OPINION OUT UB President insults the intelligence of its stakeholders

Dear Editor, “Education is the most powerful weapon which you can use to change the world” – Nelson

Mandela Congratulations to the over 500 students, who graduated from the University of Belize on Saturday. No words of praise for UB President Allan Slusher for his remarks, however, as there was no freedom of expression for the two most outstanding students in the graduating class of 2016.

In his half hour remarks on Saturday the President, who is responsible for the daily operations of the university, said absolutely nothing about the institution under his care. Instead, Slusher devoted his entire speech to the development of the industrial revolution in the United States and European countries such as Spain and England.

In addressing the graduating class of 2016 the President of UB said not a word about expanding the university to other areas of the country, offering degrees in new subjects, increasing the student enrolment, or making the university more affordable.

Neither did Slusher use his remarks to share information about greater accreditation for UB, raising the standard of the university, properly compensating lecturers for their work at the university level, or plans to make the

subjects offered by the university more relevant to the needs of the country.

The minimum qualification for President of the University of Belize is a doctorate degree. Due to political connection Slusher who only has a Bachelor’s Degree; and therefore who is unqualified, was given the top job at the university. It’s no surprise, then, that UB hasn’t made any progress on its many critical issues with Allan Slusher as its President. For that Slusher should be fired from the university immediately.

As the highest learning institution in the country, the University of Belize should be a trailblazer in excellence throughout the Jewel.

Our youths should see UB students as their role models for success in their education.

From high school to sixth form a valedictorian and a salutatorian are selected by every learning institution for their commencement exercise and each of those two persons is allowed to deliver an address at their graduation ceremony. That is done to encourage students to excel in their learning and to encourage critical thinking and freedom of speech in the country. No such thing at UB. Under the Presidency of Allan Slusher, the university has taken a step backward in promoting those three things. Today UB students have to look for inspiration in the valedictory and salutatory address of graduates below their level of education since UB scrapped commencement addresses by its two most outstanding students to ensure that such persons do not use their speech to raise serious concerns about the university, challenge policies of the government, or openly express their thoughts on other burning issue in the country. What a shame!

Slusher used his remarks at UB graduation on Saturday to try to divert attention from the real challenges that confront the University and insulted the intelligence of its students, lecturers and other stakeholders including parents.

Why no watta in Hopkins still?

Dear Editor, With all the heavy rains we have been having every night in Hopkins, the reserves should be full. Then why do we have no water pressure in Hopkins?

There is $60,000 in the account, why are they not using it to fix the water pressure problem? Establishments have had to close because of it. We the locals, businesses people, our Tourists, must use buckets to get water from the sea to flush toilets.

We get no discounts for the lack of service, no rebate for buying truckedin river water, no reinbursement for our pumps that burnt out because we had no watta. Major expense has been paid out because of this continual watta problem. The Hopkins Watta Board’s account seems to stay full, while we drain our bank accounts to have watta we pay for.

Why are the Minister of Tourism, Minister of Health, Minister of Consumer Protection, Bureau of Standards, Minister of Urban Development, and the Hopkins Watta Board not doing anything about this ongoing problem? It is a never ending saga.

In Hopkins we ask each other, “do you have watta?” We need to ask, “WHY do we have no watta?”

This has been a problem in Hopkins from before we were the Number One Destination. Is it the people’s fault, because we allow and except it? It is time for change. There is more than enough money in the Hopkin’s Watta Board’s account to fix it and never have this problem. It is time for change, a new Watta Board is essential, as well as a new Village Council.

One that will never allow this to happen. What a nice way to live with watta every holiday, every day, instead of the way we are living, without watta for 5 weeks this time, while last time it was 14 weeks.

Continued from page 1 qualifications are limited to an Associate’s Degree in business administration from the Corozal Junior College and a certificate from the Mexican navy for a training course. So why has he been appointed to a post that requires a Master’s Degree in Public Health or at a minimum work experience of five years in Public Health Administration, Finance and Human Resource Management?

That’s what concerned minds want to know!

Monima’s appointment has received wide criticism and condemnation, including calls from the PUP’s Northern Caucus for the Minister of Health Pablo Marin to rescind the decision.

If Monima cared the least bit about his country he should have refused such an appointment if it was one that he himself did not seek. If he sought such an appointment then we are sure that he, like Pablo Marin, cares not about Belize.

Monima’s appointment is not just a slap in the face of all Belizeans; it runs contrary to Strategic Objective 2 of the Belize Health Sector Strategic Plan 2014-2024. The Ministry’s own strategic plan requires that the Ministry builds “strong leadership and governance at all levels” of the public health sector.

Is this Pablo’s idea of strong leadership and good health service governance?

An unqualified, untrained and inexperience political crony? Sadly, the joke is on us because Pablo Marin and his family can afford the best private doctors in Belize and if necessary they can fly abroad to seek such services.

So where does this leave the ordinary man and woman in the North? Up the proverbial creek!

According to the Ministry’s strategic plan, one of the strategies to be employed in pursuit of strategic objective 2 is the decentralization of management. Decentralization would mean even greater autonomy for the health regions. We caution that decentralization in an atmosphere of incompetence will spell nothing but disaster. It has been less than three years since such incompetence manifested itself at the KHMH. Thirteen innocent babies had to die before Pablo Marin would do anything. Is this what we wish for the peoples of the North?

It must be clear to all by now that Monima’s appointment was done not to advance public health in the North; it was done merely to satisfy a selfish and cruel political end. Once more the UDP has put politics before country.

Just last week the Area Representative for the Albert Division, Tracey Panton, stated quiet boldly that the sole objective of the UDP is to win the next election. The objective of the UDP by their own admission is not to provide

good governance; not to defend our sovereignty and territorial integrity, and obviously not to provide the best health care services to the people of the North! It is simply to win the next elections.

In true UDP style, when Monima’s appointment hit the news, everyone distanced themselves.

Everyone played lost! The CEO was unsure what qualifications Monima holds and Pablo’s deputy could not explain to the Belizean people how such an appointment could have been made. What does that tell you about the state of the Ministry of Health when such a foul appointment could have been made, apparently by the Minister himself without consulting anyone?

We note however that such an appointment requires the approval of the Ministry of the Public Service and guess who is the CEO there?

You guessed it. The famous dentist and former CEO in the Ministry of Health, Peter Allen.

Pablo and Peter have been the worst duo in the history of public health in Belize. It was on their watch that 13 innocent babies died at the KHMH. It was on their watch that more than $300,000 was stolen from the southern regional hospital. It was on their watch that they hired the daughter of Erwin Contre-

03 3 ras for a senior post for which she is not qualified.

So where are the health care professionals in all this? Why haven’t we heard from the Public Service Union? What about the Belize Medical and Dental Association?

The Nurses Association perhaps?

How about you Belize Medical and Dental Union? Why the silence? Do they not see the potential risks to the Belizean people posed by this latest appointment? We challenge all of the people named above to stand up for Belize. To speak out against such harmful practice before some poor Norteño loses his/ her life; before a mother dies during labour or before the hospital infrastructure crumbles further. Do something and do it now!

As we leave let us just say that talent mismatch is dangerous in any profession but it is even more dangerous in a public health setting where people’s lives are at stake. Monima we are sure has some talent but that talent has been misplaced with his appointment as Regional Health Manager for the North. Arguably Monima will not be dispensing direct medical services, but as the Regional Health Manager, he gets to make decisions that have direct impact on the delivery of such medical services. This is dangerous for our brothers and sisters in the North and we condemn it most vigorously.

Monima must go!

Love on the Rocks!

Saw Sedi on TV last night, him and Carlos Raul Morales.

They both talked at the OAS General Assembly. This is the part I don’t get. Carlos Raul was professional and straight up, no grins or giggles. But when it was Sedi’s turn I swear all that was left was for him to jump into Morales’ lap and give him a big smack on the lips.

