GODWIN HAFTO ROLL! UNIONS MOBILIZE FOR INDUSTRIAL ACTION Wednesday, 14 September 2016 The powerful Belize National Teachers Union, after consultations, is preparing to mobilize in a massive protest against corruption in Government.

The Belize Times has been able to confirm with the BNTU that a letter has been sent to Prime Minister Barrow in which the Union provides a list of demands. Prominent on that list, and critical to the future of the GOB/ BNTU relationship is a request that Senator Godwin Hulse recuse himself from any matters in the Senate involving the proposed Senate Inquiry into the Auditor-General reports. BNTU President Luke Palacio told the Belize Times this afternoon that it would be impossible to have an impartial, fair and effective Inquiry if Senator Hulse is involved in any way.

We have been informed that the

letter to the Prime Minister goes further than that to call for the removal of Senator Hulse as Minister of Police, a position he recently assumed after disgraced Minister John Saldivar was removed in the wake of the William Mason scandal. That demand from the BNTU is one which has been voiced repeatedly by the People’s United Party, the Social Partners and other individuals and entities who have banded together to demand a REAL Senate Inquiry free from political interference or manipulation.

Wednesday, September 14, 2016 The Prime Minister of Belize has been forced to bend and bow under tremendous, sustained pressure from the People’s United Party, social partners and many other Belizeans who have taken a stance against corruption. Last week thousands of Belizeans took to the streets, on a weekday, and marched to show Dean Oliver that the people are fed up of the unchecked raping of our systems by his Ministers and cronies given almost unlimited power by the UDP. Since that march and pressure from all corners, Mr. Barrow has been forced to “backer-up” in a hurry or be moved out the way by the power of the people.

Following a regular meeting of his Cabinet on Tuesday, September 13, 2016, a release from the government of Belize informed the nation that Cabinet will support a Senate Select Committee rather than the unconstitutional Joint Select Committee Mr. Barrow had tried to push down the throats of Belizeans. The Prime Minister seems to have fallen down that proverbial rabbit hole into a wonderland where he feels that it is the Cabinet which decides when and if and how corruption in that same Cabinet should be investigated.

From his behaviour since the scandalous Audit Reports were released, it is clear that the Prime Minister will do anything in his power, even violate the Constitution to protect his scurvy Ministers and hold on to power. He has gone on record to state that the Chamber of Commerce fully supported his bogus Joint Select Committee, forcing that body to chastise him publicly – not once but twice. In a letter to the Prime Minister dated September 9th, 2016, the Chamber clears up the matter beyond a shadow of a doubt, stating – “as the largest representative of the private sector, the BCCI calls on the government and our elected leaders to allow the Inquiry to be conducted by the Senate, the only body that has the Constitutional mandate and authority to undertake the investigation.”

With mud in his eye, the Prime Minister has tried to save face with Tuesday’s release, a show of magnanimity as if the Cabinet is doing the nation a favour to allow the Senate Inquiry. But even in this farce of magnanimity the Prime Minister again indicates that he will hijack the process, as the release states, “Cabinet does insist, however, that the composition of the Committee reflect the balance of power in the Chamber, as is mandated

For Senator Minister Hulse, who was once a self-proclaimed champion of the people but has now become a pariah, the fall from grace was not unforeseen, except probably by him.

As Minister of Immigration, he has himself been named on multiple occasions, in various instances collaborating with Minister Erwin Contreras to facilitate Visas for Chinese nationals.

In the Audit Report that interference in the process by Ministers including Hulse has been condemned as irregular and in some instances even possibly illegal. Hulse is also the Minister who signed the nationality document for the Prime Minister’s brother-in-law Peter Dahlstrom although Dahlstrom did not meet the requirements for nationality. That nationality led to the issuance of a Belizean passport based on what the Audit Report calls a fraudulent application.

Additionally, Hulse was the substantive Minister of Immigration when the now infamous Wonhong Kim scandal occurred under his watch, and was Minister of Immigration during the period covered in the Audit Reports, 20112013 which reveal sickening corruption in the Immigration processes.

It is incredible then that Hulse has

continued to ignore repeated calls for his to recuse himself in the Senate, and is reportedly even lobbying with the Prime Minister for involvement in the proposed Senate Inquiry.

The Belize Times has obtained a list of demands formulated by the BNTU after a comprehensive round of meetings with members countrywide. The Union is calling for (1) the signing of the United Nations AntiCorruption Convention; (2) Reform of the Belize Constitution since there are a lot of loopholes which politicians continue to abuse; (3) appointing the Senate Select Committee to conduct an Inquiry into the AuditorGeneral’s Immigration Audit Report, with the proviso that Hon. Godwin Hulse should NOT be a member of the Committee; (4) the installation of the 13th Senator; (5) Establishment of the Integrity Commission; (6) the payment of salary adjustments that is past due and (8) the revival of the cost savings and revenue enhancement committees.

According to the BNTU, Prime Minister Barrow has been given until Friday to respond. If he does not, or if the response is not to the liking of the BNTU, then that union has prepared itself for industrial action starting with a demonstration in Belmopan on Monday.

UDP ‘Chances’ People of Cayo South Wednesday, 14 September 2016 Two weeks ago Cayo South Area Representative Julius Espat was illegally suspended from the House of Representatives and dragged out by Police on the instructions of Speaker Michael Peyrefitte. That day will go down in history as BLACK FRIDAY when democracy was trampled by the UDP who used the Police to bully and rough up duly elected Members of Parliament.

But Mr. Barrow and his govern-

ment are not satisfied with that farce. They have decided to go further and punish the people of Cayo South. Clerk of the National Assembly Eddie Webster has written to Carla Alpuche of the Human Resource Management Information System (HRMIS) to inform her no monies are to be paid to Hon, Julius Espat “until there is a resolution of the House in accordance with Section 44(7) of the Standing Orders.”

Deep in his rabbit-hole, the Prime Minister is claiming that Cabinet “insists” on the composition of a Senate Committee. In his wonderland, Cabinet is more powerful than the Constitution of Belize which clearly speaks to the setting up of a Senate Select Committee. Nowhere in that Constitution does it say that the Prime Minister or his Cabinet will have a hand in that. Playing Alice, Mr. Barrow continues in the release to state that the Senate Committee will consist of three representatives from the Social Partners, ONE from the Opposition and THREE from the Government. Of course, there is little doubt who Mr. Barrow would have as the Church representative, since the disgraced Pastor Rocke has demonstrated that he is a good little boy who knows how to follow orders.

Mr. Barrow is running scared.

But like Bob Marley sang – yuh running and yuh running and yuh running away, but yuh can’t run away from yourself! In this particular case, no mater where Mr. Barrow runs he can’t outrun the disgraceful corruption which has been spawned, nurtured and protected under his watch. The people of Belize will not allow the Senate Inquiry to be hikacked.

Wednesday, 14 September 2016 CEO in the Ministry of Police Ret’d Colonel George Lovell has confirmed to the Belize Times that he has directed Commissioner of Police Allen Whylie to commence an immediate investigation into appalling allegations being made in the now sensational Pakeman case. Likewise, an investigation has been ordered at the National Forensic Science Service which handled the specimens in question and produced lab reports both for Dorian Pakeman, head of the Belize Press Office and RTA victim Dean Dawson.

That investigation has become absolutely necessary only because five months after the accident, just two weeks ago, the media has learned that a lab report confirming that Pakeman had cocaine in his system the night of the accident was mysteriously “disappeared.” It was received by Ladyville Police, but curiously when the DPP was given the file to for her decision on whether to charge Pakeman, the only lab report she received was one which confirmed that Pakeman had no alcohol in his system. The Belize Times has since learned that ACP Broaster, Rural Eastern Division Commander in whose jurisdiction the accident happened, is claiming that he sent

Dean Dawson a Police Officer to the DPP with that particular lab report but somehow it got lost.

Even more disturbing and outrageous is that it has become apparent that the sample of the victim, deceased Dean Dawson, was deliberately tampered with to suggest that he was drunk when the accident happened. Somewhere between the morgue, where the sample was taken, and the lab where it was taken to be tested, somebody allegedly poured raw alcohol into it. That resulted in the lab determining that it was biologically impossible for Dawson to have had so much alcohol in his blood.

The matter stinks of the corruption which has reduced the Belize Police De-

partment to an entity which cannot be trusted. If they can so easily and deliberately tamper with evidence in Pakeman’s case, then how many other cases have they tampered with which have gone unnoticed? How many other Court matters have the Police influenced? The Department, particularly in the wake of the stinking Mason scandal, has shown that it is riddled with corruption at every level.

What has emerged in the Pakeman case only proves what many people already be-

lieve – the Police CANNOT be trusted!

We can only assume that this is a sore point for those officers who try to do the right thing even when they are faced with corruption in their own ranks every day. As to the investigation which has commenced? Well, nobody really expects too much to come out of that.

Pakeman has been placed on unpaid leave pending the directive of the Director of Public Prosecutions.

