Historic Moment for Petersburg Fire & Rescue PETERSBURG

PETERSBURG- Although the City of Petersburg is in COVID lockdown by order of City Manager Stuart Turille, an exception to that rule was made on Monday, January 31st. At 10am, city officials, councilors, members of the emergency services, and the public gathered in the Petersburg Public Library for the introduction of the city’s new Chief of Fire, Rescue and Emergency Services.

“We have a proud history here in Petersburg Fire that we’ve been building on for the last few years, and we are excited here to get our most important piece, the Fire Chief at the helm of Petersburg Fire,” said Mayor Sam Parham. “We have a wonderful, wonderful chief coming in, Ms. Tina Watkins, who is also our first female and first female African-American chief here in the City of Petersburg.”

City Councilors weighed in on the historic day. “She did very well in the interview process,” Councilor Howard

Myers explained. “We’ve looked at her history and background, and we found her to be the best fit here for the City of Petersburg at this particular time, and we’re very proud to have an African-American female to run our outfit here.”

“It brings stability to that department. We thank those who stepped up during the time when we needed them, such as Chief Reid, but it brings more stability to that department,” said Councilor Darrin Hill. “She has what it takes to be the Chief, so we’re happy with that, we’re so excited about our choice.”

Police Chief Travis Christian also addressed the importance of the hire.

“Being able to stabilize our city in leadership positions and in key positions such as the Fire Chief is really important to our city, and to have a person such as Chief Tina Watkins coming into our city is a historic moment for the city, a great addition to the team. I think she’ll do fantastic, and we’re happy to have her here.”

The Fire and Rescue community are a tight knit

group, and that commitment was reflected in the number of departments who attended the event, including the City of Charlottesville, City of Alexandria, Chesterfield County, Charles City, Hampton, Hopewell, Portsmouth, and the City of Baltimore.

Those departments joined Petersburg Fire, Rescue and Emergency service personnel and Petersburg Police in welcoming Chief Watkins to Petersburg.

As she explained, God and family play a huge role in the Chief’s personal and professional life. She was joined by her three brothers at the event and spoke on the

importance of both faith and family.

“God placed me where I needed to be placed,” explained Watkins. “This was not an easy process to go through. I’ve been trying for probably four years to get a Fire Chief’s job. And I tell people, sometimes you have to get out of your way and let God take over, and that’s what I did.”

Chief Watkins officially began leading the department on Monday, January 31st.

“This city has a lot of future and a lot of growth, and I’m glad to be here as part of that growth.”

City Plagued with Government Position Vacancies HOPEWELL

HOPEWELL – The City of Hopewell is currently navigating a time where current leaders and Council are facing numerous shortfalls in staff, including some key management positions.

Hopewell Public Information Officer Kemi Okeowo responded to a Freedom of Information Act request providing a list of vacant positions which covered three pages of content.

Currently, the city doesn’t have either a full time fire or police chief, though the two positions are filled on an interim basis.

Chief Kamran Afzal, who had served as Hopewell’s police chief since 2019, has been temporarily replaced

by Interim Police Chief Antonio Starke, who was a captain in Chesterfield’s Police Department for the last nine years.

Benjamin Ruppurt, who was already a member of the Hopewell Fire Bureau, was named interim Fire and

EMS chief following Chief Donny Hunter’s departure.

Hunter said it was his time to retire and that’s why he left Hopewell after spending his entire 28-year career with the city. “I joined Hopewell in April 1993, and since I began my career at 19, I was able to retire at 50-years-old,” Hunter said. “That was the plan.”

Now he’s able to spend more time at home while still being active in the fire safety field by working with Dominion. “It’s very flexible, so I have the power to pick and choose the number of days and hours I work.”

Hopewell is currently without an assistant city manager following Hopewell resident Charlie Dane’s resignation in the fall of 2021.

Also, the city is without a human resources director, one of ten departments that report to the City Manager’s Office.

The Tri-City News plans to follow up with City Council members on the issue of these vacancies.

Hopewell Councilors Review New Ward Map Proposals HOPEWELL

HOPEWELL— Andrew R. McRoberts, Esquire, a representative of Sands Anderson, briefed the Hopewell City Council concerning 2021 state redistricting and election law at a special work session on Thursday, February 3rd.

The first part of his presentation addressed the basic question most people might ask: Why redistrict?

He explained that the Virginia Constitution and state code mandate decennial (every 10 years) redistricting by local governments. The state code section 24.2-304.1(B) declares localities other than those with all at-large districts must redistrict their single or multi-member districts in every year ending in one (such as the year 2021).

Because Hopewell has fixed wards, McRoberts explained, it must redistrict. Further, part C of that same section

says that redistricting must use the most recent decennial census population figures for redistricting and reapportionment purposes.

Even though it is now 2022, some localities such as Hopewell and Petersburg have not completed the required redistricting.

McRoberts explained that given the unusual lateness of the census data due to the pandemic and the equally unusual lateness of state action redistricting, many localities have chosen to redistrict in 2022 with no penalty in the statute for failure to do so in a year ending in one (2021). McRoberts stated, “I think that when we’re talking about timing, I would encourage you to be relatively rapid and get this done fairly soon.”

