Wednesday, 29 March 2017 For the first time in the history of our young nation, eight Belizeans were murdered in the space of only 48 hours, between early Saturday morning to early Monday morning.

With the exception of a very sheepish press briefing which offered no indication of a new Police strategy, or even concern, the government of Belize has said nothing about the bloody, violent weekend.

Five men were killed in Belize City. Four of them by bullets. Two men were killed in Stann Creek, one

than 40 murders have been recorded since the year started. But the government does not seem to care. In fact, this Barrow administration has never expressed any real concern about crime. In the Budget read just a couple weeks ago and debated last week, the allocation to the Police Department has been slashed by $2M. Imagine that. Crime on the rise, resources already far from enough, and the Government will slash the budget even further. While he did not slash the allocation to purchase fancy luxury vehicles for Ministers, the Prime Minister slashed the Police budget. At that same sheepish press conference on Monday, Commission-

stabbed and the other bludgeoned to death with a baseball bat. And a minor fell to the knife in the Cayo District.

Even as those murders consume investigators, they have not been able to identify the female whose body parts were found in a crocus sack, the skin flayed from her body. Her head remains missing. And even as that heinous murder dominates the conscious, the family of a young girl killed and burned at the Belmopan dump is still grieving.

Eyewitnesses tell the Belize Times that at the meeting were Faber, UDP Dangriga Chairman Clifford ‘Boss P’ Peters, his brother Mayor Francis Humphreys, Area Rep Frank ‘Papa’ Mena and assorted supporters.

Faber had no time to make his case, since the meeting got out of control with the first speaker, Mena. We were told that Mena started complaining about ‘Boss P’ making him look bad in town and even, incredibly, accused Peters of wanting to blow up his home (which by the way has grown to astronomical proportions since his victory).

That’s when Jason Williams and Moses Lopez, both Papa Mena henchmen, got agitated and declared that if Boss P did anything to Mena it would be war. That escalated when Ezequiel Miguel, Boss P’s sidekick insulted Jason Williams, prompting Williams to hit him with a chair. While that was happening, Boss P then went after Mena, cursing him out, and that’s when Williams allegedly pulled his gun to defend himself and Mena from the advancing Peters.

The tension between Clifford Peters and Area Representative Frank Papa Mena has been bubbling for some time. Mena has complained to Cabinet that Peters undermines him in Dangriga, but reports indicate that the complaints have fallen on deaf ears, since peters is the younger brother of Mayor Francis Humphreys, who enjoys the support of both the Prime Minister and the Deputy Prime Minister. Mena, if you will recall, put himself squarely in the corner of Faber’s opponent for Deputy PM, John Saldivar, so it is a tangled web of tension and bad feelings.

Continued from page 1 returned at the change of shift. The diarist at the Police Station was helpful enough to fetch Locke for Toledo and it was while both men talked by the door of the station that Toledo pulled out a knife and started stabbing Locke to the chest and abdomen.

Toledo continued stabbing Locke after he fell to the ground, and Locke’s brother officers were only able to stop the bloody assault by hitting Toledo to the head with a cement block. Locke was put in the back of a Police mobile and rushed to the KHMH but died shortly after being wheeled into the operating theatre for emergency surgery.

The brutal stabbing has shocked the community, particularly Locke’s brother officers who watched him fall under the knife and were powerless to save his life. In a press briefing called Monday, southside Commander Asst. Commissioner of Police Chester Williams claimed that it would not have mattered if there were armed Police nearby, since the attack happened so quickly. Still, stated Williams, it has served to highlight the need for stronger security protocols at the station.

So why would the Honduran walk into the Raccoon Street PD with the clear intention of killing Locke? Well, there is much speculation on the motive for the murder.

According to Toledo’s daughter, Lilian Toledo, her mother was being extorted by Locke, who also moonlighted as a taxi-driver in his free time. She claimed that Locke used the threat that he would hurt her father, to coerce her mother. She alleges that when her father learned of this, he approached Locke in a drunken rage and committed the murder.

It is unlikely that the Police will investigate that angle of the murder, having lost one of their own. Toledo is currently on remand at the Belize Central Prison.

But not to worry, ComPol Whylie explained, the Police will continue to do what they have been doing with what they have. Apparently, Whylie, like his Police bosses, cannot see that the efforts of the Police have not been enough. And now they have less.

The nation is in serious trouble.

The priorities of this Barrow administration are hopelessly skewed.

Change must come. By the bullet or the ballot.

SENATE REJECTS...BILL PASSES ANYWAY! Wednesday, 29 March 2017 It made big, even historic, news on Monday when a Senate including the long awaited 13th Senator rejected the PACT Amendment Bill.

The amendment, which would see an increase in departure fees as part of GOB’s tax measures to raise $11M, was opposed by all senators with the exception of the cronies on the government side.

But any feeling that the delay would allow GOB to carry out wider consultation with stakeholders, if nothing else, was short lived. Today the rejected, amended bill was sent to the Governor General for assent and then passage into law.

In a release issued today, GOB asserted that “The Constitution allows for a money Bill defeated in the Senate to be presented to the Governor General for his assent in accordance with section 78(1) of the Constitution of Belize. Section 78(1) of the Constitution of Belize prescribes, “If a money bill, having been passed by the House of Representatives and sent to the Senate at least one month before the end of the session, is not passed by the Senate without amendment within one month after it is sent to that House, the Bill shall, unless the House of Rep-

resentatives otherwise resolves, be presented to the Governor-General for assent notwithstanding that the Senate has not consented to the Bill.”

Notwithstanding a debate that the Amendment does indeed fall into the category of a money bill, there is also the matter that the Bill was delayed not even for the one month prescribed by the Constitution. Via text, lead Opposition Senator Eamon Courtenay stated, “this decision by the Government is an act of supreme arrogance. It is a disrespect to the democratic process.

It shows a complete unwillingness to consult in order to improve the Bill. This is exactly what the CCJ warned against 'the cancer of prime ministerial governance.”

The Belize Times has been advised that the NGO community, represented by the 13th Senator, is currently holding meetings to explore their options.

Senators Trash Barrow’s “Bouncing Backward” Budget Wednesday, 29 March 2017 In his characteristically spirited and fiery contribution to the debate of the budget for fiscal year 2017/2018, lead Opposition Senator Eamon Courtenay referred to a book riddled with fantasies which the UDP ought to be ashamed to present. He was not the only one to point out glaring inconsistencies in the big book. NGO Senator, Osmany Salas voted against the bill stating that “more work needs to be done on it. I would be glad to support a budget that is better prepared."

