COUNTERING COVID-19 Last week, the People’s United Party accepted the invitation of the government to co-Chair the Oversight Committee which will ensure Belize’s antiCOVID-19 efforts are guided by financial prudence and for the protection of all our Belizean people. This past Monday March 16, the duo of the Prime Minister Dean Barrow and the Leader of the Opposition John Briceño who instead of the usual animosity faced the nation side by side hosting a Press Conference. This historic tandem is designed to achieve checkmate with the most efficacy possible by pooling the world class minds that Belize has to counter COVID-19 initially and especially in the Health and Economic fronts.

Let us recall, at midnight December 31, 2019, as we celebrated the beginning of the new decennial unbeknownst to 7.5 billion people, 2019 was just sowing a vicious seed which would grip us into a global hostage

saga with no obvious ransom for our very human existence. The Hubei province in China, and Wuhan in particular, suddenly became household and street terms since its unrequested Made in China product was no joke as it focused its crosshairs on any and all countries who were cosmopolitan. The proof to globalization and the intricate travel network that the world has become is now undeniable. When an electro microscopic replicating body can move from one human to another and envelope the world in a couple of months, it points to humanities’ real social interaction when many were accusing virtual and internet-driven social media of taking over. Many had even given up on using the word virus as a human antigen term

Bracing For the Corona Crash

t was never a matter of if, it was simply a matter of when and how bad, Belize would be affected by the COVID-19 virus. As we brace for the inevitable impact this virus will have, there are a few things to consider. Government and especially the Ministry of Health has been slow in their responses and preparations. Dr. Manzanero has shone as the only person in the entire ministry with any clue of what is happening or what to do. Belizeans appreciate his updates and information, we are sure that he is doing whatever he can to prepare us for what is coming next. On the other hand the addle-brained Minister seems confused by the big words and the CEO appears to be improvising. Belizeans feel ill at ease, and can they be blamed? The lack of adequate planning and the late and weak response to this pandemic inspires no confidence that our government and leaders care about the fate of those they are sworn to serve.

The Prime Minister (PM) has recently promised that his Cabinet Ministers will forgo their April tranche in order that these monies be used in relief efforts for the COVID-19. At a joint press conference with the Leader of the Opposition economic measures for the relief of hardship endured by workers during this crisis were also announced. $25M will be made available for this purpose to “assist those especially in the tourism sector.” Those most susceptible to the spread of disease and virus are still those who live beneath the poverty line and who cannot even afford to feed their families properly on a daily basis. UNICEF reports that 49% of Belizean children live in poverty, this sector of our society is extremely vulnerable to infection and propagation of the virus. The PM makes no mention of the efforts to aid those who most need help. The ketch and kill worker who chops yards and does odd jobs has no social security, and no one to turn to. People in the informal labour market cannot afford to stay home and risk starvation.

40% of our entire country lives in poverty and cannot afford to stock pile food, extra cleaning and sanitation supplies or remain in quarantine for any extended period of time. As usual the PM has managed to miss the mark by a mile. In Santa Martha in the Orange Walk district, for instance, the water coming from the potable water supply is muddy and not fit for consumption or any household use. There are many such villages and too many households that are unable to clean and sanitize properly and become a risk. There is yet no alternative to the KHMH as a quarantine center. We suggest the Civic Center and all those fancy but empty sports complexes, which have ample space and bathrooms, to be used as care facilities. Those who need to recover but do not require hospitalization would have a place that provides the necessary care but isolates them from healthy family members to avoid the spread of disease. This would free up other facilities, such as polyclinics to take in those who require hospitalization.

President Bukele of El Salvador has decreed that utilities for the next three months will be paid over the next two years. He has ordered that banks and lending institutions give grace periods. He is feeding the needy and compensating frontline workers. He has managed to garner the good will of his country, simply because they have confidence that he will make tough decisions to keep them as safe as possible. Many draw comparisons between the dynamic President Bukele and our own tired PM. It is not a fair comparison to be sure. Besides the obvious age difference, there is also a great generational gap. PM Borrow belongs to another era, another age and just like the typewriter, he has become obsolete. Try as he does, he cannot keep up. Sadly he and our own Belize are being left behind.

