Wednesday, October 5, 2016 In an interview granted to the media on Saturday, October1, 2016, Minister of Foreign Affairs and Pickstock Area Representative Wilfred ‘Sedi’ Elrington took the opportunity to express GOB’s opinion of teachers, coming out of a UDP National Party Council Meeting to address the BNTU’s industrial action.

According to Sedi, the teachers should not really be dabbling in matters like corruption and good governance and those pesky social and political issues. He told the astonished media that, “It is not my understanding that they have the remit really to take on all the issues of the country, and I don’t even know whether they have the wisdom or the ability or the competence to deal with those issues.”

The brazen insult by a senior Minister of Government is nothing new to the teachers who have had to endure vicious attacks from UDP operatives who have accused them of being “illiterate” and “money-hungry.” BNTU President Luke Palacio has been singled out for special attention, accused of misguiding teachers and persuading them to push a PUP agenda. This UDP government has continued to underestimate the teachers even as support countrywide grows and other entities have allied themselves with the fight for good governance.

In a release issued today, the BCCI congratulates GOB for a decision to sign on to the UNCAC, but expresses that it is not enough. The release states that “governance reform measures need not wait upon the UNCAC. For example, the commencement order for the 13th Senator can be signed at any time. Wednesday, October 5, 2016 The Belize Times has confirmed that politically appointed CEO of the Corozal Commercial Free Zone Raul Rosado was terminated, with immediate effect, on Friday, October 1, 2016.

Rosado, who ran for office under the UDP, is related through family to former Deputy Prime Minister Gaspar Vega, and is also the Chairman of Minister of Health Pablo Marin’s Corozal Bay constituency. Reports are that Rosado’s termination is a result of serious and chronic wrongdoing which was brought to the

Wednesday, October 5, 2016 A leaked BNTU letter in which President Luke Palacio asks Catholic Bishop Dorick Wright for a meeting has raised serious alarm. In the short letter, the BNTU expresses gratitude to the Bishop and to the Catholic Church for “the tremendous support given to us throughout our fight for Good Governance, Accountability and Transparency from the Government of Belize.” But it continues, “We also wish to express our deepest disappointment with the disrespect shown to you and your office by Sister Barbara (General Manager of Catholic Pubic Schools) and hereby reiterate our support for you as Leader of the Catholic Church in Belize.

Having seen the manner in which matters have been dealt with, compounded by the visit of the Papal Nuncio, as well as the alleged attempt at your removal, we wish to meet with you at your earliest convenience to discuss these and other matters that are of concern to our Catholic teachers and Union.”

Late this evening, the BNTU also received an expression of 100% support from the Belize Communications’ Workers Union, the BWS Workers Union and the Belize Electricity Workers Union. The joint release states that where the eight good governance demands of the BNTU are concerned, “Government must do their very best to urgently address them in order to set the foundation for good governance in our country.”

The BNTU has called on all supporters to join them in countrywide demonstrations tomorrow, Thursday, but there is no indication at this time if the strike will end then.

We will address as best and as quickly as we can this gross misappropriation of authority.” Sister Flores followed up that letter with a separate communication to principals and teachers of the Catholic Diocese stating that the Papal Nuncio to Belize, Archbishop León Kalenga has stated that the Catholic Diocese of Belize is not in support of the BNTU strike. She then affirmed that schools would remain

open and outlined the possible consequences for those teachers who dared to strike.

The support of the Catholic Diocese of Belize and Belmopan would be significant given that the Roman Catholic Diocese manages more than half of the schools in Belize. So the confusion created was understandable.

Archbishop Kalenga arrived in Belize on Tuesday and met with Bishop Wright at which time he was reportedly informed of the developments since the ruthless murder of Pastor Llewellyn Lucas. On Wednesday, he met with Prime Minister Rt. Hon. Dean Barrow but before, he granted an interview to the media.

Asked about an alleged request for the removal of Bishop Dorick Wright, the Nuncio replied, “Removal is not the word. Bishop Dorick is still our Bishop. He is sick and the wisdom, human wisdom, teaches us to look after our sick, to look after our old people to look after the children.

All these topics, I’m going to touch it.” With that he dismissed that the removal has anything to do with a request from government. He explained that bishops retire at 75 and

In a letter dated September 19th, 2016, the CFZCC informs Gibson that they “have received several complaints with documented evidence from its members regarding the CEO of the CFZMA, Mr. Raul Rosado, with the execution of his duties and performance.” The CFZCC requested a meeting with Gibson to present that evidence with a view to deciding if the “best solution is to tender the post to have a new CEO along with a given notice requesting the resignation or immediate dismissal of the current CEO.” The Belize Times understands that the meeting occurred on Friday, at which time Rosado was called in and told that he would have to leave.

It is alleged that he asked to delay his departure for three months, but was told to depart immediately.

So what evidence could have caused such drastic action on such a political figure? Sources tell us that Rosado has been under scrutiny for some time, suspected of the largescale movement of contraband cigarettes. Those sources say that Rosado has also cultivated very close relationships with persons in Mexico believed to be involved in criminal activities. Just weeks ago video was recorded of the CFZ’s head of gate security snorting a substance believed to be cocaine. He was immediately relieved of his duties by the Board of Directors.

Late word to the Belize Times is that Rosado has been replaced by another UDP operative in the area, Evan Cowo.

Bishop Wright is 71 years old so the Vatican is now looking seriously into arranging his succession.

He did admit that Bishop Wright, while incapacitated, remains lucid.

As to his lack of support for the BNTU’s industrial action, Archbishop Kalenga stated “I have to look after the children. That is the feature. Where is the place of the children? The schools...If you have problem…I prefer the big people to deal with that, to negotiate it, to pass their time in talking…I prefer the Opposition Party to go to the Government to make up their mind; the civil society to go to the Government. I don’t want the children to enter in this problem.”

Kalenga’s visit to Belize and meeting with Prime Minister Dean Barrow comes, interestingly, at a time when Bishop Dorick Wright has spoken out officially against corruption in government office, and at a time when he has expressed his support for the stance of the teachers against corruption.

The Bishop has also been very vocal in the matter of the Senate Inquiry, calling for the removal of Pastor Ashley Rocke as Church Senator after Rocke, shockingly and against instructions, voted against the motion for a Senate Select Committee.

COLA PRESIDENT CHARGED FOR BELCAN BRIDGE BONFIRE Wednesday, October 5, 2016 This morning at 8:00am COLA President Geovanni Brackett and Perry “Sticks” Smith, accompanied by their attorney Kareem Musa, handed themselves in to Precinct One Police. They were charged with “causing a bonfire to be set” on the Belcan Bridge. Two minors and 23-year-old Adrian Avaloy were charged with “setting a bonfire.”

ACP Chester Williams who was at Precinct One while Brackett and Smith were being charged affirmed that the Police have never been known to stifle activists and he was not following any political directive to charge the accused. He would not disclose what evidence they have gathered so far but stated that they have methodically conducted their investigation to get all the necessary evidence to lay charges.

The BNTU Belize City rally on Monday was almost at an end when reports were received of a blazing fire smack in the middle of the Belcan Bridge in Belize City, effectively impeding passage. Tires had been lit on fire setting off mayhem in the area as multiple police mobiles scrambled to the scene. Onlookers gathered as firefighters got to the task of putting out the fire and police moved swiftly to detain the possible culprits. They initially held two men, Fitz Howard and Perry “Sticks” Smith in connection with the incident but the cops had some trouble getting them into the pan of a mobile. Howard insisted on his innocence

but the cops were equally adamant and finally, after they removed his handcuffs, he voluntarily boarded the mobile and they were carted away.

The following day, Tuesday, reports were received that five persons were detained in connection with the fire and three more were being sought, among them 33-year-old Geovanni Brackett, President of Citizens Organized for Lib-

erty Through Action (COLA). Brackett had arrived on the scene and was liaising for Police to release Howard and Smith. Just before the fire, during a pep-talk at the teachers’ rally, Brackett had confided “I won’t be long because I believe in more action…so we ready fi du di tings weh yoh might call more dan unreasonable…we at COLA are supporting the teachers a 100 percent.

After emerging from the Police Station this morning and calling the charges bogus, Brackett maintained his innocence claiming he was just “a bystander. We at COLA, we are activists. I don’t support any damage to life or anything…Its completely malicious…but this is the Government that we are facing.” His attorney, Kareem Musa echoed the same sentiments stating “It’s really a petty misdemeanour offence…this is a Government that has been union busting over the last couple weeks and Geovanni Brackett is a vocal activist, if not the most vocal activist in Belize so I could see where this is headed.” If convicted, the accused would face a fine of $300 under the section of the Summary Jurisdiction Offences Act which relates to dynamite. Musa says all accused are maintaining their innocence and will await disclosure but affirmed that it is a political move.

Of note is that the same day, Police deployed officers to bridges in the city and at the entrances to the Old Capital to stand guard against any who dared to disrupt normalcy.

That was also the case in the South.

A fire was set at Mile 26 on the Hummingbird Highway at the entrance of Pomona Village at around 3:30a.m. on Tuesday October 4th. Tires were also set on fire at a second location near Mile 17 on the Hummingbird Highway.

Those were put out and traffic continued without further disruptions. Police have not detained anyone in connection with those incidents.

Questions to Ministers

Would the Member for Queen Square and Prime Minister please confirm or deny reports that he is actively acting to remove Roman Catholic Bishop Dorick Wright because the Church has supported teachers and condemned corruption in this government?