Nonetheless, an attempt to delay the budget for it to be revised and rid of what Opposition Senator Valerie Woods described as “fundamental and substantive errors” was thwarted by Church Senator Ashley Rocke who sided with the UDP in ramming new taxes down the throats of Belizeans.

The only thing the senator cared about was missionaries paying the sharp increase in the departure tax for non-Belizeans. Still, he voted in support. When a division of votes was called, it was a 7 to 6 split in favour of passing the budget.

Turning to the Prime Minister’s promises of a “bold Belizean recovery”, Senator Courtenay stated, “Only a person who is suffering from some severe state of delusion can say that the Belizean economy is bouncing back. The truth is, when a country is in recession, moving to a depression, that

is not bouncing back, that is bouncing backwards!”

Courtenay expressed that nothing has changed since his last budget speech: “One year later, the economy has gotten worse under the UDP.” Why? He asked. “The answer is simple… We sold out to the bondholders.” Courtenay holds that the budget does not advance the interests of the Belizean people but rather, those of the bondholders who reviewed and approved it in New York.

With 8 years in office, specified Courtenay, the UDP cannot blame the PUP for the current state of affairs. Last year, rather than economic growth of 1.5% there was a “monstrous overall deficit of $160 million.” The Senator called on PM Barrow to

man up and tell the people he would be increasing new taxes instead of using alternative facts. “Don’t use fancy words and euphemisms when you are ramming a ‘bukut’ on the people of Belize,” urged Courtenay.

The Senator warned that the cost of doing business will increase. “The UDP are telling us: enjoy di taxes! Dah wahn recovery! Dah like dehn di beat wih and tell wi dehn love wi.” From there, Courtenay declared that there is no need to increase taxes and he pointed to uncollected income tax and GST totalling $59.9 million for the past two years.

Questions to Ministers

Would the Member for Queen Square and Minister of Finance please explain why Michelle Longsworth, wife of former UDP Minister Herman Longsworth, is still being paid $7000 a month from CITO when she left her job there as director in mid-2016?

Would the Member for Pickstock and Minister of Foreign Affairs please say whether he was reading from instructions sent to him by Guatemalan officials when he proclaimed that Belize does not have any established maritime borders? Could he further confirm credible reports that he is on the short-list of those persons who are candidates for Guatemalan of the Year 2017?

Would the unelected Senator, absolute waste of time and Minister of Immigration and Agriculture please say if he would be willing to provide a list of his assets before entering politics and after entering politics? Would he further be willing to provide a list of the assets of his family members?

Would the Member for Mess-up-otamia and Minister of Housing please say exactly how many homes have been built for disadvantaged, poor Belizeans countrywide since 2008? Could he confirm or deny reports that not one house has been built for Belizeans in years, and if so could he explain how the sizable budget for the Ministry is spent?

Would the Member for Belmopan and Minister of Defence please say whether he has had any contact with his good friend and accused murderer William Mason recently? And could he further confirm or deny reports that there are more nude pics that were taken on that king-sized bed at Mason’s hilltop home circulating?

Would the Member for Orange Walk North and hotbed of corruption former Minister please say if he has any plans to return monies and assets that were misappropriated from the Ministry while he was there? Could he also provide a list of personal assets and assets held by family members which were procured while he was Minister?

Would the enormous Attorney-General please say exactly how much he was paid for the work he did on BarrowBond 3.0? Could he further provide an update on the so-called legal action being taken against his friend Andre Vega who managed to make off with $400,000 of the people’s money through his daddy Gaspar?

I am sure the Editor of any newspaper is mortified when forced to make an apology for something written which was erroneous or offensive. I bow my head in shame. Earlier this week, passionate, emotional fool that I am, I posted on Facebook following the Senate debate, that somebody should take that damn rocke out to sea and throw it into the deep. Immediately, the calls came flooding in…first from the environmental agencies, then the fishing community, then the coalition to save our reef…a flood of irate, terribly put off callers, demanding to know how I could possibly contemplate throwing that stinking rocke into our beautiful Caribbean Sea which is already under threat. I was battered by those asking if it were not enough that the government wants to drill for oil offshore, and now I want to contaminate the seabed with that poisonous rocke. My lerd, I am sorry. I don’t know what I was thinking. I hope you guys forgive me.

There are credible reports that Judas Iscarirocke was seen coming out of the seafront mansion of our saintly Prime Minister this weekend, just hours before he supported the red budget. It’s not the first time he has been seen sauntering up the steps of that palatial home before an important meeting of the Senate. There are some who would say that the man was receiving instructions and/or taking collections (on behalf of the church of course), but I prefer to think his regular visits are for the purpose of praying for his national leader. But seriously though. What a frigging sick joke. The man representing the so-called church which doesn’t pay taxes, voting with his red buddies to tax Belizeans. Rocke has been bought and paid for, and quite simply it is time for him to go. If I could go biblical on this fool, what does it benefit a man to gain the world and lose his soul. Dih Plane Land…AGAIN Check this out. Do you really think it’s a coincidence that whenever the Police find a drug plane, they happen on the scene after the plane has been offloaded and everybody has departed? WTF! Like really. So how do we do these operations? Guatemala calls, tells us there is an unauthorized airplane in their airspace heading into Belize, likely to be carrying drugs, and then what? The Police go sip some beers at a local brothel and chill till they get the okay to go to the scene? Awww shit mein. So let me ask a question. Where did this plane land exactly?

All the Police are saying is that it is in the north.

Strange, if you ask me. I know one place where it could land. You know that large plot of land outside Carmelita, say about 1600 acres? With all those smooth, wide private roads? Hmmm I wonder. Stranger things have happened for sure, and the fellow that owns that large parcel of land, Margarito his name is…certainly is no saint. Say it ain’t so.

Bembe…

Police sources have revealed that the mentally-challenged former credible current senator, the one who has mood swings in which he plays Bembe, has complained at the highest levels about the arrest of his son, gunman Bembe Jr. Apparently he has asked for the transfer of certain investigators involved in the case because they kept pressuring the OC to lay charges. It’s a curious thing.