The new world demands a different kind of leader. Belizeans must chose a leader who understands that Belize and all its people come first, second and third! Belizeans deserve a leader who recognizes the challenges we face and deals with them decisively and expeditiously. Belizeans clamour for a leader who recognizes that we are, all of us, equal and will champion our rights. Our Leader must believe that no one is above the law and that no one should be left behind. It is true that Belize’s next leader will face many economic challenges and he must be ready and prepared for that. That Leader is John Briceño, as our next Prime Minister, he must bridge the huge divide between the haves and the have-nots in this country. Only then can the healing of our people begin, and Belize will be able to take its rightful place on the world’s stage.

Preparándonos Para el Desplome del Corona

Mientras nos preparamos para el impacto inevitable que este virus tendrá, hay algunas cosas a considerar. El Gobierno y, en particular, el Ministerio de Salud (MOH por sus siglas en ingles), han reaccionado con lentitud en sus respuestas y sus preparativos. El Dr. Manzanero ha brillado como la única persona en todo el ministerio con alguna pista de lo que está pasando o qué hacer. Los beliceños aprecian sus actualizaciones e información, estamos seguros de que está haciendo todo lo que puede para prepararnos para lo que viene a continuación. Por otra parte, el ministro cabeza de chorlito parece confundido por las grandes palabras y el CEO (director ejecutivo, por sus siglas en inglés) parece estar improvisando. Los beliceños se sienten incómodos, ¿y se les puede culpar? La falta de una planificación adecuada y la respuesta tardía y débil a esta pandemia no inspira confianza de que nuestro gobierno y nuestros dirigentes se preocupan por el destino de quienes han jurado servir.

El Primer Ministro (PM) ha prometido recientemente que sus ministros del Gabinete renunciarán a su tramo de abril para que estos fondos se utilicen en los esfuerzos de socorro para el COVID-19. En una conferencia de prensa conjunta con el Líder de la Oposición también se anunciaron medidas económicas para alivio de las dificultades sufridas por los trabajadores durante esta crisis. Con este fin se destinarán 25M para “ayudar a los que están especialmente en el sector del turismo”. Los más susceptibles a la propagación de enfermedades y virus siguen siendo los que viven por debajo del umbral de pobreza y que ni siquiera pueden permitirse alimentar a sus familias adecuadamente a diario.

UNICEF informa que el 49% de los niños beliceños viven en la pobreza, este sector de nuestra sociedad es extremadamente vulnerable a la infección y propagación del virus. El Primer Ministro no menciona los esfuerzos para ayudar a los que más necesitan ayuda. El trabajador irregular (ketch and kill) que limpia patios y hace trabajos ocasionales no tiene seguridad social, y nadie a quien recurrir. La gente en el mercado laboral informal no puede permitirse quedarse en casa y correr el riesgo de morir de hambre.

El 40% de todo nuestro país vive en la pobreza y no puede permitirse el lujo de almacenar alimentos, suministros adicionales de limpieza y saneamiento ni permanecer en cuarentena por un período prolongado de tiempo. Como de costumbre, el Primer Ministro se equivoca ampliamente. En Santa Marta en el distrito de Orange Walk, por ejemplo, el agua proveniente del suministro de agua potable es fangosa y no es apta para el consumo ni para uso doméstico. Hay muchas aldeas de este tipo y demasiados hogares que no pueden limpiar y sanear adecuadamente y que se convierten en un riesgo. Todavía no hay alternativa al KHMH como centro de cuarentena. Sugerimos el Centro Cívico y todos aquellos complejos deportivos lujosos pero vacíos, que tienen amplio espacio y baños, para ser utilizados como instalaciones de cuidados mínimos. Los que necesitan recuperación, pero no necesitan hospitalización tendrían un lugar que les proporcione la atención necesaria, pero los aísla de familiares sanos para evitar la propagación de la enfermedad.

Esto liberaría otras instalaciones, como las policlínicas para acoger a los que necesitan hospitalización.

