City of Petersburg Shuts Doors, Citing COVID VDH Stats Show Low Tri-Cities Hospitalizations, Deaths PETERSBURG

PETERSBURG- The City of Petersburg was one of the last localities in the Tri-Cities area to reopen its city offices to the public after shutting down due to the Covid-19 pandemic. Now, those offices are closing once again.

At its Tuesday, January 4th meeting, the Petersburg City Council voted to grant City Manager Stuart Turille the

authority to close city offices and transition meetings to virtual platforms, citing Turille’s concern about Omicron variant case numbers.

Beginning immediately, city staff will work from home as much as possible, with only necessary on-site staff members present in office.

The proposal was not on the agenda published prior to the meeting, but instead added to the agenda by request during Tuesday’s meeting. The meeting was technically a work session of council, and because the

rules of council prohibit councilors from voting on an item of business during a work session, councilors also had to vote to suspend those rules in order to pass the proposed measure.

While city officials cited rising COVID cases as the reason for the closure, according to the Virginia Department of Health, Petersburg has reported zero deaths since December 23rd and three deaths recorded total for the month of December. Four hospitalizations have been reported for

Petersburg since December 1st. Colonial Heights has experienced four Covid-related hospitalizations and two deaths since December 1st, Hopewell twenty hospitalizations and seven deaths , Prince George fifteen hospitalizations and two deaths, and Dinwiddie four hospitalizations and three deaths. Petersburg is the only municipality currently reporting that it will reclose its offices. The media release from the city’s Office of Communications is included below.

Petersburg Instates Local Emergency Due to Rise in COVID Numbers MEDIA RELEASE CITY OF PETERSBURG

PETERSBURG- Petersburg City Council has adopted a resolution (20-R-12) confirming and ratifying the City Manager/Director of Emergency Management’s declaration of a local emergency due to the COVID-19 Pandemic. Petersburg administrative and emergency management teams have been monitoring closely the spread of COVID-19 in the City. The number of COVID cases is high and expected to increase within the winter months according to the Virginia Department of Health and the Crater Health District.

To address this, City Manager Stuart Turille is implementing a “work from home” policy for non-essential City employees effective immediately. The Manager empha-

sized continuity of service to citizens so that government services will continue as usual, however without in-person contact for non-essential services. In person service will continue for essential services such as Police, Fire, Billing & Collections, Transit service (buses operating) and limited Social Services, etc. To implement this, selected City facilities and buildings are closed to the public to better protect City workers who are essential and those unable to work remotely. City buildings closed to the public include: • Police Headquarters (For emergencies call 911, for non-emergencies call 804732-4222) • City Hall and City Hall Annex • Petersburg Public Library • All Petersburg Museums (Exchange, Centre Hill,

Citizens Unite to Keep Hopewell Beautiful HOPEWELL

HOPEWELL— Long before Johnny Partin was elected to city council and gained the position of vice mayor, he was involved in Keep Hopewell Beautiful, an organization whose mission is clear in its name.

The strength of the KHB

lies in community volunteerism and a sense of pride and ownership for Hopewell; concerned citizens rise at the crack of dawn to coordinate and conduct cleanup efforts in areas of town that are plagued by litter.

While no longer affiliated with KHB, the vice mayor continues to spearhead community cleanups around town. The efforts of volunteers, including Partin, members of the sheriff ’s

department, former mayor Jackie Shornak, and many others reached a milestone in December 2021: the 100th cleanup of the city.

Shornack said in a Facebook post, “What a great day!” She praised the vice mayor for his representation of the city and expressed her happiness to have been

In a Facebook post, he said, “We did it again! We achieved our fundraising goal for 2021!!!!”

He continued, saying, “We were able to grow the Tri Cities Environmental Endowment Fund (EEF) to $32,000. Even with the

Winter Storm Impacts VIRGINIA

VIRGINIA- The winter storm that swept through Virginia on Monday, January 3rd left the Tri-City area with a thin blanket of snow.

Some roads were flooded by the rain that fell prior to the transition to sleet and then snow, and accidents did occur on the slick and slushy roads Monday morning and afternoon. But overall, the region avoided major impacts from the storm.

