CAMPAIGNERS REACT TO PLANNING APPEAL LOSS Friends of Hollin Busk are saddened and disappointed at Planning Inspectorate’s decision to allow developers to build on treasured local site Hollin Busk.

Following a five-day planning inquiry in late June, the Planning Inspectorate published on 10 August 2021 its decision to grant outline permission to build up to 85 houses on Hollin Busk. The application was originally submitted in November 2017 and, following an energetic public campaign fronted by Friends of Hollin Busk (FOHB) and supported by Stocksbridge Town Council as well as hundreds of local people, Sheffield City Council refused permission for development at its July 2020 Planning and Highways meeting. “We are extremely disappointed that after more than 4 years of campaigning against unsustainable development on this highly-valued part of the local landscape, the Planning Inspector has overturned the Council’s decision to reject the planning application,” said

Council will be taking a keen interest in any detailed proposals for development that are forthcoming for the site.

Dr Peter Morgan, chair of FOHB. “Everyone understands the need to provide more housing for a growing population, it is equally clear that these new homes need to be in the right place, and building dozens of homes on an unsustainable site is not the answer.” The Mayor of Stocksbridge, Councillor Richard Crowther, added: “It will be a great disappointment to many local residents that permission has been granted to develop this section of Hollin Busk, which has for decades

been protected in planning regulations. Hundreds of local people voiced their concern about this development, as did our representatives on the Town Council, City Council and in Parliament.” Stocksbridge united behind Friends of Hollin Busk in opposition to developing the site and in support of preserving its green aspect and tremendous views across the valley. Now that outline consent has been granted by the Inspector, both FOHB and Stocksbridge Town

Cllr Crowther continued, “Whilst we are resolute in our conviction that the wrong decision has been made in this appeal, we are appreciative of the courtesy extended to us as third parties by the main parties’ advocates and by the Inspector himself. This decision doesn’t give the developers carte blanche however, and any detailed plans for the site will be the subject of further applications and must themselves comply with planning guidance”. The Planning Inspector has attached more than 30 planning conditions to the outline permission, covering issues such as coal mining risk assessments, flood prevention and archaeological appraisals as well as conditions related to ecology and wildlife. Dr Morgan concluded “We are of course very disappointed with the decision, but we are also proud of the case we made to the inquiry and grateful for the support we have enjoyed from the Stocksbridge and Deepcar community. We will continue to do all we can to ensure that the final shape of this development is appropriate and sympathetic to the local area”. Miriam Cates MP who personally gave evidence to the enquiry said “I am deeply disappointed by the outcome...I maintain my view that Hollin Busk is a completely inappropriate place to build these homes, and that development will significantly damage the character and landscape of the area...The lack of a Local Plan and the outdated nature of Sheffield's existing policies from 1998 meant that there was very little legal scope to argue against the development of the site.” Reaction on social media “As a former City Councillor, Stocksbridge Town Councillor and past Mayor of Stocksbridge my heart bleeds for everyone who has put an expansive amount of time and effort into trying to protect this green field site. Thanks to SCC for rejecting the initial plans and as Cllr Crowther states there must be further plans submitted before this war is over.