Sedi does love those Guatemalans to bits. It’s crazy. These fools are claiming half of our country – wait, Sedi just said they want the whole country – our little jewel. They want it all. And Sedi is still up there behaving like he and Carlos Raul are bloody best pals. It’s nauseating. Sometimes I wonder if Sedi is a Belizean or a Guatemalan. He certainly seems to love them more.

ICJ Without a Referendum!

Here’s another thing. Every time Sedi and Carlos Raul talk about the territorial issue they talk about going to the ICJ. They don’t talk about referenda. They talk about going to the ICJ. Get it? Hold up there Jack, just one gosh-darned minute. Ain’t nobody rushing to go to no ICJ! This crowd done messed up everything and lost us the Sarstoon. So let’s not talk about the ICJ just yet. You bozos need to bring that s@#t to the people and let us tell you where you can put your ICJ idea. When the people decide that we go to the ICJ then we go – not before. And trust me on this – the people are not excited about going to the ICJ right now. Know why? Because we got a bunch of incompetent clowns in government laying all the groundwork and we don’t trust them no way no how. Let the PUP get up in there fully and show Sedi how it’s done and then, maybe then, we can talk about the ICJ. Welcome to Belize!

Y’all heard that there’s a new little Melchor in Belize? Yup, it’s located on the border in the Chiquibul. The BDF found it a couple weeks ago while they were on patrol – a cute little community with about twenty Guatemalans chilling, planting stuff. You know – stuff like corn and beans and vegetables and pumpkin and marijuana – just your basic everyday Guatemalan farming community. The BDF ordered them to leave but the last I heard Sedi had put a stop to that, telling the BDF that we must be nice since Guatemalans are our brothers. Next thing I hear Sedi had the BDF helping to harvest the crops and building little thatch additions on to little thatch houses. That’s how we do things in Belice. Bienvenidos a todos. This weekend Sedi is planning to bake some pies and deliver, sort of a homecoming thing. Don’t look at me, I wouldn’t be surprised at all the way things are going. We in some deep excrement right about now.

Coast Guard to the Rescue!

I know Pablo is an electrician but I don’t think even he could fix the bulb in his head that flickers on and off, more off than on. That dude got a serious mental short in his wires. Check this one out. The new Regional Health Manager for the North is Audibaldo Monima. Let’s just call him Baldy for short. So Baldy is in the Coast Guard, right? Nothing to write home about.

Dude got just an Associate’s in something business related, knows nothing about health except from a basic First Aid course he took in the Coast Guard. But now Pablo says YOU, Baldy, will be our new Regional Health Manager. You have what is takes. What the hell, Pablito? I think a fuse just blew in your head. But wait, two for one. Pablo decides to hire Baldy’s wife too. She’s Mexican, but hey no big deal. Let’s just bypass all the Belizeans who have their degrees and have put in their time because they sure as hell don’t matter. Well I have something to tell you Mr. Electrician Sir. This one will come back and bite you in your back parts. You can take that to the bank and cash it.

Yellowman for Mesop!

Breaking news. Yellowman has announced that he will be running in Mesopotamia when the Finny One steps down at the end of this term. How yu like dat one? First Zenaida, then Shyne Barrow, now Yellowman. What a ting.

But for now, that’s all I’m gonna say about that.

WHERE THERE IS NO VISION…

Scripture tells us, ‘where there is no vision the people perish’

L

atest estimates according to statistics released by the Ministry of Education led by the newly-crowned Deputy Prime Minister in the Barrow Administration, Patrick Faber, indicates that the gap between those accessing education and those who don’t has been increasing nearly as fast as his ego.

There are approximately 105,221 students enrolled in school from pre-school to university level. 7,400 are in pre-school, 68,812 are enrolled in primary school, 20,539 in high school, and some 8,470 plus at the tertiary level.

Recently 7,257 students sat the Primary Selection Examination (PSE). Of this amount a quarter of them or 1,800 plus, for various reasons from lack of classroom space at the high school level to the financial wherewithal to go on to high school, will not be furthering their education. The new Deputy Prime Minister when asked the question if there were enough space at the high school level for every student leaving primary school answered “yes” and that the information was readily available at the Ministry. When the media pressed to get the info they were told that it was in fact, not readily available.

There is just not enough room and even though a subsidy of $300 is given to certain students it is just not enough to curb the rising cost of education in Belize. When one factors in the rising cost of uniform, books, footwear, travel and daily food expenses, many parents simply cannot afford it and those who do send their children do so at an enormous sacrifice and massive strain on their meager income.

Another disturbing statistic indicates that over 12% of our students who do go on to high school will not make it all the way to graduation.

That means that of the 20,000 plus enrolled in high school, 2,400 plus will not graduate.

Now to the meat of the matter. This year alone, we will have 1,800 persons who will not go on to high school, about 1,200 who have dropped out of high school, and some 5,000 plus graduating from high school, junior colleges and university who will be job hunting in a Barrow and Faber economy that is shrinking and creating LESS THAN 500 jobs annually. The Barrow administration promised that they would create 5,000 new jobs. We have seen evidence of special jobs created for UDPs and their cronies, like the “Minister’s Aide” position made up to maintain Khalid Belisle before he entered electoral politics.

Belize, we have a serious PROBLEM. This current UDP administration with its pseudo intellectuals, the Carla Barnetts, John Saldivar, Patrick Faber and Mr. Know it all Dean Barrow at their very best can only create less than 10% of the jobs desperately needed in Belize.

What is the end result of their incompetence and their failed and failing economic policies??? Growing poverty and hopelessness in this country! Young people graduating with dreams and aspirations will soon waking up to the rude, harsh and cruel reality that there are no jobs to meet their training or educational levels, and in many cases no meaningful jobs at all. Some students graduating with Bachelor’s Degree end up working at Call Centers. Some will end up waiting

tables or working as shop stewards. The official employment figures seem to overlook the hundreds of young people who are grossly under-employed, underpaid and living from paycheck to paycheck.

Actual GDP contraction in Belize between July to December 2015 was recorded at -1.72%. In January of 2016, the GDP contraction was -0.253%. The Petro Caribe spending bonanza is done. As a matter of fact Barrow has not so much as mentioned that word since the November 2015 general elections. Our total external debt is a whopping 3.2 BILLION dollars and growing. Belizeans, we inna trouble.

Our country is in serious economic problems with a UDP government inept of answers to deal with the crisis. The International Monetary Fund (IMF) has prescribed austerity measures which the Barrow Administration has accepted and will be implementing gradually. Mass retrenchment is again a real possibility and the massive increase in taxes, as is occurring with fuel, will further burden an already suffering people.

Barrow and his bunch of dodo birds must be held accountable for demonstrating such lack of vision and inadequate planning.

We currently produce only 25% of the food we consume in this country. We have the arable land and capacity to produce at least 80% of our total consumption needs. Much more focus needs to be put into agriculture. Our educational system, with its huge budget, must be centered on forward planning and emphasis must go to agriculture and food production education.

UDP Minister Tracy Panton was recently heard saying, “Our only goal as a party is to win the next elections.” Is it not obvious that they live and function only to win elections? This country, its thousands of graduates in need of jobs and opportunities are in no way a priority to this hapless, power-hungry bunch. The poor students who still cannot get their diplomas because they have pending bills at their high schools, or those who cannot sit an exam because they do not have the $2.00 for paper fee are of no concern to Barrow, Faber and the UDP. This government has no vision for the future development of the nation Belize. The mess created by Barrow and the UDP is here. Belize according to an Independent Study conducted by the Inter-American Development Bank is at the very bottom of the Academic ladder in Latin America and the Caribbean. Under Faber and the UDP our educational system is in crisis!

The chickens have come home to roost. Poverty, unemployment, lack of opportunity and hopelessness prevails. Crime, violence and mindless revelry have taken over. The levels of drug-use, in particular alcohol abuse, have increased as our people wallow in depression.

As a people we deserve better. We deserve a Belize that offers us a meaningful living conditions and real chances of prosperity. This is the Vision of the PUP. This is the driving force behind our planning and strategizing. Our Party Leader Hon. John Briceno’s mantra has been embraced by all and we will work hand in hand with him and every Belizean to create a Belize that works for everyone!

