The most recent example is the £30 million investment by new owners Longstock Capital in refurbishing Mountbatten House on the council owned business park, Basing View. In addition to that, LevertonHELM has also signed a lease on a council owned site at Viables Business Park. One of the largest global manufacturers of lithium carbonate, which is used in car batteries, the company has signed a 20-year lease — demonstrating their commitment to Basingstoke.

Basingstoke Leisure Park

New masterplan for central leisure hub

Situated on 60 acres of land near the town centre and owned freehold by Basingstoke and Deane Borough Council, this site offers a range of investment and development opportunities as part of a recently adopted masterplan.

The council is looking for private sector partners to take up development opportunities and add exciting new facilities and uses to the existing leisure offer, which includes:

• iFly Indoor Skydiving: host to the British Indoor Skydiving Nationals.

• Milestones Museum: an award-winning modern living history museum with more than 20,000 objects.

• Planet Ice rink: a new sponsorship agreement with the English Ice Hockey Association and the NIHL will see the brand be known as the Planet Ice National Ice Hockey League.

• Odeon Cinema: a 10-screen cinema complex showing the latest releases with both 2D and 3D format.

• Aquadrome: a council-led opportunity to create a modern health and fitness facility, including a larger competition swimming pool, learner pool and leisure pool, modern fitness suite, exercise studios, a spinning studio, a multi-level soft play zone and indoor adventure climbing – designed to attract users from across the region.

• Hollywood Bowl: bowling alley.

• Buzz Bingo: a bingo club.

• Various restaurants and takeaways.

Negotiations are also currently underway with Great Wolf Resorts on a proposed 500-bedroom hotel, an indoor water park, conference facilities on an adjoining site.

Basingstoke Town Centre

Development opportunities near train station and large shopping centre

Located on the doorstep of Basingstoke train station, the town centre attracts local and regional shoppers. The area includes The Malls shopping centre that is owned by the council, the historic Top of the Town and Festival Place which is home to 150 stores, 200 big brands and 35 restaurants, bars and cafés.

A masterplan has been drawn up to set the future direction for the town centre over the coming decades to ensure it is a vibrant hub.

Town centre masterplan

Basingstoke and Deane Borough Council has been working with designers, architects and property specialists to develop an ambitious strategy for the future of the area.

The masterplan includes the creation of new high quality and low carbon urban areas, providing opportunities for a range of uses in addition to retail, including space for community and cultural use, space for entrepreneurs and education, as well as celebrating the borough’s rich heritage.

Adopted by the council in December 2022, the masterplan supports the council’s challenging climate change targets and includes plans to improve accessibility by introducing new traffic zones.

Starting in spring 2023, locations around key entrances to The Malls will be improved for people living in and visiting the town centre. Public art will welcome visitors and residents to a brightened area.

To continue to take this project forward, the council is looking for potential partners who are interested in bringing the masterplan to life.

The Civic Campus

An ideal opportunity for a public sector organisation or higher education provider.

The current Civic Campus is a potential redevelopment site of 2.6 acres with a setting overlooking War Memorial Park in a conservation area and located near the high street. Located 1.5 miles from junction 6 of the M3 motorway, it is next to War Memorial Park, a popular event location and beautiful historic Georgian park with a large, new BMX/ skatepark, bandstand, aviary, sports pitches and all-weather tennis courts.

The site currently houses the 35,000 sq ft Deanes building, the 30,000 sq ft Parklands building and the listed 7,500 sq ft Goldings building, and includes 128 parking spaces. Across the road from the Civic Campus is Eastlands l with 10,487 sq ft internal floor area and Eastlands ll with 4,321 sq ft. Higher education campus opportunity

Basingstoke and Deane is the area in the south of England, within easy reach of London, where there currently is very limited higher education provision.

Yet, with the local further education colleges attracting 6,000 students per year, the majority of whom leave the area in search of higher education opportunities further afield, there is great untapped potential.

Basingstoke can offer a range of good value options for a campus location and for student and staff accommodation, as it is in one of the most affordable areas in north Hampshire and Berkshire.

There is a growing momentum behind Basingstoke’s evolving success story. The council and its partners are reimagining the town centre’s vibrant future, breathing new life into existing assets and bringing new attractions to its leisure park. All this is focused on ensuring the town remains a regional draw with a growing portfolio of mixed-use regeneration, retail, residential and commercial development projects available for inward investment.

Garden community development opportunity.

A transformational new garden community offering a range of residential-led development opportunities with outline planning consent for 3,520 new homes, community facilities and a 250-acre countryside park.

Master developer Urban&Civic is leading the delivery of Manydown on behalf of a partnership with global charity Wellcome Trust and Basingstoke and Deane Borough Council and Hampshire County Council, as joint landowners.