Drivers in Northern Virginia weren’t so lucky. Josh Lederman, the White House correspondent for NBC News, began a Tweet thread at 1:44am the morning of January 4th explaining that he and hundreds of other people had been trapped on interstate 95 for over seven hours. The interstate was completely shut down by

the winter storm, leaving cars and trucks stranded as night fell and temperatures dropped. Lederman reported that drivers were running

out of fuel, some had even abandoned their vehicles, and that there was no way for emergency vehicles to get to anyone if there was a medical

emergency.

Virginia Senator Tim Kaine was also caught in the traffic, tweeting out a picture

from his car showing that he was surrounded by stopped tractor trailers. Senator Kaine said in the tweet, “My office is in touch with VDOT to see how we can help other Virginians in this situation. Please stay safe everyone.” I-95 was cleared and trapped motorists were finally able to escape the traffic nightmare after almost 24 hours stranded.

City of Petersburg Appoints Director of Economic Development PETERSBURG MEDIA RELEASE CITY OF PETERSBURG

PETERSBURG- The City of Petersburg is pleased to announce the selection of Brian A. Moore as the Director of Economic Development. In this position, Mr. Moore will be responsible for directing, planning, and leading the economic development programs and activities for the city.

“Mr. Moore brings a unique perspective, years of experience, an excellent educational background, a collaborative attitude, and a passion for Peterburg to the position,” said City Manager Stuart Turille. “He is dedicated to Petersburg’s goal to grow economic development and creating opportunities in the workforce for our citizens to succeed.”

Mr. Moore, a resident

of Petersburg for over 35 years, has extensive experience in Petersburg government as a former member of the government for over 12 years. His expertise includes economic development, community and urban development, Capital outlay projects, historic preservation, project management, site plan review, proposal development, and strategic planning.

“This is a critical time for economic development in Petersburg with the development and growth of the pharmaceutical cluster,” said Deputy City Manager Tangela Innis. “Mr. Moore knows Petersburg and his knowledge will give the city an advantage in moving quickly in attracting and developing industry and business.”

Mr. Moore has been a member and held numerous board and commission

appointments to include the Amtrack National Advisory Council, the Crater Planning District Commission, the Tri-Cities Area Metropolitan Planning Organization (MPO), National League of Cities, the Martin Luther King, Jr. Commission of the Commonwealth of Virginia, the Virginia Gateway Region Global Growth, Global Future Initiative, the Virginia Municipal League, the Virginians for High-Speed Rail, the Army Community Heritage Partnership, and the Crater Planning District Commission, Fort Lee Joint Land Use Study.

Petersburg to Select New Ward Map Council Debates Methods of Public Notice PETERSBURG

PETERSBURG- Localities across Virginia are finalizing new voting district maps that reflect population changes drawn from the recent census. Petersburg’s city council will hold a special meeting on January 18th to select one of the four proposed redrawn ward maps, and will hold a public hearing on the chosen map on January 25th.

At the Tuesday, January 4th city council meeting, Petersburg’s Ward 1 councilor Treska Wilson-Smith asked for details of how the city plans to communicate the information about the proposed maps to the public. She was told by city staff that the information would be posted on the city’s website and would be set up for residents to access at the Petersburg Public Library.

“Everyone is not computer savvy, everyone does not look at the website, and especially your elderly popu-

lation who may not come to the library to look at a ward map. For those persons whose streets are listed in the information, who will change from one ward to another…Is it possible that those individuals on those streets in all of the wards get a mailing letting them know that this is our proposal?” asked Wilson-Smith.

A discussion then ensued about public notice among Wilson-Smith, Mayor Sam Parham, and City Manager Stuart Turille.

Mayor Parham asked city staff if the information would be sent out to the public after the final map was chosen from among the four proposed maps or if information on all the maps would be sent out before council made a selection.

“Yes, I would recommend ensuring that you finalize the correct ward map,” advised Turille. “As I recall there was still some discussion on which maps would be final. Then once you’re clear on that, certainly cost

is not prohibitive if you feel it’s necessary to send out the final ward delineated maps. I don’t have a problem with it and posting on the website and all public places.”

The debate then turned to the timing of council’s selection of a final map in relation to the public comment period on the matter.

“If we finalize this on the 18th, does the public have ample amount of time to get the information that they need? I don’t think so,” expressed Wilson-Smith. “Are we doing the best that we can do to be sure that the public gets the information that they need and understand it?”

The current timeline would allow only one week for the selected map to be publicized, a short turnaround for those wishing to analyze the proposal and prepare comments for the public hearing.

