InLouisiana, unlikemanyotherstates, retirementreformsareworking. Our retirementdebtisgoingdownandour fundinglevelisgoingup.Ourretirement planisamajortoolinrecruitingand retainingemployeesinatimewhenour stateissufferingfromoneofthelargest teachershortagesinhistory.

LRTAmembersworkedonbehalfofall currentandfutureretireesforthe successfulpassageofSB18intoAct184 whichwillpreservethebuyingpowerof ourbasicretirementbenefit.

InLouisianawe’vespentmanylegislative sessionsbanteringoverhowlimitedfunding affectstheoperationofgovernment services, includingretirementplans.Perhaps moreproblematicthantoolittlefunding iswhenthestatehastoomuchfunding. Louisianahadmorethan2.3billiondollars inextrastaterevenueandthelegislature struggledonhowtospendthatmoneyin thebestinterestofthestate.

TheHouseofRepresentativestendedto focusonpayingdowntheretirement debt,moreformallyknownastheInitial UnfundedAccruedLiability(IUAL),while theSenatesupportedtheGovernor’s initiativesaimedatteacherpayraises, earlychildhoodeducation,and infrastructure.

Bothgoalshadmeritbutreaching agreementprovedtobeproblematicand slowedthepassageofSB18which focusedonthereformofCost-of-Living Adjustments(COLAs).Thisimportant legislationwouldprovidesupplemental benefitstoretireesonamoreregular basisstartingapproximatelyin2029.

However, thelastneededelementinour retirementplanwastoprovideregular costoflivingadjustmentsforretireesin ordertopreservethebuyingpowerof ourbasicbenefits. Inshort, thepassage ofSB18isthelastelementofreform neededtomakeourretirementplan whole.

Convincingthelegislaturetoadopta moredirectfundingmodelforCOLAs wouldrequireatremendousfocuson educationandadvocacybetweenour membersandlegislatorsinorderto garnerthepoliticalwilltofosterthe favorablepassageofSB18intoAct184.

TheLouisianaRetiredTeachers Association(LRTA)andtheTeacher’s RetirementSystemofLouisiana(TRSL) haveworkedforalmosttwoyearsto study, sponsoraworkablebill, and developaplanofadvocacytocompose thisbeneficialpieceoflegislationthat completesretirementreform.