Reports are that when junior Bembe was finally brought in he was taken straight into the OC’s office – no cell for this privileged fellow. Then he was arraigned very quietly and discreetly with the wrong charge, no mention of a firearm which would have meant instant remand. Trust me that velvet gloves shit wouldn’t have applied to any normal Belizean. This week the lame duck pseudo-cop ComPol explained that the investigation took two months because the Police in Belmopan were inefficient…okay then.

EDITORIAL Casting the First Stone

I

t is difficult to recall a more violent weekend in the nation, with eight persons losing their lives in the 48 hours between early Saturday morning and early Monday morning. Five fell in the city alone, one of them a Police Officer who was attacked and stabbed in the Department’s busiest southside hub, the Raccoon Street Station.

Two more were killed in Santa Cruz, Stann Creek, one of them bludgeoned with a baseball bat. A minor was also killed in Cristo Rey, Cayo – dead before his seventeenth birthday.

The violence is not isolated. Practically every weekend there are multiple casualties. The year just gone recorded the second highest murder rate in the past five years. You could say that the nation has been at a point of crisis for some time, holding on by our collective fingertips.

Hours before the first blood stained the streets, the junior Minister of Police, in the House, boasted that his Ministry is now coming up with a strategic plan to combat crime. In his half an hour long presentation, the honourable Elodio Aragon revealed that the allocation to the Police Department has been cut, but thanked the Prime Minister for his wonderful budget. He did not say it then, and the Commissioner of Police only revealed it this week under questioning, but there will be no passing out of new Police Officers this year, or in the foreseeable future. See, in deciding what to cut, Mr. Barrow decided that it would be okay to cut the capacity of the Police. And Minister Aragon seemed okay with that. He was full of praise and worship for his glorious leader who cut the Police budget at a time when the Department should be given urgent priority.

Is it any wonder we are where we are?

In fact, Minister Aragon seemed to not realize that the government bears the primary responsibility for crime, and for fighting crime. In his presentation he passed it off as everybody’s problem, something that must be fixed by all of us, and not overnight. That has got to be the most unremarked yet remarkable cop-out by this government.

On Sunday night, sometime between the seventh and eighth murders, an intrepid reporter took to Facebook. She cautioned against using the bloodshed for political gain as she asked the question, who is to blame? Responders claimed that we are all to blame. We are all responsible. We have done some great wrong which has caused crime to spiral out of control and which causes persons to kill other persons in the most heinous and brutal fashion. We must take responsibility, offer some significant penance which will right this dreadful wrong.

But are we, residents of this nation, really to blame for crime? How did that happen? And when did government start getting off so easy for a situation which is obviously, absolutely within its realm of responsibility.

The reality is that this Barrow administration has done nothing to address the root factors of crime. Instead of focusing on the empowerment of our at-risk youth, this administration believes it more practical and politically expedient to keep them poor and malleable. Six of the ten constituencies in the city are run by the most powerful UDP Ministers, including the Prime Minister and the Deputy Prime Minister. Yet those are the poorest constituencies, dependent on the largesse of their representatives for survival. Coincidence?

This Barrow administration is also largely responsible for the factors which saw the organization of Belize City gangs. There are Ministers who are believed to exert real control over the most violent gangs. That control comes with protection from the Police. And it is this Barrow administration which has perverted the Police Department for its own purposes. Currently the Department is in disarray, the Commissioner of Police a political rubber duck squeezed at his masters’ whims. It is no secret that politically connected persons are allowed to break the law with impunity.

It is this Barrow administration which has become the most corrupt in our nation’s young history. Ministers have been allowed to raid our treasury and assets with no repercussions; to sell our birthright with no consequence; to ride roughshod over the rule of law. Our Ministers, criminals who sit in Cabinet and enjoy lives of plenty, have become the idols of the young and impressionable.

And it is this Barrow administration which has been unwilling to properly resource the Police, the investigative and prosecution arms of the government or the Judiciary. It is this administration which has continued to be casually dismissive of crime, and Belizean citizens are paying the cost of that reticence.

So are we to blame for the spirally crime and violence? Absolutely not. Here is the first proverbial stone cast, at an unfeeling, corrupt and ridiculous government which apparently knows not what it does.

s difícil recordar un fin de semana más violento en el país, con ocho personas perdiendo la vida en las 48 horas de la mañana del sábado a la madrugada del lunes. Solamente en la ciudad cayeron cinco, uno de ellos un oficial de policía que fue atacado y apuñalado en la comisaria más atareada del Departamento en el sur de la ciudad, la delegación de la calle Racoon. Dos más fueron asesinados en Santa Cruz, en el distrito de Stann Creek, uno de ellos apaleado con un bate de béisbol. Un menor de edad fue asesinado en Cristo Rey, Cayo – muerto antes de su decimoséptimo cumpleaños.

La violencia no es aislada. Prácticamente cada fin de semana hay varias víctimas.

Solo el año pasado se registró la segunda tasa de asesinatos más alta en los últimos cinco años. Se podría decir que la nación ha estado en un momento de crisis por algún tiempo, aferrándose a duras penas por las yemas de nuestros dedos.

Horas antes de que la primera sangre tiña las calles, el Vice Ministro de Policía se jactó, en el Parlamento, de que su Ministerio actualmente está diseñando un plan estratégico para combatir la delincuencia. En su larga presentación que duró media hora, el Honorable Elodio Aragón reveló que la asignación presupuestaria del Departamento de Policía había sido cortada, pero agradeció al Primer Ministro su presupuesto maravilloso. No lo dijo entonces y el Comisionado de Policía sólo lo revelo esta semana bajo cuestionamiento, que no habrá ningún desfile de final de curso de nuevos policías este año, o en el futuro previsible. Véase, en decidir qué cortar, el Señor Barrow decidió que estaría bien reducir la capacidad de la policía.

Y el Ministro Aragón parecía estar bien con eso. Él estuvo lleno de alabanza y adoración para su glorioso líder que recorto el presupuesto de la policía en un momento cuando el Departamento debe ser una prioridad urgente. ¿Es de extrañar que estamos donde estamos?

De hecho, el Ministro Aragón parecía no darse cuenta de que el gobierno tiene la responsabilidad primaria para el crimen y para la lucha contra la delincuencia. La realidad es que esta administración Barrow no ha hecho nada para abordar los factores de la raíz del crimen. En lugar de centrarse en el empoderamiento de la juventud en riesgo, esta Administración considera más práctico y políticamente conveniente mantenerlos pobres y maleables. Seis de los diez distritos electorales de la ciudad están a cargo de los ministros más poderosos del UDP, incluyendo el Primer Ministro y el Viceprimer Ministro. Sin embargo, aquellos son los distritos más pobres, dependientes de la generosidad de sus representantes para la supervivencia. ¿Coincidencia?

