Are You Kidding Me?!

ssues with insurance companies consistently rank near the top of any list of complaints dentists have ever compiled. We’ve all been there. Whether it’s denying claims for absurd reasons, “never receiving” certain claims (always seems to be for crowns and not prophys), not wanting to pay even after a predetermination was sent, to any of a hundred other things we could easily come up with. And then there’s the time factor involved in dealing with them. How much time, money and effort could be saved by dentists everywhere if the whole process was easy and the insurance companies just did what they are paid by their customers to do? Which brings me to this unfortunate reality: the insurance companies continue to come up with creative schemes to extract more money from dentists even as they lower reimbursement rates. First, it was virtual credit cards. To receive the payment, dentists had to run them through their credit card processor and pay a 2.5-5% fee like it was a credit card payment. Thankfully, in large part due to the LDA’s advocacy, some new laws have been passed requiring dentists to “opt in” if they want to receive payment in that form and not just letting the insurance companies decide for us. Have you heard about what Delta Dental of California (which covers Louisiana and 15 other states) is trying to do now? They are starting to charge a $15 per month “separate administrative charge” to dentists wanting to receive paper checks as their preferred method of payment. What? And why? If we are willing to wait for a check to arrive in the mail, should we be charged almost $800 per year for that? Isn’t that an expense of doing business? I don’t charge my patients an extra $1 if I have to mail them a bill! And now Aetna is getting in on the action. They’ve recently announced that they will be discontinuing issuing paper checks to any out of network providers. Nice. Do you

think Aetna is winning any dentist friends by limiting our options for getting paid? Not likely. And does anyone think that the bottom line at Delta or Aetna is really suffering and making a little more money off every dentist is going to keep them solvent? FYI: The CEO of Delta Dental of California makes roughly $15 million per year. So, what can real, practicing dentists do about insurance companies trying to find new ways to take advantage of us? Let it happen or try to fight back? If I choose to fight back, how exactly would I do that as an individual or even as a member of a group practice? The answer is simple: our best recourse is organized dentistry, starting with grassroots

efforts in our local and state associations. Organized dentistry can be the voice for all dentists and has the reputation and respect in the political world to get things done. Our LDA is one of the best run associations in the country, and we have one of the highest percentages of membership as well. Anyone that has ever called the LDA office with an issue will tell you that our staff is incredible. If you’re currently a member, get involved if you’re not already. Inquire about leadership opportunities. Respond to legislative action alerts. If you’re not a member, become one. There’s power in numbers. There’s no telling what the insurance companies will come up with next, but I guarantee it won’t be in our favor.

S

ince my last article, life has stayed busy both inside and outside of school as I’ve officially started fourth year and gotten back into the swing of things in clinic. Soon after restarting school, I took my last set of written boards called the OSCE, which presents students with clinical case scenarios to test if you know how to correctly respond and manage a variety of dental and medical situations. Clinically, over the last few months, I’ve spent most of my time working through a wide variety of cases while also trying to take advantage of some of the free time that comes with finally being a senior. At the end of June, I got back into clinic and have already had the opportunity to work across nearly every aspect of general dentistry. In just the first few months back, I’ve completed around 20 fillings, 15 oral diagnosis exams, 10 crowns, and multiple arches of removable dentures. It’s been really rewarding to see how much more comfortable I’ve become with treatment planning and carrying out treatment compared to where I was even a year ago. Overall, we have relatively open-ended requirements for each subspecialty within dentistry, for example: having to deliver a minimum 5 arches of removable, cutting 11 crowns, performing 25 oral diagnosis appointments, and doing 31 fillings. Outside of that, there is an overarching production threshold of $17,500 that we are expected to meet in order to graduate. The wealth of knowledge we have among all the professors on the second floor in senior clinic has made this year especially valuable in terms of how to REALLY be a dentist, instead of all of the theoretical things we have learned during our first 3 years of school. With only a few short months left before we officially become practicing dentists, the

focus has shifted from simply learning how to perform procedures to understanding what it actually means to be responsible for an entire patient and their treatment. Each clinic session has given me a little more confidence in my ability to make decisions, manage complications, and ultimately provide the kind of care I’ll be expected to provide once I’m out in the real world. It’s definitely a little intimidating knowing that graduation is getting closer, but at the same time, I feel better equipped for it with every day I spend in clinic. One of the biggest changes this year has been the amount of clinical autonomy we have as fourth-year students. After changes with the GPR program in Baton Rouge, we were lucky to have Dr. Lynda Harhad, the former director of the Baton Rouge GPR, begin helping us out in clinic. Dr. Harhad is an incredibly talented surgeon and having her on the second floor senior clinic has been a gamechanger. She has helped us take on a number of oral surgery cases that previously would have needed to go through different departments or be referred to a postgraduate program. We have had great opportunities to gain experience with procedures that we may not have otherwise had the chance to perform before graduating, like alveoplasties, complex extractions, and bone grafting. Because of that, I’ve already had the opportunity to remove multiple wisdom teeth and complete several bone grafts, which has been some of the most rewarding clinical experience I’ve had so far. There’s something particularly exciting about getting to work through a case from diagnosis and treatment planning all the way through the surgical

