Annual Powwow Returns to Surry

REGIONAL

REGIONAL— The Notto way Indian Tribe of Virginia held its annual powwow in Surry last weekend, Sep

tember 17th and 18th. The purpose of the pow wow was multifaceted, as were its attractions; the event also served as a meet-up of different Native American tribes from across the region, including Notto

way, Powhatan, Cherokee, and several others. There was much celebration in the form of song and dance, storytelling, and historical interpretation.

er for a “family reunion”. Walters explained that it was not just the Notto way tribal family, but “the whole indigenous family in the area, but also all of our community partners of our extended family.”

Once inside the powwow, drums, music, chanting, and dancing served as powerful auditory and visual ambi ance, allowing people to easily get into the spirit of the gathering.

A field interpretive exhibi tion featured museum-qual ity displays explaining the history of the Nottoway

tribe. Other popular attractions included arts, crafts, and vendors offering various Native American traditional items like bows and arrows, authentic animal skins, indigenous seeds, native foods, jewelry, clothing, and sculptures.

Walters said that the powwow is not just about the past, it is also about the future. One of the goals of tribal evolution is the revi talization of the Nottoway language.

“We’re pulling together short word lists that were historically out there, and looking at other Iroquoian languages and reconstruct

ing it,” said the tribal chair, adding that the tribe is incorporating those words into their programming.

One of the dancers in full regalia including face paint, Jamie Helmick, stated that the powwow is very per sonal to her, “A way for me to express my culture, and express it to other people.”

She continued, noting, “Part of the expression of the culture as it lives today is that 400 years of coloni zation have changed what tribes look like. So, you see people with all differ ent kinds of backgrounds, and we’re able to share our culture with more and more

types of people.”

Surry County Tourism Coordinator Pat Bernhau sen said that the Nottoway powwow is the biggest twoday event in Surry County. “There is a real opportunity for education about the tribe and Native Americans in general,” said Bernhau sen, adding that the Vir ginia Museum of Fine Arts (VMFA) Artmobile was on display at the event, as well as the Blackwater Regional Library Bookmobile. “It’s a well-rounded experience, and something that the whole family can totally enjoy.”

Moving Forward into the Future Board of Supervisors Adopts 2022 Strategic Plan

PRINCE GEORGE– A strategic plan is a promise to the community of what their local government is going to try to achieve for them. It is a set of goals to which the government will dedicate people, resourc es, and partnerships for the community in order to achieve those results, local officials explain.

Prince George County is moving forward with its future after the Board of Su pervisors approved the final draft of the county’s new strategic plan presented by consultants Managing Results.

There are plans in place to address economic de velopment and prosperity, with a goal to begin steps of the Exit 45 renovation and development through water and sewer infrastructure improvements. That would include a grocery store and sit-down restaurant at I-95’s Exit 45 area by 2026.

In addition to the Exit 45 project, a short-term water and sewer capacity could be available by 2024 in the Prince George Industrial Area. The county plans to revisit and update its land use ordinances in a way that preserves the rural character of Prince George by directing the majority

of growth to the county’s designated planning area.

After months of prepara tion including interviews, focus group sessions, public input forums, and a survey/ questionnaire, the county had its strategic plan meet ing on May 14, 2022, where the Board arrived at four strategic priorities: infra structure, economic development & prosperity, land use & development, and good governance. Under each of these priorities are strategic goals. A strategic goal describes in measur able terms the significant results the organization must accomplish over the next two to five years in order to fulfill the Board’s intention for the strategic priority. For example, one step to achieving the stated goal of “good governance” is that by the end of this year, residents’ inquiries will receive a response within 24 hours or by the next business day. The stra tegic planning process will continue to move forward through staff and commit tees updating the Board and working to find the best ways to implement the strategic goals.

During a work session at the August 9th Board meet ing, Jeremy Stephens with Managing Results provided an update on the strategic plan.

“This informs the com

munity what we are com mitting to do. Leaders align resources, people, and partnerships as they follow decision discipline which helps you say yes to things that align with this plan and what may need to wait,” said Stephens.

Managing Results CEO Marv Weidner explained that by 2028, 52 percent of residents in the planning district will have access to an adequate sewer system to meet their needs, and by 2028, 43 percent of new and existing businesses within that district will have a water system. By that same year, 43 percent of all residents will have access to an adequate water system.

