BARROW MUST GO! THOUSANDS MARCH AGAINST UDP CORRUPTION Belize City, Wednesday, September 7, 2016 Thirteen of Dean Barrow’s Ministers are named in the Auditor-General’s Report which deals with hundreds of irregularities, wrongdoing and criminal behaviour.

Down to Minister’s drivers are named in the report. So are Minister’s secretaries, Chief Executive Officers and cronies.

The people of Belize, who have been in shock and awe over the scandals on top of scandals pouring out of Dean Barrow’s government, have had enough. ON Wednesday, September 7th 2016, thousands upon thousands of Belizeans marched in the streets of Belize City, protesting against the UDP corruption that stinks to high heavens. The protesters were led by Hon. John Briceño and leaders of the Opposition People’s United Party and had huge numbers of supporters from every district of the nation. Official numbers from the Police put the number of marchers at over 7,000. Almost one hundred buses came from the districts, not including Belize City.

The large number of protesters are only the tip of the anger felt by most Belizeans at the level to which Dean Barrow and his thieving Ministers have dragged the country down into the ground. What makes Belizeans especially angry is the naked power play by Barrow in his on-going attempts to cover up the corruption and

Mr. Barrow has been getting away with his Ali-Baba like approach. When the international scandal involving then Minister Elvin Penner and his criminal passport scam for Wonhong Kim who was in jail in Asia broke, Mr. Barrow undermined the systems of inquiry and investigation. Penner walked free rather than going to jail.

Mr. Barrow’s arrogance and disdain is manifested in a multitude of sins against the people of Belize. Despite the results of a national referendum for a thirteenth Senator, the will of the people has been frustrated and undermined personally by Mr. Barrow.

The same Dean Barrow personally violated the Finance and Audit Act and squandered over three hundred and fifty million dollars of Petrocaribe monies for his own personal ambition to win a third election.

Not only did he violate the Constitution to strongarm BTL, but he put his inexperienced and unqualified son to be the lord and master of the company, paying the young whipper-snapper hundreds of thousands of dollars.

More recently filthy corruption bubbled out of Belmopan when accused murderer William Mason levied grave accusations of corruption at a number of Mr. Barrow’s Ministers. Nationwide calls for an independent investigation have been scoffed at by Mr. Barrow.

Is it any wonder that there is no Integrity Commission and Mr. Barrow has refused to sign the anticorruption treaty?

And of late, the mother of all evidence of corruption has been exposed in a three volume Auditor-General’s Report. This Report deals with the hustling and corruption of government regarding Visas, Passports and citizenship. There are hundreds of irregularities and wrongdoing as well as Ministerial interference in the workings of the Immigration office. Sanctimonious Godwin Hulse who is Minister of Immigration is named in the Report. So too is Mr. self-righteous himself Dean Barrow and his pompous wife Kim Simplis Barrow. The Auditor-General has not accused them of criminal activities. They are named for not properly adhering to the legal procedures.

It is a damning report against the conceited Dean Barrow who lied to Belizeans that he was against even the whiff of corruption and would be scrupulous in accountability and transparency. He is a liar of the worst sort.

These things have forced Belizeans to take to the streets of Belize City by the thousands in the largest public demonstration in over fifteen years. Dean Barrow and his corrupt government must go. They must go or be kicked out of office. The country of Belize is in crisis. The economy is now officially in recession.

Murders are on the rise. There are no jobs and businesses are closing.

The time to save our country is before we lose it.

Belizeans from all walks of life marched in anger at what Mr. Barrow is doing to Belize. The man has to go. Get rid of Dean Barrow NOW.

Wednesday, September 7, 2016 Godwin Hulse has lost his sense of shame.

He has lost any semblance of fairness or of doing what is right for his country. He has allowed himself to be a pawn of the Prime Minister who is the only other person in this rotten government who is more conceited and more full of himself than Hulse is.

Godwin is the pre-eminent windbag – talk and talk and talk. It is said that a man of words and not of deeds is like a garden full of weeds.

When the weeds being to grow the garden will overflow - Godwin’s garden has overflowed.

He was appointed by the Pup Government to head a Senate investigation into the Social Security Board. The Senate Committee was comprised of senators representing the Chamber, the Unions, the Churches, a representative of the ruling PUP and a representative for the then Opposition UDP. The UDP Senator received public shame when he received a telephone call while in the Senate instructing him not to take part. The hearings were in public.

Godwin Hulse botched up the whole report on the findings of the Senate Investigation because he denied every person involved their Constitutional rights to be notified of what Godwin was claiming against them. Godwin has to be taken to the Supreme Court and told by the Judge that his Report was useless.

At the Senate meeting last Wednesday, August 31, the Opposition Senators tabled a Resolution calling for a Senate Investigation into the sensational Auditor-General’s Report. Only the Senate has these special investigative powers under the Constitution of Belize. The Trade Unions, the Churches and the business community in addition to the constitutional Opposition which represents 48% of the population of Belize all clamoured for a Senate Investigation.

This was Godwin Hulse’s biggest opportunity to show that he was not only full of talk but that he could stand up for the very Senate of which he is a member. Instead Godwin Hulse behaved like a puppet of the Prime Minister and voted along with the likes of cronies Carla Barnett, Steve Duncan and Aldo Salazar. He voted against the wishes of the country and what is the honourable thing to do.

Senator Michel Chebat had requested of Godwin Hulse not to remain in the Senate and not to take part in the voting because it would be a violation of the law. That law, which Godwin Hulse as a Minister and a Senator should know, is that no person can be a judge in his own matter. Godwin Hulse was required by law to remove himself from the proceeding. He should never, ever have voted in the matter.

This is because the issue is whether there should be a Senate Investigation into the irregularities and wrongdoing in Godwin Hulse’s own Ministry. Furthermore, he is personally named in the Audit Report. It is even worse because by some weird and strange unexplained coincidence, Godwin Hulse is also the Minister of the Police. The Police are required by law to arrest and charge persons if the Senate investigation finds that they committed wrongful acts.

Godwin Hulse is named in the Report as one of the persons who did not scrupulously follow the law.

By violating the important legal rule that a person cannot be a judge in his own case, Godwin Hulse not only broke this sacred law, but by voting he caused the whole voting process to be illegal and null and void. Therefore the entire voting will have to be redone in the Senate.

Godwin Hulse Sir, you cannot be a Senator who swore to uphold the Constitution and the law and you deliberately and intentionally violate a sacred law by voting in a matter which concerns yourself and your Ministry. Don’t you think you should quietly resign?

Mother of Two Gunned Down Wednesday, September 7, 2016 Orange Walk Police are looking for one person of interest in the Tuesday night murder of a young woman, Jahida Briceño Crawford, 22. Crawford was shot by an unknown assailant at her home at the corner of Rio Bravo Street and Boundary Road.

According to Officer Commanding Orange Walk, Assistant Superintendent of Police Selvyn Tillett, officers responded to reports of a shooting at around 7:05pm. There they found the lifeless body of Crawford lying face-down in her living room. Her father, Luis Briceño Jr., confined to a wheelchair, was also in the home at the time.

Preliminary investigations indicate that Crawford was at home at around 7:00pm when somebody called her name from outside. She stepped onto the verandah and that is when two shots were fired, once catching her in the face and the other in the lower back. She managed to run inside the home but collapsed.

Police have recovered two 40mm expended cartridges, ammunition which is not common in Belize and is used in military grade short arms. Tillett told the Belize Times that his investigators are following several angles to try to determine a motive, but he did confirm that Crawford is not known to Police and is not considered somebody who would be in any trouble.

Crawford leaves behind two young children.