procedure and follow-up. It’s also been a great reminder of how much there still is to learn. Even after three years of dental school, every new case seems to come with another question, complication, or technique that teaches me something I didn’t know before. Outside of school, we’ve managed to stay busy as well. One of the highlights was taking my first cruise, an Alaskan cruise with a total of 14 family members. Getting to see the scenery and wildlife throughout Alaska was an incredible experience, and it was definitely a nice change of pace from spending most of my time in the clinic. Between the mountains, wildlife, glaciers, and everything else we got to see along the way, I can definitely see why Alaska is such a popular travel destination. We’ve also managed to squeeze in plenty of time at home, which usually means spending way too much time baking and cooking with Salena. Those have become some of my favorite ways to relax when I’m not in clinic, especially when there’s finally a little time to slow down after a busy week. I also had the opportunity to go on a bachelor’s trip for a friend’s wedding, which was another great excuse to get away for a few days and spend time with friends before everyone’s schedules inevitably get even busier. As fourth year continues, graduation is starting to feel so close. There’s still plenty left to learn and plenty of clinical requirements to finish, but the difference between where I am now and where I was when I first started dental school is pretty incredible to think about. I’m getting the chance to work through increasingly complex cases, make more decisions independently, and learn from professors who have years of experience practicing dentistry in the real world. With only a few short months left, I’m excited to see what the rest of the year has in store and, hopefully, continue building the confidence and skills I’ll need when I finally step out of the student clinic and into the real world. I

Strength in Numbers: Why Organized Dentistry Matters More Than Ever By Dr. Roman Farrar President, LDA

n an era of rapid technological advances, evolving patient expectations, and complex regulatory landscapes, practicing dentistry is about much more than being a master clinician at the chairside. For individual practitioners, navigating the business, legal, and clinical challenges in the modern dental practice can often feel isolating and overwhelming. This is where organized dentistry, the LDA, and yes, even the ADA, steps in and acts as a unified voice, an advocate, and a professional safety net for dentists across every stage of their careers. At its core, organized dentistry is a network of local, state, and national dental associations, all working collectively to advance the profession and safeguard public health. But what tangible value does it actually provide to practitioners, their teams, and the patients they serve? The LDA and ADA have proven themselves to be powerful legislative advocates for dentists and their patients. Each year, you get updates from the LDA and ADA about steps forward we’ve taken in insurance transparency, access to care, and education support for students. I have always said that there is strength in numbers. You have probably heard other LDA members make that statement, too, and it’s true. The LDA/ADA have very strong voices at the state and national level, and we all play a part in that success. When Annette is at the LA State Capitol and she tells those folks that she is speaking on behalf of 1,900 dentists statewide, or about three out of every four dentists, people take note and listen. The same is true in DC, when the ADA represents several hundreds of thousands of dentists, Congress listens. Individual practitioners rarely have the time or resources to monitor policy changes, lobby lawmakers, or challenge restrictive regulations. Organized dentistry acts as a collective megaphone for the profession.

State dental associations like the LDA work tirelessly with local and federal lawmakers on critical issues such as insurance reform, workforce shortages, scope-ofpractice laws, and dental student loan debt relief. By representing the clinical perspective during policy drafting, organized dentistry helps prevent non-dentist corporate or government entities from dictating clinical decisions, thus protecting the standard of care for our patients. Without a strong, organized presence in government affairs, decisions affecting how dentists practice would be made entirely without their input. You never know what to believe in today’s news or media outlets. There is so much being presented to the public that is not based in scientific fact. Just look at the baseless arguments against community water fluoridation, a public health measure that actually has over 80 years of research and observable success behind it. A strong and unified voice helps the LDA dispel the myth that our current fluoridation programs somehow harm the public. Over the past two years, the LDA has fought diligently to keep community water fluoridation programs available in Louisiana. Through public awareness campaigns, organized dentistry also educates the public on oral hygiene, the link between systemic and oral health, and the importance of regular preventative care and enhances the public’s respect and trust in the profession. Another great benefit that we enjoy as members of our local, state components is GREAT continuing education. No one does it better than Jeanne McFall and our

LDA team. We all have to have the magic number of C.E. credits every two years and we get an outstanding “bang for the buck” with our C.E. options. We all know that staying up to date with clinical techniques, technology, and compliance requirements is a constant demand. Organized dentistry makes professional growth accessible and streamlined. So, a big thank you to Jeanne! Beyond advocacy and education, membership offers significant financial returns that offset annual dues. For example, our members frequently receive discounted rates on practice insurance, credit card processing, clinical supplies, and patient financing tools. Lastly, dentistry can be a lonely profession, particularly for solo practice owners. Local dental societies and state conventions create vital spaces for reconnecting with old classmates and friends. Being able to get away to the wine country, the beach, Disney, or even hit the ski slopes is a great way to have some great “down time” and enjoy family and friends. No matter what our individual opinion is concerning organized dentistry, we are much stronger together than we are apart. The strength of organized dentistry relies entirely on the participation of its members. As corporate dentistry grows and external pressures on independent practices increase, the need for a unified professional voice has never been greater. Remember there is strength in numbers and only together can we help contribute to the long term health, integrity, and a secure future for our profession.

