Wednesday, 30 November 2016 “Why now? Why are we being asked to ratify these agreements at this time? What is the rush?” These were but a few of the questions which Members of the Senate asked publicly when the Leader of Government Business, Senator Godwin Hulse, tabled the motion for the Senate to Ratify the Special Agreement between Belize and Guatemala to submit Guatemala’s Territorial Claim over Belize to the International Court of Justice.

That was the motion tabled with another asking the Senate to ratify the Amendment of the Protocol to the Special Agreement.

The Compromis was first signed in 2008, while the amendment was signed in 2015. In that amendment, both countries agreed that instead of going to simultaneous referenda, each country could choose the option to hold their individual referendum on separate dates.

For the third consecutive quarter the economy declined, this time by 0.8%.

According to the fact sheet, “during the three months from July to September the country’s total production declined by 0.8% when compared to the same period in 2015…for the first nine months of the year, the country’s level of production was 0.7% lower than in

LANDMARK UP IN FLAMES Monday, November 28, 2016 Police and Fire Department investigators have still not determined the official cause of a devastating fire which claimed one of the city’s most outstanding colonial landmarks, the Chateau Caribbean Hotel and Restaurant on Marine Parade. Just after 8:00am Sunday flames were observed in the upper floor of the building and fifteen hours after when the last fire-fighter left the scene, the entire building was gutted.

He stressed that the PUP does not believe that the current relations between Belize and Guatemala are conducive to the process. Presenting in the Senate, he said, “now is not a convenient time for a referendum on this matter.

He then recounted recent incidents of aggression

by Guatemala which Belizeans are well aware of, including Guatemala’s complete rejection of the vindication of Belizean law enforcement. They still believe that Belizean law enforcement committed murder when they fatally shot 13 year-old Guatemalan Julio Alvarado Ruano on Belizean territory, inside the Chiquibul.

Courtenay reminded the nation that Guatemala President Jimmy Morales wrongfully accused Belize, and according to Courtenay, who is an eminent attorney, “Guatemala libeled Belize” That, in addition to withdrawing their resident Ambassador in Belize which is tantamount to a diplomatic insult! The Guatemala Ambassador has still not returned to Belize. There are also well publicized instances of aggressive behaviour in the Sarstoon which remains the flashpoint for Belize/Guatemala relations, the latest one being SATIIM stopped by the Guatemalan Armed Forces. In Senator Courtenay’s estimation, Guatemala has displayed a catalogue of bad faith towards Belize, and until they adopt a good neighbourly attitude towards Belize, the time is not right for a referendum.

A few of his concerns were shared by Business Senator Mark Lizarraga who noted that the UDP Government has already announced that they will change Belize’s referendum law to lower the threshold from 60% voter turnout to a simple majority. That, we assume, means that only 50% of the electorate plus 1 more voter need cast a ballot for the referendum result to be valid. It could also mean that whatever the turnout – whether it be 500 voters or 1000 or 50,000, a simple majority will suffice. The Business Senator asked if this Belize’s way of attempting to appease Guatemala, and if it is, Belize should not concede until a protocol for the Sarstoon is properly negotiated, which respects Belize’s right to use the northern portion of the river.

The Labour and Civil Society Senator, Elena Smith, also shared PUP Senator Courtenay’s reservations about the validity of the voters’ lists. It is well-known that there is a long overdue reregistration of voters which needs to happen. That list is tainted, and inaccurate, and there is concern that there may be Guatemalans from border communities who are registered voters on the list.

These Senators urged the Senate to exercise extreme caution in passing this motion. Once it is done, Belize will have to give its authorization to these agreements, and it cannot be reversed. Perhaps paying heed to the warning from these members of the Senate, these motions have been submitted to the Foreign Affairs and Constitution Committee of the Senate, and they were the only two motions which did not pass today.

In the primary sector the decline was sharp, 24%, with marine exports reporting a 61% decline and banana shipments falling by 14%.

While the government has continued to boast about its employment figures, the official statistics show that was a lie. According to the SIB, unemployment rose to 11.1% in September 2016, a sharp jump from September 2015. According to the findings of the Labour Force Survey, “in September 2016there were a total of 17,952

unemployed persons in Belize.

This represented an increase of 2045 in the number of unemployed persons since September of 2015.”

Where inflation is concerned, the news is no better.

According to the SIB, “during the month of October 2016 the prices of goods and services purchased by Belizean households were, on average, 0.7% higher than they were in October 2015.” While food and nonalcoholic beverages showed a slight decrease of -0.4%, the cost of transport, housing, water, electricity, fuel and all other categories of goods and services went up.

And finally, according to the External Trade Bulletin, both exports and imports fell in the third quarter, by 43% and 17% respectively. Where imports are concerned, the SIB reports that “Belize’s total imports for the month of October 2016 were valued at $152.8 million. This was a decrease of 17.1% or $31.4M from imports for October 2015…Merchandising imports for the ten

months from January to October 2016 totalled $1.6B, representing a 3.9% or $65.3M decrease from the same period last year.”

There has been sustained bad news where exports are concerned, and today the SIB reported that “total domestic exports for October 2016 amounted to $21.7 million, down 43% or $16.3 Million when compared to exports for the month of October 2015…Merchandising exports for the first ten months of 2016 totalled $364.3 Million, down 23.8% or $114.1 Million from the same period last year. There was a decline in citrus, marine products and bananas.

It is incredible that this UDP administration has come to this after those not long gone days of spending frenzy when, like the Prime Minister stated, there were “millions and millions and millions in the coffers.” Those coffers are now empty, thanks to the incompetence, mismanagement, wasteful spending and arrogance of Prime Minister Dean Barrow, who now obviously has no clue how to fix the mess he created.

CITY LANDMARK UP IN FLAMES Continued from page 1 blaze. The Belize Times has been informed that there were guests in two rooms who managed to get out with their bags when they heard the ruckus. As well, there were guests in the dining area but they got out unharmed.

Staff members have suggested that the fire may have started in the kitchen, but investigators are not ready to release any information beyond the obvious.

According to Fire Chief Ted Smith, “On arrival the upper section of a three-storey structure was engulfed in flames. The fire department immediately went into operations and tried to extinguish the fire.”

That fire fight, which included a summons for assistance from off-duty Fire Department personnel, was hindered at some point be-

cause the trucks were unable to immediately access water from the nearby Caribbean Sea. Fire Chief Ted Smith explained that they had to couple three eight foot hoses to reach the sea.

Smith was visibly frustrated as he explained that they did the best that they could with the resources they had. It is no secret that the trucks and equipment utilized by the Department is hopelessly archaic and mostly held together by band-aid and prayers.

The hotel’s owners, the Lo family would not offer comment on the fire which consumed everything in its path, including their possessions since they resided there as well. The building was constructed as a home in 1927, and in the 50s served as the Holden Memorial Hospital before it became the Chateau Caribbean.

BARROW’S BOGUS DIH PLANE LAND… COMMISSION

Thursday, December 1, 2016 The Barrow Government’s concept of an Integrity Commission is obviously one dominated by hard-core UDPs, a couple who probably are not exactly sure of the definition of Integrity. When the names were called late last week, it became immediately clear that this administration has absolutely no intention of putting together any real Commission to watchdog its conduct.

In the Senate meeting, the UDP Government Senators forced through the appointments of Marilyn Williams, Armead Gabourel, Lisbeth Delgado, Wilmot Simmons and Nestor Vasquez, who sits so many Government controlled boards. The only two Oppositionnominated members are Melissa Balderamos and Claudette Grinage.

Marilyn Williams, who was once the Director of the Financial Intelligence Unit, and who is an attorney at law, now becomes the Chairman of the Committee. Williams is a political hack and Barrow-loyalist, dependent on Government for her livelihood. A company in which she had an interest has also come up in investigations into alleged money laundering recently. When the motion was tabled for her fellow committee member, Armead Gabourel, PUP interim Senator Tanya Santos immediately rose to register her concerns about Gabourel’s appointment. That’s because she was a member of the Board at the Belize Airport Authority which allowed Edmond Castro to use BAA funds, which are public monies, for his own personal needs.

According to Senator Santos, she ought to have resigned from the Board instead of being required to resign after it became a public scandal.

On the appointment motion for Wilmot Simmons, PUP Senator Paul Thompson rose to register the Opposition’s disagreement with his appointment. Simmons is a proud and vocal UDP supporter, also dependent on government for his livelihood.

Senator Thompson made it very clear that he was not calling Simmons’ character into question, merely his ability to independently and impartially watchdog his Party, a Party that has been mired in the most indecent corruption in Belize’s political history recently.

Now, the most controversial appointment of all is Nestor Vasquez, who is a UDP who has prospered under the Barrow Government. He’s a member of the Board of the Belize Telemedia Limited, which is Government controlled.

He is a member of the Board for the state-owned APBEL. He is also a Chair-

man of the Social Security Board’s Investment Committee, another government controlled entity. He is now being asked to serve on the Integrity Commission as the Chartered accountant.

That’s the same position which, according to the Barrow Government, caused it to become dormant because no one wanted to serve.

No accountant, according to Barrow, was prepared to subject himself or herself to the invasive checks and balances of becoming a politically exposed person.

PUP Senator Eamon Courtenay called the Government out on that especially since the Institute of Chartered Accountants recommended Warren Coye to the Prime Minister, who completely disregarded that recommendation.

