker of the House of Representatives declared that that no-confidence motion had passed. The government, as you know President Granger is the president of Guyana. The prime minister and members of the cabinet have all

said: one – that that was not a valid passing of the no-confidence motion and their reason for saying so is that there are sixty-five members in the National Assembly and that if you are to have a majority of all present, then when you divide sixty-five by two, you get thirty-two point five. You round that up and you get thirty-three and therefore you have to add one to make it thirty-four.

Since it only received thirty-three votes, the government is arguing that the motion did not pass. The high court said that yes, thirty-three was sufficient and it passed. The Court of Appeal, last week, ruled that the Chief Justice was wrong and that it needed thirty-four to pass. The Leader of the Opposition Bharrat Jagdeo has now taken it to the Caribbean Court of Justice and I have been engaged by the Government of Guyana to represent them in the CCJ in defending the position that the no-confidence motion did not pass.”

The president is Brigadier David Arthur Granger, a retired military officer who has been President of Guyana since 2015.

The implications of this case to the wider Caribbean region and really the Commonwealth are of maximum legal importance.

The crossing of the floor by Charandass Persaud to vote in favour of the no-confidence motion, is just one. The other is mathematical but detrimental to our majority rule. Belize has 31 members in parliament, what number constitutes a majority for Belize? The Chief Justice of Guyana ruled that the vote should have set in motion the immediate resignation of the country’s president and cabinet, despite the fact that President David Granger’s administration still has about two years left in its term. All of this is still in court and SC Courtney right in the middle.

today the rule of law prevailed. Our attorneys were successful in convincing

the Chief Justice that an injunction should be granted to stop the referendum from proceeding on 10th April 2019. The People’s United Party is convinced that the UDP Government is in violation of the Constitution and thereby not

respecting the rule of law. The PUP is also of the view that because this issue is of national importance that we must have certainty that we are in compliance with the law.

The PUP is insisting that the Government show respect for our processes

including our system of government, which has a clear separation of powers

between the legislative and executive branches of government, something we believe was not respected by the Prime Minister and his Cabinet.

The People’s United Party is pleased to obtain a victory for the people of

Belize!

Finally, the PUP condemns the Prime Minister, who said he would respect the

ruling of the Court, is once again attacking the Judiciary because he has lost yet

another case.

BAM Sih Deh! That look on Dean Barrow’s face at the press conference Wednesday. There is just no way to describe it. He just could not believe that the UDP would lose their case. There is something seriously wrong with this man, besides a critical case of megalomania. For a moment there we thought he might collapse because he was definitely on shaky ground. In fact, the man said you could have knocked him down with a feather when he heard the decision. If this ICJ thing wasn’t so serious, we’d bust our sides laughing at him, but what happened Wednesday should wake a lot of people up. Dean Barrow has lost almost every single case that has gone before the Courts—locally and abroad. And that’s the man you trust when he says the ICJ case is ironclad? You better wheel and come better than that.

Fool deh talk You would think that lame duck Barrow would say, you know what, the Court has stopped us so let’s take the time to get it right. It’s what any decent, good leader would do—listen to the people. But this fool does the exact opposite. He blustered and babbled and threw out useless and worthless platitudes. We’d use the word bullshit but we’re not sure that’s allowed. Anyway that is what it was. If you listen to the bully beef Barrow, he will now force the Chief Justice to hear the substantive case in one day and deliver a judgment on the same day. Since Mr. Barrow apparently controls the Supreme Court, right? And can tell the Chief Justice when he is to deliver a judgment, right? Oh but this bumblehead is bigger than that. He can also instruct the Court of Appeal to hear this case now and deliver an immediate judgment. The man has powers, it looks like. If you want, you can wait on that. We’ll stick with Eamon.

Tacos & Steak We hope that if nothing else, you all learned a very valuable lesson from this. Never count your chickens before they hatch. And tacos can be tasty, but nothing beats a good, thick steak for substance. The UDP and their attorney Lisa Shoman were already counting this as a win even before it got to Court. The whole nation had to listen to Miss Lisa explaining some nonsense about rolling up tortillas and eating tacos.

