Welcome As this Magazine is being delivered, we are about to enter the next stage of the Government’s Covid roadmap. If all goes to plan, then most of the restrictions that we have been living with for over a year will be lifted on 21 June. We know that we cannot be complacent. We all need to make sure we have both our Covid vaccine jabs and regular tests, because Covid is likely to be part of our lives for some time. In line with the lifting of the restrictions, we have featured news on what you can do in the borough now that life is slowly returning to normal. We have also included news on some of the exciting growth developments that have progressed during the pandemic. The new Sidcup cinema and library continues to take shape in the south of the borough, as does the Southmere development in the north. I was lucky enough to visit the new homes at Old Farm Place recently and they are proving popular. All are signs of a bright future for the borough. If you want to make plans for your own future – a new career, new hobby or meeting new people – check the new curriculum at our Learning and Enterprise College Bexley. Duke of Edinburgh The Mayor, the Leader of the Council, Cllr Teresa O’Neill OBE and two local MPs were joined by Bexley’s Representative Deputy Lieutenant on Saturday 17 April to stand in silence outside the Civic Offices, Bexleyheath, in memory of the Duke of Edinburgh, whose funeral service was being held at Windsor Castle at that time. The Mayor, Cllr James Hunt said: “It is so important that we remember and recognise the wonderful and fun experiences that thousands of Bexley’s young people have benefitted from by taking part in the Duke of Edinburgh’s Award Scheme. We remember, with great fondness, his visit to the former Civic Offices and Bexleyheath town centre on 13 March 1984. “His loss will be felt deeply across the Commonwealth and around the world.”

Children’s Centres consultation

The next stage of consultation into the future of Bexley’s Children’s Centres started last month. The consultation will run until 11 July. The first part of the consultation took place last year and was very successful with more than 3,700 residents taking part. As a result, the Council moved to a second stage that proposes a new model for the centres. The new model would see a dedicated in-house Children’s Centre team providing targeted support to children and their families.

The proposals would also see more services run from Children’s Centre buildings, as well as from other venues across the Borough. Have your say on improved transport links

Now is your chance to help shape exciting plans for improved, fast public transport services connecting the north of the borough with central London, Dartford and Ebbsfleet. Bexley has been working with partners, including the Mayor of London, Kent County Council and Dartford and Gravesham councils. The partnership is using government funding to develop proposals to extend the Elizabeth line east of Abbey Wood to Belvedere, Erith, Slade Green, Dartford and Ebbsfleet. The new services would shorten journey times into central London and Heathrow and help support new jobs and homes for residents, as

set out in the Bexley Growth Strategy. February saw a public consultation on a series of potential options. These included extensions of the Elizabeth line, improvements to national rail services and a new bus rapid-transit service. Over 98% of respondents supported an extension of the Elizabeth line, 57% improvements to national rail services and 24% a new bus rapid transit. These options are being developed further and a new public

consultation will provide further details from late June.

Restoration works complete at Carnegie, Erith Work is now complete on the second phase of the restoration work at the Exchange, formerly known as the Carnegie Library. Recent improvements included further repair and renovation of the first and second floor, a new lift to make the space fully accessible and the completion and fit out of new workshop spaces, as well as external landscaping and new openings to provide better access. The workshops will provide new learning opportunities and provide a space for local people to learn skills in ceramics, textiles, woodwork, print, performance and the creation of garden spaces. The Council owns the building and has been one of the major funders of the project since the first phase of improvement works started in 2018.

