DIRTY LOWDOWN SHAME UDP Fleecing Belize
Thursday, January 17, 2019 The Belize Times has gotten hold of a shameful and outrageous document which shows that even as Belizeans suffer the worst of times, the UDP continue to fleece the public purse to benefit themselves, their family members and cronies. A memo leaked to the Belize Times from the Ministry of Foreign Affairs has revealed that Paulette Elrington, daughter of Minister of Foreign Affairs Sedi Elrington, has left her post as a Foreign Service Officer at the Permanent Mission of Belize in New York to study Law at the Norman Manley Law School in Jamaica. While we wish her well in her studies, what is outrageous is that in that memorandum to CEO Pat Andrews, Elrington is requesting study leave, and also requesting that she continue to be paid her salary and perks while she is in Jamaica. This is wrong on so many levels. First of all, Elrington is a contract officer and is not a member of the Public Service. Study leave is not granted to contract officers, only to established public officers. In the memo, Elrington also reveals that she is being paid almost $200,000 as a Foreign Service Officer, including utility allowance, housing allowance,

The memo, dated 9th October, 2018, states that Elrington, “while on posting at the Permanent Mission of Belize in New York, is in receipt of salary and posting allowances for which she requests for consideration to be granted for her to continue to receive for the duration of her studies.” So Elrington has requested, and we are told has continued to receive her salary and posting allowances which add up to nearly $200,000 while she is in Jamaica. That has to be considered borderline criminal, since her allowances include housing, furniture and transport which she will not be using in Jamaica, and to which she is certainly not entitled. And it gets worse, Elrington’s memo also reveals that the Ministry of Foreign Affairs had to replace her with a senior staffer, who would be paid the same salary and posting allowances. That means that not only is the Ministry paying the daughter of the Minister almost $200,000 for something she is not doing, but it had to find an additional $200,000 to replace her at the permanent Mission in New York. This is the type of rank corruption which has characterized the UDP’s term in office. And it is even more glaring because there are so many things that the people of Belize need that they are not getting because the government says that it is broke. Just this week, there was panic at the Southern Regional Hospital because that facility has no generator, and there was a blackout. Imagine that people on life support could die in such a scenario. According to the hospital, a generator to service the facility would cost close to $100,000, but there is no money to get it. So this government is willing to spend almost $400,000 to benefit the daughter of the Minister, but can’t find $100,000 to buy a generator for the Southern Regional Hospital. This government can’t find enough money to fix the sugar roads in the north, but can find money to benefit the daughter of the Minister. This government can’t properly resource the Police to fight crime, but it can find hundreds of thousands to benefit one special daughter. There are so many better ways that this money could have been used to help Belizeans, but this worthless Barrow administration isn’t concerned about that. For this fleecing of the country, and for many other reasons, the people will vote out the UDP whenever elections are called. They have taken advantage of the people for far too long.
NEGLIGENCE CAUSING HEALTH PROBLEMS IN ST. MARGARET VILLAGE Local government brushing off the issue of Untreated Water Villagers consume Belize City: Thursday 17th January, 2019 The villagers of Saint Margaret Village are very concerned about the untreated water they have to consume, they believe it is unsafe and causing health problems for dozens of young school-age children who continuously have to be sent home because of stomach pain. This problem was detected since November last year when the Ministry of Health, through its Public Health Unit, reported an increased number of persons accessing health services for related illnesses but did nothing to address the untreated, contaminated water problem. During the last few week, dozens of students have fallen sick and had to be sent home and advised to visit the Belmopan hospital facility for medical treatment. The presence of hookworms were discovered in the water used for drinking purposes. The Belmopan hos-
AMBULANCE DRIVER DIES IN RTA
Belize City: Thursday 17th January 2019 An emergency medical technician identified as Khalil Reyes formerly of Belmopan was killed around 4;00 am early Monday morning. The accident took place between miles ten and eleven on the Southern Highway in the vicinity of the Hopkins junction. According to police investigation noted that Reyes was socializing with a co-worker in a village prior to the accident. In his statement, the surviving occupant in the ambulance at the time, Gerson Chavez told police that he was asleep and it was only when he woke up he realized they were involved in a road traffic accident. Up to press time, Police cannot confirmed who was driving the ambulance. It is believed that the men had been out drinking but authorities have not yet confirmed that assumption. Both men were employees of the Southern Emergency Services which is a private ambulance service located at mile ten on the Southern Highway. Reyes sustained serious head and body injuries and succumbed while undergoing treatment at the Southern Regional Hospital.