Carajo! A whole lot of ‘hablar’ and nothing else. We think Miss Lisa may now understand that while the lame duck Prime Minister speaks pretty, and controls the purse-strings, there’s nothing of substance there, and that is contagious, because she caught it. She got schooled, just like Dean Barrow has gotten schooled time and time again. Kudos to Eamon and Anthony and the PUP team. This is a win not for the Party but for the people of Belize.

Old & Tired Take a moment and scroll on Facebook, and you will know that the UDP is a dead party waiting, as dead as the Prime Minister’s old back.

People want them gone. People are tired of the same old rhetoric and tired of the arrogance and the greed and the corruption. The UDP wanted this referendum so bad that in desperation they dug deep and resurrected old and tired Juliet. Now who in the hell could Juliet convince of anything? She’s been able to buy love, but even that she can’t hold on to. But it’s good that she came out of the woodwork, because the people of Belize will be hearing a lot about her when the PUP gets into office and starts investigating how she went from rags to riches. Her glory days are coming to an end. You can bet on that.

Evacuation For six weeks now villagers in Corozal and Orange Walk have been complaining about the thick smoke coming from the burning at the garbage dump in Obregon, right across the border. Six weeks. And it is only after six weeks that the electrician is now talking about evacuating people from those villages because of the health risks caused by the smoke. Sources are telling us that Pablito claims he didn’t know about it, since he doesn’t live in Corozal anymore. Between the period of April 15 – 27, 2019 data collectors will be working within the municipality to collect data on the total square footage of the productive space of businesses. Business owners are being asked to cooperate with the data collectors as they embark on this very important initiative.

The establishment of the new trade licensing regime is grounded in the principles of transparency, objectivity, predictability, ease of administration and revenue neutrality.

He was accompanied by Councilor responsible for Traffic, Allan Pollard, Councilor responsible for Public Health and Cemetery, Delthrude Hylton, and the City Planner, Carla Patnett.

The theme for this year’s Summit “AIoT (Artificial Intelligence of Things) Invigorates Smart Cities” was on full exhibition at Taipei Nangang Center. The Expo’s features ranged from smart agriculture solutions to smart bus shelter solutions; smart home solutions to smart healthcare solutions; smart schools to smart street lighting; and smart parks to smart traffic solutions.

Throughout the five-day visit, the group along with Global City leaders and Mayors participated in activities and forums geared towards enabling solutions to accelerate the development of smart cities globally. They also visited Taipei City Hall, its Fire Department, Police Department and Emergency Organization Center headquarters.

Mayor Wagner was guest speaker at the Mayor’s Conference, where participants had the opportunity to exchange experiences with smart city development, while learning about other concepts and solutions.

To strengthen our sister city network, the contingent took the opportunity to rekindle its sister city relationship with the City of Kaohsiung, meeting with Deputy Mayor, Kuang Yeh, and Deputy Secretary General Wang Shih Fang, where they discussed strategic areas of assistance for Belize City.

By Angeles Itzab Thursday, April 4, 2019 Last week Friday representatives of the Belize Youth Movement took part in a discussion and consultation session carried out by the Caribbean Development Bank (CDB). The CDB is conducting a review of youth development context in preparation of a youth policy and operational strategy for the CARICOM Region. Belize who happens to be one of four Borrowing Member Countries known as BMC’s was selected to participate in the study to develop a Regional Youth Policy and Operational Strategy.

A team of consultants which comprised of Mr. Henry Charles, Lead Consultant; Mrs. Tiffany Daniels-Bailey, research assistant; and Ms. Teocah Dove, Facilitator- Online Media Consultation were set to visit Belize from the 25th to 29th March to carry out several meetings and discussions with key stakeholders. They would also analyze the current state of youth and youth development in the Region, including analysis of secondary data, a review of national, regional and international policies, strategies and reports.

The main objective of the project is to prepare a robust knowledge product on key issues and opportunities in youth development in (BMC’s) and to develop CDB’s first gender-sensitive and socially inclusive youth development Youth Policy and Operational Strategy. The session in which BYM was invited to participate was focused on the topic of Youth Civic and Political Participation.

Youth leaders from youth arms from both major political parties as well as youth from the National Youth Council were represented at the discussion.