According to McRoberts, there are “unwritten criteria” derived from redistricting traditions such as preserving existing districts, taking incumbency and voting

behavior into account, and keeping communities of interest in the same voting district. However, redistricting must comply with federal and state Constitutional requirements that political districts be more or less equal in population based on the principle of “one person, one vote”; be contiguous and compact; and not be drawn to discriminate based on race.

Districts must be redrawn if the existing districts, given the new census data, do not meet the constitutional or statutory requirements due to population growth or loss, or demographic shifts.

One of the goals is to avoid elongated, oddly twisting districts (also known as “gerrymandering”) to maintain “proportional representation” and “racial fairness”.

Generally, the expectation is for districts to be as compact as possible.

Districts are to have more or less equal populations,

keeping in mind that there will be deviations from perfect equality, and deviations up to 10% total may be permitted. Anything above 10% is presumed unconstitutional.

While the effects of redistricting take immediate effect, they do not cut short the term of any sitting council member or require them to live in the newly-relocated district. A loss of residency due to redistricting has no effect on sitting members or local officials, including counselors, school board, planning commissions, and other local boards with residency requirements.

Councilor Jasmine Gore (Ward 4) expressed concerns about two areas of diversity in her ward that have been reduced in the proposed new ward maps. “It puts us back in that same situation as before, in my opinion, where it would be hard to keep that diversity,” said Gore. “These are the two stronghold areas

City Manager March Altman responded, “In looking at some of your numbers, though, when looking at total black, total non-white versus white, a lot of scenarios have a minority majority in your ward and the pro-

posed wards.”

The issue of incumbency also arose, with Altman asking, “If we just did a map not based on incumbency, what would that look like?” He explained that he and his team were asked to include incumbency as one of the factors

taken into account when creating the new ward maps.

Councilor Randolph (Ward 1) replied, “That was brought up and we agreed as a majority.”

Discussion about the particulars of ward territories

continued until a motion to adjourn postponed further discussion in order to provide council with an opportunity to digest all of the redistricting information put forth in McRoberts’s presentation.

Zooming in on New Businesses Prince George continues to grow despite current atmosphere of increased inflation, taxes, high gas prices PRINCE GEORGE

PRINCE GEORGE – Despite the loss of a couple large companies, including ACE Hardware and Rolls Royce, Prince George County is moving forward with economic development at a speed that is outpacing its neighboring communities.

“The county works with the Virginia Economic Development Partnership and Virginia’s Gateway Region, our state and regional economic development partners, to market our available sites to businesses interested in Virginia,” explained Stacey English, Interim Director of Economic Development and Tourism “All of our available sites are uploaded to the state’s property database so our partners are aware of what is available in Prince George County. We are actively going to trade shows and conventions to market our available properties, including the RILA Supply Chain Conference in February in Dallas, and the MODEX Supply Chain Conference in March in Atlanta.”

To help bring in more housing, which in turn brings in more residents, the Board of

Supervisors recently passed a Townhouse Ordinance Amendment for the first time in Prince George County history. The purpose of the amendment is to permit townhouses with each unit on its own lot, subject to appropriate development standards and reviews by the Planning Commission and the Board of Supervisors.

Supervisor Donald Hunter (District 2) said that more residents will result in more small business development as higher population numbers increase the desire of companies to locate in an area.

“The passing of this ordinance is a testament to the current Board of Supervisors’ commitment to the housing growth of the county,” English noted. “Home development is brisk in Prince George County, and sales prices are averaging over 100 percent of listing prices currently.”

That’s another source of revenue that can contribute to keeping the tax rate lower overall.

The current tax rate is 86 cents per $100 of assessed real estate and mobile homes, while personal property tax is $4.25 per $100

the assessment.

There are several projects currently underway.

In September, Governor Northam announced that Service Center Metals, a manufacturer of aluminum extrusions, will invest $101.7 million and create 94 new jobs to expand its footprint in Prince George County, English commented.

“The company will construct an aluminum extrusion plan and a compact remelt plan in Crosspointe Center to increase production capacity and meet customer demand. This facility will mirror its current campus in SouthPoint Business Park.

Service Center Metals began its operations in 2003 and has since evolved into a top aluminum extrusion and billet company. Site work has begun on their new facility,” she said.

The Hollingsworth Companies is constructing a 650,000 square foot industrial building in SouthPoint Business Park. “Many businesses have piqued an interest for this property, because it is one of the largest speculative buildings in the region. Hollingsworth began developing SouthPoint over 15 years ago, and tenants at

the park include: VSP Technologies, Carocan Display and Packaging, Goya and Mount-It!,” county officials stated.

Recently, the county has had several businesses open, including: the second-largest 7-Eleven in Virginia at the intersection of Route 460 and Rives Road, the Chillin’ and Grillin’ Shack at 3815 Jefferson Park Road, and Bopper’s Malt Shop on Fort Lee. “I think people are attracted to the county because of the schools and quality of properties, but the area is still struggling to bring in business at this time because of water and sewer availability,” HopewellPrince George Chamber of Commerce Executive director Becky McDonough said.