El presidente Bukele de El Salvador ha decretado que los servicios públicos para los próximos tres meses se pagarán en los próximos dos años. Intente como lo hace, no puede mantenerse al día. Tristemente él y nuestro propio Belice están quedando atrás. El nuevo mundo exige un tipo diferente de líder. ¡Belice debe elegir a un líder que entienda que Belice y todo su pueblo son primero, segundo y tercero! Los beliceños merecen un líder que reconozca los retos a los que nos enfrentamos y los aborde con decisión y rapidez. Los beliceños claman por un líder que reconozca que todos somos iguales y defienda nuestros derechos. Nuestro Líder debe creer que nadie está por encima de la ley y que nadie debe quedarse atrás. Es cierto que el próximo líder de Belice se enfrentará a muchos desafíos económicos y debe estar preparado para ello. Ese Líder es John Briceño, como nuestro próximo Primer Ministro, debe cerrar la enorme brecha entre los que tienen y los que no tienen en este país. Sólo entonces podrá comenzar la curación de nuestro pueblo, y Belice podrá ocupar el lugar que le corresponde en el escenario mundial.

QUESTIONS TO THE MINISTERS

1. Will the Minister of Housing please provide a report on the housing stock in South Side Belize City and will he say how many homes were built during his 12-plus years as Minister?

2. Considering all the hype that the Minister of Education created over the Digi Learn partnership with the Ministry of Education, and also considering the decision to suspend classes due to the corona virus pandemic, will the Minister say how many students will be benefiting from this program and how many will not?

3. Will the Minister of Lands please provide information of the situation with lands being taken from farmers in the Valley of Peace community?

4. Will the Minister of Agriculture please inform Belizeans of the state of our food security, including informing Belizeans how much we have in store and how much local production we expect to come on line in the coming months?

5. Considering the plummeting prices of fuel, will the PM please inform Belizeans when the pump price of gasoline and diesel will go down?

THE BELIZE TIMES Water Woes in Santa Martha

Just when you thought the water was safe to drink, here we go again.

Santa Martha Village in the Orange Walk District is crying yellow foul as their water rivals that of the 2019 browning in Belize City. In that instance, the BWSL went public to ascertain that the brown water was potable. ‘No way,’ shouted the upset public.

We are waiting to hear from the village water board chairman whose usual UDP incompetence smells foul.

Thursday March 20 was designated as National Hand Washing Day as an Anti-coronavirus event. Fate can be cynical and when accompanied by an inept imposed UDP water board this is what happens.

In July 2019, as we will remember the People’s United Party won the majority of Village Councils of our nation. This thumping at the village polls followed the 2018 losses of Belize City, Corozal and Orange Walk town councils.

The UDP followed with a disheartening loss of the presidency and control of the National Association of Village Councils(NAVCO).

The UDP has since been grasping and grabbing anything that they could as they slide off into their corrupt doom.

They imposed water boards on each village, mostly using the losing slates. If there is money to collect the agonizing UDP is interested. If there was a road to nowhere that they can fake at building they hurriedly signed those contracts without a Contractor General nor Parliamentary approval.

For example, a new Coastal Road might decrease the time vehicles would make it from North or South of the country but how many lives will be immediately impacted. But, the 130 million is afforded to Imer Hernandez of horrid record of substandard projects ‘completed’. He partnered with a Mexican company that according to a Mexican webpage is being investigated by AMLO for fraud. Additionally the coastal road is being built for 60 mph travelling when the world basic standard is 75 mph. Corners are being cut, why?

The point is the UDP waste is appalling on infrastructure which allows for slices of the pie to get corrupt and easily become funds for UDP activity where all the people are not positively impacted.

This COVID-19 saga has removed the band aid over the UDP-inflicted wound on Belize. If they cannot even manage the washing of hands to prevent the coronavirus, how can they manage our hospitals?

The PUP is on board the COVID-19 Oversight Committee, let hope and pray that the ravages seen in most other countries spares Belize in the near and long term.

6 06 Madam Speaker, fellow Belizeans. Today our nation is facing a serious crisis. Like the rest of the world, Belizeans must be united in our efforts. In times of national crisis our response cannot be a PUP or UDP response. It cannot be us against them or our side against those on the other side.

To appropriately deal with the unset of the coronavirus in our country, everyone must now come together the way we do when one of our national teams take the field. It must be one effort for team Belize. For sure, we will only be able to negate the health, social as well as the economic impacts that this crisis will bring about if we work as one people.