pital is about twenty miles away from the village, even though the Ministry of Health is aware of the situation nothing is being done to address this growing problem. This could very well turn into an epidemic if health officials don’t act immediately . Saint Margaret’s population is about one thousand villagers. Presently, there are about three hundred and fifty students enrolled at the primary school, a considerable number of the students are from nearby Armenia Village. Most of the villagers source their drinking water from a stream which flows by gravity into the village, but it is exposed to all the elements; it is retrofitted with a substitute dam to which a pipe with a filter is attached but does not have a chlorinator. According to the Chairman of St. Margaret’s Village Council , Mr. Jose Cerna, the filter has to be cleaned like every two weeks but that does not guarantee that the water is clean and safe to drink. Cerna added that the water treatment is not dependable because they are experiencing problems with the present government appointed water board who have almost abandoned the system. When the Western Regional Health Director, Mr. Alpuche, was contacted about the issue, he said that villagers had to basically find a way to chlorinate their drinking water. Villagers are calling upon the government to address this important issue since it is directly affecting their health.

orruption! Few things leave us with a more bitter taste in the mouth than corruption. Political corruption exists when elected government officials abuse their public power or resources for personal gain. A particularly vile manifestation of political corruption is nepotism. Nepotism is the act of using political power or influence to get jobs or unfair advantages for members of your own family even though they may not necessarily qualify for such jobs or benefits. Corruption in any of its forms is a direct threat to sustainable economic development. It causes destabilization of our society and endangers the rule of law. It compromises our ethical values and our sense of justice. When nepotism gives an unfair advantage to someone who is not the most qualified for the position, this undermines the common good. When Nepotism causes jobs or scholarly opportunities to be given based on connections rather than merit, credentials or experience then the service that the person provides to the public may be inferior. The presence of nepotism diminishes morale in the government service because advancement is not seen to come on the basis of hard work and accomplishment, but is based instead on kinship. The public faith in the integrity of the government becomes eroded. Perhaps one of the most notorious cases of nepotism is Honourable Gaspar Vega’s claim that he and his family were “not normal people in Belize” and that they “work much harder than a lot of other people.” His justification as to why, as the then Minister of Lands, he gave away hundreds of acres of land to his family members. Infamy is not Gapy’s alone…who can forget the scandal that befell the Ministry of Health in March 2014 when Danini Contreras was hired? Ms. Contreras was then only the daughter of Minister Erwin Contreras. She is now also the wife of Hon Pablo Marin, Minister of Health. The Pharmacist Association of Belize contended in 2014 that the post of DirecContinued on page 4

tor of Drug Inspectorate was created specifically for Mrs. Marin and was not advertised: therefore, more experienced, more qualified candidates were denied fair and equal opportunity to apply. This brings us to another of the problems that nepotism creates. Supervisors are rarely able to give objective appraisals or feedback on performance to subordinates who hold relationships with them. It becomes a clear conflict of interest when your husband or wife or daddy is your boss and is tasked with assessment of your performance at work. A happy wife…makes for a happy life! Let us not forget that in 2010 Anwar Barrow was appointed to the BTL board by his father Prime Minister Dean Borrow. At the time his mother SC Lois Young was Corporate Secretary of the BTL Board of Directors. Nepotism like other forms of corruption are difficult to eradicate. Before some of you break out your special corruption machete, you know the one sharpened on both sides? There are more concrete ways in which to mitigate the problem of corruption. There must be increases in levels of civil participation to ensure political transparency and democracy. There must be real efforts to decrease poverty and increase levels of education and access to information and the internet. There must be full disclosure of financial information of government officials and public officers in regards to income sources, liabilities, as well as assets. International agencies such as The World Bank and Transparency International help to measure levels of corruption and recommend policies in order to stamp it out. Belize signed on to UNCAC on December 12th 2016 but to date beyond a few workshops this UDP Government has made no significant effort to implement this anti-corruption mechanism. Far from wanting to rid Belize of the stench of corruption this UDP government seems intent on hiding all the different ways that they have managed to perfect it. No matter, the truth always comes to light and Belizeans will stamp out corruption on Election Day!