Turille concurred with mailing out the information but suggested that the maps

needed to be finalized first, and that then the information on what had changed in the ward maps could be sent out to the public. He also proposed a city-wide virtual town hall information session for the public.

At this time, council intends to continue forward with selection of a map on January 18th and the public hearing on January 25th.

City Communications, Marketing, and Government Relations Director Joanne Williams confirmed to LNN that the city is working to set up a virtual town hall meeting for residents to learn more about the ward redistricting. There was no further discussion about the information being made available at the library despite the council voting to authorize Turille to close city offices and buildings, including the library, later in the meeting.

Colonial Heights Honors their Own COLONIAL HEIGHTS

COLONIAL HEIGHTS – The Colonial City Council acknowledged two key personnel to the city at the regular meeting on December 14, 2021. Mrs. Sheila Minor was honored for her services as the City Finance Director. The council also acknowledged the outgoing city treasure, Mrs. Harriet Frenier.

Both individuals were invited to the public meeting in order for the city council to share their appreciation and thanks for the service both provided for the city during their tenure.

Councilor Mike Cherry also received accolades from councilors as he was attending his final meeting as a Colonial Heights City Councilor. Cherry will be stepping into the role of Delegate in the Virginia General Assembly, replacing former Speaker of the House, Delegate Kirk Cox, who opted not to run for reelection.

Hopewell to Alter PD Step Pay Requirements HOPEWELL

HOPEWELL— A “step pay system”, salary increases for the Hopewell Police Department, was unanimously approved by the city’s council in fall of 2021. Now, the council is considering altering the requirements for Hopewell’s officers to qualify for that raise.

At the December 14th council meeting, Ward 4 Councilor Jasmine Gore suggested that police officers already in positions without proper credentials should not receive that pay increase.

Hopewell City Manager March Altman explained that this aspect of the pay increase had not been considered when looking at salary increases because of the primary concerns for the overall need to keep police salaries competitive.

Several councilors brought forth key points for consideration during the ensuing discussion. Councilor Gore tasked the city manager to look into certifications and then to make a recommendation based on his findings.

Ward 1 Councilor Deborah Randolph pointed out that no employment laws were being violated, and that any relevant legal issues should be verified. Ward 6 Councilor Brenda Pelham also spoke out on the topic, making the point that salary increases for only certified officers would provide uncertified

officers the motivation to seek certification.

Gore suggested that employees be granted a sixmonth window in which to meet certification requirements in order to keep their pay increase. That move would ultimately take away a pay increase that uncertified officers have already received should they not become certified in time and could have an impact on morale and officer retention.

In response, Altman stat-

ed, “We need to focus on minimum job requirements.

If you want to talk about certifications, you can be a certified police officer, that doesn’t mean you can’t be a police officer, but a different level of police officer.” He then requested that additional discussion be held with city council’s legal consultant, attorney Peter Eliades, in order to thoroughly research the legalities of the proposal.

A motion was made by

Gore and seconded by Randolph to approve a resolution to amend the fiscal year 2021-2022 operating budget for public safety salary increases to approve the subject to legal review, after which it will be presented once again to council.

The motion was unanimously passed by attending councilors Randolph, Arlene Holloway (Ward 2), Vice Mayor Johnny Partin (Ward 3), Gore, Janice Denton (Ward 5), and Pelham.

PRINCE GEORGE- On January 1, 2022, at approximately 12:30 am, Prince George County police officers responded to the 8600 block of Ellis Road, Spring Grove in reference to a shooting at a New Year, outdoor, bonfire party.

Upon arrival, police wit-

nessed two gunshot victims laying on a grass field.

Tramaz Tynes, 20 years of age, resident of Surry County VA, was pronounced deceased on scene. The second gunshot victim, Devon Clanton, 22 years of age, resident of Dinwiddie County VA, was transported to VCU Medical Center where he later died as a result of his injuries.

The crowd size at this event was estimated to have been over 200 attendees.

People were quickly dispersing from the scene as officers were arriving. Police are confident that these shootings were witnessed by people in attendance.

Currently, no arrest/s have been made. This investigation is active and developing. Police are urging

Attempted Shoplifting: 1957 January 3, 2022 This week, the Chesterfield County/Colonial Heights Crime Solvers program needs your help to solve an attempted shoplifting that occurred in Colonial Heights.