Elena Smith, the Senator for Labour and Civil Society, revealed to the Senate that in private discussions the Prime Minister had with the teachers during their strike, Barrow promised that the person recommended by the Institute would be appointed. It has since been revealed that he broke yet another promise when he recommended that Vasquez be appointed to the position.

This move pushed through by the UDP makes it clear that a victory by the teachers and concession by the Prime Ministers may be nothing more than the PM’s specialty – optics.

Wednesday, 30 November 2016 Police have confiscated 16 drums of aviation fuel, along with equipment they found on a clandestine airstrip in the area of the Coastal Road. They are sure that a plane landed secretly in Belize, but are unable to say what kind of illicit cargo was smuggled through Belize. All signs are indicating that this was a drug plane which landed on this airstrip, but no other information has been forthcoming.

Hattieville cops were first alerted to this plane in Belizean airspace in the predawn hours of Tuesday, November 29.

That’s when they received intelligence that there was a low-flying aircraft in the area of the Coastal Road. Police were dispatched, and after searching the area, they came upon a clandestine airstrip 3 miles off a feeder road, located about 9 miles into the Coastal Road. There they found the open space, a clearing big enough to land a plane, and they found tire marks which they believe were made by the aircraft’s landing gear. A search of this area led them to discover 20 drums; sixteen of them were filed with aviation fuel while four were empty.

They also found 4 batteries, electric wires, lights, and canvasses. They believe that these were all used to facilitate the landing of the aircraft.

Also in the bushes, the officers found seats which they believe were removed

from the plane to make space for whatever cargo they picked up. This is usually done to make space for drug cargo, and so, it strengthens the credibility of the theory that this was a drug smuggling operation.

Unfortunately, Belize does not yet have a law enforcement capability to monitor and interdict unwanted air traffic in this country’s airspace, and so, the police arrived long after the plane landed and took off, with whatever cargo it picked up in Belize. ACP Edward Broaster explained that, “this is a problem that persists throughout the region. It’s not just Belize. There are a lot of illicit landings in Guatemala, Honduras - all around us and it’s just a challenge for our law enforcement to garner intelligence as to exactly where the next plane would be touching down and that’s something that is very difficult. Unless you are deep undercover in the ring, you would not be able to get that information or unless somebody slips up and we get information as to where the plane would be landing.”

Reports to the press is that this clandestine airstrip was first created some 3 years ago, and the military destroyed it in an attempt interrupt the trafficking of illicit cargo via this location.

Questions to Ministers

Would the Member for Queen Square and Minister of Finance please confirm reliable reports that allocations to education, health and the Police will be slashed in the new budget, and that a finance team has almost completed lists of public officers who will be retrenched in 2017?

Would the Member for Queen Square and Prime Minister please confirm or deny reliable reports that the condo/resort he is building in Placencia on the beach will feature a helipad on the roof?

Would the Member for Port Loyola and Minister of his own development please provide a REAL list of his assets (in his name and held for him by members of his family)? Could he further confirm reports that he recently purchased the abandoned Archie’s building in Belize City?

Would the Member for Port Loyola and Minister of his own development please say how much of the money pumped into his private NGO, Housing for the Poor, is being contributed from public coffers? Could he further provide an accounting of how those monies have been spent?

Would the unelected Senator and Minister of Agriculture please provide an accounting of the sugar he is privileged to get from BSI/ASR each year, and since there are reports that the sugar is sold in Guatemala, could he also provide an accounting of where those thousands of sacks of sugar are sold, along with evidence that all proper duties are being paid?

Would the disgraced former Deputy Prime Minister please provide an accounting of how he managed to acquire all the land which makes up his large ranch in the north? Could he also provide a list of all the family members which were given land under his tenure and who then returned that land to him for a pittance?

Would the unelected Senator and new Minister of Natural Resources please say why she has suddenly gotten very quiet on the matter of compensation payments and questionable deals concerning the former Deputy Prime Minister Gaspar Vega?

Major bust…

So about five different elite units of the Police Department made a major bust yesterday, so major that they were snapping selfies all over the place. Let’s see…yeah they managed to confiscate a bunch of drums, some airplane seats, four batteries and some canvas I hear. Big ting dat. They didn’t manage to detain anybody and nope, they didn’t get their hands on any drugs but proud moment here…based on extreme precision, intelligence and a well-coordinated operation, they managed to capture images of the plane’s tracks on the impromptu runway off the Coastal Road. We should probably be handing out some medals anytime soon. Jeez. #sigh New donation…

I finally figured out why the Police on the scene were so happy. It wasn’t because of the drums or the aviation fuel. It wasn’t the excitement of the moment. They saw the seats which were taken out the plane to make way for the cargo, probably a s*#tload of drugs. See, our Police have been having a hard time finding the resources to do their jobs. It’s gotten so bad that they’ve had to be using wooden seats in some of their pickups and it’s pretty rough on their backs during those long patrols. So now you can understand why they were so excited to see those comfortable airplane seats.

Remember how Ms. Retreage was all gung-ho the other day sitting at that head table with the boss? Talking about how she’s going to launch an investigation and question this one and question that one and put her foot down and all that serious talk? Ain’t gonna happen! Word to this cynical scribe is that Ms. Retreage started pushing a lil bit too hard on the Commissioner of Lands, asking too many questions, to the point that poor Mr. Vallejos had to apply for emergency leave. That got to certain ears and the intrepid Ms. Retreage was called in and told to back the hell down. Apparently she’s a little wet behind the ears, sorta naïve. Unlike her colleague, the godless Godwin, she didn’t understand that “part of a team” spiel.

Long story short…don’t expect anything to come out of that so-called investigation anytime soon. Oh and don’t expect that $800,000 to be paid back anytime soon either.

Interesting business…

Remember way back in the day when we were trying to figure out how Ms. Retreage became Dean Barrow’s girl-wonder? Then we heard through the grapevine that it was through her proximity to the first son and boy-wonder? It’s interesting. The tech-savvy genius is leaving BTL, but not without a hefty pay-check and big plans in the making. We hear he’s been acquiring prime land all over the place, hiding ownership in obscure shell companies. The other day we were checking out a prime parcel behind the Marion Jones complex and now there’s another company, something to do with oil that is said to have the first son’s fingerprints all over it. The real owners behind these companies, Aviation Alliance and Southwest, are so well-hidden that it’s been a challenge for us, but we find it interesting that both are registered at a certain Eve Street address, coincidentally the address of Miss Vanessa’s law firm. Don’t sweat…we’ll get to the bottom of it…

Idiot-Savant sans Savant…

So check this out, and you know I don’t lie…well, not much anyway! Reports are that the tech-savvy Anwar, all proud of his little self for finally launching (at least in concept) 4G LTE a full year after its competition, came up with the bright idea of renting a Ferrari from Mexico for $75,000 to highlight the service.

But see, he didn’t really think that one through until somebody pointed out that Belize’s wutless streets would kinda be a problem for the Ferrari. So back to the drawing board…we hear that now the boy-wonder is trying to rent a fancy trailer to pull the Ferrari around to the different launch sites. Sheesh…what a goofball!

Housing for the Poor…

Somebody really needs to do some digging into a certain pool table fixer turned property manager who admits on national television that he has a good ‘product.’ I hear when the DEA agents stationed at the US Embassy heard that startling revelation they went on high alert…but anyway. So I understand that the new product magnate is opening a fancy gas-station in Orange Walk and also just purchased the old Archie’s Building on Central American Boulevard, reportedly for $300,000. There’s something really fishy about this pool table repairman. Ain’t enough pool-tables in the world to support that lifestyle! Me…I’d start by looking into that Port Loyola Housing for the Poor thing. Big, big money is pouring in and out of that so-called Boots for-profit organization.

When the Bubble Bursts

A

bout a week ago one of the hosts on the UDP’s morning show commented that the best is here with this administration, a play on the government’s slogan going into 2015 elections. He went further to say that he can’t understand why people can’t see it – “it’s like people are living in a different country,” he stated in all seriousness and apparent disbelief. How do you reach people like that? They live in the same country we all do, watch the same news, see the same conditions and hear the same alarm bells ringing loudly, but they are so blindly loyal to the party they serve that they lose all sense of reality.

Somebody asked a week ago – how do we get the message out to the people…the message that 2016 was a terrible year for the country and 2017 is going to be a whole lot worse?

You would think that those who feel it would know it. Is it that this administration steadfastly refuses to acknowledge that the sky is indeed falling?

Consecutive IMF country reports have painted the bleakest picture, stating repeatedly that the government’s wage bill is too high and debt is unsustainable. This isn’t idle chatter.

The IMF continues to advocate for taxation, not because taxes are a first resort but because it is one of the last, when a government has been unable or unwilling to rein in its spending and practice fiscal responsibility. Retrenchment isn’t the first recommendation of the IMF, but the government has absolutely refused to control its wastage of taxpayer monies.

Very recently Belize was downgraded a second time in a week - from a CCC+ to a CC…this isn’t a frivolous and meaningless action, without consequences. The government will default, more than likely, on its bond payment due in February. This is also not without repercussions, and it is clear that the team assembled by the bondholders is cognizant of the financial scenario in Belize and will negotiate with that knowledge.

Last week Charles Blitzer made a statement which should cause Government’s negotiating team some concern – “the issues that are laid out in the IMF Report go well beyond the bonds. There are a number of other pressures on the balance of payments, on the fiscal that go well beyond the bonds. At this point it’s not clear why the focus is on that.” Mr. Blitzer is making clear reference to the UDP administration’s inability to manage the affairs of the country. The UDP has done well in-country to paint the bond as the devilish spawn of a past PUP administration, but the bondholders aren’t biting, not this time.