So I join in thanking all those partners for agreeing to participate in the COVID-19 National Oversight Committee: the Council of Churches, the National Trade Union Congress, the Chamber of Commerce and Industry and the Belize Network of NGO’s.

And yet as we work together to address this the COVID-19 pandemic, the People’s United Party cannot neglect our constitutional responsibility to this nation. So that even at this time when the call for national resolve and unity is most desired, we must fulfil our civic obligation even if greatly curtailed by the magnitude of this moment. We therefore come before the nation today fully aware that on any other occasion, our response at the resumption of the debate on the General Revenue and Appropriation Bill would have been robust; one befitting of an election year budget.

Madam Speaker when the Prime Minister made his budget speech two weeks ago, there were already over 95,000 confirmed corona virus cases and more than 3,000 deaths suffered in many countries all over the world.

It was obvious that this corona virus was an emerging global pandemic that would translate into a health, economic and social crisis in every country of this world including Belize. In his initial remarks on this matter, the Prime Minister provided $900,000 to address this crisis. Since then much has changed, and a new set of needed measures have now finally been put in place for us to tackle this heath care crisis.

Resource Availability and Management Let me now turn to our efforts to tackle the corona virus. First and foremost, in the immediate short term we will work together to address this health care crisis with decisive action.

We act in good faith and in the interest of all our people. As a nation we must be smart, not give in to panic, listen to the authorities and adhere to the regulations being put in place for your social and economic safety.

John Briceño Leader of the Opposition 2020 Budget Response Excerpts House of Representatives, Belmopan Thursday 19th March 2020 health care crisis, government has committed to make available resources of $25 million in the first instance. As was stated earlier this week, these resources will be used to ensure that we have available in Belize.

As we hope for the best, we must be ever mindful that we should be prepared for the worst and we must also never lose faith that it is always in the darkest days that we can bring out the best in each other.

Tackling the Unfolding Economic Crisis – Crisis Management As we deal with the health care crisis, we must at the same time address the dramatic shock to the Belize economy.

In his budget speech the Prime Minister explained that the region’s growth last year was 20% off IMF’s projections.

Last year, our economy performed 86% below projections.

The preliminary growth rate is estimated at 0.3 percent for 2019 compared to a projected 2.1 percent for the same year. We are in throes of a deepening recession. The facts are that the economy declined 0.8% in the second quarter, followed by a further fall of 0.4% in the third quarter and an accelerated decline of 2.8% in the last quarter of 2019.

Tourism, by World Travel and Tourism Council and IMF estimates, represents more than 40% of Belize’s economy. Tourism is also the largest earner of foreign exchange contributing around 40% of exports of goods and services in Belize. It is a certainty that tourism in Belize will get crushed in the first quarter of this year and most likely for the rest of 2020 leading into 2021.

We will work with anyone who is prepared to do everything possible to ease the pain, suffering and harm to all, especially the poorest among us.

Building Belize As we look beyond this current crisis, the PUP’s principal underlying strategy to turn things around is to enable investment in our people both by way of private and public means.

Our strategy is not to squander the country’s scarce resources to corrupt ends, special interests and cronies. Our investments will focus on enabling the people to become more productive, by becoming more educated, healthier, by improving governance and tackling corruption. We must also tackle crime by fostering business opportunity and correspondingly by enabling and providing job opportunities. This translates

to an adjusted outlook for the economy as a whole and the private sector in particular but also for the public sector.

Fighting Crime Madam Speaker, the nation’s anxiety is not only fueled by the crisis of the coronavirus pandemic, but also by our own crime epidemic.

We began this day with a growing list of latest victims.

Among the murdered are innocent children, and mothers, one lost her life trying to save her babies. Our homes are unsafe, our streets have become violent places.

It cannot be business as usual.

We can and we must end the crime and violence. Enough is enough!

Stopping Corruption By now it is obvious to all that corruption has wreaked havoc on our economy and our people. Over the last decade, on average, Belizeans have gotten poorer. All this as we watched the unlawful enrichment of many UDP politicians and their cronies.

Under a new PUP government our task will be to pass better, stronger laws to tackle corruption as well as enforce our existing laws that prohibit corruption by greedy and corrupt politicians.