Esta administración de Barrow es también responsable en gran medida de los factores que impulsaron la organización de las pandillas de la ciudad de Belice. Se cree que hay ministros que ejercen el verdadero control de las pandillas más violentas.

Que el control viene con protección de la policía. Y es esta administración Barrow que ha pervertido al Departamento de Policía para sus propios fines. Actualmente el Departamento está en desorden, el Comisionado de Policía, un patito de goma política presionado en base a caprichos de sus amos. No es ningún secreto que a las personas políticamente conectadas se les permite quebrantar la ley impunemente.

Es este, el gobierno de Barrow, que se ha convertido en el más corrupto de la joven historia de nuestro país. A los Ministros se les ha permitido saquear nuestra tesorería y activos sin repercusiones; vender nuestra primogenitura con ninguna consecuencia; a pisotear el estado de derecho. Nuestros ministros, los criminales que se sientan en el gabinete y disfrutan de la vida de abundancia, se han convertido en los ídolos de los joven e impresionables.

Y es esta administración Barrow que ha sido renuente a disponer recursos adecuados para la policía, los sectores de investigación y la fiscalía del gobierno o del poder judicial. Es este gobierno que ha seguido siendo casualmente desdeñosa de la delincuencia, y los ciudadanos Beliceños están pagando el costo de esa renuencia.

Así que, ¿somos responsables de la espiral de crimen y la violencia? Absolutamente no. Aquí es donde se le lanza la proverbial primera piedra a un gobierno insensible, corrupto y ridículo que al parecer no sabe lo que hace.

Wednesday, 29 March 2017 UDP senators “got into it” with some of their colleagues over the statement that with the latest renegotiation of the superbond, they are simply “kicking the can down the road.”

Opposition Senator Valerie Woods questioned how the Government will use the 13 years it bought itself with the latest superbond renegotiation. She pointed out, “there were 9 such years that we had where we were supposed to be producing surpluses that would not have allowed us to kick this can down the road. Because it’s not five soft balloon payments; they’re hard and they are coming with a big sting. Each of those five years, this country has to find over a hundred million US dollars extra; we can’t even find comfortably 80 million Belize dollars extra.”

In response, UDP Senator Michael Peyrefitte alluded to almost 40% in interest payments saved for 21 years. He affirmed, “THAT alone justified why this restructuring of the so-called superbond was a huge, huge success. Secondly, we the people of Belize do not have to pay a single bullet payment ‘til 2030 which was not the case in the previous bond. So for the next 10 to 13 years we have that money available to do projects with, to do work with.”

We’ll refinance it and renegotiate it. What would have been the thing to do was to set up a sinking fund for those savings and not say we’re going to be using the money.”

On a separate note, Senator Courtenay has put forth that Statutory Instrument 25 of 2017 signed by Prime Minister Rt. Hon. Dean Barrow on March 9, 2017 which set out the stipulations of the superbond renegotiation, is illegal. Courtenay explained that the Finance and Audit Act makes no provision for the statutory instrument and “the Minister of Finance exercised his power under the wrong section of the law.”

Wednesday, 29 March 2017 About 51 of the most vulnerable residents of Belize City lost their homes in one of the worst fires to ever hit the Majestic Alley area. The low-income housing area went up in flames on Friday, March 24, where an apartment building with 8 units was gutted by the blaze. It ended up spreading to 4 other houses nearby due to the congestion in the community The fire victims now displaced have been receiving aid from the People’s United Party, the City Emergency Management Organization and even businesses who see the plight that they are now in.

At about 4:30 Friday afternoon, the fire started from the apartment area that is known as the Long Barracks area. The Fire Department’s investigators still can’t tell what the cause was because the destruction was almost too complete to sift through and establish which remains belong to the upstairs flat, and which remains were once a part of the downstairs.

The quick spreading blaze overtook the apartment, and due to a breeze and the close proximity to the other homes, 3 other nearby buildings caught on fire. The firefighters battled bravely attempting to put out the fire, but there was an equipment failure due to age. When the fire was finally put out completely, the damage was widespread and almost all the belongings for these 18 families got destroyed. Some of them were not even at home at the time, and so they came home to the wreckage caused by the blaze, hoping to wind down the work week. Instead, they

people. Their lives are in complete ruin, and the authorities have only committed provided limited relief for them. So, what will happen to them after this week? Their Area Rep., former Prime Minister Said Musa, and the PUP, have stepped in to provide assistance with lodging until further notice. He has committed publicly that he will help them to rebuild.

He did concede that the ideal situation for these 51 Belizeans is that each of the families should have their own 2 or 3-bedroom home.

The space is too limited for Majestic Alley, and so, that can’t happen here. Musa shared his opinion that the Government would have to find a suitable area for redevelopment, and to build homes for people. His relief efforts on their behalf in the long-term would have to be that persons are hired to go back and build apartments. That rebuilding effort will include trying to consider safety hazards such as the possibility that another fire can devastate the community.

He recalls that this is the third time that fire has hit Majestic Alley like this, but none of those previous fires were as destructive as this.

Green Killed on Kelly Street

Wednesday, 29 March 2017 Only 13 hours or so after the Eastern Division North responded to the double murder of Nelson Noralez and Byron Marshall, they had to go back to the same part of the City. This time, the person who had been gunned down and killed was 30 year-old Randy Green.

It happened at around 3:30 p.m. on Saturday, March 25 at a carpentry shop on Kelly Street, which is right

only 2 blocks away from Noralez and Marshall had been killed. According to Police, Green was socializing with a group of men when an unknown assailant walked into the yard of the carpentry shop. That gunman immediately opened fire on Green injuring him several times, after which he fled the scene, leaving Green to bleed out and die.

It is unclear why he was targeted, but Police are reporting that they have

already detained 6 men for questioning in connection with the murder.

The press visited Green’s home, which is right across the street from where he killed. They attempted to get comment from his family. They declined, expressing that they would wish that his murder not even be reported by the media.

Green had only been free for a little under 4 months after being acquitted with another man for the 2011 murder of 9 year-old Joshua Abraham. He had been on remand at the Belize Central for over 5 years while he awaited trial.

