An August 13th email from Fire Chief Tina Watkins has done little to settle the growing ten sion and mounting issues inside the Petersburg Fire Department. An email sent from the chief to all PFD personnel was titled “Fire Chief Letter of Transparen cy”.But attempted transparen cy did not equal clarity to members of the fire depart ment. The email received a response from Battalion Chief Christopher Magann stating that the email cre ated a number of questions among the firefighters. Ma gann listed eighteen issues the chief’s transparency email raised from his staff. The chief’s email began with Watkin’s statement that she faces an “abun dance of disrespect, hos tility and continued re sistance to change”. The chief went on to claim that PFD staff were publicizing false issues, referring to it as “the continued post ings and notification to the public of information that is half-truths and false to alarm the taxpayers of the city.” However, the chief did not identify any such halftruths in the email. In her stated effort to cre ate transparency, the chief made several points. She began by outlining that all meetings requested with her will be required to occur on off-shift time, a demand being questioned as a potential violation of city policy and FLSA laws.
PETERSBURG–
BY CRAIG RICHARDS LNNUSA.com
The only area the chief was clear on overtime procedure was in addressing overtime for Battalion Chiefs, stating, “Battalion Chiefs are ex empt employees and do not receive overtime.” She went on to explain that those chiefs seeking overtime are welcome to step down to the rank of captain.
While awaiting approval for the mitigation plan, the chief outlined steps to im mediately address the safety issue, explaining that no visitation or interns to the stations are allowed due to concerns of exposure. Visits are to be conducted out side the structure “in the air free of contaminants”. The chief stated, “Safety for everyone is of great impor tance, failure [to] abide by the current conditions faced in this organization will be heldEvenaccountable.”personnelitems will remain in personal vehicles “as a protection effort and concern of exposure to the current conditions iden tified in the VOSH com plaint”; the chief explained her concerns that these items could expose fam ily members to the same elements. However, when it comes to firefighters sleeping in the exposed fire stations, the email only requires mat tresses be covered, allowing firefighters to sleep in the possibly toxic environ ments.Thechief also instructed personnel that exposure has been identified and ordered a deep cleaning of the ap paratus and station daily in a one-part bleach to twopart water solution. That potent mixture also raised additional safety concerns for firefighters. The mixture would require protection against skin contact and inhalation. In addition, the size of the stations would require full shifts to clean those facilities, creating excessive labor costs and/or overtime. The mixture also does not account for surfac es such as apparatus seats and surfaces susceptible to corrosion that the mixture could adversely affect. This recent email con tinues to highlight issues plaguing the embattled chief and Petersburg Fire Department.

The chief also stated that personnel will not receive overtime, but was unclear as to how that issue would be addressed in terms of staffing or personnel on scene at the time overtime would be breached.
In the email the chief stat ed that, “As the Fire Chief, your health and safety is very important.” She continued by stating, “This has been a great concern since entry into this organization, where it may not have been on others before me.” And while the statement addresses her commitment to the firefighters’ safety, her policies may not. The chief’s email explained that, due to the recent VOSH complaint, a complete contingency plan for miti gation has been submitted and awaits approval, clearly acknowledging a potential ly dangerous safety issue inside the fire stations.

