Dear Editor, In countries where Sports is handled properly, it is a profitable venture for the Government as well as other partners who support the industry. Years ago when our population and the economy were much smaller, there was often only standing room for basketball games at Civic Center, football matches at MCC grounds, boxing bouts at Bird’s Isle , and softball games at Roger’s Stadium.

Dear Editor, Slowly throughout the years we have been forced to change our lifestyles to suit the changes in the economy. In many homes in Belize today, both parents are working in order to make ends meet.

Household incomes are going down, the cost of living is going up and debts are accumulating. A majority of our paychecks are stagnant while the cost of living just continues to soar. We are finding it harder and harder to be able to afford the things that were once easier to afford, like a mortgage or higher education.

In order to help the economy and ourselves, we need to evaluate the issues that are affecting us. We know that the Government of Belize (GOB) has an obligation to its country and is responsible for sustaining a vast majority of expenses like fixing streets and roads, maintenance of the different ministries, schools, hospitals, national security etc.

We all agree that it is necessary to pay taxes in order to sustain our country and one of the largest contributing revenue bases for GOB is the General Sales Tax (GST). It would not be necessary for GOB to implement so many other taxes or may even be able reduce some of the taxes already in place if everyone did Continued on page 12

Dear Residents of Cayo North, Over the past few weeks, I have along with members of my committee visited with you, and listened to your concerns and ideas with the goal of formulating solutions that would bring meaningful change to Cayo North and by extension our beloved country Belize.

After consultation with the leadership of the party, it was determined that in light of the current circumstances and time constraints and to foster unity and harmony within the party, I would step aside and allow my fellow aspirant to go, uncontested, into the bi-elections to be held on the 5th of January 2015.

This was not an easy decision for me, however, I want to assure all of you who opened your hearts and your homes to me that I will not fade away.

There is much work that needs to be done. I have walked the streets and visited your homes and I know, first hand, that you are crying out for meaningful change.

Dear Editor Just a couple of months ago Belize’s security had been compromised leading to a brutal fatality of a Tourism Police at the Caracol Archaeological site involving some Guatemalans. Now, it has come to the attention of the Public that a privately-owned Guatemalan Contractor Company “BINARQ” was contracted to construct the Belize Coast Guard’s Base at Hunting Caye, which is a military facility located down south. This has caused some consternations and legitimate concerns by the Belizean Public as they would like to know “Why in the world would the Government allow Guatemalans to be in charge of our military base especially since there has been an ongoing dispute between the two countries?

It is understandable that as a democratic and peaceful country the Government would want to try and settle the dispute with Guatemala in a civilized and peaceful manner; therefore, contracting a Guatemalan company would seem to be a start in moving forward and working harmoniously. However, I personally believe that the only acceptable way that a Guatemalan company could be operating in Belize is to have the company hire Belizean citizens only since it is in our country.

City Administrator’s pickup crashed

Darrel Bradley – the Christmas Grinch BML workers denied Xmas loans because of job instability Belize City, December 2, 2014 Belize Maintenance Limited (BML) employees have received notification letters that as of January 18th they will no longer have jobs at the sanitation company, as a result of the Belize City Council’s crude decision not to renew their service contract.

This has made life for BML workers miserable as the situation has impacted their ability to get the only kind of Christmas cheer available in these cold and hard Barrow times. The workers have been denied access to loans by every financial institution on the basis that they don’t have job stability.

BML workers are looking for something to be cheerful about this Christmas, and have attempted to access a little extra cash from loans at their credit union and banks, but the Belize City Mayor’s indications that they might not be keeping an earlier commitment that every employee would be hired has made things iffy for the employees.

In August when the UDP City Council was facing public shame for

jailing poor sanitations workers who exercised their right to protest, the Prime Minister used his political might to undo the Mayor’s political errors.

He forced the Police to withdraw the charges and bent Mayor Darrell Bradley’s hands to pulling back tickets his Council had issued to each worker.

Barrow also compromised the Mayor when he announced that upon the end of the private contract, the Council would take on all the employees.

Barrow said that his actions were “not political”, but “a matter of philosophical and deeply held conviction”. Well it appears, he and the Mayor were not on the same page, politically nor philosophically.

On numerous interviews with the media, Bradley has expressed serious concern and consternation with having to hire the 170 BML workers in January next year. He has indicated that this would be a tremendous liability which he could not if he could accept.

This is after he had already accepted as he sat next to the Prime Minister when the announcement was made

in August.

On Wednesday December 3rd, the Christian Workers Union Secretary General Floyd Neal, the Union representative for BML workers, wrote the City Council seeking clarification on their position as the expiry date for the contract nears. But all they got was a two sentence negative response from Mayor

Bradley.

The Mayor said that there was no position on the matter, and that one would not be provided until December 20, that’s five days before Christmas. Darrel Bradley has turned into the Christmas Grinch for BML workers and a monster for Belize City residents. He is a cold and callous Mayor.

ANOTHER BAD EXAMPLE

T

he news on Channel 5 television that the Police have decided to no longer consult the Director of Public Prosecutions before charging any citizen for criminal offenses is most disturbing.

The internal memorandum to all Police formations and district stations was signed by Mr. Russel Blackett, the former Assistant Commissioner of Police and Head of National Crimes Unit. The memo was not signed by the Commissioner of Police, nor was it signed on his behalf, which may or may not have some meaning. A decision of this importance should have come from the Commissioner. Perhaps he saw controversy in this decision and felt he was already skating on thin ice in the court of public opinion.

Mr. Blackett is a retired Police Officer. He reached his retirement age and has been rehired at the behest of the Prime Minister. Such a decision itself raises concern.

The law governing public officers, of which all senior police officers above the rank of Inspector are legally public officers; is that they must retire on reaching the age of fifty-five years.