Would the Member for Queen Square and Prime Minister please state which Cabinet Ministers actively lobbied for the removal of his CEO Audrey Wallace on the grounds that as a member of the LGBT community she is bad for the government’s image?

Would the Member for Collet and Minister of Education please say whether he has sought help for his problem which has been causing an embarrassment to his Party? Could he further say whether it is true that he has been asked by highranking members of the UDP to seek counselling?

Would the Member for Belmopan and Minister of Boxers please say whether it is true that he has been informed by the Prime Minister that he is no longer qualified to contest for leader of the Party at the next UDP Convention?

Would the unelected Senator and Minister of Immigration and Home Affairs please say why he refuses to recuse himself from the Senate Inquiry, and further confirm or deny reports that it is because a real investigation would reveal much more serious wrongdoing on his part?

Would the Minister of Immigration and Home Affairs please say whether there is really an ongoing investigation into the involvement of Cabinet Ministers with William Danny Mason, or even into the allegations that Police withheld critical evidence in the Pakeman RTA which resulted in a man’s death?

Audrey Out? Word to this overweight scribe is that CEO in the Office of the Prime Minister Audrey Wallace is gone. Remember a few months back when the real deal kicked the big deal’s ass? Apparently as far back as that Ministers have been pressuring the PM to get rid of Audrey, the only CEO allowed to sit in Cabinet. A little bird sang to me that the Ministers are telling him it doesn’t look good for his CEO to be an out of the closet member of the LGBT community at a time when this is such a hot topic. I’m just saying that’s what I’m hearing. Word is that the Prime Minister has given in and is pushing Audrey to BTL to take over when the first son leaves with his megabucks severance package in hand. Oh boy why doesn’t Dean adopt me?

First Class Waste…

Hey don’t get me wrong. I’ve always been a little partial to Beverly Castillo cause she’s a lil cute, particularly when you squint. But man try noh deh spend up dih lee bit ah money weh lef. I got a call from Bev’s Ministry earlier this week, a public officer pissed off and fuming. Apparently the lil cutie pie is headed off to Geneva for some meeting or the other and like normal, was given a seat in Coach. But NOOOO, no Coach for that privileged posterior, apparently.

I hear Bev demanded that she be upgraded to First Class, immediately or she’s not going. So it was done. But hey, don’t panic. It only cost taxpayers $12,000 dollars extra. $12,000 is nothing compared to the contentment we’ll get knowing that Bev is comfortable and sipping champagne all the way to Geneva. What’s that? No money to pay teachers? No money for feeding programs? No money to fix houses damaged by Earl? What? Smh! True love….

Wiser people than me…I think it was that old philosopher Forrest Gump – once said that the course of true love never runs smoothly. But lerd my buddy Pablo is paddling for all he’s worth. Today’s not about romance, though, it’s about pharmaceuticals. Word from the Ministry of Health is that Pablo is pressuring for tenders – like multi-million dollar tenders continue to be given to three favoured suppliers who are known for supplying less than exceptional medication and supplies at exorbitant costs. According to sources, the CEO has been pushing the Ministry to explore new options with transnational companies who can supply better quality items at a lower cost. That would mean, of course, savings for the government and better medicine for Belizeans, but who really gives a damn about that? It would also mean that a very succulent bubby would be taken out of the mouths of three UDP cronies and Pablo ain’t gonna let that happen. Don’t quote me on this, hear, but I understand the CEO of the Ministry of Health is so fed up of dealing with all the political crap from Pablo that he’s ready to pack up and roll out.

Nothing personal…

Straight up…I don’t deal with really personal stuff, because to me it’s never personal, it’s about doing what’s right. But there’s this politician, right, who wants to be leader of this country, right, but he drinks a lot, okay, and he’s been known to beat up women when he’s drunk, you see. And he’s a real bubu. This politician was in Court this week over a really personal matter in which he’s…let’s just say he hasn’t been living up to certain family obligations, okay. I hear he had to be scolded by the judge for behaving like a real sissy.

You know, I could get into this because I hate men who pretend to be men but aren’t real men, you understand?

But like my mentor Forrest, that’s all I’m gonna say about that, at least today!

I prayed all night – all night. Like Pastor Rocke I even cried a little, in bed. Cause I hear that Dean Barrow wants to try to get Roman Catholic Bishop Dorick Wright removed. Oh lerd, please, Mr. Barrow, go for it if you think you’re so big and bad. That I would love to see! I believe its best you stay in your lil corner with Howell and the crying Pastor and Pappy whatever doing your thing.

SOLIDARITY

he Office of the Prime Minister has now become the Department of Defence & Evasive Manoeuvres. Mr. Barrow, through his own bombast and greed for power, is now forced to spend much of his time defending his actions and the actions of his Cabinet even as scandal after scandal reeking of corruption threaten to capsize the ship of state. The Master of the Game has been forced to utilize every trick and treat at his disposal to deflect and dodge REAL scrutiny and any accountability.

There is an underlying theme in the rallies being conducted by teachers as they maintain their bold and brave fight. They want real change, meaningful change for the benefit of the entire country, and ALL Belizeans. They are tired of the lies and tired of the rhetoric. They feel that they have been played by Dean Barrow, taken for fools by this man who used them to fight his political battles during those tumultuous times over a decade past.

Dean Oliver Barrow betrayed the teachers, and all who believed that he and his UDP administration would do the right thing.

The teachers fought then for good governance and an end to corruption. Mr. Barrow promised them everything that they sought, imploring them to Imagine the Possibilities. Remember that? He promised them an empowered Senate in which GOB WOULD NOT have a majority. He lied. He promised an Unjust Enrichment Act so Ministers could be prosecuted. He lied. He promised to place the SSB and DFC under the control of the Social Partners. He lied. He promised to pass a law to regulate campaign financing. He lied. He promised to appoint the 13th Senator. He lied. He promised to pass a law which would prevent elected officials from engaging in conflict of interest, nepotism and cronyism. Oh Lord, was that a BIG LIE. Mr. Barrow not only lied repeatedly to those who trusted him. He used them and then, and now, he spits in their faces and keeps trying to tell them the wetness they feel is rain.

It is difficult to comprehend, really, why Mr. Barrow expects the teachers to believe him when he tells them that at some undetermined time on a future date to be decided he will find good governance at some undisclosed location. This isn’t a man known to tell

the truth. This isn’t a man whose word is his bond. He is certainly not a bastion of integrity and honesty and decency. Yet, in his eyes he is king. Thus it is only right that teachers and indeed all Belizeans should accept his word as gospel.

This is a critical time for the country, and for the Prime Minister’s administration. The teachers have demonstrated that they are serious in their demands for accountability, transparency and good governance.

They have shown that they have gotten enough of the lies. So what does Mr. Barrow do?

In the Senate last week, Mr. Barrow could have shown that he is heeding the call. Instead, in what was a truly despicable, vile and unholy demonstration, the Church Senator turned UDP Senator was used to present a tainted motion. Instead of opening his administration to scrutiny, the Prime Minister used his majority to vote down amendments which would have allowed a truly objective and fair inquiry. Imagine – the UDP senators plus new UDP Senator Pastor Rocke voted that it was okay for persons accused of irregularities in the Audit Reports to sit on the Senate Select Committee. That is incredible.

Mr. Barrow could have been respectful of the teachers. Instead, he unleashed his dogs on them in the UDP’s organs, social media and on the ground. The UDP accused the teachers of being illiterate and money hungry, uneducated and incompetent. Minister Wilfred Elrington said over the weekend of the teachers – “I don’t even know whether they have the wisdom or the ability or the competence to deal with those issues.”

Mr. Barrow could have acceded to the request for good governance, because nobody really should even have to demand good governance from any government. Instead, he has used the Ministry of Education and Ministers to intimidate and bully teachers, threatening a loss of salary and replacement in the classrooms.

Mr. Barrow could have listened. He could have acted.

He could have done what is right. Instead, he continues to do what he always does – defend and dodge. But he is running out of places to hide.

All Belize should be proud of our teachers who are standing strong and standing tall in the face of unrelenting attacks and pressure. This is truly history in the making, a comeuppance of the highest order for Mr. Barrow. #SOLIDARITY

Special Needs Child Perishes in Lake I Fire

Wednesday, October 5, 2016 Tragedy touched the home of 42-year-old Carolyne Hamilton on Aloe Vera Street Extension in Belize City before 8:00 the night of Tuesday, October 4, 2016. Her 11-year-old special needs son, Aaron Gabourel, died in the blaze.

On the scene, we spoke with a distressed Nicole Hamilton, Carol’s sister who told us that at the time of the fire she was at a neighbour’s house after returning from the hospital where she had gone to see her partner who had recently been shot. She was called by her father who shared the bad news - “My pa tell me my sistah house geh ketch pon fire and my nephew supposedly geh bun up een deh. But I mi try be optimistic thinking that yes, di house bun but not di lee innocent baby.”

She added that her niece, Empress Hamilton and nephew, Ian Sambula also received serious burn injuries and were transported to the Karl Heusner Memorial Hospital for treatment. According to Nicole Hamilton, her niece is believed to have been flung out of the house from the impact of an exploding gas tank inside the house. They had gone across to their aunt’s house to watch television. A police report says they are currently listed in stable condition.