THERE WAS COCAINE IN PAKEMAN’S BLOOD

Wednesday, September 7, 2016 Head of the Government Press Office Dorian Pakeman has been placed on unpaid leave by the Office of the Prime Minister. That decision came after Ladyville Police revealed just this week that there was cocaine in Pakeman’s system when he was involved in a fatal traffic accident earlier this year, on March 30, 2016 - an accident which resulted in the death of Gardenia mechanic Dean Dawson, 45.

On Monday Ladyville Police were queried for an update into the Pakeman investigation, five months old. That is when ACP Edward Broaster revealed that when Pakeman’s urine was submitted for testing, routine after any fatal traffic accident, the lab discovered cocaine in his blood. In response to a further query as to the status of the investigation, Broaster claimed that the file was on the desk of the DPP and Police were awaiting instructions on whether to charge.

DPP Cheryl Lyn Vidal has verified to media personnel that the file is indeed with her office and has been since July 12th. Vidal also revealed that when Police handed over the file it contained only a certificate which stated that there was no alcohol in Pakeman’s blood at the time of the incident. The file did not contain the explosive certificate verifying the presence of cocaine. The DPP’s office, we are informed, got hold of that information from the National Forensic Science Service and also managed to get a copy of the lab report from the NFSS. The fact that Police did not present that very incriminating document to the DPP, when asking her advice on whether to lay charges against Pakeman is interesting. Based only on the lab report presented which certified that Pakeman had no alcohol in his system, it is likely that no charges would have been levied and the matter would have been dropped.

As we go to press, we are informed that the DPP’s Office has still not been presented with that particular lab report by the officers of the Ladyville Police. As to whether charges will be laid against Pakeman, DPP Vidal has told the media that her office is in the process of finalizing groundwork, and will issue instructions to Police based on what is uncovered in that inquiry into matters raised during the Police investigation.

YOUR TAXPAYER DOLLARS AT WORK! Monday, September 5, 2016 Two employees of the San Ignacio/Santa Elena, in an official Council vehicle, were caught on camera in the Orange Walk District, drunk and asleep. When residents of the area came up on the vehicle Friday night at around 8:30m it was parked on the road coming from La Union, a popular watering hole across the border. The driver, shirtless, was snoring behind the wheel, obviously drunk, while his companion was sprawled in the back seat of the white Great Wall Wingle pickup fast asleep.

The video of both men went viral, prompting Mayor Earl Trapp to implement immediate damage control protocols. In an interview on Monday, Trapp claimed that the two employees of the Council had gone to the area on official business, but diverted to La Union to go drinking. The men have allegedly been suspended for two weeks without pay.

While the Mayor has apologized, the reality is that the incident highlights the lax structures in place at the Town Council. The Belize Times has been reliably informed that this is not the first time that this has happened, and the Mayor himself has been known to frequent certain establishments, in particular at the Benque Viejo Free Zone, in his official vehicle.

Questions to Ministers

If neither the Prime Minister nor the “Special” Envoy can say how much money has been collected from fundraisers in the UK and Dubai, supposedly to benefit Belizean children, could either of them say why the decision was made to solicit monies in the Middle East? And could either of them say whether there are plans to provide any accounting for monies received and spent?

Can the Prime Minister or the “Special” Envoy please clarify the terms of the ‘Trust’ which has been set up in the UK to receive monies donated for the children of Belize? And could either of them explain if there is a corresponding Trust in Belize?

Can the Member for Queen Square and Prime Minister of Belize please say how much money, including salaries, perks, benefits and special allowances has been paid to his son Anwar Barrow while he has been at BTL? And could the Prime Minister also say whether his son has a business relationship with the company that provides phones to BTL? Can the Member for Queen Square and Prime Minister of Belize say when he will deliver on his promise of a new church and congregation for Pastor Rocke, and could he also say whether Bishop Papeloute is on the list of recipients for awards to be announced next week?

Could the new Minister of Police say why he has not commenced an investigation into the findings in the Special Audit Report, since protocol states that any allegation of wrongdoing or illegality in a Special Audit should be dealt with by Police?

Could the Minister say whether the delay is caused by the fact that he himself, as Minister of Immigration, is named in that Special Audit multiple times?

Could the unelected Senator and Minister of Immigration say whether it is true that he and the Prime Minister have decided that they will file suit against the Auditor-General of Belize?

Could the Speaker, since he is a Member of the House of Representatives, please explain that picture being circulated in which he is topless and gambling, and say whether that is the image of the Speaker which he wants to go out to the region and the world?

Could the Speaker also clarify if he was not the one who ordered that the reports of the Auditor-General be tabled and sent out to Members of the Opposition, since the only responsibility of the Auditor-General was to hand the Special Audits over to the Minister of Finance and Prime Minister?

Wedding Bells…

While I can’t talk for the Belize Times, in this column there’s not gonna be much apologizing for anything because this dutty bunch got so many skeletons in their closet you can close your eyes, throw a stone and still break bones…know what I mean?

But this week I make an exception for my bally Pablito, my favourite electrician whose hobby on the side is being a Minister of Health. A few columns ago I reported on a little cozy moment between my friend and his good, good friend Danini Contreras, who just happens to be the daughter of Erwin. Giggling like a loon I rushed to put it in the paper – hell, what’s more exciting than a little ministerial side action? But BAM, latest word is that this crap is serious…serious as a heart attack, serious as WEDDING BELLS. That’s right! Word to this columnist, a romantic at heart, is that the two lovebirds have moved in together and are looking to tie the knot. Hot damn! I love it. I wonder if Pablo calls Erwin suegro? Awww who cares, congrats to the loving (as opposed to lovely) couple!

So by now I’m sure you’ve noticed that the womanizer/liquorizer is on his best behaviour. Ever since his SUV took a swan dive in the sea he’s been trying his best to recover some face but that sucker is in a world of trouble politically.

The last we heard from the brat he was saying how he’s going to pay for his own vehicle, or so he says, but apart from that he didn’t say a peep in the House of Representatives. Not a word. Well, here’s why. Sources in the PM’s office say Barrow reamed the DPM a new one after the latest incident with the vehicle. Apparently the Police reported to the PM that the story about the vehicle being stolen was all bogus and that he was indeed piss drunk on the day the vehicle turned submersible. Now Barrow has enough problems without having to deal with this childish behaviour from Faber so sources say he gave him a tongue-lashing and told him to grow up and be a man. We figure that spanking, combined with older heads in the Party stating openly that the troubled, immature DPM will never be PM, has tamed the beast, at least for a lil bit. I kinda wish the PM had given him the speech before he destroyed the damn vehicle though, because no matter what he says we all know that it is our taxpayer dollars which will be used to replace it.

No Shame…

The Auditor-General has come under the most vile, nastiest personal attacks from the idiots at knock-head radio – the perpetually drunk, the perpetually stupid and the perpetually ugly. I swear dih three women on that show noh have to go on like that. The Auditor-General is just doing her job. Nobody told the UDP Ministers to be corrupt, greedy, scurrilous and scurvy mongrels. That’s certainly not the Auditor-General’s fault. Now those fools be calling her all kinds of names and making all kinds of ratchet allegations about her personally.

The behaviour of the females on WAVE doesn’t surprise me, but I’m surprised by the supposedly respectable women in the UDP, like the Sec-Gen and Carla Barnett and even the new Attorney-General. Man how can you all sit there and have these complete morons insulting and belittling and humiliating a career female public officer who was just doing her job? Y’all got no shame, I swear. Hang out with dogs and you catch fleas, and that’s all I’m gonna say about that.

t is really quite incredible that at his last press conference, the Prime Minister confidently and calmly explained to the nation that his government would move for a Joint Select Committee to investigate alleged wrongdoing in the recently revealed Audit Reports. With not the blink of an eye or falter in his speech, he confirmed that the Joint Select Committee would comprise one member each from the Churches, Unions and Business Sector, two members from the Opposition and SIX from the Government.