Since the arrival of Mr. Barrow as Prime Minister, favoured and political public officers who reach retirement age have been re-hired in violation of the public service laws and the pension laws of the country.

This unlawful practice has several undesirable and ill effects within the public service. It places the loyalty of such persons in alignment with the political party which is in power, as compared with a sense of professional duty for the organization to which they are employed.

Equally as bad is the demoralizing effect on public officers and police officers who are competent, qualified and have experience. They are deprived of a promotion and upward mobility when retired officers are re-employed.

It brings government departments and Ministries into disrepute because of the openly party political interference by the Prime Minister and his political colleagues.

The Head of the Post Office department “resigned� his office and entered party politics to challenge a U.D.P. Minister at the request of the Prime Minister. He was unsuccessful and was allowed to return to his post as a senior public officer. His position comes under the

Police Services Commission and is in open violation of the laws governing the public service. One such law is very clear, public officers cannot engage in party political activities. So how could the Police Services Commission break the law with such wanton regard unless they are acting under instructions from some higher prime ministerial power?

The instances of the ongoing encroachment by Mr. Barrow are undermining our institutions and the laws of Belize. This spells disaster for Belize.

This latest example of undermining the Director of Public Prosecutions now confirm that the UDP politicians are entrenching their interference in bringing and withdrawing criminal against Belizeans.

Mr. Barrow and his Cabinet Ministers are now not only above the law as has been seen with Penner, Castro, Mark King, etc., as well as with the Petro Caribe monies; they are making themselves the law.

Mr. Blackett’s memorandum was signed three days after the Prime Minister publicly stated that he saw no reason why the Police were wasting time to consult the D.P.P. The Court places the D.P.P. as the sole authority in charge of all prosecutions in this country. The practice for investigating officers to work closely with the office of the DPP at the charging stage is a sensible practice. It makes for more successful prosecutions when trials finally take place in the courts. An example of how needed the DPP office is to investigators, took place only last week.

Last week in Belmopan the police sought to charge an accused in the high profile murder of the Panamanian Diplomat. The sole evidence against the accused indicated it was a matter of self- defense. A person claiming self-defense cannot be charged in any court without written agreement of the D.P.P. Otherwise, citizens who are legitimately defending themselves will end up being arrested, charged, taken to court and remanded to prison when they were defending themselves or loved ones from criminal elements.

The police had to swallow their vomit and leave the Belmopan Court with their heads hanging in shame.

They did not know this elementary section of law and suffered public embarrassment.

Imagine what is in store for citizens as everything is done by police at the direction of the Prime Minister and his fellow Ministers.

Disaster is heading this way.

WOMAN IN THE HOUSE

THE PETROCARIBE PARTY At the sitting of the House of Representatives on November 18th last, I rose on a Point of Order, indicating assertively to the Speaker my objection to the interruptions and catcalls from the government side as Leader of the Opposition Hon. Francis Fonseca rose to debate the Petrocaribe Loan Motion. Members of our side had sat quietly as the Prime Minister, as ringmaster of his red circus, delivered his now infamous “Roll It” pseudo-defence of the Petrocaribe illegality. But, true to form, the peanut gallery of Barrow’s side of the House just couldn’t shut up and behave themselves when it was the Opposition’s turn to expose the hypocrisy of the Barrow administration.

I did not myself speak to debate the Motion. The day was long, and the speeches of the government side were the usual empty drivel. Those from our side were cogent and hard hitting. I had paid keen attention as the Prime Minister tried in vain to explain away his unlawful actions in not seeking House approval before borrowing and spending the countless Petrocaribe millions. He called the Petrocaribe funds a ‘peculiar creature,’ saying that it was impossible to know ahead of time the exact sums to be borrowed, so therefore (following his twisted logic) it was alright to commit a blatantly illegal act. What hogwash, and what a spurious, silly argument! Simple arithmetic could have told him when he was arriving at Ten Mil-

lion Dollars and more in funds and the need, therefore, to seek House approval as required by law prior to borrowing and spending.

The passage of the Motion of now history, and I feel disappointed that the Senators for the Churches and Unions voted in favor thereof, clearly choosing to gloss over the illegality, while feebly calling for equity in the spending of the funds.

At this writing I do not know if government will be offering any funds to opposition representatives for our constituents for the so called Christmas Cheer. With the orgy of wasteful spending and the principled position that our Party has taken on this matter, I feel uncomfortable about accepting government funds at this time. I felt the same way last year, but as I opined in a January 2014 entry for Woman in the House, “In the harsh reality of life for so many of our people, we in politics cannot afford the luxury of thinking in absolutes.”

I expect that if we are offered and accept the funds for our people, the government may bleat and cackle about PUP hypocrisy. I would strongly reject such assertions, and I would make three important points: First, we in the PUP are NOT against development and the proper use of Petrocaribe funding. What we are against is the illegal and arro-

2014 gant manner in which the Barrow administration has chosen to utilize the money. What part of “You must seek House approval BEFORE borrowing and spending” did the Prime Minister not understand? My belief is that he well knew of the illegality, but tried to deflect attention by calling a big Circus and False Celebration.

Secondly, we object strongly to the inequity in the spending of these funds. For example, last year government representatives received $90,000, while we in the opposition got only $25,000. In May only UDP representatives and “caretakers” got Mother’s Day funding.

We are also firmly against the waste and corruption that has accompanied the spending of Petrocaribe dollars.

Thirdly, I believe that we should not punish our needy people at this time of the year.

As I also said in my January 2014 entry, there must not be any Scrooges or Grinches at Christmastime. So if we are offered funds for Christmas Cheer we should humbly accept the allocations, as all assistance will go directly to the people and all vouchers will be paid directly to suppliers.