QUESTIONS TO THE MINISTERS
CARTOON
1. Will the Prime Minister and Minister of Finance please say if those tax dollars allocated for sugar roads in the Orange Walk District were to be used for sugar roads only in constituencies currently represented by UDP’s? 2. Will the Prime Minister please say if he agrees that it is wrong that we spend more on a road than we spend in the Judiciary of this country and will the PM also say if he agrees that it is morally reprehensible that Imer Hernandez gets more than is budgeted for the Judiciary? 3. Will the Prime Minster please inform the nation when will he make public the Sports Council audit? We remind the Prime Minister that it was no problem to release the report from NICH, so in the interest of openness and transparency we are asking for the Sports Council audit to be made public. 4. Will the Minister of Health please explain why the Southern Regional Hospital does not have a functioning generator to be used as a backup when there is a BEL outage? 5. How can the Minister explain to Belizeans that, from the $140M budgeted yearly to his Ministry, this critical institution is left without a most important equipment?

Message from Hon. John Briceño, Leader of the Opposition
Remembering Rt. Hon. George Cadle Price One century ago, 100 years ago, in this beautiful nation, George Price was born. He grew up like most of the children of his day, under colonial rule, where there was no electricity, little if any running water, no modern plumbing and none of those basic things we today take for granted. Yet none of these challenges prevented him from realizing his ambition to become a good person, a virtuous man and someone who would be chosen to lead this nation to independence. When you think about it, Mr. Price never aspired for the job of Father of the Nation; he wanted to be a priest, to serve in a pastoral capacity. Yet circumstances were such that he found himself responding to a different calling -- to another kind of work, even though still in the service of others. Today across our Nation there is no official holiday to mark the birth of Mr. Price. Still we in the PUP take the time to come here by his grave, not to mourn, but to fondly remember his life. We come here to recall his good work and to tell our children about the man who inspired the peaceful, constructive, Belizean Revolution. One day we hope that January 15th will become a day where our entire nation can celebrate together, for no one can deny what Mr. Price meant to our country and everyone agrees that he will forever be remembered as one of if not our nation’s greatest leader. We know this because of who Mr. Price was and what he taught us, which is to love and serve Belize. He taught us to believe sincerely that our nation can only be good when all of us prosper. We can only be better when our children go to good schools, our parents have good jobs so they can provide a decent roof over their heads for their families and that we will be at our best when we live in peace with our neighbors. Mr. Price wanted Belize to be one of the great examples of a small country with big ideas and a big enough heart to welcome others. He was always about building up and never about tearing down. This is what we come here to celebrate today. We are here because we must never forget that we are a part of a human family and as such it is our duty to help one another. That is why in our Party we say: “Serve the People.” We understand that those words mean far more than just a nice slogan, for us it is a way of life. Serve the People is a call to be a good person who cares for our neighbours as much as we care for ourselves. Serve the people means standing up for those who may be unable to stand up for themselves. Serve the people asks each of us to be dedicated to the task of nation building and most important, to serve the people is to do the work that we as Christians are called to do. So I want to express my appreciation for all who have come here today to celebrate with us. Let us all give thanks to God not only for the life of Mr. Price, but for his good work which should inspire us all. Always remember and be thankful, for we are truly blessed to live in beautiful Belize. Thank you and May God Bless us all and May God Bless Belize.

Barrow embarks on his 2019 Tour
Belize City: 17th January 2019 Prime Minister Dean Barrow has been elected to govern the nation within the last three consecutive general elections. However, all indications are that he spends more time travelling abroad than actually governing the people of Belize. With only 17 days into the New Year, the Prime Minister is already on a trip to Cuba. A notice from the press office claims that he went to visit the president of Cuba, Miguel Diaz-Canel. Yet we saw no official invitation sent to him. Within the last ten years of his administration the Prime Minister and his wife have taken several trips abroad. A brief review of his wife’s social media accounts would confirm their extensive travelling and overindulgence. At this newspaper we are not only concerned about the Prime Minister’s growing absence but even more concerned about who is footing the bill for his grandiose lifestyle. We hope it is not taxpayers’ dollars. Last December Barrow left the country on personal leave. However, there were no indications as to where he went. Again in September 2018 he left twice including once for medical treatment in Cuba. Prior to this in July he visited Cuba for medical consultation. That same month he was off to the sandy beaches of Montego Bay, Jamaica. By March 2018 it was all about personal leaves for Barrow. Less than a month before in February it
07 7

he left the country again for ‘personal family matters.” These personal leaves seen in 2018 are well documented throughout 2017 and preceding years. As a matter of fact, in 2017 Barrow missed several matters of national importance including the celebration of Garifuna Settlement Day.
We note that with Barrow’s excessive absences, the work of Cabinet has been stalled. That is in part due to massive incompetence and his successor’s inability to command any real respect from his colleagues. With Barrow’s absence the instability inside his administration is even more glaring. It was when he
was nowhere to be found last September that his Minister of National Security signed off on a statutory instrument to declare two southside Belize City communities as emergency zones. It was during this same month that a drug plane landed in northern Belize during which two Mexican and two Belizean nationals were implicated. As is said, when the cat is away the mice will come out to play. And so it seems that every time Barrow disappears all hell breaks loose. Our country needs a healthy and dedicated leader who will spend more time at home than abroad. A leader that will spend more time in our communities than in a hospital or on vacation. There are so many Belizeans that will never experience such luxurious vacations but they are paying for a selected few to enjoy it.