“They are well aware and willing to do that, but it’s so expensive and they have to find a way to pay for that.

The county has done a good job filling in on Route 460, targeting more retail to get people to stop, buy gas and food and snacks, which is a great benefit.”

When asked how Prince George has been able to have success while surrounding areas are not

seeing a lot of development, English responded, “Prince George County has a lot of developable land. Our Economic Development staff works to market these available sites through many different avenues to interested businesses. We are also fortunate to work with many partners, including the Virginia Economic Development Partnership, Virginia’s Gateway Region, the Hollingsworth Companies and many others who help to recruit businesses for our available sites.”

All localities are facing challenges considering the current climate of high gas prices, rising grocery prices, and inflation. However, county leaders are making strategic strides to continue

to move forward.

“We plan to continue to market our assets at trade shows and to continue to work with our partners to market our sites to interested businesses,” English commented. “So far, we have not experienced a slowdown in companies interested in Virginia and/ or Prince George County. In fact, in 2021 we saw more interest than in previous years. In 2021, we completed a total of 37 Request for Information/Proposals (RFIs) whereas in 2020 we completed 27 and in 2019 we completed 23. Thus far in 2022 we have completed 3 RFIs.” With large businesses either closing or moving from the area like Ace and Rolls

Royce, the county is working to make up for that revenue.

When Ace Hardware closed in 2019, the building sold later that year to a firm who leased the building to Amazon in 2020. This project brought more than 300 employees to Prince George County. According to county officials, negotiations are currently underway with an interested buyer for the former Rolls Royce site. These quick property turnovers, along with the recent announcements of expansions (Service Center Metals) help to cover the revenues lost by businesses leaving the county.

AG Miyares: Public Colleges Cannot Mandate COVID Vaccines VIRGINIA

VIRGINIA- Virginia Attorney General Jason Miyares issued his first Attorney General’s opinion on Friday, January 28th, which states that public colleges and universities in Virginia cannot mandate COVID-19 vaccinations for students.

Based on Miyares’ opinion, Virginia’s public colleges will no longer be able to require the vaccinations as a condition of enrollment or attending in-person classes.

Miyares states that while the General Assembly could instate a statute requiring COVID-19 vaccination for school attendance, thus far, the legislative branch has declined to do so.

Miyares writes in the opin-

ion that despite the fact that colleges and universities were authorized to assist the Department of Health with administration of the

vaccines, “the legislation did not grant such institutions power to impose vaccine requirements”.

This reversal comes in the

wake of Governor Youngkin’s executive action that provides parents with the option of sending their children to school without a mask, a move which continues to have ripple effects across the Commonwealth as parents and school administrators push back against the executive order. Now this opinion has added to the controversy surrounding the issue of COVID-19 policy in public education. Some schools have complied with the Attorney General’s opinion, rescinding their vaccine requirements; those institutions include Virginia Tech, the University of Virginia, and Virginia Commonwealth University.

Historic Downtown Hopewell Gets New Cabaret Theatre HOPEWELL MEDIA RELEASE HOPEWELL DOWNTOWN PARTNERSHIP

HOPEWELL– A new performance venue will be opening soon in the Historic Downtown area of Hopewell located at 212 E Broadway. The space will be called Box 5 Cabaret Theatre and will be run by local theater troupe “The Phantom Players”.

Artistic Producer Tracey Lynn Frame oversees both Box 5 and The Phantom.

The troupe itself has been around for about 8 years, but was previously located in downtown Petersburg and Chesterfield. It wasn’t until a meeting with the Hopewell Downtown Partnership last summer that Tracey learned about the space that now houses Box 5.

The building itself is owned by local entrepreneur Bobby Brown who owns several spaces in the area. Tracey says, “The venue at 212 E Broadway is a really good fit for our troupe.

Very intimate and has lots of character. It’s not a typical theater space but has a more cabaret feel with tables and seating for about 75.”

The Phantom Players has been sprucing the place up and getting ready for their first debut show in the venue, “Little Shop of Horrors”

which will star many local talents including; Nicholas Blair (Audrey II-The Plant), Kyle Robert Tristan Nester (Seymour), Kristen J. Blair

performances.

Frame is also Artistic Director for the Chesterfield Children’s Theatre which will also be using the space

(Audrey), Taesean Blanding (Orin), Joseph Walsh and Naomi Mottley (Mushniks), Taylor Robinson (Ronette), Jade Monroe (Chiffon), Leiah Springs (Crystal) and an Ensemble!

The show is Directed by Tracey Lynn Frame, with Musical Direction by Nicholas Blair and Choreographers, Jade Monroe and Leiah Springs. Tickets are going fast but can be bought at www.ShowTix4U.com for the February 4th-6th, 2022

The goal is to make the venue a vibrant place and to hopefully bring more audiences to the downtown Hopewell area. We also hope it will in turn help other businesses in the area like restaurants, boutiques etc.

Frame notes, “Quite a few have asked how did we come up with the name Box 5.

In the famous musical and original novel of Phantom of the Opera, the Phantom requests that his private Box 5 be left unsold so that he may occupy it. To this day, the Opera House in Paris only allows the Phantom, or the Opera Ghost as he’s also referred to, occupy Box 5. We held a contest and one of our actors, Kamaron Carter, came up with the name and won.”