Funding for the latest improvements was provided by the Council, Heritage Lottery Fund and by further fundraising by local charitable community benefit society, The Exchange, who manage the building. The latest works follow the restoration of the basement of the building, which was completed in 2019 when the new Bookstore café and community space opened. The Exchange reopened the building in mid-May, to welcome the community back with a programme of events, including gardening, crafts and concerts. Housing allocation consultation The second stage of consultation on the Council’s Housing Allocation Policy will close on 18 June. The consultation is on a further refinement following earlier consultation in 2019. The changes reflect new duties, alongside a private sector offer protocol. The proposals would ensure that the Council is able to meet its housing duties and make the most effective use of the limited affordable housing stock that is available for rent in the borough. New Sidcup development takes shape The new Sidcup cinema and library is starting to take shape as construction continues at pace. The collaborative project comprises a four-storey building, providing a 3-screen cinema with additional studio, modern library facilities, a café and bar, provision of a Changing Places WC and residential

apartments. The Council is working in partnership with experienced cinema operators Really Local Group and the building is scheduled to open in 2022.

“I decided to become a Community Champion as soon as I read about the opportunity, as I was doing it informally anyway. “I have lived in my road for over 40 years, taught many local children and know all my neighbours. We meet regularly and, when the first lockdown started, we formed a WhatsApp group to help each other with shopping and supplies. “Being a Community Champion seemed a great opportunity to stay informed and be able to pass on up-to-date information to neighbours, some of whom are elderly and do not have the internet.” Sandie Higgs, Sidcup

“I became a Community Champion because I want to help things get back to normal. I own a newsagent and it’s been a really tough year, both for the business and also for my health. We’re getting through it though. “Small businesses like ours are important to local communities. I am helping my customers stay informed. I have been putting Community Champions leaflets into the newspapers that we deliver. Many of these people are virtually housebound and we are one of their few connections to the outside world. Online panto fun The St Mary’s (Welling) Players Production group didn’t let Covid stop them performing during the last lockdown. The local group put on a Zoom production of ‘Cinderella’. The group received a Bexley Civic Award for their online panto of Cinderella. The production that premiered on 11 December had over 1,000 views. You can still watch the panto for free here www.tinyurl.com/ STMWP St Mary’s (Welling) Players Committee member Michelle Mendoza said: “Like most theatre groups we haven’t been able to put on shows this year, so we provided our humble

offering for those missing Panto!” Their latest production ‘Murder at the Ramming Estate’ will also be available to watch using the same link sometime in June. Southmere progress

The Leader was there to look at the progress of the new homes at Southmere. New homes in demand

Cllr O’Neill joined Matthew Foulis, Peabody’s Project Director Thamesmead and Sarah-Jane Day, their Resident Information Manager for a tour of the centre and a show home. Peabody is soon to complete phase 1a of the Southmere development, which includes 130 new homes, a public square and new library with community facilities. Libraries reopen in June

As the Government Covid roadmap continues to progress cautiously across the country, the borough’s libraries are looking to open their doors to the public on Monday 21 June.

The Mayor and the Leader of the Council visited Old Farm Place recently, to officially open show homes on the site. Old Farm Place is the first scheme brought forward by BexleyCo, the Council’s wholly owned development company. BexleyCo has built 58 houses and apartments at Old Farm Place, which were offered to local people first. Some homes were for sale, while others were offered through a Registered Provider, Moat Housing, for shared ownership and affordable rent.

Returns generated by the sale of the new homes will be reinvested back into services for Bexley residents. BexleyCo also worked with the Council to improve the public park next to the development. It includes a new all-weather path, play and exercise equipment, new planting and seats where people can rest and chat.

The re-opening of the libraries in Bexley has been gradual because library staff were re-deployed to help deal with the impact of Covid. Crayford and Central libraries have been offering a ‘click and collect’ service while the other libraries were closed. Many library staff worked in the rapid test centre at the Civic Offices, some were redeployed to help with business grant applications and others were part of the borough’s test and trace service. The planned reopening of libraries is subject to further positive progress with the government’s roadmap. When they reopen, there will be new opening times at each library, as part of the new model agreed by Bexley’s Cabinet in January. COVID-19 update

As we go to print, hopefully the easing of restrictions which began in May means that we can now enjoy many of the freedoms denied to us over the last year.