Jan. 16th, 2019 Dr. Manzanero, Director of Medical Services, Ministry of Health Belmopan Cayo Dist.
Dear Dr. Manzanero, A pleasant New Year’s greetings to you and success wishes in your daily endeavours. Sir, the purpose of the following is to express to you my deep concern of the recent incidents of public domains in the first two weeks of this year that reflect the weakness of our health system. As a medical doctor and a concerned Belizean, I find it extremely disturbing that an infant died of diarrhoea whether it be infectious, metabolic or of any other aetiology and that a police died of a gun shot in the abdominal cavity, when hundreds around the world survive long range rifles gunshot wounds in the abdominal cavity. We cannot continue to tolerate the senseless death of our citizens in a country with a small population. Who will pay the salary of the public workers when their salaries are paid from taxpayers’ money? Who pays taxes? Who will pay the salary of the ministers? How will we make our pension scheme sustainable? We need to identify and solve the serious problems in our national health system, as of urgency, both in the physical and mental realm. Diabetes, hypertension, and drug abuse should be declared of national emergency. San Pedro Town should have a tertiary level hospital. It is our renowned and significant touristic hub and a big community. Should we wait until the state is sued in millions of dollars for state health and medical negligence for attention and action to be taken? In the absence of a tertiary hospital, they should have an equipped permanent helicopter air ambulance with the ability to land at a tertiary hospital. The good health of us Belizeans is paramount to our development. Belize is the only country in Central America where the social security system doesn’t have its own hospital. From a political strategy point of view, a tertiary level hospital for San Pedro Town, is more important than a highway to Caracol: Poor prioritization of the government. We are living in the 21st century but with the 19th century strategies. We as a nation deserve better. Our state should resume its constitutional obligation of providing good health services to its citizens. A Healthy Nation is a Happy Nation! With sincere concerns. Attentively, Gerald Zuniga, M.D.

ENHANCING COUNCIL’S CAPABILITIES “CITCO ROLLOUT” By: Hilly Bennett On Tuesday January 8, 2019, the Belize City Council unveiled the acquisition of a fleet of twenty-four new motor vehicles – twelve Great Wall Wingle pickup trucks and twelve Honi HL 125 cc motorcycles. The ceremony, dubbed CITCO ROLLOUT, was held at the Memorial Park, Belize City. Both Councilor Allan Pollard, responsible for Traffic and Mayor Bernard Wagner presentations resonated the message – the council remains resilient and resolute in serving the City. The “lack of resources and minimal Government support” will not undermine the Council’s efforts to make Belize a safe place to live. A place where law and order should serve the residents. Mayor Wagner highlighted the event theme “Enhancing council’s capabilities while ensuring that we effectively execute our legal mandate of service and traffic enforcement.” The fleet of vehicles will serve in various capacities – the Traffic Department, Special Constable Unit, Works Department, Cemetery and Sanitation Units, also Public Health and the
PR Departments. The central purpose of the “ROLLOUT” is to bring order to the streets, roads and highways and the managing of some twenty-thousand commuters. The acquisition of the vehicles was realized through a sixty-month purchase-sale agreement between Caribbean Motors and the Belize City Council. According to Mayor Wagner, the initiative indicates the efforts to bring back to the fore council/private sector partnership in addressing the needs of the city. A partnership that soured under a UDP led City Council. The Downtown extravaganza is attracting more private sector participation – a win-win for both businesses and shoppers. The Mayor characterized the Belize City Council as strong, goal-oriented and visionary. However, he beckoned the citizenry to work in unison at the task of rejuvenating life in the old capital. The People’s United Party City Council’s vision for Belize City continues to expand. A better Belize City, one that is all about the people. Voice of the Common Man

