AMESSAGEFROMOUR ExecutiveDirector
InLouisiana,unlikemanyotherstates, retirementreformsareworking.Our retirementdebtisgoingdownandour fundinglevelisgoingup.Ourretirement planisamajortoolinrecruitingand retainingemployeesinatimewhenour stateissufferingfromoneofthelargest teachershortagesinhistory.
Louisianaandpaypropertytaxesand salestaxesthatfundgovernment services.Bypassingthisbill,the legislatureispreservingthebuying powerofaretiree’sbasicbenefitsand allowingthemtopurchasegoodsand servicesthatbenefitseveryonefrom businessownerstogovernment agencies.
LRTAmembersworkedonbehalfofall currentandfutureretireesforthe successfulpassageofSB18intoAct184 whichwillpreservethebuyingpowerof ourbasicretirementbenefit.
Wewillbeginmakingdepositstothe newCOLAaccountnextyear,and beginningaround2029,retireesshould beginreceivinga2%costofliving adjustmenteverytwotothreeyears, pendinglegislativeapproval.Thecurrent ‘gainsharingmethodwillstayinplace untilthenewfundingaccountcontains enoughfundsforthefirstcostofliving adjustmentunderthenewmodel.
InLouisianawe’vespentmanylegislative sessionsbanteringoverhowlimitedfunding affectstheoperationofgovernment services,includingretirementplans.Perhaps moreproblematicthantoolittlefunding iswhenthestatehastoomuchfunding. Louisianahadmorethan2.3billiondollars inextrastaterevenueandthelegislature struggledonhowtospendthatmoneyin thebestinterestofthestate.
TheHouseofRepresentativestendedto focusonpayingdowntheretirement debt,moreformallyknownastheInitial UnfundedAccruedLiability(IUAL),while theSenatesupportedtheGovernor’s initiativesaimedatteacherpayraises, earlychildhoodeducation,and infrastructure.
Bothgoalshadmeritbutreaching agreementprovedtobeproblematicand slowedthepassageofSB18which focusedonthereformofCost-of-Living Adjustments(COLAs).Thisimportant legislationwouldprovidesupplemental benefitstoretireesonamoreregular basisstartingapproximatelyin2029.
However,thelastneededelementinour retirementplanwastoprovideregular costoflivingadjustmentsforretireesin ordertopreservethebuyingpowerof ourbasicbenefits. Inshort,thepassage ofSB18isthelastelementofreform neededtomakeourretirementplan whole.
Convincingthelegislaturetoadopta moredirectfundingmodelforCOLAs wouldrequireatremendousfocuson educationandadvocacybetweenour membersandlegislatorsinorderto garnerthepoliticalwilltofosterthe favorablepassageofSB18intoAct184.
TheLouisianaRetiredTeachers Association(LRTA)andtheTeacher’s RetirementSystemofLouisiana(TRSL) haveworkedforalmosttwoyearsto study,sponsoraworkablebill,and developaplanofadvocacytocompose thisbeneficialpieceoflegislationthat completesretirementreform.
Wedevelopedlegislativeadvocacy materialsthatcontainedFAQsheets, talkingpoints,sampleletters,acalendar ofactivities,andcontactinformationfor ourmemberstoparticipateinthe successfuladvocacyofSenateBill18 authoredbySenatorEdPriceand SenatorPageCortez.
Inall,wedistributedover2000 advocacypacketstoLRTAdistrictsand unitswithtutorialsonusingthese materialstoeducateandadvocatethe passageofthisbillwiththeirlegislators.
Ourmemberswrotelettersandemails, madephonecalls,andmetindividually withlawmakersprovidingthemwith importantinformationonwhythisbill wasgoodforallthestakeholdersinour state.
Forinstance,Louisianalostmorethan 37,000citizensbetweenJuly1,2020, andJuly1,2022.However,morethan 90%ofthe82,600TRSLretireesstayin
LRTAmembersshowedupinforcewhen wemadeourcallstoactionandfilledout cardsofsupportforSB18thatmadea powerfulimpressiononcommittee membersastheymadedecisionson votinginsupportofthisimportantbill.
Additionally,IworkedwiththeLouisiana PublicSchoolCoalitiontoshowthe legislaturethatourstatehadunified supportfromalleducationstakeholders tocompleteourretirementreform.
Intheend,oureffortsasastate organizationshowedhowparticipatingin organizedadvocacymakesadifference whenstrivingtopreserveandenhance ourretirementplan.