On Nov. 23, 2021, at 9 p.m., two suspects were observed under-ringing items and altering price tags in the selfcheckout line at the Walmart located at 671 Southpark Blvd. in Colonial Heights. Store security associates attempted to stop the suspects, but they fled the store, leaving the items behind.

The first suspect is described as a white male wearing a dark-colored shirt, blue jeans, a black and gray ball cap, and a gray jacket. The second suspect is a white female wearing a white shirt, dark-colored pants, a light-colored scarf, and a dark-colored jacket. They fled the area in a 1996-2001 blue

Honda Prelude.

2022 Session Coming Soon SENATOR FRANK RUFF

15TH SENATE DISTRICT The 2022 Session will begin on Wednesday, January 12. It brings new hopes, options, obstacles, and concerns. The greatest of these include the hopes of a new Governor, new President of the Senate (Lt. Governor Sears), and a new Speaker of the House of Delegates. This team of new leaders can begin the needed turnaround from the last two years of mismanagement. How much change will be determined in the coming weeks. The Democrats will still control the Senate with a margin of 21-19. This will allow them to control all committees and, therefore, determine what legislative proposals come to the floor for a full Senate vote. The reverse will be true in the House, where the Republicans will control the flow of legislation. I expect that, for this reason, you will only see passage of reasonable bills going to the Governor for his signature.

Changing of the Guard When the General Assembly goes into Session, the sitting Governor will still be Ralph Northam.

That night he will give his last State of the Commonwealth address. On Satur-

day morning, Glenn Youngkin will be inaugurated as Governor. Prior to his swearing in ceremony, he will host a prayer breakfast to start the day and administration in the proper perspective. After he, Lt. Governor Sears, and Attorney General Miyares are sworn into office, the new Governor will lay out his vision for Virginia. The rest of the day, as is standard, will be a festive parade and end with an evening celebration.

Budget Governor Northam offered his new budget a couple of weeks ago. It surprised some that he proposed several of the key issues that Youngkin had proposed during the campaign. Having those tax reductions in his proposal will ensure that some will receive support from both parties. We will do more for teachers and law enforcement as well as other state employees simply to keep up with inflation. After that, there will be give and take to create the final budget that best addresses the most critical issues facing Virginians.

Big Issues for this Session

Law Enforcement The state police, every sheriff’s department, and every police department large and small are having a challenging time main-

taining their authorized staffing level. This is driven by several issues. The first being salary levels, which have not kept pace with inflation and responsibilities. The second was caused by a lack of respect for the work expected of them. One need only watch the news to see troublemakers running rampant in various cities, or look at the statistics of the number of murders around the country to understand the challenges officers face. Even in Virginia, over the last two years there have been efforts to defund police, tie the hands of officers with fears of lawsuits, and politically appointed review boards.

To reverse the current situation, we must make changes that will encourage officers to stay in uniform. I expect and support the changes needed.

Mental and Behavioral Health There is no doubt that Covid and the constant news coverage of it has had a major impact on the mental health of many in our communities. Too often this has required the assistance of those trained to deal with behavioral health issues. A system that was already broken now is stretched far beyond its limit. Twice now, the department has closed its facilities. This has left

sheriff’s deputies and local police with the task of watching over some individuals to prevent them from harming themselves or those around them.

A better plan must be worked out.

Workforce Virginian businesses were rudely awakened last year. They already were aware that finding the right people to hire was getting harder. As we started coming out of Covid, businesses found the situation had worsened. Some older workers decided to retire rather than risk exposure.

Others found that unemployment benefits suited them better than returning to work. The situation was so bad that businesses had to operate with limited hours or limited days.

Training programs that I have pushed for years have worked, but the sudden exit of existing workers completely surpassed personnel needs.

We must now ramp up our training programs quickly.

That requires re-establishing a work ethic. A lack of that ethic has been made worse because of government policies.

The beginning of the new year marks a fresh start in government. Throughout the Commonwealth, city councils and county boards prepare to begin their work anew in 2022. Delegates and state senators will soon return to Richmond for the 2022 General Assembly session which begins on January 12th. A few days later, Virginia will inaugurate a new governor, Glenn Youngkin, who will reset the administration of the state government. Legislation, ordinances, and budgets are being crafted at all levels.

Now is the perfect time for citizens to engage in the processes that, taken as a whole, are the embodiment of self-governance.