So how to get across the message that the country is in a financial mess because of Mr. Barrow’s arrogance and incompetence? That is the absolute truth. Forget Hurricane Earl.

The economic crisis was created and fostered long before that.

Mr. Barrow was gifted – because at 1% interest that is a gift – with almost $400M in Petrocaribe monies from Venezuela.

He spent it all between 2012 and 2015 in what will no doubt go down in history as a most despicable abuse of monies slated for poverty alleviation. Look around. Where did the Petrocaribe money go? Some streets and multi-million dollar roundabouts, bloated contracts to cronies who did shoddy work…that’s it! Not one poverty-alleviation geared, sustainable project, not one health facility or program to provide cheaper medication or medical services to Belizeans.

Currently Belizeans are dying because the cost of dialysis is prohibitive. Petrocaribe money wasn’t used for that, or to fund new ambulances. Who can forget the rally sponsored by the UDP in Belmopan, where thousands of supporters were brought in to proclaim the glory of the Petrocaribe bounty, waving fancy banners thanking Mr. Barrow for that money?

There was even a song. Remember the song?

But that money is gone. What gross incompetence, mismanagement and wastage allows you to spend $400M and then just a year after, the country is so broke that government is actually having trouble meeting its payroll obligations every month?

What bizarre arrogance allows you to arbitrarily acquire a private company and then refuse to pay for it – actually drag it out to the point where Belizean taxpayers must pay $250M in interest alone? You know what Belizeans are getting for that $250M? Nothing! That’s just cash which is gone, thrown away, disappeared.

What bizarre ineptitude allows you to draft and sign a settlement agreement which obligates the country to pay a debt in US dollars at a time when the foreign reserves are sorely depleted?

There are three cases in US courts which are all but done, just enforcement pending. That’s another $100M and word is that they too must be paid in US dollars.

Is there a light at the end of the tunnel? If there is, it’s not clear to see. Has government offered any solution, or at least strategized to formulate a possible solution? If they have, it is not clear to see. In the meantime, Belizeans are getting poorer and the country is in a real crisis. There won’t be any Christmas Cheer this year, and for sure there will be no happy New Year. Mr. Barrow may grin all the way to his personal bank, but the blame for this mess is all his.

Welcome to CSI Belize…

Theodore Andrews Wednesday, 30 November 2016 On Monday, after more than five years behind bars on remand for murder, accused killers Gilbert Craig and Theodore Andrews were freed of murder charges.

The men had been accused of killing Troy Bowen in August 2011, but the prosecution could not continue because the main witness said he could not identify them as the killers. Without the testimony of the witness, the prosecution had nothing.

In a recent incendiary documentary called Gringo, a senior investigator stated for foreign journalists that cases in Belize are not solved with forensic evidence, but only through witness statements. Those witness statements are not forthcoming any longer because persons fear for their lives. It’s a valid fear, but bad for the prosecution which basically has nothing to rely on in most cases but witnesses. Forensic evidence does not play a role in the solving of major crimes because we do not have the facilities to conduct proper testing of evidentiary matter taken from the scene of crimes, and we have no facilities to conduct DNA-tests to link rapist to victim, or attacker to victim or killer to victim.

In June 2015, almost four full years after the Prime Minister’s proud proclamation and a year and a half ago, National Security CEO George Lovell told the media, ““There is monies that have been set aside from that loan (CABEI) for the construction of a proper forensics laboratory…I can tell you that in a very short time we should be seeing the whole loan arrangements being rolled out and the construction

of the forensics lab taking place.”

There is very credible word to the Belize Times that in the new budget, allocations to the Judiciary will be slashed. Allocations to the Police will also be cut. This is not what the nation needs as we head towards a recordbreaking year where murders are concerned, and quite likely a record-breaking year where acquittals because of lack of evidence are concerned.

In 2016, where crime-solving is concerned, Belize is still, relatively speaking, in the dark ages. Last week a major station in the nation’s capital proudly announced that they had procured a one way mirror for identification purposes. Prior to that victims had to approach their alleged attackers and identify them face to face, or from hiding in the back of a tinted vehicle.

More than five years ago, on Independence Day 2011, Prime Minister Dean Barrow boasted, “I am pleased to announce that the funding to set up our long-awaited DNA lab has now been secured.” According to the PM, “Government is financing the refurbishment of the physical space at the present National Forensic Science Service Building, as this is where the new DNA equipment will be operationalized. GOB is also paying for the foreign expert that will train our local personnel in the new science.”

Caught up in the euphoria of the moment, Barrow stated, “Welcome to CSI Belize…”

Reaping a Bitter Harvest

Monday, November 28, 2016 On November 24th, 2016 FECTAB (the Federation of Cruise Tourism Associations of Belize), finally came to understand the extent of the betrayal of the Barrow Administration regarding the cruise port at Harvest Caye.

FECTAB had called a press conference to inform the Belizean people that Norwegian Cruise Lines (NCL) had began to divert its ships from Belize City to Harvest Caye in southern Belize.

Norwegian had only a week earlier, on November 17th, officially opened its flagship private island/ cruise port at Harvest Caye. If the treatment of the media was any indication of how NCL intended to run its Harvest Caye affair then one would have to agree with FECTAB when they say that something is wrong.

By its pronouncements, FECTAB now believes that Harvest Caye is bad for Belize. As it turns out FECTAB might be right but if one buys FECTAB’s argument one would then have to ask what could have motivated the Prime Minister, Minister of Tourism and Minister of Ports to support such a project? After all none of the promise of bounty offered by NCL and GOB has materialized for the average Belizean.

NCL promised more than a thousand jobs, they have generated only about 400, but with a multiplier of four they say, go figure! They also said that Belizeans would be able to offer tours but in fact they have decided to go with only two large tour operators.

They said they were going to hire hundreds of Belizeans to work on their ships so far they have hired less than a dozen. It appears that NCL and the GOB have duped the Belizean public even as they ask that they subsidize their project by way of the head tax.

The fact is that over the last 25 – 30 years the cruise industry has evolved and with each evolution they gobbled up more and more of the cruise tourism pie. Cruise lines in the early stages of the development of the industry merely delivered cruise passengers to destination ports. About 15 years ago they increased their share of the pie by integrating forward; offering shore excursions at reduced rates therefore forcing local tour operators to drop their prices. Now they have extended their reach onshore through the construction of their own cruise ports where they get to exercise absolute control over every dimension of the market.

It is our understanding that NCL is allowing its passengers to purchase everything on the island with their ship card. This saps up the foreign exchange that would ordinarily flow into the economy. With the scarcity of foreign reserves brought on by Barrow/Ashcroft Secret Miami Agreement, one would think that GOB would stop this hemorrhaging.

Harvest Caye is clearly not good for Belize; if one does even a cursory cost benefit analysis this would be abundantly clear. What is even more troubling is to have heard the Minister of Transport (the Minister responsible for Ports) wishing for of this model of tourism development. Such thinking should send chills down the spine of every Belizean, particularly those involved in the tourism industry.

The lesson learnt by FECTAB as of late should be a lesson for all of us.

The lesson is that one should examine these fairytale projects in great detail and put up a fight before they are implemented or suffer the consequence.

Imagine what the outcome would have been had FECTAB, Oceana, the Coalition to save our Natural Heritage and NGO community at large banded together to resist the Harvest Caye sell out by the Barrow Administration?

The UDP boasts that the best is yet to come but for FECTAB and the ordinary Belizean in the cruise industry the bitter harvest is here.

By Gilroy Usher, Sr. For almost a decade filing different application forms with a $5.00 stamp for house lots at the Lands Department and waiting many times from 3:00 a.m. in the cold at a Minister’s office to beg him for a house lot all proved futile for ordinary Belizeans. To poor people like John or Mary a house lot is a priceless thing.

With it they can build a home for their families and steadily improve it. They can also mortgage such property with a Credit Union or bank to access finance to start a variety of small businesses. Land therefore gives poor people a degree of independence which is the opposite of what these crooked Ministers want. They deliberately choose to keep the people landless and poor so that they manipulate them to win elections.

These crooked Ministers like when poor people have to rent houses they can barely afford and can never own, or have to squat on private lands to find space to build a little house. They cherish such situations because they know that the people have to bow down to them again and again for handouts to help meet their rent or for their blessings to remain as squatters where they are.

These crooked Ministers always hide the real reason why they don’t make house lots available for the people. In doing that they tell us the big lies – we, the people can’t get lots because there is no more government land and it’s too expensive for the Government to buy private land to make lots available for the people.

Total rubbish!

The Ministers are constantly selling our land dirt cheat to themselves, their family members, their cronies, and land speculators at home and abroad. And they are robbing us blind as they pay exorbitant prices to purchase many of those same Crown lands that they sold to families members , political cronies ,and others dirt cheat. In Placencia government sold a UDP crony a choice land for $6,500.00 and bought it back from the same person a few months later for $1,000,000.00 although absolutely nothing was done to develop the said land. That’s 154 times how much the government sold the same property for. These bloodsuckers in Belmopan have no pity on us, the normal Belizeans.