Nello Player has gone “large”, as we would say in Belize. The very hard-working and humble reggae artist has been signed by the organisers of ONE Caribbean Music Festival to represent Belize and perform at their highly-acclaimed concert in Fort Lauderdale, Florida which features international Caribbean artists.

Nello Player was signed on November 20th, and will be performing on the same stage as big names such as Sean Paul, Kat De Luna and Maxie Priest on Saturday December 13th. The event is a two day event that will also feature other wellknown artists.

The major break is an excellent way of showing that hardwork pays off. Nello Player, who began his professional career in 2005, is one of Belize’s top local music artists. He is putting in his pound for the small industry to stay alive and grow.

Continued from page 2 the need for a good education among many other things. Early support for Sports also enhances the chance for amateur athletes to reap the many benefits of playing on the world stage at the professional level.

The positive aspects of developing are phenomenal. As a result of that investment, sporting events in most countries attract record breaking crowds from tennis to boxing to football. You name it.

Here in Belize, Sports has suffered a major decline especially over the last six and a half years. That was largely due to political interference and the refusal of the ruling politicians to deal firmly with the worsening crime situation. The politicians have put their interest first. If they will not gain from something financially and politically, all they give is lip service. The best interest of the athletes, fans, and supporting businesses simply don’t fit in the plans of such politicians.

The National Sports Council literally exists in name only. It’s always “broke” and can never support a sporting organization with even a ball or a trophy. Almost three years after Minister of State and Albert Area Representative Herman Longsworth promised to upgrade the Berger Football field on Vernon St. in Belize City, not a single thing has been done to implement that plan. The Berger Field is in the same neglected state it was before the gentleman was elected to office. After years and years of promising the Marion Jones Sporting Complex, which should be the flagship for the development of sport in the country, it is still no-where near completion. Today one of the main things that stand out at the stadium is a million dollar fence which raises question about value for money. Belize was not allowed to host or participate in the 2013-2014 CONCACAF Champions League because it doesn’t have a stadium that meets the minimum international standards. Neither threeterm UDP Port Loyola Area Representative Anthony “Boots” Martinez nor any of the other six UDP Representatives on the southside of the city has built, upgraded, or maintained a single sporting facility in their division. Those and many other instances highlight the terrible neglect of sports in our country today.

Prime Minister Barrow recently reported to the nation that the government has over $100m from the Petro Caribe loan program stashed away at the Central Bank of Belize. Given the importance of sports in the development of any nation, it’s high time the administration gets serious about this industry and use some of those funds to promote sports in the country.

Councillors explained that they called it quits because the August duo gave no commitment to work with them, simply because they had not supported John August’s bid for standard bearer in June of this year. The Councillors said the petty Chairman told them to resign.

In the early 1900s the sugar industry dwindled because of the effects of the global market. The industry was revived when in 1935 the colonial government gave assistance to a group of businessmen whom established the Libertad factory at Pembroke Hall in the Corozal District. By 1937 sugar cane was being processed at the plant.

Probably the most important factor in the history of the sugar industry was the enactment in 1959 of the Sugar Industry was the enactment in 1959 of the Sugar Indus-

By Hilairé Bennett The Belize Sugar Cane Farmers Association (BSCFA) has been engaged in a longstanding negotiation with the new factory owners of Belize Sugar Industries, American Sugar Refining Inc. (ASR) regarding the upcoming sugar cane season expected to begin on December 8, 2014.

Both parties have agreed that it is in the best interest of this valuable industry that the new sugar cane season begins on time.

However, the sticking point is that BSCFA does not want to relinquish ownership of the sugar cane after sale to the factory because of the residual value of the bagasse when the sugar cane is grounded. Bagasse has a by-product value utilised as an alternative source of energy in the factory operations. Additionally, BSCFA does not want to accept a proposal of a seven year contract with BSI/ASR. The BSCFA have also decided to begin the new sugar crop with an interim agreement on the table. ASR, the Johnny-come-lately in Belize’s sugar cane industry, continues to “play hardball”, unbeknownst to the history of the industry and the spirit of the cañeros. To add to this potential powder keg the Sugar Industry Control Board (SICB) with government representative has been silent on the issue taking a side-lined approach knowing fully well that the destruction of one of the Jewel’s valuable industry is at stake.

The destruction of the sugar cane industry would impact the entire country of Belize but especially those whose lives are dependent on their income gains either from being sugar cane cultivators and their helpers of the employees of the company.

The struggle between the sugar cane farmers and ASR in the north has been taking place over many years but now it seems that what is taking place today is of such a nature that the entire country of Belize is likely to suffer if there is a collapse of the

To understand what is taking place today there is need to return to the history of the sugar industry in the north in the late 1800s when the first shipment of sugar to Europe was made. In 1857 one hundred barrels was exported on the ship “Byzantium”, destined for Liverpool.

Sugar cane is a gramineous (grassy) plant considered a gift of the gods and daughter of Apollo. Its cultivation is seasonal with intermittent jobs for many.

Sugar, considered the capable matron, was to be found in the cradle as well as on the kitchen table. Consequently, sugar cane became a mainstay of Belize’s economy.

However, the economy of sugar was, from the inception, capitalistic.

The Yucatecan refugees from the Caste War in Yucatan proved to the British companies that sugar could be exported shipping a hundred barrels of sugar in 1857 to Europe.

That was the beginning of the end for the cultivators and producers of

sugar and the Mestizo having control of the emerging industry. It was at that juncture that the viability of growing sugar cane took root and the white capitalists wrestled the control of the new industry from the Mestizo. They not only took over the production of sugar cane established plantations and rudimentary factories but transformed farmers that were independent into agricultural wage labourers, a sentiment felt by some of the cane farmers today. The settlement’s treasurer in 1860 even made the prediction that the development of agricultural ventures in the settlement “will soon be valued by capitalists, now that the capabilities of the soil have been practically tested by small planters”.This is the reality that faced the cañeros then and what the cane farmers are facing now.