Added to $US40M signed last April with the OPEC Fund for the same project
Belize City: Thursday 17 th January, 2019 The Barrow Administration and the Kuwait Fund for Arab Economic Development this week signed a Loan Agreement of US$20 million (Kuwaiti 6 Million Dinars) to finance the second part of the Caracol Road Project. The project entails upgrading an existing primary dirt and gravel road to an asphaltic two-lane, two-way road which is a total of 53 miles or 85.4 km of thoroughfare covering from the junction with the George Price Highway to the Caracol Maya Archaeological Reserve. But the entire project is divided into two Lots and is being financed by both OPEC and the Kuwait Fund at a combined total of $120 million dollars (Bze). This project comes at a cost of $2.2million dollars per mile including the construction of bridges that may be in each lot. The First Lot (Lot I) which encompasses the construction of road works and bridge structures from the George Price Highway to the Blancaneax marker which is a total of 26.4 miles or 42.5 km, is being financed by the OPEC Fund for International Development. The Second Lot (Lot II) being financed by the Kuwait Fund will cover 26.6 mls or 42.9km of road works and bridge structures falling south of the point at the Blancaneaux marker to the Caracol Maya Archaeological Reserve. ble lane reinforced concrete bridges. If the interest on the OPEC loan is also (2%) per annum, it means that the people of Belize are strapped with a Loan of $120M + $48M =$168M during the next 20 years. The bigger picture here is clear that Belizeans will have to pay $168M dollars for a road that will never pay for itself within the lifespan of the loan because it is more to suit the special interest and convenience of Cabinet Ministers who now own huge chunks of land along the entire route of this Road. The value of these huge parcels of land along this route will transform into tens of millions of dollars for these corrupt Ministers presently at the highest spheres in this UDP government once the road is completed. No one can honestly justify that this project as the influx of tourism in that area has been very low for the last few years. Far less than 10,000 persons have been visiting the Caracol site yearly, therefore, that translates to an approximate 30 visitors per day or a revenue of $450 dollars that does not cover the salaries of personnel on site or the BDF security that escort visitors to and from the site because of the increasing criminal activities in the area. Belize has many other areas that need urgent attention. Some of those monies could have been used to assist the ailing productive sectors, the construction of feeder roads for cane farmers, housing, health and even the judiciary department. This is clearly a poor decision, Barrow as Minister of Finance, has failed to grow a stagnant economy. This government has lost its way economically and has the country strapped in handcuffs. These continuous string of loans is seen by this UDP Government as a way of boosting our foreign exchange but if examined carefully, during the last ten years Barrow has also propped up our foreign debt to three times more than what it has been from 2008 when they took the reins of power. The Caracol Project implementation period is estimated at four years and is expected to be completed by the end of 2022.

MY PERSPECTIVE By Dolores Balderamos Garcia
A QUANDARY
It has indeed been an eventful start of the year 2019. I am distressed by the continued insistence of the Police Department to refer to women as “females.” Of course women are of the female gender, and men are of the male gender. But why on earth are the new Commissioner of Police and his officers insisting on talking about girls and women as females? I am even more perturbed that Channel 5 TV have unthinkingly followed suit. In their report on the van that was stopped in Santa Elena, Cayo in which about fourteen persons, suspected victims of human trafficking, were found, Channel 5 referred in their news to fourteen females. Female cockroaches? Female rabbits? I think not. If we say that men are charged with crimes or have been victims of crimes, then we should also say that women and girls have been so charged or are victims. Please, I ask the Police and no doubt reporters and the media as a whole to correctly refer to girls and women. They do correctly refer to men and boys. Female is an adjective, as is male. Let us have respect, people. Having said that, I was told by a relative that when Ms. Pineda was brutally stabbed by her former common law husband in San Ignacio, a certain section of the media interviewed a twelve year old minor just after reports surfaced of the horrific killing. I cannot prove this, but if it is so, then I must call out the reporter/reporters responsible. Leave children out of media interviews, I must plead. There has been a ton of sensitization of the media and organizations where children are concerned. There is therefore still the need for all of us to internalize these requests and this good level of awareness. It is not acceptable for minors to be dragged into news reports. Let us leave that to adults and responsible officials, and let us protect our children. Now – to this ICJ issue. Things are definitely heating up, and last week we saw five former foreign ministers holding a public forum in order to declare their support for going to the ICJ. They publicly signed a written declaration to this effect. While I do not doubt for a moment the seriousness of this and the sincerity of those who signed, as a PUP I feel bemused that Messrs. Smith, Shoman and Musa and Ms. Shoman appeared to be lending succour to the Prime Minister, the present government and the “Yes to ICJ” campaign. Why should
they?? Since 2008 the UDP government have badly bungled everything where Belize/ Guatemala relations are concerned. I have written on this issue before, and I repeat that am completely opposed to Prime Minister Barrow now blithely telling the Belizean people that we must vote “yes.” It is this current foreign minister who has committed gaffe after foot-in-mouth and foot-in-mouth after gaffe for all these years. It is his boss who has not reined him in. The Barrow administration must not be taken off the hook!! I disagree that the event held by our five former foreign ministers was a publicity stunt and a circus. This is very serious business. I do say clearly and unequivocally, however, that it is for good reason that there are so many persons who are unimpressed and extremely sceptical of all that is happening now. It is PM Barrow and his administration who must take ultimate responsibility for the huge difficulty that we are in. To be pellucidly clear I say again that you cannot mess around and blunder for ten years and then turn around and coolly tell people “follow me.” I find myself to be in agreement that this ICJ vote should be put off. There is work to do. As Rt. Hon. Said Musa, Opposition Leader Johnny Briceno, and Hon. Francis Fonseca have pointed out we have laws to amend and stronger positions to be taken regarding our unfriendly and non-cooperative neighbour before any ICJ referendum is held. The government must also do more to ensure a solid and fair education campaign. This cannot happen within eleven weeks. If Barrow and Company do not heed the cries of so many we will surely end up in a quandary that we will not easily get out of. To repeat, the declaration of last week was not a circus. I therefore urge a halt to the name-calling and grandstanding, from whichever quarter. That does not mean, however, that the government should press ahead when it is not prudent to do so. It is not too late to change the Foreign minister and to send a strong signal to Guatemala and the international community that we in Belize will not be trifled with. We can and should postpone this crucial vote. It is not impossible for the Prime Minister to wheel and come again. For the good of us all he should not be too proud to re-schedule. In the present circumstances this has to be the best course.