Easing restrictions

The removal of the last lockdown curbs in England is expected on 21 June. It’s important to remember that while restrictions may have eased, the virus hasn’t gone away. It’s still around, which is why it is important to keep doing your bit to stop the spread and to protect your friends and family. Please remember to stick to the guidelines, get tested regularly, even if you don’t have symptoms, and vaccinated when it’s your turn. Vaccine rollout The uptake of the vaccine in Bexley is above the average for England. As we go to print, more than 60% of residents have had their first dose and almost 40% have had both doses. These figures are expected to increase significantly as the rollout of the vaccine accelerates in the Borough and we are on track for all residents to be offered the vaccine by July. The Covid-19 vaccines have already saved thousands of lives and the benefit for most of the

Bexley’s New Mayor Cllr James Hunt has been elected the London Borough of Bexley’s 58th Mayor. It will be the second term Cllr Hunt will serve as Mayor. Cllr Hunt’s wife, Christine, will be the Mayoress. Cllr Hunt said: “It is a great honour to have been elected Mayor for a second term. “As Bexley’s Covid Mayor I tried to do all I could to support our Borough during an awful year, and hope this year to get out and meet as many of our amazing community as I can after a year of virtual meetings. “I would again like to thank all the amazing volunteers who stepped up last year and supported the community. We will never forget the evils of Covid 19 but let’s hope we also don’t forget how last year it also brought us all together, one community, one Bexley.

“This year we will honour those we have lost, and support building Bexley back better and stronger.” Cllr Hunt has appointed Councillor Alan Downing to be his Deputy Mayor. Home First The NHS South East London Clinical Commissioning Group (SEL CCG) have developed a programme designed to enable most people, where possible, to be cared for at home or in a community bed, rather than having to go into hospital. The Home First programme is part of the SEL CCG’s vision that will enable partners to provide flexible, holistic and rapid interventions which will provide an alternative to hospital care. Time to plan your future The new course curriculum at the Learning and Enterprise College Bexley (LECB) went online earlier this month. The Reading Agency and Bexley libraries are excited to introduce Wild World Heroes, Summer Reading Challenge 2021, a celebration of nature and action for the environment, in partnership with WWF UK.

This year’s special nature-themed Challenge is taking place from Saturday 10 July to Friday 10 September and will inspire your little ones to stand up for the planet. Wild World Heroes will feature amazing books, awesome rewards, and plenty of ideas for taking care of our environment. You can take your child to any library in Bexley to sign up for free. Children of all ages and reading abilities set themselves a reading goal, then read any

books of their choice to collect special stickers and other rewards along the way. The Summer Reading Challenge takes place every year during the summer holidays and is produced by The Reading Agency and delivered in partnership with libraries. Children can also take part online at www. wildworldheroes.org.uk

Now is the time to sign up to something new at your friendly, local adult education college. As usual there are a huge range of courses to choose from. For anyone interested in changing or furthering their career there are ‘Learning for work’ courses that include everything from accountancy, childcare, teaching, counselling and general admin. Some of these courses are available to local employers, to suit their workforce and business. Adults who do not have a GCSE grade 4/C or above in either English or maths are entitled to study either of these at the LECB for FREE! If you are looking to take up a new hobby or refresh an old one, our ‘Creative Industries’ courses include pottery, glass making, dressmaking, floristry, painting, drawing, photography and much more. Our ‘Health and Wellbeing’ courses can get you up line or ballroom dancing, rocking the room with Zumba, stretching in Pilates, or taking part in

mindfulness or Tai Chi sessions in peace and quiet. Other Health and Wellbeing courses include learning about nutrition and mental health first aid. ‘Supported Learning’ courses for residents with additional needs include comic making, cooking, safety online and pottery. ‘Family Learning’ courses encourage the whole family to bond over fun activities such as ‘Little Scientists’, ‘Art Club’ and ‘Confident Kids’. The College offers a range of English for Speakers of Other Languages (ESOL) as well as ESOL maths and work skills courses. A full career advice service is also available to learners at the College. Foster Care Fortnight - #WhyWeCare Bexley celebrated National Foster Care Fortnight in May, to help raise awareness about the need for more foster carers to join Bexley’s fostering team. It’s a chance to be part of the incredible work our foster carers do to change local children and young people’s lives for the better. To celebrate the fortnight, Bexley foster carers shared the reasons why they care. Amara said: “I think every child deserves to have a better life. Children in care haven’t had the opportunity, and it’s good to encourage them and teach them to be independent. For me, it’s to be there for them, no matter what.” Rob explained: “I would like to give the children we have safety, happiness and love, and teach them how to look after themselves for independent living later in life.”