After previous PUP governments purchased the necessary lands from private owners at a reasonable price for the public good the later Panamanian developer, Javier Berbey Garcia, transformed large areas of swampland into lots with huge canals for drainage for only a couple million dollars. That’s how we got Belama Phases I and II in Belize City and Vista Del Mar in Ladyville. The last PUP Administration also made thousands of needed lots available for the people at Mile 8 on the George Price and Mahogany Heights on the same highway in addition to Los Lagos on the Phillip Goldson Highway by using Crown lands and purchasing private land where that was necessary for the public good. Today Norwegian Cruise Line (NCL) used $50 Million to purchase Harvest Caye and develop it from a mangrove swamp into a huge tourist resort with scores of buildings that can accommodate over 2,000 cruise ship passengers at a single time. The project also included massive dredging which allows cruise ships to dock ashore.

During the last 8 years this government squandered $400 Million dollars from PetroCaribe without using a dollar to make lots available

for the people. Similarly in eight years this government paid out $70M for land compensation (land hustle) without using even a dollars to make lots available for the poor people of this country .To add insult to injury this same UDP administration now tells us they still owe over $100M for land compensation (land hustle). These crooked Ministers should pay that bill out of their own pockets because we the poor Belizeans haven’t obtained any land out of all those transactions.

The successful land projects of previous PUP administrations proves that with the millions and millions of dollars at its disposal over the last eight years, this UDP administration could have addressed the needs of the little man and woman of this country for house lots long ago ,but has no intention of doing so for selfish political gain.

I therefore have every confidence that as the next Area Representative for Port Loyola and John Briceño as the next Prime Minister of this country, I will be able to deliver on my promise of 1,000 house lots for the people of Port Loyola.

TRANSPORTATION INDUSTRY IN SHAMBLES… COMMUTERS PUNISH Wednesday, 30 November 2016 Thousands of commuters who depend on Belize’s bus system to move around the country are now feeling the real pinch from arbitrarily increased bus fares, in some cases up by as much as 50%. The Transport Department is only now releasing official fares to the public even though those fares were approved and gazetted in early November.

In Belize City this week, commuters were furious as Traffic and Transport officials started to enforce a no-standee rule at the terminal and Western and Northern outlets from the city. Many were forced to wait hours for buses which had space to transport them to their homes. They say that it is only the commuters who are being punished because bus operators are obligated by regulation to provide adequate standby buses to serve every run if the need arises, but there is no enforcement of that law.

Those who are forced to ride on buses which more often than not break down on the roads, or are dilapidated, nasty and unfit for human use are also justifiably angry that there was no apparent move from the Ministry of Transport or Transport Department to fix those conditions. Currently many buses on the road race between municipalities on old, worn tires and with the exception of a very few lines, commuting has become an extremely unpleasant experience.

Some persons waiting for a bus home at the Pallotti junction Tuesday night told our reporter that this is one industry which has gone way backwards over the years instead of forward. Instead of getting better, it has gotten much worse. More than a decade

ago, we were told, there was a ticketing system in place so commuters were assured of a comfortable seat. Some bus lines offered snacks and a movie to watch during the ride home. That has not been the case for the longest time.

Many persons we spoke to do not mind paying an increase in fare, but told us that fair is fair. “If we have to pay more, by law, then by law the bus companies should be forced to improve the conditions of their buses so that we are assured a comfortable, safe ride,” one frustrated commuter told us.

Currently the Department of Transport is in the process of disseminating lists of approved fares for all runs, since some bus operators have hiked prices above what was gazetted, and a few others have not increased fares because they do not want to lose customers this Christmas. There is no confirmation that there will be any legislation to oblige bus operators to improve conditions.

Dancing from the Soul

Belize City, November 26, 2016 “Dance from the Soul” is the theme of the 4th annual Dance X extravaganza hosted by NICH at the Bliss Institute for the Performing Arts in Belize City over the weekend, and at Hode’s Place in San Ignacio last Friday night, and at the Banquitas House of Culture in Orange Walk on Saturday night.

Belizean dancer Jamie Thompson has taken his art onto the international stage and now dances professionally in Dallas, Texas, USA; and this realization of a lifetime dream is the reality he wants other Belizean dancers to have the opportunity to share. Thompson has left the dance company where he first turned pro, and has now formed his own company - the Live Arts Project, with Brittany Hunter, with whom

he performed on both Friday and Saturday nights.

Opening for these headliners on Friday night was the BES Dance Academy, performing “African Rhythms”, choreographed by Diane Garcia. Dwayne Murillo danced a solo Indian dance number, and the Belize Dance Company was very contemporary with “Avatar”. The Precision & Style group presented “Never Be Like You.” This year’s Dance X had something no other Dance X had before: 6 cultural dances from different islands in the Indonesia archipelago: Bali, Sulawesi, Central Java, Jakarta, Papua and Sumatra, as performed by an Indonesian folk dance troupe from the Indonesian Embassy in Mexico City D.F. Saturday night featured more of the same, with the Precision & Style group performing en masse: “Anuegu” and the Ugundani Dance Group of Dangriga also strutted their stuff. The Alex Howard trio danced a hip-hop interpretation of “Dynamics”, and the San Pedro Dance Academy sashayed through “Bailarines de Salsa”, choreographed by Sherette Perrote. Greg Vernon and Rosita Balthazar (R.I.P.) of the Belize National Dance Company had helped Lily Nunez of San Pedro establish the group in 1998.

UB student Jamir Borland danced out his passion for hip-hop with “Don’t Blink”, and the Live Arts Project wrapped it all up for the finale.

One of the many legacies he leaves us is his concept of the meaning of revolution, which says in part: Revolution is equality and full freedoms; it is to be treated and to treat others like human beings; it is emancipating ourselves through our own efforts; it is to defy powerful dominating forces within and without the social and national ambit; it is to defend the values we believe in at the price of any sacrifice; it is modesty, selflessness, altruism, solidarity and heroism; it is to struggle with audacity, intel-

Fidel Castro has left us physically, but his humanity, his life’s work on behalf of the wretched of the earth, his example, will live on as long as mankind does. From the early 1970s, and consistently since then, even during his ten years of illness, he has relentlessly championed the cause of the environment, and sought to prepare his people, through an educational and scientific revolution, to confront the dangers caused to our planet because of our abuse of the environment; in that he stands alone among world statesmen. He was the quintessential champion of human civilization.

No leader in the history of the world has come close to approaching what he

humanist ideas of Fidel, helped Belize achieve its independence in ways that we may never fully comprehend, and helped Belize to grow as a nation, and to provide vital services to its people, especially in the provision of health services and in the higher education of its young people.

To give only one concrete example of Fidel’s visionary concern: he conceived of Operation Milagro as a program that could lift 100,000 Latin Americans out of blindness with free treatment, and together with Hugo Chavez he put the program in action, and today not thousands but millions of people in the region and elsewhere, many of them in Belize, have been able to see again because of his revolutionary idea.

For Fidel, every single human being was important. Recall the campaign he waged intensely to have the young boy Elian returned to his father in Cuba, or

ligence and realism; it is never to lie nor violate ethical principles; it is the profound conviction that there is no force in the world capable of overcoming the power of truth and of ideas. Revolution is unity, independence, it is fighting for our dreams of justice for Cuba and for the world, which is the basis of our patriotism, our socialism and our internationalism”.

Fidel Castro is the ultimate internationalist. I can speak for Belize when I say that never, in whatever way he helped, did he seek to impose Cuba’s views on us, and the record is the same for all the countries touched by Cuba’s altruistic generosity and sacrifice. He symbolises the affirmation of human dignity. He is alive in the hearts and minds of peoples the world over who strive for freedom, justice and equality, who believe as fervently as he did that a better world is possible, and that it is the obligation of all of us to struggle to achieve that better world. Viva Fidel!

Taiwan Looks to the Future Pt.1

By Chris Williams Taiwan is a country that has experienced immense development with its biggest asset being its people who are very warm and welcoming. I had the great privilege of visiting Taiwan as part of an international press delegation representing over 40 countries from around the world.

My journey began when I left the Philip Goldson International Airport in Belize on Friday October 7th, 2016. I arrived in Houston, Texas two hours later and boarded another plane to LAX Airport in Los Angeles, California.

From there I boarded China Airlines for a 13-hour journey to Taipei City, Taiwan. Taipei City is the capital of Taiwan, with a population of about 2.7 million.

At the Taoyuan International Airport in Taipei, I was met by Daniel, an MOFA (Ministry of Foreign Affairs) representative who would be one the guides for the English-speaking delegation for the next 7 days. The delegation had separated into two groups; the English-speaking group and the non-English-speaking group.

We went off to the Sheraton Grande Taipei Hotel where I would stay for the remainder of the trip.

On Sunday October 9th, 2016, I boarded a bus along with the Englishspeaking delegation for lunch at Golden Dragon Restaurant, located inside the Grand Taipei Hotel. This is an extravagant 50-year-old building with Chinese palace-style architecture. The craftsmanship of this building is very detailed. After a fantastic buffet-style lunch we boarded the bus for a tour of Yehliu Geopark.

This cape, known by geologists as the Yehliu Promontory, stretches approximately 1,700 metres into the ocean and was formed as geological forces pushed the mountains out of the sea. A distinctive feature of the cape is the hoodoo stones. This unique place has many different formations. One of the many interesting formations is the “Queen’s Head.” We were greeted by the administration staff of the park who guided us to a quick tour.