Wednesday, 29 March 2017 Police have still not been able to make any arrests in the double murder of 59-year-old Nelson Noralez and 34 year-old Byron Marshall. As part of the very bloody weekend, these two law abiding citizens were shot and killed in the early morning hours of Saturday, March 25.

Their friends and family say that these two friends were heading home after a night out socializing. They are known to love playing card games, and their last stop for the evening was at a poker game. Sometime after 2 a.m., both men were heading home. It is a little unclear as to the mode of transportation: one account is that they were double riding, while another is that Noralez was riding on a bike while Marshall walked beside him.

They were about to pass by the corner of Matron Roberts and Kelly Streets when gunmen drove up and opened fire on both men before speeding off. Both Noralez and Marshall were hit multiple times, including shots to the head, which killed them on the scene. Marshall’s family

was especially hurt by his violent murder because they expected him to be at his home in Pomona Village, Stann Creek. They were unaware that he would been in Belize City during the past weekend.

The families of both men are devastated by their violent deaths because they were not in any way a reflection of the way they lived their lives. Noralez was senior member of the Pickstock community who was well liked for his kindness and easy-going nature. He is particularly missed at the neighborhood pre-school, where he visited every day, helping out where he could, and acting as a role-model to the children who attend there.

Marshall’s wife is devastated because she describes him as the love of her life, the only man she ever had a relationship with. More than that, she says that he was a great father to her daughter, who keeps asking for her dad. She says that she doesn’t know how to tell her that he has passed away, because she is not old enough yet to understand the meaning of death.

Marshall also leaves behind a son.

Osmar Sabido doused the house with kerosene oil and waited with a knife in his hand for Christie to arrive at the house they both shared.

Osmar Sabido attacked Christie even before she was able to get out of the car she drove to get home.

Where is the self defense? Where is the provocation?

Being the coward he is and trying to save himself from life in prison; a sentence that definitely suits the crime, Osmar Sabido has turned to attack once again and in the same manner as the murder only this time it is the character of Christie Carrasco. Again, Christie cannot defend herself and so Christie like all of us are depending on our laws and court system to give her justice.

This was not only murder; this was premeditated murder.

Budget Debate, March 23, 2017 What the UDP essentially did was use the PetroCaribe money to win a third terms at the expense of the people of Belize. They won each of the elections, but it is the people of Belize who now have to pay the bills. When you are in government, you borrow money in the name of the people, not in the name of the party in government, so it is the people of Belize who are on the line to pay that debt, not the political party. But the UDP didn’t stop for a New York minute to think what was best for the country.

For them it was what was best for the party…what would put them in the best position to win. So it was the UP first, the UDP second and I don’t know at which point the country came into the equation.

So they built a lot of buildings and a lot of stadiums and a lot of roundabouts and a lot of streets. But that’s like inviting us to dinner and showing us pictures of food. We can’t eat those things, but yet we have to pay for them. History will condemn the UDP for the wild PetroCaribe spending, but in the meantime the bigwigs in the UDP are laughing all the way to the bank while the people are left to hold the shaft.

Budget Debate, March 23, 2017 Millions of PetroCaribe dollars have been spent by this Government in buying the last elections. Of approximately $450M, not a serious, single penny from this source was directed to the cane farmers, to grain producers, to the shrimp producers or to the citrus producers. Now everyone sees and understands why export earnings have been sharply reduced, and imports keep rising geometrically, affecting our foreign exchange position and the economy. Everyone now understands why the productive sector is weak and imperiled. The increase in taxes to the producers and consumers is to cover for the incompetence, corruption and gross mismanagement of public finances. It is the people of this nation that will suffer. This is a critical time for agriculture in Belize. It is time to place management of the sector in visionary, competent and capable hands. Ask anyone in the sector who wants to invest and who seeks finance capital and fiscal incentives to do so.

They are unable to access financing at affordable rates. What little is available goes to politically favored cronies and associates. We need to treat our local investors with respect and encourage them, we must incentivize them. Just as the Government provides for ASR/ BSI and now Santander, we must create a policy that supports genuine Belizean ownership and control in key areas of the agriculture economy. Sad to say, that this cannot be achieved with those who are currently in charge of managing the sector. They are a part of the problem and quite incapable of implementing policy reforms and programs needed to turn things around. I am afraid that this is just the beginning of hard times. It will only get worse …… the worst is yet to come!

Budget Debate, March 23, 2017 There is a need for a new revolution in Belize. Not one based on war and bloodshed, but one based on the way we think and the way we are governed.

It starts with holding our elected representatives accountable to the people. They must be held accountable for their actions good or bad. Why do we treat them differently than our ordinary citizens? It is our fault as Belizeans, because the actions of our politicians are only a reflection of our way of thinking. And that way of thinking is absolutely wrong and must change if we want our beloved country to prosper. That is why it is important that the citizens of this country believe that structural governance change and reform is necessary. Only you can really make sure it happens. We the political leaders need to join with all other Belizean partners to make sure that this change happens. It starts with being proud of your country…loving it, caring for it, be ready to die for it. It starts with having civic pride…respecting and protecting our environment. And it starts with showing respect and love for one another. This I believe is part of our DNA, but recently we have lost track of this concept. Let’s get back on track, Belize.

Budget Debate, March 23, 2017 Something is incredibly wrong Mr. Prime Minister, if you can find $13 million to build a roundabout at the entrance of this city but you can’t find $5 million to update our electoral rolls? It is very clear that just like in 2012 when they registered 2000 unqualified Belizeans, just like 2015 when they spent $40 million of the people’s money one month before the election, so too will the UDP attempt to steal the next general elections by using this padded, corrupt list that they are so comfortable with.

The people of Belize are fed up of your gimmicks and your excuses Mr. Prime Minister. They are fed up of this dictatorship and they want their democracy back! We in the People’s United Party continue the call for re-registration NOW!!!

The theme of the Prime Minister’s farewell budget is “Bouncing Back – a bold Belizean recovery”, a far cry from the “best that was yet to come”. For one, there is nothing “bold” about punishing the Belizean people for your ministers’ transgressions. Why must the Belizean people pay for the price for your administration’s corruption and nepotism? If you want to impress the Belizean people Mr. Prime Minister and really start a bold recovery, you don’t need to look far? Check with your former Minister of Lands, the member for Orange Walk North. Don’t come to tighten the belt of my people. It is time for you to grow a pair and take a case of misfeasance against him. $70 million dollars over the last 6 years it is right there in the budget at page 67.