And so it is with the BELIZE TIMES’ coverage of High School Graduation Season 2016. We’ve extended our already extensive coverage by another week to include even more schools, more students and more academic achievements and excellence.

We open this week’s coverage with Belmopan Baptist High School, out of the Cayo District. According to school principal Mr. Jerry Roberts, the ceremony was held on Thursday, May 26th, 2016 at the University of Belize Auditorium in Belmopan City. 46 students graduated, with the top students all hailing from the class of 4-Love, being: Mr. Joel Felipe (Valedictorian), Ms. Dorita Te (Salutatorian) and Ms. Doralyn Sabal (3rd Place, delivered the Vote of Thanks).

We move on to a pair of schools that held their graduation ceremonies on the same day – Saturday, June 4th, 2016.

The first of these is Orange Walk Technical High School in the Orange Walk District.

According to the school’s Principal Mr. Julian Polanco, the ceremony was held at the Orange Walk Multi-Purpose Complex in Orange Walk Town.

122 stuidents took that faithful march, and leading their ranks were: Ms. Alondria Cawich (Valedictorian, of Class 4/Business-1), Mr. Elvis Silva (Salutatorian, of Class 4-Science) and Mr. Carlos Perez (3rd Place, also of Class 4/Business-1).

According to school officials we spoke to via phone, 168 students took the march and leading them were: Ms. Neidy Reyes (Valedictorian, of Class 4-Tourism), Ms. Carrie Bowman (Salutatorian, of Class 4/Business 1), Mr. Daniel Antonio (3rd Place, of Class 4/ Science 2; will deliver the Vote of Thanks) and Mr. Marlon EscobarPlacida (4th Place, of Class 4/ Science-1).

Next up on our list is another Southern institution, Julian Cho Technical High School in the Toledo District. According to school officials, 134 students graduated on Saturday, June 11th, 2016 at the school’s Auditorium in Punta Gorda Town. Leading their ranks were: Mr. Gregorio Ack (Valedictorian, of Class 4-Science), Ms. Lynie Teul (Salutatorian, of Class 4-Business) and Ms. Roxanna Vaki (3rd Place, also of Class 4-Science).

Moving to the West, Mount Carmel High School in the Cayo District also held its graduation ceremony this past weekend, on Sunday June 12th, 2016. It was preceded by a Parent’s Night event on Saturday, June 11th, 2016. Both events were held at the school grounds in Benque Viejo Del Carmen. According to school officials, 77 students graduated and leading them will be: Ms. Jeiny Murillo (Valedictorian, of Class 4H), Ms. Lilly Quetzal (Salutatorian, of Class 4-C) and Ms. Florinda Santos (3rd Place, also of Class 4-C).

The final school for this article and our series is the Corozal District’s Chunox St. Viator Vocational High School. The school held its graduation ceremony on Sunday June 12th, 2016 at the school’s grounds. According to school officials, 19 graduates will take the march, and leading them, all from the school’s sole 4th Form class, were: Mr. Heider Tun (Valedictorian), Mr. Jilmar Lopez (Salutatorian) and Mr. Norberto Montalvo (3rd Place).

And so that officially brings to a close the BELIZE TIMES’ coverage of this year’s High School Graduation Season 2016.

It was our humble pleasure and privilege to cover these outstanding schools and students. And while the receipt and sharing of such vital information from the schools, as well as the level of cooperation from the students can certainly be improved on; in many ways, we wouldn’t change much of it, because it makes our coverage that much more important and relevant. Hon. Landy Habet distributes corn seeds to farmers Santa Familia Village, Cayo District, June 14, 2016 With the start of the rain seasons, farmers are hoping that their lands will become fertile enough to carry out planting and growing of vegetables. Many communities in rural Belize are very dependent on farming and reaping, both to feed their families and to make a living.

But many communities are facing increasing pressures with the exacerbating cost of seeds, fertilizers and other farming and production supplies. This situation is not limited to small farmers.

Even large farmers who have invested millions have seen those inputs go to waste because of an unsustainable environment in the agro-productive sector and non-existent support structures from the Government.

Cayo North East Area Representative Hon. Orlando Habet has been monitoring the needs of his constituents, many who live in farming communities.

This past weekend, he responded to an urgent need for support to farmers and residents in Santa Familia.

“Villagers do not have much access to good local corn seed stock.

My PUP Cayo Northeast Committee and I bought selected local yellow and white corn seed from CARDI and dis-

07 7 tributed both along with some fertilizer to needy small farmers in Santa Familia,” shared Hon. Habet with the BELIZE TIMES. The donation of corn seeds couldn’t come at much needed time. Local corn seed is becoming very scarce, driving the price beyond the reach of small farmers. Imported yellow corn seed sells for $10.00 per pound, which is still rather expensive.

Imported corn is not the favoured commodity, however. Farmers appreciate the local corn seed. They claim that for consumption purposes, the local corn has a better flavour and consistency. Hon. Habet kept this in mind and made sure that he supplied 100% local corn seeds.

In a few months, the donated corn seeds will turn into beautiful green corn rows and produce much needed corn that will feed thousands of Belizeans.

This is the kind of support that the Government, with its “millions and millions” that the Prime Minister had announced was coming to the people of Santa Familia two years ago, should be providing.

Pure trickery it was, however.

Fortunately, Hon. Habet understands the needs of his people in Cayo North East.

While he does not have “millions” of dollars to promise or give, he does have unlimited love and care for his people to work hard for them and not abandon them.

08 8 WITNESS NEEDED IN MARLON BONNER MURDER CASE

Wednesday, June 15, 2016 Belize City Southside’s top cop, Assistant Commissioner of Police Chester Williams, has decided to use social media to appeal for the public’s assistance in solving a recent murder. On Tuesday, Williams posted on Facebook – “we now have the suspected gun man, the man who was brave enough to go and shoot Mr. Bonner barefaced in the presence of many others, but the usual problem is manifesting itself - no one wants to give a statement”.

On Sunday at around 4:00pm Marlon Bonner, 34, a resident of Central American Boulevard in Belize City, was brutally murdered on a basketball court at the corner of Faber’s Road and the Boulevard. Bonner was under a tree waiting for his turn on the Court when a gunman, unmasked, calmly walked up to him and fired shots which hit him in the head, back and chest. Bonner died on the spot.

The court was crowded and

the shooter did not try to hide his identity. By Monday Police announced that they knew exactly who he was, and also knew the identity of a second man who stood watch on the street outside the basketball court to give his accomplice time to commit the murder. But ACP Williams also made it clear that they were having trouble getting any of the many witnesses to give a formal statement implicating the killer.

So what was the motive for the cold-blooded murder? That seems currently unclear to Police. Bonner, the father of three children, was not affiliated with any gangs so his shooting is not believed to be a fatal symptom of the gang violence which continues to plague the Southside.

The Police are appealing to anyone with information which can assist them in laying charges against the suspected gunman to contact ACP Chester Williams or to contact the nearest Police Station.

MOSE HYDE BLASTS SEDI FOR LIES!

Belize City, June 15, 2016 Krem WUB’s no-nonsense morning show host, Mose Hyde, laid it thick on Foreign Minister Sedi Elrington on Wednesday morning for his lies to the nation about his discussions with Guatemala.

Following Elrington’s junket to Istanbul, Turkey in May, to meet the Guatemalan Foreign Minister Carlos Raul Morales, Elrington reported to the nation that the purpose of the trip was to negotiate an agreed protocol on Sarstoon. Following the meeting, the Government’s press office reported that while a negotiated agreement was not reached, an informal agreement was arrived at by both parties that Belizeans and the Belizean Defense Force would have untrammelled access to the Sarstoon.

This became the “official line” from the Government of Belize, but a letter from the Government of Guatemala to the Government of Belize, obtained by KREM News, shows that the Government of Guatemala rejected that narrative reported by the Government of Belize.