Questions to Ministers

Since he is very familiar with the concept of electoral fraud, could the Member for Queen Square say if the Speaker of the House, Michael Peyrefitte, may be guilty of that when he continues to vote in Queen Square even though he lives in King’s Park?

Could the Member for Queen Square and Prime Minister say what part of the Constitution gives him the right to dictate the composition of the Senate Inquiry into the rampant corruption in Immigration by his Ministers revealed in the Auditor-General’s Reports?

Could the unelected Minister of Police provide a status report on the investigation into William Danny Mason, and say whether that investigation covered allegations that he and many of his colleagues were engaged in impropriety and wrongdoing in regards to influence-peddling and other shady services?

Could the unelected Minister of Police say whether he has consulted with himself as the Minister of Immigration as regards any investigation into the corruption found by the Auditor-General? And could he further say why, as Minister of Immigration, he has not handed over the findings to himself, as Minister of Police for a criminal investigation to commence?

Could the Member for Collet please say if he feels like a complete fool to be named as head of the so-called Public Morality Commission when it is well known that he is an alleged woman beater and conducts himself like a complete idiot when under the influence?

Could the Member for Belmopan please say whose private jet he, Mr. Grant and Mr. Neal travelled on when they stopped off in Beverly Hills? Could he confirm or deny reports that the junket was arranged by a Russian whose name has come up in the recent Audit Reports?

Could the Member for Belmopan also say why his right hand Jason Neal was removed from the Ministry of Immigration at the exact same time as his sister Candelaria Saldivar was, at the order of his colleague the Prime Minister?

Really swear to God I tried to resist but lerd help me I couldn’t. I’ll probably lose friends over this crap and I know if the swarthy sour one gets his/her hands on me I’m doomed. Check this out. That Pakeman cocaine thing is no joke. But it’s gone way past him now. That lab report was deliberately withheld from the DPP by Police.

Nobody wants to hear crap bout some officer being ordered to take it to her office but it got lost or never did reach. That’s bullshit. Broaster needs to come better than that. And this is the part that really pisses me off. This guy Dawson is already dead.

His family is grieving. It’s a terrible tragedy. And then somebody screws with his blood specimen to make it look like he was drunk to give credibility to the story that he was riding in the middle of the road. That’s like insult to injury but worse, just plain screwed up. Me noh gat no beef with nobody, but if yuh duh R#@* yuh hafto man up. Straight like dat. Now check this one out. The sour ex-Senator was on the scene that night right after the accident. She’s the one who took Pakeman away. I’m telling you somebody needs to look at her to see if she’s had any contact recently with any members of the Ladyville Police Department. This thing stinks to high heaven.

I hear, and you can take this to the bank, that there’s an internal investigation. Now nobody…and I mean nobody trusts the Police right now where investigations are concerned but I also hear that the former Senator’s name has already been thrown into the mix. And dah one dah noh yeriso!

Minister of Nude Pics?

John-John, the man William Mason says sprawled off nude in his bed for a very unflattering pic which did NOTHING to highlight his ‘attributes (lol),’ is in Mexico celebrating that country’s Independence at the invitation of the Army. Word is that he’s feeling a little uncomfortable right now, though, since he wasn’t able to take his SPU buddy/bodyguard Gambis along for the ride. And when he tried to take Dougie as his escort the Mexican Army told him that wasn’t bueno and he would need to have an official BDF escort. Desperate for company, John-John allegedly tried to find a BDF uniform to fit Dougie but ahm…well…that didn’t quite work out. And dis dah soh!

Who is Boris Sokholov?

For the longest time we’ve been trying to figure out how John-John and his ‘ass and chamber-pot’ Dougie and Jason have been able to boast about travelling on private jets all over the place, relaxing in Beverly Hills, living larger than life. Maybe Boris Sokholov can shed some light on that. He’s a Russian whose name has come up in the Audit Report on fraudulent nationalities. Word is that Boris aka Belizean Barry Williams and his son Danil aka Belizean Danny Williams are pretty close to some of those people we’ve mentioned…you know, those people who’ve been living the lifestyles of the rich and famous. Just wait for it…there’ll be a lot more coming out on this. If dah noh soh!

Cronies on Payroll…

It’s no secret that there are a lot of people being paid to work and not doing sh*t. But we thought that since the unions are being told that GOB does not have the money to pay them, they might be interested in hearing about one Mr. Omar Burns who is a paid employee of the Ministry of National Security (now Ministry of Defence.) See Mr. Burns is a driver/handyman making a lil less than $20,000 a year. That’s decent, I guess. What isn’t decent is that Mr. Burns has apparently not reported for work even one day since he got hired after 2008 elections. So for eight years now he’s been collecting his money for NOTHING. It’s not a bad deal since we hear Mr. Burns also has the contract to keep the Municipal Airstrip clean and is also being paid from other places as well. And check it out. Two more years of “working and not working” and Mr. Burns will qualify for his pension from government. Hell, that’s a sweet deal and the hustle is real. But not when things are this bad. And not when the hard-working teachers are being told NO RAISE. Dis one yah dah gospel!

Immorality Commission…

Fu God’s Sake Stop It. When the Prime Minister of this country will appoint Patrick Faber to head a Commission which will somehow determine public morality, it’s a sure sign that his doctor upped his pain medication. This has got to be a sick, stupid, cruel joke. Even Patrick looked kinda sheepish when the announcement was made. Listen, this is the guy who allegedly beat up his ex-wife (that’s why she’s the ex-wife we hear). This is the guy whose girlfriend went to Police to tell them he punched her in the face and pulled her by her hair. This is the man who gets drunk and throws cement blocks through windshields. And wait…this is the guy whose government vehicle mysteriously ended up in the sea, coincidentally on a day when he was said to be piss-drunk. Man try fu mih! I hear dat when the Churches left that press conference they held an emergency prayer meeting to ask God for guidance on this one. If Dah Noh Soh dah damn well an soh!

The Winds of Change

T

here was a time when Mr. Barrow would have been able to spin manure into gold where the follies of his administration are concerned. As has happened in so many scandals in the past, the Prime Minister would let loose with meticulously rehearsed rhetorical flourishes and gestures, spinning and spinning until wrongs became right and outrage became confusion and then acceptance.

There were times when more than a carefully crafted spin became necessary and then suave, sophisticated Barrow morphed into bully Barrow. This was the man then who would state in no uncertain terms that it was his way or the highway – no dissension allowed, end of story. It was a different approach, but no less effective.

Just ask the unions who were told that they missed the boat where any oversight into the spending of Petrocaribe monies was concerned. That boat never came back for them.

There has also been, on many occasions, the uncouth, nasty Barrow. This is the man who will instruct his minions, without morals, scruples or thought of fairplay to attack those who would dare to speak against his administration. We have seen this many times. It is happening even now. The vilest and nastiest of personal attacks has been launched against Auditor-General Dorothy Bradley, simply for doing her job.

This Barrow, and indeed all manifestations of this man who is leader, would stop at nothing to hold on to power. He would let nothing stand in his way and will use anything and anyone at his disposal to protect his crooked kingdom. How many times have we seen press conferences in which the Prime Minister pads the room with cronies and paid thugs in an attempt to heckle the media?

Dean Oliver has used all those strategies to great effect.

It is not for nothing that he has been called the Master of the Game. Unfortunately for him, though, the game seems to be over.

This beaten gentleman we see so frequently in what could be known as the Year of the Press Conference is a shadow of his former self. Make no mistake, his eloquence is unshaken. But nobody listens anymore. Nobody, with the exception of those who have been gluttons at the UDP trough wants to hear what the leader of this nation has to say. He has become the subject of derision

and scorn, a man to be mocked and ridiculed. His lofty addresses are now met with incredulity. His confident assertions are met with cynical snorts and outright disbelief. Mr. Barrow has become a joke.

It is a drastic fall for King Dean, but he has nobody to blame but himself. The people have gotten fed up of his arrogance, disregard and disrespect. When Elvin Penner raped our country’s birthright and sold it to a South Korean criminal, the people of Belize were grievously wronged and justice was demanded. Instead of justice the Prime Minister tried to buy us off with “millions and millions” of dollars so we would forgive and forget Elvin Penner.

When Edmond Castro was caught red-handed facilitating many, many Visas for Chinese nationals and evidence that other Ministers were involved came to light, Mr. Barrow scoffed and in the face of those lists detailing Ministerial corruption told Belizeans that he couldn’t see a “smoking gun.”

And there were so many other scandals, so many other wrongs. From rosewood to the ‘hotbed of corruption and the Ministry of Health where 13 babies died as a result of what was surely criminal negligence - so many issues for which we as a people demanded and deserved answers and justice. Mr. Barrow didn’t listen. He didn’t care. In time he likely forgot. But we never did.

And he never did learn. The Audit Reports provide detailed and chronological testimony of corruption by UDP Ministers. It is all there, in black and white. And Mr. Barrow is trying to make it all go away. Just like he believes the William Mason scandal has gone away. But they haven’t and won’t. It is too much. We have been wronged for too long.