The discussion featured a survey which would be used in collecting quantitative data on the youth state of affairs of the country and a discussion on opportunities and challenges faced by youth in Belize would be the qualitative data. Recommendations were also presented by the youth who participated. If there is one thing that was clear throughout the discussion is that no matter what political affiliation a young person has the struggles faced are all the same; unemployment, underemployment, lack of educational opportunities and access to resources in particularly land are things young people across all corners of the country are suffering from.

Another major topic of discussion

was the lack of youth involvement in national decision making at any level. The youths expressed that they are not taken into consideration and if invited to sit around the table as merely a token. They wish their voices would not only be heard but also listened to.

THE BELIZE TIMES WORLD METEOROLOGICAL DAY 2019: THE SUN, THE EARTH AND THE WEATHER

By Dr. Pedro Villegas “Sunshine is delicious, rain is refreshing, wind braces us up, snow is exhilarating; there is really no such thing as bad weather, only different kinds of good weather”. –John Ruskin– The United Nations’ World Meteorological Day is held annually on March 23 by the World Meteorological Organization (WMO) commemorating their foundation on 1950. This year, the organization is celebrating its 69th anniversary. Many different activities and events are organized for this occasion. The day majorly focuses on the importance of Sun and how it helps to sustain life on earth, changes the weather, hydrological cycle and ocean currents.

This is a commemoration that serves to remind the entire population of the world about the present and future commitments necessary to ensure the well-being of all the inhabitants of the planet Earth. One of the main themes of the XXI century has been “Climate Change”, which refers to the modification that is taking place in the climate compared to previous times. But what does climate stand for?

To introduce a little more with respect to the Climate, this could be defined as the set of meteorological conditions (precipitations, wind, humidity, pressure, temperature, etc.) and atmospheric characteristics of a given geographical area over a prolonged period of time.

The science responsible for its study and monitoring is called Meteorology. Its great peculiarity is to determine the precise climate of a meticulous observation during an extensive temporal space. Every year, the WMO chooses a theme around which the day is celebrated. This year, the theme is “The Sun, the Earth and the Weather”.

This recognizes the critical role that the Earth’s nearest star plays in what transpires on the planet. The energy that the Sun sends towards the Earth is taken up by all life forms to perform their biological functions. It also regulates global climate, which, in turn, influences local weather conditions. The same energy is also absorbed by the oceans which carry it around the planet, creating further conditions for diverse marine life to exist.

This year’s theme also sits in perfectly with the next cycle of the Sun’s activity starting in 2020, also known as the Solar Cycle 25. The Sun’s activity, influenced by its magnetic nature, fluctuates in 11-year cycles and affects the atmospheric conditions on Earth through changes in the Sun’s radiation and sudden bursts of solar energy known as “solar flares”.

The last few cycles of the Sun have shown a weakening trend and some scientists had even proposed that this would touch a record minimum known as a “Maunder minimum”, the likes of which were last seen between 1645 and 1715.

During this period, astronomers had observed no Sun spots. The current weakening of the Sun’s activity led to speculation that a “mini Ice Age” is close by and that devastating effects of human-induced

global warming could be partially offset by global cooling. The occurrence of such a minimum over decades would have led to a much cooler global climate.

The current prediction reverses this trend and debunks the theory of a global cooling phase compensating global warming due to greenhouse gas emissions, which have reached a record high.

Japan’s Meteorological Agency (JMA), which is also the Asian arm of the World Meteorological Organization (WMO), found that “El Niño” conditions are prevailing and that there is an 80% chance of the “El Niño” phenomenon staying on till the spring of 2019. They also divided it into two categories: “El Niño” (warming) and “La Niña” (cooling).

For example, the Climate Prediction Centre of the National Weather Service in the United States declared that weak “El Niño” conditions have been prevailing in the equatorial Pacific Ocean since January 2019.

On the other hand, the Australian Bureau of Meteorology has said that “El Niño” phenomenon is in a neutral phase, since the sub surface of the ocean is still warm and “El Niño” conditions could be back later in 2019.

We are three months away before the start of the 2019 hurricane season. It is important that our country begin to implement a management plan for as it relates to preparedness, readiness, response, and recovery. This plan shall setup the protocols that will help Belize in the event a hurricane hits us.