The domination of the sugar industry by white capitalists have always led to discontent with the sugar workers on the other side fighting to be treated fairly. As early as 1869 the first recorded group action in mentioned in Nigel Bolland’s Colonialism and Resistance (1988) when 31 sugar workers went on strike “withdrawing their labour at a

try (Control) Ordinance and the Regulatory Body, the Sugar Industry Control Board. The SICB’s responsibility was to issue licenses and quotas regarding the delivery of sugar cane to the processing plant.

Also established was the Belize Cane Farmers Association (BSCFA) imbued with negotiating powers on the part of the cañeros.

The BSCFA assisted with the organisation of the cane deliveries and also made loans available to its members. IN 1961 the Northern Cane Workers Union (NCWU) was formed instituting its byelaws and the first collective agreement which was drafted by V. H. Courtenay. At the helm of the NCWU were two of the fiercest fighters for the cane farmers’ plight for greater participation in the production and wealth distribution attained from the industry. They were Mateo Ayuso and Jesus Ken. Ken believed that the cañero should have been free from the exploitation where the fruits of their labour profited a few. Most notably was the strike led by Ken on

3rd February 1962 that resulted in the burning of several of the company’s fields for a wage increase which was granted thereafter. The strike ended on the 12 February 1962.

Then in December 1963 when Tate and Lyle was in negotiation to buy out the industry, Ken marched unto the compound with about 80 men armed with machetes, shotguns and other weapons demanding that lands be made available to the cane farmers. George Price, the leader of the People’s United Party, agreed to the demands and Ken and cañeros ended their standoff.

It was not until February 2009 that Belize’s sugar industry experienced such retaliatory engagement. BSI and Tate and Lyle introduced the dreaded core sampler which was to be utilised to determine the quality of cane delivered to the factory by the cane farmers. There were reservations about and opposition to the introduction of the new equipment. The cañeros became disgruntled and a protest was mounted. Tension rose and a riot ensued. The famous Tillett buses of Orange Walk blocked the roads in and out of Orange Walk.

Flames from burning tires filled the atmosphere and tempers flared. Prime Minister Dean Barrow stepped in, but with brute force and ordered the Police and military to quell the situation. The result was the fatality of Atanacio Guttierez, a villager of San Victor in the Corozal District.

The recent impasse between the BSCFA and BSI/ASR has been going on for some time. The two parties remain at loggerheads and finally the Sugar Industry Control Board has decided to engage itself. The new sugar crop is scheduled to begin in six days however the sticking points remain in the shadows. Hopefully a decision will be made in the best interest of this vital industry without another fiery engagement as witnessed in the past – the world of capital versus the world of labour.

Maybe as Oscar Alonzo, Chief Executive Officer of the BSCFA, suggested, “God is watching”.

A Tribute to Mrs. Andrea Cox - Founding President of the Kidney Association of Belize -

December 3, 2014 Mrs. Andrea Cox was one of the first pioneers who founded the Kidney Association of Belize in October 2003, along with Nurse Maria Ake and Dr. Miguel Rosado (now diseased). After being diagnosed with kidney failure and receiving a kidney transplant, she recognized the financial implications and responsibility it entailed to get medical treatment. Hence the idea of the Kidney Association was formulated. It began as a support group to financially assist Kidney patients in Belize.

On October 26th, 2004 the Kidney Association of Belize was officially registered and a Board was formed and Andrea Cox became the President. In 2006, the association was dealt with a devastating blow when Dr. Miguel Rosado, one of the founding members and medical advisor, was in a fatal road accident. News of his death had left the Association shattered. In strides the Association led activities but the loss was too great and caused the Association, after several activities, to become dormant. Andrea Cox became the backbone and led the Association to move forward.

In 2008 the Kidney Association of Belize, was revitalized with new spirit, energy, vision and with a new board in place; still led by Andrea Cox. With the mission in mind and vision in focus the Kidney Association of Belize continued to work with the patients of Belize.

Mrs. Andrea Cox held the position of president for the next eight years from 2003 to 2011. Under her leadership and guidance she accomplished the following to name a few: In 2004, she coordinated and collaborated with the Insurance Association to do a walkathon for the Kidney Patients. It was then that the Belize Association of Insurance and Financial Advisory adopted and supported the Kidney Association.

In 2005 and 2006, she was able to work along with the Social Security Board who financially contributed to the Kidney Association. Grants were given to support the Kidney Patients

with dialysis, assistance given to peritoneal patients and post-transplant patients received funding for their medications.

In June of 2006, she recognized the need for educational awareness and thus, Kidney Association of Belize held its first symposium at the Belize Institute of Management whereby Doctors from Guatemala and Chetumal, as well as, our own local doctors, were invited to talk at symposium to educate the public.

In 2007, she further advocated and raised public awareness about Kidney Disease as well as met with the Ministry of Health to address the problems that Kidney patients were experiencing and as such patients were able to receive three dialysis per week.

In 2008, she was instrumental in raising funds via the $1.00 Drive under the motto: “Save us today so we can save others tomorrow”.

In 2009, when there were crisis and it impacted the kidney patients, she once again advocated for the Dialysis Department to stay open at the Belize Healthcare Partners Limited.

Also, from 2009 to 2011 she led the Association in working with the World Organization for Renal Therapy (WORTH) program that was established in Feb 4, 2011 to provide hemodialysis to kidney patients at the Karl Huesner Memorial Hospital (KHMH) and the La Loma Luz Hos-

pital. Andrea Cox was a part of the reviewing and assessing the Memorandum of Understanding, advocated for the patients as well as played a vital role in being chosen to represent the Association on the Worth Committee.