Budget Debate, March 23, 2017 The Ministry of Health nor the GOB have put any consideration on the upgrade of the San Pedro Polyclinic II. San Pedro, a large and constantly growing community has outgrown the services available by this clinic and it is more than time to consider expansion of the infrastructure and of the services provided. It is inconceivable how the area representative has not requested and or collaborated with the Ministry of Health for this unit. Being the largest, single tourist destination in Belize, tourists also look for health services or at least the knowledge that it is available if needed, as a prerequisite when deciding on their vacation destination. Perhaps, having a better unit with its professional services could have saved the life of young Jordanie Olivera, 23 years of age who died at the San Pedro air terminal on Tuesday March 14, 2017, while awaiting a flight to seek medical attention in Belize city.

The San Ignacio community hospital houses only 16 beds, yet services 22 communities and a population of more 30,000. The ambulance is on a constant run to Belmopan to take patients as the hospital has no specialists and no surgery ward, yet reports are that only 30% of the hospital is being utilized. Often, patients taken in emergency to the Belmopan regional have to wait in line, for the Belmopan regional has one room divided by curtains as its emergency ward. If the ward is full, then there is a long wait until a patient is stabilized and can be transferred to a regular ward and so open up a space for the patient waiting in line. The Belmopan Regional was established more than 30 years ago, has 50 beds and services a population for the region of more than 73,000. It is also a referral Hospital for Stann Creek and Toledo, according sources. A new hospital for the Capital city is long overdue.

Budget Debate, March 23, 2017 The shrimp farmers have tried all in their power to rectify the loss of farm shrimps and this Government is yet to set up a task force and invite exports to figure how this situation can be corrected and this disease combatted. There is a reduction in the purchase price of bananas with the takeover of the Japanese company from Fyffes. This again will have some impact on our fragile economy especially in the South.

Citrus continues to take a blow having to start a late season because there are no early variety oranges and a major decline of some 75% in grapefruit production. This is a serious blow and it occurs at a time when the price of frozen citrus concentrate is at an all-time high.

We are already at the halfway point for the citrus delivery season and it is reason for concern that when you pass Belize Food Products Limited in Alta Vista, the only citrus factory that is operating, only a few trucks are there. Another sign of the decline is that despite the peak of the citrus season there is currently no acceptance of citrus on the weekends. This results in the workers working for just his/her basic wage with no weekend work. This latest cutback is having a crippling effect across the board and making it so much more difficult for parents to educate their children and provide for their families.

The end result is more anger and frustration and this is directly linked to the increase in violent crimes and family disputes in the villages. This is the result when we have a Government whose only interest is winning elections. Most of the oranges are coming from the Cayo District and the La Democracia area. This decline in citrus production will plunge even more people into abstract poverty.

Budget Debate, March 23, 2017 On Tuesday March 17 on the visit of the OAS Secretary General Luis Almagro, the Minister pontificated again that in his mind we do not have any agreed borders with our neighbour Guatemala. He completely ignores the historic fact that in 1859 a Treaty was signed in which our borders with Guatemala were defined. He completely ignores the historic fact that in the 1930s surveys were done to the Western borderline and at which concrete monuments were put down at various points at Gracias a Dios and Garbutt’s Falls. And in1931 the Joint Commissioners exchanged notes stating that these monuments form parts of the boundary line between British Honduras and the Republic of Guatemala.

He says further that we do not have agreed maritime borders failing to recognize that the international law of the Sea clearly spells out what is the area of our territorial sea and our exclusive economic zone. EE2 that we are entitled to.

Worse of all this Minister is telling the Belizean people that Belize does not really belong to the Belizeans. We are only a bunch of squatters. In any other self-respecting country for a Foreign Minister to make a statement like that in the face of another country that is claiming your territory, he would be fired from the Cabinet immediately.

GEORGE THE GREAT

George Allanmore Ogarren Alleyne, now Sir George Alleyne, is a son of Barbados. He was born in 1932 in St. Phillip, and he attended the University of the West Indies where he studied medicine. He graduated at the top of his class in 1957 with his MBBS (Bachelor of Medicine and Bachelor of Surgery), and he later did his graduate studies in the United Kingdom and the United States. For his doctorate in medicine, he studied at the Tropical Metabolism Research Unit, and he was appointed Professor of Medicine at UWI in 1972. Four years later he became Chairman of the Department of Medicine at UWI. In 1981 Professor Alleyne joined the World Health Organization and Pan American Health Organization (WHO/PAHO), and by 1990 he was appointed Assistant Director of PAHO/WHO. He then rose to the top of this organization, being appointed the Director of PAHO in 1995. He served as Director until 2003. (He speaks Spanish fluently.)

Then from 2003 to 2010 he was the United Nations Secretary General's Special Envoy for HIV/AIDS in the Caribbean.

Sir George has published prolifically, and while he was PAHO Director he delivered numerous speeches and presentations in which he dealt with issues such as equity in health, HIV/AIDS, and non-communicable diseases. He has received numerous awards in recognition of his work. In 1990 he was awarded Knight Bachelor

by Her Majesty the Queen, and in 2001 he was awarded the Order of the Caribbean Community, the highest honour conferred on a Caribbean citizen. Also in 2003 he became Chancellor of UWI, succeeding Sir Shridath Ramphal.

I first met Sir George when he came to Belize for meetings in relation to our fight against HIV/ AIDS, and I have seen him several times since then, most recently when he presided at one of various UWI Graduation ceremonies at the St. Augustine Campus in Trinidad in October last year, where he handed diplomas to over four hundred graduates in Engineering and Law, including my younger son. There are a total of eleven graduation ceremonies of UWI every year,

and the Chancellor presides at all of them and personally hands diplomas to each graduand, as they are called. I was particularly proud that my son received his diploma from Sir George due to our friendly acquaintance and past interaction.

At graduation Sir George wears a microphone and calls the name of each graduand as he shakes hands and congratulates them on their achievement.

It was my good fortune and great pleasure to have seen him just two weeks ago, when he came to Belize for the installation of Dr. Luz Longsworth as Principal of the Open Campus of UWI. Through my colleague and old classmate Karen Ford Warner, who is Registrar for the Open Campus, we were able to meet with Sir George at his hotel. Sir George fondly remembered his visit here in 2004 for our outreach meeting with many organizations at Old Belize.