Supporting Bexley’s Carers The theme of this year’s Carers Week, 7-13 June, was ‘Make Caring Visible and Valued’. Some 6.5 million people in the UK are carers. They are looking after a family member or friend who has a disability, mental or physical illness, or who needs extra help as they grow older. Covid-19 has meant that Carers across the country have taken on huge challenges, with many having to provide more care while dealing with financial pressures and isolation. We know many of our carers are currently unable to access services such as day care, and currently have little respite from their caring role. As ever, they

remain dedicated to the person in their care. Cllr Brad Smith, Cabinet Member for Adult Services, said: “We are incredibly proud of our unpaid carers, who do a tremendous job all year round and are continuing to do so despite the impact of coronavirus. “To every informal carer in Bexley, whether you provide support for a relative, a neighbour, or a friend, the Council and our community thank you for the important and

selfless contribution that you make. “We recognise that there are many people who may not have had caring responsibilities before the pandemic, but who now find themselves in this role, and I want to extend my thanks to those individuals as well.” The Carers Partnership Board is currently developing a new action plan with local carers. Social work careers in Bexley Using my passion to improve people’s lives Bonny Waterman is a qualified social worker and Bexley’s Interim Operational Manager in the Preparing for Adulthood team. In her early 20s, Bonny decided she wanted to help people with health and social difficulties to improve their lives and became a volunteer advocate in Greenwich. After becoming qualified, she then began working as a counsellor. Bonny joined Bexley in 2013 as

a social care assistant Bexley Stroke Support Worker. Since then, Bonny has worked in several different roles in adult social care and was given the support she needed to become a qualified social worker. Bonny reflected on her successful career with Bexley and its career

development programmes for social workers and told us: “This journey and the support I have had from Bexley has been immense. I have no regrets. My experience is that Bexley is a great place to develop a career in adult social care.”

Giving young people a voice Ellis Anderson is a Senior Practitioner in Bexley’s Family Support and Child Protection Team. The team specialise in working with children and families who require long-term interventions and support. Before becoming a social worker, Ellis trained in musical theatre and worked in Disneyland Paris as Cinderella. Her love of working with children helped her to make the transition to working with children in another way. Ellis now works with the most vulnerable children and families in society, helping them to create and sustain long-lasting and positive change in their lives. Ellis has been a qualified social worker for the last six years. She told us: “It is amazing to be able to build working relationships with young people of all ages and stages. Our aim is to reduce food waste in Bexley by 25%, which will save Council taxpayers over £400,000! That’s because food that ends up in your green bin is sent for incineration, for which we get charged by the tonne. If you follow our tips, you could cut waste and save money too.

Take care with your zombie batteries Dead batteries thrown away with other waste and recycling are a potentially serious hazard. They are likely to be crushed or punctured when the waste is collected and processed. Some battery types - like lithium-ion (Li-ion) and nickel-metal Hydride (NiMH) - can ignite or even explode when they’re damaged, putting lives at risk.

You can dispose of batteries responsibly by using battery recycling points in shops and recycling centres. Please ensure they are not placed in the refuse bins or the waste compactors at the recycling centre.