LDA has the 4th lowest dues rate in the U.S. I have access to savings through the LDA Member Perks program that more than cover the cost of my dues every year. LDA dues haven't gone up in over a decade. I save an average of $150 on every LDA event I register for. I save $8,000-$12,000/year from the sales tax exemption bill the LDA passed in 2002. The LDA continues to protect this exemption. I get the LDA Journal in my mailbox and my inbox every three months. Through 2026 legislative advocacy, the LDA monitored over 50 bills impacting dentistry, but focused on protecting community water fluoridation, securing funding for Medicaid incentive program payment and LSUSD renovations, securing medical insurance funding for dental treatments for cancer patients, and ensuring dentists can easily avoid fees from insurance company virtual credit card reimbursements. In 2023, the LDA fought for a $52 million state budget increase for dental Medicaid and lobbied for the $48 million LSUSD infrastructure modernization project. I can attend advocacy events with the LDA advocacy team to speak directly with my legislators. I get twice-monthly E-Bytes in my inbox that include savings, new opportunities, and information I need. I get to mentor dental students and even speak at LDA student events. I save $200 on each EDDA registration I make. I get a member discount on LDA classified ads. I have access to the LDA Foundation Relief Fund in case I need financial assistance after a natural disaster. I get free peer review and mediation services from theLDALDA. Journal • Fall 2026 5

Never a Dull Moment When It Comes to Third Party Payer Discussions By Annette Droddy Executive Director, LDA

s you may have read in Dr. Brian Basinger’s editorial, Delta Dental of California (Louisiana is a part of ) and Aetna are now charging extra fees to dentists for accepting paper checks as payment. The issue is slightly different for Delta Dental and Aetna, but the underlying concern is the same: the insurer should not be able to shift the logistical cost of getting paid onto the dentist.

In Louisiana, we are going to push back. In coordination with the American Dental Association, we have voiced strong opposition to recent actions by Delta Dental of California and Aetna. The ADA has also raised concerns with the National Association of Insurance Commissioners. Payment fees and issues are not new in Louisiana. In 2019, the LDA passed our first virtual credit card protection law as an opt-out feature. Then, in 2026, we successfully passed SB 192, now Act 360, which strengthened our position, moving toward an opt-in system (a dentist is opted OUT of virtual credit cards, and they opt IN if they choose to receive them). The LDA has already told insurance companies that dentists should not be forced to absorb payment-processing costs.

With the ADA’s assistance, we set up Voter Voice alerts for both the LA Department of Insurance (DOI) and Delta Dental to allow dentists to voice their concerns. We also met with the DOI for their assistance/advice to determine whether Delta’s and Aetna’s payment policies are consistent with Louisiana’s insurance statutes and the contractual obligations owed to providers. Unfortunately, they believe since there is at least one no-fee option (EFT’s) that the ADA and LDA will have trouble fighting these national insurers. It is the LDA’s belief that dentists should have the right to receive the full contracted reimbursement without being charged a fee simply to receive their payment and we will continue to work with the ADA to look at options available. It is because of the LDA’s VCC law and other protections passed by the LDA that it is imperative that Congress pass H.R. 7931, the Improving Dental Administration (IDA) Act. This legislation ensures that all patients in Louisiana receive the same dental insurance protections, regardless of how their dental plan is designed. The loophole is caused by a federal law known as ERISA. Without Congressional

action, the Employee Retirement Income Security Act (ERISA) will continue to allow self-funded plans to avoid these state-level safeguards by exempting them from the same protections the state has enacted. Because of this law, many insurance companies currently claim they are exempt from state laws when administering self-funded employer plans. As a result, two patients with nearly identical dental coverage from the same insurance company may receive very different protections simply because of how their plan is designed. For this reason, we urge you to join in support of H.R. 7931, or the IDA Act. If you know a member of our congressional delegation, ask them to cosponsor this bill. When the ADA sends legislative calls to action regarding IDA, respond! When enacted, this bill would close this gap by requiring all insurers administering dental benefits to comply with this state dental insurance law. Supporting the IDA Act means supporting fairness, transparency, and patient access to care. It helps ensure that more health care dollars go toward treating patients rather than unnecessary administrative hurdles that add to health care expenses without delivering actual care.