When that day comes, I am sure some of them will try to run, but criminals on the run can’t take their land and buildings and cars.

Our fiscal goal in tackling corruption is to turn lost resources from corrupt behavior to captured resources to be used by the government to invest in our people, all the people.

Transforming the Economy Turning now to economic transformation. Our economy is small with open fixed exchange rate. This means that our economic strategy should be one of export promotion with a view to increase productivity so we can generate foreign exchange to keep our currency stable at two Belize dollars to one US dollar.

Our productive sector has been all but abandoned. Papaya is now non-existent, the citrus industry is virtually bankrupt with production at a decade low, the sugar and banana industries are in a tenuous financial state while non-traditional crops have been left to suffer with little relief from drought and aquaculture is but a shell of what it once was.

Rural Development The time has come for us to invest in improving the quality of life of people in our rural communities while at the same time seeking to mobilize the effective and efficient contribution of the rural economy for national development.

To achieve this, we will strengthen village infrastructure through investing in electricity, potable water and sanitation, as well as village infrastructure for streets, bridges, drainage and playgrounds and bring about meaningful empowerment of elected village leaders.

Attention must be given to enhancing rural health, education and housing so that our people in the countryside can take better advantage of opportunities in agriculture, processing, marketing and tourism.

Investing in Education Education is another key element for transformation of our economy.

Through utter incompetence, our entire public sector education system is in crisis. Currently, only roughly 1 in 3 preschool aged children are in pre-school, 8 out of 10 primary school aged children are in primary school, and 1 out of every 2 high school aged children is in high school.

The coronavirus crisis has taught us that our public-school system will need to be able to offer a quality education online. To expand access to a quality education, online learning will form an integral part of our comprehensive e-government agenda with particular focus on Science--including the Applied Sciences, Technology, Engineering and Math education. And of course, Belizean history.

Job Creation Turning now to job creation. Over 58,000 workers in Belize are either unemployed or underemployed with as little as 1 hour of work per month. This represents over 30% of our work force an increase from 39,000 or 21.9% in April last year.

This is a dramatic increase and reflects the deepening economic recession. The poverty rate was measured a few years ago as being a little over 40%. Recent studies indicate that the poverty rate is now over 50%. That is to say, one out of every two of our citizens are poor, have trouble paying basic utility bills or even paying for food.

Social Sector-Human Development-Building Social Capital All our plans are influenced by our desire to deliver opportunity and prosperity for our Belizean families. This year’s budget speech has all the trappings of a campaign launch, and or the forward of an autobiography heavily influenced by heretical history.

In the eleven previous budget speeches we have been forced to endure, we have never seen such a broad historical net thrown. But if there is one thing we have learnt over the years is that what the PM lacks in substance, he makes up for with poetic flare and showmanship. This truth is on full display in this year’s budget presentation.

We have heard all these historical darts thrown before, and the PUP has responded and itemized the record of development from 1998 to 2008. But to match the PM’s tone and tenor, we point to the Orange Walk Bypass, Southern Highway, Marine Parade, PGIA expansion, Beaver Dam Bridge etc. And how can we forget the real people-centered housing projects of Cohune Walk, San Lorenzo, Santa Rita Heights, 8 Miles, and Los Lagos, New Site (Independence, Bougainvillea (the housing project in Cayo) and the list can go on and on. Can this UDP administration point to any housing development that they have built to empower our fellow Belizeans? We won’t let them think too long, because the obvious answer is a big NO. But now after years of not spending on housing… last year they only spent about $3,000 dollars…suddenly in this budget there is an allocation of $2.5 for housing. Does that sound like electioneering? Or is it to pay for the campaign and election of the not so favorite son.

This UDP government keeps trying to fool the Belizean people that road infrastructure is the only aspect of development that matters. What about human development? What about the economy? What about good governance?

When we speak of human development we speak of equipping Belizeans with the education and skills that will enable them to gain permanent sustainable employment. This is a significant shift from the approach that prevails within

While it may be something that people in some quarters don’t wish to talk about, it must be put squarely on the table that this 12-year reign of the UDP has stripped many of our Belizean brothers and sisters of their dignity. Belizeans no longer want politicians to lord over them as if this country was some fiefdom ruled by a king and his court of noblemen. We view the dignity of our people as a non-negotiable pillar of the development of the post UDP Belize. We must uplift our people and give them the opportunity to walk upright, with their heads high. We can do better, we must do better, and the PUP will do better!