“Building upon the prog ress that has already been

made, by Dec. 31, 2025, 90 percent of households will have high-speed access to consistent high-speed internet,” Stephens said. “And by March of 2024, the community will expe rience increased access to trash disposal through the addition of one drop off station.”

At the Board’s August 9th work session, Managing Results LLC presented the final draft of the strategic plan documents including the Plan and Priorities, the county’s Vision Statement, and the county’s Mission Statement, all of which were developed over the past several months. At its September 13th meeting, the Board of Supervisors unanimously approved and

RICHMOND- Virginia’s Department of Education re leased the 2022-2023 public school accreditation ratings this week, and the results show a decrease of only 3 percentage points from the rating prior to the COVID-19 pandemic. The overall ac creditation rate for Virginia schools was 92 percent in 2019-2020; this year, that rating is 89 percent.

Jillian Balow, Virginia Super intendent of Public Instruc

tion, said in a press release that the small drop in accred itation rate did not reflect the sharper decline in testing scores among the Common

wealth’s students.

“These ratings call into question the effectiveness of our accreditation standards in identifying schools where students are struggling to achieve grade-level profi ciency,” Balow said. “The number and percentage of schools earning accreditation is almost as high as three years ago, despite significant declines in achievement on Standards of Learning tests in reading, math and science — especially among minority and economically disadvan taged students.”

Virginia public schools are

evaluated in three categories to determine their accredita tion rating: academic achieve ment, achievement gaps, and student engagement and outcomes. The aggregated results of these three indi cators indicate the school’s accreditation level, either at or above the state standard, near the state standard or sufficient improvement, or below the state standard.

But Balow believes that that accreditation system, adopt ed in 2017, is not creating an accurate depiction of Virgin

ia’s schools and the impact that the pandemic had on students.

“The school quality indi cator data and the overall school ratings are skewed by several factors that obscure the impact of the pandemic and school closures,” Ba low said. “For example, in English, lower expectations on the reading tests intro duced in 2020-2021 and how growth is factored into ac creditation resulted in more schools achieving at Level 1 in English than before the pandemic. This masks the catastrophic learning losses experienced by our most vulnerable students.”

Prior to the pandemic, the number of students statewide

who failed an SOL reading test but showed growth- and therefore counted toward their school’s accredita tion rating- ranged from 19,000-20,000. With this latest round of accreditation calculations, the number has more than tripled to 61,000. Similarly, the number of stu dents who failed a math SOL test before the pandemic but showed growth and counted toward their school’s rating was about 20,000. This year

the number has quadrupled to more than 88,000.

Another factor that may be obscuring a true picture of the school system dates back to 2015, when the General Assembly passed legislation that shields schools that have been accredited for three con secutive years from review, granting them a three-year reprieve from the DOE’s annual reviews.

Balow is asking educators to be aware of the potential flaws in the accreditation

process and to focus on helping their students catch up from the pandemic-era learning loss.

“Teachers and principals are working hard, and this is re flected in the growth we are seeing,” Balow said. “And in commending them for their efforts, I encourage educators in every school- regardless of accreditation rating- to look deeply into their data and chart sure paths to recovery and grade-level proficiency for all of their students.”

The table above illustrates how four schools are rated this year at the same performance level in reading and math under the current accreditation systems despite widely differing percentages of students demonstrating proficiency on state assessments. VIRGINIA DEPARTMENT OF EDUCATION

Prince George Schools See Gains In Student Achievement

Early Voting Opens Friday, Sept 23rd

PRINCE GEORGE- Fol lowing the release of the Virginia Department of Education’s (VDOE) state wide, division, and school annual pass rates on state assessment outcomes from the 2021-2022 school year, Superintendent, Dr. Lisa Pennycuff shared, “Prince George County Public Schools is extremely proud of the achievement of our students. We are very thankful for the Prince George faculty and staff who worked tirelessly through the most difficult of times to provide encouragement, support, and hope to our children and their families.”

The Prince George Coun ty Public Schools’ student assessment pass rates show increases across all five test ed content areas of reading, writing, math, science, and social studies. Individu al school pass rates have shown increases by as much as eight percentage points in reading and writing, six per centage points in social stud

ies, and thirteen percentage points in math and science. Additionally, Prince George students outperformed state pass rate averages during the 2021-2022 school year by as many as five percentage points.