Free weight loss support If you have a BMI of 25 or above and you’re registered with a Bexley GP, you could be eligible for 12 weeks free at Slimming World. E-scooters

You can buy an e-scooter in the UK, but you can only use it on private land - not on a public road, cycle lane or pavement. This is because they don’t always have number plates, signalling ability or visible rear lights. E-scooters are treated as motor vehicles by the Department of Transport. They must have an MOT, licencing, tax and insurance. What happens if I am stopped by the police? The police will advise you on the law and may ask you to take your e-scooter home. They may penalise you depending on the seriousness of the offence. If caught riding an e-scooter, you may receive: X a Fixed Penalty Notice for no insurance, with a £300 fine and six penalty points X a Fixed Penalty Notice for no driving licence, up to £100 fine and three-six penalty points Other offences which may result in penalties include riding on the footpath, using a mobile phone, riding through red lights and drink driving offences. www.met.police.uk/e-scooters

Crayford pickers

Anniversary of the death of George Floyd George Floyd, a 46-year-old black man, was murdered in Minneapolis in the USA on 25 May 2020, while being arrested by police.

Crayford Little Pickers are a group of children who want to do their bit to keep Bexley clean and green. The group litter pick the Crayford area three times a week, with each Little Picker taking responsibility for their own road. The Council cannot be everywhere at once, so having this group who are willing to enhance the services we already provide, taking pride in where they live and helping to keep areas clean is beneficial for us all. Litter picking equipment has been provided and it is great to

hear that the children are all keen recyclers and like to separate as much of the litter as possible. Thank you to the Little Pickers for #doingitforbexley and for helping to protect the local environment. You are all recycling superstars! Isolation Help Isolation Help Bexley is a volunteer community group set up in March 2020. Its volunteers have helped hundreds of people with everyday tasks that had become more difficult during lockdown, like collecting a prescription, buying a newspaper, or walking a dog. It has even provided food and nappies to those in need. Its volunteers say the work has helped them too: with their confidence, mental health and feelings of isolation.

It all began with six founding members who had an idea to help others at the start of the pandemic. Isolation Help Bexley delivered 120,000 leaflets across the borough and recruited around 800 volunteers. Today the group continues its work and strives to make Bexley ‘London’s friendliest borough’. www.isolation helpbexley.com

Police officer Derek Chauvin was convicted on two counts of murder and one of manslaughter in April. The crime prompted waves of protests last summer in support of racial justice in the US and across the world and understandably gave rise to very strong feelings. While there are many differences between the way the police operate in the US and the UK, there are no grounds for complacency. The Council is committed to listening to local communities and to its staff to understand better how it can tackle disadvantage and discrimination. The Council is working to ensure equality of opportunity and fair and equal treatment for all, both as a provider of services to local people and an employer.

Pride month Pride Month is celebrated annually in June to honour the 1969 Stonewall riots and works to achieve equal justice and equal opportunity for lesbian, gay, bisexual, transgender, and questioning (LGBTQ) people. While positive changes have improved the lives of LGBTQ+ people, there is more that needs to be done.

Pride Month is an opportunity to teach equality and educate, bring people together in love and friendship, and celebrate our differences. Following the government’s recently announced timetable for easing lockdown restrictions, Pride in London will be returning to the capital on the weekend of 11 September 2021.

Happy Birthday Bexley Mencap! It is a special time for Bexley Mencap as we celebrate Learning Disability Week, Carers Week and our 50th Birthday. Being creative has helped people keep busy during the last year and has been a great way to keep in touch with friends. We run lots of groups for all different interests so if you have a learning disability and would like

We’re also delighted to support Carers Week in June: to raise awareness of the vital support that carers provide and the difference they make to their loved ones and our community. If you care for someone with a learning disability, our Family Support service provides a range of emotional and practical support, information and

opportunities to meet others. It’s also our 50th birthday as a local charity this year. We haven’t been able to celebrate our 50th year as we had hoped, but we’ll be announcing special celebrations later in the year when restrictions allow. New changing place A new, fully accessible toilet has opened in the Broadway Shopping Centre The facility is the result of a partnership between the Council and NewRiver, who own the shopping centre. The Council funded the improvements. NewRiver has provided the space, overseen the works and will manage the new Changing Place. It opened in January and has been designed with the space and equipment for a person with disabilities and up to two carers. It boasts an easily accessible toilet, grab rails, a mobile changing bench,

hoist, adjustable wash basin and non-slip flooring. It can be used by any person with disabilities. It’s on the ground floor mall, close to the central staircase.