In 2010, she worked diligently on the “Save Us” Campaign by bringing awareness of Kidney diseases to the nation including San Pedro with the aid of Mr. Jose Cruz (now diseased).

In 2011, she was instrumental in requesting funding from the Belize Bank Limited to open a formal office for Kidney Association of Belize at the Blake Building on Hudson Street in Belize City. This was made possible through the generous donation of the staff and the funds were matched by the Belize Bank Limited management.

Also in 2011 with her leadership, Kidney Association of Belize attended Health Fairs conducted by the Health Education and Community Participation Bureau (HECOPAB), including in San Pedro. The Kidney Association of Belize also conducted its First Health Fair in Belize in March, 2011 and then in the Cayo District in August, 2011.

Based on the success of these health fairs, she mandated that such health fairs be done annually by the Kidney Association of Belize where the public are taught about preventative measures and to know their health status especially knowing their kidney functions.

Since 2011 up to the time of her passing, Ms. Andrea stayed on as advisor to the Association, especially to the Presidents; Mrs. Olga Herrera and Ms. Ruby Nicholas. She kept up to date with all activities and her focus was always on advocating for patients and providing support for them.

Mrs. Andrea Cox was a stalwart.

It was because of her strength, advocacy, and care for others that the Kidney Association of Belize was established. As we bid farewell, her spirit will live on in our hearts and she will never be forgotten. Farewell, our Dynamic, Instrumental, Leader and Friend, may your soul rest in peace.

Reid Dah we like suh

Michael Reid My grandmother had a saying that whenever I would complain to her about someone doing me wrong, she would say, “Dah you like suh!” In other words, if you didn’t like it, you would do something about it. There are usually two courses of action available to any person who believes that they are being wronged. The first is to remove themselves from the environment and the second is to do what is necessary to put a stop to the offensive action.

Belizeans have long been complaining about being wronged by politicians. Abuse of authority, corruption, wasteful spending of taxpayers’ money, nepotism, cronyism, interference in Police work and the list goes on and on. Unfortunately, in this case before us (the current government is not only accused but practically found guilty of all of the above, and then some), most Belizeans do not have both options available to them. Belize is our only home and we do not have the luxury of removing ourselves from this environment. There are those who do have green cards and the opportunity to travel but they choose instead to stay and make a life in Belize. That is their right for this is our home! We therefore are left with one choice and one choice only; we must do what is necessary to put a stop to this miscreance.

In 2008, the United Democratic Party was voted into office on a platform of accountability, transparency and good governance.

How many remember the Prime Minister’s famous speech of “pulling a two-edged sword at the first whiff of corruption”? He also promised that if “it was a sweep-cleaner’s job it would have to go to the House for approval”. Belizeans had high hopes that things were going be done the right way. Unfortu-

nately, those hopes have been totally dashed!

Dean Oliver Barrow became the first black-skinned Prime Minister who was supposed to once and for all, lift the people of Belize out of hopelessness and poverty. I say “black-skinned” because in reality that is where Dean Barrow’s blackness ends. Both Said Musa and George Price before him were in principle, more “black” than Dean Barrow has ever proven to be. Both Price and Musa had deep social convictions and both showed more concern and attention to the plight of the poor than Barrow ever has. Both former Prime Ministers were humble men who were always in touch with the people and would not be caught dead flashing Rolex watches, Armani suits or splashing by in high end luxury SUV’s. Mr. Price always drove his low end Land Rover, never traveled first class and lived among the people in humble surroundings.

He would often stop to give the ordinary citizen a lift and could be seen walking around cleaning litter off the street. Mr. Musa, like Mr. Price before him, was approachable and both men made themselves readily accessible and available to the people. Contrast that with the opulent and high handed style of living that is now exhibited by this current Prime Minister.

Since assuming office, this Barrow administration has been oppressive and draconian in every aspect.

Despite higher taxes and harsher laws however, crime has increased dramatically and murders are consistently above the hundred-mark per annum. Belize is currently listed as one of the most dangerous places on earth to live and gang warfare continues to rob our communities of its young. Incursions across our borders have increased and recently a member of our security forces was even shot and killed. Dean Barrow has been exposed as being all talk and his “pro-poor” propaganda has proven to be nothing but empty rhetoric. Under his watch, unemployment went from 9 percent to a whopping 25 percent and the poverty level which stood at about 12 percent in 2008 skyrocketed to an alarming 45 percent. Maybe we misunderstood; pro-poor meant the creation of more poverty!

The number of transgressions by this current administration has become almost too numerous to mention: the Penner situation, the Castro misappropriation, the Anwar Barrow coronation, the Noh Mul frustration, the Rosewood defor-

estation and even an accusation of murder-ation. When Belize, do we decide to climb out of this pot that keeps getting hotter and hotter?

This government has acted above the law, outside of the law and in direct violation of the law. The long promised Thirteenth Senator that was even written into the Constitution has still not been appointed despite persistent calls from citizen groups for its implementation. The Prime Minster has made it clear that he has no intention of making that appointment regardless of what the Constitution demands. The Integrity Commission, again provided for by the Constitution, has not existed for the entire life of this government.

No member of this government has ever filed a declaration of assets yet we see ministers, their families and cronies accumulating vast amounts of wealth and properties. How long Belize, how long?

Recently, this Petro Caribe fiasco once again exposed the arrogance and total disregard of the law by this administration. Section 114 of the Constitution speaks directly to this issue yet recently, both the lower and the upper House voted in favor of this outright violation of the highest laws of our land. The government continues to spend this money with no accountability to anyone and recently, spent an addi-

tional two million to bus supporters to a rally in Belmopan in supposedly a show of support for their illegal actions. With Christmas approaching and municipal elections set for early next year, the government is once again preparing to dig deep into these funds to influence the upcoming elections. For sure, those who will benefit the most will be residents of Cayo North who in early January will go to the polls in a bi-election; or should we say a “buy” election.