Aaron Gabourel was watching television when according to his mother who was downstairs in the yard at the time, a man ran upstairs. It all happened so quickly that she could not react in time to intercept the culprit who escaped by boat down the Haulover Creek. He allegedly doused the occupants, including two adults and four children, with what is believed to have been kerosene and lit a match before fleeing. Fire fighters responded but the elevated 20’ x 20’ wooden house still burned to the ground. The following day, the family showed us the kerosene doused clothing of the children, still in KHMH garbage bags. Carolyne cried, “How I wahn survive without my baby? The love I have for my children, nobody can pay me for that!”

“How did things come to this?” Cries D.O.B Tuesday, October 4, 2016 “How did things come to this?” asked Prime Minister Rt. Hon. Dean O. Barrow in a 9-minute televised address on September 25, 2016 in a clear attempt to oneup the Belize National Teachers’ Union (BNTU) who in a September 23rd letter, hinted at industrial action.

But while the PM seemed to question how we got here, the BNTU was clear on its stance. So, the following Monday, September 26th, they publicly announced strike action for Monday October 3rd. During the full week that passed, things happened hard and fast. In yet another attempt to dissuade the teachers from striking, a hastily-called special sitting of the Senate was held for Church Senator, Pastor Ashley Rocke to table for a second time - a motion for a Senate Inquiry into the findings of the special Auditor General’s report on Immigration and Nationality.

If it was intended to appease the teachers, it had the opposite effect.

Speaking of the motion, BNTU President Luke Palacio said, “I don’t know how they would be appeasing the teachers; the teachers never made a demand for a Senate Inquiry that would have the composition that was passed.” Neither did the proposed Statutory Instrument for “emergency permits” dissuade the teachers from their impending strike. Coming off a morning show at the start of the workday on Day 1 of industrial action Palacio said, “the SI would not lessen the effectiveness of the BNTU strike because we are resolved in what we are doing. We need to start to understand and get this nation to get it clear, let us stop having a government that can decide when and how Belizeans will behave, simply with the stroke of a pen.”

And so began the sacrifice of the teachers for country. On their first day of strike, the national leadership of the BNTU rallying at the Union’s headquarters on Mercy Lane in Belize City shared the numbers reflecting the support of their membership. Keisha YoungFlowers reported that “In Corozal Town Branch, 8 schools were fully closed; 5 were open but most of them were giving partial service...

Corozal Rural Branch: all schools were fully closed. One teacher showed up to work at San Narciso.

Orange Walk Branch reported 4 hundred teachers strong on strike.

Belmopan Branch had 269 teachers at their membership meeting.

San Ignacio Branch reported that of the 26 schools in that district,

20 of them were fully closed. Benque Viejo Branch had most primary schools closed and the attendance at secondary was very, very poor.

Stann Creek Branch reported that 450 teachers strong are on strike. In Punta Gorda Branch 4 schools were fully closed and 5 were open with little or no students present. And Toledo Rural Branch had the majority of their schools fully closed. In the Belize Branch, of the 63 schools…canvassed…8 of those were opened giving from full to partial service. ” At that rally, the BNTU leadership announced day two of teachers’ industrial action which saw the educators take to the streets to engage in a public relations campaign which consisted of handing out flyers listing some of their demands.

At the day two rally, a third day of industrial action was announced to a raucous eruption of the teachers causing Belize City BNTU branch president Kathleen Flowers to cry “Unu people like demonstrate, eh!”

“Strike con-ti-nues!” was the statement and to the question “How many more days there will be?” Flowers responded, “I can just tell you that on Thursday, we are doing our mass countrywide demonstration.” We are told this means demonstrations by branches.

For its part, in calling the BNTU back to the negotiating table, Cabinet wrote in a release on Tuesday October 4, that it “is certain that final agreement can be reached on a good governance agenda, which is already being implemented, with the remaining outstanding issues entirely capable of resolution.” In that regard, to the announcement the same day that Government will sign the United Na-

tions Convention Against Corruption on December 9th, International Anti-Corruption Day, Palacio questioned, “How many International Days Against Corruption have gone since people have been clamouring for this?”

Monday, October 3, 2016 Prime Minister Dean Barrow has failed to deliver on his promise that the people of Belize will get 60% of that half a billion-dollar settlement that he negotiated with Lord Michael Ashcroft. Because he signed a badly drafted contract, about 50 million dollars that should have belonged to Belizeans is locked away.

The Caribbean Court of Justice confirmed this on Thursday, September 29, when they handed down their judgment via teleconference. The Government, represented by Denys Barrow, failed to convince the judges of the apex court that they should bail out the Government of the contract they signed. They came to the Court with excuses that what was intended in the settlement deed was that the entire Accommodation Agreement portion of the award by the tribunal was supposed to be placed in a Trust for the benefit of the Belizean people. But the CCJ sent GOB packing with that invalid assumption.

The Government’s attorney poorly advised the Prime Minister, who is also a trained lawyer. None of the Government’s legal team contemplated that to agree to give the Ashcroft Alliance 50% of the total award upfront and in US dollars would mean that small portion of the total amount that supposedly Belizeans would get could be shaved off. That’s what happened when the experts at the Permanent Court on Arbitration assessed that the Accommodation Agreement portion of the Settlement, which is what should have gone to Belize, is 60%.

against the Government noted, “…

It is not the function of the court, when interpreting an agreement, to relieve a party of the consequences of his imprudence, or poor advice.

Accordingly, when interpreting a contract, the judge should avoid rewriting it in an attempt to assist an unwise party, or to penalize an astute party.” OUCH! The Court has ruled that the Government, like any other contracting party, must respect the agreement they signed, however “unwise”, “imprudent”, or “poorly advised” they were. The country must make payment forthwith of a little over 67 million US dollars to the Ashcroft Alliance. Denys Barrow, the attorney who represented Government in this CCJ case, immediately distanced himself from the failure to catch this costly mistake. He told the press that he was not involved in the drafting of the Settlement Agreement.

Reports say that that it was another attorney close to the Prime Minister who took over, and trying to downplay the error, the Government released a statement saying, “GOB does not agree with the ruling of the Court but must accept it. It is important to point out that the overall quantum of the Arbitral Award has not been increased or in any wise altered; however GOB now has to pay 10% more of that award in US currency.”

How they will do that without endangering the country’s finances remains to be seen. The Central Bank of Belize warned 2 months ago that to pay that the Country’s Foreign Reserves may be put under a strain that it cannot withstand.

We in the PUP know that through our struggle was born a peaceful revolution.

Through our work to build this nation, our struggle has been constructive and progressive at its core.

The Father of our Nation, the Right Hon. George Price bequeathed to us this spirit and understanding that together, through hard work and the guidance of our Creator, we can fulfill our aspirations.

We in the PUP will always believe that our progressive revolution seeks to uplift our people - be it from the indignity of colonialism to any other form of injustice.

We believe that our nation’s development hinges upon our collective responsibility to move Belizeans from poverty to prosperity.

This is why we center our efforts and beliefs in Social Justice.

This is why we will never tire and continue to speak out against injustice, especially in the face of such obvious wealth while close to half of our people live in poverty.

This is why it will always be the PUP’s cause to speak out against that which impedes our national development and to act accordingly.

We believe that Belize is a very special place – To call it a jewel simply does not do it justice. Belize is a gift and one that we feel honored to call our home. Not solely because of the obvious and abundant wealth in our natural resources, but also because of its wonderful people; a people who desire to work and build a nation where all may prosper and live with dignity.

It is our dignity as Belizeans that we intend to fight to secure in the fulfillment of the promise of prosperity for all generations of this country.

And so in this spirit…on the 66th anniversary of our Party, we come here to renew our commitment to this ideal and to share our plan to improve governance!

If we consider all that has taken place in our nation there can be no time better than the present to lay out our plans and offer real solutions

on how we will govern this nation.

The former Secretary General of the United Nations, Kofi Annan said, and I quote: “Good governance is perhaps the single most important factor in eradicating poverty and promoting development.”

We agree.

Likewise, we agree with a recent assessment made by the World Bank that states that good governance addresses economic institutions and public sector management through the inclusion of transparency, accountability, regulatory reform, and public sector skills and leadership.

Regrettably, few if any of these are present in the governance of Belize today.

Since this UDP administration has taken office in 2008, it has firmly established itself as a government of incompetence and corruption. We see this in their inability to manage our country’s finances, balance their budgets, keep our people safe and secure Belize’s territorial integrity.

What we have is an arrogant, vindictive and corrupt leadership that remains unapologetic about its rogue behavior.

Today, Belizeans experience an oppressive culture of unabashed political corruption that has brought our beloved country to its lowest point in our political history.

The actions of ministers and senior officials have resulted in a bankrupt treasury, a Public Service in disrepute, the illicit enrichment of their Party supporters and cronies and have left the integrity and reputation of every branch of government in question.

The have brought shame to our country.

This is not the Belize in which we wish to live and this is not the leadership our people deserve.

A nation needs leaders who not only have vision but who possess qualities like decency and respect.

Belizeans want leaders who collaborate and possess the capacity to bring people together. Belizeans do not need leaders that foster divisions.

We need innovation and competence. We have had enough inaction and incompetence.

What Belize needs now more than ever is not some tough talking Prime Minister, but a leader who can unite people to strengthen institutions, manage our development and build Belize.

We believe the time has come to reestablish a credible and effective framework for good governance. It is time for governance that respects the Rule of Law as it is enshrined in the Belize Constitution.