This government has no interest, no intention of creating an environment that allows our people to break the cycle of poverty. This reality is evident in this budget again features allocations for the basic services on the recurrent side, and a continuation of the crony infrastructure works that enriches the favored contractors, pads the pockets of certain entitled ministers, and lines the campaign war chest of the UDP. There’s nothing transformative for the country’s education, health, housing or human development sectors. But we are confident that Belizeans have seen through the façade of concern for the people that the UDP has being putting up, and the lip service they have paid to being “pro-poor.” We have more poor people in Belize now than we did in 2008, we don’t even have to burden Belizeans with the statistics, as they have been repeated ad nauseam.

The reality of the ever creeping poverty is steering us directly in the face on a daily basis. But Belizeans are now seeing this UDP government for what they truly are; naked violators of the constitution, the laws and the dignity of the Belizean masses.

If the Prime Minister and Minister of Finance of this country thought nothing about spending $1.5 BILLION dollars of the people’s money without permission, then it is not a far stretch to imagine that the money which will be set aside for COVID-19 preparation, testing and treatment is in real jeopardy. At a press conference this week, the Prime Minister was all smiles as he told the nation that Government will be able to access up to $75 MILLION dollars over the next weeks. And with a general election very soon, there is reason for him to smile.

Already there are reports that much like the cheer programs orchestrated under the UDP, COVID-19 assistance will be parceled out to selected persons to garner political favour. That comes as no big surprise, because Belizeans know that the UDP is desperate to win the next election, just as Belizeans know there is not a hope in hell that they will.

This week, even as the Prime Minister announced that there would be assistance for those affected by COVID-19, his son Jamal, running in Mesopotamia, was already on Facebook boasting that he could get assistance for persons through his ties to the PM’s self-proclaimed financial whiz, Senator Carla Barnett. While the Prime Minister swears by Barnett, readers will remember that her brief stint as Minister of Natural Resources was marred by allegations that she was parceling out lands to friends and family members. All Belizeans know by now that Barnett is a full-fledged member

We watched with pride, along with the nation, as Briceño outlined some of the steps that will be taken to assist persons who have been negatively impacted

by COVID-19. There is hope, then, for some measure of transparency and accountability in the disbursement process.

But all scrutiny must remain on Prime Minister Barrow, because experience has taught this nation that while he proudly brags that he doesn’t get involved in hanky panky, the corruption under his watch has been unprecedented. We note, also, that persons with the last name Barrow have become millionaires under the UDP, thanks to plums handed out by Daddy Dean. We all watched as the incompetent and inexperienced Anwar Barrow, the First Son, got filthy rich as the head of BTL, before walking away and leaving the company practically in ruins.

So it comes as absolutely no surprise that Jamal Barrow would lead the charge in claiming that he has some sort of special access to funds for assistance under COVID-19. We all know that Jamal’s smooth-talking is just a façade, and he is nothing but a washedout former gangster-rapper, scam artist and Malpago.

All eyes will be on you and your crooked bunch, Dean Oliver. You better believe that.

The financial sector, comprising the Central Bank of Belize, the Bankers Association, and the Belize Credit Union League, recognizes the potential negative impact that the coronavirus (COVID-19) pandemic could have on our country and recommends that their customers follow the guidelines below, wherever possible, to minimize the spread of this disease:  Use online banking and mobile banking platforms to make and receive payments.  Use ATMs to deposit and withdraw cash.  Use debit and credit cards to avoid handling physical cash directly.  Use digital platforms (teleconferencing, videoconferencing, emails) to conduct business.  Conduct your banking over the phone.  Avoid using and handling physical cash and cheques.  Practice vigorous hand hygiene if you must handle cash.

Note that financial institutions will be putting the following measures into effect:  Sanitize ATMs frequently.  Manage customer waiting line (limit the number of customers to practice social distancing).  Provide hand sanitizers at all of their branches and customer facing locations.

Be assured that the executive management of financial institutions will continue to meet regularly and will provide updates to the public.