On Monday October 10th, 2016, Taiwan’s National Day celebration got underway. Our delegation was taken to the West Gate of the Office of the President. On this day we met the President of the Republic of China Tsai lng-wen and attended the official Double-Tenth National Day Celebration ceremony. Each delegate met briefly with the President and I took the opportunity to extend a warm greeting on behalf of Hon. John Briceño, Leader of the Opposition.

The highlight of the Double-Tenth (October 10th) National Day Celebration ceremony was President’s lngwen’s national address. The nation’s first female leader affirmed the people of Taiwan’s right to self-determination and called on mainland China to dialogue. Earlier this year, China’s Government cut diplomatic ties with Taiwan, further straining the relationship between the two countries.

“I call upon the authorities of

mainland China to face up to the reality that the Republic of China exists, and that the people of Taiwan have an unshakable faith in the democratic system,” Ms. Tsai said.

ON THE MOVE Orange Walk Today the Orange Walk Town Council is successfully carrying out another accomplishment.

Street infrastructure is one of the things our town urgently needs and we are committed to rebuild as much as we can. Cinderella Street is one of the major streets listed under the 10 to be rebuilt before the end of this year. Yesterday Orchid Drive and Bethias Lane received a second coat.

Next are Santa Ana and Munoz Street which are already prepared for paving while Progress Street is about to be prepared. San Andres Street, Slaughterhouse Street and part of San Francisco Street were also paved a few weeks ago. The work continues as we finalize this year and set out another list for next year In the East and other parts of Town.

PERSON OF THE YEAR I couldn’t start my entry this week without acknowledging the great Fidel Castro. This is truly the end of an era in Cuba and the world. Much will be said from the lovers and the haters, but it is undeniable the impact Fidel had and his positive legacy for our own George Price and the Belizean people. We received incalculable help for our struggles from the man Fidel and his people, and Cuba remains a standout globally in their fantastic accomplishments. They are indeed the envy of every single so-called third world country due to Fidel’s vision, the power of Fidel’s personality, and the incredible force of nature which Fidel became.

Here at home we approach the end of 2016 and begin the second year of this Barrow administration with huge trepidation.

How have we come to this pass?

Social deterioration is evident in the threats to children that we have seen, and the outlook for the Belizean economy is anything but bright. We will have to be ready to tighten our belts in 2017, all due to the profligate conduct of the few in power. By the way, I made sure of the meaning of profligate: “recklessly extravagant and wasteful.” How appropriate in describing the Barrow gang of bandits in Belmopan.

The bright spot this year has been the sterling work of the Belize National Teachers Union (BNTU). They defied the odds and stood up to the severe pressure from those in power for over two weeks, staying away from their classrooms in active protest and demanding better governance until they got for all of us the concessions that are now seeming to come on stream.

All kinds of threats and underhanded tactics were employed by the Barrow government to defeat the stance taken by the BNTU and we could see and feel the intense intimidation from GOB and UDP actors. I single out two Ladyville teachers who went every step of the way in supporting their union, even marching after nine o’clock at night from meetings at the Biltmore Hotel to BNTU headquarters on Coney Drive in lock-

step solidarity with their leaders and the management council. In addition they participated in public service work in their community.

They didn’t just stay home while the strike was on. They walked in all demonstrations too, and they were attacked on the UDP radio station and called names. Nasty Thimbriel, Bradley and Noble of that sickening mouthpiece even disparaged and vilified them and their families personally. These two women are Encarnita Bennett and Noellee Swift, and I say big respect to them.

I cannot mention all the BNTU leaders here who are deserving of our praise and gratitude, as I know I will forget some. But I would nonetheless like to mention on the distaff side Adelaida Guerra, Ruth Shoman, Nadia Caliz, Kathleen Flowers, Elena Smith, and Endevora Jorgenson, and on the male side Otilio Munoz, Stephen Sho, Troy Coleman, Manuel Medina and, last but not least, head of the union Luke Palacio. Luke has been unflappable, indefatigable and unwavering in the face of massive government intimidation and pressure. He has been the face and voice of not only resistance but of the strength and fortitude of the BNTU. We must all feel gratified that the Chief Justice has said to the Education Minister “Give the teachers their pay!!”

Surely this year PM Dean Barrow and Education Minister Patrick Faber met their match in Luke Palacio. He has been articulate, even tempered, and courageous at all times. He has entirely outdone the PM and Deputy PM in communicating with Belizeans and in representing our deep desire for improving governance and shaking up the status quo of impunity and total disregard for probity and accountability. I particularly remember his cogent reply to government when the BNTU was being accused of not giving sufficient notice of emergency meetings the union held before deciding on their strike action. He veritably put them in their place. For his strong leadership, his constancy, and for bearing the hopes and aspirations of all Belizeans on his broad shoulders, I would have to nominate Luke Palacio as PERSON OF THE YEAR 2016.

He richly deserves it.

THE CGA-MISMANAGED AND BANKRUPT By: Norris Hall The Citrus Growers Association of Belize (CGA) is being mismanaged and is bankrupt. Its Committee of Management is operating illegally by making decisions without consulting with its general membership. It has not held an Annual General Meeting since 2013.

Its operations are shrouded in secrecy.

There has not been a submitted audited financial report of the Association since 2011. There have not been any elections to annually rotate the CGA’s Director and there is a decision making disconnect between a 4 man Executive Committee and the other 5 members of the Committee. These are all in contravention of the Citrus Industry Act and the Policies & Rules of the Association. It is unable to service its local or its international debts. The Association is facing some serious financial woes. Its membership continues to dwindle as it is unable to provide support services to its members. It has made bad investments or has made good investments go bad. The Citrus Growers Association also continues to operate contrary to established rules and policies that should govern its operation.

THE PROGNOSIS Citrus production is at an all-time low with the frightening prognosis that if farmers are unable to deliver the required minimum of citrus to keep the factories open, this could well be the death knell of the industry or at best that it would go comatose as late attempts, due to the lack of foresight, are being made to rehabilitate neglected citrus orchards and to diversify in the cultivation of pineapples and passion fruits. The latter is questionable as this requires stringent environmental conditions.

There are also three other factors that are affecting the operation of the Citrus Growers’ Association: Its inability to repay a $10 million loan from the European Investment Bank for which, sources say, it is seeking a debt cancellation; a $1.5 million debt with Atlantic Bank to establish a failed citrus nursery at the Village of Red Bank in the Stann Creek District and other non-performing loans and loose management.

The CGA is now trying to recover its losses from its investments of its “Plant World” nursery, by pushing the sale of citrus plants on farmers in an attempt to revive production, according to reliable sources. This could take a minimum of five years when the money it does not have could be used to clean and rehabilitate existing orchards.

It has also been leaked that the CGA is trying to float a $6 million bond and spin off the “Plant World” investment. These could quickly become non-preforming junk bonds. It has become questionable how the CGA can continue its day-to-day administration when it is in such dire financial straits.

It has been surmised that it may be diverting the contributions that citrus farmers are making to service the debts and using them for the day to day operation of the office. There are other

unrevealed debts owing by the CGA for which there have been no accountability.

This Association continues to apply in its operation, the unsustainable, tried and repeatedly failed practice of borrowing itself out of debt on the backs of the CGA membership.

MORE BORROWING It is against this backdrop that the debt-ridden, mismanaged and unaccountable representative for citrus growers recently announced that it is begging the Social Security Investment Fund (SSIF) for yet another loan of $44 million as it digs itself into a quicksand of debt and continues to inadvertently contribute to the death of a more than sixty year old industry, that until recently made a significant contribution to the national economy.

CGA says that the loan is needed to plant new groves, for which it intends to use $35 million while the other $5 million will be used for the cultivation of pineapples. It proposes to use growers’ land and its diminished shares in Citrus Products of Belize Ltd (CPBL) as collateral, although no consultation has been held with its members. It is not perceivable that the SSIF could possibly approve this loan application from the CGA without a proper due diligence of its operations, its level of management and its audited financials.

RISK FOR FARMERS Another risk factor is the very poor state of the industry. Farmers will be asked to take considerable risks at this time. Their only hope is that the international price for citrus will remain stable for a long time. But this is a big “if” given the traditional roller coaster nature of the market. For the CGA this could however be its lifeblood as it will be collecting a 1.5% administration fee for the disbursement of this loan to farmers. But already there are indications that the SSIF may choose to disburse this loan, if approved, directly to citrus farmers.

In 2014 the Barrow government had to rescue the CGA out of another debt crisis. The Prime Minister gave the nod to the SSIF to help them with a $9.5 million Debt for Equity swap loan to pay off an outstanding debt to SSB that the CGA had incurred over the years but was unable to debt service. The net result of this swap was that SSB took 10 percent of the BCGAICL (a wholly owned CGA investment company) shares in CPBL thus reducing BCGAICL from a Majority Shareholder to a Minority Shareholder.

SSIF, with the government’s support also restructured a $15 million debt that CPBL owed to the then FCIB. Additionally, GOB on-lent to CPBL an additional $4.0 million dollars as a short loan to assist the company in paying citrus growers for fruit the company owed them; all in its attempt to assist in restructuring the citrus industry.

In the mumble jumble of unrevealed and unaudited figures, it is not clear how another loan of 1.5 million dollars from the Atlantic Bank was spent, or if this was also a full part of the CGA’s “Plant World” nursery investment in Red Bank.