The time has come to bring an end to the manipulation and subversion of our Belizean institutions by the greed and gluttony of those whose duty is to uphold their sanctity and integrity.

We need to restore the confidence and credibility of our public officials and the Public Service and forge a national culture that stands against corruption, prevents this now pervasive scourge

of public authority abuses, and eradicates political persecution.

If we are to create a more fair and just society then we must see governance in terms beyond the management of our country’s affairs and consider it as the foundation of our development.

Meaningful and effective governance must result in actions that reflect our values. Our governance must be based on a commitment to honesty that goes beyond what we say and its reflection be seen in all we do.

9 SPORTS 09 And if this process includes a reconsideration of our very system of governance, then we are prepared to do so with the full involvement of the people.

However deep or broad the scope of this exercise in the determination of our governance, the result must be effective and fair so our actions benefit Belizeans at every level of society.

Monday, October 3, 2016 At last week Friday’s Senate meeting, the Barrow Government ignored the will of the people who were calling for a completely independent Senate Committee to investigate the corruption exposed at the Immigration Department.

Their 6 Senators predictably threw their support behind the Government-friendly motion which was tabled at the meeting

by Church Senator Ashley Rocke. Once again, the Church Senator finds himself being accused of betraying his church constituents and the Belizean public. By his actions, he opened the door for the Government to get 2 of its Senators on that committee to inquire into wrongdoing by their own UDP colleagues.

The immediate outcome of the meeting is that a Senate probe which was being demanded is now closer to becoming a reality. In getting there, the Church Senator recommended that the Government should get 2 Representatives on the Committee. Every other organization represented in the Senate is only allowed to have one member.

The exact wording of Ashley Rocke’s motion was, “Be it resolved that the Committee be appointed consisting of six Senators, as follows: two from those appointed on the advice of the Prime Minister; one from those appointed on the advice of the Leader of the Opposition; the one appointed on the advice of the Belize Council of Churches and the Evangelical Association of Churches; the one appointed on the advice of the Belize Chamber of Commerce and Industry and the Belize Business Bureau; and the one appointed on the advice of the National Trade Union Congress and the Civil Society Steering Committee…”

That’s exactly the composition that the Prime Minister had been hoping for.

It gives him more influence than all the other governance partners over the tribunal which will scrutinize his Government.

Ashley Rocke was immediately criticized by his fellow Senators including Business Senator Mark Lizarraga, and Labour and Civil Society Senator Elena Smith. They openly declared that they could not support his motion. PUP Senator Eamon Courtenay publicly asked Rocke if indeed he was looking after the Church’s interests, or if he was serving the Barrow Government’s interest. With this motion, he completely aligned himself with the Government.

There is a telling portion of his written motion which would suggest that this is a Government motion masquerading as a Church initiative. That reads, “AND WHEREAS, the Government (not the CHURCH) acknowledges, and heeds the call of citizenry including several of the Social Partners represented in the Senate through the Belize Chamber of Commerce and Industry (BCCI), the Belize Business Bureau (BBB) and the National Trade Union Congress of Belize (NTUCB), in recognition that the findings of this Special Report are a matter of public importance and that, in the interest of ensuring good governance and compliance with organizational best practice and statutory requirements, it is desirable that the Senate exercises its powers and functions under the Constitution of Belize to conduct an inquiry into and investigate the findings of the Report…”

The Church Senator couldn’t give a straight answer when he was asked by the press if it was a motion which came from the Prime Minister’s Office, or one of the PM’s agents. He dodged the question and directed that all inquiries go to the leadership of the Belize Council of Churches and the Belize Association of Evangelical Churches. When the division was called for, the Government’s 6 senators, plus Ashley Rocke, outvoted the Opposition and the other 2 social partners.

Also, the Government changed around the order of the motions so that

Rocke’s/GOB’s motion was read before the Opposition motion which was to be presented by Senator Eamon Courtenay. Ensuring that the Senate Committee was properly given its constitutional mandate, Senator Courtenay had to abandon his motion and use his attorney training to fix the weaknesses in the motion presented by Senator Rocke. That will guarantee that the Senate inquiry does not become a fiasco.

Importantly, Courtenay’s motion would have sought to restrict the number of Government Senators on the Committee to only one. He also moved

2016 a motion to have Godwin Hulse be excused from the Senate since it is his Ministry being scrutinized, and he was also named in the Auditor General’s reports. Acting President, Senator Carla Barnett, did not entertain it on the grounds that there was no notice to the Senate.

Apart from the problem of having the Government get that much influence on the Senate Tribunal, it also causes an even number of votes on any particular Committee actions. If there is a tie, there is no tie breaker, and the committee could become deadlocked. The PUP motion, which was in line with what the people of Belize were calling for, would have prevented this. Unfortunately, the Government used its majority to force the motion through which serves only the UDP’s interest, and not those of the Belizean people.

As I write this, teachers countrywide have decided that they will extend the strike at least two more days. I have said it before and I will say it again. As the Mayor of Orange Walk Town, as a parent, as a Belizean and as a man I could not be more proud of these men and women who are fighting the good fight. They are demanding that this worthless UDP administration do the right thing – that’s all – just do the right thing and be a responsible government. What could ever be wrong with that?

I can tell you that when we took office here in Orange Walk nobody knew how monies were being spent. All they knew was that money was going in and coming out and voters did not feel that they were getting value for money.

One of the first things we did was to open everything up and make it all transparent so the people of Orange Walk could have an input in the work of the Council and see how their money was used. Our electorate deserves no less than the responsible and equitable allocation of their monies.

I have listened to the Prime Minister, his ministers and the UDP operatives in Orange Walk trying to tell people that the teachers are pushing a PUP agenda. If they mean that the agenda of good governance is a PUP agenda then they are right. If they mean that the PUP is ready for structures to be put in place to bring an end to corruption, then they are right. It is a PUP agenda. But to say that this is any attempt to undermine or overthrow the government is stupid. The teachers who have stood strong are fighting against corruption, not against the UDP. I am sure that there are teachers who support the PUP, and there are teachers who support the UDP, and there are teachers who support neither – but in one unified voice they are calling for good governance. What could be wrong with that?

Why is it that instead of listening, the UDP has chosen to attack the teachers? I swear all across the region and even internationally people must be watching us and wondering – but why is the government so determined to not put checks and balances in place? Why is this government resisting a call to good

governance with every resource at its disposal? It’s crazy.

What could ever be wrong with signing on to the United Nations Convention against Corruption? Belize is one of only three countries in the whole region which has not.

Being a party to UNCAC will give us access to the resources of the UN to fight corruption in this country, to prosecute those who are guilty and to return misappropriated assets to the people. Why is Mr. Barrow so afraid of UNCAC? A fair and impartial Senate Select Committee, with equal representation from all parties, is a good thing. It will allow for the real truth about the corruption in Immigration to come out. Why is the Prime Minister fighting so hard against a fair inquiry? What is he so afraid of? Even those looking on from outside our borders who have not seen the findings of the Audit Reports must be thinking – but if there is nothing to hide then why doesn’t the Prime Minister just let it happen instead of actively derailing the process?

What could ever be wrong with empowering the Senate with a 13th Senator? Ironically that was one of the promises of Prime Minister Barrow in 2008 when he wanted to get into power. Now he has outrightly refused to make it happen. Why? What is the problem with having a strong Integrity Commission in place? Why has the Prime Minister dodged every attempt to make it happen? What doesn’t he want revealed? Who could ever argue against having a fair Public Accounts Committee and independent persons in offices which demand impartiality? Only the Prime Minister, it seems!

I swear we must look like a laughing stock to the world, or at least like a country which is ripe and open to corruption. Why doesn’t the Prime Minister work to fix it?

I support the teachers, and I will always support the fight for good governance – in the UDP and in the PUP when our Party takes office whenever elections are called. As Belizeans we all should.

This is not about party. This is about country.

FORTUNE FAVOURS THE BOLD By: Eduardo Santos Although grace of God and blessings of elders bring achievements, a hardworking and sincere person gets the cooperation of all due to his bravery. Fortune or destiny smiles on him because he dares to achieve the goal.

Always luck goes hand in hand with people who dare to work out for enforcing something new to traditional systems. Only those people get positions in history that show bravery and fight against the prejudiced customs and rituals. In other words, those who move against the flow of the stream are heroes, not the persons who swim with the flow of the steam.

Fear is a state of mind and unless and until one thinks more and more positively, bravery will not come. To progress and prosper one has to be bold enough to cross the hurdles in the path of destination.

Challenges and obstacles are ever present in the way of life and if it is decided strongly to achieve the goal nobody can stop the person. Gandhi, Abraham Lincoln and George Cadle Price are the best examples of this, and the popular saying “fortune favors the brave” fits them perfectly.

Bravery is not confined to the soldiers and defense personnel but is a dynamic quality within an individual which decides the characteristics and nature of the person. To remain in a constant struggle with the existing situations for the betterment of livelihood and for the overall progress and prosperity is also a type of bravery. To cite a simple example, the great artists had to face the stage fear and nervousness at their first performance and if they had not shown bravery at that time, their fate might not have smiled on them in the form of popularity.

Fighting for a social cause makes one brave. Raising voices against injustice or violence requires courage. Fighting for others brings blessing and appreciation in return. George Cadle Price and Florence Antonio Soberanis Gomez are two such brave men who earned

historical positions for their selfless deeds, although criticized early on.

If they had deviated from their paths due to criticism, they would not have left behind their footprints in the sands of time.