But how can this nation be self-governing if its people choose not to engage in their own governance? Once the privilege of self-governance is abdicated, once that control of the laws impacting their day to day lives is relinquished, the people

Cholesterol – a waxy substance created by the liver or consumed from meat, poultry and dairy products – isn’t inherently “bad” for you. In fact, your body needs it to build cells and make vitamins and other hormones. However, too much “bad” LDL cholesterol, or not enough “good” HDL cholesterol, can pose problems.

High cholesterol is one of the major controllable risk factors for heart disease and stroke. Because it typically has no symptoms, you may not know you have high cholesterol until it’s already causing problems.

Knowing key health numbers like your blood sugar, blood pressure and cholesterol, and working closely with your doctor to manage them, are keys to preventing heart disease and stroke.

Those who have already experienced a heart attack or stroke or have family history of cardiovascular disease, chronic inflammatory disease or kidney disease may need to have their cholesterol and other risk factors checked more often and may need medication to manage their conditions to prevent another event.

According to the American Heart Association, as many as 1 in 4 survivors will have another heart attack or stroke.

Along with taking your medication as prescribed, some lifestyle habits can help manage your risk and help you live a longer, healthier life like watching what you eat, getting more exercise and managing stress.

Make Healthy Menu Choices A healthy eating plan is a well-rounded diet with plenty of fruits and vegetables (at least 4-5 servings each day). In fact, researchers at the University of Columbia found each daily serving of fruits or vegetables was associated with a 4% lower risk of coronary heart disease and a 5% lower risk of stroke.

Other smart choices for your menu include nuts and seeds, whole grains, lean proteins and fish. Limit

sweets, sugar-sweetened beverages, saturated fat, trans fat, sodium and fatty or processed meats.

Get Moving You likely know exercise is good for you, but an Oxford University study revealed simply swapping 30 minutes of sitting with low-intensity physical activity can reduce your risk of death by 17%. Mortality aside, in its Physical Activity Guidelines for Americans, the U.S. Department of Health and Human Services noted physical activity offers numerous benefits to improve health, including a lower risk of diseases, stronger bones and muscles, improved mental health and cognitive function and lower risk of depression.

The greatest impacts come from getting the recom-

mended amount of activity: at least 150 minutes of moderate activity, 75 minutes of vigorous activity or a combination of those activities per week. Be sure to discuss with your doctor which activities may be best for you.

If you’re having trouble getting motivated, small steps like walking your dog can lead to big changes over time. A scientific statement from the American Heart Association on pets and heart-health showed dog parents are more likely to reach their fitness goals than those without canine companions.

Reduce Stress Constant or chronic stress can have real consequences on both emotional and physical health. In fact, research shows chronic stress-

ors like long work hours, financial stress and work-life conflict may be as risky for health as secondhand smoke, according to a report by the Behavior Science and Policy Association.

Aside from the direct toll on your body – including elevated risk for heart disease and stroke from high blood pressure, depression or anxiety – stress can lead to unhealthy habits like overeating, physical inactivity and smoking.

Exercise is an effective way to keep your body healthy and release stress. You might also consider incorporating meditation and mindfulness practices into your day to allow yourself a few minutes to distance yourself from daily stress.

Research compiled by the American Heart Association suggests meditation can reduce blood pressure, improve sleep, support the immune system and increase your ability to process information.

Another powerful tool to fight depression, anxiety and poor sleep, according to researchers at the University of California-San Diego, is practicing gratitude or thankfulness. Start by simply writing down three things you’re grateful for each day.

How a Major Health Event Can Reveal Unknown Risks Before his stroke, Lee Stroy, a father of five, considered himself to be a healthy person.

“My gauge of being ‘healthy’ was my ability to wake up in the morning, get to work, take care of my family and live another day to do it again,” Stroy said. “That is, until I couldn’t.”

In December 2014, Stroy woke up disoriented and scared after suffering a stroke at just 38 years old.

He quickly discovered he had undiagnosed hypertension, diabetes and high cholesterol.

“It surprised me to learn there are often no visible symptoms for high cholesterol until a heart or stroke event,” Stroy said. “Unfortunately, I was not diligent about my annual check-ups, so my health setbacks provided me with a huge wakeup call.”

Stroy decided to take control of his health and this marked the beginning of a major lifestyle transformation.

The first change was quitting smoking. Next, he began incorporating exercise into his daily routine, initially with simple exercises from occupational therapy.

Eventually he worked up to walking several miles a day.