The Plain Truth By Gilroy Usher, Sr. “Three things cannot be long hidden: the sun, the moon, and the truth.”-Buddha In our country’s opposition, candidates who are not members of the House of Representatives receive no funds from the government, who hopes their party never wins an election to replace them. For community activities, unelected candidates have to use their personal liquidity and other resources along with minimal funds obtained from fundraising drives. To enhance the chance of a victory for its candidates, who are not members of the House, the ruling party gives those individuals large amounts of cash obtained mainly from government coffers through bloated contracts and does everything possible to satisfy the requests from the various ministries. Therefore, candidates of the ruling party seeking election to the House have the funds and the connection to assist the people of their areas with land, proper housing, jobs, medical care, educational opportunities, and infrastructure including roads, electricity, and running water a for better life, even before they are elected to national office. Many of those same candidates, who aren’t representing the ruling party in the House, use their political connection to enrich themselves, their families, and their cronies. These are same individuals, who can never assist deserving families with jobs, housing repair, school fees, medical bills, a piece of land, or minimal infrastructure for their communities. Despite the fact that they have both public funds and connections with their political colleagues in the Cabinet to get things done for the people, their excuse is always, “Nothing any de happen right now.” For the Christmas holiday instead of using public funds at their disposal to purchase proper Christmas trees for their areas, several of these candidates, including Willoughby made crude and very cheap Christmas trees from pieces of board for the community. They, however, would never put such Christmas trees in their houses or yards. On another occasion instead of using taxpayer’s money at their disposal to provide suitable, sturdy, and durable bleachers for their divisions, some of these candidates built tiny bleachers without roofs to protect people from rain or sunshine, because they consider such inadequate structures good enough for their constituents. Thinking the people are not concerned about loyalty and commitment, Willoughby and some other candidates of the ruling party believe it’s perfectly right

to seek election to the House in another constituency after stepping down for personal gain from the areas where they first sought elected office. Each of the candidates, who was councilors in the previous Belize City Council supported the unfair and corrupt decision when the Council stopped all financial assistance to marginalized residents of the city, then secretly used $16,000.00 of the municipality’s funds to pay half the repair cost for hurricane damages to a private bar owned by one of the same councilors. All of these candidates, who served at City Hall prior to the present Council, were also guilty of covering up corruption when they remained quiet, although they were all aware that three pieces of heavy-duty equipment, specifically a Bobcat, a bulldozer, and a trailer that was donated to the Council by Central Government were never delivered to the municipality but were kept by a Minister for private business. The facts show that from the abundant resources of the country, Belizeans truly deserve a better life. The people will not allow members of the ruling party in the House or their party colleagues aspiring to join them to use free liquor, free parties, $50.00, yard fills, cheap cell phones, two-week jobs, and other election gimmicks to persuade them to return the same individuals and their party to Belmopan after their years of massive corruption and neglect of the country.