Central Bank of Belize Announces Measures for the Financial Sector amid the COVID-19 Pandemic Belize City, 18 March 2020: The Central Bank of Belize (Central Bank) released a set of monetary and macro-prudential instruments in response to the COVID-19 (coronavirus) pandemic.

The National Oversight Committee, the Belize Bankers Association, the Belize Credit Union League, and credit unions support the use of these instruments, which aim to strengthen the resilience of the financial system against the emerging threat of the pandemic.

The instruments will help financial institutions to remain safe, sound, and able to honour their obligations. In turn, financial institutions will be better able to assist their customers to meet their financial obligations in response to tightened credit conditions. In so doing, the instruments will minimize the economic impact of COVID-19 on the financial system as a whole.

The sector-specific instruments are:  Reduce the statutory cash reserve requirements;  Extend the time period to classify targeted non-performing loans in sectors such as restaurants, transportation and distribution companies, and other affected areas, from 3 months to 6 months;  Encourage domestic banks and credit unions to provide grace periods for servicing interest and/or principal components of commercial loans and ancillary loans, as needed and where commercially viable;  Reduce risk-weights for banks on loans in the tourism sector from 100% to 50%; and  Review financial institutions’ business continuity and cybersecurity plans to ensure that an adequate level of financial services will be available to the public.

The Central Bank reiterates the important messages from the Ministry of Health and will continue to do what it takes to safeguard the Belizean economy.

We saw the PM tell the nation this week that he’s got about $75M to play with when it comes to dealing with COVID-19. We saw the way he rubbed his girly little hands together with glee. Imagine, in an election year, the Prime Minister has another $75M to play with.

Now that’s scary. Already we are seeing the Prime Minister’s son telling people on Facebook to get in touch with him if they need money because he will have access to COVID-19 money through the Prime Minister’s economic czar Carla Barnett. We’re already getting an idea of how this one will play out. Dean Oliver, behave. The people of Belize will need all the assistance they can get when this thing really gets serious. Ain’t nobody got time for more hustling as usual under this corrupt bunch! We’ve got our eyes on them, and trust us when we say the people won’t take it lightly. You can take that to the bank.

Same old S*#t The UDP is supposed to be having their national convention in a few weeks, after both porky pig from Belmopan and the drama queen turned out to be real duncey duds. So guess who’s in the race now for leader of the UDP. LOL – that’s right, John Saldivar and Patrick Faber again. John, who does his moaning on Facebook now that Mason is locked up, says he was prepared to step out (as if he really had a choice in the matter) but now that Patsy has jumped back in the race, he decided to jump back in too. Porky posts some interesting stuff sometimes. This week he was upfront in posting that there’s a whole lot he could say, but he’s no punk. We wonder who he’s throwing stones at, and who he’s threatening. We hear that senior members of the UDP are not ready to deal with his application, and plan to use the vetting process to get the fat fellow out.

But at the same time, we hear the fat fellow is prepared to turn himself into a big fat canary and sing if he’s not allowed. Keep a close eye on this one folks.

As if the UDP needed another nail in its coffin.

Khalid’s Crew We’re still royally pissed at what a creep Belmopan Mayor Khalid Belisle turned out to be. Here we were, thinking he was one of the good guys whose only flaw was that he was a little too cozy with John Saldivar and then BAM, the sucker starts building a $2M mansion in Belmopan on a Mayor’s salary. Coincidentally, too, he starts building that mansion around the same time the Hilltop property is sold to some mysterious Asian guy who nobody has ever seen.

Also around the same time we find out that Khalid is selling out land all over Belmopan. Imagine that he wanted to have a gas station built right across from Our Lady of Guadalupe School. Guess he was thinking with his wallet and not with his head. And if all that isn’t bad enough, pictures surface showing him and the rest of John Saldivar’s worthless bunch hanging out with Lev Dermen, a convicted fraudster and money launderer. When the first picture came out he told the nation that it was the only time he’d met Dermen, at the PGIA. And then another picture came out showing him with Dermen in Las Vegas. And just this week, tickets surfaced showing that he travelled to the US along with Dougie and Jason Neal, John Saldivar’s left and right hands. We really had high hopes for this guy, but all that’s gone now. The way this is shaping up, he may share a jail cell with John Saldivar and Mason when the PUP gets into power.