These gains speak to the extraordinary work of Prince George teachers who remain committed to helping our children recover from the learning loss brought on by the many challenges faced during the pandemic and to the exceptional efforts shown by Prince George stu dents who continue to excel in the classroom.

The pass rates reinforce that Prince George County Public Schools’ faculty and staff remain committed to making every effort to pro vide students with academic experiences, resources, and support that allow them to build a solid academic foun dation for their future.

Additional assessment data and information for schools, school divisions, and the commonwealth are available for viewing and downloading on the VDOE website and on the School Quality Profile reports website.

PRINCE GEORGE

PRINCE GEORGE- The Thunder rolled one last time this season as the Downtown Thunder Crew hosted their annual Roy Cox memorial event at Scott Memorial Park in Prince George County. The park was packed with bikes, custom cars, and over 600 people who caught the live music and also honored one of the Thunder’s departed iconic characters. The event was held Sat

urday, September 17th, and treated spectators to the usual food, fun, bikes, cars, and beverages that have become synonymous with a Thunder event. But Saturday’s event had one extra feature; local emer gency service apparatus was on display- a fitting display considering Cox’s involvement as an emergency responder.

Thunder is slated to kick back into gear next season; follow them on Facebook to stay up to date on next year’s schedule.

Virginia Power Companies to Increase Rates

RICHMOND- Virginians may soon see an increase in their electricity bills. According to the Virginia Mercury, Dominion Energy has been approved by the State Corporation Commission for a rate increase- an increase that provisionally went into effect at the beginning of July. The SCC acknowledged that residents are experiencing cost increases in many areas of everyday life but said that

the new rate was approved because the reasons outlined by Dominion for the hike were backed up by factual evidence.

The increase in the average custom er’s bill is estimated to be around $15 a month. Appalachian Power is following the same path as Dominion and seeking a rate increase approval that is projected to increase custom er’s monthly electricity cost by around $20.

Virginia Transgender Policy for Public Schools Receives Overhaul

RICHMOND- The Younkin adminis tration published new guidelines for public schools regarding trans gender students last Friday. The new policies are a decided shift from the policies previously established by the Northam administration and then-Democrat-controlled 2020 General Assembly, with a focus on parental rights. This change comes

in the wake of mixed receipt of the previous policies, which some school districts refused to implement. The new guidelines advocate for schools to “accomodate students with distinctive needs”, but defines certain points in more detail. Per the guidelines, parents must give permis sion for students to change their names, nicknames, and pronouns; students must use the restroom that corresponds to their biological sex;

and parents must remain informed of their children’s wellbeing. These new policies are all issues that have been hotly debated in the public arena in recent years, and the debate continues with mixed public reaction to this new Virginia guidance. Public comments will be received on the matter for one month beginning Monday, September 26th.

Opinion

THE WAR WE ARE NOT FIGHTING –FENTANYL

15TH SENATE

We can look back at vari ous wars that our nation has been involved in and have differing opinions on why we were involved and were they worth the loss of limb and life. Poor leadership in Washington will always tarnish what happened in Vietnam and Afghanistan. That same poor leader ship is playing out in our war on fentanyl coming into the United States. Most of the drug is manufactured in China then shipped to Mexican drug cartels where

it is smuggled into our country. No one can, or at the very least, has tried to explain why President Biden has not shown the least bit of interest in the problem. Probably he is afraid that if he brings the national media to the issue, it will reflect poorly upon his lack of ac tion on our southern border.

Cocaine and heroin have been a drag on our families, businesses, and economy for years. Families have been destroyed, businesses have lost because of direct theft and from lost produc tion of employees. At the same time, government has been forced to spend on prisons to protect citizens and on counselors to try to save those addicted to drugs. In years past, we

worked nationally to try to slow down the movement of drugs from the fields of Co lumbia and Central America. This administration has end ed all those efforts.

Drug Deaths

Every year, our country breaks new records in drug deaths directly from over dose accidents. In addition, we lose young people when drug wars break out among gangs attempting to protect their drug territory or take over the market of others. Sadly, some die simply be cause they are caught in the line of fire of gangs or from trying to protect themselves from drug users attempting to steal their property for cash to support their habit.

In Comes Fentanyl

In the last several years,

China has become the major source of a new more dangerous drug – fentan yl. Fentanyl is produced more cheaply than opioids. However, a tiny amount can easily kill those that come in contact with it.