Enough Lies, Enough Corruption, Basta Ya!
By: Karim Adle Jr. The old saying, “Da fool di talk but da no fool di listen” has become a synonymous phrase across the length and breadth of our Jewel. Dean Barrow and company continue to lie to us blatantly and shrugs it off as mere politics. They continue their corrupt deeds and face no repercussions simply because they are the “government.” In hindsight, we can blame them all we want but the onus lies on the shoulders of every single Belizean man and woman. We have sat idly by and taken every single corruption scandal and every lie Dean Barrow and company have uttered and simply shrugged it off. I look at other countries that have risen up and toppled governments for being corrupt. I also look at Venezuela as an example of oppression, and the constant struggle protesters have undertaken as a means to root out corruption from the halls of their government. In Belize, we simply sit by as fuel costs are sky high while the worldwide prices are rotten cheap. We allow Dean Barrow to lie to us and pontificate because he reduced fuel costs by $1. In Belize, the media constantly allows Dean Barrow to shrug off the hard questions with his catch phrase response, “I was not aware; I cannot comment on something I am not aware of.” Journalists have a responsibility to the Belizean public as they have the opportunity other citizens don’t have and that opportunity is asking the hard questions and

unmasking a brilliant wizard of lies and deception. Rain check Mr. Journalist, do your homework and be prepared for that response he will give you and play a tape that way, he cannot wiggle his way out of an interview and hide in the shadows until the heat from the latest scandal cools off. In Belize, we also allow the likes of Elvin Penner and Gaspar Vega to prance around the streets and pretend they are victims rather than culprits. The corruption taking place in Belize under the leadership of Dean Barrow has been systemic and premeditated. Premeditated in the sense that it is orchestrated, for example, lackluster, corrupt cronies with little to no experience obtain bloated contracts with little or no transparency, deliver sub-par results and contribute to the UDP coffers. Case in point the most notorious contractor in Belize the infamous Imer Hernandez, famous architect and executioner of the Lake Independence Boulevard of Broken Dreams and the sunken Air Strip that sunk even before a plane flew from it. In San Ignacio, we have a not so junior version of Imer Hernandez that is quickly moving into a King of bloated contracts and that is no other than Roly Montero, brother of the Minister of Works and financier of Omar Figueroa. With zero working experience, this new contractor on the block was awarded the multi-million dollar contract to build the new San Ignacio/Santa Elena Town Hall as well as the Victor Galvez Multi-Purpose facility. I dare the government to provide proof of a transparent bidding process as well as to provide residents with how much each building cost. I urge all Belizeans to heed the call, to demand better from those we elect to represent us. I urge them to remember that you are the bosses, you are not the slaves of those Ministers in power. I urge you to demand better, to demand that a functioning Public Accounts Committee be a vital organ keeping checks and balances for the Belizean people. We have an opportunity to push Belize forward but in order to get there we must eradicate the roots of corruption from Belmopan. We all deserve a Belize, we are proud of and one that works for everyone!

THINKING OUT LOUD BY: KEVIN BERNARD
You know what I don’t understand, and I never will? How can our leaders in office think it’s okay to take more than half-a-million dollars and give it to their Ministers for Christmas Cheer – but they can barely find $300,000 to give to our sugar-cane farmers so that they can fix sugar roads? And wait – even worse than that, we understand that the money has not been allocated to cane-farmers across the board, but have been put in the care of certain persons to hand out. Farmers in Orange Walk South, for example - where there are 719 cane farmers, 34 sugar roads and a production of 200,000 tons of sugar cane annually have gotten no assistance for their sugar roads. I am sure many of you have seen the footage where a cane truck overturned on the Yo Creek Road which is in deplorable condition. I know too that there are many roads in Orange Walk East which have not been fixed, and our farmers struggle to get their cane out every day. These are the things which cause riot and bloodshed in countries right around us. Our leaders, including the Prime Minister, are always ready to boast that the cane-farmers are the lifeblood of the North. But it seems that this government has never taken the side of the cane-farmers. Our cane-farmers have to struggle to survive, and it seems they never get a break. This is wrong, and if it continues, when the frustration spills over it won’t be a pretty thing at all. I hope we never get to that point. And even as our cane-farmers are frustrated by the unfairness and political manipulation of the little bit of monies for sugar roads, our residents have to watch the Ministry of Works personnel cleaning up Imer Hernandez’s mess at the northern bypass roundabout. Every single project this guy does, he messes up. And yet he keeps getting millions in contracts. That is insanity. Under this administration, we have gotten no value for money – and this is not money which belongs to Dean Barrow – this is money which will need to be repaid by all of us. This is taxpayer money. As Mayor of Orange Walk Town, I have always made it a priority that our residents receive
value for money. I understood from my very first day of service, when I was only a Councillor, that with the authority given to us came an even greater responsibility to spend the people’s money wisely, and in ways which benefit the majority, rather than just a chosen few. That is why we have been able to do so much in Orange Walk, despite being punished by Central Government for so long. It is why we have been able to deal with garbage efficiently, maintain drains, parks, playgrounds and pave an unprecedented amount of streets in Orange Walk Town. And we continue to pave streets and do all the other things that any good Council should do, because we don’t play games with the people’s money. I am sure that this Barrow administration could learn a lot from how this Orange Walk Town council has managed the affairs of this town. If we were dealing with a contractor like Imer Hernandez, his first job would have been his last, because we do not deal with bloated contracts and we do not accept inferior work. This year, as we head toward general elections, our people must understand to what depths we have sunk. In his New Year’s address the Prime Minister said nothing about corruption – yet every Belizean has suffered because of that corruption. It is largely because of that corruption that we have to pay so much for the cost of living and it goes up every year. And while the quality of our lives are less, those in Cabinet are living lives of plenty. This is the year when Belizeans must prepare to usher in a new PUP administration, one which has learned from mistakes in the past and one which is determined to serve the people with integrity. It can no longer be business as usual in Belize. I intend to serve my people in the House of Representatives very soon, if trusted with that awesome responsibility, and I can assure you that the people will come first. This Barrow administration has done too much to us for too long. It is time for them to go.