In the letter, the Government of Guatemala calls on the Government of Belize to ensure that public disclosures “reflect strictly what was agreed and stated in the contents of joint communiqués issued”.

The Guatemalan Government then reminds the Belize Government that “the (Sarstoon) River is an integral part of its territory”.

National Primary Schools Female Football Championships

COPPER BANK RC GIRLS ARE FOOTBALL CHAMPIONS Belmopan, June 10, 2016 The Copper Bank RC School girls from the Corozal District won the 2016 National Primary Schools Football Championships at the Isidoro Beaton Stadium last Thursday and Friday, June 9 – 10.

The Copper Bank girls defeated the Independence girls 1-0 in the finals. Dianira Lopez scored the winning goal in the 1st half.

In 3rd place, the Orange Walk champions, San Lazaro girls won 2-1 over the Toledo district champions, the Santa Elena Primary girls. Katie Jones scored in the first half. Serafina Choc equalized for the Toledo girls in the second half, but Katie came back to score her 2nd goal of the match.

The MVP Award went to Dianira Lopez. The Most Exciting Player Award went to Katie Jones, who played striker, overlapped to defense,

and also played goalkeeper for the San Lazaro team.

Burrell Boom Orchid Girls win Belize Rural softball marathon Lord’s Bank Village, June 12, 2016 The Burrell Boom Orchid Girls chipped past the Flowers Bank’s Easy Does It 23-21 in Lords Bank Village on Sunday to win the 2016 season.

The Orchid Girls got 19 hits off Flowers Bank’s pitcher Margaret Hendy, but left 8 runners on base; even though the Flowers Bank diamond made 7 errors.

Mardy Nicholson led the attack scoring 4 runs, while Sabrina Campos, Rebecca Nicholson, Therese Baptist and Karen Haylock scored 3 runs apiece. Denise Gabourel and Sheridan Morgan scored 2 runs apiece and Arneek Baptist scored

1 run.

The Flowers Bank girls got 20 hits off Burrell Boom’s Arneek Baptist and Sabrina Campos’ pitching, but left 9 runners on base. Dian Baldwin led the attack scoring 4 runs; while Kelsey and Sharra Robinson scored 3 runs apiece. THE WONDERER AND HARVEST CAYE Belizeans should be aware of the Norwegian cruise line project located at Harvest Caye south of Placencia. Everyone was wondering how this project got such quick approval through the Environmental process.

BTIA tried to question and slow down the project but was unsuccessful in their deliberations. A Supreme Court of the process exposed certain faulty procedures.

While wandering around the country I happened to fly over the project a couple weeks ago and was wondering if what my eyes were seeing was correct. The island has been completely denuded from most of its vegetation. I can recall flying over the island in the past when it had all its vegetation, especially on the east coast where there was much much littoral forest that was a haven for birds.

I can recall talking to the fisher folk that from time to time camped at the island. They claim that the island had a lot of tree snakes, lizards, iguanas and “garobos”, and from time to time even small mammals. They also claim that many reef patches exist east of the island and close to the shoreline. The following photographs show the island before and its vegetation type.

The Mission of the Department of the Environment, within the Ministry of Forestry, Fisheries & Sustainable Development says it is, “responsible for fostering the prudent use and proper management of the natural resources of Belize, the preservation, protection and improvement of the environment and the control of pollution, thus guaranteeing a better quality of life for present and future generations”.

It also states that an Environmental Impact Assessment, otherwise called an EIA, is a planning tool that

promotes environmentally sound development practices. It examines both the adverse and beneficial environmental consequences of a project design on human health and the natural and cultural environment, and ensures the development of mitigative measures to address these consequenc-

es during project development.

DOE also claims that their EIA uses the preventative approach versus the reactive approach and also considers alternative project designs; that is why it is so important for project developers to contact the Department of the Environment to begin the process before carrying out any construction activities. The environmental legislation of Belize requires that any project or activity which may have significant impact on the environment is required to carry out an EIA and to follow the rules as set out in the Environmental Impact Assessment Regulations and its Amendment of 2007.

The following photos depict the development at Harvest Caye. I was wondering if this project is “fostering the prudent use and proper management of the natural resources of Belize”. I also wondered if this project is “preserving, protecting and improving the environment and the control of pollution”. I even wondered more deeply if this project is “guaranteeing a better quality of life for present and future generations of Belize”.

The project you’re watching on the pictures below makes me wonder if the EIA process was necessary for this Cruise line adventure. Makes me wonder if truly the EIA process is a planning tool that promotes environmentally sound practices.

People of Belize you be the judge and please wonder bit if this project “examined both the adverse and beneficial environmental consequences of this project design on human health and the natural and cultural environment, and ensured the development of mitigative measures to address the consequences during project development”.

I wonder if political hands were involved during the approval of this project. I’m wondering who the minister responsible at the time was.

We Belizeans want good projects that

will benefit the people and the environment. I wonder if we Belizeans will continue to accept these “wonderful projects”!!! Do we still have an NGO community, do they exist? I wonder?

National Security 101

By Hilairé Bennett It is a fact that Belize’s national security is under attack by Guatemala. The United Democratic Party Government has failed miserably in the management of the national security of the Jewel.

The reason for this writer’s sentiment is understood through the definition of national security.

“A well-known maxim defines the security of the state as the absence of threat to its minimum core values”, a Commonwealth Consultative Group submitted the working definition of national security as “the absence of threat to the capacity to govern, protect, preserve and advance the state and its people consistent with the principles of respect for sovereignty and territorial integrity”.

Threats that can damage the national integrity of a state have been identified as threats to territorial security, threats to political security and threats to economic security. Belize is presently experiencing the side winds of the three threats. However, the article is concentrated to the threats to territorial integrity which can be both external and internal.

The external threat that has resulted from the frontal pressure of Guatemala’s military aggression and the invasion of the Belize portion of the Sarstoon has

by Guatemalan military are the result of the longstanding historical claim by Guatemala to Belize. Importantly, the nonmilitary incursions into Belize’s protected areas and the disturbing practice of illegal fishing in Belizean waters is considered by the Commonwealth Heads of Nations as “an extremely serious threat” to the national security of the Land of the Free.

Therefore each and every incursion in the forest and trespass in Belize’s maritime areas should have been given the consideration that the national security of Belize requires.

There has been insurmountable evidence regarding Guatemala’s infringement of Belize’s sovereignty. A recent report produced by Rafael Manzanero, Executive Director of Friends for Conservation and Development (FCD) highlighted the devastating effects caused by the illegal encroachment and plundering

With the urgency the world community has embraced climate change and the need for countries like Belize to become climate change resilient, it begs the question why Foreign Minister Sedi Elrington has not internationalised the wanton destruction of Belize’s National Park? Belize’s “trump card” remains in Sedi’s pocket and the Foreign Minister has folded his hands to the Guatemalans.

The situation occurring in the National Park could have been this Government’s greatest opportunity to engage the world community in not only saving the forest but addressing the border situation between Belize and Guatemala.

The possibility exists that had the Rt.

Honorable Dean Barrow and the relevant authorities treated the matter in the Chiquibul and other areas of concern as an extremely serious threat to Belize the life of Danny Conorquie could have been spared and the shooting of Sgt. Lambey could have been avoided.

Dissension continue to rise among the Belizean populace because of the failures by this Government to deliver its maintain to govern, protect, preserve and advance the state and its people upon being chosen to high office since 2008. This Government has failed to deliver the political, social and economic benefits necessary to enhance the quality of life of the Belizean citizenry. The stability and well-being of a society are considered necessary pre-requisites for domestic security. As a matter of fact, a country’s vulnerability to external threats is minimised upon the presence of a greater degree of domestic security.

Evidently, the UDP insist on creating a false sense of security through the enactment of bogus laws which infringe on the constitutional rights of its citizens.

The atrocious S.I. called the “Wil’s Law” restricts the movement of Belizean citizens within the Sarstoon whilst turning a blind eye to the atrocities that befall Belize by Guatemala.

Additionally, the Government’s inability to cope with Belize’s economic problems has become a stark reality.

