Good to Great Hopewell Police Initiating Youth Mentoring Program

HOPEWELL – In its quest to reach out to local youth and build long-term relationships that will foster success into the future, the Hopewell Police Department is initiating a unique mentoring program.

Interim Police Chief Antonio A.J. Starke says the “Good to Great” initiative will help 8th to 12th graders learn the importance of good decisions over bad choices, as well as keep them off the streets during school breaks by providing job skills, leadership workshops, and a lot of fun activities.

At this point, he is reaching out to community partners including churches, non-profit organizations, and businesses to help support the program. Those

partners assist the program by providing resources from professionals who can teach hands-on skills ranging from carpentry to electrical work and others, as well as lecturers to teach classes on lessons learned in life, educational opportunities, and much more.

Currently, the plan is to hold the 8-week program in conjunction with the year-long school calendar

Hopewell utilizes. The program would kick off during the next intersession in August of this year. The school calendar consists of 45-day periods with three-week intersessions. School officials said that during those intersessions, families can either choose to take vacation or choose to sign their children up for intersession courses, which are optional and offer a variety of subjects for all

age groups.

Through the program’s partnership with the school division, Superintendent Dr. Melody Hackney offered “The Well”, its school board office, for in-house classes and talks, though Starke explained many exercises will be at different locations.

“We also want the kids to have fun alongside their mentors, from fishing to CONTINUED ON PAGE 3

GOOD TO GREAT FROM PAGE 2 bicycling events including traveling the capital trail and trips to Kings Dominion and Busch Gardens,” the interim chief said. “Our goal is to donate the fishing equipment to participants and the bicycles after those events conclude.”

It’s not just fun, he explained, “Good to Great” also offers a bonding experience as HPD plans to continue rapport with these youth using get-togethers and follow-ups on their progress after the kids graduate from the academy .

This means including the families as part of the core group, not just teens but their parents and siblings as well, which will build stronger communities and a brighter future, the veteran officer, who was recently serving with Chesterfield police, said.

“We really need to reach our families to find out their concerns, challenges, and where we can be of support with our different programs,” he added. To do that, Starke and his fellow officers plan to partner with organizations already in existence that provide support.

This is just one example of the youth programs and community outreach programs created to help connect the department with the public and families. Recently, HPD held a week-long teen enrichment program which Starke called successful.

“choices that you make as teenagers will follow you to your adulthood” Starke explained. “All of the students gave valuable feedback. We hope that they will pass on everything that they have learned this week to others as they are now alumni of the program.”

Michael Walls commented, “Awesome job! Building bridges and communication with our youth is the key to success for all!” He’s hoping that same sentiment will reign through in Good to Great by building community partnerships, “Together we will.”

The department is working on other programs to connect with community members of all ages and stages of life.

The HPD is now kicking off its first ever Citizens Police Academy. This program will run every Wednesday from 6 to 9 p.m. beginning on April 20th for eight weeks. Courses will include criminal investigations, use of force, traffic stops, computer-based “shoot, don’t shoot” scenarios and other law enforcement related topics. Hopewell City Council Narrows Down Ward Maps

HOPEWELL—At a special meeting on Tuesday, March 29th, city council held a work session to decide on a workable ward map for the city. Each councilor was asked to provide a list of up to three preferred map versions.

Deborah Randolph’s (Ward 1) preferred map options were 6, 2 and 3. Janice Denton’s (Ward 5) were 2, 3 and 4. Vice Mayor Johnny Partin’s (Ward 3) were 1, 2 and 4. And Brenda Pelham (Ward 6), Arlene Holloway (Ward 2) and Jasmine Gore (Ward 4) all favored version 6.

“Map 6 has four of the six votes for first the choice,” said City Manager March Altman after favorites had been stated. “[Map] Six is the clear favorite amongst the majority of councilors.”

Councilor Denton stated that while map 6 was on her list of three favorite maps, it was not her favorite. “It was my least favorite,” she said, although she did not state specifically why.

In an exchange with Al-

tman, Councilor Pelham expressed concern about not being able to split up larger city blocks into altered, smaller blocks. “Have you done that for any other ward?” asked Pelham.

“We can’t,” answered the city manager. “We have to use the census blocks as provided by the Census Bureau —we can’t change them in any way when we do redistricting.”

Pelham asserted, “But you divide them, though.”

“No,” answered Altman.

“We can’t. We have to use the blocks as they’re given to us by the Census Bureau. We can’t create new blocks.”

“As long as you’ve done the same consistent thing for the whole ward, I don’t have any issue with it,” stated Pelham.

“We have to treat everybody the same, so we haven’t done anything differently for anyone’s ward that we would do for anyone else’s ward,” said Altman.

“And to suggest that we have isn’t really fair.”

“I’m not suggesting it,” replied Pelham.

After that matter was resolved, and after further discussions on the partic-

ulars of other locations, Altman stated that one of the challenges of redrawing Hopewell’s wards resulted from some blocks bordering Prince George County that were annexed and then subsequently developed as part of a grid pattern strategy — and therefore not a result of a change to a census block.

“These blocks drive us crazy,” said Altman.

After further discussion, Map 6 was selected as the version to proceed with.

The city manager explained that work will start on information concerning this map version before further

review and other steps ultimately leading to approval by the state attorney general’s office. A public hearing and final vote will occur over the next couple of months.

Localities are required by Virginia code to redistrictor redraw political boundaries- each year ending in one, just after the census is completed every decade.

The process was delayed in 2021 for many localities as the Covid-19 pandemic slowed the 2020 National Census.

Tri-Cities Farmers Markets Set to Reopen Local Markets Offer Fresh Produce But So Much More

TRI-CITIES- The return of spring brings with it the return of local farmers markets to the Tri-Cities. The area markets have plenty of fresh, locally-grown produce for sale, but also offer a wide array of other products fresh from the area’s farmers, crafters, beekeepers, and more.

In Prince George, the Prince George Farmers Market is held each Saturday from 8am to 12pm, May through October at the Scott Memorial Park pavil-

ion behind the courthouse complex. Vendors at the PG market sell everything from local honey to homemade barbecue sauce, handmade crafts to unique bandanas and accessories for your dog. The 2022 season kicks off on Saturday, May 7th, and, like past seasons, will feature a handful of specially-themed market days.