In the Audit Reports, UDP Ministers, Area Representatives, caretakers, officials, cronies and a Mayor have been accused of myriad irregularities, from facilitating Visas for unqualified persons to outright interference and intervention in the nationality and passport processes. Those actions were ILLEGAL. As a result of those actions, human trafficking rings flourished, criminals seeking asylum were given Belizean nationality in a day and foreign nationals became Belizeans even before setting one foot in the jewel.

As a result of those actions, Belizean documents will now come under intense scrutiny internationally, and born Belizeans with authentic documents will not be able to travel with all confidence in the integrity of those documents in the eyes of foreign nations.

But Mr. Barrow explains that the way to go is NOT a Senate Inquiry and a Select Committee which would feature 5 members – one each for the social partners, one for the Opposition and one for the Government. He says the way to go is a Committee with a majority Government representation. So then, we should all support a committee with SIX government representatives who will be tasked with inquiring into corruption and wrongdoing by at least 13 government Ministers, including the Prime Minister, named in the Audit Reports. The Government, then, will take the lead in investigating the Government, and we should be okay with that.

NO, Mr. Barrow! Even if we had not seen such a dung heap of evidence pointing to corruption in the UDP administration and evidence that the order of the day in the UDP is to COVER UP any and all evidence of wrongdoing – the people of Belize could never accept that.

At that very same press conference, the new Minister of Police Godwin Hulse stood to add his endorsement to the concept of a Joint Select Committee. He does not realize that an endorsement from him is worth just a tad bit less than NOTHING. If the Prime Minister can be referred to as the Emperor in that Hans Christian Anderson fable, then Mr. Hulse rates mention as the Emperor’s fashion consultant, modelling

his own set of invisible clothes.

Mr. Barrow is visibly struggling to hold on to the reins of power to the detriment of any credibility he may have claimed once upon a time. He is fond of proclaiming “you know me…I would never be involved in any hanky-panky of any sort.” But that bold statement doesn’t ring quite as true as it once did. On one level, Mr. Barrow’s duplicity is revealed in his complicity in ignoring, spinning, disregarding, obscuring or covering up the worst scandals to hit any government. On the other, Mr. Barrow’s name has been called, quite loudly, in the Audit Report. He has been accused of referring, along with his wife, his brother-in-law’s nationality application when that brother-in-law did not meet the requirements for nationality. To do so knowingly - and it can certainly be argued that both the Prime Minister and his wife knew Peter Dahlstrom was NOT resident in Belize at the time of the application nor for the requisite time before making an application – was to say the least improper, if not criminal.

The Prime Minister, as an attorney and as a former Minister of Immigration, is certainly cognizant of the law. He should certainly, as leader of the country, also be cognizant of his responsibility to strictly uphold the law, without exception.

The Emperor’s fashion consultant, Mr. Hulse, since he claims to know everything, should also be fully cognizant of the law. He signed the nationality certificate for the Prime Minister’s brother-in-law. It is also necessary to point out that Hulse, for all his pontificating, was the Minister of Immigration while a significant bit of the most egregious wrongdoing was taking place in Immigration. He is also named quite specifically in the Audit Report, in one instance writing to his Director of Immigration instructing her to facilitate a Visa for a Chinese national visiting at the request of Minister Erwin Contreras.

As a matter of principle, Mr. Hulse as Minister of Immigration should have resigned when so much wrongdoing, including the Wonhong Kim debacle, surfaced under his watch. But it is clear that there is a dearth of principle in Mr. Barrow’s Cabinet. Instead of saying mea culpa, even in a whisper, Mr. Hulse boasts openly of all he has supposedly done in Immigration, even when faced with the Audit Reports.

Both Mr. Barrow and Mr. Hulse know why they can never support the concept of a Senate Select Committee which if nothing else would expose ALL wrongdoing and wrongdoers to public scrutiny. The UDP administration cannot afford a scandal the likes of what is before them, and before us. Unfortunately for the UDP, neither Mr. Barrow nor Mr. Hulse is as charismatic as Jim Jones, and certainly we ain’t having none of that Koolaid they’re serving.

More Bloodshed in the City Monday, September 5, 2016 Nicasio Zuniga, 22, “DJ” enthusiast, and a resident of Jones Street, was shot and killed on Monday night, September 5.

It happened at around 6:22 p.m. when the television stations were just about to start their evening news broadcasts. Reports are he was exiting the store after purchasing a few drinks. He was on his way, most likely to socialize with his friends. Unfortunately he didn’t make it very far because while he was on Complex Drive, 2 young men, whose identities are not known at this time, rode up on bicycles. One of them was armed with a firearm, and he fired a single shot at Zuniga. That bullet struck him in the upper right cheek and exited the back of his head. He collapsed on the spot, where he died, and those men immediately rode off, making their escape.

Police think that Zuniga was killed because of the feuding of two gangs, one of which is known as the “Backaland” Gang. The suspicion is that because he may have been killed simply because he lived in the “Backaland” turf, by rivals of that gang. His sister, Keisha Zuniga,

Nicasio Zuniga who chose to open up to the press in her time of grief, was careful to stress that he was no member of that gang. He loved music, and he went by the performance name “DJ General.” She said, “He will take his music and he will DJ because that’s what he loved.”

His family has been living in the area now known as “Backaland” turf for 20 years, and though they acknowledge that Zuniga had friends who have been reputed to be members of that gang, they say his life was cut short for the same sort of feud he kept well away from.

Police are looking for the two men who they believe were the perpetrators.

Teenagers charged for Armed Robbery/Shooting in Corozal San Andres Village, Corozal District September 4, 2016 Two teenagers have been charged and remanded to prison for allegedly carrying out a brazen armed robbery of a well-known business place in San Andres Village and the near-fatal shooting of the business owner.

19 year old Alvan Nunez of a College Road address and a 17 year old minor of the Skeleton Town area have been jointly charged with Robbery, Attempted Murder and Wounding.

The victim of the armed robbery, 48 year old Belizean businessman Israel Gomez, is recovering from a gunshot injury to his shoulder. Gomez and his common-law wife were in their office at the St. Jude Block Factory on San Andres Road when two young men arrived on bicycles and walked in. Gomez says he thought the young men came to do business, but quickly realised that such was not the case.

The men were about to leave when they ordered Gomez to hand over his gold chain.

Filled with fright and anger, Gomez said he reacted by defending himself the best he could.

“A strange feeling took me over and I had to defend myself. I pushed one of them and began a struggle with the other.

This is when one of them shot me, then jumped my fence and ran into the bushes,” Gomez shared.

Gomez told the BELIZE TIMES that he never expected anything like this to happen to him at his business. Now that it has, his life will never be the same. His family will now take extra security measures to ensure their lives are safe and secure.

The Police have reported that the robbers made off with approximately $1500 in cash.

Monday, September 5, 2016 For the past few weeks the soldiers from the Belize Defence Force Airwing have been undergoing intense training drills to be able to fly their own 3 helicopters.

The Specialists have been hired for an entire year and by the end of that time the BDF soldiers should not only be able to pilot the aircraft but also repair them.

Most importantly, the graduates will be able train their fellow soldiers to attain these same skills.

Currently the BDF are in possession of 2 UH-1H choppers which were donated to them by the Taiwanese Government and a Bell 407, which the Government of Belize confiscated. Readers will remember that this was the helicopter which was left abandoned in the bushes near the Belize/Mexico border in August of last year.

The Government has hired the company Belize Aviation, owned by Badder Flores. He and Glis Flores, along with instructors William Malo and John Fullerton, have been working closely with 4 training pilots and the BDF Airwing’s engineering staff. Malo and Fullerton served in the US Army and their training regime is modelled off the US Army’s training systems. So, the Belize military is getting top quality tutelage.

The training includes over 200 hours of classroom instruction on everything related to helicopters, from how they work to the mechanics of their individual parts.