These examples underscore the fact that weather agencies around the world, under the leadership of WMO, need to coordinate better and become better at predicting our rapidly changing climate.

World Meteorological Day showcases the essential contribution of Meteorological and Hydrological Services to the safety and wellbeing of society and is celebrated with activities around the world. The themes chosen for World Meteorological Day reflect topical weather, climate or water, and other related issues.

Currently, the periods of changes have been more extreme and systematic, it is because Climate Change is a reality, confirmed in the studies carried out by scientists. Knowing their consequences, effects and the way we must face them is an essential task and one in which we can and must contribute.

This World Meteorological Day, scientists and people should also recognize the increasing unpredictability of our climate and weather. This is when deadly weather-related disasters are becoming far too common all around the world.

ELECTION OFFENCES RESTRICTION ON SALE OF INTOXICATING LIQUOR Section 28 (1) Every person who is the holder of any liquor license granted under the provisions of any Act authorising the sale of intoxicating liquor in any premises maintained solely for that purpose shall make all necessary steps to cause such premises to be closed to the public upon Referendum Day between the hour appointed for the opening of poll and the hour appointed for the closing of the poll.

(2) Every person who is the holder of any hotel licence, special hotel licence, restaurant licence or licence to sell liquor in any premises not solely maintained for that purpose, granted under the provisions of any Act authorising the sale of intoxicating liquor shall take all necessary steps to prevent the sale of intoxicating liquor at any time upon referendum day between the hour appointed for the opening of poll and the hour appointed for the closing of the poll.

(3) Any person who contravenes this section is guilty of an offence punishable on summary conviction with a fine not exceeding two hundred and fifty dollars or with imprisonment for a term not exceeding six months.

EMPLOYER TO ALLOW EMPLOYEE THE PRESCRIBE PERIOD FOR VOTING Section 29 (1) Every employer shall, on polling day, allow every voter in his employ a reasonable time during the prescribed period for voting and no employer shall make any deduction from the pay or other remuneration of any such voter or impose upon or exact from him any penalty by reason of his absence during such period.

(2) Any employer who, directly or indirectly refuses to grant, or by intimidation, undue influence or in any other way, interferes with granting of reasonable time to any voter in his employ during the prescribed period of voting as in this section provided, shall on summary conviction be liable to a fine not exceeding two thousand dollars or to imprisonment for a period not exceeding one year.

INFRINGEMENT BY ELECTION OFFICERS Section 30

Every Election Officer who

(a) makes in any record, return or other document which he is required to keep or make under this Regulation, any entry, which he knows or has reasonable cause to believe to be false, or does not believe to be true; or

(b) permits any person whom he knows or has reasonable cause to believe not to be a blind person or an incapacitated person to vote in the manner provided for blind persons or incapacitated person, as the case may be; or

(c) refuse to permit any person whom he knows or has reasonable cause to believe to be a blind person or an incapacitated person to vote in a manner provided for blind persons or incapacitated person, as the case may be; or

(d) wilfully prevents any person from voting at polling station at which he knows or has reasonable cause to believe such person is entitled to vote; or

(e) wilfully rejects or refuses to count any ballot paper which he knows or has reasonable cause to believe is validly cast for any choice in accordance with the provisions of these Regulations; or (f) wilfully counts any ballot paper as being cast for any choice, which he knows or has reasonable cause to believe was not validly cast for such choice.

PROHIBITED ON POLLING DAY Section 31: (1) No person shall furnish or supply any loudspeaker, bunting, ensign, banner, standard or set of colours, or any flag, other than the national flag, to any person with intent that it shall be carried, worn or used

as political propaganda, on polling day, and no person shall, with any such intent, carry, wear or use, any such loudspeaker, bunting, ensign, banner, standard, or set of colours, or any flag, other than the national flag, on polling day.

(2) No person shall furnish or supply any flag, ribbons, label or like favour to or for any person with intent that it be work or used by any person within any division on polling day, as a party badge to distinguish the wearer as the supporter of any candidate, or of the political or other opinions entertained or supposed to be entertained by such candidate, and no person shall use or wear any flag, ribbon, label, or other favour, as such badge, within any division on polling day.