On Wednesday last in a sitting of the Senate, a motion was put forth to demand accountability in the spending of these Petro Caribe monies. Belizeans again missed an opportunity to demand better as our representatives of both the Unions and the Churches refused to vote for this motion. How long Belize, how long?

In 2015, Belizeans will once again be given a choice of whether to change things or to leave them as they are. The Cayo North bi-election and thereafter the Municipal Elections will give Belizeans an opportunity to send a strong message to this government. Shall we demand better or do we really “like suh”? Make up your mind Belize and I pray that we send the right message. May GOD bless Belize!

Belize “Titanic” is Petrocaribe

by Rayford Young I’m not a big movie fan but boy when I fall in love with a movie I watch it often.

One such movie is “Titanic”. Mein, I loved that movie! It’s a bit long but who cares it holds my attention for the 3 ½ hours and it’s worth it. The other good thing about it is that it’s a true story. It all started on April 10, 1912 when this large ship, the largest in the world at the time, left Southampton, England on her maiden voyage to New York City. No expense was spared - every luxury available to man was onboard. Her passengers were a mixture of the world’s wealthiest, basking in the elegance of first class accommodations.

She was classified as the safest ship ever built, so safe she couldn’t sink. She carried only 20 lifeboats for her 2,200 passengers and crew.

The party started immediately with dancing and drinking all day into the morning. The best liquor was onboard.

This was life at its best for the rich and famous. Who can forget the love story of the society girl “Rose” and the penniless artist “Jack” as they fell in love on the high seas? What a party. Life could not be better. Then four days into her journey at 11:40pm on the night of April 14, she struck an iceberg but what’s to worry?

This ship cannot sink we were told, so the party continued. Soon it became obvious the ship would go down. Each passenger was issued a life jacket but life expectancy would be short. The water was four degrees below freezing and very few if any could survive this cold water.

Two hours and forty minutes after the collision the ship that could not sink was on its way to the bottom of the sea for its final resting place. 705 passengers survived, 1,522 passengers and crew were lost.

Many in Belize are on this same kind of journey. The party is alive - many are having a great time and things could not be better. This ship cannot sink, let it roll.

Our titanic ship is named “Petrocaribe” and we are told by Capitan Deano that this ship can’t sink. Let it Roll, what’s the problem?

Clearly Petrocaribe is a loan that has to be paid back but Capitan Deano and others are saying it’s not really a loan so there’s no need to take it to the House of Representatives for approval and we could do whatever we want with this slush of money. The petrocaribe money is everywhere. Our Government ministers are driving in brand new SUVs - so many new SUVs they are even hitting pedestrians and killing them. Things are so wonderful that Capitan Deano had a brilliant idea to bus in thousands of his supporters to come to Belmopan to thank him for the great work he’s doing with the Petrocaribe money. So Capitan Deano

offered his supporters a red T-shirt, fifty dollars and a bus ride to Belmopan just to say how much ‘I love you’. The ministers receive a new SUV at about $80,000 apiece and the supporters receive a T-shirt and fifty dollars and a bus ride and we are happy.

No one is saying some good is not being done with the Petrocaribe money.

The argument the Opposition party is making is that the Belize law says you must bring any loan above ten million dollars for approval from the House. My understanding is that it’s about a hundred and fourteen million US dollars Capitan Deano has to play with and boy they are having the time of their lives. The fact that some people are working repairing the streets and other things being done with the money is beside the point. We are either a nation of laws or a nation of outlaws. No one knows for sure what Captain Deano is doing with all this money and who it’s going to. No one should have this kind of power over a nation accountable to no one. So while Capitan Deano and his followers are on a drunken binge a loan is a loan that has to be paid back.

Venezuela is in dire straits now. The low price of oil is affecting their budget and all their grandiose loans to Caribbean nations will have to come to a stop soon.

This is the time Venezuela needs all these countries they help to come to its aid and repay those lucrative loans. That would be the right thing to do instead of squandering lots of money to say I love you. I don’t think Venezuela was thinking of political rallies when they were making these loans to help these countries.

At some point the country of Belize will have to repay all these loans. For a country this poor and only three hundred and fifty thousand people we are in debt up to our eyeballs. Swimming in red ink.

Will Belize be able to make all these payments when they come due? Seems all that matters now is re-election. Let’s keep this party going - but what happens when the Petrocaribe money runs out?

Will those who were not invited to the party have to pay the expense for the chosen few who were invited to attend? It seems so unfair.

Consider these words from www.mtbiblestudies.com: “…It has been said that “a fool and his money are soon parted.” (A proverb originating with Dr. John Bridges in 1587) While a fool and his money are soon parted, contrarily, a fool and his folly are not easily parted. What is a fool? A fool is someone who is thick headed and arrogant. He cannot be instructed in any way.

His motto is: “Don’t confuse me with the facts; I have my own opinions.” In fact, the fool delights in airing his opinions. If challenged on his opinions, he is often quick to lose his temper. His hard- headed, foolish ways shame his parents. In Proverbs 14-15 and in other chapters, wise King Solomon warns his audience about such people. How do we deal with someone who is a fool…?”

I say, vote them out of office…

THINK ABOUT IT UNBELIEVABLE For some ten years public sector workers have not benefited for a salaries increase. Despite rising cost of living in Belize.

In 2004 and 2005 the trade unions played an important role in paving the way for the then opposition UDP to gain electoral victory. In 2008 the UDP became the government on a promise of accountability, transparency and all the rest of broken electoral pledges.

They held out an open window and door that they would be a workers government. Another broken promise.

From 2008 to 2013 the Unions played along with “their” government. No raise came. When they could no longer hold back the frustration of their members, and in particular the teachers, negotiation started.