THE CGA continues to lose both its members and their confidence. From

a membership of over one thousand, there are now less than 300 full members, most of them small farmers. The big growers have formed their own association –Belize Citrus Mutual. They make up slightly more than 15 percent of citrus growers and produce more than 50 percent of the citrus crop, with CPBL groves contributing as much as 20% of the industry’s total citrus production.

CITRUS REBOUNDED AND THEN….

After a weak period due to the lack of investments, citrus began to rebound, first with the acquisition of the processing plants by Del Oro and the Citrus Growers Association through a loan from the European Investment Bank. In 2007 citrus production had a bumper crop of 7.5 million boxes with projected growth. New investments by Banks Holdings Ltd. of Barbados of $25 million into CPBL were expected to add new impetus to the industry, until members of the CGA began to sow seeds of discord with the new foreign investors and the management of CPBL. As a result, growth within the industry was hindered. Production again began to decline because of the discord and entry of new exotic diseases…all this when the pundits forecasted stable and strong world market prices.

Today production is at a low of 3.1 million boxes (orange and grapefruit combined), and marginally lower than the minimum 3.5 million boxes throughput requirement needed for the processors to operate profitably. With lower production the cost of processing will increase. This will affect the prices paid to farmers.

With a drop in production from 7 million to 3 million boxes of citrus and a rapidly declining membership, the Citrus Growers Association is now hardly relevant to the industry. More and more farmers having lost confidence are abandoning their farms and there are thousands of acres of groves that should be rehabilitated as a first priority with the

assistance of a viable CGA. Back in 1998 when CDC’s Del Oro decided to invest in the citrus industry of Belize, it acquired both Citrus Products of Belize Limited and Belize Food Products Limited and owned 99 percent of the shares in these two companies. Shortly thereafter, Del Oro divested of these assets valued at $100 million dollars to the CGA for the sum of $USD2.00 and debt.

In 2006, through CGA’s investment company, BCGAICL sold 46.5 percent of the shares to Banks Holdings Ltd leaving the CGA’s company holding 52 percent shares in CPBL. In 2014, CGA’s company lost 10% more of its shares to SSB (GOB controlled) in a debt for equity swap and for the first time became a 41% minority shareholder in CPBL. To compound that picture is the fact that the CGA still owes EIB money for its purchase of 10% of those CPBL shares. The lack of annual dividends from CPBL has made this a non performing asset and may result in a further loss of CGA’s shareholdings to EIB if it is unable to pay off this debt. In all these transactions, the members of the Citrus Growers Association never received any meaningful economic benefits as “owners” of these shares who are mostly small farmers.

The citrus industry in Belize is once again wobbling; its future now totally dependent on prudent fiscal management of the CGA, proven agronomic programmes and a comprehensive restructuring of the citrus industry. Sure as hell, as a result of the lack of leadership, vision and bad management, the CGA has become a debt ridden, loan driven liability for the citrus industry. The CGA’s management failed to heed the proverbial message of “cut coat to suit cloth” given the shifting dynamics occurring within the citrus industry and the way it borrowed and spent growers’ monies

THINKING OUT LOUD BY: KEVIN BERNARD

As I look at what promises to be a dreary Christmas for far too many Belizeans, I am pleased and proud that the Orange Walk Town Council has managed to stay the course and to do so much infrastructural work for the people who elected us to serve them. It has not been easy because our Central Government continues to punish our residents for voting for the People’s United Party. There are times when our Council has struggled, but I give thanks for an understanding and dedicated team which has meant that the work continues.

I give thanks also to the Honourable John Briceño, leader of the PUP and Orange Walk Central Area Representative. He joined us this week as we inspected the paving works being done on Cinderella Street, one of many which have seen dramatic improvement. He has never hesitated to support us in the work that we do because he truly understands the concept of service. I am proud of what he has been able to achieve as the new leader of the PUP, and I am confident that our Party has been pulling together and the right things are being done to assure victory at the next general elections.

But while that is the positive in our community, there is not much else to cheer about this Christmas.

There certainly won’t be any Christmas cheer, that seasonal hand-out to mainly UDP supporters at this time of year. That short time of Petrocaribe plenty is done, and while I am somebody trained in numbers, I find it hard to justify how Dean Barrow was able to spend $375 MILLION in just three years and now there is nothing to show for it. Where did all that money go?

We know that it didn’t go into the health sector because our hospitals are perpetually cash-strapped, basic medication and services often difficult to access. Our Police Officers are denied the resources they need to do their jobs. Our education sector is no better off for all that Petrocaribe money. Our people are still poor, many poorer than ever and our middle class has all but disappeared under the weight of the increasing cost of goods and services.

Here in Orange Walk, although we have worked so hard, there is so

much more that could have been done if the government had only allocated that money in a sustainable manner. We didn’t need or want hand-outs. But our municipalities all over this country could have benefitted from real programs to lift our people out of poverty. Other countries who befitted from Petrocaribe understood that the way out of poverty could only be achieved through access to more affordable, quality education and health care.

But Dean Barrow got caught up in optics and was fixated on roundabouts. Infrastructure is important.

Any fool would know that. But it is more important to provide real opportunities to better people’s lives than it is to cement a street.

Amazingly, when the UDP was in its heyday, spending the Petrocaribe money as fast as it could – that is when our farmers were ignored and no assistance was available to foster and preserve our food security. This administration could have done so much for these farmers – not only cheap financing or subsidies but access to tax-free irrigation equipment and machinery, provision of land and procuring sustainable, stable markets here and abroad for our produce. Government did none of that and our farmers and country suffered.

I watched footage of the historic Chateau Caribbean burning to the ground over the weekend. I heard the frustration in the voice of the Fire Chief when he explained that they were doing the best they could with what they had. Not one fire truck has been bought by this UDP administration. Not one. It is not the fault of the personnel at the Fire Department. This government is to blame. But none of us should be surprised. Not one ambulance was bought with Petrocaribe money either. It is 2016 and lives have been lost because our poor cannot always access an ambulance with fuel to transport them to a hospital.

I am really saddened by where we are as a people, because we could have done so much with the gift from Venezuela. Instead, as 2017 approaches, we know that it will be a bad year for Belizeans, one of the worst. This should not be happening.

LA REVOLUCIÓN NUNCA MUERE…

By: Eduardo Santos In 1997, the Society for the Promotion of Education and Research (SPEAR) took a small Belizean contingent to Cuba for the 14th World Festival of Youths and Students.

For many of us, this represented a rare opportunity to visit a country that was vilified to such an extent that it became more appealing to want to visit. During the Cold War between the US and its Allies against the Soviet block of nations, Cuba had been one of the most ostracized countries in our hemisphere.

Not only had its economy been crippled by the US imposed embargo and the fall of the Soviet Union, but most third world countries were afraid to be on friendly terms with Cuba because of the backlash they would receive from the US. Upon arriving into Cuba, I felt as if I had stepped into a time warp where the most predominant form of transportation consisted of vintage vehicles of the 1940s and 50s era. Since most companies could not legally operate or trade with Cuba because of the “Cuban Liberty and Democratic Solidarity (Libertad) Act of 1996 (Helms–Burton Act)”, the country on a whole became self-sufficient and manufactured their own products.

The iconic Coca-Cola version is called TuKola and basically has the same taste. Other products such as Bacardi are still distilled as the Cuban government now owns the patent to that name.

In comparison to wealth accumulation, Cuba by western standard would be considered poor. But what is the standard used to calculate happiness? While we do live in a democratic country, the cost of living is not proportional to the wages earned for most people that live in Belize. In order to be able to succeed in life, education is a must but at the same time it is exorbitant as compared to the 1980s when we had just received our independence. In contrast to that, education is free and mandatory for all persons in Cuba.

The salary of a doctor might be a pittance compared to the rest of the world but the government still provides the necessities to survive and a small subsistence and most important, a job for each individual upon graduation.

While in Cuba for the festival, I had been infected with a bad case of the flu. The host family was worried about it and about one o’clock in the morning they sent one of their children to wake up the local doctor. Being that I am from Belize, it surprised me the haste with which the doctor came and after giving me a thorough examination, he left some medications to relieve me of the pain.

I then asked how much his fees were and it came as a shock when he did not accept any monetary compensation as making a house call was part of his job description.

Cuba is presently the only country in the Americas without child malnourishment and has been declared an “international paradise” for infants by UNICEF. Along with this, they also have the lowest child death rate in the Americas. After the revolution ended in 1959, Fidel Castro instituted a series of social reforms and in the educational field, there exist over 130,000 medical school graduates since 1961. Among these figures there exist Belizeans who have completed the course and are now certified medical practitioners.

In 1975 the first United Nations Resolution was passed with 110 countries in favour and 9 against. The countries that voted against Belize were Costa Rica, El Salvador, Honduras, Morocco, Nicaragua, Panama, Paraguay, Dominican Republic and Uruguay.

Sixteen countries including the US chose to abstain. Cuba was the only Latin American country that voted for Belize. Undaunted, Belize with the solidarity assistance of Cuba began an international campaign to gain support for Belize’s right to self-determination.

The crack in the Latin American support for Guatemala first appeared in another continent - at the Summit Meeting of the NonAligned Countries held in Colombo, Sri Lanka in August 1976. Belize had been invited as a special guest, and was given special status in the Movement. Present there to lobby support for the struggle to regain sovereignty over the Panama Canal for his people was General Omar Torrijos. Although Panama had been previously committed in a signed declaration of Central American countries to support Guatemala’s claim, General Torrijos became convinced of the justice of the Belizean struggle for Independence, and at the next United Nation’s (UN) General Assembly session, Panama voted in favor of the Belizean resolution.