Just over 2 weeks ago the two instructors started conducting flights with the pilots to get them familiarized with the sensitive controls of the aircraft performing

the different manoeuvres expected during the course of a normal flight. They are also being instructed in safety protocols, emergency procedures, and troubleshooting mechanisms, should the situation ever arise.

When asked about the abilities of the students to adapt to the rigors of flying and maintaining these assets, Chopper Maintenance Instructor John Fullerton said, “A large part of the classes was to learn to find the answer in the book without having to pick somebody’s brain.

And for them to go on and do that! I see no problems whatsoever.”

Our local pilots have impressed their trainers in the few months of instruction so far, and their efforts have already started to pay off. During the approach of Hurricane Earl, the training pilots, under the observation of the instructors, were able to conduct missions to extract soldiers who were on-duty inside the Chiquibul. That’s the type of quick mobilization which the BDF hopes will become the norm after they become fully self-sufficient.

She baked her first creole bread when she was 9. At the time Ursula Ferguson, 39, was living in Maypen with her grandmother, Jenny Reyes, 84, who taught her to cook and bake. It was a learning experience that has paid off because today she is able to make a living baking wheat journey cakes, making wheat fry jacks and cooking stew chicken and grind steak. They are some of the ingredients she uses in the breakfast she sells every morning at her residence, located at #125 Cemetery Road in Belize City. Those customers who are not interested in meat can have their fry jacks and journey cakes with egg, cheese and beans. She also makes freshly squeezed orange and watermelon juice. In addition to that she makes hot coffee and Ovaltine to go along with the food.

She is up every morning at 2:00am to prepare the food for the day. At 6:00a.m. she is ready to serve breakfast. By 10:30 a.m. everything has sold out.

“Business is good but it can be better because half of the customers I had when I was selling at Battlefield Park don’t know where to find me”, she said. Battlefield Park was not the first place Ursula made and sold breakfast. She started her business 9 years ago at the Paslow Building parking lot opposite the Water Taxi Terminal lo-

When asked what made her decide to go into the food business, she replied: “I love cooking”.

Ursula migrated from Maypen to Belize City at the age of 17. She did not get much of a formal education but it was enough to enable her to read and write. Before she started the food business she was doing babysitting. But that was not enough to take care of her and her family and without help from any lending institution she embarked on her business career. “Sometimes the work is so hard I get the feeling to quit but I keep on working because I like to be independent,” she explained.

Ursula works from Monday to Friday.

She does not work on Saturdays because she is a member of the Seventh Day Adventist Church. The business still operates on Saturdays, though, except the cook then is her common-law husband, Terry Garnett.

Ursula is the mother of 2 children, Yassir, 21 and Nicoli, 17.

1st Senior Queen La Sirene - Titans Belize, September 3, 2016 The Titans Mas Band won both the senior Carnival King and Queen, while Jump Street Posse won both junior King and Queen when NICH and the September Celebrations Committee hosted the annual Carnival King & Queen contest as part of the 35th anniversary celebrations of Belize’s Independence at the Marion Jones Stadium last Saturday night.

Six junior bands competed in the junior Queen contest and Jump Street Posse’s ‘Queen Renata’ on the theme: “Burn to Emerge”, won 815 pts. from the judges to win the $4,000 1st prize. Trenchtown Masqueraders’ “Queen Gia – Goddess of the Earth” scored 771 pts. from the judges to win the $3,000 2nd prize. Pickstock Carnival Band’s Queen Amara scored 768 pts. to win the $2,000 3rd prize.

10 BDF Under Fire in the Chiquibul

Friday, September 2, 2016 Belize Defence Force soldiers came under fire once again in the Chiquibul by unknown persons, and though it is unconfirmed, the hostile individuals are most likely Guatemalan nationals.

The incident happened on Wednesday morning, August 31, in the “El Retiro” area of the Chiquibul which is about an hour and a half hike from the BDF’s Valentin Conservation Post. The BDF patrol was heading to that location to follow up an official Order to Leave from the Government of Belize. That order to leave had been given to about 20 Guatemalans who had built a small settlement of a few houses and had already begun farming in that area.

Most unfortunately, the location they chose to settle was in Belizean territory - about 200 meters inside Belizean territory. This settlement was found back on June 1st, and at the time the BDF was not sure that they were in Belizean territory. They requested that the OAS use their calibrated GPS to confirm the location, and it was determined that indeed these people were illegally occupying Belizean land. The BDF followed up on June 22nd and they discovered that 5 persons had already left. They issued the order to leave on the other 15 in the presence of the Immigration Department.

They then went back to confirm if the people had complied on August 31st and a short distance away from that illegal settlement, the BDF patrol came under fire from unknown, hostile individuals. They returned fire in selfdefence and after some time checked the area to ensure that indeed no one had been injured, before they left. A subsequent patrol visited 2 days later and they confirmed that the illegal Guatemalan settlement had been removed.

The houses were dismantled and the crops had been harvested.

The BDF acted so swiftly to arrest the illegal occupation of these persons because their chosen location could have become problematic. It was hidden behind the western side of a hill, with a pond for access to drinking water and water for crop irrigation. The BDF Commander, Brig. General David Jones, noted that the on-duty patrol almost missed it the first time around.

It was discovered solely due to a wary BDF soldier who climbed the hill and verified thoroughly. BDF information suggests that these 15 persons have

since relocated to the Guatemalan village of La Rejoya.

There is no clear indication from the Government if a request will be made to the OAS to investigate the

shooting, though they do say, “Investigations continue in identifying the person(s) involved in this latest shooting incident.”

KIMBERLY LINO FINALLY RELEASED ON SUPREME COURT BAIL Belize City, Friday, September 2, 2016 A Belizean woman who is originally from Dangriga, but who is a naturalized American and residing in the United States was finally granted bail in the Supreme Court today when she and her attorney Dickie Bradley appeared before Justice John Troadio Gonzalez.

Kimberly Lino and two of her sisters, one who is a US permanent resident and another who has an advanced pregnancy were all charged along with one of their minor sons for a vicious beat-down of a Dangriga woman early last month.

Kimberly Lino had no idea that her entanglement in the criminal justice system would have been so costly in terms of the time that she has spent behind bars.

Bail was denied to Lino and her sister, Samantha Lewis, who resides in the U.S., while bail was granted to Tifany Cacho, who is in an advanced state of pregnancy and her minor son, when they were initially arraigned on charges of Burglary, Aggravated Burglary and Wounding in the Indepen-

The three sisters and the minor stormed into the home of Brimmime Martinez, 24, a cashier and resident of Lakeland Area in Dangriga Town. While the sisters -one of whom was armed with a large knife - beat-down Martinez in the presence of her children, the minor, 14, was busy videoing the entire episode on a cellphone. The video of the beat-down eventually went viral, while Lino and Lewis were remanded to prison on the criminal

charges.

On Friday, August 12, Lino and Lewis appeared before Justice Gonzalez for a bail application hearing. Their attorney Dickie Bradley managed to convince the Court to grant bail to the two sisters in the sum of $30,000 plus one surety of the same amount or two sureties of $15,000 each. Stringent conditions were attached to their bail, including the surrender of travel documents in order that the Court can copy them and forward them to US authorities.

But the following Monday, August 15, Lino appeared before Justice Gonzalez, who revoked her bail, because she is the holder of a United States passport and had little connection to Belize that would make her return for her Court trial, the Court reasoned when it revoked her bail.

The following week, when Lino was brought back to Court for another bail appli-

cation hearing, she almost fainted when she learned that the Crown was objecting to granting her bail and that the bail application hearing was adjourned for another week.