Based on facts and figures the Unions placed their cards on the negotiating table. Oh, no, said the Prime Minister, we just don’t have money for a raise.

The Unions said they wouldn’t budge.

They were asking for ten percent.

Eventually, to head off unrest in the workplace, the Prime Minister said okay you’ll get something. That something was six percent, yea six.

Just cannot afford more, said he.

The six percent took effect two months ago. Inflation, cost of living and the very high price of petrol gobbled it up in one month.

But from 2012 the government has been raking in an unexpected bonanza of millions of extra dollars from the Hugo Chavez/Venezuela oil initiative called Petro Caribe.

So that even as the Prime Minister had been pushing around the teachers, public officers, Police, soldiers and nurses with his “we have no money for a raise” excuse; he was secretly storing up millions of dollars.

By the end of 2013 he had in excess of 200 million dollars.

Finally the truth got out. The wanton, harum, scarum spending alerted the nation that something was amiss.

The Prime Minister was secretly using the Petro Caribe monies to finance his dream of a third term in government.

As it further turned out, the Prime Minister was doing all this in violation of the laws requiring him to get National Assembly approval, table estimates of spending and follow legal requirements to have public tenders for all works on streets, bridges, roads, sports facilities etc. So the Prime Minister grudgingly asked the National Assembly to approve what he had already been doing-using millions since 2012. By the way what he was doing was illegal and some lawyers say also criminal.

With his slim majority in the House of Representatives the illegality was “confirmed and validated” in the words of his Resolution to the House.

Then came the Senate meeting last week and the unbelievable behavior of the nominee Senator representing the Unions of Belize. He voted in

favor of the government illegal actions.

His vote “confirms and validates” the very principles the Unions fought so hard to uphold- accountability, transparency an end to waste, and misuse of public funds. The lies and deceits of the Prime Minister since 2012 up to the present were endorsed by the Union representative.

This is incredible.

The teachers, public officers, police, soldiers and nurses have no housing programs. They have no healthcare benefits for themselves and families. Their children who are students pay high prices for internet and use of computers when such services should be free for all students in Belize. There is no free education to colleges and Sixth Forms. There are no agricultural programs for people to get out of dependency and poverty.

And in the face of these and many other ills the Union representative betrays the workers of our land.

If Senator Shoman, Sylvester and Andrews did not call for individual votes on the Resolution we never would have known what serious games the Union leaders and their Senate rep are playing.

JESUS GET JACKED Belize is a Christian country. We may not be very devoted Christians but we doing okay, especially given the never-ceasing busy body called Satan and his demons.

Christmas is the biggest time of the year for Christians in Belize. It is a day set aside to celebrate the birth of the son of God, who brought the message of love.

The commercialization of Christmas represents a challenge to Christians and their pastors, priests, bishops and preachers. For too long in Belize the demons of the devil have been allowed to take Jesus’s birthday to push their pagan activities.

The Christmas hype has started from the third week in November.

Some local radio and television stations have started to push the agenda. That agenda is one of materialismbuy, buy, buy. In a society in which fifty percent of our people are poor, how do we justify promoting such a concept?

Christians in Belize need to push back.

There is a need to put Christ back in Christmas.

To hell with Santa Claus and all that he represents.

PRISON REPORT A foreigner visited the prison a few times earlier this year. He is just part of a project out of the United Kingdom.

He produced a Report. The Report is a stinging criticism of the lawyers, the Magistrate Courts, Supreme Courts, the Ministry of National Security and the government.

It is written that you can tell what type of society you have by the way it

treats its mentally ill, its elderly and its prisoners. Look around.

In the case of the prison it is hidden from public view. The Report highlights the awesome abuse of mentally ill persons who are thrown in the prison rather than in a hospital where they can receive some minimum treatment and humane attention.

The Report highlights the hundreds of young people remanded without a second thought. Hundreds more are languishing in jail for years awaiting trials.

Nothing in the Report is new to the various personnel and institutions mentioned above. In a practical sense there is no Minister responsible for the prison. There is no Chief Executive Officer whose duty it is to see that what is happening in the prison does not happen. There is no Cabinet oversight of this unacceptable situation that has befallen those who are sent to prison.

It is a curse and a sin-what is happening.

Brutal as the white colonial masters were, they conducted themselves with a degree of responsibility and sense of duty over their colonial subjects in Belize. Look what has happened under the watch of our own people. The unfortunate prisoners are treated like animals.

And the Report did not even touch the dark, hidden issue of prison rape and sexual abuse.

WOMAN BEATER IS MAIN SPEAKER Galen University is holding its graduation ceremonies this weekend.

Somebody slipped down and invited the Minister of Education as the main speaker.

The Minister of Education was recently the center of public attention when an allegation surfaced that he had beaten a young lady.

No need to rehash the allegation but the young lady did make a report to the police and is said to have a witness. The matter got squashed at the Police level. It must be mentioned that the young lady is vulnerable as she is employed in the Ministry of Education.

A Minister cannot be accused of such a horrible behavior and still keep high public position. Except, of course, if he is in the UDP government. The Minister’s public response was to blame female activist Rhenae Nunez for striving up public sentiment via social media and Facebook. He even went as far as calling Miss Nunez “that crazy woman”. Showing just how he thinks about strong, independent, outspoken females who cannot be intimidated by him and his colleagues.

Were students and graduates of Galen University touched with a little sense of moral outrage at a woman beater, the Minister would not be allowed to face them on graduation day.

If the Minister had any sense of moral decorum he never would have gotten into such a national scandal in the first place. Ten days of activism?

Could we at least have a few hours of walk out?

2014 most vibrant democracies, is reeling from a series of protests following the riots and outrage out of Ferguson County with the Police shooting of an unarmed black teenager-Michael Brown.