Mr. Barrow can spin, but nobody listens anymore. He can bully, but nobody is scared anymore. He can let loose the dogs, but nobody is intimidated anymore. If Mr. Barrow ignores what is before us, clear as day, it will be a folly from which he cannot and will not recover.

We know that the Prime Minister must appear brave when the camera is turned in his direction and the lights go on. But I wonder how he feels in his quiet, introspective moments when he realizes that the masses have turned against him for what they see as a betrayal of trust. Instead of serving the people of Belize, Mr. Barrow became a servant of himself, and a servant to power.

Can you feel it? Can you feel the winds of change?

GUATEMALANS ASSERT

SOVEREIGNTY OVER SARSTOON ISLAND September 12, 2016 A small group of Guatemalan civilians continues to make trips to Sarstoon Island, which is part of Belize’s territory, to claim ownership of the island. The group calls the activity “Independence Expedition” and plants Guatemalan flags and posters depicting maps that include Belize as part of Guatemala, sings the Guatemalan national anthem, and makes declarations of one day “recovering” what they consider “lost territory”, referring to all of Belize’s territory.

In their most recent trip to the island, on Saturday September 3rd, the group launched attacks on the Organisation of American States and their expert investigation into the shooting death of Guatemalan minor Julio Alvarado Ruano in Belizean territory. The findings of that probe have vindicated the Belize Defence Force, whom the Guatemalan Government had accused for the tragic death and against whom they had launched an international smear campaign.

The group of civilians consist of several ex-guerrillas and some professionals in Guatemalan society.

Their activities are posted on their “Belice es de Guatemala” Facebook page. According to one of their posts, the group believes that a guerrilla group can be organized to “take over Belize by force.” The expeditions by the civilian group occur even though there is a Belize Defence Force Forward Operating Base located less than a quarter mile from the island.

The Foreign Ministry and Ministry of Defence appear inclined to treat the Sarstoon River as “every man’s land”, whether Belizean or Guatemalan. The last we heard from Foreign Minister Wilfred “Sedi” Elrington over the issue of access to the Sarstoon River, Elrington claimed that an agreement had been reached by both Governments, and that civilians from both countries would be allowed access.

Belizeans, in particular the Belize Territorial Volunteers, are going to test Elrington’s claim very soon, in fact this coming weekend. The BTV will be holding a canoe challenge which will see Belizean vessels using the Sarstoon River for a canoe race. The question remains whether Guatemalans will allow the BTV to hold the race in the Sarstoon area or whether their military personnel will block the BTV’s initiative.

As Belizeans prepare to celebrate 35 years of political Independence and commemorate the 1981 declaration of full territorial sovereignty, the Guatemalan claim and threat looms like a dark cloud over our heads. Since May 2015, the Guatemalan Government has ratcheted up their claim over Belize terri-

2016 tory. A change of Government leadership in Guatemala last year, with the election of Jimmy Morales, has only made things worse for the relations between the two nations. Morales had promised to his citizens that he would “recover Belize” if elected to office.

Police Officers Forced to Live in Inhumane Conditions Tuesday, 13 September 2016 Despite many requests for assistance and consideration, Police Officers stationed in Caye Caulker have been forced to live in a completely dilapidated, rundown and decrepit dorm. As one officer told the Belize Times just this week, “we are sure that if the Police Minister has a dog, his dog doesn’t live like this.”

We dug into the archives and were able to confirm that the conditions of the Police dorm on the island came to light in November, 2014. Officers then complained bitterly that apart from the aesthetics of the building which is falling apart, it is a danger to them because the structure in some places is at the point of collapse.

And to add insult to possible injury, the facilities they were forced to use were barely functional and certainly not sanitary.

In an interview granted to the media in December 2014, National Security CEO George Lovell stated clearly that he had instructed the Commissioner to deal with the matter immediately.

He stated - “I personally, with the Commissioner of Police, visited the Caye Caulker dorm facilities in September I think it was of this year. And when I went there I was appalled by the conditions in which the facility was in. Right away I instructed the Commissioner for us to get the estimates and we will get the work done and I had hoped that by now I would have been able to say to you that the work has commenced.”

That was almost two years ago. And as we go to press this week, not one dollar has been put into the repair of that old structure.

Currently thirteen officers are being forced to live in the worst conditions, getting wet whenever it rains. Imagine working long hours and then going home to that mess.

This government has continued to neglect the workers of Belize. For years these Police officers have begged for help but nobody in government cares about them.

Our men and women in uniform are asked to protect and serve the people, to work in the roughest conditions for long hours without overtime. Their allowances are withheld for long periods because they are told GOB does not have the money.

And even now these Police Officers are being told that there is no money to increase their salaries, while the government has been able to pay the sister of their former Police Minister her CEO’s salary with perks and benefits for more than a year while she sits at home doing nothing.

Monday, September 12, 2016 After a relentless campaign by different sections of the Churches, Prime Minister Dean Barrow has been forced to backpedal. He will now be appealing the Chief Justice’s ruling on Section 53 of the Criminal Code which made gay sex (among other acts of carnal intercourse against the order of nature) legal.

But what’s the context of his sudden change of heart? The reality is that this is a moment when the Government is under intense pressure from all quarters. Some of the Churches think it is wrongheaded not to appeal.

The unions and the business community are looking at the Auditor General’s reports which point to glaring irregularities, if not outright corruption.

The teachers, who are also concerned about the integrity of elected politicians, are due the last 3% increase for their salary adjustment and the Barrow Government has requested that they wait until next year. So, there is a lot of public resentment all around, as shown by the massive PUP protest mounted last Wednesday.

To start outing the fires, the Prime Minister met with the leaders of all the different church organizations and instead of calling them to meet at a place of his choosing, he went to Bishop Dorick Wright’s residence, in what appears very much like an attempt at appeasement.

After an hour and a half or so, no

one would reveal to the public what was discussed, with each side agreeing to consult with their constituents and their colleagues to find common ground. A follow-up meeting was held at the Biltmore Plaza Hotel on Friday, September 9, and after that longer discussion, the Prime Minister came out singing a different tune. He announced to the nation that his Government will be appealing the ruling. It’s a complete flip flop when, only a month ago, it was he who forcefully declared that his Government would not be doing the very same thing that the Attorney General is

MINOR EXECUTED IN THE CITY! The life of 17 year-old Belize City resident Deandre Nembhard, 17, was cut short when he was gunned down and killed at the start of the Saint George’s Caye Holiday.

It happened on Croton Lane, just a few blocks away from his Nutmeg Street residence where he was socializing with his family members at the home of his aunt and uncle. They were bringing in the 10th of September holiday when he was gunned down and killed. He had been enjoying the company of friends and relatives all the way past the midnight hour on Friday. Unfortunately, at around 2 a.m., a vehicle pulled up and an unknown gunman jumped out. He immediately opened fire on the group hitting Nembhard several times. Police can’t say that he was the intended target, but his family has told the press that there can be no doubt that it was him.

His aunt Patricia Thompson said that the gunman fired 2 shots and then a few more, almost hunting him down in their yard where he collapsed. Still in shock and devastated by the loss of her nephew, she said, “for that person to just finish…you already gave him two…he came in the yard and finished off the rounds right on my nephew.”

They tried their best to save his life and rushed him to the KHMH where the doctors administered emergency medical treatment. Unfortunately, he died from the multiple gunshot injuries.

His mother was beside herself with grief and she could not discuss her son’s terrible killing.

forthcoming and claims that among other things, she will remember him for his love of food. She said that very regularly, Nembhard would be at her house where they would share meals and socialize. He was also a helper to her husband whenever he had any kinds of mechanic jobs to be done.

A few days after he was killed, other men reportedly shot at his cousin, another of Patricia Thompson’s nephews. He escaped unharmed, and inquiries with the Police say that everyone who could have been hurt has requested that Police take no court action.

Now, if you ask him, the state will launching the appeal effort on a “limited basis”, to challenge the Chief Justice’s interpretation of “sex” in the constitution to mean “sexual orientation”. Very much like Pontius Pilate, Barrow is trying to wash his hands of the possible consequences of such an appeal. He gave the disclaimer that the Government is absolutely convinced that a complete overturning of the ruling is against public interest.

What he is only now admitting at this time, however, is that an appeal by the Government now opens the door to a direct challenge of the decision, which he says that his administration cannot support. His very action of lodging the appeal gives the churches the opportunity to do just that, an option which they didn’t have before. The excuse offered is that this is democracy, and that enough people have shown that this appeal is what is wanted by the masses. But, if readers revisit his comments from his press conference on August 17, they would find out that originally he had been saying that anyone, even if they were not named as an interested party, could lodge an appeal. That aggrieved person, according to the Barrow position then, only needed to show the court just cause, and they would be allowed to appeal. He is now admitting what the churches and other legal minds had already deduced weeks ago.

OUR BELIZE Marsha Smith, 48, aka “Marsha Bailar”, has been involved in carnival since she was 11 years old. She does not dance in the parade anymore but her input is much greater. She is the head of Soca Moca, the senior group that won last year.