Duringmembership renewalsthisyear,wenoticedthat somememberswerenotsetupfor autopayandthereforenevermailed inacheckforthe$30annual memberfee.Pleasekindlyremind yourfellowmembersaboutrenewal. Inpreviousdistrictmeetingsand boardmemberconversationswe haverealizedtheimpactnumbers haveonthequalityofthe organization.Morethaneverthe LRTAneedstodemonstratethat growingmembershipscanimpact howeffectivetheLRTAisinits missiontohelpprotectretiree pensionsyearafteryear.Andwhile theorganization’smajorityisbuilton oldermembers,itisaquintessential necessitytoimprovemembership bytargetingtheyoungergenerations ofteacherstoo.Thisincludesnot justrecentlyretiredteachers,but teacherswhoarestillworking.
Growingourbrandawareness amongteacherswhoarestill workingincreasesthelikelihoodthat theywillchoosetobecome membersuponretirement.
Itisalsoimportanttoemphasize howourseniormembersinthe LRTAcommunityhavepaved pathwaystothisorganization’s
success,andnowisthetimetoshift leadershippositionsandroles memberspresentlyplayto compensateforthenatural,yet drasticdropinmembershipfromthe seasonedpopulation.Therefore,itis essentialthatouryounger generationscarrythetorchtoone daybecometheoldergenerationin thecomingyears.Duringthis transitorytime,itisimportantto identifythingswearedoingorcan dotomakeourseasonedmembers continuetofeelappreciated.Please beawarethataphonecall,card, letter,assistancewithtech challenges,oradeliciouscasserole canbemedicineforthesoul.Weare oursisterandbrother’skeeper. Whereasyoudoittotheleastof them,youaredoingitwitha purpose.
TheLRTAcontinuouslyreachesout withemailblastsandothersocial mediacommunicationtokeep membersabreastofwhatisgoing on. Changerequiresaction,and thereareplentyofwaystotake actionthatcanhelpgrowour membershipbase.Oneofthebest actionsIcansuggest,andtherefore challengealltodo,is totarget teachersbeforetheyretire. Inmy area,Imetwithanacting Superintendentandexplainedwhy itisimportantthatthosewhoare onetofiveyearsfromretirement jointheLRTA.Sheappreciatedthe informationandinvitedustoutilize theschoolboardofficeandinvite theseactiveemployeesto informationalmeetings.Thisisto includenotonlyteachersbut anyonewhopaidintoTRSL.Another ideaisAMBA,whoprovidesnotjust supplementalhealthinsurance benefitsbutothermiscellaneous discounts.Lastly,seeifyoucanhave someonefromyourdistrictorlocal teacherretirementunitprovidea shortspeech.PassoutAssociate Memberformsandencouragethem tojoinnowandfollowusonsocial mediaorthroughournewsletterto seehowduesareutilized.Bytaking action,chancesarelikelythatsuch relationshipscoulddevelopinto long-termcommitments. Additionally,theSuperintendent grantedLRTApermissiontohaveour
logoandlinkplacedontheschool board websitetomakeiteasierfor educatorsandprospectivemembers toaccess.Thesesuggestions,whichI haveseenworkpreviously,may workforyourareatoo.
Followingmymeetingwiththe Superintendent,Ithenattendedthe schoolboardmeeting.Atthis meetingattentionwasdrawnwhenI mentionedwhatLRTAdoesandlet themknowIwasmakingseveral tripstotheCapitoltoadvocatefor ourmembers.IcitedthatCOLA reformbillSB18willbenefitthem becauseitwillnotgointoeffectfora fewyears.Wearefightingforthem nowsoretiredteacherswillnothave todealwiththisissueinthefuture. Followingthismeeting,Iamproud toannouncethatwehavegained twonewmembers.

Thisbillprovidesfordirect paymentofadditional employercontributionsto becreditedtoanewly establishedPBI/COLA accountdesignedfor accumulationoffundsto payPBIs/COLAs(thePBI/ COLAaccount).Thebillalso providesforanadditional componentoftherequired employercontributionrate calledthePBI/COLA
accountfunding contribution,orAFCrate.In ayearwhentheemployer rateisscheduledtodrop, halfofthedecreasewillbe addedtothemaximum possibleAFCrateuntilthat maximumequal2.5%.The billwouldphaseoutand terminatetheExperience Accountandofthe diversionoftheinvestment earningsintotheaccount.In approximately2029,the ExperienceAccountwillbe phasedoutandany remainingbalancewouldbe transferredtothenew COLAfundingaccount.