He recalled better than I did how awful the weather was, but despite the inclement weather, over twenty-four representatives of civil society turned out for our meeting and his special words of encouragement and exhortation to all at this National AIDS Commission event. He also reminisced that he has shaken over 75,000 hands of UWI graduates, saying that he considers the recognition and ceremony for every single UWI graduate as of great importance, never taking for granted the feeling of pride for graduates, parents and family members.

Sir George is described as urbane and dignified, and he is always unfailingly friendly. As he retires now, his successor as Chancellor of UWI will shortly be elected. I feel humbled and at the same time proud to be counted among his friends, as we spent time chatting with him. Sir George told us how pleased he was to have received his Order of the Caribbean Community at the same time as our own George Price and also the Mighty Sparrow!! He is so warm and personable, just a wonderful human being and Caribbean citizen extraordinaire. I consider Sir George to be truly great, and I wish him all the very best on his retirement from the Chancellorship of UWI.

As I do every week, I send my appreciation out to residents of Orange Walk Town whose support have made an unprecedented wave of works in this municipality a possibility. That support, along with prudent financial responsibility and the commitment and hard work of your representatives in the Council, has made possible the unprecedented transformation of our town. And as I do every week, I send out my assurances to all residents, regardless of political affiliation because that does not matter to me, that the work will continue. This is not about talk, it is about action and I have no doubt that you can see the works which are being done in your areas. For those who have contacted us asking for infrastructure for their areas, rest assured that we will reach there. We are currently in the midst of an intensive program which includes maintenance and paving and drainage work, and when that is done, another program will be planned and carried out. We have no time to play politics, no time to rest on our laurels, no time to sit idly by or to engage in petty games. We were elected to serve and elected to work, and so we will. You have my word on it.

As the Mayor of Orange Walk Town, I felt it imperative that I attend the budget debate in Belmopan. Many of our residents do not understand how the Budget affects each and every one of us. Many of us only hear the figures and fancy phrases thrown about. But all those figures are critical.

I listened to many of the speakers on both sides of the gallery, parliamentarians from the ruling UDP and the Opposition PUP. I have also done my own studies of the Budget since it was presented by the Prime Minister on March 13th.

So I feel from what I have read and from what I heard on Thursday and Friday last week, that this is truly a hurtful budget which does nothing for the people of Belize and nothing for the people of Orange

Walk Town. I can register some disappointment here in Area Representatives Elodio Aragon Jr. and Gaspar Vega. Although Vega has been a no-show since his fall from grace, he refuses to leave his political post in OW North and still makes full use of all the salary and perks including taxpayer-funded fuel.

I find it incredible that there was nothing in the budget for the people of OW North, nothing for the cane-farmers of this country, nothing for the small-farmers in Orange Walk, no major infrastructure projects, no rural work, nothing. If Vega cannot speak to his Prime Minister on behalf of the people of that constituency, then it is way past time for him to leave.

My feelings are the same for Elodio Aragon Jr. but I will not engage in any back and forth with him. He will face the results of his inaction in due course. He will have to deal with the results of his own neglect of his people in the East.

My friends, it hurts me to see that while there is nothing in the budget good for our people, there are taxes, more than $80M worth. Those taxes will hit our poorest people hard because they include increased taxes on fuel. Fuel costs are already so high that they are hurting our farmers terribly and driving up production costs.

When fuel costs go up then people who supply goods to shops, large and small, must raise their prices. That means that those storeowners and shopkeepers will raise their costs. So everything will go up again. If you visit some of the stores, you will see that costs are already going up.

There is much more in the Budget, but none of it is good.

The Barrow administration has done wrong by the people. The days ahead will be tough ones, and I feel that it is my responsibility as the municipal leader to warn our people to watch your spending, conserve as much as possible and if at all possible, limit the loans you seek. Things will not be getting better anytime soon. That is a certainty.

HOME MINISTER GAGS POLICE By: Norris Hall THE recently appointed Minister of Home Affairs, who is also Belize’s bungling Foreign Affairs Minister has, in an unprecedented and outrageous move, thrown a spanner in the works of a long and productive relationship between the Police and the media, and by extension, the public.

His edict gags the Police from speaking to reporters about crime and the escalating wave of violence and murders. His move also inhibits how the police interact and cooperate with the media in the reporting and investigation of crime.

This new police “media policy” is tantamount to political over-reaching. It is nonsense. It slams into a traditional symbiosis between the media and the police who have for years worked closely as mutual partners, in the investigation, dissemination of information and reporting on crime and criminal activities. The media, because of the nature of its work, sometimes as investigative journalists, have been able to provide the Police with clues and leads that have led to arrests. This relationship has worked without any negative ramification, except perhaps when it applies to political elites and their hacks.

Generally, the media and their team of reporters have reached a new plateau of standards in journalism and beyond the narrow realm of reporting crime. There is generally a high level of investigations on national and economic issues, including the rampant corruption in government. The new maturity of the media is perhaps what the minister indirectly wants to control.

POLITICAL APPARATUS This is what the Minister of Home Affairs should have referred to when he stated that the Police “needs institutional strengthening.”

He is right. The Police must carry out their mandate without any political interference, notwithstanding the fact that the current Commissioner of Police himself is a political hack and flunky. In short, the national Police are nothing more than a political apparatus.

There have been no precedents that could arise in Court cases to even suggest that the media have discussed any of these cases and that their reporting has ever affected or influenced the proceeding of the courts in matters that are sub judice.

This was the assertion and concern the Home Minister expressed in an attempt to justify this new media policy and the relationship between police and media.

Even the media’s interviews with Attorneys after court proceedings are tempered by both Attorneys and reporters who know of

the constraints and legal parameters.

Attorneys are well qualified to know what these are.

The level of Police professionalism, that the Minster seems not to understand, is that they have mostly cooperated with the media although they have been cagey enough about how much information would prejudice their investigations. It is their level of professionalism that is frustrated by this type of political stupidity or the high-handed political interference that affects their work. It is NOT the media. The Home Minister is too aloft or he should have been briefed by the Commissioner before be spewed out his nonsense and fluff...

NO STOPPING THE MEDIA There is nothing is to stop the media from doing their own capable investigations and reporting on their findings.

Both scenarios - Police/media cooperation and interaction and investigative journalism - are standard internationally acceptable practices in any democracy.

In trying to flaunt his legal “expertise”, the Minister has again proven that he orbits in a parallel universe that is far removed from our own.