A person reaps exactly what he sows - hence bold actions surely pay in the future. One should meet the ups and downs of life with dignity and grace, making the best of circumstances. Thus, bravery should be infused into the young so that they can face the challenges of life to make fortune favor them because the world today requires people who are bold, daring and full of life. Try, try and try again till the goal is attained is the ‘guru mantra’ today for the young mind to face the challenges with courage.

Success never lowers its standards to accommodate someone.

He has to raise his standards to achieve it and it is possible only by bravery. The man or woman who is confident commands the confidence of others. One only needs to act without any fear and surely the rays of fortune will be shining over him.

Self-control, optimistic approach and openness to feeling are all forms of valor and courage. To lead somebody in the right path, to raise the standards of people surrounding you, to present a moral example - all are forms of bravery. These not only make a person shine like a star but lead others to perfection.

Self-realization and analysis are the most essential parts of bravery.

To learn from mistakes is the most significant high which saves a person from fault and failure. Thus, “improve thyself” is the philosophy of success. One must not forget that victory comes by cultivating within him all the required traits of success and it is also an act of bravery.

A boat cannot reach the shore if it surrenders to the tempest, a student cannot pass an examination without writing on the answer paper.

Thus, the surest way to turn destiny according to your wish is to determine to succeed and work hard and sincerely with bravery.

THE TEACHERS AND MLK A young friend of mine who is taking an Ethics course at the University of Belize told me recently that the teacher had asked them to read Martin Luther King Jr.’s “Letter From A Birmingham Jail.” Right away I told myself that I would go and read it again, having read it in college in the United States many years ago.

In April 1963 Martin Luther King Jr. (MLK) had already emerged as the leader of the Civil Rights Movement in the United States. The Montgomery Bus Boycott which made Rosa Parks famous had taken place, and MLK and other civil rights activists had formed the Southern Christian Leadership Conference. Things had not been going well when the campaign began in Birmingham, Alabama against racial segregation and economic injustice, and so MLK and others led marches and sit-ins, and they openly violated laws which they considered unjust. The Police violently put down the demonstrations and MLK was arrested, his thirteenth arrest of a total of twenty-nine. His long letter from inside jail is a manifesto of his non-violent resistance and civil disobedience stance. “Injustice anywhere is a threat to justice everywhere,” and “injustice must be rooted out by strong, persistent and determined action,” he famously wrote, and he carefully explained therein his belief in direct action to end segregation and racial discrimination.

A non-violent campaign has four basic steps, he wrote: 1) the collection of facts to determine whether injustices exist 2) negotiation 3) self-purification 4) direct action. Birmingham was probably the most segregated US city, and black leaders had sought to negotiate with city fathers, all to no avail. By self-purification MLK meant holding important workshops asking if participants could accept blows without retaliating and if they were prepared to go to jail. Then they acted – demonstrating, sitting-in and boycotting racist businesses. MLK strongly decried the view of white moderates, who had urged him to wait; he held that justice delayed is justice denied, and that there was a

moral obligation to disobey unjust laws. The quest for freedom thus impelled them to move quickly and to courageously challenge the racism and brutality of the jim crow system.

In MLK’s eloquent Baptist preaching style and also with cogent statement of his case, he set out the imperative to fight for liberty and equality. “We will win our freedom because the sacred heritage of our nation and the eternal will of God are embodied in our echoing demands....Let us all hope that the dark clouds of racial prejudice will soon pass away and the deep fog of misunderstanding will be lifted from our fear drenched communities, and in some not too distant tomorrow the radiant stars of love and brotherhood will shine over our great nation with all their scintillating beauty.”

This is the way we must see the cause of our Belizean teachers. They are standing up for justice and good governance. They are taking direct action, despite the risks and all the threats and intimidation and union busting. They are disobeying the order that they must be in school for the sake of the children because they feel, as we all must, that it is imperative to demonstrate to a horribly corrupt administration that they cannot continue in their evil ways. They are saying enough is enough - we cannot wait for the Prime Minister and his sinful gang to bring about positive change.

MLK said: “We know through painful experience that freedom is never voluntarily given by the oppressor; it must be demanded by the oppressed.” Our teachers, in standing up to the Barrow administration, are saying we want better governance NOW, and we are sick and tired of the status quo of the lack of accountability, transparency and proper executive decisions.

We are demanding that you move now to stop the corruption and put better systems in place to keep runaway ministers in check. And we are holding your feet to the fire to act immediately. So get on with it!! I believe that we must support our teachers!! And I am sure MLK would be proud of them!!

BARROW TOOK OVER THE SENATE Dean Barrow took over the Senate last Friday.

With 6 UDP Senators and the President who is also a UDP, Dean “Whiff of Corruption” Barrow decided he would impose his will on the people of Belize.

He had decided three weeks ago that there would be no Senate Select Committee to investigate the Immigration corruption scandal. He proposed that a Bi-Cameral Committee of a few Senators and a majority of Ministers in the House of Representatives was the only way to have an investigation.

This was to be his way or no way. As a result, the proposal for a Senate Select Committee was defeated.

At that Senate meeting, the Senator representing the churches did a strange thing. He spoke in favour of a Senate Select Committee but when it came to a vote he voted with the government/ UDP Senators and defeated the motion.

The people of Belize and the various social partner groups were alarmed.

The Chamber of Commerce and Industry, which initially had been hoodwinked into agreeing with Barrow to undermine a Senate Select Committee, changed their minds and publicly supported the Senate Select Committee.

The Workers and Trade Unions publicly supported a Senate Select Committee.

The Roman Catholic Church, the largest Christian religion in Belize came out publicly in favour of a Senate Select Committee.

The National Evangelical Association, the largest Evangelical group, representing over two hundred Pastors, supported a Senate Select Committee.

Against the Select Committee was the Council of Churches, made up of the Anglican Diocese (with a small percent of the Christian population) Methodist (also having membership of no more than two percent of the population) and a Belize Association of Evangelicals which is even smaller than two percent, and the Church from which Pastor Ashley Rocke represented the Council of Churches.

The Council of Churches, headed by a native of Haiti named Papeloute put out a release saying Senator Ashley Rocke, who voted with the UDP government, had done nothing wrong or immoral.

But Pastor/Senator Rocke did do a wrong and an immoral thing by siding with the UDP government to kill efforts to have the Senate Select Committee investigate the Auditor General’s Report exposing corruption in the Immigration Department.

The public outrage following what Barrow did by killing the Senate Select Committee was mounting.

Then along came the brave teachers of the country. Their Union, the Belize

National Teachers Union - BNTU, announced they would be taking industrial action over the failure of Prime Minister Barrow to abide by its signed contract to pay teachers the balance of three percent owed to them on their Raise of Salaries agreement.

More importantly the teachers put forward an eight point list of Barrow’s failure to improve his pro-corruption record. This was a call for good governance. The call is in keeping with the anger of Belizeans over Barrow’s lies and deception regarding key issues.

Barrow had been repeatedly lying to the country on why there is no Integrity Commission and on why he has not signed the United Nations Anti-Corruption Treaty.

Another of the BNTU’s eight issues was a call for the appointment of a Senate Select Committee to investigate the Immigration scandal.

“Whiff of Corruption” then hastily changed his mind and announced that he was supporting a Senate Select Committee only if it was comprised of three UDP Senators and one each for the other groups in the Senate.

A hasty meeting of the Senate was called. Under the Rules governing the Senate, known as Standing Orders, only the Senators can decide on the composition of a Senate Select Committee.

But “Whiff of Corruption” refused to leave the Senate to follow their Rules.

Whiff insisted they must follow his rules.

At the hasty Senate meeting on Friday 30 September, Belizeans got another opportunity to witness the length to which the Whiff is prepared to go to control things.

The Six UDP Senators who had just three weeks ago voted against the Select Committee, who have no choice and no say - they must do what Whiff dictated and swallow their vomit and now vote in favour of a Select Committee.

While right thinking Belizeans could chuckle at the six UDP Senators being made to look the fools that they now are, no one expected a clown to emerge.

But come to think about it, there can’t be a circus without at least one clown.

Pop, like popcorn Pastor Ashley Rocke took out a piece of paper.

This paper was not a sermon on morality. Nor was it the Pastor’s views on the importance of good government and honest, incorruptible Ministers. Neither was it a call for a full, detailed investigation into the scandalous doings at the Immigration Department.

Pastor Rocke was reading from a paper given to him by the corrupt UDP government. Incredible!

Rocke had crawled back out of a white-washed sepulchre to side with the corrupt government of the Whiff.

This shocking situation is only surpassed by the beheading of Pastor Llewellyn Lucas, an unprecedented murder most foul that is linked in some way to the

corrupt influence of corrupt Ministers of government.

Rocke’s incredible compromise in the Senate on Friday caused the gallery of onlookers to erupt into a barrage of open condemnations against him. In the wider public, the churches represented

by Rocke have had their credibility called into question. The names of Papeloute and Howell Longsworth hit the dirt.

All because of Dean “Whiff of Corruption” Barrow!

It is now abundantly clear that Whiff has no intention to allow an impartial investigation into corruption under his government. No intention for the same reason there is no 13th Senator, no Integrity Commission, no signing of anticorruption Treaty and no audit of the four hundred million of Petro Caribe monies wasted and stolen over the past four years of this government.

BARROW TOOK OVER SOME CHURCHES The three tiny Churches which compromise the Council of Churches allowed themselves to be manipulated by the Prime Minister. This is shameful and the public is owed an explanation.