Neighbourhood Watch The Bexley Borough Neighbourhood Watch Association (BBNWA) has several groups covering different areas of local concern.

Shop Watch supports local traders and businesses. We are currently issuing Shop Watch window stickers to traders who are part of the scheme. Neighbour Hound Watch sees vigilant dog owners sniff out suspicious activity while walking, reporting back to Neighbourhood Watch. Over the years dog owners have reported burglaries, poison in woods, trip wires and aggressive

dogs - and owners. Neighbour Hound Watch has begun working with Erith based The Missing Paw Team UK, providing crime prevention advice around dog theft and supporting local dog owners. Cabinet Member for Adults’ Services, Cllr Brad Smith, said: “I am delighted that we have been able to work so successfully with NewRiver to make this possible. This will be a massive and positive benefit to all disabled residents and visitors to Bexleyheath town centre.” Rai Holdstock, Broadway Shopping Centre manager added: “We are absolutely delighted that the Changing Places facility is now open. From talking with local families and organisations we know how important and life-changing these facilities are.” The Changing Places toilet next to the Central library will re-open this summer. Details on the new security opening system will be available before the toilets are reopened.

Bexley’s bathing beauties As our thoughts turn to summer and the great outdoors, we thought we’d take the plunge and dip into a few of our Bexley Archives images of bygone bathing spots – in the bracing outdoors, of course! We hope you’ll enjoy looking at them, and that they will maybe bring back some memories. We doubt that anyone will be able to recall the delights captured in our first photo – Erith Baths from around 1907 - or that any of you wore such splendid bathing suits.

Bexley Archives have a unique collection of pictures from the old Bexley Baths in Danson Park, which opened in July 1936, probably giving the water just about enough time to warm up before the baths were finally closed in the early 1980s! Luckily, as one contemporary journalist wrote: “These hardy suburbanites did not seem to mind that the pool was exposed to the elements, making its use subject to the vagaries of the English climate.” We think these Bexley bathers would have agreed.

From a slightly more recent era, here are some plucky divers braving the bracing waters of the old Martens Grove Lido in Barnehurst, from around 1955. Not noted for its warm water, the old pool closed in the 1980s, but it is still fondly remembered by many.

While on the subject of old-style costumes, we were stuck by the fashions in this picture of the Belvedere Recreation Ground Lake from around 1930 – the forerunner of our wonderful Belvedere Beach. Splashing fun!

In the extremely remote possibility of a drop of summer rain, we thought we’d finish with this evocative image – again taken from the opening of Danson Baths in 1936. Live, Laugh, Learn with the u3a During the coming months the u3a is aiming to publicise the organisation and encourage new members to join. So, what is the u3a? It is not a secret society nor a posh club and, although officially known as the University for the Third Age, it has no direct links to a university. The organisation was started in France in 1973 and was brought to the UK in 1981 by a Cambridge doctor and a Cambridge University lecturer. They were not happy with the French model and went about changing the idea to suit a UK membership. They found there was a desire to carry on education beyond retirement, not necessarily meaning the study of maths, history or other academic subjects, although this was a possibility, but also introducing activities like group walking, photography, singing, playing instruments and card games. The subjects are endless. The organisation has spread worldwide and is thriving. There are also individual groups, with group leaders offering a variety of subjects at designated venues.

There is no age limit. Both couples and single people are encouraged to join. As well as the subject groups, there is a main meeting each month, at a church hall in Bexleyheath (COVID restrictions apply at present) where there is always an interesting speaker plus several social events during the year. “Live, Laugh and Learn” is the u3a motto. What better way to get together in a friendly and welcoming atmosphere and share an interest.