Stroy also gradually made changes to his diet and went from being a meat eater to vegan. He also attends regular doctor’s visits to keep tabs on his progress.

“While it was no easy feat to make such drastic lifestyle changes, they are now second nature,” Stroy said.

“Don’t put off or be afraid to go to the doctor. You could catch something early and be able to make changes that save your life.”

Managing Cold and Flu Season FAMILY FEATURES

As temperatures drop, the risk of illness – including cold and flu – rises. It can be easy to mistake the flu for a common cold since many of the symptoms are the same, but muscle aches, cough, fever, headaches and sore throat are some of the more common signs you may be suffering from the flu, which tends to come on quicker than a cold.

Be ready before cold and flu hit your household. Take inventory of your medicine cabinet, get rid of any expired medicines and make note of any you need to replace and replenish. Make sure you have pain relievers, fever reducers, decongestants, antihistamines and cough syrups that can be used to help fight cold and flu symptoms. In addition, think about other supplies you may need to have on hand such as tissues, cough drops, hand sanitizer, antibacterial soap, a thermometer and a humidifier.

Disinfect Household Surfaces Cold and flu viruses can live outside the human body on hard, non-porous surfaces such as metal, plastic and wood for hours, and sometimes even days. Regu-

larly cleaning often-touched household surfaces such as doorknobs, light switches, remote controls, faucet handles and countertops with a disinfectant spray or wipe can help kill germs that cause the viruses. Look for Environmental Protection Agency-approved disinfectants containing bleach, alcohol, pine oil, sodium hypochlorite, citric acid, hydrogen peroxide or quaternary ammonium compounds for best results.

Remember Healthy Habits One of the easiest ways to help avoid getting sick is to practice proper hygiene.

Saving sick time or a couple vacation days for the season can help avoid having to take unpaid time off if you need to stay home for any reason. Also consider enlisting the help of friends or relatives to help with sick children in the event you’re unable to take time off from work, and coordinate with your children’s teachers to ensure your little ones receive any schoolwork they may have missed while home sick.

Calvin Scott Blackburn, 60, of Colonial Heights passed away on Wednesday, January 5, 2022. Born October 13, 1961, he was the son of the late Calvin Slate and Mary Frances Blackburn, and was also preceded in death by his paternal grandparents, Lester and Blanche Blackburn; maternal grandparents, Burnell and Mattie Wilkinson; sister, Donna Hughes; and nephew, Jeremy Scott.

Calvin worked in the engineering department at John Randolph Medical Center for 34 years. He loved spending time in the shed with his brother-in-law, where many secrets have been shared between the two over the years.

He is survived by his loving wife of 40 years, Cindy Kay Blackburn; son, Scotty Blackburn; daughter, Jessica Blackburn; two grandchildren, Sydney Blackburn, Aaron O’Dell; sister, Karen Anderson and husband, John; brother Alan Blackburn; special brother-in-law, and keeper of the secrets of the shed, Buddy Haydon; numerous nieces, nephews, and other extended family members.

A funeral service will be held at 10:00 a.m. on Friday, January 14, 2022 in the Colonial Heights Chapel of E. Alvin Small Funeral Homes and Crematory, 2033 Boulevard.

Interment will follow in Bermuda Memorial Park. The family will receive friends from 6:00 – 8:00 p.m. on Thursday, January 13, 2022 at the funeral home. Terry Michael Vaden, 65, of Colonial Heights passed away on Wednesday, January 5, 2022.

Born June 8, 1956, he was the son of the late Frances Morris and Troy Glyn Vaden, Sr., and was also preceded in death by his brother, David “Dusty” Vaden; and his niece, Kelli Vaden.

Terry worked as a chef, traveling across the United States, cooking for several restaurants. He was a big time UVA sports fan, enjoyed using his green thumb to work in his garden, and was an avid artist who loved to draw. His friends were very important to him, and he treasured his time with them.

He is survived by his siblings, Cheryl Vaden Sheffield (Greg Cain), Lorrie Vaden Pond (Tommy), Troy Glyn Vaden, Jr., Timothy Wayne Vaden, Sr.; best friend, Jerry Nichols; numerous nieces, nephews, other extended family members and many beloved friends.