Ways to make tangible change in dental legislation: • Register to vote and vote in all local, state, and federal elections. • Call or email your representatives and educate them on dental issues you care about. • Check the box on your LDA dues statement and donate to LADPAC. • Respond to LDA emails with legislative calls to action. • Encourage your colleagues to stay current on the state of dental legislation statewide and nationwide.

ur attendees enjoyed an escape from the Louisiana mid-September heat at the LDA’s Sip & C.E. The group had attendees from all across Louisiana (and one from Texas). They enjoyed everything California has to offer, from day trips to San Francisco to sightseeing in Yosemite. And don’t forget all the wine tasting! Attendees visited wineries around the event venue to enjoy wine tastings, property tours via carts, jeeps, and horseback, along with wine and food pairings. There is truly something for everyone in Sonoma! Folks who attended all our morning C.E. lectures earned 9 total clinical continuing education hours. The attendees also came away from the lectures with some “tips worth uncorking” about ergonomics and orthodontics. We love hosting our LDA members for these de-vine, tax- deductible C.E. trips! Clarifying the LSBD’s Stance on Complaints Concerning Fee Disputes By Dr. Kimberly L. Caldwell President, Louisiana State Board of Dentistry

all is in the air! A new school year has begun and new careers have started. My wish is that everyone has a great academic year and enjoys positive professional experiences. Today, I’d like to address the complaints we get from patients about financial disputes and how to respond appropriately. I also want to clarify in this article the Louisiana State Board of Dentistry’s vote on when we take no action regarding a fee dispute. We review a high number of dental complaints that are not based on the quality of services rendered or the standard of care for services provided to the public. Many patients are upset that the fees charged to them are too high, unclear, or have not been properly explained to them. Many issues of patient confusion are as follows: in-network versus out-of-network insurance benefits associated with a dental provider, scheduling an appointment with a specific dentist within a group practice that is not in their preferred provider network then receiving a higher or unexpected bill or copay, being dissatisfied with a service, or not liking the results of a treatment plan and wanting their money back. Clarity can defuse a lot of these financial disputes between a dental practice/clinic and the patients. It’s a good practice to review your patients’ verification of insurance benefits and provide a pretreatment estimate or pre/prior insurance authorization based on the patient’s treatment plan to minimize denials. Dental practices MUST have dental practice/dental provider financial agreements or an insurance office policy signed by the patient after they have verbally reviewed them and answered all questions. Please train your administrative office staff to achieve understanding with patients about the legally-binding nature of financial contracts and clinical informed consents before each procedure. Clear financial arrangements must be made in advance of any procedure since a dentist’s fee schedule for a specific procedure or service cannot be changed, negotiated, or compared to another provider. There are certain situations where the board requires a dentist or the dental practice owner to return fees to a patient, such as treatment paid for but never rendered, or incomplete treatment. We do require proof of returned monies in these instances. It should not take a board complaint from a patient to receive fees for procedures never performed or completed. Another problematic financial issue arises when billed insurance procedures are not reversed. This non-reversal for incomplete or never performed procedures can prevent patients from getting those services covered with another dental provider. Your administrative staff can work with insurance companies to get letters of correction or appeals signed from the dental providers. These documents help a patient to move on and get coverage for the treatment they need without unnecessary financial burden.

When financial issues arise, listening and kindness go a very long way with the dental practice staff and the dental provider! Being nice and explaining the billing process or what procedure is being billed can defuse a negative situation with an angry patient and help prevent a complaint to the dental board. In conclusion, the board works diligently as a team to support all of the dental professionals within this great state with the ultimate goal of protecting the public. If there are any questions, concerns or issues, the entire dental board staff is available to assist you. I strongly encourage open communication with us to help resolve issues and ensure a positive outcome. So Much to Look Forward To By John R. Gallo, III, DDS, MS Dean and Professor, LSUHSC School of Dentistry

hile Summer is often considered a quieter season in New Orleans, activity at the LSU Health New Orleans School of Dentistry has not slowed. In fact, this Summer marks the beginning of one of the most transformative periods in our school’s history. We recently launched a comprehensive $100 million renovation initiative that will modernize nearly every major teaching, patient care, and administrative space across our campus. Work is already underway on several key projects, including the complete renovation of Auditorium C, upgrades in Auditoriums A and B, renovations to our first-floor screening clinic, construction of a new central laboratory, enhancements to the second-floor clinic dispensary and waiting area, and the creation of a new wellness center. Additional infrastructure improvements, including new windows and accessibility upgrades, are also helping prepare our facilities for the future. These projects represent only the first phase of a much larger vision for the school. Over the next three years, renovation efforts will continue throughout the school, including upgrades to clinical spaces, teaching laboratories, the library, and administrative offices, as well as the development of a new digital dental laboratory. When complete, virtually every major instructional and patient care environment on campus will have been impacted. These investments reflect our commitment to providing a modern learning environment, advancing innovation, and ensuring that we continue to deliver exceptional patient care while preparing future generations of dental professionals. This summer has also brought important additions to our leadership team. I am pleased to announce the appointment of several outstanding faculty members to key leadership roles.

