Created by Biney Ruiz, whose 5 Star Productions hosted hundreds of lowrider dance and music events in the 1970s, this news bulletin was somewhat of a mail-in correspondence publication. Mail-in your news and get it printed and distributed by the bulletin. Arguably a predecessor to Lowrider Magazine, the bulletin filled a need in the lowrider market keeping lowriders informed of upcoming "happenings" from L.A. to San Jo. The publication was mailed for free to car clubs and individuals could pay a small fee to have it mailed directly to them. The bulletin often solicited the content of the lowrider community including, articles, photos, event flyers, and service advertisements targeting the lowrider market.
