HOPEWELL – City Council voted to keep the personal property rate the same, but it still means most city res idents will be seeing a sub stantial increase in what’s owed when the bills come in. On August 25th, Coun cil held a special meeting where members voted three to two to approve the cur rent rate at $3.50 per $100 of value on cars, boats, and other personal property.

Councilor Deborah Randolph proposed a $3.40 tax rate instead on August 25th, but the majority- Bennet, Gore (via phone on medi cal leave), and Partin voted against it by approving Par tin’s motion. Those in favor of the tax rate said they did so to keep Hopewell from going into another deficit, which would have to be corrected with future tax increases.“Ifwelower the tax rate now we could be creating a deficit that we would have to address with future tax increases, and that’s bad fiscal management to pass off costs with future defi cits,” Partin explained. “We just had to cover a $700,000 deficit. We are trying to provide relief, but can’t if it creates deficits that will end up having to be paid for by future tax increases – that’s just not sound fiscal practic es.” He said that offering relief on the personal property tax could not only impact future budgets, but leave little to no room to evaluate real property tax cuts. “The elephant is the real estate tax with assessments proba bly going up with the cost of homes today. That is where the majority of people need relief from higher values and sales, in personal property.”

Only five representatives were at the meeting: Mayor Patience Bennett, Coun cilors Deborah Randolph, Janice Denton, Jasmine Gore, and Vice Mayor John ny Partin. Bennett, Gore, and Partin voted to keep the same rate as it has been in previous years at $3.50 per $100.Vice Mayor Johnny Partin made the motion to retain the existing tax rate. The Commissioner of Revenue’s office explained that if it was lowered it would cost the city, creating a $1.6 million deficit.

want. More of the electric cars were being shipped to those states that were following the California standards.AsmoreEV plants come open in the next few years, that will not be the case. Every auto manufacturer has announced new fa cilities in the last year or so. Therefore, the need to follow California standards rather than the federal stan dards will not be important for dealers in the future.

expensive than indepen dent practices. Hospitals are increasingly combining into large hospital systems, which creates fewer choices where patients in a commu nity can seek health care. This decrease in competi tion can often drive up the cost of care.

When people are not in an emergency situation, it is beneficial to shop around for the best price for health care services. Americans have a right to price trans parency in health care, meaning they know the cost of services before receiving them. Hospitals operating in the United States are required to provide clear, ac cessible pricing information online about the items and services they provide, so do not be afraid to ask for pric ing information upfront.

As intently as ever, Amer icans may choose to weigh their options, read online reviews and shop around to ensure they are choosing the best product or service at the best price. Health care should not be any dif ferent. People want options for their health care, receiv ing personalized care at a reasonable price and at a location that is convenient and comfortable.

Patients should ensure they receive the highest quality care possible and at the location of their choice. Telehealth or telemedicine is typically done online through a computer or cell phone, allowing patients to receive care from a health care provider without an in-person office visit. Tele health options can help increase access to care by enabling patients to choose where they receive it.

3 Tips for Seeking Health Care

During the COVID-19 pan demic, many physicians be gan to expand access to care using telehealth. Congress made this increased use of telehealth possible and now has the opportunity to make permanent telehealth reforms, so every health care provider in America is permitted to deliver safe, high-quality care using tele healthAmericanstechnology.canlet their elected representatives know they back policies that give them the tools they need to choose the best health care for them. Other surviving family members include her sister, Linda S. Hall of Chesapeake, VA; numerous sisters-in-law and brothers-in-law, nieces, nephews, friends, and loving caretakers, especially Trina Bishop.