Dr. Adriana Wilson has been named Assistant Dean for Student Affairs and Admissions. Since joining our faculty in 2015, Dr. Wilson has distinguished herself as an educator, mentor, and leader. A graduate of the Universidad Latina de Costa Rica, she completed her prosthodontics training and Master of Science in Dentistry at LSU School of Dentistry and earned a graduate certificate in Teaching in Health Care Professions from LSU A&M. She has received numerous honors for excellence in teaching, scholarship, and leadership, and her dedication to student success makes her exceptionally well-suited for this important role. I am also pleased to welcome Dr. A.C. Liles as Assistant Dean for Clinical Affairs. Dr. Liles is a proud alumnus of the LSU School of Dentistry and brings more than three decades of experience in clinical practice and dental education. Since joining the faculty full-time, he has served in several leadership capacities, including Director of Operative Dentistry and chair of the Curriculum Committee. His commitment to clinical excellence, educational innovation, and student development has earned widespread respect across our institution and profession. Most recently, he was recognized with the Allen A. Copping Excellence in Teaching Award, one of LSU Health New Orleans’ highest faculty honors. Additionally, Tricia Barker, RDH, MEd, has been appointed Director of the Program in Dental Hygiene. Tricia has been a valued member of our faculty since 2007 and has demonstrated exceptional

leadership in dental hygiene education through curriculum development, clinical instruction, student mentorship, and program administration. Her longstanding commitment to excellence has been recognized through numerous awards, including the LSU Health New Orleans Chancellor’s Excellence Award and the Golden Apple Excellence in Teaching Award. We look forward to her continued leadership as she advances our nationally respected dental hygiene program. We are also looking forward to reconnecting with many of you at this year’s LSUSD Alumni Day. Based on valuable feedback from our graduates, we have made several exciting changes to this year’s event. Trump Accounts: A New Planning Opportunity for Dental Families By Chad Olivier CEO®,CEPA, CERTIFIED FINANCIAL PLANNER™

A

s Congress continues to introduce new savings opportunities, it’s important to separate the headlines from the planning opportunities. One of the newest additions is the Trump Account, a tax-advantaged investment account created under the One Big Beautiful Bill Act. While much of the public discussion has centered on politics, financial planners should instead focus on what this means for families and how it can fit into a long-term wealth strategy. For many dentists, the years spent building a successful practice are accompanied by another important goal—providing opportunities for the next generation. Whether it’s helping children pay for college, preparing them for future business ownership, or simply teaching responsible financial habits, the earlier those conversations begin, the greater the potential impact.

What Is a Trump Account? A Trump Account, officially known as a 530A account, is a tax-advantaged investment account established for children under age 18. The purpose is straightforward: encourage long-term investing by allowing children to begin building wealth from birth. One of the most unique features is the federal government’s $1,000 starter contribution for eligible children born between January 1, 2025, and December 31, 2028, provided the required election is made and the account is properly established. While $1,000 may not seem significant today, experienced investors understand that time—not necessarily the initial investment—is often the greatest contributor to long-term wealth accumulation. 16 LDA Journal • Fall 2026

Additional Contributions Beyond the government’s initial contribution, parents, grandparents, relatives, employers, and certain charitable organizations may contribute up to $5,000 annually, subject to current IRS rules. For dental families with strong cash flow, this provides another opportunity to systematically transfer wealth to the next generation while encouraging disciplined investing. Even modest annual contributions made consistently throughout childhood can accumulate substantially over decades through compound growth. Rather than waiting until a child graduates from college to begin discussing investing, these accounts create an opportunity to teach financial responsibility much earlier. Watching an investment account grow over time can be one of the best financial lessons a parent ever gives. Investment Philosophy Unlike many brokerage accounts that offer thousands of investment choices, Trump Accounts are intentionally simple. Assets are invested in diversified, low-cost U.S. stock index funds designed for longterm growth. As I often remind clients, successful investing isn’t about timing the market—it’s about giving quality investments enough time to compound. Understanding the Tax Benefits Trump Accounts grow on a taxdeferred basis, allowing investment earnings to compound without annual taxation while the funds remain in the account. After the beneficiary reaches adulthood, the account transitions under traditional IRA rules currently outlined in the legislation.

As with any tax-advantaged account, understanding future withdrawal rules and coordinating them with an overall financial plan is essential. The greatest value often comes not from the account itself, but from integrating it into a broader tax strategy.

How Does It Compare to a 529 Plan? One of the first questions I hear is whether families should use a Trump Account or continue funding a 529 education savings plan. The answer, in many cases, is both. A 529 plan remains one of the most effective tools for funding qualified education expenses because of its favorable tax treatment. Trump Accounts serve a different purpose. Rather than focusing solely on education, they are designed to encourage long-term investing and wealth accumulation. For many dentists, this distinction is important. You may already have sufficient resources to help fund education, but your larger objective may be creating financial flexibility for your children over the course of their lives. These accounts can complement—not replace—existing education planning. Why This Matters for Dentists Dentists are uniquely positioned to take advantage of long-term planning opportunities. Many experience significant increases in income after purchasing or building a practice, allowing greater flexibility to save for retirement while simultaneously helping the next generation. Parents often ask me, “What’s the best investment I can make for my children?” Sometimes the answer isn’t finding a better investment—it’s simply starting earlier.


Imagine opening an account when your child is born, making consistent annual contributions, and allowing those dollars to grow for nearly two decades before adulthood. Add another thirty or forty years beyond that, and the impact of compound growth can be remarkable. These accounts may also serve as an excellent way to introduce children to investing. As teenagers begin summer jobs, learn about budgeting, or even help around the practice, parents can use these conversations to explain investing, patience, and the value of long-term thinking.

