Letter from the Dean As I reflect on a successful fall 2019 semester, during which we welcomed a fabulous, accomplished and diverse class of first-year students, I am pleased to say that LSU Law is entering 2020 extremely well prepared for continued prosperity in the new decade.

It’s an exciting time to be at the LSU Paul M. Hebert Law Center for many reasons.

For one, we added two new faculty members this fall semester and we will add two new faculty to teach legal writing next fall. Over the past two years, we’ve welcomed six faculty members to campus, while expanding the LSU Law Library staff with four librarians.

We also continue to make great strides in expanding and enhancing support services for our students, which you can read more about in our cover story. For the first time in LSU Law history, students now have access to a mental health professional who is located right here in the Law Center. We are the only law school in Louisiana providing students in-house mental health services and we are also among the first in the country to do so.

In another first for LSU Law, we have created an Assistant Dean of Student Affairs position to support our students every step of the way, from the application process through graduation day and beyond, and ensure they have as positive an experience here as possible.

As we welcome new team members, we’re also bidding a fond farewell to three professors who have more than 120 years of combined service to LSU Law: Chancellor Emeritus John Costonis, who retired in June, and Bill Crawford and Paul Baier, who retired after the fall semester. We are eternally grateful for their dedication to the Law Center and its students, and we wish them the very best in retirement.

While we have accomplished much in recent years, we cannot and will not rest on our laurels. There is more progress to be made at LSU Law, and I am thankful to be working alongside highly talented faculty and staff members who are dedicated to the continued improvement of our institution and student body.

We could not have come this far without the generous support of you, our LSU Law alumni and friends, and we will not achieve our goals for the future without your continued support. My thanks for your devotion to this beloved institution are deep and heartfelt, and together I am confident we will achieve many great things in the coming year and beyond.

Lastly, as you probably have heard, I have been named LSU Interim President, effective Jan. 1, in light of F. King Alexander accepting an offer to be the next president of Oregon State University. I am honored to have been selected as Interim President and I am excited about the new experience. I join the LSU community in celebrating the wonderful presidency of F. King Alexander and thanking him for his dedicated service.

The search for a permanent president is underway, and I expect to be back at LSU Law in the near future. In the meantime, I look forward to serving the LSU community as Interim President and I am confident Professor Lee Ann Wheelis Lockridge will do a wonderful job as Interim Dean of the LSU Paul M. Hebert Law Center.

LSU Law Briefs News from the Paul M. Hebert Law Center RABALAIS FAMILY ESTABLISHES HISTORIC ENDOWMENT FOR ENERGY LAW PROGRAM Robert Rabalais (’89), a partner in the Houston office of Simpson Thacher & Bartlett LLP, and his wife, Melissa, have made one of the largest scholarship gifts ever received by the Law Center. The Melissa and Robert Rabalais Energy Law Endowment Fund is among the top five largest scholarship funds held by the Law Center for the benefit of its students.

The historic gift was announced by Dean Tom Galligan at the 30-year reunion celebration for the Class of 1989, which was held on Friday, Oct. 25. The Rabalais funds will be used to support students needing financial assistance for internships or externships in the energy law and policy areas.

Robert practices in Simpson Thacher & Bartlett’s Banking and Credit, and Energy and Infrastructure practices in the Houston office, and has been named “one of the country’s top energy financing lawyers” by Law360.

Prior to earning his JD from LSU Law, Robert earned his BS from LSU. He is admitted to practice in Texas. Prior to joining the firm, Robert practiced at the law firm of Vinson & Elkins for over 20 years.

Louisiana is the second state with most immigrants in immigration detention and very few legal service providers. This means that our students can have a real impact from day one in the clinic.”

What excites me most about being here: “The students. All of the students I have interacted with, whether in the clinic or outside of it, are tremendously engaged and committed to learning—and to serving their communities.”

My work is comparative and transnational, so I was thrilled to have the opportunity to come to one of a tiny number of law schools in North America where I can teach courses that are comparative and international, and which are also steeped in both civil and common law traditions."

What excites me most about being here: "The students! I have been so impressed with how thoughtful, engaged, and committed my students are. I’m looking forward to getting to know more of them when I teach Matrimonial Regimes and Family law next semester."

Favorite things about living in Baton Rouge thus far: “Coming from New England, everything about living in Louisiana is a new experience. Some highlights have been: The food (I am always looking for recommendations!), the beautiful live oaks and, most of all, the incredibly warm welcome I have received from my colleagues, neighbors and pretty much every person I’ve crossed paths with in Baton Rouge.”

Since the fall semester of 2015, LSU Law has teamed up with other colleges on the LSU campus to offer students the opportunity to earn a bachelor’s degree and a law degree in just six years. Under the 3+3 Program, students can begin studying at LSU Law during their fourth year at LSU. A major benefit of the program is that students pay undergraduate tuition for their first year of law school. Currently, students pursuing a degree at the College of Humanities and Social Sciences, Manship School of Mass Communication, and College of the Coast and Environment are eligible to apply for the program during their junior year at LSU. LSU LAW: Give us some insight into your day-to-day duties as a clerk and how they evolved as the term progressed.