On Friday, however, Lino’s attorney convinced Justice Gonzalez to grant her bail. The Judge granted her bail in the sum of $30,000 plus one surety of the same amount or two sureties of $15,000 each. Bail conditions are that she keeps away from the virtual complainant and all immigration points be given a copy of the Court bail order and that her passport photograph be attached to the bail order.

Justice Gonzalez made the stringent conditions for Lino so as to make it difficult for her to avoid attending her Court hearing. Lino had been on remand since she and her sisters were arrested and arraigned on the charges on August 9.

The offense of burglary carries a prison sentence of up to 7 years in prison upon conviction. So now it remains to be seen if Lino, who was viewed as a flight risk by the Court will attend her court hearings.

Belizeans Take a Stand Against mismanagement and corruption “In the face of impossible odds, people who love this country can change it.” –Barack Obama On Wednesday September 7, 2016 the People’s United Party brought thousands of Belizeans from Corozal to Toledo and from Benque to the cayes to demonstrate in Belize City for justice ,transparency ,and accountability .Holding up placards and banners and not fearing victimization or worrying about some social partners who don’t have the courage to stand for what’s right in the country, the huge crowed braved the hot sun as they travelled from Constitution Park near the Pound Yard Bridge through the main streets of the city to BTL Park where they listened to fiery speeches by Party Leader John Briceño and other PUP leaders.

After eight years of UDP government the people used the demonstration to vent their frustration with worsening poverty, lack of opportunities to improve their standards of living , escalating crime, the worst corruption scandals involving almost every Minister and many high ranking officers of the Belize Police Department, and daily attempts by the government to sweep such massive corruption under the rug instead of bringing the guilty persons to justice.

Every year for the last eight years this UDP government has had a Budget of over a Billion dollars. ($1,000,000,000.00). That is in addition to over $350 million ($350,000,000.00) from PetroCaribe and millions and millions of dollars in new loans. Nevertheless the government is broke. More Belizeans are living in poverty today than before the UDP was elected to office in 2008 and there is no money to pay teachers and public officers their needed 3% salary increase that was due months ago.

Those are the Mason scandal which involved big money, several top Ministers and the beheading of Pastor Lucas and the Auditor General’s Report which has outlined the sale of 55,000 Belizean passports in addition to visas and permanent residence cards involving almost every Minister and scores of UDP cronies. Keeping up with current affairs today is more challenging than ever. There is so, so much happening nationally and internationally. It can boggle the mind, and so one must be selective. The abominations that fly at the Pallotti Flag Roundabout are not the Belizean Flag. Internationally, Venezuela sinks deeper and deeper into poverty, hunger and chaos. And to think that Barrow squandered hundreds of millions of dollars in loan funding from Hugo Chavez, and what have we to show for it?

Life on this planet has now been proved to be a whopping 3.7 billion years old, and I could go on with all that is going on.

As to the huge debacle in the House of Representatives two Fridays ago, I am sure that many people would feel that there is enough blame to go around. I must say, though, that certainly the largest share of blame must be on the Speaker who deliberately abandoned proper control of the Chamber, failed to exercise maturity and restraint, and thus unleashed this unprecedented attack on our democratic processes.

He certainly has no moral authority left to chair the House. I personally experienced his bias and illconceived positions, and this time he really outdid himself, all due to ego and thuggish behaviour on his part, instead of a steady, upright and impartial hand in being the umpire for these crucial deliberations on behalf of our Belizean people.

This week, though, the persons I most wish to “bun fyah” on are the Prime Minister, his newly appointed Police Minister and Mr. Ashley Rocke. I refuse to call him Pastor. We remember, of course, how Howell Longsworth and others deliberately excluded huge numbers of Council of Churches and Evangelical Association members and hastily and improperly appointed Mr. Rocke as the Church Senator. We recall too - how could we forget - that Mr. Rocke gave a statement to Police that he had witnessed a serious crime, only to completely recant his statement and claim amnesia when it came time to confirm what he had seen. Even from then it was clear that this is a man who cannot be trusted.

Like Speaker Michael Peyrefitte, Mr. Rocke entirely outdid himself in the Senate last Wednesday, laying bare for all to see his clear political affiliation to the ruling party, as he bowed to his political masters and ignored his obligation to represent those who put him in the Senate, however improperly. Roman Catholic Bishop Dorick Wright is to be commended in roundly condemning Rocke’s action, reminding him that in addition to representing the churches he was tasked with upholding Belize’s democratic ideals. He indeed has to go, and he should have resigned immediately. One person who commented on his action called Rocke a shameless creature. Pastor Lance Lewis, President of the Evangelical Association expressed his shock and dismay, saying that his organization feels in a real sense betrayed. And Pastor Louis Wade reminded us of the illegal manner in which Rocke was appointed to the Senate and how the forces that included Howell Longsworth moved to ensure that they placed there someone who would move “to the tune of the United Democratic Party.”

It is also patently clear that Rocke knew exactly what he was doing. We have to condemn in the strongest terms his dirty betrayal of the trust of those he represented. …Which leads of course to focusing on Hon. Godwin Hulse, the Prime Minister’s point man - Bun Fyah on the nasty machinations by him to obfuscate the Senate proceedings by plotting along with his boss to derail the Opposition-sponsored motion for a Senate Inquiry into this mother of all scandals and corruption. Hulse and the Prime Minister are now completely exposed. It is plain for the world to see that they will stop at nothing to escape the wrath and righteous disgust and indignation that we all feel and to block a complete, impartial and independent inquiry into the Immigration scandal and the Auditor General’s report thereon. They don’t mind wallowing in the sordid mess swirling around them, once they can ride it out.

WHAT IS THERE TO CELEBRATE? The theme chosen for this year’s September Celebrations is, “Sovereign and Strong. Together as One.” Indeed the recent response by Belizeans in the wake of Hurricane Earl proves our strength and togetherness. While this is cause for us to be thankful, Belizeans have never been more vulnerable. We have a Government that is falling apart, corruption is more rampant than ever before and this administration’s incompetence has never been more transparent. What we are experiencing is an economy in recession, a current crime wave and the mismanagement of Government funds.

Truth is, this is the month we celebrate Belize, but what is there to celebrate? Under Barrow and the UDP, our very sovereignty has been yanked from us and future generations. Our territorial integrity which was secured by the Father of the Nation without bloodshed has been compromised as the Sarstoon was usurped by the Guatemalan military. It has been well over a year and a quarter since Barrow lost the territorial sovereignty Belizeans enjoyed for so long.

Thanks to the Secret Miami Agreement signed by Barrow and witnessed by his law partner Rodwell Williams, Belize is now going to have to ‘borrow’ to pay Mr. Ashcroft for an ill-advised so called Nationalization and subsequent take-over of Belize Telemedia Limited, a whopping $557 million dollars. It will take us literally 50 plus years to repay this debt as Barrow is forced to raise the cap on the issuance of Belize Treasury Notes. Under Barrow and the UDP, our debt has gone from 1.3 Billion amassed over the period 1981-2008 by both PUP and UDP governments to over $3 billion in just 8 years. He is a financial and economic dunce and has intentionally gambled away our economic sovereignty. Between Tate and Lyle, a British based company which again owns the Sugar Industry and Ashcroft, we have come full circle some 35 years after getting Independence from Britain right back into the hands of our colonial masters. All thanks to this inept, dishonest and corrupt UDP Administration.

With the de-risking of our banking system and so many of our corresponding banking relations with foreign banks severed, our banking industry, even though many are liquid with Belize dollars, is in peril and chaos today thanks to a stubborn and foolhardy Prime Minister. He was warned and with his trademark arrogance and pomposity defied the international authorities and moved only when it was too late and his back was against the wall. The end re-

sult is our financial sovereignty in limbo. Couple that with our foreign reserves at an alarmingly low level forcing the Governor of the Central Bank to issue the dire warning of a possible impending DEVALUATION and we can see how our sovereignty is on the rocks.