PRINCE GEORGE– Infra structure has been deemed a priority in the strategic plan that consultants say will serve as a commitment and promise, not necessari ly a guarantee, to the Prince George community. By 2028, 55 percent of new existing businesses within the Prince George Planning Area will have access to an adequate sewer system that meets their needs. During a work session at the August 9th board meet ing, Jeremy Stephens with Managing Results, provided an update on the strategic plan.“This informs the com munity what we are com mitting to do. Leaders align resources, people and partnerships as they follow decision discipline which helps you say yes to things that align with this plan and what may need to wait,” said Stephens. “The hardest thing and most important thing for the government is to fo cus on results that matter and stay focused on those results,’’ said Managing Results CEO Marv Weidner, quoting David Manning, a former finance director in Nashville.“By2028, 52 percent of res idents in the planning district will have access to an adequate sewer system to meet their needs.” And by that same year, Ste phens explained, 43 percent of all residents will have access to an adequate water system.“Building upon the prog ress that has already been made. By December 31, 2025, 90 percent of house holds will have high-speed access to consistent highspeed internet,” Stephens said. “And by March of 2024, the community will experience increased access to trash disposal through the addition of one drop off station.”Whenit comes to infra structure, following the completion of a feasibility study and cost benefit anal ysis, the county will make a decision on the possibility of implementing a no-cost trash disposal by the end of the next calendar year. Virginia Reduces Trade Worker Regulations
Richmond’s Historic Executive Mansion to Reopen to the Public
STAFF REPORT LNNUSA.com
MEDIA RELEASE OFFICE OF FIRST LADY SUZANNE YOUNGKIN
RICHMOND– Virginia’s Executive Mansion, the oldest purpose-built Governor’s home in the United States, will reopen to the public for tours on Friday, September 2nd after being closed for more than two years due to the COVID-19 pandemic. On September 2nd, the Executive Man sion will open from 10 a.m.-4 p.m. The Executive Mansion will remain open on Fridays from 10 a.m.-4 p.m. for public tours. The Executive Mansion will also launch a refreshed website with further details on the opening schedule next week. “We are hugely humbled to call Virginia’s Historic Executive Mansion home, and we are thrilled to be able to share it with the 8.6 million Vir ginians we serve,” said the First Lady Suzanne S. Youngkin. Governor Youngkin and First Lady Suzanne S. Youngkin will appear at the mansion on reopening day to welcome visitors.
The Governor and First Lady have worked closely with the mansion’s Citizen Advisory Council and staff to create a welcoming and healthy envi ronment for reopening. Visitors will also enjoy a curated museum-quality art experience exhibiting artwork from museums across the Common wealth, honoring Virginia artists and Virginia’s geographical regions and the Spirit of Virginia. “We have prioritized works by Virginia’s artists, as well as varied and diverse Virginia-centric content, through dynamic art selections and artifacts serving as a living exhibit that will change over time as different parts of Virginia’s story become the focus,” said the First Lady Suzanne S. “TheYoungkin.artin the mansion demonstrates the Commonwealth’s past, present and future. It showcases the myriad of cultures influencing Virginia’s his tory – the good and the bad parts of it. We continue to view the mansion as one of the most revered historic spaces in the Commonwealth,” said Chairman of the Citizens Advisory Council for Interpreting and Furnish ing the Mansion Betsy Beamer. Contributing museum partners in clude the Library of Virginia, Virginia Museum of History and Culture, Virginia Museum of Fine Arts and The Valentine in Richmond; Chrysler Museum of Art in Norfolk; Taubman Museum of Art in Roanoke; William King Museum of Art in Abingdon; Fralin Museum of Art in Charlottes ville; and more are coming online each month. The Executive Mansion also features works of independent Virginia artists. No reservations are needed to visit the mansion. Visit the mansion website regularly for updates on tour times throughout the year.
RICHMOND- With a stated goal of cutting Virginia’s regulatory requirements by a quarter, Governor Glenn Youngkin announced last week major reductions in trade regulations. The Virginia Board for Contractors voted in August to lower the requirements for certain trade occupations; trade workers are in short supply across the country, and such regulatory shifts could aid in increasing the number of skilled trade workers across the TheCommonwealth.Board’sdecision lowered the number of years it takes for a worker to license as a journey-level tradesman. Now, workers seeking licensure in the electrical, plumbing, HVAC, and gas fitting fields will be required to have two years of experience rather than four. Additionally, continuing educa tion will no longer be mandated for the trades, and workers will have more options for meeting their licensing requirements through both experi ence and training. “Construction firms are struggling to find enough qualified workers to meet consumer needs and contribute to economic growth,” said Secretary of Labor Bryan Slater. “Not enough people are entering training programs for these types of jobs. There isn’t one solution to this problem, we are working to increase awareness and opportunities for apprenticeships and combined with making it easier for these skilled workers to become licensed and start working, we’ll begin to see a Whileturnaround.”manyapplaud the effort to increase path ways for skilled trades workers, some question the wisdom of reducing the amount of experience needed for licensing out of concern for effective ness and safety. As the Youngkin administration continues to progress towards its regulatory re duction goal, Virginia’s leaders will have to answer the question of how to balance faster licensing with thorough training.

As our schools are open ing to welcome back our students for a new year, every school is on a differ ent calendar schedule, and each has its own challenges and opportunities. Some, like Mecklenburg, are fortunate to be moving into a new high school and middle school. Others have plans for new or renovat ed schools in the coming years.Virginia’s budget will make those plans easier for localities to be able to move forward more quickly on those plans. Governor Youngkin came to Mecklenburg for the ceremonial signing that directs $3 billion for capital projects. That money will be distrib uted around the state but will be most beneficial to smaller school systems that can ill afford the high cost of today’s construction costs.