Opening day will be Youth Entrepreneur Day; young aspiring market sellers can set up their booths at the market for just $1 that day.

The Prince George Master Gardeners will also hold a workshop for kids that day where they can learn to plant and grow their very

own tomato plant.

Hopewell will also welcome back its market in May. The city’s downtown farmer’s market is open on Sunday afternoons, noon to 3pm beginning Sunday, May 22nd. Because of its unique location right in the heart of the historic downtown area of the Wonder City, brick-and-mortar businesses along that stretch of Broadway can participate in the farmers market without going further than the sidewalk in front of their store.

The Hopewell Farmers Market also draws in food trucks and other unique vendors, offering the usual produce as well as artisan

items and goods such as coffee.

The Hopewell Downtown Partnership has been working to recruit a manager for the market and its vendors earlier this year, and the HDP also plans to host another season of Third Thursdays in 2022.

The four 2022 dates for the street festival market are June 16th, July 21st, August 18th, and September 15th, and the event runs from 5pm to 8pm. Each Third Thursday will feature vendors, food trucks, live music, and kids’ activities, plus much more in an effort CONTINUED ON PAGE 6

In Colonial Heights, the farmers market scene is a bit different from the other markets in the region. The CH market runs year-round, the vendor tents and trucks filling the parking lot of the Rent-E-Quip on the Boulevard every Saturday between 9am and noon.

Perhaps one of the largest markets around, vendors in Colonial Heights offer produce, fresh eggs and meat, honey, handcrafted gifts, and many other items each weekend.

One of the most visibleand popular- vendors at the Colonial Heights market is the Mrs. Yoder’s doughnuts truck, which usually has a line of customers waiting patiently to indulge in the tasty treats. Whether the Mrs. Yoder’s truck will be a part of the market going forward is yet to be decided; the owners recently announced that they were moving out of the country to lead mission work and that a new owner for the company has not yet been found.

Petersburg’s River Street Market celebrated its season opening on Saturday, April 2nd. The RSM runs from 9am to noon each Saturday during its season, but also hosts pop-up style markets, usually in conjunction with other events taking place around town. Like other markets in the area, the River Street Market offers both produce and food items as

well as artisan items, but River Street differs in that it brands and markets itself as a “produce and arts market”.

But Petersburg also offers a separate market more specifically for art. The 7 Moons Market takes place every second Friday of the month, April through December. This unique arts market is held behind the octagonal historic farmers market building, now the Croaker Spot restaurant, on Old Street.

In Dinwiddie, The Corner Market is a family-owned and operated farm market located across from the

Valero station where Cox Road meets route 460. Corner Market is not a traditional farmers market, but being located in a building rather than open-air offers shelter on rainy days. Shoppers can also grab a bite to eat at Corner Market BBQ right next door.

Another option for Dinwiddie residents is the Sutherland Farmers Market, which takes place on the first Saturday of each month from March to October, and then tentatively in November and December pending weather conditions.

Petersburg to Host City Budget Workshops for Public PETERSBURG STAFF REPORT LNNUSA.com

PETERSBURG- The City of Petersburg announced to the public on Thursday, April 7th that it will host two budget workshops for the public prior to the city council vote to finalize the FY2022/2023 budget.

The workshops will be led by staff members from the city’s Finance Department who will review both the operating budget and the capital improvement projects (CIP) budget in detail for those in attendance.

After the presentation, the public will be given the opportunity to make inquiries and seek clarification during a question-and-answer session.

The two workshops will take place on Wednesday, April 13th and Thursday, April 14th, both from 6pm to 8pm at the Petersburg Public Library.

“We want citizens to have the opportunity prior to the public hearing on the Budget to

participate in discussions with the City Financial Team to better understand the budget process and priorities,” Mayor Sam Parham (Ward 3) stated in the announcement.

The official public hearing on the 2022/23 budget will be held on Tuesday, April 19th at 5pm, also in the

Petersburg Public Library.

During a March council work session to review the CIP budget, Councilor Charlie Cuthbert (Ward 4) voiced his concern at the limited information provided to council members about the CIP budget both prior to and during the presentation by finance staff.

In response to that concern, Mayor Parham requested that an additional work session be added to the council’s calendar, suggesting April 12th as a potential date for that meeting. That additional work session has not been published on the city calendar as of the time this issue went to press.

Prince George County to Hold Ribbon Cutting for The Stodola, A Gathering Place PRINCE GEORGE MEDIA RELEASE PRINCE GEORGE COUNTY

PRINCE GEORGE- Prince George County will hold a grand opening and ribbon-cutting ceremony for The Stodola, A Gathering Place on Thursday, April 14th at 5:15 p.m. This event will take place at 4620 Prince George Drive, Prince George, Virginia 23875.

The Stodola is a new locally-owned barn wedding/event venue in Prince George County.

Owners, Don and Debby Vtipil have honed in on their Czech and Slovak heritage while reviving their 115-year-old family farm. Stodola means “barn” in Czech, and the venue stands on the Vtipil family farm that was established in 1907 when Don’s grandparents emigrated from Czechoslovakia. The family farm produced many crops over 75 years, including Concord grapes.

The farm transferred hands to new owners over the years until Don and Debby purchased the 63-acre piece back in 2018.

The new construction barn is the centerpiece of the gathering place, complete with dressing rooms, restrooms, a bar area, and a catering prep area. Surrounding the barn are several outdoor locations for a wedding ceremony, including two unique grain bin gazebos. The Stodola can hold up to 200 guests and venue rentals include 25 tables and 300 chairs. There is ample onsite parking and the venue is handicap accessible.

“We are excited to welcome The Stodola to Prince George County,” says Chair Marlene J. Waymack of the Prince George County Board of Supervisors. “We applaud the Vtipils for investing in their hometown and bringing their family farm back to life. Prince George County is proud of our Czech-Slovak heritage, and it is great to see it on display.”

The Stodola is now booking weddings and events into 2023 and beyond.

PRINCE GEORGE- Prince George County Public Schools will host a registration night for the parents of rising pre-k and kindergarten students.

The event will take place Thursday, April 14th at Prince George High School. When you and your child attend registration night, be sure to bring along the necessary documentation for school registration. That includes your child’s birth certificate, proof of residency, a completed physical, and immunization records.