ARLS to Host Writing Workshop Geared Towards Parents HOPEWELL STAFF REPORT LNNUSA.com

HOPEWELL- The Appomattox Regional Library System is hosting a writing workshop for parents. Local author Melissa Face will lead the afternoon workshop where parents can write and share their parenting experiences and stories.

“Parenting is undoubtedly the most rewarding and most challenging job

there is,” ARLS states in the announcement of the workshop. “Writing about the moments of success, as well as the turbulent times, is the perfect way to sort out experiences and remember milestones.”

The event will be in person at the Hopewell Library but also available to attend via Zoom. The workshop will begin at 1pm on Saturday, February 19th. You can register by emailing mkitchen@ arls.org.

PRINCE GEORGE- Prince George County Police responded to a fatal crash on West Quaker Road around 7:40am on Wednesday, February 2nd.

A gray Ford Focus travelling northbound was

struck head-on by a maroon Hyundai Elantra that was travelling southbound and crossed the centerline. The driver of the Focus, fifty-eight year old Kathy Britt of Chesterfield County, suffered

injuries and was taken to Southside Regional Medical Center, where she was pronounced deceased. The driver of the Elantra, Teneicia Barnes, age

Shooting at Bridgewater College Leaves Two LEOs Dead BRIDGEWATER

BRIDGEWATER- A shooting at Bridgewater College leaves one police officer and one campus security officer dead. The incident began around 1:20pm on Tuesday, February 1st.

Local, state, and federal law enforcement, including the FBI, responded to the college campus where there were reports of an active shooter and two people shot. Law enforcement began a search operation on campus for the suspect, while Bridgwater instructed those on campus to shelter in place through its social media channels. The suspect was apprehended and taken into custody by 1:55pm.

Campus security officer J.J. Jefferson and Police Officer John Painter were both shot and killed in the incident. All classes and activities were cancelled for Tuesday evening and Wednesday as police continued to investigate the shooting and as the

Bridgewater community mourned the tragedy.

Later that day, Governor Youngkin issued an order for the U.S. and Virginia flags to be flown at half mast on Wednesday, February 2nd in respect and memory of the two fallen Bridgewater officers.

Governor Youngkin Opens Applications for the Commission to Combat Antisemitism RICHMOND MEDIA RELEASE OFFICE OF GOVERNOR GLENN YOUNGKIN

RICHMOND- On Thursday, February 3rd, Governor Glenn Youngkin announced his administration is seeking applications for individuals to participate on the Commission to Combat Antisemitism.

“Every Virginian deserves the protection of the law, and this commission will chart a course for our Commonwealth that leaves antisemitism in the past. Our Jewish friends and neighbors must know

that we stand with them against the tide of hate and discrimination. I sincerely look forward to working with the passionate people selected for this commission on charting this new course so that everyone is respected regardless of their identity, color or creed,” said Governor Glenn Youngkin.

“In the face of prejudice and injustice, we look forward to working with all Virginians in upholding the ideals of justice and equality embedded in the Declaration and the Constitution and ridding our

communities of antisemitic harassment, violence, and discrimination,” said Chief Diversity, Opportunity, and Inclusion Officer Angela Sailor.

The Commission to Combat Antisemitism was created as an advisory commission within the Office of the Governor. The purpose of this commission is to study antisemitism in the Commonwealth, propose actions to combat antisemitism, reduce the number of antisemitic incidents, and compile materials and provide assistance to Virginia’s public school

system and state institutions of higher education in relation to antisemitism and its connection to the Holocaust. The commission will make recommendations to the governor and General Assembly with the goal of identifying ways to reverse increasing antisemitic incidents in the Commonwealth.

Applications for the commission can be submitted at www.commonwealth. virginia.gov/va-government/boards-and-commissions/combat-antisemitism.

Roller Coaster Week in Football SPORTS

SPORTS- It’s been a momentous week in the world of football.

On Sunday, January 30th, the Cincinnati Bengals defeated the Kansas City Chiefs in a major upset, securing their place in the Super Bowl. The Chiefs were highly favored to win the AFC championship game, but the Bengals were able to tie the game and send it into overtime.

Even though the Chiefs won the coin toss (for the second week in a row), the Bengals’ defense was able to intercept the ball, giving rookie Evan McPherson (#2) the chance to kick the winning field goal. Petersburg native Quinton Spain (#67) plays for the Bengals as an offensive guard. Cincinnati will go head to head with the LA Rams on Rams home turf at SoFi Stadium on Sunday, February 13th.

Just when the NFL was turned on its head by the Bengals’ unexpected victory, ESPN analyst Adam Schefter reported that legendary quarterback Tom Brady, who has played in the NFL for 22 years, would be retiring after this season. The report was not confirmed by Brady and

some outlets reported that the GOAT would not be retiring. But early on Tuesday, February 1st, Brady made the news official on his Instagram account, posting a lengthy thank you and farewell to his teammates, coaches, and fans. He will retire with a record seven Super Bowl rings.