How could the Teachers Union, the National Trade Union Congress which has a Senator and the Chamber of Commerce, which also has a Senator, resist the blandishment and offers of the Prime Minister and vote for a Senate Select Committee. What excuse can the three tiny churches offer for their Senator Ashley Rocke twice voting in favour of Belize’s most corrupt government?

EAMON SET GODWIN Former Attorney General and one of Belize’ top legal minds, Eamon Courtenay, Senator representing the Opposition, spoke at last Friday’s Senate meeting.

In his measured, logical, legal tone Eamon explained in the Senate that UDP Senator Godwin Hulse could not sit, take part or vote on any matter involving the Senate Select Committee.

Godwin is the present Minister of the scandal ridden Immigration Department which is the subject of possible criminal investigation. As such the laws of Belize forbid anyone from being in a conflict of interest and situation of bias.

The Constitution of Belize forbids Godwin and any other official from being in a conflict of interest or allowing their integrity to be called into question.

Godwin defied the Constitution and the law and fully participated in a matter that directly concerns him (he is named in the Auditor General’s Report).

By defying the law, Godwin has tainted the Senate hearing and the vote. As such the voting is null and void.

Especially Carla Barnett is also tainted in the matter.

What Eamon Courtenay was doing, knowing Godwin is now a full blown

15 puppet of Barrow, is to provide the groundwork in the event the Opposition wishes to take the voting to the Supreme Court.

You set up yourself Godwin.

BARROW TOOK OVER LOVE FM The all mighty Prime Minister of Belize, who crushed and crashed the Public Accounts Committee of the National Assembly so there can be no inquiry into the massive waste and corruption in his government, also took over Love FM television and radio.

Belize has never had so many, week after week, month after month, revelation of government and Ministerial corruption. In every instance the Prime Minister has done whatever it takes to prevent any revelation from becoming public. Neither can the Police investigate. Neither can the DPP prosecute anyone.

While the brave teachers of Belize are protesting, marching, and are on industrial strike, Love FM is fiddling with unimportant topics to avoid discussing the burning issues of today.

Love FM is so compromised; it is a crying shame.

BARROW CAN’T TAKE OVER KREM The Prime Minister cannot take over Krem radio and television God be praised.

Neither can he control the Amandala newspaper, though he has a good contact there who pushes or tries to push his version of events.

We commend and are encouraged by the reasoned, accurate and timely editorial in the Amandala which serves to educate all of us.

As to Mose Hyde, this man is like a prophet who is railing against Herod and his evil government.

Thank you Mose! You inspire us.

BIGGEST THANKS TO TEACHERS It is our teachers and their Union leadership in all the districts who are worthy of this country’s biggest thanks.

You have shown that there are Belizeans who truly care for Belize and its people. Against threats, intimidation and possible deductions from your pay, you remain the heroes and heroines of Belize.

No other Union has the courage to join you. And yet, alone against Pharaoh and his chariots you march and sing and stay strong.

Belize will be a better place, no thanks to Ali Barrow and his thirty representatives. It will be thanks to you and the principles you are fighting for.

A SHARED RESPONSIBILITY A PUP Government will spearhead:

1.

An EMPOWERED LEGISLATURE:

The PUP will improve legislative governance by providing greater oversight by the National Assembly with respect to the work of the House Committees; increase number of meetings of the House and Senate per year; make House Committee Meetings truly public and participatory; review and promulgate the Standing Orders so the wider public can know and understand the workings of the National Assembly.

The PUP will empower the Senate/House of Representatives to act as an oversight body to the government: • More authority and autonomy for the senate so that it can carry out its functions • Immediate appointment of the 13th Senator • Establish Standing Senate Committees that will have the authority to conduct inquiries into any and all matters with a view to advancing the cause of nation-building. So the Inquiries won’t necessarily all be probes into central government corruption or malfeasance. For example, a Senate Standing Committee on Education and Housing may choose to examine why there are so many high school dropouts, with a view to making suggestions as to how to eradicate that problem, or how can we ensure that education is truly free for the masses from pre-school to junior college, or what is the present housing stock in the country and whether there is a more pressing need for home repairs or actual new housing.

• We will establish an independent and robust agency to give technical support and otherwise to the Senate Committees. This agency will assist the Senate Committees to follow up and act on reports of the Auditor General, the Ombudsman, the Contractor General and any other report tabled in the National Assembly. It will also assist in receiving and investigating allegations and disclosures from whistle-blowers on behalf of the Senate Committees.

• Ensure that all elected representatives have input and direct budgetary expenditure in his/her constituency so that backbenchers can become more autonomous and begin to operate first and foremost as representatives of the people in their constituencies rather than as Cabinet Ministers in waiting.

2. PUTTING POLITICS AND MINISTERIAL POWER IN

THEIR PROPER PLACES: • We will immediately appoint and strengthen the Integrity Commission, providing the necessary funds for its Secretariat to fulfill its important legal, auditing and investigative roles free from any undue political influence.

• Monitor the conduct and performance of Government Ministers and all elected officials in public life to ensure their “honorable” exercise of duties and responsibilities, and to prevent any behavior that can bring disrepute and shame to our nation, to our government and/or to our Party.

Such embarrassing behavior will lead to their immediate expulsion from the Cabinet.

• If a Minister is found breaking the law he/she will be subjected to the legal process and will face the consequences like any other person, including jail time. The rule of law means nothing if the laws do not apply equally to all.

• To limit the subjective authority of Ministers by removing the discretionary powers and reduce the need for letters from Ministers for everything under the sun. Presently, letters from Ministers are needed for recruitment to the Police and the Belize Defense Force, a hitherto unheard of thing. Public officers will be made to do their job, without fear or favour, and punishment will be swift for incompetence and/or corruption.

GOVERNMENT PROCUREMENT:

In order to give greater transparency, accountability and efficiency to the government’s procurement and contractual processes a People’s United Party government will: • Implement a government procurement process that is transpar-

ent: an E-marketplace for the Government of Belize and state owned organizations based on models used by several countries in the region.

All information will be placed on the Internet and made accessible to the public for their participation in the bidding and supply process of the Government. It is also a fast track system for the public procurement of goods and services making all information available to the public and in particular to the media. At all times the public will know what was purchased from whom (not only the company but also ultimate beneficiary owner/s of the company), and at what price.

• Implement a National Budget Monitoring System to guarantee transparency of the budget and to ensure efficient use of the national budget. The Cabinet will coordinate the budget process, the quarterly publication of budget expenditure and the monitoring and evaluation of budget expenditure of all government departments.

• The Government (through the Ministry of Health) will purchase as many pharmaceuticals for the National Formulary as possible through programs available at the Multilateral Agencies like PAHO who assist in obtaining medication at more competitive prices and of better quality.

ELECTION REFORM:

Within the first year of office we will present legislation to regulate campaign spending. We will also propose and enact legislation to limit campaigning up to the day before elections. On Election Day all campaigning, paraphernalia, advertising etc. will not be allowed as it is done in other Caribbean countries.

• We will insist, by any means necessary, that the UDP Government comply with the rule of law and conduct nationwide reregistration in 2017. The recent findings of 700 pages of unadulterated corruption in the Immigration Department lay bare for all to see the untold numbers of foreigners who received Belizean nationality by fraudulent means with the consequence being that these new fraudsters can and do vote in municipal and general elections, deciding for Belizeans who should be their government.

• Implement a fixed date for general elections similar to that of municipal elections • Implement a transparent redistricting exercise, free from any appearance of political manipulation, with the goal being a fair representation of the public • Introduce campaign financing legislation • Introduce an independent Elections & Boundaries Commission that shall be free from political interference with a Chairman who is appointed in a similar fashion as the DPP and Auditor-General, so he or she can be autonomous and free from the perception of governmental control.

SEPARATION OF POWERS:

• All Judges and Magistrates of the Court will be employed with security of tenure. The PUP will establish sound systems and good practices for recruitment of all officers of the Court and will hold them responsible for the efficient administration of justice and to ensure the separation of powers of the state as clearly stipulated in the Constitution: • Cease and desist from the public badgering and coercing of the judiciary by the Prime Minister and the Cabinet • The Director of Public Prosecution will also be given security of tenure and the Department of Public Prosecution will be given the necessary resources to ensure that it complements the work of the Police to increase the rate of successful prosecution, particularly in murder cases

STRENGTHENING CHECKS AND BALANCES:

We will reconstitute the Public Accounts Committee for the effective participation of the Social Partners in the Senate so as to ensure its proper role in overseeing the sound and prudent management of public revenues and expenditures approved in the Budget.

• We will strengthen the capacities, allocate the appropriate resources and ensure the autonomy of the offices of the Auditor General, the Contractor General, the Ombudsman, and the Integrity Commission to better fulfill their technical mandates and provide the appropriate support to the oversight responsibilities of the

Public Accounts Committee and other oversight committees.

7. FULFILLING REGIONAL AND GLOBAL COMMITMENTS: • We will immediately sign, ratify and fully adhere to the United Nations Convention against Corruption (UNCAC), and will access the excellent guidelines, technical assistance and resources provided to signatory countries. We have to at long last join the rest of the countries of the world in becoming compliant. If that Convention could have led to the imprisonment of the Guatemalan President and Vice-President on charges of corruption, then that’s a Convention we should ratify. It is far more expensive not to sign the UN Convention on Anti-Corruption than it is to sign it. For every dollar siphoned dishonestly from the government’s coffers is a dollar less that we have to support the disadvantaged and dispossessed in our country and a dollar less to create full employment.