In announcing his new “Media Policy”, the Minister expressed his concerns about how the Police handle their reporting on crime. He questioned the “wisdom” and had “grave doubts” about Police Officers “who would go into long briefings of the media on the matter (crime) and would engage in answering a number of questions.”

This is called communications. This Home Minister, apparently, suffers a serious mental deficit.

DOES THE MINISTER KNOW HOW THINGS WORK? The Minister seems not to understand how things work in a democracy, or even maybe how things work in Police work, the functions of the media and the natural chemistry that exist between both. He needs to come from under his rock, see the real world and smell something - a whiff of weed or even roses. Something that is real.

The (learned?) Minister seems not to understand that the media is, or can be, a powerful source of information to the public, and as a part of its constitutional responsibility as the Fourth Estate, it has a duty to report information that is useful to the people. The responsibility of the Police is not to be what it has become - a State Apparatus, but to protect and defend the citizens of this nation without fear or favour. At times there will be clashes in the overlapping roles of media and Police, when the latter are unwilling to share information.

However, when the Police and the media can align their purposes and functions in the democratic State, and work together, they can create a powerful and effective alliance in dealing with the escalating national crime wave.

A NATURAL SYMBIOSIS There is at times a need for some

professional maneuverings by the Police, as unquestionably there is a thin line between reporting by the media and how some information could be detrimental to an investigation. This is rare, if ever. The Police have displayed a great deal of professionalism in dealing with the media.

When the Police and the media are able to form that natural symbiosis and disseminate what they both believe to be an appropriate amount of information to the people, it can increase the level of criminal investigation and the safety of the community.

There is also a new and effective dimension that the police have been using very effectively in cooperation with communities all over Belize.

We would hope that the Minister, who lives in his own archaic world, has not heard of it, and if he has, will not frustrate its use by the police. It is the Social Media. It is yet another tool in modern mass communications. Admittedly, it can cut both ways. Law enforcement is aware-or should be. But most Police precincts in Belize, that have been “allowed” to use this new medium have been successful, with the cooperation of their communities, to monitor criminals and crime and enhance public safety when it is applied as a part of the efforts of the “Neighbourhood Watch” initiatives.

THE MEDIA CAN ENHANCE POLICE WORK The slashing of the police allocation in this year’s government in-

dicates that there is little political will to deal with the increase in crime and the fact that this situation has, or should be the number one priority in the matter of national security.

This new “media policy” by the new Minister of Home Affairs is an example of fool-hardy political irrational thinking. It is an overreach that will have negative and disastrous results. It wills not auger well for a good relationship between the Police and the media. It will create a more aggressive media that could then cause serious embarrassments to the Police because of their numerous handicaps.

The Minister has to begin to think-seriously! It is enough that he has put the nation’s integrity at risk with the screw-ups in diplomatic “relationship” with Guatemala by again denying the existence of this country’s borders as are defined and enshrined in the Belize Constitution and his recent display of utter ignorance of the Maritime Areas Act that is in accordance with international law.

And even more recently, and in full context, he referral to the people of Belize, the people he is supposed to represent, as “squatters”. This man is off the rockers or living in a cuckoos’ nest. It appears that perhaps, it is HE who is the main threat to Belize national security.

La Comisión contra la Impunidad asesta otro golpe a funcionarios deshonestos.

Diputados al Congreso de Guatemala César Fajardo y Marcelino Chutá, y otros dos exparlamentarios, fueron detenidos ayer por supuestamente estar implicados en un caso de “plazas fantasmas” (vacantes ficticias) en ese Organismo Legislativo.

Los políticos fueron detenidos durante nueve allanamientos realizados por la Fiscalía Especial Contra la Impunidad (FECI) del ministerio público y la Comisión Internacional Contra la Impunidad en Guatemala (CICIG).

Los diputados y los exlegisladores Alexánder Castillo y Selvin García fueron trasladados al Juzgado de Mayor Riesgo A, donde la jueza Claudette Domínguez les hizo saber el motivo de sus capturas y los dejó en prisión provisional mientras se realiza la audiencia de primera declaración.

Los cuatro detenidos son acusados de los delitos de peculado por sustracción y abuso de autoridad.

De acuerdo con el organismo de las Naciones Unidas, las personas contratadas con salarios de hasta 20,000 quetzales ($2,730) no se presentaban a trabajar al Congreso, sino que prestaban sus servicios en otras dependencias del Estado y en empresas privadas.

Por otra parte, la ONU denunció ayer la hostilidad que sufren los responsables judiciales que trabajan en la lucha contra la corrupción en Guatemala, como evidencian los ataques contra la fiscal general y jueces encargados de conocidos casos.

Las fuerzas hondureñas han montado ocho anillos de seguridad con unos 1 mil 500 hombres en las afueras y el interior del Estadio Francisco Morazán de San Pedro Sula, donde hoy jugarán Honduras y Costa Rica.

Trump empieza a desmantelar medidas ambientales de Obama

El presidente de Estados Unidos abre otro campo de polémica por sus decisiones que afectarán el medioambiente, según activistas.

Por AFP y EFE / Washington 28 de Marzo de 2017 Donald Trump comienzó este martes el desmantelamiento de las medidas de lucha contra el calentamiento climático implementadas por su predecesor Barack Obama, con la confesa intención de fomentar las energías fósiles en nombre de la generación de empleo.

En una secuencia cargada de símbolos, el presidente estadounidense, que ha puesto en duda sin tapujos la realidad del cambio climático, visitó la sede de la Agencia de Protección del Medioambiente (EPA), ubicada a poca distancia de la Casa Blanca, para firmar el “Decreto sobre la Independencia Energética”.

Este decreto contribuirá a asegurar que la energía sea “abordable y limpia” con el fin de “favorecer el crecimiento económico y la creación de empleos”, según el resumen de una alto funcionario de la presidencia.

El texto, que apunta a reducir “los obstáculos inútiles” en ese sector, a partir del cuestionamiento a varias reglamentaciones, ordena en particular la revisión de una de las medidas ambientales más emblemáticas de su antecesor demócrata: el “Clean Power Plan” (Proyecto para una energía limpia).

Esa norma imponía a las centrales térmicas un 32% de reducción de sus emisiones de CO2 para 2030 en relación a 2005. Si entraba en vigor, llevaría al cierre de numerosas centrales a carbón (las más antiguas y contaminantes).

Sin embargo, el decreto está bloqueado por la justicia tras demandas en su contra de 30 estados, en su mayoría gobernados por republicanos.