Interment will be private. A celebration of life will be held at a later date. He was born on January 4, 1950 in Sussex County, VA, to the late McKinley and Margaret Taylor. He joined Little Mount Baptist Church, Disputanta, VA, and attended Sussex Central High School, Sussex County, VA. Walter was employed at Cooper & Claiborne Construction, Inc. He loved his family, siblings and friends. He loved watching Westerns, Family Feud, Wheel of Fortune, Jerry Springer and Seinfeld on those rainy days off from work.

Along with parents, Walter was preceded in death by three brothers, Charles Taylor, Harold Taylor and Otha Taylor; and one sister, Gladys Taylor.

Mrs. Juanita L. Holland went home to be with the Lord on Monday, January 3, 2022. She was born on December 16, 1938 to the late Grace O. Jackson Tucker and Robert L. Manning.

Juanita raised her three children and was employed in New York. She was employed for 25 years at the Health and Hospital Corp. Juanita retired as a Payroll Director at Bellevue Hospital (one of the largest in the city).

Upon moving back home to Virginia with her husband, Juanita was an active member of Greater Faith A.M.E. Zion Church.

Juanita is survived by her husband of 49 years, Isaac Holland, Jr.; three children, Cherlylon E. Braddon, Vincent Lyttle (Sharron) and Gail P. Little; four grandchildren, Jamáal and Janelle Braddon, Shivon and Aaron Lyttle; great-grandchildren, Jakeel, Omari, Jamaris and Shamir; one sister, Greta Tucker Davis (Terrance Sr.); aunt, Lottie Brown; and a host of nieces, nephews, cousins, other relatives and friends.

William Marvin Lester, 88, of Dinwiddie, VA passed away on Monday, January 3, 2022. Mr. Lester began working at Progress Index as a teenager and worked his way up through the company.

William was a retired Independent Allstate Agent after many years of dedicated service.

Following his retirement from Allstate, he went on to continue to serve his community by joining the staff of J.T. Morriss & Son Funeral Home. He was a lifetime member of West End Baptist Church where he had been the President of the Titmus Bible Class. Mr. Lester is survived by his wife, Elinor Jones Lester; three children, William E. Lester, Sr. (Rosemary), Charles R. Lester, Sr. (Lorraine) and Pamela L. Rose (James); numerous grandchildren and great-grandchildren; and a sister, Delores Lester Panill; and beloved friend and faithful caregiver, Norma Walker. Mr. Roy A. Baines was called home to be with the Lord on January 2, 2022, at his residence in Petersburg, VA. He was born on March 1, 1950, in Sussex County to the late Dicie and Johnnie Baines. Roy was the youngest of six John (deceased), Brendal(deceased), Emma, Lillie, and Annie (deceased). He attended Sussex County Public Schools and was an active member of Mt. Moriah United Church of Christ in Waverly, VA where he served as a choir member and trustee until his health began to fail.

Roy enjoyed a life full of adventure.

Throughout his career, Roy worked in the transportation industry as a truck driver. When he retired he took up hobbies of working in his garden and became an avid wrestling and boxing fan. He also had a true passion for driving and working on engines. Roy valued family and was a regular attendee at the Cooper Family Reunion, which he looked forward to attending every year.

Roy leaves to cherish his memories: his children, grandchildren, nieces, nephews and a host of friends and relatives. The family would like to thank Roy’s sister Emma Moody, niece Tracie Baines and neighbor Mr. Sherman Atkins for the care they provided to Roy during his illness and transition.

We will all miss his laugh, smile and him rescuing us from whatever crisis we were in, but we know he’s resting and watching over us.

Willie was born March 1, 1978, to the union of the late Alberta Goodwyn Prince and the late Willie T. “Boo” Prince. He attended Dinwiddie County Public School System and was a graduate of Dinwiddie High School Class of 1996.

He was devoted to his mother, Alberta. Willie was a loving, kind person always willing to help when needed and known for having a smile on his face. Faye Perkinson Jefferson

was an extraordinary man, he was always willing to help anyone he could. He enjoyed doing home improvements and repairs for anyone. Mingia loved horsepower and was always in his garage working on someone’s car or playing with his own. No truer statement has been said than “if he couldn’t do it, then it couldn’t be done.” Mingia was even better at being a loving and faithful husband, married 37 years to his high school sweetheart, together they raised one incredible son that he was so proud of. He raised him up to be one fine young man and was blessed to receive a kidney from him in 2012.

He loved being a grandfather and enjoyed every minute he spent with Elliott, more often than not, instigating a little mischief.

He had a wonderful sense of humor and was loved and admired by so many people.