THE BELIZE TIMES
Memorializing George Price on his 100th Birthday Belize City: Monday, January 14, 2019. One hundred years ago, on the 15th of January 1919, George Price was born in what was known as a colony named British Honduras. Like most children of his time, he grew up under colonial rule without the basic amenities like running water, electricity and none of the modern-day facilities we enjoy and take for granted today. However, none of these challenges prevented him from being a good person, a virtuous man who wanted to be a priest that would serve his fellowmen in a pastoral capacity. He did not aspire to become the father of the nation but; he followed his calling in politics, dedicating his entire life as a leader who led Belize to Independence. In 1947, Price won his first municipal election and served as Mayor of Belize City. The currency British Honduras used back
UNITY
By: Osilbz@np The struggle to establish a true democratic government for the people is in progress; one that is not imagining the possibilities but rather determined to make positive changes for its people. We need to break the oppressive chains and restore stability, equality and harmony. Today, political and social unity is more urgent than ever if we want to achieve real democracy and put an end to victimization and abuse. The leaders in the People’s United Party have committed themselves to create a single front to satisfy the demands of our population; entitlement to a parcel of land, free education, free health care services, jobs, adequate housing, public safety and security for all. The PUP represents a leadership in sync with the people. The demands of our impoverished, burdened, exploited and marginalized people can only be achieved by a responsible PUP government. The PUP is a political party committed to working with civil society and the private sector for the betterment of the people of Belize. Only through a united front will we ever be able to achieve true democracy and social justice. Today, our people demand and deserve unity. Our social struggle for a just country for all is not a dream, it is the road map we must follow. The upcoming general elections will show a huge and committed political torrent led by the People’s United Party. A PUP government promises national unity, a government that will work to provide fair opportunities for all. The People’s United Party is united and ready to lead, ready to win.
then was devalued in 1949 and as a result, George Price, and a group of men got together and founded the People’s Committee which would later emerge as the People’s United Party in September of 1950.
Mr. Price served as a Member of the Legislative Council from 1954-1961, the Legislative Assembly from 1961 to 1964 and First Minister during 1961 to 1964 Upon obtaining self-government in 1964, Mr. Price became Belize’s Premier serving in the House of Representatives for 20 consecutive years. He became Belize’s First Prime Minister in 1981 when Belize became an independent nation. In 1984 he lost his seat for the first time in an election but in 1989 he regained his seat and served another term as Prime Minister up until 1993. George Cadle Price was declared a National Hero by the Government of Belize, he was awarded the Jose Marti Award – Cuba’s Highest Award by President Fidel Castro and he is
also a recipient of the Order of the Caribbean Community. Both political parties and the wider population acknowledges Mr. Price as the ‘Father of the Nation’ due to his lifelong devotion to the people and country of Belize. The Father of the Nation passed away on September 19, 2011. This past Tuesday, 15th January 2019, George Cadle Price would have celebrated 100 years, and his beloved People’s United Party hosted a Memorial Mass at the Holy Redeemer Cathedral and held a Remembrance ceremony with the laying of wreaths at his grave site at the Lord’s Ridge Cemetery.