Opinion
Buildings Are Not Education While it is great to have well-built schools that will enhance the opportuni ties for our young people, buildings don’t educate students. Education is a people business. The most important element is caring teachers who are well pre pared to deal with challeng es around each student. We are fortunate to have many nurturing teachers in our re gion. We must all encourage them whenever possible. Parents have a major role. They must make sure their children understand that they are expected to be good citizens. They must make sure they come to school ready to learn, rested from a good night’s sleep. They must be at their seat each and every day, ready to respect and fol low the instructions of their teachers.Eachand every other member of our communities have just as much responsi bility in this process. Education is a responsibility of ev ery one of us that come into contact with those young people. Young people are very observant. They are aware of how much or little respect we show to those that do business with us. We all can and should be strong role models for them. At the same time, when we observe them veering off course, we need to speak up and alert their parents. We love to hear from you! You can reach us at Sen. Ruff@verizon.net, 434374-5129, or P.O. Box 332, Clarksville, VA 23927. RETURN TO SCHOOL DISTRICTSENATE

On Wednesday, Biden announced the government would forgive student loan debt for around 20 million borrowers.Thisdebt jubilee is expect ed to cost upwards of $300 billion.Noteven an army of 86,000 new IRS agents is likely to extract that much revenue back from tax payers – which means, of course, that the free rides given to millions of bor rowers will function as yet another deficit-financed stimulus scheme.

The COVID-related stim ulus programs and bailouts pushed through in 2020 helped push inflation to a 40-year high in 2022. Now the Federal Reserve is rais ing interest rates to try to contain inflation. Even as the Fed is punish ing borrowers and trying to restrain the growth of money and credit, the Biden administration is doing the opposite.Whatever progress the central bank has made in containing inflation could be lost due to the government’s unwillingness to contain government bor rowing and spending. A budget model by the University of Pennsylvania’s Wharton School of Business projects that student loan forgiveness will add $330 billion to the deficit – ex ceeding the deficit shrink age promised to come from increased revenues via the Inflation Reduction Act’s IRS enforcement buildup. Economists warn that stu dent debt cancellation will also raise college tuition costs, which in recent years have been rising at four times the official inflation rate.Former U.S. Treasury Sec retary Larry Summers, who also once served as Harvard University’s president, stated, “Student loan debt relief is spending that raises demand and increases infla tion. It consumes resources that could be better used helping those who did not, for whatever reason, have the chance to attend college. It will also tend to be infla tionary by raising tuitions.” When college costs are artificially subsidized by government, they have less incentive to trim their sprawling administrative offices, identity group coddling, and thatsureindoctrinationideologicalprograms.Universitiesfeellessprestoprovetostudentstheirpriceydiplomas will pay off in the jobs mar ket when Uncle Sam will bail out those who end up with worthless degrees. Instead of the govern ment-inflated bubble in col lege outlays bursting, it will continue to be artificially pumped up at the expense of everyone who chose not to incur education debt. That includes people who worked multiple jobs to pay for college tuition as well as those who avoided college entirely and are now strug gling to make ends meet amid persistently rising costs of Investorsliving.will also pay the price for Washington D.C.’s inflationary bailout schemes.Theyshould expect their money market accounts and bond holdings yielding less than the inflation rate to continue generating negative real returns. Saturday, September 3, 2022 inflation would be transito ry must now face the reality that the political demand for more inflation is insa tiable.Politicians who seek to buy votes will never get behind any serious efforts to re duce inflation. That would mean reducing the supply of borrowed cash available for them to spend. Most lawmakers give no thought to ever paying down the $31 trillion na tional debt. As interest rates rise, though, servicing costs alone could soon become fiscally unmanageable. Will the Treasury Department beg China and other gov ernments that hold Trea suries in large quantities to grant debt forgiveness? It likely won’t come to that. Instead, the govern ment can write off its own IOUs through the inflation ary erosion of real interest and principal owed. The largest holder of U.S. debt is, in effect, the gov ernment itself by way of the Federal Reserve. Conve niently, the Fed can create currency and buy govern ment bonds in unlimited quantities to avert a formal default.Whatthe Fed cannot do is simultaneously monetize government debt by the trillions while also fulfilling its mandate to ensure price stability.Therisk is that the declin ing purchasing power of U.S. dollars morphs into a dollar crash. Given that “inflation reduction” as touted by politicians is a total sham, investors should at least be prepared for the possibility that inflation accelerates from here.

Tom Fitzgerald, 67, died Aug. 27, 2022, at his home in Colonial HeHeights.wasborn
In addition to his parents, he was predeceased by a brother, Mark Fitzgerald, who died in Tom2019.joined the Army after high school and later worked for UPS, retiring after 30 years. He had also worked for the Hopewell plant that produced Kepone, sickening its workers and closing the James River to fishing in the 1970s.
If you knew Abbi for even a brief moment, you knew that she cared deeply about humani tarian efforts. In lieu of flowers, please make a donation to the Dave Thomas foundation or your local animal shelter in memory of our sweet girl!
A recovering alcoholic, Tom served as AA sponsor to more than 100 souls beginning their own recovery. It was his hobby and his calling during most of the second half of his life. Tom’s mother was washing her mother-in-law’s hair at the kitchen sink in 1961 when a football came crashing through the window above the sink. It was never established whether it was purely an accident, or a prank gone wrong. Regardless, grandmother Har riet Fitzgerald suggested that Tom Fitzgerald would never have to worry about drowning because he was born to hang. But cancer got him first.