Planning Beyond the Account While Trump Accounts are an exciting new planning tool, they should never be viewed in isolation. For most dental families, they are just one piece of a comprehensive financial plan that may also include retirement plans, practice succession planning, disability and life insurance, education funding, estate planning, and tax-efficient wealth transfer strategies.

In my experience, financial planning works best when every piece supports the others.

Final Thoughts The introduction of Trump Accounts provides another opportunity for families to begin investing earlier and think more intentionally about generational wealth. Whether you contribute only the government’s initial amount or make annual contributions throughout your child’s upbringing, the greatest advantage is not simply the tax treatment—it’s the decades of potential compound growth. Preparations are in full swing for the 2027 New Orleans Dental Conference and Louisiana Dental Association Annual Session, and we on the conference committee are thrilled about how things are shaping up. As a reminder, the conference will be Thursday, April 8th, through Saturday, April 10th, at the beautiful Hilton Riverside in New Orleans. Morning and afternoon sessions will be held each day, giving you the opportunity to learn from leaders in our field covering a variety of topics and earning continuing education hours in the process. We are offering courses that benefit dentists, hygienists, front-ofoffice staff, and assistants, so NODC is an excellent time to build camaraderie and to reenergize your team. Speaking from personal experience, one of my favorite parts of attending NODC that I truly look forward each year is seeing who I will run into outside of a lecture or walking the exhibit hall. It is all too infrequent that we see and talk to those that we spent so many hours within the formative years of our careers, so reach out to your friends from school, encourage them to attend, and make a reunion out of it! New Orleans is the place where it all began for many of us here in Louisiana, so seize the chance to relive some of the good ole days. Lastly, I am excited to mention that this year our conference lines up perfectly with French Quarter Fest! If you have never been to or heard of French Quarter Fest, I will give you a brief rundown. It is a free-to-attend festival celebrating the spirit

of New Orleans that supports local artists and restaurants. With 22 stages holding over 300 performances and more than 70 culinary experiences, it’s hard to think of a reason not to eat and dance your way through with some friends after taking in some awesome continuing education offered at NODC 2027. Another benefit of hosting our conference and staying at the Hilton Riverside is that you will be just a short walk to the stage at Aquarium Plaza. You’ll be hearing music before you can say “Tchoupitoulas!” So, save the date! he LDA Foundation is the charitable arm of the Louisiana Dental Association. The mission of the Foundation is to enhance the oral health of our state by providing funding for clinical research, education, scholarships, and access to care programs, as well as providing financial assistance to dental professionals and their families who are in need. We often take for granted our housing and workplaces, but for a Louisiana dentist who has lost their home and/or practice to a hurricane or flood, complicated logistics, finances, and mountains of paperwork are a grim reality. In those times of despair, the LDA is there to help our most vulnerable dentists with resources, including disaster relief grants from the LDA Foundation. Since 2005, the Foundation has provided financial assistance to many LDA members who had property damage because of devastating hurricanes and other weather-related disasters! The LDA Foundation also offers access grants for access-to-care related events, as well as hosts LaMOM charitable dental

clinics (Louisiana Mission of Mercy, lamissionofmercy.org). So, when considering your end of year giving, please remember a gift that supports your profession, your colleagues, and potentially even you, to the LDA Foundation. Louisiana Resident Regains Hope After Terrible Loss

For many Louisiana residents, dental care is not affordable or accessible. Such was the case for Alenda, 53, who lives alone in Jefferson Parish. For over 20 years, Alenda lived in constant pain due to her deteriorating oral health. Shame and embarrassment had held her back from searching for help, until she found Dental Lifeline Network • Louisiana’s Donated Dental Services (DDS) program.

Alenda’s Story The DDS Program and How You Can Help Since 1987, Dental Lifeline Network’s DDS program has been operating in Louisiana and changing the lives of individuals in need of dental care across the state. Through the generosity of the program’s volunteer dentists and labs, Dental Lifeline Network • Louisiana’s DDS program has connected over 5,600 individuals in need with necessary dental treatments in Louisiana, reaching over $12.9 million in donated services. In 2000, Alenda was in a horrible car accident that caused permanent damage to her teeth and mouth. For years she was in constant pain, had difficulty eating and speaking clearly. On top of the damage to her oral health, Alenda developed rheumatoid arthritis and osteoarthritis due to her accident. Alenda loves photography and was working as a professional photographer, but the accident left her unable to work full time. Although Alenda receives disability benefits, Medicare did not cover the necessary dental treatment she needed to eat and speak comfortably again. Alenda’s remaining teeth started to decay and abscess. Then in 2021, Alenda lost her home to hurricane Ida and was living with different family members when she could.

DDS Volunteers Step in to Help

Alenda believed that her dental care needs were completely out of reach and unattainable. Thankfully, DDS volunteers in Louisiana were able to help. Alenda was connected with three generous DDS volunteers. Dr. Randall Wilk, an oral surgeon who extracted her remaining teeth, Dr. Joesph M. Campo, a general dentist, and Rogers Dental Lab who graciously donated a set of dentures to Alenda. Thanks to these amazing volunteers, Alenda was able to receive the life-changing dental care that she needed.