Cuba’s iconic leader, Fidel Castro with his limited resources has been the world’s foremost humanitarian. Whenever there is a natural disaster or an epidemic, the Cuban Medical Brigade has been the first to respond and last to leave. While others were giving lip service to the plight of the black South Africans, if it were not for the Cuban military Angola would have been overrun by the racist apartheid regime.The people of Belize do have an eternal gratitude for the government and people of Cuba. In our time of need, they were always by our side be it in providing scholarships, or providing medical assistance through the presence of the Medical Mission or by standing in solidarity with Belize during our diplomatic turmoil with Guatemala.

Let us remember him for the wonderful friendship he extended to Belize since his legacy to humanity is incalculable and let history be his judge.

Belikin 2016 Calendar launched Belize City, November 26, 2016 The VIP room at the Radisson Fort George Hotel was wall-to-wall Belizean beauty for the Belikin 2016 calendar launch last Saturday night, November 26, and their admirers lined up by the hundreds to get their Belikin calendars autographed by 10 of the most gorgeous young women in the Jewel.

It was not all about males with too much testosterone fawning over the array of female pulchritude - even mothers and grandmothers line up to get their calendars signed!

In the past 10 years the Belikin calendar has become renowned for showcasing the best of Belize’s beautiful women, and this year’s dozen was no exception. In fact many admirers might argue that they set a new standard for Belizean grace and elegance. To borrow a phrase from Eddie Murphy: “Excuse me while I step over your tongue!”

Many might not want to turn past the month of April where Miss Universe Belize runner-up Dianira Rivera of San Pedro, Ambergris Caye graces the page. She modelled for her shoot at the Tipsy Tuna Seaside Bar in Placencia; or you might be stuck at July where Isla Bonita’s Daisy Caliz graced the page; she was photographed on location at the Jam Rock Bar & Grill in Corozal Town. EDITORIAL en Español Cuando Estalle la Burbuja

H

ace más o menos una semana uno de los anfitriones en el programa matutino UDP comentó que lo mejor está aquí con esta administración, refiriéndose en un juego de palabras al lema del gobierno en las elecciones de 2015. Dijo que no puede entender por qué la gente no lo puede ver – “es como que las personas viven en un país diferente”, declaró en seriedad y aparente incredulidad. ¿Cómo se le llega a gente como ésa? Viven en el mismo país que todos nosotros, vemos las mismas noticias, vemos las mismas condiciones y así mismo escuchamos las mismas alarmas repicando fuertemente, pero son tan ciegamente leales al partido que sirven que pierden todo sentido de la realidad Alguien preguntó una semana atrás, ¿cómo le comunicamos el mensaje a la gente... el mensaje que el 2016 fue un año terrible para el país y el 2017 va a ser mucho peor?

Creerías que los que lo sienten lo sabrían. ¿Sera que esta administración se niega firmemente a reconocer que el cielo se desploma?

Informes consecutivos de país del FMI han pintado una situación muy sombría, afirmando repetidamente que el salario del sector público es demasiado elevado y la deuda es insostenible. Esto no es charla infundada. El FMI continúa abogando por más impuestos, no porque los impuestos son un recurso de primera índole, sino porque es uno de los últimos recursos por usar, cuando un gobierno ha sido incapaz o no está dispuesto a frenar el gasto y practicar responsabilidad fiscal. El recorte de gastos no es la primera recomendación del FMI, pero el gobierno se ha negado rotundamente a controlar su despilfarro del dinero del contribuyente.

Recientemente Belice fue degradada una segunda vez en una semana, de a CCC + a CC... esta no es una acción frívola y sin sentido ni sin consecuencias. Lo más probable es que el gobierno no va a poder pagar sus bonos en febrero.

Esto también no será sin consecuencias, y queda claro que el equipo montado por los inversionistas de los bonos está enterado de la situación financiera de Belice y negociarán con ese conocimiento.

La semana pasada Charles Blitzer hizo una declaración que debería de preocupar al equipo de negociación del gobierno, “los problemas que se presentan en el informe del FMI van mucho más allá de los bonos. Hay un número de otras presiones sobre la balanza de pagos, en lo fiscal que van mucho más allá de los bonos. un lío financiero debido a la arrogancia y la incompetencia del Sr. Barrow? Esa es la verdad absoluta. Olvidemos el huracán Earl. La crisis económica se creó y se fomentó mucho antes que el huracán.

El Sr. Barrow fue obsequiado – porque 1% de interés sí que es un regalo – con casi $400 M de fondos de Petrocaribe de Venezuela. Lo gasto entre 2012 y 2015 en lo que sin duda pasará a la historia como el abuso más vil de dineros programados para reducir la pobreza. Mire a su alrededor. ¿El dinero de Petrocaribe dónde está? ¡Algunas calles y rotondas de varios millones de dólares, contratos inflados a los compinches que hicieron trabajo chapucero de mala calidad... eso es todo! Ni un proyecto sostenible orientado a la mitigación de la pobreza, ni un centro de salud o programa para proporcionar medicamentos más baratos o servicios médicos a los Beliceños.

Actualmente los beliceños se están muriendo porque el costo de la diálisis es prohibitivo. El dinero del Petrocaribe no fue utilizado para eso, o para financiar nuevas ambulancias. ¿Quién puede olvidar la concentración patrocinada por el UDP en Belmopan, donde miles de seguidores fueron acarreados para proclamar la gloria de la generosidad de Petrocaribe, agitando banderas de lujo agradeciéndole ese dinero al Señor Barrow? Había incluso una canción. ¿Recuerdas la canción?

Pero ese dinero se acabó. ¿Qué descarada incompetencia, mala gestión y despilfarro te permite gastar $400 millones y luego tan sólo un año después, el país está tan arruinado que el gobierno presentemente está teniendo problemas para cumplir con sus obligaciones de nómina cada mes? ¿Qué extraña arrogancia te permite adquirir arbitrariamente una empresa privada y luego negarte a pagar por ella – realmente alargándolo al punto donde los contribuyentes Beliceños deben pagar $250 M solo de intereses? ¿Sabe usted qué reciben los beliceños por el $250 M? ¡Nada! Eso es dinero en efectivo que se ha ido, tirado a la basura, se esfumo. ¿Qué extraña ineptitud te permite redactar y firmar un acuerdo que obliga al país a pagar una deuda en dólares de los Estados Unidos en un momento cuando las reservas de divisas están agotadas?

Hay tres casos en tribunales de Estados Unidos que están por concluir, sólo está pendientes la ejecución. Estos son otros 100 millones de dólares y los rumores son que estos también deberán ser pagados en dólares estadounidenses. ¿Habrá una luz al final del túnel? Si la hay, no se le ve claro. ¿Ha ofrecido el gobierno cualquier solución o por lo menos formulado una posible solución? Si lo han hecho, no es evidente. Mientras tanto, los Beliceños son cada vez más pobres y el país se encuentra en una crisis verdadera. No habrá fiesta Navideña este año, y ténganlo por seguro que no habrá un feliz año nuevo. El Señor Barrow puede sonreír mientras llena su cuenta bancaria personal, pero la culpa de este desastre es todo suyo.

29 de Noviembre de 2016 Los presidentes Evo Morales y Nicolás Maduro se sumaron el martes al masivo tributo al fallecido líder revolucionario cubano Fidel Castro.

Los dos estrechos aliados al gobierno de la isla y seguidores de Fidel Castro fueron los primeros líderes extranjeros en llegar a la Plaza de la Revolución para pasar por un altar en el que se exhibe una imagen del histórico comandante guerrillero, quien murió el viernes a los 90 años.

“Cuba está viviendo un momento de profunda conmoción”, dijo acongojado el presidente boliviano Morales a su arribo el lunes por la noche. “Vine a acompañar en un momento doloroso por la pérdida de mi hermano, mi amigo Fidel Castro”.

Ambos mandatarios permanecieron varios minutos frente al altar adornado con flores blancas que muestra junto al retrato de Castro un puñado de medallas y que está flanqueado por una guardia de honor. El venezolano Maduro no hizo declaraciones.

Otros dignatarios y delegaciones de África y Europa también han llegado para los homenajes.

La urna con las cenizas del barbado exgobernante reposa en una sala del Ministerio de las Fuerzas Armadas Revolucionarias donde el presidente Raúl Castro y dirigentes del buró político del partido comunista rindieron un tributo la víspera, informó la prensa estatal cubana.

Por segundo día varios miles de cubanos formaron una larga fila desde el amanecer y comenzaron a ingresar a la Plaza de la Revolución tras el disparo de 21 salvas de artillería en un fuerte de La Habana y en Santiago de Cuba, la segunda ciudad del país.

Los homenajes tendrán su momento cúspide en la plaza la noche del martes con un acto multitudinario con la presencia de líderes extranjeros.

Morales dijo que Fidel Castro es un “mártir” y agradeció a Cuba por la “ayuda incondicional” en salud y educación.

Tras los dos días de tributo y compromiso de la población con los ideales revolucionarios, las cenizas del fallecido comandante partirán en una procesión de tres días hacia el este de la isla recorriendo el camino inverso que hicieron las tropas que lideró desde las montañas de Sierra Maestra.

Las cenizas serán enterradas el domingo en el cementerio de Santa Ifigenia en Santiago de Cuba, la segunda ciudad del país y donde el líder guerrillero lanzó su revolución.