DIGNITY IN DEATH? The sad news of the death of Vanessa Champagne Paris came through this past week.

Ms. Paris was born Porfelio Rodriguez Jr., and the information given is that she considered herself a transgender woman.

Activist Caleb Orosco, on being interviewed after the death of Ms. Paris, expressed that he hoped sincerely that Ms. Paris would at least enjoy in death the dignity she was denied in life.

A news article in the Amandala Newspaper of last week was titled “Embattled Drag Queen Died of Natural Causes.”

How Insensitive and how Judgemental, I believe. I wish the writer of the news item had stopped to consider the use of the words chosen to describe Ms. Paris. A drag queen? This smacks of discrimination and labelling, just what we should not do as Belizeans in our efforts to stop the stigma that accompanies being different and identifying as “other.” And the “natural causes” that Ms. Paris died of are reported to be respiratory complications and bronchial aspiration. How natural is death from these causes in a person who was a mere twenty-one years of age?

I will not speculate, as I think that we must respect the family of the deceased and not rush to any kind of judgement.

But I must say that news items with the kind of headline caption as is seen from the Amandala article certainly do not lend themselves to providing any dignity or respect to LGBT persons, all of whom are just as entitled to the rights enjoyed by all human beings as anyone who may be considered “normal” or not “other.”

This leads me to comment on the state of the fight against HIV and AIDS. Over one hundred countries have just committed themselves to ending this epidemic in five to ten years at the United Nations high level meeting which was recently concluded in New York City. Sadly, Belize is not doing well at all. In

over eight years next to nothing has been done to really put an end to the epidemic, and I think I have the right to this opinion, having led the charge for almost ten years.

The epidemic is far from over here at home. As a matter of fact there has been abject failure on the part of the present government.

The recently published survey of the state of HIV/AIDS shows that a whopping 14% of men who have sex with men who were tested proved to be living with the virus. What does this say about the struggle and about those who are supposed to be leading it? If there is such a huge percentage, this has to be saying that the levels of stigma and discrimination are so high that this particularly vulnerable group are just not accessing the treatment and care that they so desperately need. Too many men on a whole are not getting the message of early testing, protection of themselves and their partners, and the availability of treatment for further prevention.

Where is the advocacy? Where is the response, if you know where your targetted interventions must go?

There is no dignity in death that is preventable. I can recall so many friends and acquaintances who have succumbed to the AIDS related illnesses that need not have taken hold. And where men who have sex men is concerned, less stigma and discrimination and more respect for every human person regardless of sexual orientation and lived realities and choices is definitely called for now and in the future as the struggle continues. Belize has a long way to go in being less homophobic and more accepting and respectful.

There is no room in today’s Belize for the hatred and intolerance shown by those persons who attacked Ms. Paris and made her life hell. Nor is there any excuse in 2016 in Belize for the abominable rates of HIV in men who have sex with men and in vulnerable groups. There has to be dignity in life instead of in death, something it seems that has eluded Ms. Paris on both sides of this vale of tears as it is sometimes called.

Last Saturday night’s shooting at the Pulse nightclub in Orlando Florida has sent shock waves around the world and released a firestorm of emotions and controversial discussions. With the advent of social media and in particular the popularity of Facebook, news of such events travelled at the speed of light and by early Saturday morning, the world was discussing this terrible tragedy.

Belize was no exception!

Much is now being discovered about 29 year old Omar Mateen, the apparently troubled individual who is fingered as the gunman. Mateen’s father, a man who once attempted to run for president of Afghanistan and described as a “Taliban supporter”, told news people that he did not believe that his son’s religion (he was a Muslim) had anything to do with the shooting. Shane Gillett acquitted of Samuel Price’s murder Belize City, Wednesday, June 15, 2016 31 year old Shane Gillett, the man accused of the murder of Samuel Price, 84, the brother of Belize National Hero Rt. Hon. George Price, walked out of the Supreme Court this morning, free of the murder indictment.

On Tuesday, June 7, Leroy Banner, the court-appointed attorney who represented Gillett, delivered his closing address to Justice Lucas. The trial was one without a jury.

Crown Counsel Portia StaineFerguson, who led the prosecution’s evidence against Gillett called eight witnesses, before she closed her case and delivered her closing address on June 2.

Gillett was arrested by Ladyville Police on September 4, 2011, for the April 16, 2011 murder of Samuel Price, who had been found by one of his nephews, Clement Usher, bludgeoned to death inside his home near Mile 5, just off the Halover Bridge, on the Philip Goldson Highway.

Gillett’s arrest came about after he allegedly confessed to committing the murder on August 30, 2011 when he had a conversation with one of his Burrell Boom neighbors, Natalie Hyde, who he reportedly told that he was the one who had murdered “the old man by the Halouver Bridge.”

When he was in the custody of

Ladyville Police, Gillett gave police a caution statement but it was the method of obtaining that statement that got him off the hook.

During his testimony, Gillett told the court that the Police forced him to confess to the murder. The evidence that came out also revealed that prior to giving them his statement, Gillett was not fed for over 36 hours. Three police officers from the Ladyville Police Station admitted to this under cross examination from Gillett’s defense attorney.

In delivering his judgment, Justice Lucas found that what Hyde said on the witness stand was not what she had given to police in her written statement. He concluded that she was a witness whose account of Gillett’s confession was unreliable.

The judge said he did not believe Hyde’s excuse that the police had not written down what she was telling them.

Justice Lucas also found that the Police who took the caution statement from Gillett had not acted properly in the taking of that statement.

Justice Lucas found that Corporal Clarke Sergeant Lino had not acted in conformity with Section 90 Subsection (1) of the Evidence Act in the taking of the caution statement from Gillett, which the judge said “was taken under stressful circumstanc-

To buttress the point about the inadmissibility of the caution statement, Justice Lucas cited a 1981 Privy Council case as persuasive authority in the taking of caution statement from persons in police custody.

Several members of Price’s family have been attending the trial which began three weeks ago. Outside the courtroom today, a member of Price family who had followed the case, Dolores Balderamos Garcia, told the BELIZE TIMES that the Court made it clear that due to the Police’s incompetence the accused was acquitted.

Burley Card remanded for unlawful sex with minor Belize City Monday June 13, 2016 Burley Card was remanded to the Belize Central Prison today after he was arraigned on five counts of unlawful sexual intercourse with a minor who was 15-years and 8-months-old.

The legal age of consent in Belize is 16 years. Anyone below that age cannot legally consent to sexual intercourse.

Police charged Card the five counts of unlawful sexual intercourse after the minor and her mother reported to the police that between last November and May this year, Card engaged in unlawful intercourse with the minor, who is a high school student.

No plea was taken from Card, who told the court that his last name was “Murphy” and not Card.

Card begged Magistrate Deborah Rogers not to send him to prison because his girlfriend is about to give birth.

The accused man also complained that he was being set up, and that the Police did not hear his side of the story when he was taken into custody.

Magistrate Rogers, however, explained to Card that she cannot do anything for him because her hands

Bulgarians who pulled off ATM scam sentenced to one year Belize City, Friday, June 10, 2016 Two Bulgarian men, who pulled off a credit card scam that left the Belize Bank short of over $14,000 will have to spend more time in Belize than they had initially planned when they pleaded guilty to 18 counts of theft, because today they were sentenced to serve one ear in prison.

The expressions on the faces of Halid Yuksel Aptula and Jeorgi Tsvyatkov Petrov were telling as they stood before Senior Magistrate Sharon Fraser who imposed the prison sentences. Fraser told the men that sending them to prison was the best sen-

tence, and explained that “if you were not caught you would still be out there stealing from the bank”.

Fraser also said that the court was mindful that the men had pleaded guilty, and took responsibility for their action and the court did not have to spend time in a long, drawn-out trial.

The two had pleaded guilty to the theft charges when they were arraigned on May 20, and today they were sentenced to 3 months for the first four counts of theft. That sentence is to run concurrently to the remaining charges, so when it is broken down, they

will have to spend a total of 12 months in prison.