There will also be staff available to guide parents to resources to prepare their children for starting school. Anyone unable to attend registration night can find the required documentation in the Registration Portal on the Prince George schools website and make a registration appointment at their child’s elementary school.

Petersburg Hosts Half-Marathon and 5K

PETERSBURG- Run Petersburg is hosting the 6th annual Petersburg Half-Marathon and 5K on Saturday, April 9th.

The course will take runners through some of Petersburg’s most historic areas including Old Towne, Pocahontas Island, Blandford Cemetery, and the Petersburg National Battlefield. Participants can even witness a battle reenactment taking place as they run through the battlefield park.

Individual registration for the half-marathon is $80 and for the 5K, $35. A kids fun run is also scheduled for ages three to fifteen, with registration at $10. The half-marathon begins at 7am, the 5K at 7:30am, and the fun run at 10:30am. Runners will start and end the race at Union Train Station in Old Towne.

COLONIAL HEIGHTSLongtime Colonial Heights Police Chief Jeffrey Faries has announced his retirement from the department, according to a report by WRIC in Richmond.

This move on Faries’ part comes after 15 years as CHPD’s chief; he was placed on leave at the beginning of March 2022 as the Virginia State Police launched an investigation into his off-duty behavior.

Cavaliers Defeat Gunslinging Hoyas PETERSBURG

PETERSBURG – A pair of gunslingers rolled into the ‘Burg on Saturday, April 2nd, looking to pick off the undefeated Petersburg Cavaliers. Hickory Hoyas’ Justin Glover and Quay Fewell were firing away from behind the arc with deadly accuracy. Glover dropped six threes, with four leading off the second half. Fewell added another five threes; four were also in the second half that saw the Hoyas drain ten second-half threes on the way to a fifteen three night.

The Cavaliers faced arguably their toughest defensive challenge in the first half of this season. They answered on both sides of the ball. On defense they rolled between zone and manto-man slowing but not stopping the Hoyas offensive output. Six Cavaliers finished the game in double digits creating a balanced and ultimately unstoppable offensive machine.

The Cavaliers put up seven threes of their own in

the game but found more success in the paint. Tavon Mealy went into beast mode in the second half, dropping fourteen points in the paint and a perfect five for five from the line in the final two quarters. Bernard Alston clutched the final three foul shots at a crucial time in the fourth to protect the lead. He went seven for eight from the line for the game.

With two back-to-back Cav turnovers the game was up for grabs with 3:38 left. A balanced half-court

offense and tightening defense allowed the Cavs to push out to a three-possession lead with 1:35 left. But the hard charging Hoyas pulled within two with forty-nine seconds to go, 117-119.

But that was as close as Hickory would get as the Cavs went perfect from the line in the final minutes and the entire fourth period, sinking nine for nine from the line. All knotted up at 92 at the end of the third, the Cavs outscored the Hoyas 31 to 25, finishing

the game 123 to 117.

Hoyas’ Glover lead scorers with 31 points.

Mealy led the Cavaliers with 29 points and twelve rebounds, Walter Williams added 26 points, and Elijah Moore added another double-double with 22 points and 12 rebounds. The return of Gage Yesbeck to the Cavs found the mid-season addition adding to the Cavs dominance on the boards, ripping down 10, six in the first quarter.

NEW ORLEANS- Saturday, April 2nd saw two final matchups before the NCAA Championship game. In the first game of the night, number two seed Villanova met number one seed Kansas City on the floor in New Orleans. The Wildcats made a valiant effort, but were ultimately no match for the Jayhawks, and Kansas took the win 81 to 65, securing

their spot in Monday night’s championship game.

Later Saturday night, the Blue Devils and the Tar Heels faced off, their rivalry and well-matched skills on the boards evidenced by frequent lead changes. NFL Establishes Diversity Committee, New Hiring Requirements NEW YORK

NEW YORK- On Monday, March 28th, the NFL announced new steps it plans to take to address concerns about diversity in the league. The first step is the creation of a “diversity advisory committee” that will be tasked with assessing the league’s hiring practices and policies in terms of diversity.

According to nfl.com, the league is currently home to five minority head coaches.

The formation of the advisory committee comes in the wake of former Miami Dolphins head coach Brian Flores filing a lawsuit against the NFL and several

of its teams. Flores claims that the New York Giants and the Denver Broncos only interviewed him for coaching positions to satisfy an existing NFL rule- the Rooney Rule established in 2003- that requires teams to interview a minimum of two minority applicants when filling vacant head coach positions.

The league and both individual teams refuted Flores’ claims of racism in their hiring processes.

The Diversity Advisory Committee will be made up of six members who the

NFL announced on Thursday, March 31st. Rick Smith, former Houston Texans general manager, will hold a seat on the committee, along with Pamela Carlton, a former Wall Street banker and founder of Springboard, a diversity consulting firm.

Two lawyers will sit on the DAC: Peter C. Harvey, former Attorney General of New Jersey, and Patricia Brown Holmes, an experienced lawyer and former judge in Illinois. The two final chairs will be filled

by Stefanie K. Johnson,

an associate professor of Organizational Leadership and Information Analytics at University of Colorado Boulder, and Don Thompson, former president and CEO of McDonald’s.

In addition to the diversity committee, the NFL also announced a new hiring requirement for its 32 member teams; all teams will be required to bring in an offensive assistant that is either a racial/ethnic minority or a woman.

More changes to both hiring and club ownership efforts can be expected as the new committee works to assess the NFL’s policies in 2022.

State Briefs Carolina Squat Modification Banned

The Virginia General Assembly passed a new law banning the Carolina Squat modification to vehicles in the Commonwealth. Often seen on pickup trucks, the modification involves lifting the front of the vehicle and lowering the back, creating a backwards lean that often places the hood of the vehicle in the way of the driver’s view of the road.

The legislation, which requires a vehicle’s front bumper to be no more than four inches higher than its back bumper, was brought forward after a Mecklenburg man was killed in an accident involving a Carolina squatted vehicle. Governor Youngkin signed the bill into law on Monday, March 21st, and it went into effect immediately.

On Monday, April 4th, Governor Youngkin signed into law legislation from the General Assembly that bans the sale of dogs and cats for the purpose of experimental testing. The legislation is made up of multiple House and Senate bills carried by various Virginia legislators, that together have been dubbed “the Beagle Bills”.