Black Americans, who have consistently been the overwhelming victims of racist police abuse, seem to be reaching a point of ‘we will take no more of this’.

The suggestion that Police must be forced to wear body camera in order to reign in their unlawful behavior is gaining momentum in America.

In Belize, the rising incidents of police brutality and plain chancyness against citizens have been met with stony silence from those in authority.

In MAY 2010, in a place called Tivoli in Jamaica, the Police and army conducted a joint operation. They were seeking to find and arrest Christopher “Dudus” Coke. Dudus was wanted for extradition to the USA on charges he was a major drug trafficker.

Dudus was well liked and appreciated by the residence of Tivoli whom we financially supported through sports, art and various community programs. He was a Don, a Don Gorgon.

Expecting resistance and perhaps even a shoot-out with staunch supporters and street soldiers of Dudus, the security forces entered with maximum force, including carriers and helicopter(most likely not second hand ones).

After days of rage the security forces subdued the residence and quieted down the area. When the media entered there was widespread evidence of Police and soldiers excesses. Many residents were brutalized and enough got shot.

Now, four and a half years later, with government having changed, a public Commission of Inquiry is hearing evidence of abuses and violation of the rights of citizens.

There is a lesson for the opposition, the government and in particular the Hon. John Saldivar, his CEO George Lovell, Allen Whylie, Commissioner of Police, and every G.S.U, rogue cop and chancy senior officer who is involved in any way in what is being done to people in this country.

BOOKS FOR THE SEASON With Christmas, Boxing Day, and New Year’s holiday around the corner, books are as good a gift as any.

The Bible would have to be on top of any list, with a note to the receiver to read it on a regular basis.

There is a small gift shop and book store on North Front Street, Belize City, downstairs the Law Firm of Musa and Balderamos. They have a variety of excellent reading materials including many children books.

There are a few copies left of an important book for our region “Open Veins of Latin America” by Eduardo Galeans.

There are books on Martin Luther King, Nelson Mandela, Bob Marley and Che Guevara. There are some local books and poetry by Carrie Fairweather, Karl Tillett and others.

Reading is food for the soul.

Another youth gunned down 28 year old Robert “Bolo” Tracey executed on Jump Street Belize City, December 3, 2014 Gun shots rang out in Southside Belize City shortly after 10:00am on Wednesday morning, as 28 year old Robert Tracey was executed on Wagner’s Lane, also known as “Jump Street”.

Tracey was shot in the head multiple times by an unknown gunman, and left dead on the sidewalk.

Residents who had heard the gunshots looked out and saw a man lying on the ground. Horrified at the site, they called the Police.

At the scene, the Police recovered several expended shells and a blue-in-color beach cruiser bicycle. It is believed that the gunman sneaked up on Tracey who was sitting in front of a private residence and shot him at close

range. The gunman then ran through an alley and escaped. The Police found clothing which they believed belongs to the gunman.

Jump Street is a densely populated neighbourhood in the neglected and impoverished Albert Division. The street is narrow and old, weather-beaten wooden homes decorate both sides. It is situated behind the Wesley Methodist Church and Primary School. The students at this school were startled at the sound of sirens so close to their compound. The area where the shooting occurred is also not far from downtown Belize City, where tourists were moping around in small pockets.

The Police have not identified the shooter. They are also not certain what Tracey was doing in that area of the city this morning. He resides in the Gungulung Area of Lake Independence, which is located on the other side of the city.

Tracey’s mother, Helen Samuels, learnt of her son’s murder this morning.

With tears in her eyes, she told members of the media that she believes that her son was lured out of their home. She said her son usually stays home to avoid problems. It was a double hit for her. She had also just learnt that she would no longer have a job at Belize Maintenance Limited as of January 18, 2015.

Perhaps Tracey’s past might have something to do with the tragedy. He has a long list of previous run-ins with

SECRET POLICE FILES ON GANGS LEAKED!!

Belize City, December 2nd, 2014 Highly sensitive police intelligence on the gang networks in Belize has been leaked out of the Police Department, and is at risk of falling into the wrong hands and undermining organised-crime probes and potentially endangering the lives of Police Officials and citizens.

The BELIZE TIMES has learnt that the intelligence data was mismanaged by a Police Officer who lost the device, a flash drive, which contained a back-up copy of the information. That flash-drive, with all the sensitive content, was recklessly handled and has now fallen in the hands of a private citizen, the law. In September this year, he was charged for possession of controlled drugs and escape from lawful custody. In February of this year also he was the victim of a shooting on Central American Boulevard, but he survived and recovered from the assault. In March 2012, Tracey was accused of stabbing Loren Lennan on the neck. He was charged with Attempted Murder and Grievous Harm. In January 2011, at age 24, Tracey was in Court facing an aggravated robbery charge after he was accused of robbing a city resident at gunpoint. In 2009, at age 22, Tracey was facing a charge of robbery following an armed hold up of Brads Store on West Collet Canal.

The intelligence data, some of which the BELIZE TIMES has obtained through reliable sources, contains information on gang networks and how they operate with certain resources. It lists names and contains detailed information of the key players involved. The data represent months of work by the Police’s special branch department. If gangs get the information it could weaken the Police’s anti-gang efforts tremendously, and even give gangs the advantage as they can pre-empt police action.

The Police Department has launched separate probes to find out how the device got into the hands of a private citizen. The officer responsible has been questioned.

The Ministry of National Security has remained silent in the face of this latest security breach.

Minister John Saldivar’s apparent nonchalant attitude is consistent with his dealing with recent matters which turned into huge public scandals, such as the Guatemalans building a military base on Hunting Caye and the murder of Special Constable Danny Conorquie because of inadequate security at one of our prime tourist spots in the Cayo District.

The public at the very least deserves an explanation of what is going at the Police Department.