Soca Moca has 155 members, most of them women. Before it became Soca Moca in 2011, it was known as Southside Masqueraders. “We won our first competition in 2003 and I believe that we have won more competitions that any other carnival band,” boasts Marsha.

She also said that everybody knows that carnival is only once a year yet it is hard to find sponsors.

“When we are short of money, we come together as a family - me and my sisters and nieces, and we take money from our pockets,” said Marsha. “They say that nothing good comes from Mayflower Street but we have proved them wrong,” she added.

But carnival band is not Marsha’s main focus anymore. In 2011 she passed the management of Soca Moca over to her niece Audrey Bradley so that she could concentrate more on Jouvert, which she started in Belize in 2003. Jouvert is a pre-Carnival parade where the participants cover their bodies in mud and party through the streets of Belize City. In recent years it has become

“When I started Jouvert in Belize we only had about 96 participants and now that number has risen to over 4,000,” she revealed. She said that she was first introduced to Jouvert by Miss Sara, a Trinidadian who was on the carnival committee. She said Miss Sara looked at her and told her that she was the fittest person to do it. “I love it. I put a lot of time into it,” said Marsha. She added that she makes the mud herself and she begins to boil it from July. She said that she uses the mud to keep her face and body smooth and it works all the time.

“I don’t sell it, I give it away” said Marsha. But she plans to market in the near future.

Marsha is the mother of 6 children, 3 sons and 3 daughters. One of her sons died as a result of gun violence. She is the daughter of Lester “Bailar” Smith and Gertrude “Ma Grace” Smith, both deceased.

Monday, 12 September 2016 On two separate occasions, Thursday, September 1, 2016 and Friday, September 9, 2016, Mr. Barrow has stated categorically that he would never entertain a Committee into UDP corruption being chaired by private sector Senator Mark Lizarraga. He has not given a reason why, even though the question has been put to him, except to say NO! Why is the Prime Minister so afraid of Senator Lizarraga? The fact of the matter is that if there is no corruption to be unearthed, and if the Prime Minister and his Ministers named in the Audit Reports are as pure as the driven snow, then there is no reason to be. If the Prime Minister and his UDP have nothing to hide, then it doesn’t really matter if God chairs the Committee (God, not Godwin). If there is no evidence of wrongdoing or outright corruption, one would think that the Prime Minister would be happy to invite the most intense scrutiny and to open the gates wide.

So why is the Prime Minister so afraid of Senator Lizarraga? Probably for very good reasons! Senator Lizarraga has shown that he cannot be ‘influenced’ like his colleague Senator Rocke was, to the shock of many of those he purported to represent who have now largely called for his removal. That Senator is a UDP stalwart and the president of the organization which put him there, the Belize Association of Evangelical Churches, is a UDP stalwart who owes the government millions in unpaid taxes which this administration has seen fit to not collect just yet.

HE OWES. Senator Lizarraga is also a bulldog who has shown that he takes his job seriously.

He has been a thorn in the sides of the UDP Senators in the gallery who mostly show up to make numbers. When Lizarraga breaks down the bogus figures being presented for approval, and points to the gaping wrongs, nobody on the UDP side can dispute him, because he is always prepared. And he cannot be intimidated, as the UDP and the Prime Minister are so good at doing. He’s been attacked on WAVE Radio by the fools and it hasn’t swayed him. He’s been attacked in the UDP’s rag and he has not been moved.

So the Prime Minister is right to be afraid of Senator Mark Lizarraga.

Also check this out. The Prime Minister has already set out to hijack the process, while saying that he will not. Can you say ‘forked tongue?’ This Committee to investigate real, credible allegations of massive corruption by UDP Ministers and officials under the UDP watch cannot be a committee appointed by the UDP Government. How bogus is that? The Prime Minister cannot be allowed to say who will chair the committee, and who will represent whom on the Committee. The Constitution makes clear provision for a Senate Select Committee and clearly outlines composition. The Government will have representation on the Senate Select Committee, but they can never be allowed to say who the other members of the Committee can be. And they can never be allowed majority representation which will over whelm participation by the Opposition and Social Partners. That is the bottom line.

There is corruption – that is clear as day – and any REAL investigation, even a cursory one will find it. So the Prime Minister shouldn’t really be afraid of Senator Lizarraga. He should be afraid of any REAL, uninfluenced scrutiny which will surely reveal the unsavoury truth he is trying so hard to hide.

FREE-FALL RECESSION

Contributed Our last recession in Belize occurred in 2009 as a consequence of the bursting of the Housing Bubble that occurred in the United States commencing in the last quarter of 2007. The U.S. Housing Bubble was created when very poor and questionable decisions were taken in the U.S. housing market to spur housing growth. Buyers who were from the outset unable to repay their new housing loans were lured in by unscrupulous lenders. This was a scheme based on greed and total disregard for the welfare of those borrowers.

In the case of Belize, the Barrow Administration cannot blame any external factors for the two consecutive quarters of economic contraction (January – July 2016), now clearly an official recession of our economy. Even after benefiting from the bounty of taxes on the windfall from BNE when world oil prices were high, and from PetroCaribe largesse, their short-sighted and politically motivated economic policies have backfired with a clear burst.

Like the U.S. Housing Bubble that was inflated by unsustainable spending, these two very large sources of money, the BNE windfall and the PetroCaribe largesse, were used by the government to spend excessively on infrastructure that had the immediate impact of temporarily over-inflating the Belizean economy. Because Belize imports (buys) most of the inputs for this type of infrastructure expenditure, there was considerable leakage of the expenditures to other countries, namely the United States, Mexico, and Guatemala where items such as cement and construction equipment are purchased. These infrastructure expenditures do not have any income stream, compared for example to expenditures in agriculture, manufacturing, and tourism that produce many years of income to cover the costs of the investments and to give a return to the investors for their risks. The myopic spending by the GOB on roads, streets, and monuments, clearly politically motivated to boost the image of the UDP administration for the sake of winning elections, gave the false

impression of prosperity and strength, creating the “bubble” that captures in its meaning and image the essence of “false, unsustainable growth”.

These types of apparitions are exposed as phantom when they over-inflate and “burst”. The bang from the bursting of the Barrow Bubble is made even louder due to the additional weight of the excessive repayment for the BTL and BEL nationalizations. The GOB must now resort to money creation via the very large borrowings Central Government is making from the Central Bank to make good on their debt for the nationalizations. The certain negative economic effect of this last-ditch gasp for air is to cause severe pressure on our fixed exchange rate. The only way the GOB will be able to hold off the devaluating effect of such borrowing is by imposing even more stifling currency exchange controls, making it very difficult for the productive sector to get U.S. dollars to buy their much needed inputs for production. These negative consequences will only accelerate the downward spinning cycle of worsening economic conditions. This merciless cycle is already sucking down with it any remaining strength left in our social, institutional, and environmental pillars.

Rebecca Rath Miss Belize Universe!

Belize City, September 10, 2016 The 10-year gap in which no Miss Belize Universe pageant was held has not stopped beauty from blossoming in Belize and the 10 beauties who graced the stage of this year’s Miss Belize Universe – Queen of the Jewel pageant made the judges’ job extremely difficult at the Bliss Centre for the Performing Arts Saturday night.

International pageants favor tall, leggy girls with fashion model physiques and Miss San Pedro Dianira Rivera was certainly easy on the eyes in sportswear, formal gown or swimwear; she also had a large fan base which cheered every time she appeared onstage. She chose the bounty of the spiny lobster for her cultural costume presentation and won Miss Photogenic and 2nd runner-up.

But in the question and answer segment she was not as eloquent as 1st runner-up Miss San Ignacio Marcia Moody who stated “Do your best, believe in yourself!” as the best advice for Belize’s young women to succeed. Marcia won Best Cultural costume in which she praised the benefits of the honey bee and the Cayo fans would not be silenced when she made it to the final two.

The judges’ decision was extremely difficult, but in the end the Culture Capital’s lovely Rebecca Rath was crowned “Queen of the Jewel” by Miss Belize 2006 Maria Jeffery.

A 23-year-old University of Houston graduate, Rebecca was the complete package - an athletic beach volleyball player, she exuded health and vigor and answered perceptively on social issues. She won ‘Top Model, Beach Beauty’ and was voted the People’s Choice on the pageant’s Facebook page. Her cultural costume represented the habanero pepper and Rebecca was quite eloquent in her monologue on the subject.

Rebecca’s prizes include a university scholarship from the Ministry of Education but she won’t have much time for that just yet as she leaves for Los Angeles next month to begin her training for the Miss Universe pageant, which will be held at the Mall of Asia in Manila, Philippines on January 30, 2017. She’ll go up against close to 100 other beauties, of which 61 of her rivals have already been confirmed.

Belizeans will be rooting for Rebecca to be crowned as the successor to reigning Miss Universe Pia Wurtzbach of the Philippines.