He is survived by his wife, Jackie Mingia; son, Wesley Mingia and wife Megan; grandson, Elliott Mingia; niece, Paige Tharp, husband Dwayne; great nephew, Chandler Tharp; great niece, Emma Tharp. He had 2 exceptional friends in Karl Hartle and Sam Clay. He also had numerous friends and loving family that live in North Carolina.

Julia Faye Perkinson Jefferson, 76, of Dinwiddie Virginia passed away peacefully at home on Sunday, January 2, 2022.

Faye was the daughter of the late Emmett Hudgins and Julia Meade Lockett Perkinson, and is survived by her daughter, Kelly J. Wilson (Pat) and grandchildren, Elizabeth Meade and John Patterson (Jack).

Faye was born in Petersburg, Virginia and graduated from Dinwiddie County High School. Faye worked for Alstom Power Company, from which she retired in 2010 after 25 years.

Faye enjoyed bowling and was also accomplished in crochet work. She was a loving mother to Kelly, and undoubtedly, her most treasured role was being Nana to Meade and Jack as well as many other “adopted” grandchildren and her special grand dog Nattie. The family would like to extend an extra special thank you to Les and Debbie Ryan for all the years of love and care they gave to Faye.

In consideration of the importance of social distancing during the pandemic, there is no visitation planned. Funeral arrangements will be forthcoming. In lieu of flowers, donations may be made to a charity of your choice.

September 6, 1946 - January 1, 2022 Our hearts were deeply saddened by the passing of our beloved, Mrs. Emma L. Lewis, affectionately known as “Betty”, of North Dinwiddie County, on January 1, 2022. She was born on September 6, 1946 to the late Rosa J. Booker. Emma accepted Christ at an early age and became a member of Pleasant Grove Baptist Church in Prince George County later in life under the leadership of Rev. Philip E. Knight, Sr. She was a graduate of the Class of 1966 at Peabody High School. In later years, she furthered her education, attending J. Sergeant Reynolds Community College and receiving a B.S. in Business Administration from Saint Leo College. She was a member of the Sunlight Elks Lodge #1558 and the Mustang Club.

She worked for Defense General Supply Center for over thirty years of dedicated service, from where she retired.

Emma was a very stylish and classy lady, where she was always dressed to impress.

She had many hobbies including a love for cooking and working in her yard. Emma was an avid Washington Redskin fan.

Herbert Jackson Hamilton, Jr.

Clary of Colonial Heights VA; estranged son, Westwood Donnally; nephews, Cory Lawson, Blake Lawson and Dakota Bennett, all of Prince George, VA, niece Caleigh Atkins of Dinwiddie, VA, and numerous uncles, aunts, cousins, and friends. Robby was born and raised in Hopewell, VA. He graduated from Hopewell High School in 1977. He worked for his father as a heavy equipment operator at VA Excavators Inc., until the business closed. During this time, he was known as one of the best operators in his field of work. Robby loved the outdoors and his friends and family. He was a Christian and loved watching Charles Stanley on TV. He was always willing to help others in need and was known to give freely to anyone that asked. In his younger years he enjoyed boating and was an avid shalom and barefoot water skier. Throughout his life, Robby faced many medical challenges and fought through all of them with

success including overcoming his alcohol, drug, and cigarette addiction while recovering from a stroke. However, he was unable to overcome a stroke. Herbert Jackson Hamilton, Jr., passed away on Saturday, January 1, 2022. Born in Petersburg, VA, December 4, 1966.

Son of Estelle B. Sutton, David M. Sutton, and Herbert J. Hamilton, Sr.; he was preceded in death by his father, Herbert Hamilton, Sr.; uncle, David L. Bailey; grandmother, Susie Bailey; and father, David M. Sutton.

He graduated from Dinwiddie High School in 1985 and from Newport News Shipyard Electrical Apprenticeship in 1989. He opened Dinwiddie Sporting Goods in 1991 which later transitioned to Five Forks Firearms.

In 1985, he married Barbara Lancaster.

They made their home in Dinwiddie where they raised three daughters. He was wellliked in the community and enjoyed being an outdoorsman, hunting and fishing.

He is survived by his mother, Estelle Sutton; wife, Barbara; daughters, Becky, Kelly, and Ashley; brother, Michael (Kim); nephew, Ryan; four legged guard dog, Bear; and feline friend, Beau.