Our state labs have had to change how they test drugs because of the risks created by fentanyl getting on a lab worker’s skin. We now require lab workers to work in pairs because if one worker got fentanyl on their skin, they could easily pass out. Without immediate action, they could be dead in moments.

Why then is fentanyl even used by drug dealers? Surely, they do not want to kill their customers! They

can, however, use minis cule amounts of fentanyl to reduce the amount of heroin, cocaine, or marijua na needed and still produce the sought after ‘high’ their customers are seeking. Occasionally, however, dealers add too much and do kill

buyers.

All of this has been sad enough, however, it is now getting much worse very quickly. The Chinese have started making fentanyl tablets that look very much like candy. They are mak ing them in assorted colors and look much like pieces of candy that would attract young children if found. What is China’s Goal?

There can be only one goal to do something like this so evil! The leaders of the Chinese Communist Party are at war with the USA to dominate the world economy. What better way than to kill off some of our

youth without firing a single bullet. At the same time they are doing this, they are buying American farm land and corporations. The Chinese Communist Party has for years infringed on patents of American busi nesses. They have tied the hands of our president by paying his son and family millions of dollars.

We can and must do better! The first step is to do a better job of protecting our southern border. The next step is to vote out of office those who do not take the issues involved seriously. That begins at the local level where too many

prosecutors around our na tion have been elected with the financial help of George Soros. Elected with the mindset that drug offenses, including drug dealers, are not serious and should not be seriously punished. Like wise, vote out those on the local, state, and federal that are soft on criminals and have voted to tie the hands of our law enforcement officers.

We love to hear from you! You can reach us at Sen. Ruff@verizon.net, 434374-5192, or P.O. Box 332, Clarksville, VA 23927.

Biden Administration Announces Framework for Digital Dollar

STEFAN GLEASON

The Biden administration is working on plans to herd the public into digital currency controlled by the Federal Reserve.

Last Friday, the Treasury department released a framework for regulating digital assets. One major objective, according to Trea sury Secretary Janet Yellen, is to “advance policy and technical work on a po tential central bank digital currency, or CBDC.”

The administration is pitching a CBDC as a way to improve the security and ef ficiency of electronic trans actions. The real motive, however, may have more to do with improving the effi ciency of collecting taxes.

All digital dollar transac tions would be logged and

could potentially be traced back to individuals.

Anonymity? Forget about it.

In recent remarks, Fed chairman Jerome Powell stated that CBDC users would be “identity verified”.

One proposed way in which digital dollars would be held and transferred is that everyone would have an individual account at the Fed itself.

There are currently some legal restrictions on the Fed being able to create cash accounts for individuals. Therefore, Fed officials have suggested that commercial banks and other financial institutions act as inter mediaries in administering “Fedcoin.”

Central bankers and bu reaucrats are giddy over the opportunity to roll out their top-down version of a digital economy. But it’s unclear whether commercial banks will favor an idea that

seems to supplant them as depository institutions.

If CBDCs become the next phase in the digital curren cy revolution, it will be a sad irony. Cryptocurren cies such as Bitcoin were originally released with the promise of decentralization, privacy, and unbreakable peer-to-peer security.

Regardless of the touted benefits of Bitcoin or CB DCs, no digital asset should ever be presumed to be sound and stable money.

There’s no telling what im pact a Fed-issued CBDC will have on inflation. It’s quite possible, though, that the currency supply will expand more rapidly – especially if Congress tries to assert the power to create digital dol lars to cover budget deficits (as is the aim of Modern Monetary Theorists such as Senator Elizabeth Warren).

The more officials in Wash ington, D.C. try to herd the public into digital dollars,

the more investors who are concerned about preserv ing privacy and purchasing power should pursue wealth protection in hard assets.

Physical precious metals cannot be digitally tracked, lost, or seized. They cannot be created out of thin air. And their function as sound money cannot be replaced or replicated by technology or decree.

Cook with Heart Health in Mind

Healthy eating doesn’t have to be difficult or require you to take favorite meals off your family’s menu. In fact, making smart choices when cooking at home can give you more control over the types of tasty, heart-healthy dishes you put on the table.

High cholesterol is one of the major controllable risk factors for heart disease and stroke, with about 38% of American adults diagnosed with high cholesterol, accord

ing to the American Heart Association. These cooking tips can help you prepare heart-healthy meals that could help improve cholester ol levels by reducing excess saturated fat and trans fat.