A diferencia de los líderes de la izquierda en Latinoamérica, la ceremonia ha sido soslayada por dirigentes de otras partes del mundo.

Al igual que el lunes, los cubanos están convocados a desfilar durante la mañana por el memorial del héroe nacional de la independencia, José Martí, frente a los retratos de Fidel.

La víspera centenares de miles de ellos, a menudo en llanto, rindieron homenaje a su expresidente, mientras que en toda la isla muchos firmaron los registros en los que “juraban” conservar la herencia socialista de quien durante medio siglo manejó los destinos del país.

Criticado por organismos internacionales y por sus opositores por violaciones de los derechos humanos, Fidel Castro sigue siendo venerado por muchos cubanos, que quedaron estupefactos con la noticia de su muerte el viernes, a los 90 años.

Tragedia del Chapecoense deja 75 muertos y seis sobrevivientes

Medellín/ 29 de Noviembre de 2016 Un total de 75 personas murieron y seis sobrevivieron al estrellarse un avión en el noroeste de Colombia, en el que viajaba el equipo brasileño Chapecoense que disputaría una final de futbol.

De las 81 personas que partieron la noche del lunes de Santa Cruz de la Sierra (Bolivia), con destino a Medellín, seis fueron remitidos con vida a clínicas cercanas al municipio de La Unión, próximo a Cerro Gordo, una zona montañosa donde ocurrió el siniestro, dijo Aeronaútica Civil en un comunicado.

Los sobrevivientes son los jugadores Alan Luciano Ruschel, Jakson Ragnar Follmann y Hélio Hermito Zamper Neto, así como el periodista Rafael Valmorbida, y los tripulantes Ximena Suárez, auxiliar de vuelo, y el técnico de la aeronave Erwin Tumiri, quienes fueron trasladados a tres clínicas cercanas a Medellín, señaló.

“Los organismos de rescate nos confirman que murió (Marcos Danilo Padilha) en el traslado” a un centro asistencial tras ser rescatado inicialmente con vida, dijo a la AFP una fuente de la Aeronáutica Civil.

El avión de matrícula boliviana CP2933 de la empresa Lamia se declaró en emergencia “por fallas eléctricas” a las 22H00 del lunes (03H00 GMT del martes) a unos 50 kilómetros de Medellín, según indicó en un comunicado el Aeropuerto José María Córdoba, que sirve a esa ciudad.

“Me comuniqué esta mañana con el presidente (Michel) Temer para expresarle personalmente mis condolencias al pueblo de Brasil y ofrecer toda nuestra cooperación en estos difíciles momentos”, dijo el presidente Juan Manuel Santos, en una alocución televisada, en la que también señaló la gravedad de dos de los sobrevivientes.

Si esto ocurriese, dijo la Casa Blanca, tendría notables consecuencias “económicas y diplomáticas”, después de que el presidente electo, Donald Trump, amenazara con hacerlo. “No es algo tan fácil como puede parecer con base en un solo tuit”, dijo el portavoz de la Casa Blanca, Josh Earnest, en su conferencia de prensa diaria.

El portavoz se refería al mensaje publicado horas antes por Trump en su cuenta oficial de Twitter, en el que afirmaba que, “si Cuba no está dispuesta a hacer un acuerdo mejor para el pueblo cubano, los cubano-estadounidenses y Estados Unidos en su conjunto” pondrá “fin al acuerdo” que dio inicio a la normalización diplomática en el 2014.

“Cancelar todo esto supondría un enorme golpe económico para los ciudadanos cubanos”, argumentó Earnest, al recordar que varias empresas de turismo estadounidenses, como Airbnb, Marriott y Starwood, han recibido licencias para operar en Cuba y los contactos entre los nacionales de ambos países han aumentado.

La política de normalización también ha deparado “notables beneficios” a las empresas estadounidenses y al sector agrícola, recordó Earnest, además de aumentar los viajes a la isla de los estadounidenses, que estimulan con su gasto la economía local.

UU., Joseph Biden, tienen previsto viajar a Cuba para el funeral de Fidel Castro, según informó Earnest, que no llegó a confirmar que la Casa Blanca tenga previsto enviar una delegación oficial a la cita pero dijo que, de ser así, se anunciará “lo antes posible”.

Podrían oponerse En tanto, la amenaza de Trump de poner fin al acercamiento entre Estados Unidos y Cuba podría generar la oposición de algunos legisladores republicanos y líderes corporativos que están a favor de mantener los vínculos con La Habana.

El senador republicano de Arizona Jeff Flake, un crítico frecuente de Trump durante la campaña presidencial, advirtió en un comunicado contra el regreso a la política “dura” que aisló a La Habana y restringió viajes y actividades comerciales.

Tal enfoque, escribió Flake en el fin de semana, dañará al pueblo cubano y convertirá al gobierno estadounidense en un “conveniente chivo expiatorio para el fracaso de las políticas socialistas”.

Flake, quien acompañó a Obama durante una visita a Cuba en marzo, agregó: “Es más probable que al permitir vínculos más frecuentes entre cubanos y estadounidenses se acelere el deseo de cambio en Cuba”.

El senador republicano de Arkansas John Boozman ha presionado para ampliar el comercio con Cuba, y en junio respaldó una enmienda a una ley de gasto gubernamental que eliminaría la prohibición a bancos privados y compañías para que ofrezcan crédito para exportación de productos agrícolas a Cuba.

“Tuvimos buenas intenciones detrás de nuestra política de aislamiento hacia Cuba, pero los resultados no han cambiado”, dijo Boozman. “Es momento de intentar un nuevo enfoque”. La oficina de Boozman no respondió de inmediato una solicitud de comentario sobre el tuit de Trump.

Su muerte “fue algo doloroso, ya que crecimos bajo su guía. Siempre estuvimos con Fidel, en los buenos y en los malos momentos” , contó Ley Castaño, ingeniero informático de 32 años, uno de los peregrinos de la Plaza de la Revolución.

Mientras que la muerte de Fidel Castro fue recibida con alborozo por una parte de la comunidad cubana fuera de la isla, los disidentes en Cuba han elegido estos días la discreción, por respeto al duelo de sus compatriotas y para evitar ser acusados de provocación.

Horas antes, fuentes de esa institución indicaron que los cadáveres “están siendo embalados” en el marco del protocolo requerido para la custodia de cadáveres con la presencia de la Policía Judicial, agregaron las fuentes.

Los equipos de socorro continúan trabajando y “esperan que haya más personas vivas”.

Según la Aeronáutica Civil de Colombia, además de los 22 jugadores del Chapecoense, en el avión viajaban 28 dirigentes, miembros del cuerpo técnico e invitados especiales del club brasileño, así como 22 periodistas.

Los equipos de socorro siguen buscando en la zona posibles sobrevivientes.

Dos sobrevivientes están graves En tanto, el presidente de Colombia, Juan Manuel Santos, afirmó hoy que dos de los seis sobrevivientes del accidente están graves.

“Se estableció un puesto de mando unificado para establecer prioridad a la búsqueda y rescate de sobrevivientes. Esa labor permitió el rescate de seis personas atendidas en el hospital, tengo entendido que dos de ellas están graves”, dijo Santos en una alocución.

El mandatario agregó que la Aeronáutica Civil (Aerocivil) trasladó a sus más experimentados peritos al lugar del accidente y se estableció comunicación permanente con las autoridades aeronáuticas bolivianas para coordinar con ellos la investigación.

“En este momento avanza esta investigación sobre circunstancias y posibles causas de estas triste tragedia”, señaló el jefe de Estado.

Horas antes de la alocución presidencial el director de la Unidad Nacional para la Gestión del Riesgo de Desastres (UNGRD) de Colombia, Carlos Iván Márquez, manifestó que los seis sobrevivientes estaban estables.

“Lamentamos como país lo que ocurrió la noche anterior, afortunadamente los grupos de socorro pudieron moverse en las primeras horas (...). En una operación como estas encontrar personas con vida es difícil, pero se pudo lograr y hoy están estables”, señaló Márquez a periodistas.

El funcionario dijo además que los grupos de socorro del país continúan en el Cerro Gordo para ver si encuentran a más personas con vida.

“En la zona se encuentra la Policía Judicial que tiene el control de la operación.

Los grupos de socorro se encuentran disponibles para poder establecer si hay más personas con vida y la operación se mantiene en tres puntos, en el centro de operaciones en la vereda Portillo, otro en la ciudad de Medellín y la Sala de Crisis Nacional”, dijo.

Márquez agregó que tras el rescate de los heridos, la Policía judicial y las autoridades han pasado a la segunda parte de su trabajo que es la identificación de cadáveres.

Siete bolivianos de la tripulación entre víctimas Siete bolivianos, todos miembros de la tripulación del Lamia 2933 que llevaba a bordo al club brasileño Chapecoense, murieron la noche del lunes al estrellarse la nave en Colombia, mientras que la sobrecargo Ximena Suárez y el asistente Erwin Tumiri sobrevivieron.

Entre las víctimas están el piloto Miguel Quiroga, el copiloto Ovar Goytia y los sobrecargos Sissy Arias, Rommel David Vacaflores, Alex Quispe, Gustavo Encina y Angel Lugo, según la lista entregada por las autoridades, siete de nueve tripulantes.

Sissy era hija del periodista boliviano Jorge Arias, copropietario del canal de televisión Gigavisión.