This action amends the existing Comprehensive Animal Care Law of the Virginia Code, expanding current wording to further protect the Commonwealth’s canines and felines, or in the words of Governor Youngkin, “our four-legged constituents”.

SCC to Form Task Force to Evaluate Renewable Energy Facilities

The State Corporation Commission will work with the Departments of Energy and Environmental Quality in 2022 to create a task force that will analyze the life cycle of Virginia’s renewable energy facilities. The task force will be looking at the impacts of solar and wind facilities as well as renewable energy battery storage facilities on the environment around them, how to manage the recycling or discarding of such facilities when they are shut down, and the potential economic impacts of renewable energy on the Commonwealth.

The legislation mandating this evaluation, House Bill 774 and Senate Bill 499, require that this task force submit their findings in a report to the Governor, the Chair of the House Committee on Agriculture, Chesapeake, and Natural Resources, and the Senate Committee on Agriculture, Conservation, and Natural Resources no later than May 1, 2023.

School Boards Required to Record Accurate Floor Plans Local school boards in Virginia will soon be required to submit or verify accurate and up-to-date floor plans for school buildings as part of their security audits. House Bill 741, signed by Governor Youngkin on Monday, April 4th, is intended to improve school security by providing detailed layouts of each locality’s school buildings. The floor plans will be kept as part of the school system’s security audit documentation, but they will not be made available to the public for safety reasons.

POLICE IDENTIFY VICTIM, SUSPECT IN FATAL SHOOTING CHESTERFIELD COUNTY POLICE DEPARTMENT PRESS RELEASE

CHESTERFIELD COUNTY, VA – Chesterfield County Police continue to investigate a fatal shooting that occurred in the 2500 block of Alfalfa Lane on March 31, 2022.

At about 12:19 a.m. on March 31, police were called to the 2500 block of Alfalfa Lane for a reported shooting.

Upon arrival, police discovered Madison R. Hudson, 27, suffering from multiple gunshot wounds. Hudson, of the

14000 block of Ramblewood Drive in Chesterfield, was transported to an area hospital, where she died as a result of her injuries.

Zachary A. Murray, 22, has been arrested and charged with second-degree murder and use of a firearm in the commission of a felony in relation to the shooting. The investigation indicates that Murray shot Hudson, who is known to him, during an altercation outside the Alfalfa Lane residence. Murray, of the 11000 block of Scotts Road in

Dinwiddie County, is currently being held at the Chesterfield County Jail without bond.

Illegal Discharge of a Firearm: 1970 | April 04, 2022

This week, the Chesterfield County/Colonial Heights Crime Solvers program needs your help to solve an illegal discharge of a firearm.

On March 23, 2022, a white Chevrolet Malibu and a white Dodge Caliber entered the Shell Gas Station at 7039 Hull Street Road. One of the subjects exiting the Chevrolet Malibu had a brief interaction with the driver of the Dodge Caliber before both vehicles exited the parking lot. A Black male suspect is then seen chasing after both vehicles and firing gunshots at the vehicles as they drive north on Turner Road.

EDITORIAL

A City in a Chokehold Petersburg is a city in a chokehold. It struggles, gasping for breath while fingers encircle its throat, cutting off its supply of life-giving oxygen. Some city residents fight to loosen the suffocating grip, struggling against a force that has, time and again, proven stronger than even a highly motivated group of citizens.

The city’s foe is too powerful; each encounter with opposition strengthens rather than weakens it.

When citizens are able to occasionally pry a finger loose from the city’s throat, the enemy somehow always manages to defeat them, gripping even harder as it tries to subdue Petersburg

into passive subservience, choking life and growth out of what was once a vibrant city.

What can be done about this chokehold? If citizens who stand up to this foe, this enemy, so often fail, their attempts crushed beneath its weight, how can Petersburg survive? How can Petersburg grow? How can Petersburg flourish?

There is a way. There is always a way for good to win.

But, as is usually the case, the first step is the most difficult.

The first step will take courage. It will require a different level of bravery and dauntlessness than it takes to stand up and fight

the foes outside the walls.

It will take enough courage to stand up and look in the mirror.

Because the enemy with its hands in a chokehold around Petersburg’s neck is Petersburg itself.

It takes bravery to fight an external foe, but it takes fearlessness and compassion to battle the enemy within. Fearlessness will allow Petersburg to take stock of its true problems, internal problems that will be difficult to admit, difficult to face, and difficult to fix. But compassion is an absolute necessity if the city’s problems are to be acknowledged and then corrected in a way that doesn’t break

it apart. Compassion is the key to rebuilding and forging a positive path forward after the issues are fixed.

“Love thy neighbor as thyself ” doesn’t apply only when your relationship with your neighbor is going smoothly. It also means loving thy neighbor when both you and they have work to do on yourselves. Petersburg must unite in a shared desire for the city to flourish and “love thy neighbor” while also helping each other face and fix the problems in this city. Only then will Petersburg escape its own chokehold.

To escape, one must recognize where they are; follow us into that mirror next week.

ONCE UPON A TIME SENATOR FRANK RUFF

15TH SENATE DISTRICT In the 1980’s, (we had just recovered from the high inflation of the 1970’s which had stagnated our economy) President Reagan proposed indexing the standard deduction for families.

Prior to that, the standard deduction was similar for both the state and federal level. Because Virginia did not follow suit and index Virginia’s deduction, we now have a major difference.

Virginia significantly lags behind the federal government’s standard deduction now. It has only been increased in Virginia when the General Assembly agrees to such action.

If Virginia had followed the Reagan proposed indexing, we would not have such a big difference in the budgets proposed by the House and Senate. It would have been automatically raised to match inflation. Instead, we currently have a stalemate between the two groups working on the budget.

The House is supporting the Governor in believing that the taxpayers of Virginia deserve a higher standard deduction considering the record-breaking inflation

that is occurring and can be expected to drain our bank accounts for some time to come. I agree with them.

The Senate position is to ignore inflation. Their only goal is to prevent the Governor from having a success. In doing so, they are ignoring what the majority of Virginians voted for last November. They are ignoring families that are struggling with the price of gas and groceries we are all paying today and will for the foreseeable future.

Inflation Problems

Most everyone loses from inflation except for the government. Actually, the government, as we are currently seeing, is a big winner. As prices of everything go higher, the sales tax the state collects rises. Consider that today the used car market is 42% above last year. That is a big increase.