Cook Fresh Vegetables the Heart-Healthy Way Roasting, steaming, grilling or baking can help bring out the natural flavors of veg etables. Adding herbs and spices can also help make veggies tastier, including combinations like basil with tomatoes, oregano with zuc

chini, dill with green beans or rosemary with peas and cauliflower.

Reduce Saturated Fat in Meat and Poultry

The amount of saturated fat in meats can vary widely, depending on the cut and how it’s prepared. Opt for poultry and fish over red meat and look for lean cuts of meat with minimal visible fat, which should be trimmed away before cooking. Also limit processed meats such as sausage, bologna, salami and hot dogs, which are often

high in calories, saturated fat and sodium.

Use Liquid Vegetable Oils in Place of Solid Fats

Some fats are better for you than others. Liquid vegetable oils such as canola, safflower, sunflower, soybean and olive oil can often be used instead of solid fats, such as butter, lard or shortening. If you must use margarine, try the soft or liquid kind.

Obituaries

Sebern Kelly

July 15, 1929 - September 19, 2022

Sebern Kelly, age 93, went home to be with our Lord on September 19, 2022. His memorial service will be held on Saturday, September 24, 2022 at 1:00 p.m. at his beloved Woodlawn Baptist Church (Hopewell, VA) where he was a member for 44 years. Sebern Kelly was born in 1929 to Silas Kelly and Mary Elizabeth Flem ing in the mountains of Dickenson County, Virginia. He was the oldest of thirteen children. Sebern was a devoted husband, loving father and grandfather. In return, he was and will always be loved. Sebern Kelly loved to tinker. He would recreate a toy with simple mechanical elements, or he could create a mold for a concrete lawn ornament from a plastic penny bank from a yard sale. As well as a love for working with his hands, he loved gospel music and kept a hymnal next to his chair to sing songs (if not listening to music on the TV or radio).

Sebern Kelly is survived by wife of 52 years, Nancy Kelly; daughter, Melissa Kelly Chenkovich (Jeremy); son, Walter Viles; grand sons, Walter Plugge, REX Chenkovich (E for Eebren); granddaughters, Christine (Jeff) Small, Kellie (Ray) Le Breton, Julie (Edward) Owen, Melayna Chenkovich; great-grandsons, Dylan Plugge, Zachery Plugge, Justice Hodges, Anthony Le Breton, Isaiah Le Breton; great-granddaughters, Jasmine Plugge, Ashlyn Small, Kelsey Lapham; great-great-grandson, Carson Plugge; sisters, Ellen Smith, Roxie Helen Anderson, Creasie Fleming, Eura Enoch; brother, Richard Kelly; and many beloved nieces and nephews.

The following is a self-written history started by Sebern Kelly many years ago to reflect his life:

“I was born on July 15, 1929 and grew up in Dickenson County, Virginia in the southwestern part of Virginia, in the mountains of Dickenson County near the Kentucky border. When I became old enough to work on public jobs, they were hard to find, so I went to Hellier, Kentucky and obtained a job working in the coal mines. After about eighteen months, the mine closed. I then enlisted into the Army in 1948. I was in the Coast Artillery for six years, stationed at different camps in the states and then in Germany for 28 months. After my enlistment, I worked in construction, builder supplies, Farrington Electronics in Alexandria, VA, also as a junior mechanic at Fruit Growers Express building and repairing railroad cars.

In 1970, I met Nancy Lee Williamson, and we were married on December 4th in that same year. Then our daughter Melissa was born (it was some years later that my adult son, Walter, blessed my life). In 1975, I came down with a back problem and high blood pres sure and was unable to work all of that year. So, I had a lot of time to think, and I fully realized that I needed God in my life. On the 15th of May in that same year, I accepted Jesus Christ as my Personal Savior. Nancy and I were baptized in a little mission church called Bren Mar Baptist. We were with that church until May 1978 when we moved to Hopewell and started attending Woodlawn Bap tist Church.

But all through the years I felt like something was missing in my life, and I looked in ‘all the wrong places’ trying to find it. To me, life without God was like being lost in a dry dessert without enough water. I was always searching for something, but nothing the world had to offer satisfied.”

Condolences may be registered at www.jtmorriss.com.