In the early hours of Sunday, July 17, 2022, Michael R. Stiles, loving husband, brother and father of three, passed away at the age of 59. Mike was born on June 26,1963 in Norfolk, VA. In January of 2015 he married the love of his life, Doaty, who lovingly cared for him through his illness. Mike was a hard working man who at times worked more than one job to provide for his family. In his later years Mike worked in water treatment facilities working his way up the ladder from a Class 4 to a Class 1 water treatment operator. He was a Team Leader at Chesterfield Coun ty Utilities when he was diagnosed with glioblastoma. Mike was an outgoing person, often the life of the party. He was an avid fisherman, known to drop a line in the smallest of ponds. While he didn’t mind pulling in the big fish he especially enjoyed fishing with the little ones, his kids, nieces and nephews. He also enjoyed listening to music as well as playing music with friends and family. He was known to host many cookouts which would lead to a musical evening of musicians strumming their guitars and singing around a bonfire. No doubt there’d be a few John Prine tunes played. Both fishing and playing music brought a lot of joy to Mike’s heart. Please know, if you accompanied him in either of these the joy in his heart was tenfold. Mike was an intelligent being who enjoyed playing words with friends, doing crossword puzzles and had the ability to retain trivia nuggets as well as memorizing numbers. He was an animal lover. His dogs, Penny and Rosie, even though they crossed rainbow bridge, were the most recent dogs to secure a place in his heart. His humor was quick witted and was quite entertaining, one of the many reasons he seemed to draw a crowd around him wherever he went. Mike’s sense of humor was ever present even in the most advanced stages of his illness. He often spoke of the great love and admiration he had for Doaty. She became his rock where he was once hers. He also spoke often about the love he had for his children and his eyes would light when he talked about his grandchildren. “Grandpa” was one of his favorite titles. Mike was preceded in death by his father, Earl Stiles and his mother, Elaine Hoggard. He is survived by his wife, Doaty; his three children and their children, daughter,r Liz (Adrienne and Brianna Parker); son, Laine (Bently Strickland) and daughter, Amber (Amyiah Wilson); his sisters, Michelle McMillian, Cathy Baldwin (Jeff), Karla Stiles and Becky Stiles; and his stepmother, Melinda Stiles. How do you sum up the beauty of someone’s soul in just a few sentences? I hope these words do a little justice to the amazing woman that she was.

March 25, 1941 - September 2, 2022

Lillian A. McCulley

Those titles: Daughter, Sister, Aunt, Wife, Mama, Grandma, Grammy defined who she was. She was a family woman and everything else paled in comparison to that. She was the best friend, confidant, caretaker, anchor, creator of dreams, and the cheerleader of each family member. She loved unconditionally, unselfishly, and purposefully. Her door was always open, and she would feed you the entire time you were there. The moment you walked into her house you noticed just one of the many things she held close to her heart; this was art. It wasn’t the typical artwork that might hang in one’s home. What graced her walls were pictures of not only her family, but the arts and crafts that were made for her by those she loved. There was always a spot for one more colored picture, painting, or craft. Priceless items made by those she trea Heaven’ssured. gain is this world’s loss. This loss will be felt heavily by her family, because, to them she was their world. The beauty of her soul won’t need to be summed up by any of these words; they will live on in those she poured her heart and love into. They will be her enduring Youlegacy.are welcome to join in the Celebration of her life which will be held at 10:00 a.m. on September 17, 2022 at Cameron Avenue Church of Christ, 601 Cameron Ave, Colonial Heights, Va. 23834. This isn’t goodbye, it’s an until that day…….

Her last years were wrought with the disease of Dementia. This disease robbed her of many things, but it couldn’t touch the memory of her family nor her unconditional love for them. She was a daughter who loved and admired her parents, and the eldest of five children: Ruth Paulson, Patsy Baton, Charles Shrock (Connie) , Evelyn Burke (Irvin). She was the wife, companion, and friend to the love of her life, John McCulley. She was Mama and best friend to two children, Shawn Miller (preceded her in death) and Kimberly Estes (Keith Estes). One of her greatest joys was becoming grandma to her six grandchildren: Shawn (Lora), Kyrie (Colin), Kaitlyn (Trace), Kynley, Kennedy, Landry. She was also proud to be called Grammy by her four great grandchildren: Caiden, Sophia, Sheamus, and Liam.