The Washington Football Team released its new name this week, a much anticipated announcement from the team. The former Washington Redskins are now officially the Washington Commanders.

Owners Dan and Tanya Snyder announced the new moniker and revealed the redesigned team uniforms early Wednesday morning, February 2nd. Though the name has changed, the team’s colors remain burgundy and gold.

Flores interviewed for the head coach position for the New York Giants but lost out on that position to Brian Daboll, former offensive coordinator for the Buffalo Bills. Flores alleges in the suit that Daboll had already been chosen for the job before Flores even interviewed, based on a

text message mistakenly sent to him by Patriots head coach Bill Bellichick.

Flores is suing the NFL but also names three individual teams in his complaint- the Miami Dolphins, the New York Giants, and the Denver Broncos.

Despite the roller coaster week in sports, football fans are gearing up for the Pro Bowl on Sunday, February 6th and the Super Bowl on Sunday, February 13th.

POLICE SEEK ROBBERY SUSPECT

MEDIA RELEASE CHESTERFIELD COUNTY POLICE DEPARTMENT

CHESTERFIELD COUNTY, VA – Police are investigating a robbery that occurred at the 7-11 at 5549 Belmont Road at about 3:40 a.m. on Friday, January 28. No one was injured in the incident.

Police said a male suspect entered the business, displayed a firearm, and demanded money. After receiving the money, the suspect fled on foot.

The suspect is described as a black male, approximately

20 to 30 years of age and about 6 feet tall with a slim build. He was wearing all dark clothing, sunglasses, and an orange facemask.

Police continue their investigation into this incident.

POLICE INVESTIGATE FATAL HIT-AND-RUN CRASH CHESTERFIELD MEDIA RELEASE CHESTERFIELD COUNTY POLICE DEPARTMENT

CHESTERFIELD COUNTY, VA – The Chesterfield County Police Department is investigating a fatal hit-andrun crash that occurred in the 8100 block of Hull Street Road.

At about 6:12 a.m. on Feb. 2, police received a report that an adult male was found lying on the right side of Hull Street Road. Upon arrival, rescue personnel and officers located the man, who was found to be deceased.

At this point, the investigation indicates the man was crossing the eastbound lanes

of Hull Street Road when he was struck and dragged by a vehicle that left the scene.

Evidence recovered at the scene indicates the suspect vehicle is a 2001-2009 Chevrolet Trailblazer with front and passenger-side damage.

The suspect vehicle is missing a passenger-side mirror and has a black matte front bumper that is damaged.

The victim’s name is being withheld pending notification of next of kin. Anyone with any information about this crash is urged to contact the Chesterfield County Police Department at 804748-1251 or Crime Solvers at 804-748-0660 or through the

Robbery:: 1961 | January 31, 2022

This week, Crime Solvers needs your help to solve a robbery that occurred in Chesterfield County.

On Jan. 7, 2022, at about 12:30 a.m., two armed male suspects entered Hot Streak, located in the 360 West Shopping Center, and demanded money. The suspects took an undisclosed amount of cash and fled the area in a light-colored Cadillac sedan driven by an unknown suspect.

The first suspect is described as a Black male with a light complexion, approximately 55-60 years of age and about 5 feet 10 inches tall with a medium build. He was wearing a black jacket with camouflage-colored sleeves, blue jeans, a black mask and a black watch cap. The second suspect is described as a Black male, approximately 25-30 years of age and about 5 feet 10 inches tall with a medium

build. He was wearing a black jacket, blue jeans, a black face mask and a brown watch cap.

Full Speed Ahead SENATOR FRANK RUFF

15TH SENATE DISTRICT The General Assembly is now running at full speed.

The first week or two was focused on making deadlines to draft legislative proposals and getting them submitted. Likewise, any suggested changes to the budget that was introduced by Governor Northam had to be introduced. As well, the changing of guard in the Governor, Lt. Governor, and Attorney General’s offices and their leadership teams were the most prominent issues in those early days.

This week, the workload in the various committees increased drastically, often overlapping each other. As an example, I serve on the Privileges and Elections Committee that deals with election issues. Before it ends, the Agriculture and Natural Resources Committee, which I also serve on, begins its meeting.

Before that one ends, the sub-committee of Finance that deals with the funding of our colleges begins. I serve on that one as well.

Most days I am at the Capitol at seven and sometimes don’t leave until after seven in the evening.

Issues That Might Interest You Second Amendment Rights All Senate bills that aimed at correcting some of the bills that restrict the rights of those law-abiding citizens in the last two years have been defeated. There is no doubt that similar House bills will suffer the same results when they come to the Senate.

Protecting Voter Integrity Most of the Senate bills that deal with assuring all voters have free access to the polls and their votes properly recorded have all been killed. Any coming to the Senate from the House will fare no better.

One exception is legislation that Senator Jill Vogel and I both proposed.

Traditionally, the political party that wins the governorship is awarded a majority on the State Electoral Board. Our bill would end this practice by adding a member so that both parties would be equally represented. This assures that the State Electoral Department is fair. For far too long, having one party or the other left some believing that our elections are not. We believed that this year, with the Democrats in power in the Senate and Republicans in power in the House of Delegates, that now was the time for this to change.