Undoubtedly, the streets of the Old Capital have become a “killing field."

Within a span of forty - eight hours seven lives were snuffed out by a hail of bullets. Unfortunately, during night's twilight, ricocheting bullets pierced the dreams of innocence. In separate incidents, four year old Dominic Rhamdas and five year old Kia Herbert were killed, the result of gun-fire which have engulfed the Jewel. Surely, this is not the first time that an innocent baby life has been take in such cruel fashion.

Baby Etana had recently been memorialized and laid to peace. She was viciously shot through the bedroom wall where she slept peacefully.

The wanton disregard for human lives, the horrific killings continue unabated with the murder count becoming a statistical monster. The United Democratic Party Government, has so far, remained in a state of inertia, clueless on solutions to the bloodletting and the haemorrhaging on the streets of Belize. The leader of Government remains far removed from the deadly reality, the wailing sirens, the weeping mothers and the dying souls. The sickening reality is that some of the most powerful UDP Ministers of government hold constituency responsibilities for the most down-trodden areas being affected by the crime and violence.

Usually, i am focused on the criminogenic end of the spectrum fighting the abuse by elements of law enforcement, the unconstitutional violence inflicted upon the youths in the disadvantaged neighbourhoods. Today there is no excuse for these horrendous acts committed in the name of gangbanging.

I completely understand the root causes for these acts on the societal, economical, and biological aspects. I can also speak to what Dr. Asa Hilliard, in his book ‘The Maroon within Us’, characterized it as 'cultural surrender',

namely the surrender of cultural values. ‘It takes a village to raise a child’, ‘I am my brother’s keeper’ and ‘love thy neighbour as you love oneself’. However, this is not projected in said literacy’s direction.

The Honourable Louis Farrakhan once said that the gangbanger must take responsibility for his action. He also proffered that these individuals understand the principles of retaliation, but often times they retaliate on the cheapest of these principles. They are not retaliating because of the oppressive state they continue to live in or because of the injustices they face on a daily basis from the powers that be.

These gangsters retaliate because a brother is from another 'set' or is more economically empowered selling the purple haze or wears a different colour. What is not realized is that they make it easy for abusive government agents to take advantage because they are busy killing themselves but in the process babies have recently become collateral damage with their lives being cut short.

A state of emergency is being implemented. This is the result of gangbanger’s actions leading to crackdowns, police checkpoints and police raids on their community.

Hopefully, in the same manner in which the 'olive branch ' was accepted regarding the Coronavirus/COVID-19, in similar manner, a bipartisan approach will be fashioned to crush this pernicious national issue.

The killings must begin to end. The social fabric of Belizean society must be repaired to re-create communities that respect life. Our women and children, who have consistently become collateral damage to the senseless gun violence, must be protected.

I now call on the Prime Minister, Mr Big Man, do the right thing. Mr Government, you must realize that if you don't do justice to the citizenry and heed to good sense, you could find yourself being swallowed up in this generational catastrophe!

He announced twenty five million dollars of taxpayer’s money would be used to help the tourist industry cancellations.

Didn’t stop there. He would get some millions from a bank, he would divert more millions from foreign approved projects, and walla, ding! ding! walla walla, he was up to seventy million. UDP thieves and hustlers saliva were dripping over the floor. Imagine how much will be pilfered between now and elections.

Then there was some foolishness to appoint a “czar”. Sorry, not one two “czars”, to oversee the monies, most of which will be used to bribe voters.

Why was no czar appointed in 2008 when poverty was at 42 percent? Or in 2012 when

15 it was at 45 percent or in 2015 when it was at 48 percent. Now it is 51 percent. One out of every two Belizeans are living in poverty, thanks to Dean “law breaker” Barrow. The Prime Minister who cuddles corruption.

Why couldn’t a ten million be obtained to fight poverty?

What became of Hugo Chavez’s generosity from which Barrow blew away a whopping, incredible five hundred million dollars? The money was specifically to be used to help poor people lift themselves up through low income housing, micro business, skills training, agricultural productivity, and import substitution programs.

In the name of Jesus how could Dean Barrow ruin our country so bad?