The buyer must also pay the Department of Motor Vehicles a higher titling tax.

Meanwhile, with higher prices, employers are forced to give raises to their staff just to keep them above water with their household budgets. This also provides a windfall for the government. Income taxes for Virginians is 6 and a half percent. Therefore, every time anyone gets a raise, so does the government.

The budget issue will eventually be concluded one way or the other. The difference this year from years in the past is that the two budgets are billions apart. Traditionally, when a budget has not been completed on time, there is story after story in the news media about the issue. Reporters are talking to school and local officials and report how horrible things are going to be if the stalemate is not concluded quickly. This year, most school officials are ho-hum. They know that, despite the big differences, they will receive about the same funding.

Without local government and colleges pushing, don’t expect a quick resolution.

Basketball

While many in our area have been excited to have two Atlantic Coast Conference teams in the final four tournament, we may have missed a more important story. The story is not that a few final four freshmen will take their success to the NBA draft and become professional players. The more important stories are from Virginia. At the University of Richmond, several of the players this year had not only graduated from college but stayed to play and work on graduate degrees because of a commitment to their teammates.

One of those players that all should all be proud of is Jacob Gilyard. Not only did he break the all-time record for steals, but he was recognized for his commitment to his younger brother who is autistic. Gilyard has won the Senior CLASS Award, given to one senior or graduate student in the NCAA Division 1 men’s basketball, in recognition of his achievements in competition, the classroom, the community, and one’s character. An acronym for Celebrating Loyalty and Achievement for Staying in School ®, the Senior CLASS Award is chosen by a nationwide vote of Division 1 men’s basketball coaches, national basketball media, and fans. It is given annually to the most outstanding graduate student or senior student athlete in Division 1 men’s basketball.

Gilyard remains active in the effort to promote awareness and acceptance of autism and has worked with the Richmond program and Autism Speaks.

Gold Serves as Wildcard in This High-Stakes Currency Matchup CLINT SIEGNER MONEY METALS NEWS SERVICE

The likelihood of disruptive changes in the global financial system is growing.

Investors around the world are wondering what to do about it.

The Biden administration is waging economic war on Russia in response to the invasion of Ukraine.

Officials are counting on the strength of the Federal Reserve Note “dollar” and hegemonic control over the world’s financial plumbing to win this war. They could end up being very wrong.

Russia responded to sanctions and the confiscation of Russian foreign reserves by requiring payment for exports in rubles and pegging the gold price 5,000 rubles per gram. Plus, Russia has offered to accept payment directly in gold and even Bitcoin.

Russia, China, India, and Saudi Arabia are among the nations looking to build non-dollar trading systems beyond the control of the U.S. Even allies may be realizing that total dependence on the dollar and the good will of the U.S. government presents risks.

Some investors are also getting this message and wondering just what to expect as economic warfare plays out.

They are contemplating events which seemed inconceivable just a few months ago.

More people are finally asking what dollars are worth if foreign demand for them begins to dry up. They are seeing a future where nations like China don’t need dollars to buy oil from Saudi Arabia or Russia.

At the same time, the flood of dollars and dollar denominated debt is set to grow into a tsunami. Federal deficits are ballooning as Congress spends seemingly without constraint.

Dwindling demand for dollars and exploding supply means hyperinflation is well within the realm of possibility.

Sanctions on Russia will disrupt many supply chains.

Among the most concerning is agriculture.

The President himself is now warning about the possibility of food shortages.

Russia produces an outsized portion of the world’s fertilizer, not to mention oil needed to power farming equipment.

Investors are suddenly grappling with these concerns and others. The world looks to be entering un-

charted territory, so deciding where to invest requires plenty of thought.

Perhaps rubles or Chinese yuan will gain relative to the dollar. Maybe Bitcoin will. Some people even speculate this crisis will be used as a launchpad for Central Bank Digital Currencies.

Predicting what the world financial system will look like a few years from now is enormously complicated.

Anyone talking confidently about exactly what comes next should be viewed with skepticism.

That isn’t to say investors must guess correctly to avoid being crushed. Tangible assets act as wildcards in that they are valuable in every currency. Investors who hold them will have something to sell for whatever currency, if any, happens to replace the dollar.

Pick any nation in the world and gold has a price

in that country’s money. It is valuable everywhere and has been since civilization began. It continues to be accumulated by central banks as monetary reserves.

This history sets physical gold and silver apart from other commodities. Suddenly there is serious talk about gold regaining a more prominent role in the monetary system.

There are other reasons that precious metals stand out amongst tangible assets. Bullion is easy to buy and sell, private, simple to transport, and compact enough to be securely stored at home. It does not physically depreciate or rot.

These characteristics make gold and silver the ultimate wildcards to hold when uncertainty is so high.

RECIPE ADAPTED FROM MARTHASTEWART.COM YIELD: 15 MACAROONS

Ingredients • 1 large egg • 2 ¼ tablespoons honey • 1/4 teaspoon vanilla extract

• grated lemon zest • 1/4 teaspoon salt

INSTRUCTIONS 1. Preheat oven to 375 F. 2. In bowl, whisk egg. Add honey, vanilla, lemon zest and salt; whisk. Stir in coconut until completely coated with egg mixture.

3. Using 1 1/2-inch ice cream scoop, make 15 balls, transferring each to parchment-lined baking sheet, spacing

• 1 ¼ cups shredded coconut • 5 ounces dark chocolate, melted about 2 inches apart.

4. Bake macaroons 10-12 minutes, rotating halfway through, until coconut starts to brown on edges.

5. Transfer sheet to wire rack and let cool.

6. Before serving, drizzle with melted chocolate or dip bottom sides of macaroons in melted chocolate to cover bases.

Refrigerate 15 minutes to set.

Norma Edith Jaeckle

January 12, 1923 - April 5, 2022 Norma Edith Jaeckle, 99, of Chester, Virginia, passed away on April 5, 2022. The daughter of the late Frank Walter and Eleanor Pfeiffer, she was also preceded in death by her husband, Leroy Joseph Jaeckle. Norma loved her family dearly. She moved many times with her husband throughout the years to support his career. She was a loving and supportive wife and mother and made friends very easily, all of whom she cherished along with her family. She was a dedicated member of the Grace Lutheran Church in Chester and she loved her traditional shot of Old Crow whiskey!