(3) Nothing contained in either subsection (1) or subsection (2) of this section shall be deemed to extend to the furnishing or supplying of any banner nearing only the name of any candidate or any political party or only such name preceded by the words “Vote for” or similar words or of any rosette or to the use of any such banner on any vehicle or of any such rosette.

(4) No person shall on polling day do any of the following acts within any division in which a poll is being taken(a) organise, hold or participate in any meeting, or organise, lead or participate in any procession, of five or more persons; (b) Accost, or solicit or canvass his vote from any elector who has already joined the line of voters waiting to vote at any polling station.

(5) Any person who contravenes any of the provisions of this section shall be liable on summary conviction to a fine not exceeding two hundred and fifty dollars ($250.00) or to imprisonment for any term not exceeding six months.

BRIBERY Section 32: (1) The following persons shall be deemed guilty of bribery within the meaning of this Act(a) every person who, directly or indirectly by himself or by any other person on his behalf, gives, lends or agrees to give or lend, or offers, promises, or promises to procure or to endeavour to procure, any money or valuable consideration to or for any voter, or to or for any person on behalf of any voter, or to or for any other person, in order to induce any voter to vote or refrain from voting, or corruptly does any such act as aforesaid on account of that voter having voted or refrained from voting at any election; (b) every person who directly or indirectly, by himself or by any other person on his behalf, gives or procures, or agrees to give or procure or to endeavour to procure, any office, place or employment to or for any voter, or to or for any person on behalf of that voter, or to or for any other person, in order to induce that voter to vote or refrain from voting, or corruptly does any such act as aforesaid on account of any voter having voted or refrained from voting at any election; (c) every person who directly or indirectly, by himself or by any other person on his behalf, makes any such gift, loan, offer, promise, procurement or agreement as aforesaid to or for any person in order to induce that person to procure, or to endeavour to procure, the return of any person as an elected member of the House of Representatives or the vote of any voter at any election; (d) every person who, upon or in consequence of any gift, loan, offer, promise, procurement or agreement, procures, or engages, promises or endeavours to persuade the return of any person as an elected member of the House of Representatives or the vote of any voter at any election; (e) every person who advances or pays, or causes to be paid, any money to or for the use of any other person, with the intent that that money, or any part thereof, shall be expended in bribery at any election, or who knowingly pays, or causes to be paid, any money to any person, in discharge or repayment of any money wholly or in part expended in bribery at any election; (f) every voter who, before or during any election, directly or indirectly, by himself or by any other person on his behalf, receives, agrees, or con-

(g) every person who, after any election, directly or indirectly, by himself or any other person on his behalf, receives any money or valuable consideration on account of any person having voted or refrained from voting or having induced any other person to vote or refrain from voting at any election.

(2) No person shall be guilty of bribery under subsection (1) who gives to any other person any article not exceeding twenty dollars in value.

UNDUE INFLUENCE Section 34: Every person who, directly or indirectly, by himself or any other person on his behalf(a) makes use, or threatens to make use, of any force, violence or restraint, or inflicts or threatens to inflict, any temporal or spiritual injury, damage, harm, or loss upon or against any person, in order to induce or compel that person to vote or refrain from voting or on account of that person having voted or refrained from voting, at any election, or (b) by abduction, duress, or any fraudulent contrivance impedes or prevents the free exercise of the franchise of any voter, or thereby compels, induces or prevails upon any voter either to give or refrain from giving his vote at any election, is guilty of undue influence within the meaning of this Act.

(e) fraudulently takes out of a polling station any ballot paper; or (f) without due to authority destroys, takes, opens, or otherwise interferes with any ballot box or packet of ballot papers then in use for the purpose of any election, shall be guilty of a misdemeanor, and shall be liable, if he is a presiding officer or clerk employed at the polling station, to a fine not exceeding two thousand dollars, or to imprisonment for any term not exceeding five years, and, if he is any other person, to a fine, on summary conviction, not exceeding one thousand dollars, or to imprisonment for any term not exceeding five years, and, if he is any other person, to a fine, on summary conviction, not exceeding one thousand dollars, or to imprisonment for any term not exceeding three years.