“Thank you! Thank you! Thank you! They still have some adjustments to make, but I’m feeling much better,” shared Alenda. “I can feel my life changing as we speak and it feels great.”

Louisiana House Bill 475 (Act No. 649) Effective August 1, 2026 Louisiana House Bill 475, enacted as Act No. 649, requires healthcare providers in the state to “verbally disclose the use of any recording device, software, or service to a patient before recording any part of an appointment or treatment to be transcribed by artificial intelligence.” This bill is effective August 1, 2026. If utilizing, or planning to utilize, AI for these purposes, dental practices should develop a patient disclosure protocol to comply with the regulation.

• Am I required to give my consent? Suggestion: Sometimes a patient may refuse to consent to the AI-supported recording. To support acceptance, help the patient understand how and why AI technology is being used to support the patient’s experience only; not a replacement for clinical judgement. Have a plan in the event a patient does not consent. • Is my health information safe? Suggestion: Explain that their protected health information (PHI) must still be safeguarded by law under HIPAA regulations, regardless of the technology. • Can I see the chart note generated by AI? What if it is not accurate? Suggestion: Offer to share chart notes in the same way that you normally would after the appointment and after confirming the transcribed note is accurate.

High-Level Risk Mitigation Strategies Fortress recommends dental practices establish clear guidelines for the use of AI to ensure safety, effectiveness and ethical standards are met. The recommendations below reflect general risk management best practices for AI tools used in a dental practice and are not intended to be an exhaustive list. Patient Communication and Documentation Disclosing the AI use upfront illustrates transparency and can be critical for trust in the doctor-patient relationship. How AI is used will vary practice to practice, depending on the technology used. However, when appropriate, emphasize both the benefits (e.g. it helps to document the patient’s visit) and safeguards (human oversight and clinician verification). While Louisiana’s legislation covers verbal disclosure of the use of AI, documenting the discussion, and the patient’s response, is recommended from a risk management and liability standpoint. The documentation of the AI disclosure discussion in the patient’s chart will help refute any future allegation that the patient was not informed about the use of AI. Governance and Scope of Practice AI is a support tool rather than a replacement for a doctor’s patient-specific clinical assessment and judgment. Human oversight is necessary to confirm that the information is accurate and not omitted from a patient’s record. When considering uses of AI to support operations or clinical care,


consider what workflows you want an AI tool to assist with and investigate potential risks associated with this. In addition to developing a disclosure protocol, the following are recommendations if you have, or plan to, implement AI into your practice: Policies and Protocols

• Document which AI tools are utilized in your practice and their purpose. • Establish a protocol for keeping a record of when AI was used, what it produced, and that a member of your team reviewed and approved it before it became part of the patient’s permanent record. • Define access controls and staff training: determine which staff members are authorized to operate or administer AI tools, and what training is needed. Vendor Due Diligence

• To protect PHI, avoid entering PHI into general-purpose or public AI platforms. Investigate closed, dedicated environments to determine if they offer greater control over data protection, processing and retention. • Obtain a business associate agreement (BAA) with any vendor that will have access to PHI. Understand who has access to the data, how long it is stored, where it is stored, and how they protect the information. • Understand what data was used to train the AI model, if applicable.

Evolving Landscape Dental practices should expect this regulatory landscape to continue evolving. To stay ahead of it, practices should consider: • Periodically monitoring legislative notifications to stay current on new AI-related requirements and adapt guidelines accordingly. • Revisiting and updating internal AI-use guidelines whenever existing tools are updated or new tools are introduced to the practice.

Conclusion AI can offer meaningful benefits to a dental practice, but its value depends on thoughtful implementation, human oversight, and adequate training. Disclose its use to your patients as required by law, document that disclosure, and apply the broader risk management practices described above to help protect your practice. Louisiana Volunteers in Action (LAVA) LDA’s Mass Disaster Team to Register with LAVA By Umeca Q. Briscoe, Volunteer Management, Program Monitor LDH, Office of Public Health, Bureau of Community Preparedness

L

ouisiana Volunteers in Action (LAVA) is Louisiana’s approach to the federally mandated Emergency System for Advanced Registration of Volunteer Health Professionals (ESAR-VHP) Program. The ESAR-VHP Program helps states to develop standardized programs for registering volunteer health professionals in advance of an emergency or disaster. LAVA is funded through the Centers for Disease Control and Prevention (CDC) Public Health and Emergency Preparedness (PHEP) Cooperative Agreement. The Louisiana Department of Health (LDH) created LAVA in response to the tens of thousands of individuals who were ready and willing to help after the September 11th terrorist attacks (2001) and Hurricanes Katrina and Rita (2005). The number of volunteers created a large quantity of spontaneous unaffiliated volunteers, which resulted in LAVA’s creation. The LAVA System, launched December 17, 2007, is the web-based registry to credential volunteers prior to an emergency or disaster. It also serves as a mechanism to recruit, notify, manage, train, and deploy volunteers for assisting the state in meeting health/medical surge needs during an emergency. LAVA provides a systematic way of coordinating volunteer efforts during an emergency with a special emphasis on advanced credential verification and deployment based on skill set. It ensures that Louisiana has a competent volunteer workforce that is ready for deployment.