Our agro-productive and agroprocessing industries are in the worst conditions ever. Our foreign exchange drivers are all on the downward trend. The papaya Industry in the North is dead, the Corozal Freezone is on its way to oblivion, the Banana Industry took another serious blow due to Hurricane Earl and will take another 6 months or more to recover, the Shrimp Industry is trying to recuperate but is still in a grave situation, corn and vegetables will also suffer this year and to top it all off the Citrus Industry is predicting a dire and drop next year. If you think we forgot about sugar think again?

Farmers are up in arms with the low payment being received although sugar prices on the world market are at an all-time high.

What has Ali-Barrow and his band of crooks and thieves done to alleviate this doomed situation, NADA, CAPPUTZ, NOTHING. Our food sovereignty has been relegated to importation and our trade deficit continues to widen.

Land…our lands are being sold out from under our feet. Hulse was recently quoted as saying that the Ministry of Natural Resources was being run by its former bosses like their own private business. In essence what he was saying was that many of our lands have been sold off. It is a fact that many poor Belizeans saw their leases cancelled and their lands ripped from them and sold off in the UDP hustle train that continues to move unabated by ‘MR. STOMP OUT THE VERY WHIFF OF CORRUPTION.” Mr. Barrow and this UDP set of corrupt crooks have raped our land, our Rosewood, our forests and our protected areas. Our very sovereignty in relation to our lands and Natural Resources has been taken from us.

Then the last of our dignity, our ability to work and feed our families is in jeopardy. Cost of living and unemployment is relegating many a man, a family to abstract poverty. Men sit around in hopelessness. The end result is a society driven to drug abuse, alcoholism, crime, violence and revelry.

Hope is quickly fading and those in our churches and schools are saying God help us. Mayor Kevin Bernard in a recent article said and I quote, “Today I am writing with a heavy heart because I don’t even recognize this Belize in which I was born and grew up.” Many of our senior citizens and those a little younger are echoing the very same words. What has gone wrong? Is

this the Belize we want our children and grandchildren to inherit?

So what is there to celebrate in this jewel we call home this September? Perhaps Barrow and his bunch has much to celebrate. They have amassed plenty on the backs of the Belizean people.

For the majority poor, we will

revel and drink in an effort to forget our miserable existence. We will not celebrate, we will simply continue to exist in this hapless situation….this misery, this hell hole, this failing economy, this Barrow and the UDP created and orchestrated s…t creek.

Celebrate! What is there to celebrate? We have been bludgeoned and raped by Ali Barrow and his thirty thieves. Celebrate that !!!!!

As a relatively young politician myself, speaking on a personal note, I cannot imagine that this is what the Prime Minister of Belize intended for his third and final term.

Truly, with every day that passes, Mr. Barrow’s star falls further and nobody will ever now accuse him of going out in a blaze of glory. But let me leave the PM to his woes, because surely he has enough of those to keep him very much occupied, with more yet to come.

Has anybody seen Gaspar Vega lately? I live in Orange Walk Town and I haven’t. There’s another man who will never be accused of going out in a blaze of glory and the fact is that he’s gone. All his people are already spreading the word that Gapi is saying goodbye to the UDP and people in the Ministry of Agriculture say that he has already cleared his desk and informed the Prime Minister that his departure is imminent. When he does go, very soon, Gapi will not be the same man who entered politics with such fire and fury and power. He’ll be rich – no doubt about that, but any respect or credibility he may have had is all gone.

I remember a time when Gaspar Vega was a formidable challenge in Orange Walk. He had wealth and power and used that wealth and power to make inroads for the UDP in the north. He was the Minister of Natural Resources, the most powerful political portfolio of them all, and he used it to full advantage. But it was too much for him. He could not resist feeding at the trough and under his watch the Ministry became, as the Prime Minister himself called it, a hotbed of corruption. Gapi’s relatives were put in key positions at the Ministry and they turned it into pretty much

a private business. With cash in hand persons could access any piece or parcel of land anywhere, even if it already belonged to somebody. Common, regular Belizeans weren’t so lucky. They couldn’t afford to grease the right palms so couldn’t access any service at the Lands Department.

Practically every member of Gapi’s family became instant land barons in Belize – hundreds and hundreds and hundreds of acres of prime property in prime locations in the jewel. With the exception of the Immigration scandal which has now burst out, the corruption at the Lands Ministry under Gaspar Vega was arguably the most stinking mess to hit the UDP. When the PM had absolutely no other choice, when the hotbed of corruption threatened to boil over, Gapi was unceremoniously yanked and replaced by Godwin Hulse. Hulse now takes great pleasure in telling all who will listen that what he met there was “vile and despicable.”

And with that shadow hanging over his head, Gapi was put in charge of Agriculture. I guess the PM figured that was a safe ministry – not much room to hustle except in the granting of permits.

Gapi’s fate was cast in stone. He had no cards to play, no land to bargain with, no power to influence elections through the handing out of land leases and titles.

He lost any attention he had received from his colleagues because he had nothing more to give them.

He tried to fight his way back by supporting John Saldivar for Deputy Party Leader on the condition that John would return him to the Ministry of Natural Resources but we know how that turned out.

So as a political nobody, a rich political nobody, Gapi has chosen to step out. He will be remembered for the mess at lands and for nothing else. His power is gone. His political credibility is gone. Like the PM, I can’t imagine that this is how Gapi Vega figured it would end for him. But it’s written in stone. This term will not be a good one for anybody in the UDP. That also is written in stone.

Governance can be viewed from social, political and economic perspectives. Indeed, good governance is pivotal to the development process. Development linked governance has been an issue much debated in the contemporary world.

The term ‘governance’ has taken a much wider meaning and is no longer restricted to ‘rule’ or ‘administration’ but is used in a broader sense to imply the manner in which power is exercised. Since power can be exercised in any manner as desired, certain principles would be required in order to judge whether the discourse of the power has been made as per certain standards and norms.

Such judgment can be based on several criteria - participation of citizens, upholding the rule of law, transparency of the system, responsiveness of the authority, consensus oriented policy, equity and inclusiveness of the policy, accountability of the system, strategic vision of the authority, etc.

At the end of the Cold War era, the term ‘good governance’ came into circulation and signified the prescriptions by donor agencies for carrying out economic and political reforms by the recipient countries.

These prescriptions were presented by international donor agencies as ‘conditionalities’ and were expected to be met with compliance.

The World Bank defines good governance as - “…the one epitomized by predictable, open, and enlightened policy-making, a bureaucracy imbued with a professional ethos acting in furtherance of the public good, the rule of law, transparent processes, and a strong civil society participating in public affairs. Poor governance (on the other hand) is characterized by arbitrary policy making, unaccountable bureaucracies, un-enforced or unjust legal systems, the abuse of executive power, a civil society unengaged in public life and widespread corruption.”

Good governance has much to do with the ethical grounding of governance and therefore must be evaluated with reference to specific norms and objectives as may be laid down. Apart from looking at the functioning of the given segment of the society from the point of view of its acknowledged stakeholders and beneficiaries and customers and incorporating these perspectives in the course of its actions, it must have firm moorings to certain moral values and principles.

As a concept, good governance applies to various and distinct sections of the society; the government, legislature, judiciary, the media, the private sector, the corporate sector, the co-operatives, societies, trusts, organizations and even non-governmental organizations. After all, public accountability and transparency are equally relevant for each one of these institutions on which the society derives pillar-strength. Furthermore, only when all these and various other sections of the society conduct their affairs in a socially responsible manner can the objective of achieving larger good for the largest number of people in the society be realized.