AGUIŃAGA: A clerk typically has about four buckets of work over the course of the term. At first, your only responsibility is to wade through hundreds of cert petitions that pile up over the summer. You’re looking for clean vehicles that meet the court’s cert criteria and might pique a justice’s interest. And cert work remains ongoing as new cert petitions are filed during the term.

A little later you encounter the second bucket of work, which is helping your justice prepare for oral argument.

This often involves writing detailed memos, laying out the arguments in your cases and suggested ways to resolve the cases, and ultimately talking through the cases with your justice.

After arguments, you add a third bucket of work, which is

Golden Years

With more than 120 years of combined service at LSU Law, three professors are entering retirement.

As fall semester classes wrapped up just before Thanksgiving, two of LSU Law’s longest-serving professors stepped into the

Professor Bill Crawford, who is 92 and for years has held the distinction of being the oldest faculty member on the LSU campus, taught his final class on Nov. 20 after 53 years with LSU Law. One week later, Professor Paul Baier led his last class after 47 years at the law school. Both announced their retirements earlier this year.

Crawford and Baier are leaving just months after LSU Law said goodbye to Chancellor Emeritus John Costonis, who retired at the end of June. Collectively, the three gave 120 years of their professional lives to LSU Law, its students, faculty and alumni.

Bodker, an old friend of his from his days at Ponchatoula High School who had gone on to be principal of the school. After catching up and sharing some old memories, the friends marvel at how fast time has slipped by.

“Well, we were there for the good old times,” Crawford tells his old friend, quickly adding: “And here’s to what’s left.”

PAUL BAIER In late October, LSU Law Professor Paul Baier returned to Harvard Law School to celebrate his 50th class reunion, at which his classmates had selected him to moderate its symposium on U.S. district courts. A few days before he left for the reunion, he surprised his colleagues at LSU Law by announcing his retirement at a faculty meeting.

“After 47 years of getting up, putting on a suit and tie, and showing up for class,” said Baier, “it’s time I get the hell out of here.”

A week later, while discussing his life and career with a visitor who happened to be at the meeting, Baier recalls the quip in his retirement speech.

“I hope you also noticed the emotion,” he says. “I wouldn’t want you to get the impression that these have been anything but the very best years of my life.”

Baier came to LSU Law in 1972 after teaching at University of Michigan Law School and University of Tennessee College of Law. During his nearly five decades at LSU Law, Baier has established himself as an expert in constitutional law, civil rights litigation and appellate advocacy, serving as Special LSU Law Professor Paul Baier after delivering his retirement speech to his colleagues in October.

ROBERT LANCASTER Professor Robert Lancaster participated in the 2019 International Legal Education Conference in the Pacific Rim at Shandong University of Technology School of Law in Zibo, China. The conference included members of law faculty from schools in the U.S., Australia, New Zealand, Thailand, the Russian Federation, and China. He lectured on how clinical legal education can support law reform movements. Professor Lancaster was also invited to return to and lecture at Renmin University School of Law in Beijing, where he held the position as Research Fellow in the Institute for United States Law in 2007.

2018-19 Donor Report The LSU Law Endowment

The LSU Law Center is the beneficiary of more than 200 permanently invested funds, referred to in aggregate as “the endowment.” Earnings on the investment support student scholarships, faculty research and academic programs, among other needs, in accordance with the wishes of the donor. The endowment is managed by the LSU Foundation, with the exception of a small number of scholarships that predate the foundation. The long-term investment objective is to generate a 4% spendable return.

Donors receive a report specific to their fund’s performance each year. At the end of FY 2019 (June 30, 2019), permanently invested donations totaled nearly $24.6 million. The market value of those donations was $33.2 million. Cumulatively, the endowment produced a spending allocation of $1,153,027 in FY 2019.

HISTORICAL BASE (PERMANENTLY ENDOWED FUNDS) – JUNE 30, 2019

Many endowment accounts have a corresponding “quasi-endowed” account which is restricted to endowment purposes but, in accordance with donor preference, is invested with some liquidity, primarily to allow limited spending of the corpus in the event of a year in which no earnings are returned. In past years, some professorships and scholarships awaiting Louisiana Board of Regents match were invested differently. These funds, totaling $233,000, are not reflected in the chart below. The total endowment of the LSU Law Center is $29 million.

FY 2019 Giving Thank you to all of the alumni and friends who provided financial support to the Law Center in FY 2019. $499,458 was contributed for restricted purposes defined by the donors. Some were endowed, that is, permanently invested with the interest earned in each year available to support students, faculty or programs. Private contributions that are dedicated for a specific purpose, whether endowed or not endowed, are illustrated below. $739,176 was contributed for budget-relieving purposes. Annual Fund/Dean’s Council contributions, unrestricted naming opportunities, non-endowed scholarships and event revenues fall into this category. These contributions are illustrated on the following page.

No classroom naming campaigns were conducted, but pledges made in previous years were paid. New scholarships were created by Jeff and Ashley Raborn, and

by Lanny and Marie Yeates. The Class of 1978 completed its endowment. Numerous previously established scholarships received additional donations.