Norma is survived by her children, Gary Jaeckle (Bonnie), Daniel Jaeckle (Liz), Ronald Jaeckle (Dorothy) and Sharon Gibson; grandchildren, Jake, Paul, Susan, Julie, Laura, Brandon, Kate, Beth, Jeff, Carrie and Kylie; 23 great-grandchildren and numerous other extended family and friends.

The family would like to thank her loving caretakers, Mimi and Bibi. The family will receive friends from 4:00 P.M. to 6:00 P.M. on Sunday, April 10, 2022 at the Chester Chapel of J.T. Morriss & Son Funeral Home.

Arnett “Arnie” Higginbotham, 59, of Chesterfield, passed away Tuesday, April 5, 2022.

He was born on October 11, 1962, to Nathan and Betty Higginbotham. Arnie was an avid outdoorsman and was part of the Matoaca Sportsman Club.

He loved NASCAR and golf, and was a New York Yankees fan. Arnie loved family get-togethers and his grandkids were the loves of his life. He is survived by his parents, Nathan and Betty Higginbotham; children, Dallas Higginbotham (Brandi) and Britni Higginbotham; grandchildren, Allie, Reese, and August; sister, Kena Gwinn (Chris); and his beloved dog, Banjo. Barbara Anne Storey Gates, 84, a very beautiful soul entered Heaven’s gates on April 5, 2022.

Barbara is the beloved daughter of the late Hazel English Powell, stepfather, Herbert Powell and father, Bernard Gordan Storey. She was born on October 12, 1937 in Hopewell, VA and attended Hopewell Public Schools and Bob Jones University. At an early age, she professed her faith in Jesus Christ and had a dream of working in missions. No matter life’s challenges, she always remained a woman of very strong faith. She was a faithful member of Woodlawn Presbyterian Church where she worked as the church secretary for many years. Barbara was a very skilled secretary, and over time, also worked at J. W. Enochs, Continental Can, Prince George Dept. of Social Services, John Randolph Hospital, and Hopewell Community Center. She always greeted everyone with the beautiful, genuine smile that she was well known for. As a result of her loving spirit and friendly personality, Barbara, known to many as “Bobbie” or “Barb” was well loved by many and her positive influence will live on in all the lives she touched. Her beautiful life will forever be cherished by her children, Keith G. Gates and wife, Amy; Lori M. Jones; and Kevin R. Sean Patrick Higgins

November 2, 1954 - April 2, 2022 Sean Patrick Higgins, 67, of Colonial Heights passed away on Saturday, April 2, 2022, after a fouryear battle with cancer.

He was an avid adventurer who loved the outdoors. He enjoyed skiing, fishing, and hunting. He also loved history and traveling to historical sites, particularly Civil War battlefields.

After spending most of his career as a sales manager, he achieved his lifelong goal of becoming a Park Ranger. He served as a Ranger for the National Park Service at the Grand Tetons in Wyoming and on Ocracoke Island in North Carolina, and then at several sites in Richmond, Virginia including Richmond National Battlefield and the Maggie L. Walker National Historic Site, until he became ill.

He was preceded in death by his parents, Charles and Dolores; his sister, Kathleen; and sons, Daniel and James. He is survived by his wife, Patricia; his children, John (Dawn), Jennifer (John), Stephanie (William), Charlie (Desarae); siblings, Michael (Eliana), Maurice, and Ann; and cousins, nieces, nephews, and grandchildren that he adored immensely.

A celebration of his life will be held at 12:00 p.m. on Tuesday, April 12, 2022 at St. Joseph’s Catholic Church, 151 W. Washington Street, Petersburg, VA 23803. The family will receive friends one hour prior to the service from 11:00 a.m. – 12:00 p.m., with Rosary at 11:45 a.m.

January 9, 1970 - April 2, 2022 Scott David Wilson, 52, of Chester, VA, passed away on April 2, 2022. Born in Germany and raised in Elmira, NY, he is the son of David and Tange Wilson. Scott is a devoted and loving husband and best friend to his wife, Amy Walston Wilson, for the last nine years. He was a graduate of Pensacola Christian University with a Bachelor’s in Accounting. Scott had a successful career in accounting with several industries, but most recently, as an accounting manager with Performance Food Service. He was an avid outdoorsman who loved golfing, hunting, boating, but more than anything, loved spending time with his wife, Amy, and their furbabies, Gracie, Hairy, and Gray.

In addition to his love for the outdoors, he loved college basketball, NHL, NFL, fantasy football, and playing video games with his brother and nephews. He is survived by his wife, Amy; parents, David and Tange Wilson; brother, Robert Wilson; niece, Sydney Wilson; nephews, Spencer Wilson, Ryland Hughes, Collin Basham; as well as several other nieces and nephews. Deborah Bradshaw Carter, 75, of Chester, Virginia, passed away peacefully at her home on April 2, 2022.

She was born on May 1, 1946 in Wilmington, Delaware to the late Marion Eldridge Bradshaw and Cynthia Ann Lowery. Deborah was devoted to her family. She retired in 2009 after thirty-four years with Petersburg Public Schools, having taught at Peabody and Vernon Johns Middle Schools and Westview Elementary School. Previously, she taught for four years at Matoaca Elementary School in Chesterfield County and one year in New Jersey where she was a 1968 graduate of Rider College. She is survived by her husband, James Francis Carter, of Chester, Virginia; her sons, Christopher James Carter and Jonathan Allan Carter, of Chester, Virginia; her brother, James Bradshaw and wife Mary, of Sumter, South Carolina; sister, Elizabeth Bradshaw, of Chester, Virginia; three nieces and a nephew; and other inlaws. The family will receive friends for visitation at the Chester Chapel of J.T. Morriss & Son Funeral Home on Monday, April 11, 2022 from 6:00 p.m. to 8:00 p.m. A graveside service will be held on Tuesday, April 12, 2022 at 1:00 p.m. at St. John’s Episcopal Church Cemetery in Grifton, North Carolina. Our heart was saddened on Friday, April 1, 2022 at the passing of our love one, Mr. Ronald Cartez Washington, affectionately known as “Wash Funk”, born on November 3, 1949 to the late Deacon Byron and Deaconess Louvenia Washington.