8. EFFECTIVE AND EFFICIENT PUBLIC SERVICE: We will take immediate steps to restore the autonomy of the Public Service (establish clear boundaries between the political directorate and the public service) and Public Service Commission to re-establish integrity and impartiality in the recruiting, training, evaluating and disciplining processes, and • We will introduce the necessary legislation with appropriate measures to protect whistle blowers and witnesses involved in corruption cases and to increase the penalties for acts of corruption and public authority abuses.

• The PUP will revert to having Permanent Secretaries (Senior Career Public Officers) as the accounting officers of the specific Ministry/ Ministries.

9. KEEPING OUR FOCUS ON THE LONG TERM: To ensure that the Social Security Board (SSB) is embraced as an institution performing in the best interest of its beneficiaries while contributing to the national development: The PUP will reconfigure the SSB Board of Directors to reflect the expectations of the people. A Board Member representing the Churches will be added to the present Board. The Chairman remains appointed by the Government and would have a casting vote. The Chief Executive Officer is an ex-officio member without a right to vote. The Board Secretary is an employee of the Social Security Board. The Board elects one of its members to be Deputy Chairman. The initial term of office of the Chairman is for a period of five years, and three years in the case of all members. (S.I. No. 16 of 2003) Social Security must be involved in the Health and Productivity of the nation and should be involved in the expansion of the National Health Insurance and Public Hospitals.

Encourage the social partners to clearly spell out the democratic process to appoint and/or elect members to serve on statutory bodies and other governmental boards.

10. Citizens Security: A PUP Government will ensure that all the necessary resources are invested in providing adequate security for all Belizeans. This includes improving the capacity of the Police Department and creating the necessary synergies between the Police Department and the office of the DPP.

11. Educating Citizens on How We Are Governed: • We will promote and support programs on civic education and civic responsibility in our educational system and across our country to strengthen participation of all stakeholders and the general public in policy advocacy, development and other important issues, such as major infrastructural investments, the Guatemalan claim and Article 51 of the Constitution, with the aim of optimizing citizen competence, electoral choices and value-for-money decisions.

• In our first term the PUP will engage in a public education campaign on governance in order to inform our citizens on the various forms of government. If Belizeans believe that we should change our system of government in any way then a referendum will held.

After all the lessons learnt from recent and past experience, the PUP is convinced that the elimination of corruption is a precondition for the transformation of our national development processes.

Ladyville Machete Man Remanded Belize City, Monday, October 3, 2016 A Ladyville resident who was wanted by Police following a crazy chopping incident that sent two brothers to the hospital on September 10 was brought to Court this morning by Ladyville Police.

Police charged Jessie Mejia with a string of offences including attempted murder, use of deadly means of harm, dangerous harm, aggravated assault and wounding. Mejia appeared before Magistrate Aretha Ford, who read the charges to him.

Magistrate Ford only asked him if he understood the charges, but he did not have to enter a plea because the most serious offences of attempted murder, dangerous harm and use of deadly means of harm will be heard on indictment at the Supreme Court, after a preliminary inquiry is held in the lower court which will determine if there is sufficient evidence to send the case to the Supreme Court for trial.

Mejia, 21, has been charged with the attempted murder of Frank Tejeda, 34, and the wounding of Leroy Tejeda, 33.

On September 10, shortly after midday, Leroy and Frank Tejeda were by their mother’s barbecue stand, located between Miles 9 and 10 on the Philip Goldson Highway, when they were approached by Mejia, a man with whom they had reportedly been in an altercation.

Police reported that after Mejia arrived at the barbecue stand, an altercation occurred between him and the two men.

Jessie Mejia Cocom told reporters that Mejia had left the area, but told the brothers that he would return. Cocom said that Mejia returned and emerged from the bushes behind the barbeque stand wielding a machete which he used to inflict the chop wounds to the brothers, before he fled the scene.

Police said that when they arrived, they found Frank sitting on the ground. He was suffering from a large cut wound to the right side of his face and another cut wound to his back. His brother had a cut wound to his right thumb.

Police transported both men to the Karl Heusner Memorial Hospital where Frank was admitted in a critical condition and Leroy was treated and released.

Due to the nature of the offences, no bail could be offered to Mejia and he was remanded to the Belize Central Prison until his next court date on December 7.

Portions of the siding for Miss Smith’s house are rotten and falling apart; the family gets wet even in their beds when it rains, and they have to fight with rats to keep them outside. Due to the battering from Hurricane Earl the situation has gotten much worse.

As bad as her housing situation is, NEMO and Port Loyola Area Representative Anthony “Boots” Martinez give poor Dorla and many other residents in similar situation absolutely no housing assistance no zinc , no plywood, no nails, not even a screw because they are branded as Opposition PUP sup-

porters. On the other hand UDP supporters are given new ply-cem houses along with plywood, zinc, and other construction supplies.

Proper accounting for construction supplies for marginalized Belizeans is almost non-existent.

Court Dismisses Charge for Curfew Violation Belize City, Monday, October 3, 2016 It has been several months now since the top cop of the Southside Assistant Commissioner of Police Chester Williams has been experimenting with a curfew for the children in Belize City who are found on the streets after 9:00 p.m.

In enforcing the curfew, Williams has placed reliance on the law which governs families and children, but it is still not known how successful the Belize City curfew has been.

This morning, however, a man and his common law wife appeared in the Magistrate’s Court, charged with violating the curfew.

Soloman Alvarez, 47, a self-employed man and Stephanie Mortis, 31, his common-law wife, appeared before Magistrate Aretha Ford to answer to a charge that they violated Regu-

only comes to the house to visit them and that sometimes when he visits, he would leave all kinds of hours. She stressed that her son does not sleep at their home.

Magistrate Ford ended up dismissing the charge from the couple and outside the courtroom, Alvarez told Court reporters that the boy has been giving trouble in the past and that he is left with no other recourse than to try to get him into the Youth Hostel to see if he would change his behavior.

Alvarez also mentioned that he and Mortis did their best to explain to the police that the minor does not live at their house anymore, but he said the police still ended up charging them. They were offered station bail so that they were able to go home before coming to Court.

The existence of such loopholes makes housing assistance for the poor another hotbed of corruption.

That is very unjust and unfair to marginalized persons like Dorla, who call Belize their home.

All those who support freedom of speech and oppose victimization of the most vulnerable Belizeans should do the following things.

1) Tell Boots Martinez and NEMO, “For God’s sake stop it.

Provide Miss Dorla and other families with the needed housing assistance.

2) support a raffle, Bar-B-Q sale or other fund-raising event to assist one or two deserving families with some construction supplies 3) request that the government build proper 2 or 3 bedroom concrete low-income houses for deserving families 4) request that any government allow the Opposition Representative or standard bearer in each constituency to select the recipients for 5 government houses each year.

THE BTL ALBATROSS By: Norris Hall You’ve got to be an eternal optimist to be looking for a gold nugget in a mountain of horseshit when all indications are that it is not there. This is exactly where the Prime Minister has his head buried, weighed down by the albatross called Belize Telemedia Ltd. It is almost now a state-owned company pirated from a foreign investor.

The Prime Minister, following his election in 2008, moved to nationalize Belize Telemedia Ltd. This hostile move was against the advice of international bankers.

It is proving to be the most costly corrupt sleight-of-hand by a politician. It is obvious, now, that it was a serious miscalculation - a foolhardy decision by the Prime Minister.

It has been subsequently revealed that during all the litigation on the BTL saga, the Prime Minister also had a secret “mano-a-mano” with his sometimes nemesis, Lord Ashcroft, who was the strategic investor in BTL. Experienced observers say there may have been, perhaps, a personal quid pro quo between to two.

A BURDEN ON BELIZEANS After eight years of costly legal battles, this saga is about to end. It is however a heavy debt on the people of Belize. They will carry it for a long time – perhaps even many lifetimes. The PM is now trying to sell - to promote - this deceptive package.

It is obviously a massive folly.

When he hijacked BTL, he said in 2009 that his government was not going to pay more than $162 million for the company. What we ended up paying is an outrageous half a billion dollars and counting. He tries to soften this massive debt by calling it “a bill”. It is not a bill, like from a grocery store. It is massive national debt.

A GAME OF THRONES Now, after this hostile acquisition of BTL (which has given Belize international black-eyes) the PM was checkmated by Lord Ashcroft. Ashcroft’s legal maneuvers ended in a windfall for him. The scenario could have been different if BTL was allowed to operate on a profit-sharing basis and with negotiated adjustments to the investments and a new accommodation agreement. It has turned-out to be a costly game of thrones.

The Prime Minister initially used his political hammer to defy a Supreme Court ruling against the nationalization of BTL. With the required majority in the legislature, he forced a Constitutional amendment that allowed him to grab the Company without any thought of the possibility of serious financial repercussions.

Having lost every legal challenge on what his government was ordered to pay for the acquisition, the PM is trying to put a positive spin on this rotten deal: “We are now free and clear in terms of our ownership of BTL” he said. He called it “a good deal”; he said the “company is worth over half-a-billion dollars” and that “in terms of the profits the company will make, we are well ahead of the game.”