Attorney Christelle Wilson represented Petrov, while attorney Oscar Selgado represented Aptula. In court, after the prison sentence was imposed, the court prosecutor made an application to the Magistrate to seize the properties of the two convicts.

Their attorneys, however, objected to the application which the court prosecutor made in reliance on the provisions of the Money Laundering and Terrorism Prevention Act. Selgado told the court that the threshold for the state to seize his client’s property was not

met, because his client was charged with theft which is for cases involving less than $10,000.

An alert Belize Bank auditor had become suspicious of Aptula’s movements at various ATM machines. When police arrested him on Saturday, May 7, as he attempted to withdraw money from the bank’s ATM, they also stumbled upon Petrov, his partner in crime and the entire cyber-theft operation of the two came to the authorities’ attention.

At their address police found a large stash of illegal credit cards, IPhones, laptop computers, a car and around $22,000 in cash.

Magistrate Fraser indicated to the men’s attorneys that she will hear their arguments against the prosecutor’s application to seize the properties of their clients on June 21st.

There is unconfirmed information from police sources that three more charges could be levied against the men.

EDITORIAL en Espanol DONDE NO HAY VISION…

Las escrituras nos dicen que, “donde no hay visión la gente perece” Las Últimas estimaciones según las estadísticas divulgadas por el Ministerio de Educación y dirigido por el recién coronado Viceprimer Ministro de la administración Barrow, Patrick Faber, indican que la brecha de acceso a la educación se ha aumentado casi tan rápido como su ego.

Hay aproximadamente 105.221 estudiantes matriculados en el sistema escolar desde el nivel preescolar hasta la Universidad. 7.400 estudiantes están matriculados a nivel pre-escolar, 6.812 a nivel primario, 20.539 a nivel secundario y aproximadamente 8,470 a nivel terciario.

Recientemente los 7.257 estudiantes tomaron el examen de selección primaria (PSE). De esta cantidad un cuarto o más de 1.800, por varias razones, empezando por la falta de espacio en las aulas a nivel de la secundaria y terminando por la escasez de los medios financieros, no van a poder continuar su educación. Cuando se le preguntó al nuevo Vice-primer Ministro si había suficiente espacio a nivel de la secundaria para cada estudiante saliendo de la escuela primaria respondió “sí” y que la información era fácilmente disponible en el Ministerio. Cuando los medios le presionaron para obtener la información se les dijo que, de hecho, no era fácilmente disponible.

La verdad es que no hay suficiente espacio y aunque se da un subsidio de $300 a ciertos estudiantes no es suficiente aplacar el creciente costo de la educación en Belice. Cuando uno toma en cuenta el alza de precios de los uniformes, libros, calzado, viajes y gastos de comida diarios, muchos padres sencillamente no pueden costearlo y aquellos que envían a sus hijos lo hacen con un enorme sacrificio y esfuerzo masivo impactando su ya magro ingreso.

Otra estadística inquietante indica que más del 12% de nuestros estudiantes, que pasan a la secundaria, no se gradúan. Esto significa que de los 20.000 inscritos en la escuela secundaria, más de 2.400 no se graduarán.

Ahora enfoquémonos a lo importante de la materia. Sólo este año, tenemos 1.800 personas que no irán a la secundaria, unos 1.200 que se han salido de la secundaria y unos 5.000 que además de graduarse de la escuela secundaria, el nivel terciario y la Universidad van a estar buscando trabajo en la economía de Barrow y Faber que se contrae y ha generado menos de 500 empleos al año. La administración Barrow prometió crear 5.000 nuevos empleos. Hemos visto evidencia de cargos especiales para UDPs y sus compinches, como el “ayudante del ministro” posición creada para mantener a Khalid Belisle antes de que entrara en la política electoral.

En Belice, tenemos un grave problema. Esta administración UDP actual con sus pseudo intelectuales, como la Carla Barnett, John Saldívar, Patrick Faber y el Sr. Sabelo-todo Dean Barrow en sus mejores tiempos solamente han podido crear menos del 10% de los empleos que se necesitan tan urgentemente en Belice. ¿Cuál es el resultado de su incompetencia y sus políticas económicas fallidas? ¡El incremento en la pobreza y la desesperanza en este país! Los jóvenes que se gradúan con sueños y aspiraciones pronto despertaran a la dura realidad, áspera y cruel que no hay trabajo para satisfacer sus niveles de formación o educación y en muchos casos no hay empleo digno en lo absoluto. Algunos estudiantes que se gradúan con título de licenciatura terminan trabajando en Call Centers. Algu-

nos acabarán de meseros o dependientes en los negocios. Las cifras oficiales de empleo parecen pasar por alto los cientos de jóvenes que están burdamente subempleados, mal pagados y viven de mes a mes.

La contracción real del PIB en Belice entre julio y diciembre del 2015 se registró en 1,72%. En enero de 2016, la contracción del PIB fue de 0,253%. La bonanza Petro Caribe se acabó. De hecho Barrow no ha mencionado esa palabra desde las elecciones generales de noviembre de 2015. La deuda externa total está a 3,2 billones de dólares y sigue creciendo. Los beliceños, sí que estamos en problemas.

Nuestro país está en graves problemas económicos con un Gobierno UDP sin respuestas para enfrentar la crisis. El Fondo Monetario Internacional (FMI) ha prescrito medidas de austeridad que la administración Barrow ha aceptado y que se implementarán gradualmente.

La reducción masiva del servicio público es una posibilidad real y el aumento masivo de impuestos, como ocurre con el combustible, traerá más carga a un pueblo ya fatigado de impuestos.

Barrow y su grupo de incompetentes deben responsabilizarse por demostrar falta de visión y planificación inadecuada. Actualmente producimos sólo el 25% de los alimentos que consumimos en este país. Tenemos tierra cultivable y la capacidad para producir al menos el 80% de nuestras necesidades de consumo total. Se necesita enfocar más en a la agricultura. Nuestro sistema educativo, con el enorme presupuesto, debe estar centrado en planificar hacia adelante y poner énfasis en la agricultura y la educación de la producción de alimentos.

La Ministra UDP Tracy Panton recientemente dijo, “nuestro único objetivo como partido es ganar las próximas elecciones”. ¿No es obvio que viven y funcionan sólo para ganar las elecciones? Este país y sus miles de egresados que necesitan empleos y oportunidades no son una prioridad para este grupo desventurado, hambrientos de poder.

Los estudiantes pobres que todavía no pueden obtener sus diplomas, ya que tienen cuentas pendientes en sus colegios, o aquellos que no pueden tomar un examen porque no tienen el $2,00 para la cuota de papel no son importantes para Barrow, Faber y el UDP. Este gobierno no tiene visión alguna para el desarrollo futuro de la nación de Belice. El lío creado por Barrow y el UDP ahora nos afecta. Belice, según un estudio independiente realizado por el Banco Interamericano de Desarrollo (BID) está en la parte inferior de la escalera académica en América Latina y el Caribe. ¡Bajo Faber y el UDP nuestro sistema educativo está en crisis!

Las políticas del UDP solo camuflaban el problema y ahora se ve que fueron pan para hoy y hambre para mañana. La pobreza, el desempleo, la falta de oportunidades y la desesperanza prevalecen.

La delincuencia, la violencia y la juerga sin sentido han asumido el control. Han aumentado los niveles de consumo de drogas, en particular el alcoholismo también ha aumentado mientras nuestra gente se revuelca en la depresión.

Como pueblo merecemos mejor. Merecemos un Belice que nos ofrece condiciones de vida dignas y posibilidades reales de prosperidad. Esta es la visión del PUP. Esta es la fuerza impulsora detrás de nuestra planificación y estrategias. La mantra del Honorable Líder del Partido John Briceno ha sido adoptada por todos y trabajamos de la mano con él y con todo Beliceño para crear… ¡Un Belice que trabaja para todos!

THINK ABOUT IT FIRE DEAN BARROW Dean Barrow needs to be fired as the Prime Minister of Belize.