Ronald attended Chesterfield County Public Schools before moving to Petersburg, VA. He also attended Peabody High School later on in life. He joined the United States Army serving his country for four years. He was employed at the Veterans Administration Medical Center and Fort Lee. On August 11, 1974, Ronald united in holy matrimony and to this union, three daughters were born Rhonda, Angela, and Toni. In March 1994, he later married his second wife, Earline Price to this union a daughter, Jasmine Washington. If you were to ask Ronald about his daughters, he would proudly say, “he has five daughters, Alexis Price” was always included.

He attended Oral Roberts University in Tulsa, Oklahoma. He knew his Bible and he could tell you a lot about the Bible.

He was preceded in death by his daughter, Rhonda Washington; parents, Deacon Byron and Deaconess Louvenia Washington; sisters, Edith Robinson, Anna Harris, Beatrice Washington, Margie Thomas, Pauline Wilkins, and Gwendolyn Weaver; brothers, James, Richard, William, Roy, and Byron Washington.

Ronald leaves to cherish his memories: daughters, Angela Washington-McKelvin (Jerome Sr.) of Elwood, GA, Toni Washington-Roberts (Jordan) of Huntsville, AL, Jasmine Washington-Cockell (Tre’mon), and Alexis Price both of Jackson, TN; thirteen grandchildren, Aquavia, Ah’Kilah, Treona, Treazure, Aniyah, Tonja and Jerome Washington, Jr., Travius, Jordyn, Jordan Jr. and Joni Roberts, Aniya and Abram Cockell; great grandchildren, Kannon, Kreed, Za’Kich and Travis; two sisters, Mildred Cheatham of Baltimore, MD and Paulette Burrow (Johnnie Ray); one sister-in-law, Elizabeth Washington. Ronald leaves a host nieces, nephews, great nieces, great nephews, cousins, other relatives and friends who he loved to be around.

Ronald will be greatly miss.

Born July 23, 1948, she was the daughter of the late Floyd and Mildred Bishop, and was also preceded in death by her sister, Anne.

A lifelong resident of Colonial Heights, Peggy retired as a computer programmer from Fort Lee after many years of dedicated service. She then took a job with Chesterfield County Parks and Recreation, ensuring that generations of children had fun and enriching summer camp activities before fully retiring after a few years.

She is survived by her brothers, John (Becky) of Chester, VA, Floyd, Jr. aka Buddy of Newbergh, IN; sister, Patricia (Leonard) of Poplar Bluff, MO; and numerous nieces, nephews and other extended family members.

A graveside service will be held at 2:00 p.m. on Wednesday, April 6, 2022 in Southlawn Memorial Park. The family will receive friends an hour before the graveside service from 1:00 – 2:00 p.m. on Wednesday. William Robert “Bobby” Moore August 1, 1942 - March 31, 2022

William Robert “Bobby” Moore, 79, beloved father, grandfather, uncle, and friend, went to be with his Lord Jesus Christ on March 31, 2022 after a brief battle with cancer. Bobby was born on August 1, 1942 in Petersburg, VA, and was preceded in death by his loving wife of 55 years, Wenda Garriss Moore; parents, Doris and William Moore; and sister and brother-in-law, Donna and Danny Shaffer.

Bobby graduated from Petersburg High School in 1962, and lived with his family in Colonial Heights, VA. He was a member of Swift Creek Baptist Church and also attended Beacon Hill Church in Hopewell, VA. Bobby retired from Imaging Solutions (formerly Plumber Printing) as a Print Supervisor after almost 50 years and had worked in circulation part-time at the Progress-Index newspaper. Bobby served as a Past President of the Local Fraternal Order of Eagles #882 in 1974 and served as the Past State Worthy President of the F.O.E in 1982. Over the years, Bobby has enjoyed coaching many Little League Baseball teams and has continued his love of sports throughout his life. Bobby loved his family and was fiercely loyal to them and his friends. His laugh was contagious, and his larger-than-life presence will be greatly missed by all. Richard Alexander Grenoble February 14, 1942 - April 1, 2022

Dr. Richard Alexander Grenoble passed away on April 1, 2022.

Born in 1942 in Richmond, Va., he was predeceased by his father and mother, William Luster Grenoble, Sr. and Marjorie Belfield Grenoble and is survived by his devoted wife of 50 years, Sharon Wagner Grenoble; 3 sons, Richard D. Grenoble and wife, Amy, of North Dinwiddie, Va., Steven P. Grenoble and wife, Rebecca, of Roanoke, Va., and Matthew W. Grenoble and wife, Jamie, of Grafton, Wi. He also leaves 6 adored grandchildren-Sophia and Alexander Grenoble, Claire and Charlotte Grenoble, and Harrison and Miles Grenoble, as well as a special friend and caregiver, Sabina Lively of Chester, Va. Prior to graduation from VCU in Richmond, Va., Richard joined the Army and served as an Operating Room Technician at the US Army General Hospital in Frankfurt, Germany. Following his honorable discharge from the Army, he pursued his love for animals and attended the University of Georgia School of Veterinary Medicine where he earned the degree of Doctorate of Veterinary Medicine. In 1984, he established Chesdin Animal Hospital in North Dinwiddie, Va. where he quickly became known as “Doc.” He was a compassionate doctor who loved all species and breeds.

Among his many interests and hobbies were boating and deep-sea fishing in Hatteras, N.C. with his sons and friends, photography on a professional level, growing prolific vegetable gardens, and working tirelessly in his Christmas Tree Farm. He was a member of the Sutherland Ruritan Club for many years, and enjoyed the fellowship and service very much.

The family will receive friends on Thursday, April 7, 2022 from 6:00 PM - 8:00 PM at J.T. Morriss & Son Funeral Home-Dinwiddie Chapel, 6616 Boydton Plank Road, N. Dinwiddie, Va. Wilson Ferrell

December 16, 1929 - March 30, 2022 At age 92, Wilson Ferrell passed away March 30, 2022. He is preceded in death by his wife, Hollis Ann Norris Ferrell; brother, Marshall Carr Ferrell, Jr.; and sister, Elizabeth Ferrell Failing. He was born December 16, 1929 in Winston-Salem, NC to the late Marshall and Anne Maclin Ferrell. He spent his mischievous childhood in Petersburg, VA, and he graduated the University of Virginia where he was a brother of the Sigma Chi Fraternity and a member of the UVA Swim Team. Upon graduation, he attended Officer Candidate School was commissioned as a 2nd Lieutenant in the United States Army, serving with the 101st Airborne and the Corp of Engineers during the Korean War. He continued his service with the Army Reserve Quarter Masters’ Corp at Ft Lee and retired his commission as a Captain. Wilson had a passion for anything mechanical, and in 1956 he founded Dominion Chemical Company, Petersburg, VA. He was most happy facing any business challenge especially all things boilers. He was a proud and civic-minded community member of many boards, clubs, and associations in and around Petersburg.