SELLING ICE TO THE ESKIMOS If the Prime Minister is as cocksure as he wants us to believe, then he should be selling ice to the Eskimos. But his dry ice proposition is a clear indication that he is being disingenuous. He is simply lying. How could BTL ever become profitable given this massive cost of its acquisition if this acquisition was done as a private business transaction? Could BTL become profitable given the massive cost of acquisition?

What is the point of the people of Belize owning a company with such a massive liability? The government’s debt for this now state-owned company cannot be separated from its day-to-day operations. But the Executive Chairman seems to be orbiting in a different universe. The company has been hemorrhaging since its nationalization. The Executive Chairman recently said that it will have to borrow for investments in new and rapidly evolving technology.

BTL currently operates in a market with a population of 377,000 people. By the year 2030, fifteen years from now (when the PM says that it will become a gold mine) the population of Belize, at the current population growth rate of 2.8 percent, will be 573,000 - not even double. There are no indications that there will be a magical growth in the market. What has the Mr. Prime Minister been smoking?

The company also has to upkeep depleting assets that are rapidly becoming obsolete. These dinosaurs are bleeding its operations. Its competition is taking a much bigger share of this very small market. BTL is a losing proposition when we consider the government’s investment. The due diligence would not have attracted any new serious investor.

The Prime Minister has been asserting and trying to sell to the Belizean people that the value of BTL is $550 million. That is what he made us pay for it. More actually! But that is NOT the book value. There is a big difference!

BTL will not meet the Prime Minister’s assumption that it is a cash cow. It will not be making big profits anytime soon, if indeed at any time. A review of BTL before the hostile takeover showed that the company’s net income was almost $315 million with annual revenue of $26 million. There are also factors in the equation that make it clear that the Prime Minister’s assertion is nothing but poppycock when we consider a number of other factors in the equation.

Missing from the Prime Minister’s assumptions are the annual interest on amortization, other payments such as a loan to Sunshine Holdings, the repayment on a loan from the Social Security Board and the Government of Belize, and the massive cost of litigation, mostly due the PM’s brother. This cost has not been revealed. It must be. It has been paid from the public coffers.

But just also imagine what more than half a billion dollars could have done to improve education, teachers’ salaries, help for the elderly medical and social services, poverty alleviation, defense, improving the productive sector and income distribution.

Just imagine!!!!!!

Good Governance – GOB Style By: Dr. Kent Novelo It would seem as such a simple concept - so simple in fact that it should be impossible for anyone to not embrace it. How can the simple concept of wanting to leave a better nation for our children, by having an accountable and corrupt free government, be labelled a bad thing?

Apparently though, some don’t think it is that simple and much less, a noble and pursuable concept. Our rulers have dug deeply in their bag of tricks and have utilized all sorts of ploys to try to enrage parents and the general public against the BNTU. Agents for the GOB, including cabinet members, have been doing their rounds on talk shows, social media and at schools trying fervently to persuade teachers not to strike. Their arguments are many but they all ring empty.

I have heard their hypocritical stance where they beat their chests and proclaim their bountiful love for our children and exhort teachers to not “abandon” the children. It would be apropos for these honourable men and women to be reminded of the following somber facts as presented by UNICEF Belize in December 2015: “49% of all children in Belize live below the poverty line,” which translates to malnutrition, and “if not urgently addressed, the national stunting rate of 19.3% will have serious and irreversible consequences to their mental and physical development.” That type of “honourable love,” I’m sure, our kids could do without!

Words have been used in misleading ways as if they were synonymous. Being “legal” is not the same as being “right.” Even though nepotism is legal in Belize, it is not right; it is corruption in its fullest expression. Conversely, even if the BNTU’s strike is determined to be illegal, it does not make it bad, regardless of how many statutory instruments are imposed by the GOB. The demand for good governance is a good thing. It would be appropriate for these honourable people to be reminded of Tacitus’ quote, “the more corrupt the state, the more numerous the laws.”

To advance the image of being a conciliatory leader and not an imposing ruler, the PM offered the impression of conceding to the demands of the people by accepting the cry for a senate select committee to investigate the “wrongdoings” cited in the Auditor General’s report. We all know whose motion was approved in the Senate and this brings to question GOB’s priorities. Is there an honest desire to shed light into the acts of corruption, which the PM himself has admitted exists in the government? Where is the two-sided machete that he promised? Simply put, his actions are not congruent with his words.

If only these honourable people would put the same amount of effort into BEING good governors as they do PRETENDING to be good governors, we would actually have a chance of having a good government. But lacking determination by them, it will remain wishful thinking on our part.

We should all join the BNTU in their righteous call. It should be about saving our country; not about saving a party. We should all be pronouncing to the teachers that we also have their backs.

a oficina del Primer Ministro se ha convertido en el Departamento de Defensa y Maniobras Evasivas. El Señor Barrow, por culpa de su grandilocuencia y ambición por el poder, ahora se ve obligado a pasar mucho tiempo defendiendo sus acciones y las acciones de su gabinete.

Esto lo hace aun mientras escándalo tras escándalo, maloliente de corrupción, amenazan con hundir la nave del estado. El Amo del Juego se ha visto obligado a utilizar todos los trucos y artimañas a su disposición para desviar y esquivar el escrutinio REAL y cualquier rendición de cuentas.

Hay un tema subyacente en las manifestaciones que llevan a cabo los profesores mientras mantienen una lucha audaz y valiente. Quieren un cambio real, un cambio significativo en beneficio de todo el país y todos los Beliceños. Están hartos de las mentiras y cansados de la retórica. Sienten que han sido engañados por Dean Barrow, tomados por tontos por este hombre que los utilizo para pelear sus batallas políticas en aquellos tiempos tumultuosos de hace más de una década.

Dean Oliver Barrow traicionó a los maestros y todos los que creyeron que él y su administración UDP harían lo correcto.

Los maestros lucharon entonces por el buen gobierno y para acabar con la corrupción. El Señor Barrow les prometió todo lo que querían, implorando que se Imaginaran las posibilidades. ¿Recuerda esto? Les prometió un Senado empoderado en el cual el gobierno no tendría una mayoría. Mintió. Prometió una ley en contra del Enriquecimiento Ilícito por la cual los ministros podrían ser procesados. Mintió. Prometió que el Seguro Social y el DFC estarían bajo el control de los interlocutores sociales. Mintió. Prometió aprobar una ley para regular el financiamiento de las campañas. Mintió. Prometió nombrar un decimotercer (13) senador. Mintió. Prometió aprobar una ley que impediría a los funcionarios elegidos de incurrir en conflicto de intereses, nepotismo y amiguismo. Oh Señor mío, que gran mentira fue esa.

El Señor Barrow no sólo mintió repetidamente a los que confiaron en él. Los utilizo y, entonces y ahora, les escupe la cara y continúa tratando de convencerlos que la humedad que sienten es lluvia.

Es difícil de comprender, realmente, por qué el Señor Barrow espera que los profesores van a creerle cuando él les dice que en algún momento indeterminado, en una fecha futura por decidirse encontrará la buena gobernabilidad en algún lugar desconocido. No es un hombre conocido por decir la verdad. No es un hombre de palabra. Ciertamente él no es un bastión de la integridad

y honestidad y decencia. Sin embargo, en sus ojos él es rey. Y así, lo apropiado es que los profesores y de hecho todos los beliceños deberían aceptar su palabra como Evangelio.

Este es un momento crítico para el país, y para la administración del Primer Ministro. Los maestros han demostrado que están serios en sus demandas por la rendición de cuentas, transparencia y buen gobierno.

Han mostrado estar hartos de las mentiras. ¿y que hace el Señor Barrow?

En el Senado la semana pasada, el Señor Barrow podría haber demostrado que escucha el llamado. Al contrario, en lo que fue una manifestación verdaderamente despreciable, vil y profana, el Senador de la Iglesia se convirtió en un Senador UDP que fue utilizado para presentar una moción viciada. En lugar de abrir su administración al escrutinio, el Primer Ministro utiliza su mayoría para votar en contra de enmiendas que habrían permitido una investigación verdaderamente objetiva y justa. Imagínese: los Senadores UDP más el nuevo Senador UDP Pastor Rocke votaron que estaba bien que personas acusadas por irregularidades en los informes de la auditoría podrían sentarse en el Comité Selecto del Senado. Es increíble.

El Señor Barrow pudo haber sido respetuoso con los profesores. En cambio, les dio rienda suelta a sus perros en los órganos del UDP, en los medios de comunicación social y en las calles. El UDP acusó a los maestros de ser analfabetas y hambrientos por el dinero, ignorantes e incompetentes. El Ministro Wilfred Elrington dijo el fin de semana sobre los maestros – “no sé si tienen la sabiduría o la capacidad o la competencia para ocuparse de esos asuntos.”

El Señor Barrow podría haber accedido a la petición de buena gobernabilidad, porque nadie debe de tener que exigirle buena gobernabilidad a ningún gobierno.

Por el contrario, ha utilizado al Ministerio de Educación y Ministros para intimidar y atemorizar a maestros, amenazando la pérdida de salario y sustitución en las aulas.

El Señor Barrow podría haber escuchado. Pudo haber intervenido. Podría haber hecho lo correcto. Al contrario, continúa haciendo lo de siempre - defender y esquivar.

Pero se está quedando sin lugares para esconderse.

Todo Belice debe estar orgulloso de nuestros profesores que siguen de pie fuerte y parándose frente a la presión y ataques implacables. Esto realmente es hacer historia, es una reprimenda de primera orden para el Sr. Barrow.