Sustaining Our Woodlands Another bill of mine that appears to be accepting universal support is legislation that, hopefully, will encourage landowners to leave acreage in woodlands. There is a great deal of concern about forestland being converted to development. With the length of time needed to grow timber, especially hardwood trees, we should all be interested in policy that encourages landowners to keep acreage in forestry. The bill establishes a fund in which the state would offer incentives to counties to tax forestland at a lower tax rate. This has been used in the state for many years to assist the farmers who want to keep their farms producing agriculture products.

Protecting the Most Vulnerable On Friday, my legislation dealing with the youngest passed the Senate. This bill allows mothers of newborn babies who do not believe they can provide for that baby for financial, mental, or whatever reason, to leave the baby at a hospital or emergency medical facility up to 30 days after birth with no repercussions. Current law only allows the mother to act in two weeks. Our hope is this will prevent babies from being left in

unsafe places.

Not so successful were two bills that I had hopes would be enacted. The first was one that would allow Virginia distilleries to sell and ship directly to consumers in Virginia. This is exactly what the ABC department allowed last summer because of Covid.

No problems arose during those months. Shipments were made and signed for by adults, however, this fall they ended the practice.

The goal was to allow local distilleries around the state to get better exposure around the state. ABC’s opposition blocked passage.

The second bill I carried at the request of Governor Youngkin would have added “opportunity” to the title of his advisor for diversity. This became a target of some Democrats who defeated it on a party line vote. While the legislation was not successful, the lady that Governor Youngkin appointed is very capable. Even without the word “opportunity” in the title, she will focus on opportunity for all Virginians.

Should Investors Fear Fed Rate Hikes?

The prospect of Federal Reserve rate hikes continues to rattle Wall Street and cloud the outlook for precious metals.

On Wednesday, the central bank strongly signaled it will raise its benchmark Fed funds rate for the first time in three years – likely at its March policy meeting.

Policymakers noted that inflation is running “well above” target and also claimed a “strong labor market” justifies a degree of monetary tightening.

“There’s quite a bit of room to raise interests without threatening the labor market,” Fed chairman Jerome Powell said, adding, “wages are moving up at the highest pace they have in decades.”

FACT CHECK: Mostly False!

Price inflation overall is moving up at the highest pace in decades. Wages have certainly been rising in nominal terms as well, along with everything else in the economy that is susceptible to inflation pressures.

In real terms, though, wages are lagging behind. The Labor Department reported earlier this month that average hourly earnings for all employees decreased 2.4%

on an annual basis through December when adjusting for purchasing power.

In other words, wages aren’t keeping up with inflation – even when measured by the government’s jury-rigged Consumer Price Index, now running at a 7% clip.

Officials in Washington who insist things are looking up in the economy just don’t get it (or, in many cases, are deliberately misleading).

Ordinary Americans, however, do get it. They know they are losing out to inflation.

In fact, 61% of Americans say their family incomes are falling behind their costs of living, according to an NBC News poll. Only 7% say their incomes are rising faster than inflation.

Moreover, 72% of Americans say the country is headed in the wrong direction.

That’s one of the gloomiest social mood readings ever recorded in the history of such polling.

The small group of elites who are prospering is starting to grow restless as well amid the recent sharp downturn in stocks.

Some investors had hoped the recent bout of stock market selling would prompt the Fed to strike a more dovish tone. In recent years, Wall Street tantrums have caused the central bank to back off on tightening and unleash more stimulus.

But the gap between inflation and the Fed funds rate is currently the largest on record. Central bankers would lose whatever “inflation fighting” credibility they still have left were they not to start rate hikes this year.

But a single rate hike – or even several rate hikes – would not entail a fundamental departure from loose monetary policy. Officials would have to be willing to hike nominal rates over and above the inflation rate (7%+) in order to be “tight” in any meaningful sense.

Neither Wall Street investment banks nor Washington, D.C. politicians would stand for having their borrowing costs jacked up to 7% at this time.

The elites would stage a monetary coup to restore loose money were the Fed to stop doing their bidding.

But it won’t come down to that, of course.

The Fed will do whatever it takes to please its banking clients and shareholders – even if that means suppressing interest rates in perpetuity, buying up trillions of dollars in government and corporate bonds, and ultimately wrecking the value of the currency.

Savvy investors are positioning themselves for the unintended consequences to come.

For some time, the stock market has been the primary beneficiary of the Fed’s ex-

cess currency creation. But there are growing signs that this year will mark a major inflection point.

First the high-flying innovation-themed stocks broke down into bear markets.

Then the small capitalization Russell 2000 stocks erased all their gains from last year.

Next the S&P 500 and Dow Jones Industrials could go from correction to collapse when measured against real assets such as gold.

Although gold and silver have yet to post big gains in this environment, they are significantly outperforming the stock market so far this year.

This nascent trend may have legs against a backdrop of high inflation and deeply negative social mood.

Combined with persistently negative real interest rates, it’s a nearly ideal scenario for a major precious metals bull market to play out.

Although there are potential roadblocks ahead for gold and silver investors, the Fed is unlikely to be one of them anytime soon. History shows the early stages of a Fed-hiking campaign tend to be favorable for precious metals price appreciation.