He could have won six general elections but what he has done and is doing to Belize is bordering on treason. And by the way, any politician who has $350 million dollars to buy votes in a poor country can win any elections.

The gross mismanagement and the unacceptable incompetence along with the lies, deceit and deception over the Sarstoon River cannot be countenanced. It must stop.

Now. There is a law in Belize that if citizens are dissatisfied with the work or the incompetence, not to mention wrong doing, of an elected member of the National Assembly, they the citizens can require a recall of that person and he has to step down.

In the case of the Prime Minister the quickest way before worse is done to Belize is the legal method of a Vote of No Confidence done in the House of Representatives.

Dean Barrow does not, at this time, have the support of the majority of the elected Members in the House of Representatives. John Saldivar and Gaspar Vega have eleven other elected UDP members who are not happy with Barrow and Patrick Faber.

Add to the John Saldivar group are the 14 elected members of the opposition party.

Only sixteen members are needed to pass a Motion of No Confidence. Saldivar, Vega and their supporters can pull it off. Why should they? The answer is the Sarstoon.

Never in the history of Belize, never, never, ever, has Guatemala taken any part of our land, rivers, sea or cayes. Never.

Guatemala and the British government signed a Treaty on 30 April 1859. They could not agree on Clause 7 which called for the building of a road through Belize. After years of quarrel, Guatemala on 1st September 1939 officially notified the British that the Treaty had lapsed and that the territory of Belize, which Guatemala inherited from Spain had reverted back to Guatemala. We may not agree with this position but it is the firm position of Guatemala.

In 1945 Guatemala rewrote its Constitution to put in the infamous Belice Es Nuestro (Belize is Ours) Clause -“Belize is part of its territory and it considers of national interest the initiatives carried out to achieve its effective re-incorporation into the Republic.”

On 9 April 1946 the National Assembly of Guatemala, which they call Congress, passed a law declaring that the 1859 Treaty was dead and buried.

Since that time Guatemala has threatened to invade Belize and take it back from the British by force. Being no match for the British these threats have never been carried out.

Belize would have got its independence in 1962 along with Jamaica, Trinidad, Guyana and other Caribbean countries, but Guatemala let it be known they would retake Belize as soon as the British army left.

In the meantime the British and the Americans have sought by various means of inducement, threats and pressure to force Belize to give Toledo and part of the Stann Creek District to Guatemala.

The great George Price (may Allah continue to bless his soul), with the support of the vast majority of Belizeans, resisted all these powerful efforts.

On 21 September 1981 Belize finally obtained its long awaited independence.

The UDP did not want Belize to become independent. They said it should

wait for ten years more.

The British pulled out of negotiations with Guatemala, and left that monkey on our backs.

Belize has negotiated, and gone to facilitation and has met no success as yet.

BUT Belize has never, we repeat, NEVER lost any territory-not land, not sea, not river, nor caye to Guatemala.

Then all of a sudden, out of nowhere Guatemala started saying the Sarstoon River is part of their national territory. They started this after February 2015. By 28 May 2015 they told our Coast Guards to get out of their Sarstoon River. Since then they have said and done everything that is consistent with a country that has taken over our side of the Sarstoon River.

It is now ONE YEAR, ONE MONTH since Guatemala took Belize’s half of the Sarstoon River. Assad Shoman has said this is a new and dangerous situation.

Eamon Courtney has described it as Guatemala annexing a part of Belize.

Not once has the Prime Minister or any Minister informed the people of Belize as to exactly what has happened. There has never been a discussion or debate on this most serious issue in the National Assembly as is required by Parliamentary democracy. This is an existential issue of national importance. It dwarfs everything else. Yet the official silence is deafening.

Deafening and treasonous.

The Prime Minister has been exposed lying to the nation, not once, not twice on the gravity of the Sarstoon loss.

Not one single time has the Prime Minister ever lodged a formal complaint with any regional body over the taking of Sarstoon. He never told Caricom, he never told the Commonwealth. He never informed the United Nations.

Instead he has worked with the O.A.S on the matter but in a different manner than is required of a country whose territory has been “hijacked.”

The Prime Minister and his Foreign Minister have been cow-towing behind the O.A.S in an effort to have some type of procedure worked out with Guatemala to allow Belizeans and our BDF to use the Sarstoon River, AFTER getting permission from Guatemala.

For one year the Prime Minister has been trying to get a “protocol” for the Sarstoon, to no success.

Belizeans don’t want no “protocol”.

Belizeans want back their river.

The latest insult to our national injury is the release of a Diplomatic Note from Guatemala exposing what lies and deceit the Prime Minister and his Foreign Minister have been perpetuating on the people of Belize. The nonsense of untrammelled use of the Sarstoon is nothing short of Instant bull….

The official opposition, paid to oppose these very egregious machinations of the Prime Minister, has shown extraordinary patience. This chapter must now be closed. The battle for Belize is upon us.

The nation of Belize has lost territoryeasy as Sunday morning. When a bully gets his way he will return to the schoolyard to take more advantage.

The Sarstoon bully will be back for more territory.

It is now up to John Saldivar, Gaspar Vega and the Constitutional Opposition to stand up for Belize.

“Be it Resolved that this Honourable House has lost confidence in the Prime Minister over his failure to preserve and protect the territorial integrity of Belize as defined in our Constitution by allowing Guatemala to annex

our portion of the Sarstoon River that he resign forthwith or be fired as the leader of the government of Belize”.

“The time to save Belize is before we lost it”…in the immortal and prophetic words of Phillip Goldson.

C.J. ON GUATEMALA The Chief Justice of Belize, Honourable Kenneth Benjamin, is the Head of one of the three Branches that makeup the government of our country.

For those who didn’t finish school, or used to copy homework; the three Branches of government are the Legislative (National Assembly) Executive (Cabinet & Public Service) and the Judiciary (Courts, Judges & Magistrates).

Last Sunday, the Chief Justice was the main speaker at graduation ceremonies for the University of Belize. After an inspiring address, the Chief Justice took a few minutes to give free advice to the over five hundred graduates. Here is a brief extract: “Before closing, I want to raise a very topical matter with you. It is the BelizeGuatemala Territorial Dispute.

As Belizeans, your first point of reference in this issue is the Constitution. It is the Supreme Law. The area of Belize is defined in Section One….

I appeal to you as graduates of the national University of Belize to familiarize yourselves with the issues that arise from the boundary dispute. I commend to you the literature that traces the history and the events that have given rise and that are germane to the title of Belize to its territory. There are two very excellent thesis written by Ambassador (Assad) Shoman.

You must inform yourselves also about the official Guatemalan claim. You may not agree with it. But you are an academic now and it behoves you to know both sides.

At the end of your research, you must be in a position…to discuss the competing claims lucidly and intelligently with those whose reaction are sometimes purely emotive or purely nationalistic or those who know nothing about the claim.

It behoves you as the beneficiaries of tertiary education from a national institution to aid in the public education efforts in what is a matter that is the business of every Belizean.”

Big respect Chief Justice. Big Respect.

RAINBOW FLAG Big controversy in Jamaica.

Following the hate crime in Orlando, Florida, USA in which forty-nine persons were murdered, the US Embassy in Jamaica flew a rainbow flag. The rainbow flag is the symbol of homosexual, lesbian, bi-sexual and transgender persons.

Jamaican Attorney General, Marlene Malahoo Forte, had taken to social media with this view “I strongly condemn the Orlando Night Club Shooting but I find it disrespectful of Jamaican laws to have Rainbow Flag flown here.”

It is not known if the U.S. Embassy in Belize flew the Rainbow flag on their compound but it is known that our Attorney General and her LGBT members of government would never take objections to any disrespect of Belize laws which are the same as Jamaican laws.

On a note closer to home, last Sunday after the horrible shootings in Orlando a Belizean posted support for the actions of the shooter, claiming it was a moral stance. A suspected homosexual, who is also facebooking, tweeting and sweeting was quick to expose the unfortunate statement by the misguided person. It triggered the predictable reaction. The person ended up being summarily and wrongly dismissed from his job.