The other finalists in the top 5 were Miss Belize City Neidy Rodriguez – 3rd runner-up; and Miss Libertad Misty Swazo – 4th runnerup. Other beauties who competed for the crown included Miss Belmopan Lyanne Reid, Miss Corozal Theotisha Hall, Miss Esperanza Marcia Moody, 1st runner up San Ignacio Shamra Palacio, Miss Las Flores Moriah Lino and Miss Santa Elena Kimberly Price.

PAN YAAD 2016 BEST EVER! Belize City, September 9, 2016 The Marion Jones Sporting Complex was jammed with the biggest crowd ever as over 2,000 pan lovers danced on the paved cycle track in front of the stage at the 8th annual Pan Yaad steel pan concert; and another 5,000 music lovers relaxed more sedately in the stands which were filled to capacity last Friday night September 9.

Way back when the Governor-General was Dame Minita Gordon and the Belize steel pan tradition had begun with the All Star Steel Band, music teacher Sir Colville Young encouraged and helped found the Pantempters Steel Orchestra in 1992 which played in the annual Carnival road march and rocked previous Pan Yaads. The Pantempters went on to tour internationally as far as Taiwan’s “Double Ten” national day celebrations on October 10. Now a fresh crop of young musicians have joined their ranks to form the Pantempters Juniors who delighted the audience with Aaron Duncan’s Soca hit “Can you feel it?”

Another music teacher, Julietta Burrowes-Lewis, the daughter of Belize’s famed baritone Ted Burrowes, also bolstered the steel pan tradition by forming the Panerrifix Junior steel band of Our Lady of Guadalupe RC School of Belmopan in 2007. Those mostly primary school students and high school students had rocked the first Pan Yaad held at the House of Culture in 2009 and their musical talents have matured as they too toured internationally. These Panerrifix Seniors whipped up salsa hit: “La Vida es una Carnaval” made popular by Celia Cruz and got people dancing to Charlie Black’s “Party Animal.”

They too have recruited a new crew, the Panerrifix Juniors, who proved their virtuosity with a Creole medley of “Brown Gyal in the Ring” and “Freetown Gyal no gat no wattah”, Aaron Duncan’s “Can you feel it?” and a Bruno Mars hit.

Pan musician Alex Evans who also helped form the Pandemonium Steel Band delighted the audience with some Alicia Keys’ tunes. They too have cultivated a junior band: the Pandemonium Juniors who beat out reggae classics like “I shot the Sheriff”, and climaxed with “Can you feel it?”

After each band had performed individually the senior bands took the stage for a jam session with the Benque marimba group, “Los Hijos del Oeste”, under musical director Ian Yacab who entertained with the Eagles’ “Hotel California, “Live mih life”, and Lord Rhaburn’s “Bus Kunu!” It was the first time a marimba group had played at Pan Yaad and their harmony with the other steel bands was delightful.

The steel band tradition was born in Trinidad as a reaction to popular European culture and a need to create a truly native Trinidadian music form; it was a “bad boy” culture but here in Belize pan music is helping to provide a positive outlet for at-risk youths who formed the Gateway Youth Center band.

They performed Bruno Mars’ “Just the way you are!”

Pan Yaad 2016 was better than ever. We can’t wait to see what’s in store for us at Pan Yaad 2017.

Dangriga, September 10, 2016 Defending champs Police United, FC Belize and Verdes FC all posted their 2nd wins in Week 4 of the Premier League of Belize’s opening season tournament; the Police handing Wagiya FC their 1st loss: 2-1 at the Carl Ramos Stadium in Dangriga on Saturday.

The Police goals came from John King in the 5th minute and Harrison “Kafu” Roches in the 59th minute. Wagiya’s Alton Kerr scored in the 86th minute.

Verdes FC upset the Belize Defence Force by the same score: 2-1 at the Norman Broaster Stadium on Sunday, with Richard “Cheety” Jimenez scoring in the 8th minute and Gilroy “Bredda” Thurton in the 47th minute. Shane “Chucky” Flores scored the BDF’s only goal in the 28th minute.

FC Belize won 1-0 vs. the Placencia Assassins at the Michael Ashcroft Stadium in Independence last Saturday night from a goal struck by Hector Martinez in the 20th minute. It was the Assassins’ 2nd loss.

The Paradise Freedom Fighters posted their 1st win: 3-1 vs. winless PLB rookies Orange Walk United at the People’s Stadium on Sunday. The Sugar City squad drew first blood when Hipolito Andrade scored from a set piece in the 15th minute.

THE WONDERER AND PLACENCIA PENINSULA Happy September Celebrations to all Belizeans and those visiting us from abroad. Over the 10th weekend the Wonderer wandered on the Placencia peninsula for a short weekend. While wandering I was impressed with all the development taking place.

Development is good when it is responsibly done. Saw some lots near the lagoon that are barely 60 feet from the roadside to the lagoon side. Where is the 66 feet reserve? Is it only a myth or are some land-owners more special than others? I wonder if the officers in charge of all departments are aware of many infractions occurring or they are doing like their political boses? If you di do I wan do too!

Two projects aroused my curiousity. While having lunch at “The Placencia” I noticed dredging occurring within their so called marina (see photo 1 taken Friday 9th) built some years ago. There were structures of rock (A, B, C) placed in the sea partially encircling the pier. Before the marina was built lots of people used to enjoy swimming at the Placencia. The beach was sandy and you could swim out as far as possible. Two years later everyone stopped swimming at “The Placencia” because the beach suffered some drastic erosion and it also became mucky. The entire bottom of the seabed became mucky. Obviously this was not a good project and perhaps the engineering was not adequate because anyone could have told you that the rock structures were going to reduce the flow or speed of the currents which are normally from north to south.

Also the natural wave action was drastically reduced thus causing settlement of the fines in the marina zone. Now they are dredging to clean up the mess. The wonderer predicts that erosion will increase in the region. Let’s watch and see! On that same picture (photo 1) look at point D which is the most narrow section of the peninsula. It’s eroding constantly. Something should be done by the Ministry of Works (MOW) or the developers’ association – BTIA, before it totally joins the lagoon and the sea. Interestingly look at point E and F, is there any 66 feet reserve. Talking about special people!

As I wandered around after lunch I noticed severe erosion on the property just south of The Placencia. This usually happens to the nearby property downstream of the shoreline currents.

Another project we drove by and wandered around was the famous ARA MACAO project. I noticed a new sign (photo 3) that went up showcasing a new project, totally different than the one some 10 years ago. This project is using only the 340 acres west of the main road up to the coast. Photo 4 shows the original project which was to relocate the main road as a huge marina would be built. See the red dotted line for the present location of the main road. The original project had two entrances which is standard engineering design for proper flushing effects. Normally an international engineering firm knowledgeable in coastal management is hired to study and design these things. If you notice the 2 marinas are completely different and a complete new study would have to be done to determine its shape, depth, etc. to ensure proper flushing effects. One entrance is a great concern as proper flushing will never occur because of the magnitude of the marina.

Photo 2 shows an aerial photograph of the region including Riversdale. Notice the erosion that has occurred south of Riversdale, especially inside the Ara Macao Property. This past weekend

as I wandered around the Ara Macao property I noticed that the new project has begun. The marina is being excavated internally and the roads are being built. I checked the DOE webpage to find out if a

new Environmental Impact Assessment (EIA) was posted and saw “nada”. A project of this magnitude requires a complete new EIA especially because it is a totally different project. Also I’m wondering if the new owners were charged for starting a project without an EIA and Environmental Compliance Plan (ECP). I understand they can be charged up to $ 100,000. I’m wondering how much was the fine? I know about several smaller projects that have been fined recently for commencing a project without environmental approval. The wonderer believes that all this information should be placed on their webpage. Who is developing? Where?

LLES or EIA is required? Showcase the document(s) submitted. We also need to see the ECP every project signs. Is this a free country or what! Don’t hide the data like the passport data.

Please don’t! Mr. Minister of Environment you are new and clean, please ensure openness in your portfolios. I’m wondering how much more new and clean Ministers the government has? Development is important for our nation to go forward, good development, let’s stop wandering and start wondering how we shall ensure this to happen!

NATURAL JUSTICE Last week I was reading a very keen analysis of how Dilma Rousseff’s Presidency of Brazil became undone. In the article from the BBC News online, was this statement: “It is believed that the overriding concern of Brazil’s well-heeled political elite is to find a way of shutting down or emasculating the corruption investigation before it goes any deeper.” I said to myself – Isn’t this just exactly what is happening now with the Dean Barrow administration??!! The article on former President Rousseff says that she was never implicated in the corruption and self-enrichment of the Petrobras scandal, but she paid dearly for “political” missteps. She did not want to cut deals or form alliances, and as well the economy was in recession. The article concludes that, as a result of Rousseff’s impeachment and removal from office, Brazilian democracy was damaged and sullied in the eyes of many due to back-stabbing, betrayal and, as always, corruption.