Under the direction of LDH’s Volunteer Management Program (located at the Bureau of Community Preparedness), volunteers deploy when needed. LAVA seeks professionals in the medical field, as well as professionals with other skill sets that are helpful in the event of an emergency. The Volunteer Management Program currently serves over 9,000 persons who are registered in the LAVA system and represent 9 regional areas. These volunteers assist in responding to various events throughout the state that include but are not limited to man-made disasters (chemical, nuclear, or

Persons under the age of 18 may volunteer by providing a written consent statement signed by their parent or guardian. The minor must be accompanied by an adult for the duration of their volunteer assignment. The LDA’s Mass Disaster team will be encouraged to register with LAVA, therefore, if any other members also want to join, feel free to do so. If called upon, it is up to the volunteer to choose whether they come out and volunteer.

ASDA Semester Updates

The LSU chapter of the American Student Dental Association (ASDA) has been busy as usual! Keep reading to see what these student leaders have been up to. To stay updated with the LSU ASDA chapter, give us a follow on Instagram @lsuasda

The following day, ASDA provided a coffee tab at Evolve Coffee + Matcha in Lakeview from 6:30-8:00 AM. Students who showed up were able to order a cup of coffee on us, and many sipped and socialized with their classmates and with the different ASDA officers that were there. The early morning coffee and networking allowed curious D1s to learn more about ASDA and get to know each other a little better outside of a classroom setting.

hings sure are heating up around LSU School of Dentistry! With a new academic year now in full swing, LSU ASDA is so proud to have hosted our annual ASDA Fever Week from July 20th-24th. The main focus of Fever Week is on the new D1s, and each year we seek to make them feel welcome and included in our school community. Our events included things like lunch and learns, coffee with ASDA, and an all-expenses paid social out on the town in New Orleans. Keep reading for a day-by-day breakdown of our fever week! Starting off strong on Monday, July 20th, LSU ASDA’s very own vice president Thomas Bitterwolf presented his D1 Survival Guide. In his presentation, Thomas addressed each class in the D1 schedule and gave a rundown on what to expect, what will be expected of the students, and tips and tricks on how to succeed and stay afloat. As the D1s munched on their Chick-fil-A, Thomas went on about the inner workings of day-to-day life as a student at LSUSD. He gave plenty of advice on how to manage a life outside of school, especially by seeing a lot of the fun things that New Orleans has to offer.

On Wednesday, July 22nd, LSU ASDA President, Rivers Singley, hosted a lunch and learn titled: “What is ASDA?” In his presentation, he gave an overview on ASDA’s structure and governance on national, district, and local levels. He also talked about the events ASDA hosts. The list includes the annual National Leadership Conference in Chicago coming up in November, as well as district conferences held by each respective ASDA district. For us at LSU, our past district conferences have been in Fort Lauderdale, Austin, and even New Orleans. This year, we are partnering with


other ASDA districts and are hosting a joint district conference this coming January in Denver. Rivers wrapped up the lunch and learn by talking about all things LSU ASDA, which included details about the individual committees that make up our local chapter, different events like pre-dental and philanthropy events that we host, and the countless ways to get involved as a D1 looking to really take root early in their dental school journey. Our last lunch and learn of the week was on Thursday the 23rd. At LSUSD, we are so fortunate to have faculty who have so much experience both in clinical and organized dentistry. Our very own Dr. Jimmy Burns gave a lecture on the importance of organized dentistry, and how much the profession has changed since his time as a student. He discussed advantages of participating in organized dentistry by mentioning events like LDA’s Dentists’ Day at the Legislature and the ADA Lobby Day, where dentists and advocates attend meetings with legislators at Capitol Hill. He also talked about the important role of organized dentistry on topics such as advocating for the maintenance of community water fluoridation programs. As usual, his presentation was nothing short of informative, charismatic, and humorous. All the D1s shared many laughs as he carried on with the lunch and learn.

To wrap things up, LSU ASDA hosted a social on Friday afternoon at Bayou Beer Garden to celebrate the conclusion of Fever Week. It was open to all LSU D1-D4s, and our attendance was massive. Each class was well represented, and it was great getting to see everyone interact socially outside of our usual classroom and clinic settings. People were definitely staying cool by enjoying cold beverages and staying in the shade that was provided on the porch at Bayou Beer Garden. LDA Journal • Fall 2026 33

Dr. Stephen Morgan (Bayou) ran the Sydney Marathon in Australia. The course took him across Harbor bridge, around Olympic Park, and finished in front of the Sydney Opera House. It was his 5th of the world’s major marathons and his 2nd international marathon. In 2027, he’s signed up for the London Marathon, then the Tokyo Marathon in 2028.