The bottom line is that investors who are well positioned in hard assets shouldn’t fear the Fed. Those who cling exclusively to dollar-denominated financial assets, though, should be very afraid.

Ingredients: Pulled Beef: • 2 pieces (about 3 pounds each) beef chuck roast • 2 tablespoons taco seasoning or barbecue rub • 1 cup beef bone broth • 16 ounces Fresh Cravings Chunky Mild Salsa Salsa and Queso Slaw: • 16 ounces Fresh Cravings Chunky Mild Salsa • 16 ounces broccoli slaw blend • 1/4 cup green onions, sliced • 1 teaspoon salt • 1 cup crumbled queso fresco • 1 tablespoon Dijon mustard • 1/2 cup mayo • 2 tablespoons apple cider vinegar • 2 tablespoons cilantro (optional) • slider buns • Fresh Cravings Salsa • barbecue sauce • pickles • jalapenos • sliced cheese • roasted peppers • onions

INSTRUCTIONS 1. To make pulled beef: Season both sides of beef with taco seasoning. Wrap with plastic wrap and place in fridge 2-12 hours before cooking.

2. Place meat, beef bone broth and salsa in pressure cooker; seal according to pressure cooker directions.

Cook on high 60 minutes. Once pressure cooker is safe to open according to instructions, open and let meat rest in liquid 15 minutes.

3. Remove meat from liquid and place in large bowl. Carefully shred

meat. Pour liquid, up to half, over meat while shredding to keep it juicy.

4. To make salsa and queso slaw: In large bowl, mix salsa, slaw blend, green onions, salt, queso fresco, Dijon mustard, mayo, apple cider vinegar and cilantro, if desired. Cover with plastic wrap and refrigerate until needed.

5. To assemble sliders, place pulled beef and salsa and queso slaw on buns. Top with salsa, barbecue sauce, pickles, jalapenos, sliced cheese, roasted peppers and onions.

Lidge O. Jenkins Johnson, 87, of Prince George, VA passed away on Tuesday, February 1, 2022. Born in Hartsville, SC, he was the son of the late Ollie Eugene and Grace Griggs Johnson; and was also preceded in death by a daughter, Rhonda Carroll Johnson; and his sister, Genevieve J. Connor. Mr. Johnson is a 28-year veteran of the US Army, retiring from active duty in 1980 as a Lieutenant Colonel. His overseas deployments included service in Korea, two tours of duty in Vietnam and the Kingdom of Laos. In the years following his retirement from the military Mr. Johnson was a local entrepreneur developing subdivisions, building homes, owning car dealerships and other various enterprises.

He was very involved in his local community serving over ten years on the Prince George Planning Commission, running for office for House of Delegates, the Board of Supervisors, and serving as the Boy Scouts of America District Chairman. Mr. Johnson was a lifelong member of the Church of Jesus Christ of Latter-Day Saints and served faithfully as a Bishop, Stake President and most recently as a Stake Patriarch.

His hobbies included spending time with his family and the many activities that they were involved in, as well as boating, classic cars, and vacationing at Nags Head. He enjoyed talking to people, sharing stories and imparting wisdom and guidance to his family and friends. Mr. Johnson is survived by his loving wife of 62 years, Nancy Carroll Johnson; three children, Angela T. Mitchell (David), Derrick A. Johnson (Jacqueline) and Christopher A. Johnson (Elizabeth); and ten grandchildren.

Brenda Funk Davis, 74, of Church Road, Virginia, passed away peacefully at home surrounded by her family on January 31, 2022.

Born and raised in Petersburg, Virginia, she was the daughter of the late Charles Herbert Funk, Sr. and Edna Walker Funk. Brenda was small but feisty, she fought the good fight up until the end. She loved her family more than anything and took great joy in being a part of all our lives. She enjoyed sewing, cross stitch, crafts with her grandkids, going to the beach, and celebrating life’s important events with her family. Brenda was a loving sister, wife, mother, granny, and great-granny. She is survived by her devoted husband of 53 years, William Leroy Davis, Sr. whom she affectionately called Billy. He was her constant companion and caregiver. December 22, 1960 - January 29, 2022 (age 61) Our beloved father, Dr. Luciano Guadalupe-Rivera, ascended to God’s kingdom on January 29, 2022 at just 61 years of age. Luciano was born to the late Luciano Guadalupe and the late Anna Guadalupe-Rivera in Humacao, Puerto Rico. He is an alumnus of La Universidad del Sagrado Corazón in Santurce, Puerto Rico and La Universidad Católica Nordestana School of Medicine in Santo Domingo, Dominican Republic. Luciano served as the Director of Medical Services for the Division of Police in Puerto Rico and an attending physician at various hospitals in the San Juan metropolitan area. He later became a Certified Correctional Healthcare Professional as a Physician and served over 20 years as an Infectious Diseases and Health Systems Specialist for the US Department of Justice Federal Bureau of Prisons in Pennsylvania, Virginia, South Carolina, and Kentucky. Throughout his life, Luciano was a faithful and passionate follower of Christ who loved all unconditionally. In 1985, he married the love of his life, Lizbeth Guadalupe, with whom he raised three adoring children. In addition to being a loving father and husband, Luciano served in Pastoral roles at multiple Spanish language congregations, most recently at New Life Outreach International in Chesterfield, Virginia. Luciano was a gregarious and joyful father, relative, and friend to countless individuals. His hospitality, sincerity, and genuine warmth lit up any room he occupied.

