BREEDE VALLEY MUNICIPALITY (BVM) is working hard to better the lives of our residents and visitors. During the last three months, BVM completed several projects: 1. NEW TRAFFIC CIRCLE AT HIGH AND LOUIS LANGE STREET INTERSECTION MAKES A LONG-AWAITED DREAM A REALITY The first sod for the new traffic circle was dug on Monday, 21 November 2022, and the anticipated completion date was calculated on 18 November 2023. After the contractor initially felt that the heavy rain and winter storms would delay the completion of the works, they managed to work in this time so that the operations could be completed a full nine days earlier, and the traffic circle was officially opened on Thursday, November 9, 2023. Unleashing Further Local Development and Investment

Big task The construction work was a big task as the new traffic circle is 42 meters wide, and because of this large diameter, the High and Louis Lange Street intersection had to be re-aligned. A large concrete support embankment also had to be built on the northeast side to support High Street’s lead-up to the traffic circle.

Economic Disconnection

In his address at the opening, Municipal Manager David McThomas explained that the circle is a sign of Breede Valley Municipality’s investment to help promote job creation. The Municipal Director of Engineering Services, Jaco Steyn, thanked the project team employed by Breede Valley Municipality, namely Element Consulting Engineers, Guillaume Nel Environmental Consultants, Safe Working Practice Occupational Health and Safety Group, and Civils 2000 as contractors. Civils 2000 is a Level 1 B-BBEE contributor, and the company has a 9CE CIDB rating and provides employment opportunities to over 300 people. The Vala family owned the open plot of land at 020 High Street (c/o Hoog and Louis Lange Street intersection), and they were willing to sell a piece of their land to the Municipality so that a portion of the circle could be built on it. If they had not agreed to this, the circle would not have been able to materialise. Ward 7 Councillor Julian Kritzinger explained that further economic development and investment in the Industrial Area depended on an upgraded

access route to this important area. He explained that the new traffic circle will have a major impact on the future layout of the intended 80-hectare Uitvlugt Industrial Park (between the railway, the Hex River, behind HexTex, and behind PenBev).

All in all, one of the biggest benefits of the new traffic circle is the better integration of Worcester’s traffic flow, which helps to bring communities closer together and to their workplace. Several Worcesterites can now get to and from their jobs much faster – in the Industrial Area or from their place of residence in Zwelethemba – and will also enable the future expansion of the Worcester Industrial Area. REPAIRS TO ROADS IN INDUSTRIAL AREA: Following a few complaints regarding the condition of the road at the intersection of Abattoir and Traub Street in the Industrial Area, BVM recently undertook repairs there. However, with excessive vehicular loading and high volumes of water, we were required to undertake repairs to the roadway once again. Both projects have been completed in-house, and the intersections are now open. These major projects require dedicated teams and resources, normally the appointment of a contractor, which our teams successfully completed while attending

to numerous service-related requests/faults from the public. This was possible by deploying a combined effort between all sections (teams) within the Roads and Stormwater department. This epitomises what can be achieved through sound leadership, optimal resource allocation and use, and dedication to serving our constituents. 3. EXECUTIVE MAYOR HANDING OVER NEW FLEET The Executive Mayor, Ald. Antoinette Steyn officially handed over six (6) brand new vehicles to the traffic law enforcement department to supplement its aging fleet. The Mayor was accompanied by the Deputy Executive Mayor, Juben Von Willingh; Director of Community Service, Seon Swartz; Director of Finance, Roddrick Ontong; and Traffic & Law Enforcement Services Manager, Danvin Maart. This project has come a long way, and all internal processes had to be gone through to come to fruition. “Law enforcement is an essential service in the municipality, and this brand-new fleet will ensure we give the best service when it comes to enforcing the law on our roads. These vehicles mean that we will have more officers on the road daily to cover a broad range of areas”. Maart is confident that the new fleet will be instrumental in fulfilling part of the department’s responsibility to ensure law and order on our roads. “We are truly grateful to all the senior officials who worked tirelessly to make this project a reality. 1 x 200 g packet Tennis biscuits, finely crushed 75 g salted butter, melted 15 ml cornflour 65 ml white sugar 4 jumbo eggs, separated 1 x 385 g can of sweetened condensed milk 250 ml cream 125 ml fresh lemon juice 30 ml finely grated lemon zest 45 ml caster sugar 15 ml cornflour

Method Thoroughly mix together the biscuit crumbs and butter and press into a 24-cm loose-bottomed tart pan. Mix together the cornflour and white sugar in a large mixing bowl. Add the egg yolks, condensed milk, cream, lemon juice and zest and whisk well. Pour the mixture into the prepared crust and bake in the oven, preheated to 170ºC, for 20 minutes or until the mixture is firm but still a little wobbly in the centre. Remove from oven and set aside. Increase the oven temperature to 180ºC. When the pie has cooled a little; whisk the egg whites into soft peaks. In a small bowl, stir together the caster sugar and cornflour and add the mixture, one heaped teaspoon at a time, to the egg whites while continuing to beat well in between each addition. When the mixture is stiff and glossy, spoon or pipe on top of the pie and return to the oven for 10 minutes or until the meringue looks beautiful to you.