I return to the above statement. Belize’s well-heeled political elite are the Prime Minister and his ministers, and they sure as heck don’t want any investigation into all their wrongdoing and corruption. Naturally, they all wish to shut down or emasculate the Senate Select Committee investigation into the massive Immigration and Passport scandal before it goes any deeper, and the PM’s apparent back-stepping on this issue is only, as usual, optics. He will continue to try his level best to have government-majority membership on any commission of investigation and thus muddy up the waters.

This brings me to speak of his bleating for Natural Justice, Natural Justice!! You must give someone a fair hearing, he insists. I am here to say that all this talk of natural justice on his part is pure rubbish. The Auditor General had every duty and responsibility to investigate and to report, and it is NOT at the stage of her findings of irregularity and wrongdoing that natural justice must have been afforded prior. It is when the Senate conducts its hearings that persons must be

heard, and also when files go to the Police and Director of Public Prosecutions for charges to be brought. Then, of course, people have to get their fair hearing and natural justice.

You see, there are TWO fundamental principles of natural justice, not one. The requirement of a fair hearing goes by the Latin term: “Audi Alteram Partem,” in other words “hear the other side.” We all agree. But then there is the other principle, and it goes like this in Latin: “Nemo Judex in Propia Causa,” or “You Cannot Be a Judge in Your Own Cause!!” This is the natural justice that the PM should be talking about and heeding. Oh, but he was busy plotting with his surrogate Godwin Hulse to overturn the PUP-proposed motion in the Senate the other day. And he certainly was not looking at the fundamental tenet that Hulse should have recused himself from the vote and that government ministers cannot investigate their own alleged criminality. The principle of Nemo Judex in Propia Causa also includes that there must not be any conflict of interest, bias, or even the appearance of bias in administering and/or conforming to natural justice.

This is why it is correct that Rt. Hon. Said Musa in the House of Representatives called for an independent and international investigation into the whole sordid Danny Mason affair and the beheading murder of Pastor Llewellyn Lucas. How can those Police who are corrupt investigate themselves? And how can holier-than-thou Godwin Hulse be so unholy as to vote down the properly-placed motion for this needed investigation into the hugest corruption scandal ever seen in this beautiful jewel of ours?

I say to the PM, don’t conveniently overlook one of the fundamental tenets of natural justice. You, being the very Senior Counsel lawyer that you are, certainly know better. No bias, no self-investigation, and no sitting in judgement when it is you and your wicked crowd who must answer to the Belizean people and face the consequences of this stinkest of corruption scandals.

Just like that September 10th came and went, and everybody’s saying that this could very well be one of the worst Septembers in recent memory where attendance and spirit are concerned.

People are posting on Facebook that they’re in Belize City still waiting for the parade to pass, still waiting for the jump up and flags waving and that joy which usually signifies that the September “celebrations” are underway.

As much as it grieves me to say it, they’re right. As a municipal administration we are trying so hard to bring back the happiness and pride which makes this a special time for all of us. But people, on a whole, are not feeling it.

They are saying that it is difficult to have a September celebration when there is so very little to celebrate. And it’s true.

As Belizeans we should be feeling a sense of achievement in how far we have come together and in what we have achieved in our own lives and for our families, but things are really, really bad right now. Everything is getting much more expensive and it is getting harder to put food on the table. And while the cost of everything keeps going up, including our utility bills, our people aren’t making more money to compensate for those increases.

Just ask the teachers and public officers who are being told that they will not get the salary adjustment they were promised this year. You see, we keep asking more of our teachers, especially. We expect them to be substitute parents to our children for hours during the day. Some of us even expect them to feed our children when they go to school hungry because we couldn’t make ends meet. So how can the government now tell them NO RAISE because we have no money? Trust me when I tell you very few teachers and public officers are feeling the Christmas spirit right now.

And insult to injury…the Prime Minister can find money to pay for a new vehicle for the irresponsible Minister of Education.

And he can find money to continue to pay the sister of John Saldi-

var a CEO’s salary even though she hasn’t worked a day in over a year. Imagine that. She sits home and collects big money for doing nothing. But the Prime Minister can’t find money to pay the hard-working teachers and public officers.

And it’s hard all around. With school just starting parents and guardians had to dig deep into empty pockets to pay for uniforms and books and fees and school supplies. The Government talks about free textbooks but little by little that has been disappearing and every term parents have to buy more books so their children can participate and learn.

Police officers have to work many extra hours but the government doesn’t want to pay them overtime. They are forced to ride around in dilapidated vehicles because GOB tells them there is no money to do more.

Yet they get to watch while Ministers behave like we’re living in a millionaire’s paradise.

Our Police officers and BDF and Fire Department personnel and Coast Guard personnel are not happy. Things are very hard for them too.

The poverty I see in Orange Walk Town is very real, and I know for a fact that it is worse in Belize City and in Dangriga and in PG and in other areas. The fact is that only UDP Ministers and their families and their cronies and their friends live large in Belize. It’s only a few. When you see those people who used to jump up behind their UDP leaders, in bright red shirts and waving red flags, ask them how they’re living. Ask them if they’re living good, decent lives in Belize right now. Ask them if the best that was promised every reached.

And there’s no sign of a light at the end of the tunnel. Nothing is getting any better. So if you want to know why our people are not coming out and why they’re not jumping up and down and showing the love, think about it.

Right about now in Belize there’s nothing to smile bout. There’s nothing to celebrate. And that’s why the celebrations are dead.

Submitted By: Eduardo Santos Corruption, in one form or another, is a worldwide phenomenon. But everyone admits that corruption is something ugly, immoral and detestable. Unfortunately, in our country, corruption has become a part of life. It has entered the very roots of our society. Corruption, nepotism and dishonesty have tarnished the very fabric of our social life.

Our ministers are corrupt, our officers are corrupt and may of our people are corrupt. Even our anti-corruption departments fall as easy prey to the vilest of the corrupt persons and they let them go scot free after minor punishment. The law of the land is too weak to deal with the corrupt elements with an iron fist.

The vested interests rule the roost. Everybody feels helpless in such a state of affairs. Some people have even started talking of the nationalization of corruption in the country. They argue that we should frankly admit that we are a corrupt nation and that we cannot do without it. It is a matter of shame and regret for all those who care to hear the call of their conscience. One feels like crying out with Shakespeare.

Corruption is prevailing at all levels – economic, social, administrative, moral and spiritual.

During the past few years, the image of the country has been defaced beyond redemption. A large number of scams involving top politicians, CEOs and political minions have come to light.

Most of them are unearthed by the concerned citizens who are exposing the corruption within the system. They have shaken the entire conscience of the country to the bones. The law

enforcement agencies should be seeking the help of the judicial process to bring the culprits to book. The judicial system, however, is full of flaws and the culprits do not find it very difficult to cleverly escape the legal net.

The skeletons in a large number of cupboards though, are coming out and many ministers, politicians and bureaucrats are being exposed. Law may take decades to assert as it has been fully established that we are a nation full of corrupt elements.

All ministers and public servants should be made to declare their assets. The vigilance department should keep a constant eye on the corrupt officers and other public servants.

Ministers and senior officials must set noble examples of an honest living free from corruption, bribery, nepotism and i m m o r a l i t y.

The law of the land should be provided with more teeth to deal with the corrupt elements.

Corruption, at any level, is bad. The Government should launch a vigorous campaign against this social evil.

Charity, however, must begin at home.

Evils, it is said, percolate in any society from the top. The topmost people in the country must present model examples of conduct and behavior. They should be completely above board in their dealings and should be honest to a fault. One must not only be honest but one must also be above doubt. Once we are able to curb corruption, nepotism and bribery in high places, we shall be soon able to root out the evil of corruption from the entire society. May God help us in our object!

On Morality, the ‘Morality Commission’ & Kleptocracy By: Norris Hall Belize is not a theocracy. It is a democracy, or it should be. The government has a responsibility to be all things to ALL people. The Prime Minister, in an act of desperation, has bowed under pressure to create a “Morality Commission” under the Chairmanship of one of the most amoral (by church standards) government officials, the Deputy Prime Minister. That is the first farce.

Outside of the Universal Declaration on Human Rights, outside of Chapter Two of the Belize Constitution, and outside of the laws of Belize and the challenge to those laws, no church, none, has the right to even try to calibrate my moral compass. If this is allowed to happen then the Church and the “Morality Commission” will soon be able to tell me that I MUST go to church, which church I must attend and which God I must worship.

This is wrong. Very wrong!

The political gambit by the Prime Minister to give the church a little political clout on the issue of morality, and/ or to make it appear to be so, was a quid pro quo he made with them for him to appeal the Supreme Court’s ruling on the decriminalizing of homosexuality, or more specific anal sex, even between a consenting man and woman, that before the recent Court Ruling was also illegal.

In that same archaic British law from the 19th century, physically and mentally challenged individuals are prohibited from entering the country. Should this not also be a moral issue instead of the religious cherry picking?

The move, it would appear, is to distract the church with the mundane issues of morality while the oligarchy of the current administration continues to plunder and pilfer in a web of corruption, that, “for God’s sake” (the Prime Minister’s words) cannot be stopped. Or so it seems.