He was an avid boating and automotive aficionado who loved including anyone he could in his many great adventures. He was survived by his wife Lizbeth Guadalupe, children Dr. Xavier Luciano Guadalupe-Diaz (Brian), Emanuel Jesus Guadalupe (Yhanni), and Lizbeth Ann Guadalupe, his sister Lucia Guadalupe-Rivera and brothers Alberto Guadalupe (Sheila) and Joaquin Guadalupe (Marta) and countless more friends and family.

It is with great sadness to share that Michael “Mike” Vincent Lang, 59, of North Dinwiddie, passed away on Sunday, January 30, 2022 while surrounded by loved ones. Mike was born on May 31, 1962, in Petersburg, Virginia to Barbara Reekes Lang and the late Gordon William Lang. Mike was baptized at an early age and thoroughly enjoyed the Victory Hour services hosted by Grove Avenue Baptist Church in Richmond, Virginia. Mike’s favorite place to spend his time was outdoors.

He enjoyed fishing, hunting, working in the yard, and scrapping metal. You could not find a harder worker. When Mike wasn’t outside, you would find him watching anything in the world of racing and of course, sports. He has been a lifelong, diehard fan of the Washington Redskins and had the shirts and hats to prove it. Mike will be remembered most for his caring spirit, willingness to lend a helping hand, and his big heart for both people and animals. Mike’s love for God, his family, and his friends ran very deep. He is loved by so many and will be truly missed. Infection, Hospitalization Gap Narrows Between Unvaccinated and Vaccinated: Study ZACHARY STIEBER

The protection from vaccines against the virus that causes COVID-19 dropped following the emergence of the Omicron virus variant, but held up better against hospitalization, according to a new study.

While the Delta variant was still dominant in the United States, COVID-19 cases and hospitalizations among unvaccinated people were 3.8 times and 12.9 times, respectively, those among vaccinated people without a booster, researchers in California found.

The gap between unvaccinated and vaccinated people who received a booster was even wider, with unvaccinated people experiencing infections 12.3 times and hospitalizations 83 times the rate of the metrics in the vaccinated and boosted group.

However, the gap narrowed significantly after Omicron, a variant of the CCP (Chinese Communist Party) virus, displaced Delta as the dominant strain in the country. The CCP virus causes COVID-19 and is also known as SARS-CoV-2.

Following that development, COVID-19 case incidence among the unvaccinated was just 2 times higher than the vaccinated, while hospitalization incidence was 5.3 times higher. Compared to boosted persons, unvaccinated had 3.6 times higher case rates and 23 times higher hospitalization rates.

The study, published as a Center for Disease Control and Prevention (CDC) report, examined a cross-section of residents in Los Angeles County age 18 or higher who tested

positive for COVID-19 between Nov. 7, 2021, and Jan. 8.

“It seems as though some people were more susceptible, even if they had been vaccinated, with Omicron than they had been with Delta, and even more so than with the previous variants,” Dr. Sharon Balter, the director of the Acute Communicable Disease Control Program at the Los Angeles County Department of Public Health and one of the study authors, told The Epoch Times.

“Although you can still get COVID even if you’re vaccinated, as we had hoped, the vaccines are still good for protecting against severe disease. And, in particular, I think there have been some questions about boosting and whether it was necessary, and I think it sort of emphasizes the importance” of that, Balter added.

Dr. Peter Gulick, an infectious disease expert at Michigan State University, agreed.

“The booster really does help with controlling Omicron,” he told The Epoch Times after reviewing the study.

Other studies and data analyses have indicated the primary series of the COVID-19 vaccines provide little protection against infection from Omicron and offer reduced but still strong protection against severe disease. Many experts advise most or all people to get an additional shot, known as a booster, to restore the lost protection.

But some data on boosters suggest the restored protection, particularly against infection, begins waning just weeks or months after administration.

The new study didn’t include an analysis of how long booster protection lasts but it’s an open question, Gulick said.

“Those are the questions that don’t have good answers, how long that’s going to last, and I know in Israel, they’re looking at a fourth dose,” he said.

U.S. authorities have allowed some immunocompromised people to get second boosters and Dr. Anthony Fauci, President Joe Biden’s chief medical adviser, said in January that another booster for all may become necessary.

The role natural immunity, or the protection from getting COVID-19 and recovering, also wasn’t studied by the California researchers, but it likely plays a part in the narrowing of the gap between the unvaccinated and vaccinated, according to Dr. Adam Cifu, professor of medicine at the University of Chicago.

“The vaccine remains effective, though to lesser extent against Omicron. The difference between vaccinated people and unvaccinated also declines as the severity illness caused by that variant declines and more unvaccinated people gain immunity through exposure to COVID,” Cifu, who was not involved with the study, told The Epoch Times in an email.