As a lifelong Episcopalian, he joined Christ and Grace Church in 1938 and continued his membership with St. Paul’s Church. He was a loving husband, father, grandfather and friend. He was known for his steady hand and kind demeanor. Wilson is survived by his son, W. Maclin Ferrell, Jr. and wife, Susan Hyatt Ferrell, of Chesterfield, VA; daughter, Molly Maclin Lee and husband, Hank G. Lee, of Richmond, VA; stepdaughter, Amy Christine Norris of Petersburg, VA; stepson, Scott Norris and wife, Emily Norris, of Tucson, AZ; 7 grandchildren; 5 great-grandchildren; former wife, Sue Epperson Ferrell; and a large extended family and many, many friends. Connie Darlene Bartlett

August 17, 1939 - March 29, 2022 Connie Darlene Bartlett, 82, of Hopewell, VA, passed away March 29, 2022. Born August 17, 1939 in Valley Head, West Virginia, she was the daughter of the late Dennis H. Arbogast and Gledes E. Smith. In addition to her parents, Mrs. Bartlett was preceded in death by her loving husband of 61 years, Jerry D. Bartlett; and brother, Mitchell Arbogast. She is survived by her sons, Jeffrey Dean Bartlett (Denise), Gregory Alan Bartlett (Crystal); three grandchildren, Erin Vaughan (Jacob), Jacob Bartlett, and Matthew Bartlett; one great-grandson, Emory Vaughan; siblings, Dora Parrack, Elaine Hogan, and Vester “Buck” Arbogast, and many more loving family and friends. She worked at the FBI in Washington, DC for 2 years before marrying her childhood sweetheart and settling in Hopewell, VA, where they lived happily for the rest of their lives. She worked for many years as a bookkeeper for Covington Plumbing and Heating. A longtime member of the Hopewell Opti-Mrs Club, Connie served as President and Treasurer. She particularly enjoyed her time spent with her grandchildren. She loved the outdoors, whether spending time with family and friends in the mountains of West Virginia or on the beaches of Cape Hatteras. You would always find her keeping a close watch over her beloved fishing pole. She will always be remembered as a loving daughter, sister, wife, mother and “Nana” to her family, and a loyal and caring friend to those who met her.

Marjorie Lee Faulk, beloved wife, mother, grandmother, great grandmother, sister, aunt, and friend, was born on February 28th, 1940 to Elisha Lee Sr. and Helena Virginia Quivers Lee in Newport News, VA. Marjorie graduated from Huntington High School in 1958. After attending Norfolk State University briefly, Marjorie attended the Vocational-Technical Center and Dixie Hospital School of Practical Nursing in Hampton, VA, and graduated in 1971 with the highest grade in the class.

Marjorie worked at Hampton General Hospital in Hampton, Whittaker Hospital in Newport News. After leaving the nursing field Marjorie became a stay-at-home mom.

Marjorie was an active member of the Calvary Seventh Day Adventist Church in Newport News, VA. She served as a Sabbath School Secretary and a Sabbath School Teacher for the Children’s Division. She was also actively involved in the Adventist Community Services ministry.

Lastly, she was a member and president of Calvary’s Sanctuary Choir until she was physically unable to continue.

She leaves to cherish her memory her husband of 56 years, Edward J. Faulk, Miguel Faulk (Son), Miguel D. Faulk (Grandson), Kylam Faulk (Great Grandson), brothers, Samuel Lee (Eth-l) and Daniel Lee, sisters, Margaret Ellis and Joann Merritt, a host of nieces, nephews, and many close friends.

Marjorie was preceded in death by Elisha Lee (Father), Helena Virginia Quivers Lee (Mother), Elisha Lee Jr. (Brother), Theodore (Teddy) Wells (Brother), Emanuel Lee (Brother), Frances Thomas (Sister).

Both the Washington Post and New York Times have recently published articles verifying and acknowledging the authenticity of the Hunter Biden laptop, nearly two years after initial reports on the laptop by the New York Post.

According to the Epoch Times, despite a requirement by Princess Cruise lines for passengers and crew to be fully vaccinated, one of its liners, the Ruby Princess, reported a COVID-19 outbreak on March 28th.

In addition to the required vaccine status, the company also requires passengers to show a negative COVID-19 test alongside their vaccine cards. No information was provided as to the number affected or time of the outbreak during the cruise.

As of May 23rd, of this year, the Biden administration will terminate the Title 42 public health policy. That policy was a fast-track for expelling illegal immigrants at the southern border based on their COVID-19 positivity. In February Title 42 turned away approximately 55 percent of illegal immigrants. Critics expressed continued concern that this coupled with failing immigration policies by the President will collapse an already overwhelmed border security force.

12 injured, 6 Dead in California Shooting According to OSINT news outlet, gun fire in Sacramento, California erupted during a fight in the street involving several people. In the video posted on Twitter, you can see the clash between multiple people followed by several gunshots. Later, the Sacramento Police Department reported that, “Officers located at least 15 shooting victims, including 6 who are deceased.” The incident occurred at approximately 2am on April 3rd. According to an Epoch Times report, the suspect in the shooting, Smiley Martin, was serving a ten-year prison sentence received in 2018 but was released on probation in February of this year.

Child Denied Transplant Over Donor’s Vaccination Status Despite a decline in COVID deaths and growing scientific evidence of dangerous effects of the COVID vaccines, a 9-year-old boy is being denied a life-saving kidney transplant because his father is not vaccinated against COVID-19.

According to the Epoch Times, Dane Donaldson was found to be a perfect match for his son Tanner by the Cleveland Clinic Children’s Hospital before the outbreak of the pandemic. Now the hospital is refusing to perform the life-saving father-to-son kidney transplant over the senior Donaldson’s unvaccinated status.

Donaldson believes the hospital is contradicting itself by requiring a living donor to be vaccinated, but not a deceased one.