NEW JUDGE Belize needs at least two new judges, There are hundreds of human beings in prison, several of them for many years awaiting trial. Each week and month more and more persons are denied bail and remanded to prison to await trials on serious offences, and in particular murders.

There are close to four hundred persons in prison awaiting trial.

The maths alone should be enough for the government to do something. It costs $17.00 each day a person is in prison. This cost is for water, electricity, food, soap, toilet paper, prison uniforms, transportation and the salaries of prison wardens and the prison staff.

For one year, 365 days multiply by $17.00 each day, the cost is $6,205. For ten prisoners the cost is $62,050 for one year.

For 100 prisoners the cost is $620,500.00 for one year.

For 400 prisoners the cost is $2,482.00 for one year. That’s two million, four hundred and eighty two dollars.

When you see it in dollars, it makes no sense.

Apart from the huge cost to the taxpayers, it is also inhumane to have human beings locked-up for years without a trial. A mother from Corozal is in jail for five years awaiting trial and she has not even reached the over-crowded Supreme Court as yet.

These things are an injustice.

The injustice is doubled for poor people who cannot get a lawyer and have no one to push for early trial for them.

The injustice is trebled when you hear, week after week, that accused murderers walk free.

Against this background of gross injustice is the sheer worthless nature of the government. They have squandered and looted all monies in sight so there is none to improve the Supreme Courts and Magistrate Courts and the injustice system.

One Judge does all serious cases for the whole of Stann Creek and Toledo Districts. Another judge does the whole Cayo district which includes the Belmopan, San Ignacio, Santa Elena, Benque Viejo courts.

Another Judge does the whole of Orange Walk and Corozal districts. And two Judges do Belize City and district.

Each of these judges has more than one hundred cases on their calendar at any one session.

The volume of cases waiting trial is overwhelming.

Remember each week, each month more and more murders are being committed, as well as gun crimes, rape, carnal knowledge and swindling employers out of monies.

There is no way the present judges will ever be able to catch up to a growing backlog of cases.

There is a need for at least two new judges. If it’s only for a temporary period of two to three years.

There are three candidates for the position of judges. The present DPP Cherylyn Vidal, the former Senior Magistrate Merlene Moody and the present Chief Magistrate Ann Marie Smith.

If the government advertises, there may be other good candidates.

The Judges who are doing criminal trials are the indefatigable, incomparable human rights Justice Denis Hanomansingh, Judge Adolph Lucas Sr., Judge John Troadio Gonzalez, a former socialist and radical on U.W.I campus, Judge Herbert Lord and Judge Antonette Moore of Maya Land Rights fame. The Chief Justice helps out by taking on extra cases from the criminal jurisdiction, in addition to his heavy work-load and administrative responsibilities.

The interest of justice is crying out for more judges.

REMEMBERING “MACKA” LAMB Remarks by: Hon. John Briceño Independence Hall Tuesday, 14th June 2016 I can see them now, Macka Lamb, Ray Lightburn, Lindy Rogers, my uncle Polo and my dad all gathered around Mr. Price telling stories about the Party. Macka of course would be in his slippers, a cigarette in one hand, a glass of Travelers rum in the other, with not too much ice.

Macka never liked too much ice in his drink. His shirt of course would be unbuttoned showing his landmark potbelly and that PUP cap would be on top his head. He and Ray Lightburn would be arguing loudly about Pickstock and Mesop and about the work of the Party while the others would be forced to listen to these two warriors of the Party passionately arguing about their beloved PUP. I can’t picture it any other way because Macka Lamb, dead or alive, cannot help but be a PUP. He must have been born that way. Even though he loved the Perdomo family as much as he loved their rum, Macka could never be convinced to belong to any other Party than the People’s United Party.

This is why I am here today. This is why we are all here today, to honour a man who loved our Party and never gave up on the PUP. So today we honour him and say thank you Macka Lamb for your years of service to our Country and Party.

Macka was always around our family. He and my cousin Renan were very close. In fact he never called him “Renan”. He called him “Shau”, which only people close to Renan could call him. In fact they were so close that whenever he came to Orange Walk, Macka had his room reserved at Renan’s home.

Of course he would refuse to drink Renan’s rum if it was Old Master or Caribbean, it had to be Travellers, but he would never turn down Maude when she called him to eat as he loved Orange Walk food. Our family was lucky to have Macka Lamb as our friend. And if you were a friend of Macka you know he always has your back.

I am sure that each of us gathered here today had a special relationship with Macka Lamb; each of us could tell our own story about this man who walked with Lindy Rogers; served Mr. Price, campaigned for Miss Jane, got into trouble with Ray Lightburn and who fought like crazy for me to become leader not once but twice.

Whether he was cussing up after we lost an election, or trying to

give advice on how not to lose an election, this was a man who believed in speaking his mind and when it came to the PUP he earned the right to speak to all of us, for Macka was a man who spent years on the ground working for his Party and his country.

Oh yes, and he never parted with his PUP cap.

I valued so much his simple way of explaining things to me. He was not one to be formal. To him I was not “Party Leader”, I was “Johnny” and he would tell me exactly what he felt, especially when he did not agree with something I said or did. For Macka that was plain and simple honesty.

Macka Lamb said it plain and he said it simple. If you’re messing up he will tell you that you are messing up. If you are doing well, he will tell you that he liked what you were doing. And if you messed with his people and with his Party he was ready to war.

Macka Lamb was not a complicated man and he did not live a complicated life. He loved his Country, he loved his Party, he loved his Travellers rum and he loved his freedom.

Our Party was better with Macka Lamb and we should all honor his memory by remembering why we are here, to build Belize and to serve the People.

To his Brother Roy and the rest of his family, including his sisters who are here with us today we offer our solidarity and support.

We loved your brother and we will miss him. Thank you for sharing Albert with us.

God bless you “Macka” Lamb, you join the compliment of the family of PUP soldiers who have gone before you and in whose company you are sure to be highly favoured.

I would first like to offer my condolences to the family members of Macka. Gilda, Ruth, other members here welcome to Independence Hall, the home of the People’s United Party, a home that Macka helped to build and will always be remembered.

Thanks to Steve Latchman and the Marshalls for organizing this memorial service on such short notice.

I was saddened when I heard about Macka’s death, not only because I had lost a friend but also because of the manner of his death – alone – and buried immediately without a proper sendoff. I thought that this memorial service was the least we could do to show our respect and appreciation.

The first time I met Macka was in 1998 when the PUP won the election.

He walked up to me in Belmopan, asked who I was, and then proceeded to declare that my uncle and my dad were street men, he had to teach me to be one too. I don’t know if he was successful with that.

1998 – that was 18 years ago.

Imagine that! In many ways it feels like just yesterday but in reality someone born that year would be registering to vote this year.

One of Macka’s old classmates, Winton Lord, a.k.a. Tall B is another good friend and in talking about Macka he said three things: 1. Macka was an agitator, always getting into trouble 2. Though he couldn’t really fight, Macka never backed down from one 3. Macka was a loyal and true friend And in a way those 3 attributes could be used to describe a young PUP. George Price, Philip Goldson, Leigh Richardson, Madam Liz, Miss Jane, Florencio Marin, Polo and Joe Briceno, Lindy Rogers, Said Musa – they were all agitators; they were all called trouble makers. And the Party never backed down from a fight, not

from the British, not from the Guatemalans, not from the local naysayers.

They agitated for Independence, they fought for freedom and they were loyal to the people. Macka never made us forget that as our motto says, we must serve the people.

He always said that the PUP was a street Party, not an intellectual one.

The Party’s support came from dock workers, cane farmers, teachers, men and women grounded in the soil and forged by the fires of the revolution.

Macka was a soldier of the revolution. He didn’t learn much in the classroom but he was a graduate of the University of the People.

I’ve saddled up...

I’m going to take the gap

My Tour of Duty’s over mates

And I won’t be coming back

So no more spit and polish

And make sure I get paid And sign me from the Regiment