The “Morality Commission” therefore, will be so myopic as to not grasp the moral implications of the rampant official corruption that the churches have never addressed. This evil of corruption - call the government a ‘kleptocracy’ - that the churches don’t seem to get has created a tsunami of poverty among almost half of the country’s population. In abject poverty, human survival becomes more important than morality as biblically defined and by which one of these definitions?

This Commission will be unconstitutional and opens the door for mischief, as has been documented before, mainly by evangelicals interfering in the traditional practices and customs of our people, some of which date back to hundreds and even more than a thousand years.

This ought to be of concern to the National Institute of Culture and History (NICH), if it had any teeth. The reality is that in a democracy it is unconstitutional to make any attempts to legislate morality.

The church has taken the bait. They have been snared by the Prime Minister.

The Constitution of Belize tells me that I am entitled to personal liberty and freedom of conscience. That is all that matters in this context.

SINGLE MOTHER WITH DIVERSE ABILITY GETS RUN-AROUND AFTER DAMAGE CAUSED BY HURRICANE EARL

By Gilroy Usher, Sr. When will the National Emergency Manage-ment Organization (NEMO), Prime Minister Dean Barrow and Anthony “Boots” Martinez - Area Representative for Port Loyola raise the house of Miss Marva Hamilton which fell off its post due to Hurricane Earl?

Miss Hamilton is a single mother with diverse ability. Due to problems with her sight she has to walk with the aid of a stick. Her home is a small, yellow, wooden house on Custard Apple St. which is just a stone’s throw from the office of “Boots” Martinez in Port Loyola. Due to the hurricane Miss Hamilton’s house is almost 45 degrees to the ground which makes it unsuitable for living.

Following the hurricane government officials have visited the home of Miss Hamilton in fancy SUVs more than five times and have taken over a dozen pictures. That’s all.

As soon as I became aware of the situation with the home of Miss Hamilton, I personally visited the office of NEMO which is almost entirely staffed with “Boots” Martinez’s supporters and I conveyed the urgency of her situation to the manager.

It is unconscionable that more than 6 weeks after Hurricane Earl hit the country, Miss Hamilton still can’t move back into her house due to endless turnaround with the repair.

Only a few weeks ago this UDP administration found $200 million dollars in the blink of an eye to pay Ashcroft as part of its $557 million payment to the billionaire for its B.T.L. debacle.

It is therefore shocking that almost two months after Hurricane Earl hit our shores, this same government claims it still can’t find the money to repair the home of Miss Marva Hamilton and others whose houses were severely damaged by the storm.

THINK ABOUT IT TYRANT IN TROUBLE Dean Barrow has run the country as a tin-horn tyrant.

It is a one-man government that has served him, his family and cronies well, but has ruined the young nation of Belize.

For those who thought the Said Musa government was a disappointment, multiply that twelve time twelve and you have the biggest disappointment of all.

Since becoming Prime Minister Mr. Barrow has produced not one single reform in the vast public service which is the engine that performs the government’s work.

The Customs Department is more corrupt than eight years ago. Worse so is the Ministry of Lands, thoroughly infested and rotten to the core.

The Immigration Department, always a hustlers’ paradise, has become a den of thieves for Ministries and an assortment of crooks. The Police Department is no more. It has morphed into little fiefdoms of over a dozen sections, all breaking the law and subservient to politicians and drug lords.

What a calamity for our country this Dean Barrow has been. There are no campaign finance regulations - a naked refusal to sign the AntiCorruption treaty. Pause! Think about it. Dean Barrow, not even a whiff of corruption would be tolerated, said he. Yet not even all the perfumes of Arabia can negate the stinking stench of corruption that engulfs Mr. Barrow and the criminal gang that is called Cabinet.

Imagine the levels of deception in telling Belizeans there is no Integrity Commission because he cannot find a single Accountant interested to be Chairperson. Shucks, is this the man who easily found foreigners to become Chief Justice and Chief Magistrate just to ensure competent Belizeans do not hold such positions?

Why not advertise the position in Belize and if necessary in Caricom and the USA diasporas?

Can’t find a Belizean! It is a lie, wobbling on stilts, mocking our basic common sense, to mask the real reason for no Integrity Commission.

Mr. Barrow became Prime Minister by, Anansi like, riding on the backs of the Unions and NGOs which turned away from the then government and in desperation turned to a man seen as representing a better alternative.

2008 was filled with such high hopes that the country would turn upwards and forwards.

It has been anything and everything but better. By 2012 general elections the people voted against Barrow and his incompetent Ministers. Government would have changed were it not for shenanigans in the Albert and Lake Independence constituencies.

Mr. Barrow’s return to government is now considered an unmitigated disaster. Woo! And three wow - three general elections in seven years. No substantive accomplishments. A bridge, some sports stadiums (no sportsmen) some streets and half a billion dollars sucked out of a poor, desperate, struggling people.

Every dollar of the PetroCaribe monies is gone - gone in local and foreign bank accounts. No accountability. No transparency. None! Not even bills-of-quantities, receipts and audited expenditures. If ever there was a cause for a clarion call for a forensic audit of government funds, this is the biggie.

Over three hundred and fifty million dollars of PetroCaribe monies have been squandered and stolen; millions distributed among the UDP 31 political constituencies for vote bribery. Public monies treated like private funds. No accountability, no cover of lawfulness, no transparency.

Now the said Prime Minister and Minister of Finance is requesting teachers, police, army, nurses and public officers to go without their needed salaries’ increase. Wow! And such a sacred contract did not even result in the Prime Minister setting aside these faithful workers’ hard-earned dollars. In other words, Mr. Barrow took their monies and spent it out in the squandering that occurred in November 2015 elections.

Now, Belize and in specificity Belizeans are broke and out of luck.

Murders and crimes against property and people are epidemic. Poverty is endemic at scandalous percentages no decent democracy would tolerate.

Jobs are only a word in the English dictionary. The economy of Belize is crippled. Without money what can the nation do?

More Belizeans are out of school than those attending colleges and Sixth Form. This has continued all the eight years Mr. Barrow has been peacocking and press conferencing. The young people of Belize have been shafted - suckered and condemned to a life of poverty and hopelessness.

Contrast this to the crony capitalism, the base nepotism and family enrichment that cry out for vengeance.

Millions to ex-wife, millions to wife’s pet projects, millions to brother and millions to son at B.T.L. Enough for Mahatma Gandhi to call for violence and armed rebellions.

Where is the Association of Concerned Belizeans? You won’t believe where those worthies are today located.

And yet, as hope does spring eternal and everyday bucket go dah well, one day di bottom must drop out.

These past few weeks has seen a turn, a change, a people calling out and answering the call. To the Prime Min-

ister’s arrogant I shall not appeal the Section 53 sex is sexual orientation, came the defiant Christian response coming from Bishop Dorick Wright of the Roman Catholic Churches.

Abandoned in its hour of need by the Methodists and Anglicans, it was the Evangelicals who sided and supported Bishop Dorick Wright. Their unwavering stance for clarity and spiritually fortified the faith of a nation grappling with Mr. Barrow godlessness.

It is the embattled Christians, accounting for 75 percent of our population who Joshua-like at the walls of Jericho would have brought down the corrupt government of Dean Barrow. Faced with a determined and undaunted Bishop Dorick Wright, Pastor Scott Stirm and Pastor Lance Lewis, Barrow panicked, almost shouting, his evil eyes glancing to heaven- “I will appeal, I will appeal”.

Then came the opposition PUP, its members, frontline victims of a vicious victimization by Barrow- “UDP first, cronies second and PUP last” has seen the one-sided abuse of resources deliberately withheld from half the population. They came out by the thousands, marching through the streets of Belize City, home to four slave rebellions against the white racist Baymen beloved by Mr. Barrow and his minstrels.

Then came the Chamber of Commerce, led by a UDP, this business organization flipped, then flopped. Its leader, hoodwinked by Barrow, supported an idiotic proposal for Barrow’s Ministers to investigate the Auditor General’s findings. Shown the Constitution, the Chamber had to publicly eat their own vomit and follow the vast majority of Belizeans who want a Senate investigation.

Mr. Barrow has lost credibility with the Chamber. He has none with the Churches and Teachers have seen through him. The Emperor’s new clothes exposed as fraudulent fabric.

Mr. Barrow had no choice but to eat crow and agree to a Senate investigation.

What a climb down. What a rude awakening for the would-be tyrant.

This, dear brothers and sisters is the sign of our time. It is the beginning of the end, for a tyrant who took out precious wrong and bought the votes of the poor and now they turned against him.

Allelujah time!

BIGGEST SCAM YET While the small-minded Finance Intelligence Unit could find time to scare and smash the circle which brought a little tiny financial ease to some women, the gangsters continue to cream.

The biggest scam in Belize, other than Ministers hustling off everything from passports, visas, land, drug trafficking, prostitution and human smuggling, is the false imports, false invoices.