It must also be mentioned that the foremost test of good governance is the respect for the rule of law. As the often quoted saying goes, the law is supreme and above all its subjects. Governance must always be based on rule of law. Every lawfully established government must govern according to the laws of the land and all its actions must uphold the rule of law and any effort to take the law in one’s own hands or to undermine the law by anyone, however high and mighty he may be, must be dealt with speedily, decisively and in an exemplary manner. We can observe as a matter of great concern that despite thirty five years of Independence, it cannot be said with conviction that our governance is based on the rule of law.

s realmente increíble que en su última Conferencia de Prensa, el Primer Ministro con calma y confianza, explicó a la nación que su gobierno optaría por un Comité Selecto Conjunto para investigar presuntas irregularidades en los informes de auditoría reveladas recientemente. Sin parpadear o tartamudear, confirmó que el Comité Selecto Conjunto abarcaría a un miembro de las iglesias, de los sindicatos y del sector empresarial, dos miembros de la oposición y seis del gobierno.

En los informes de la auditoría, Ministros UDP, representantes del partido en diferentes zonas, encargados, funcionarios, compinches del UDP y un alcalde han sido acusados de múltiples irregularidades, desde la facilitación de Visas para personas no cualificadas hasta absoluta interferencia e intervención en los procesos de nacionalidad y pasaporte. Estas acciones son ilegales. Como resultado de esas acciones, bandas de trata humana florecieron, delincuentes que buscaban asilo recibieron nacionalidad beliceña en un día y extranjeros se convirtieron en beliceños incluso antes de poner un pie en la joya. Como resultado de esas acciones, documentos beliceños ahora vendrán bajo intenso escrutinio internacional, y beliceños nacidos con documentos auténticos no podrán viajar con toda confianza en la integridad de sus documentos ante el escrutinio de las naciones extranjeras.

Pero el Sr. Barrow explica que el camino a seguir no es una investigación del Senado y un Comité Selecto que se constituya de 5 miembros, uno de cada uno de los interlocutores sociales, de la oposición y el gobierno. Dice que el camino a seguir es un Comité con una representación del gobierno en su mayoría. Así pues, que debemos apoyar un Comité con seis representantes del gobierno que serán responsables de investigar la corrupción y fechorías por lo menos de 13 ministros del gobierno, incluido el primer ministro, nombrado en los informes de auditoría. El gobierno, entonces, va a liderar la investigación hecha sobre el propio gobierno, y nosotros se supone debemos aceptar eso. ¡NO Señor Barrow! Aunque no hubiésemos visto tan inmunda evidencia apuntando a la corrupción en la administración del UDP y certezas de que el orden del día en el UDP es cubrir toda evidencia de malas acciones, los Beliceños nunca podríamos aceptar eso.

En esa misma conferencia de prensa, el nuevo Ministro de Policía Godwin Hulse también avalo el concepto de un Comité Selecto Conjunto. No se da cuenta que su aprobación vale un poco menos que nada.

Si uno pudiera referirse al Primer Ministro como el emperador en esa fábula de Hans Christian, al Señor Hulse se le pudiera llamar el modisto del emperador, modelando su propio conjunto de ropa invisible.

Es obvio que el Señor Barrow está luchando por aferrarse a las riendas del poder aun en detrimento de la credibilidad que alguna vez haya podido reclamar. Le gusta decir “tú me conoces...nunca estaría en algún “Hanky Panky” de ningún tipo.” Pero esa declaración poderosa ya no suena tan cierta como alguna vez en el pasado. Por un lado la duplicidad del Señor Barrow se revela en su complicidad en ignorar, dándole vuelta, haciendo caso omiso, ocultando o encubriendo los peores escándalos que han golpeado a cualquier gobierno.

Por otro lado, el nombre del Señor Barrow se ha mencionado, fuertemente, en el informe de la auditoría. Él ha sido acusado de remitir, junto con su esposa, una solicitud de nacionalidad de su cuñado cuando ese cuñado no llenaba los requisitos para la nacionalidad. Para hacerlo a sabiendas - y ciertamente se puede decir que el Primer Ministro y su esposa sabían que Peter Dahlstrom no residía en Belice en el momento de la aplicación ni por el tiempo necesario antes de hacer una aplicación, es por lo menos deshonesto, si no criminal.

El Primer Ministro, como abogado y antiguo Ministro de Inmigración, esta sin duda, consiente de la ley. Debe sin duda, como líder del país, también estar consciente de su responsabilidad de respetar estrictamente la ley y sin excepción.

El modisto del emperador, el Señor Hulse, puesto que pretende saberlo todo, también debe estar plenamente consciente de la ley. El firmó el certificado de nacionalidad para el cuñado del Primer Ministro. También es necesario señalar que Hulse, con todo y su pontificar, era el Ministro de Inmigración mientras que una parte significativa de la maldad más atroz se llevaba a cabo en dicho departamento.

También es nombrado muy claramente en el informe de auditoría, en una instancia escribiéndole a su Directora de Inmigración instruyéndole facilitar una Visa para un nacional Chino que estaba visitando el país a petición del Ministro Erwin Contreras.

Como cuestión de principio, el Señor Hulse, como Ministro de Inmigración, debería haber dimitido cuando tantas irregularidades, como la debacle de Wonhong Kim, surgieron bajo su vigilancia. Pero está claro que hay una escasez de principios en el gabinete del Señor Barrow. En vez de decir mea culpa, incluso en un susurro, el Señor Hulse presume abiertamente de todo lo que ha supuestamente hecho en Inmigración, incluso cuando se le han presentado los informes de auditoría.

El Señor. Barrow y el Señor Hulse saben por qué no pueden apoyar el concepto de un Comité Selecto del Senado. Esto por lo menos expondría todas las fechorías y malhechores al escrutinio público. La administración UDP no puede permitirse un escándalo de la talla de lo que se les presenta a ellos y a nosotros. Por desgracia para el UDP, ni el Señor Barrow ni el Sr. Hulse son tan carismáticos como Jim Jones, y ciertamente beberemos de ese refrigerio que están sirviendo.

THINK ABOUT IT FIFTY-FIVE THOUSAND PASSPORTS The mountain of scandal and corruption exposed by the Auditor-General that was taking place at the Immigration Department is far worse than anyone could have imagined. On top of all the hundreds and hundreds of fraud and criminal doings, the Audit Report lists that FIFTY-FIVE THOUSAND passports have been issued which are suspect, improper and illegal.

It is mind boggling. 55,000 Belizean passports have been given out in a two years period from April 2011 to September 2013. Dean Barrow, what the hell kind of government you have?

On top of this stinking cesspool of corruption involving no less than thirteen Ministers of government, sits the Prime Minister of Belize, Hon. Dean Oliver Barrow.

This broken, half a man who sees no evil, hears no evil and knows no evil continues to lie to the nation and try to distract attention from the horrible state of affairs.

This latest immigration scandal is not the only serious scandal that has seeped out of Mr. Barrow’s Belmopan.

It is as if the scandals and corruption get worse and worse. If not worserer!

No one is ever accountable. No one has ever done wrong. In the now infamous words of former UDP Minister Hubert Elrington, if we can rephrase them - Dean Barrow is in charge of a criminal gang of Ministers.

Belize is broken. Good governance has gone down the toilet. Eight years of Mr. Barrow and his Ministers and their cronies are rotten rich, while the people suffer from grinding poverty and official neglect. Now we know where some of the dirty monies were coming from.

They were selling visas, they were selling Belizean citizenship…they were selling Belizean passports. Not by the bucket-full, not even by the barrel-full. It was by the truck-full. Trailer loads. Fiftyfive thousand passports are suspect and irregular - Criminality at the highest levels of government.

In case that last sentence is not clear. The Cabinet is packed up with Ministers who are criminals.

Their names are in the Auditor General’s reports.

DARK DAY FOR DEMOCRACY Friday 26th August 2016 was history day in the House of Representatives.