(2) In any indictment or other prosecution for an offence in relation to the nomination papers, ballot boxes, ballot papers, and marking instruments at an election, the property in such papers, boxes, and instruments may be stated to be in the returning officer at such election.

PROHIBITION OF THE PRINTING AND PUBLISHING OF PRESCRIBED FORMS (BALLOT PAPERS) Rule 16: (1) No one other than the Chief Elections Officer or a person authorized by him/her shall print or publish any form prescribed by these Regulations or print or publish any form which in the opinion of the Chief Elections Officer resembles or sufficiently resembles any form prescribed by these Regulations so as to be capable of misleading an elector into believing that that form was a form or a sample of a form printed or published by the Chief Elections Officer.

PENALTY FOR CERTAIN ILLEGAL PRACTICES AT ELECTION

Provided thatIt shall be lawful to print or publish a form or a sample of a form which has printed on it in a conspicuous manner: “This is NOT an official form and is NOT printed or published by or under the authority of the Chief Elections Officer. It is for the guidance of electors only.”

Section 37: Every person who(a) votes or induces, or procures any person to vote, at any election, knowing that he or that person is prohibited by this Act, or by any law in force, from voting at that election; or (b) before or during any election, knowingly publishes any false statement of the withdrawal of a candidate at the election for the purpose of promoting or procuring the election of another candidate; or (c) before or during any election, for the purpose of affecting the return of any candidate at such election, makes or publishes any false statement of fact in relation to the personal character or conduct of such candidate; or (d) between the date of notification by the Chief Elections Officer of the issue by the Governor-General of a writ for the purposes of an election and the day after polling at such election, whether in a general election or in a by-election, acts in a disorderly manner with intent to prevent the transaction of the business of a public meeting called for the purpose of promoting the election of a candidate as a member to serve in the House of Representatives, shall be guilty of an illegal practice,and is liable on summary conviction to a fine not exceeding one thousand dollars, and, in default, to imprisonment for any term not exceeding twelve months.

OFFENCES IN RESPECT OF BALLOT PAPERS Section 38: (1) Every person who(a) forges or counterfeits, or fraudulently defaces, or fraudulently destroys, any nomination [ballot] paper, or delivers to the presiding officer any nomination paper, knowing the same to be forged; or (b) forges or counterfeits, or fraudulently defaces, or destroys, any ballot

(2) Any person who contravenes the provisions of paragraph (1) of this rule shall be guilty of an offence and shall be liable upon summary conviction to a fine not exceeding five hundred dollars or to imprisonment for any term not exceeding three months or to both such fine and imprisonment.

(3) Any person who distributes any form printed or published in contravention of the provisions of paragraph (1) of this rule shall be guilty of an offence and shall be liable upon summary conviction to a fine not exceeding two hundred and fifty dollars or to imprisonment for a term not exceeding one month or to both such fine and imprisonment.

INFRINGEMENT OF SECRECY Section 39 (1) Every officer and clerk in attendance at a polling station shall maintain and aid in maintaining the secrecy of the voting in that station, and shall not communicate to any person, except for some purpose authorized by this Act, before the poll is closed, any information as to the name or number on the register of voters of any voter who has or has not applied for a ballot paper or voted at that station, and no person whoever shall interfere or attempt to interfere with a voter when marking his vote, or otherwise attempt to obtain in the polling station any information as to the choice for what any voter there is about to vote or has voted, or as to the number on the back of the ballot paper given to any voter there.

(2) Every clerk and monitor in attendance at the counting of the votes shall maintain and aid in maintaining the secrecy of the voting and shall not attempt to ascertain at the counting the number on the back of any ballot paper or communicate any information obtained at the counting as to the choice for what any vote is given in any particular ballot paper.

(3) No person shall directly or indirectly induce any voter to display his/her ballot paper after he has marked it; so as to make known to any person the choice “for” (YES) or “against” (NO) he/she has so marked his vote.

(4) Any person acting in contravention to any of the above shall be liable, on summary conviction, to a fine not exceeding one thousand dollars ($1,000.00) and in default of payment, to imprisonment for a term not exceeding one year.
