The purpose of an emergency or crisis plan should be to outline steps for the coordination of institutional action and public communication. Fire, crime, serious illness or injury all require some form of specialized procedure for the emergency. After a year and a half, Cabrini's Emergency Procedures Manual is still "boggled down in red tape," according to Karen Berlant, public relations director. The manual was to be presented to the college's senior staff in the beginning of the fall 1990-91 semester. Over the summerof 1990, Berlant set out to update the manual. Berlant recruited Dr. Robert Bonfiglio, vice president of student affairs; Michael Caranfa, chief physical plant officer and Dan Neyer, former security director, to establish a chain of command in case of an emergency at Cabrini. This was a plan of how to handle the threat of the unexpected. "I don't recall it formally being presented at a senior staff meeting," Anthony Brocchi, former vice president of Jnstitu-

Bonfiglio, a senior staff member, said the college right now does not have a policy, but that the administrators would work on "common sense" in case of an actual emergency. According to Caranfa, a senior staff member, said he could not recall whether that proposal went to senior staff. Caranfa and Director of Security and Safety Richard Kralle are working on a "Guide to Planning Your Emergency Organization." Its premise not identical to that of Berlant's, but more of an insurance issue, according to Caranfa.