Normally, the serious business of the nation is pushed aside and the jokers, clowns, idiots and exhibitionists take over. The government passes whatever laws they want and borrow any amount of money they want and the rest of the day is spent on sissy behaviour.

But Friday 26 August was a bit different. Armed with the Auditor-General’s stinging report of corruption on top

of corruption, the Opposition was ready to latch on to one of the biggest scandals to hit a scandal ridden government.

Equally determined not to allow this galling report to expose his gang, the Prime Minister, who is never lost for words, sat silent as the Speaker and Julius Espat went at each other.

Barrow seemed like he was pointing his fingers at the Speaker and at Sedi Elrington and then they all botched a simple procedure to “name” i.e. eject Julius from the meeting.

Julius, who has become a hero in the streets of Belize City for his bold defiance of idiocy and arrogance, succeeded in exposing the farce that is government.

Unable to get Julius to walk out of the meeting the Speaker called on Police to get Julius out.

Belize’s unprofessional and brutish men in Police uniforms were seen on video footage ‘wrong-and-stronging’ the elected member of the House and forcibly carrying, and then dragging him on the floor out of the House.

It was as incredible as it was shameful.

What a dark day for democracy.

And let’s be fair. Julius’ words were over the top. But Julius was right to suggest that the Speaker is openly partisan, and allows the Prime Minister and other government representatives to say the most outrageous personal things against Opposition members and they are never told to follow the rules. Everybody in Belize knows that.

Bad business!

SCHOOL REOPENS The reality is that in our country of wealthy, corrupt politicians there is rising poverty among the people.

As school reopened this past Monday, the combination of fees, books, uniforms, shoes, schoolbags and everything else was biting and is still biting hard on the majority of Belizean parents and guardians.

Eight years of Dean Barrow and simple things like school fees and school books have no solutions. Was there a book rental system once upon a time?

Was there a UDP promise for free education which they had no intention to full-fill?

How has life become so hard for our people? So hard and oppressive!

Lord knows our people deserve better than this.

PM MEETS CHURCHES We support the churches in their call for clarification of the UNIBAM decision of the Supreme Court.

We think (think about it) the ship has sailed in relation to criminalising

gay preference, but other things in the Chief Justice’s decision quite correctly needs clearing up at the higher courts.

The government is elected to represent all the people, including the seventy-five percent who are Christians and the ninety-odd percent who are not gay. As such the government must appeal the decision to clear up exactly what is meant by sexual orientation, to what extent this violates the right to privacy and the constitutional right to freedom of expression.

At his second meeting this Friday with the churches, the Prime Minister is expected to couch his language in such a way as to hood-wink the nonlegal church leaders. It has worked before. Let’s see if it works again.

For Anglicans and Methodists, they need not be bothered. Their leaders are already in agreement with the Prime Minister…from day one they abandoned ship.

It’s the sign of the time.

DOROTHY BRADLEY We join with all those good and decent Belizeans and public officers who feel proud of the work of Mrs. Dorothy Bradley, Auditor-General of our country.

Knowing how petty and vindictive the Prime Minister is, she went ahead and did her job of auditing and reporting on the biggest immigration scandal in the history of Belize. The three volume reports include important information exposing the criminal behaviour of former Minister Elvin Penner and the criminality of thirteen Ministers.

The Audit report also publishes the names of thirteen of Dean Barrow’s ministers who were engaged in wrongful and possible criminal, hustling behaviour.

When the names of heroes and heroines are called in the Battle for a Better Belize, let the name of Dorothy Bradley be engraved among them.

Could those on the long list of cowards and collaborators with corruption, take note?

Take note of what next Prime Minister, Johnny Briceño stated publicly on Friday at the steps of the House of Representatives. When government changes, he said, the Report will be carefully reviewed. All those who did Belize wrong…

WHISTLEBLOWER Johnny Briceño has asked his advisors and attorneys to prepare position papers on a Whistle-blower’s Law for Belize.

Such a law will encourage public officers and anyone who knows or comes across corruption and wrongdoing to blow the whistle and bring it to public attention.

Such persons would be protected by law and cannot be fired, demoted or victimised - they would be rewarded monetarily or by promotion for blowing the whistle on waste and corruption.

THEY WERE GIANTS The once prestigious and important public service is no more.

This institution of government and governance has fallen by the way - Mostly a victim of shallow and short sighted politicians and egomaniacs.

The public officers who helped hold things together as our young and inexperienced country entered the new era of being an independent state have not been fully appreciated. Perhaps there are still a few who can help add to the patchy history of the transition from a colonial administration through self-governance in 1964 and then at long last independence in 1981.

Here are some names of some of these outstanding public officers who were the administrators of the Ministries and departments when it was a job to be desired to be a public officer.

Telford Vernon, former Commissioner of Income Tax and later Comptroller of Customs and later Deputy Financial Secretary when George Price was Premier…

Charles B. Hyde, Postmaster General at a time when the post office through letters, money orders and parcels was the biggest thing in town between Belize and Belizeans who migrated to the USA by the thousands. Mr. Hyde was also in charge of the original telephone department before BTL was born.

Barney Mahler - Auditor General.

Chauncey Cleland - Deputy Auditor-General.

Edney Cain – Accountant-General and Deputy Financial-Secretary as well as Director of the fledgling Central Bank.

Hugh McCain - Permanent Secretary John Longsworth - Finance Officer and Permanent Secretary.

Wally Brown - Permanent Secretary Ernest L.L. Smith - Permanent Secretary if he wanted it. He was the most down to earth radical senior public officer, always fighting the system.

Michael Hulse was Permanent Secretary under Minister Carl Lindberg Rogers for years.

Ray Fuller, Permanent Secretary, one of the brightest of the younger university trained top guns in the 1970s.

Ernest N.D. Fuller, Permanent Secretary at the Establishment Ministry, handling all personnel matters for the public service.

Edmund Marshalleck - Deputy Financial Secretary.

Falo Fonseca - the best Financial Secretary there was. Like his Minister George Price, he believed in protecting public funds.

jected to the granting of bail. The prosecutor based his objection on the grounds that McKay was recently released from prison and the alleged victim of his attack is still hospitalized. The Senior Magistrate agreed with the prosecutor’s objection and remanded McKay to prison until he is due to return to Court on October 31.

On Thursday, September 1, Tyrone Scott reported to the Ladyville Police that he had just disembarked from a Ladyville bus when he was approached by McKay, who he told Police he has known for quite some time. Scott told Police that McKay held him up at knife-point and demanded that he hand over all his belongings. In fear for his safety and life, Scott told Police that he gave McKay his bag which contained his cell phone, his tablet and blue tooth speaker, a memory card, 2 pairs of pants and a polo shirt, a bottle of Caribbean Rum and a bottle of Sprite and $17 cash. The total value of the items that Scott handed over to McKay amounted to $1,036.

But after he handed over his bag to McKay, Scott said McKay stabbed him to the right side of his chest. A struggle ensued and in trying to disarm McKay, Scott said he fell to the ground and that was when McKay stabbed him again twice more in his upper back.

Scott told Police that after stabbing him McKay ran from the scene and escaped with his bag which contained the items that he had robbed from him.

that the PUP must ensure that if the dispute does go before the Court, it must be under the right terms.

“Historically, Guatemala would only agree to go to Court if it is decided on Ex aequeo et bono, which is an equitable principle. Britain, at our instructions, has always resisted that.

We have insisted that the matter must be resolved based on international law, not any equitable principle. Our message is that if Guatemala has a problem with Britain, then it must be settled with Britain. They shouldn’t come and claim land from Belize if they don’t have a legal claim,” stated the former Prime Minister.

Following the presentation, members of the audience engaged in an interactive dialogue on issues that concerned them.

The PUP Northern Caucus will organise a similar consultation meeting for the Belize Rural South area in San Pedro Town.