How the multi-million-dollar criminal activity is done is pretty simple.

2016 Merchants in Belize have proper companies in Miami and elsewhere. Merchants order hundreds of thousands of dollars-worth of goods. Paper companies send the invoice. Crooked Customs process the invoices. No goods actually come. The invoices are taken to Central Bank and foreign exchange is approved. Merchants then launder monies by transferring funds from Belize to paper companies abroad.

Neat eh? Multi-millions of dollars!

Been going on for years, baby.

Guess who is the Minister of Finance in charge of Customs and F.I.U? The King of the incompetent government!

CORONERS COVER-UP Quietly, three weeks ago, a Coroners’ inquest was held into the horrible deaths of three teenagers at the Youth Hostel for girls The Hostel is a government department under the Ministry of Human Development aka Human Under-Development.

It is now one year since the act of gross negligence resulted in the three teens being burnt alive.

The shameful situation is that not a single dollar has been paid to the parents of the three girls.

This is a gross injustice to the poor, grieving mothers who lost their loved ones because of the careless, almost criminal negligence of the authorities.

Not even an apology.

Not even a dollar.

To placate public outrage, an inquiry was conducted. The Report of the Inquiry was hurriedly locked up so that no one can know the extent of the negligence.

Mr. Prime Minister, do the right thing and pay compensation to the families.

MAYOR WANTS MONEY? It should have been Godwin Hulse or Henry Gordon leading the charge for the Senate to investigate the findings of the Auditor General into the scandal at the Immigration Department.

Instead, the call came from the Belize City Council Mayor. Unable to obtain any more millions from the hated Prime Minister, the Mayor who recently lost his bid to become an elected member of the House of Representatives decided this was too big a bandwagon.

So he claimed that anything concerning anti-corruption he fully supports and that the Prime Minister was going down the wrong road to push for a bogus House and Senate investigation. The Senate was the place for a proper investigation. Columbus.

The Mayor needs to come clean and do an independent audit of the twenty million dollars loan he claims he used to build one hundred cement streets. He got another twenty million from PetroCaribe monies and that too has not been fully audited and made public.

ubo un tiempo cuando el Sr. Barrow podía convertir el excremento en oro en cuanto a los disparates de su administración. Como ha ocurrido en tantos escándalos en el pasado, el Primer Ministro se da rienda suelta con florituras retóricas y gestos meticulosamente ensayados, dándole vueltas y más vueltas a todo hasta que los males se convirtieran en lo justo y la indignación se convirtiera en confusión y después en aceptación.

Hubo momentos cuando fue necesario darle algo más que una trama cuidadosamente construida y entonces el fino y sofisticado Barrow se transformaba en Barrow el matón. Este es el hombre que entonces indicaría en términos nada inciertos que era a su manera o nada, la disensión no era permitida, punto final. Era un enfoque diferente, pero no menos eficaz. Pregúntenle a los sindicatos a quien les dijo que habían perdido el tren en lo que se refiere a cualquier control en el gasto de los fondos de Petrocaribe. Ese tren nunca regreso.

También ha habido, en muchas ocasiones, el Barrow grosero, cruel. Este es el hombre que le da instrucciones a sus secuaces, sin moral, escrúpulos ni pensamiento de imparcialidad para atacar a los que se atrevan a hablar contra su gobierno. Hemos visto esto muchas veces.

Aun sucede. El más vil y más repugnante de los ataques personales se han lanzado contra la Contralora General Dorothy Bradley, simplemente por hacer su trabajo.

Este Barrow, y de hecho todas las manifestaciones de este hombre que es líder, se detendría ante nada para aferrarse al poder. No permitiría que nada se interponga en su camino y utilizaría cualquier cosa y a cualquier persona a su disposición para proteger su reino impúdico. ¿Cuántas veces hemos visto conferencias de prensa donde el primer ministro llena la sala con compinches y matones pagados en un intento de molestar o interrumpir a los medios de comunicación?

Dean Oliver ha utilizado todas estas estrategias a gran efecto. No es por nada que se le ha llamado el maestro de las tramas. Sin embargo, por desgracia para él, el juego parece haber terminado.

Este abatido caballero que vemos tan a menudo en lo que podría ser conocido como el año de las Conferencias de Prensa es una sombra de sí mismo. No nos engañemos, su elocuencia es inquebrantable. Pero ya nadie escucha. Nadie, a excepción de aquellos que han sido los glotones del comedero del UDP quieren escuchar lo que cuenta el líder de esta nación. Se ha convertido en objeto de mofa y desprecio, un hombre burlado y ridiculizado. Sus discursos dominantes ahora son recibidos con incredulidad. Sus afirmaciones seguros cumplen

con resoplidos de cinismo e incredulidad absoluta. El Sr. Barrow se ha convertido en una broma.

Es una caída drástica para su “alteza” Dean, pero no puede culpar a nadie sino a sí mismo. El pueblo está cansado de su arrogancia, indiferencia y falta de respeto.

Cuando Elvin Penner violó los derechos de nacimiento de nuestro país y se lo vendió a un criminal de Corea del Sur, Beliceños fueron gravemente agraviados y se exigió justicia. En vez de Justicia el Primer Ministro intentó comprarnos con “millones y millones” de dólares para que perdonáramos y olvidáramos a Elvin Penner.

Cuando a Edmond Castro se le agarro in fraganti facilitando muchas visas para ciudadanos chinos y evidencia que participaban otros ministros salió a la luz, el Sr. Barrow se burló y frente a esas listas detallando corrupción ministerial les dijo a los Beliceños que no veía una “pistola humeante”.

Y hubo muchos otros escándalos, muchos otros males.

Desde el problema del rosewood hasta la monumental corrupción en el Ministerio de Recursos Naturales y el Ministerio de Salud, donde 13 bebés murieron como resultado de lo que fue seguramente negligencia criminal - muchos temas para los que nosotros como pueblo exigimos y merecíamos respuestas y justicia. El Señor Barrow no escucho. No le puso cuidado. Con el tiempo probablemente se olvidó. Pero nosotros nunca olvidamos.

Y él nunca aprendió. Los informes de auditoría proporcionan testimonio detallado y cronológico de la corrupción de los ministros UDP. Todo está allí, en blanco y negro. Y el Sr. Barrow está tratando de hacer que todo desaparezca. Al igual que él cree que el escándalo de William Mason ha desaparecido. Pero no han desaparecido y no pueden desaparecer. Es demasiado. Hemos sido ultrajados por mucho tiempo.

Peyrefitte Scandals Himself

UDP ‘Chances’ People of Cayo South

The bombastic and crude Michael Peyrefitte who Prime Minister Barrow made a Speaker of the House of Representatives has made a spectacle of himself once again.

Peyrefitte is the subject and object of some of the worst insults and scornful treatment on Facebook. His blunder and heavy-handed behaviour in the House of Representatives in over-reacting to Hon. Julius Espat have not improved his image. He is the worst Speaker to have held such a position.

Peyrefitte’s name is in the Auditor’s General’s Report on the Immigration Department. The Report says he signed an application form which he was not authorized to sign. He took to Channel 7 to lambast the Auditor-General and the Report. He even followed up his outburst with a letter threatening to sue the Auditor-General for “defaming and smearing his character.” Tsk! Tsk! Well it now appears that Peyrefitte is the cause of his own discomfort. The Auditor-General sent her Report directly to the Prime Minister in May 2016.

Neither the Prime Minister nor his staff bothered to read or skim through the Report. What incompetence! What lack of responsibility to the proper running of the government!

The Prime Minister did not bother to send a spy to the Minister of Immigration or to the Department of Immigration. May, June, July, August is 4 months. For four months no official in government, neither in the Prime Minister’s Office, the Immigration Ministry or the Immigration Department bothered to read the Report.

The Prime Minister’s office sent the Report to the Speaker of the House. Mr. Bombastic did not bother to read it. Under his duties as Speaker the Clerk sent to the Auditor-General for copies of the Report so it could be tabled at the next sitting of the House, scheduled for late August.

This is how the Report became public. Elected members of the House got their advance copies and their secretaries and assistants learned the information was sensational and was about Ministerial wrong-doing.

Had the Speaker shown some interest in the Auditor-General’s important work of auditing the crooked UDP Government, he would have found his name and corrected the minor error.

The Auditor-General did not publish the Report or case it to be leaked. The Speaker seems to be the guilty party.

The monies paid to Espat are used to fund his fully operational constituency office and to help the people of Cayo South. Today Espat told us that the move by government will not hurt him, but it will hurt the people of Cayo South.

Espat pointed out that he has written to the Clerk to query the illegal suspension – illegal because the Speaker, either overexcited or ignorant (in the proper sense of the word) did not allow a Minister fo name the Member as is spelled out in the Standing Orders, and did not put the matter to a vote (also spelled out in the Standing Orders) before ‘suspending’ Espat. The Clerk responded through an assistant informing Espat that he would have to take up the matter with the Speaker.

This is a government serious about its mission statement – UDP First, Belizeans LAST.
