Viewpoint Leave it to Weaver What makes a true Border City resident?

What makes someone a true Lloydminster resident?

Is it being born here? Growing up here? Surviving enough winters to earn the right to complain about them?

In most communities, the answer is simple. You live there, work there and call it home.

But Lloydminster is different.

We are the Border City, where crossing from Alberta into Saskatchewan can mean travelling a few blocks.

We understand that 50 Ave. is more than just another street and that a simple conversation about taxes, insurance or shopping can quickly become a provincial debate.

But being a true Border City resident is about more than knowing which side of the line you are standing on.

Lloydminster has been built by people who came from somewhere else. Some arrived for work, family or opportunity, intending to stay only a short time. Years later, they are still here.

At some point, the temporary stop becomes home.

You become a true resident when you stop calling Lloydminster “this place” and start calling it “our city.”

You care about traffic. You recognize people at the grocery store. You support local businesses, attend community events or volunteer when help is needed.

You do not have to agree with everything happening at city hall. In fact, having an opinion about how the city could improve is often a sign that you care.

A true Border City resident is not defined by where they were born or how long they have lived here.

It is someone who has decided Lloydminster is home.

Everything else is just a matter of which side of 50 Ave. you happen to be standing on.

Council moves reserve funds for unforeseen expenses TAYLOR WEAVER ..................................

The City of Lloydminster approved a reallocation of reserve funds during its regular council meeting on Aug. 17, moving $164,750 to replenish the City Manager Contingency Reserve.

The contingency reserve is designed under municipal policy to give the city manager flexibility to authorize urgent or minor expenditures without prior council approval, ensuring city operations remain seamless. Administration reconciled the reserve following several emergent and unbudgeted operational expenses incurred earlier in the year.

“A few emergent and unforeseen expenses occurred, which were approved by the city manager and funded through the city manager contingency reserve,” administration noted in a report presented to council by corporate services.

Key expenditures being replenished from specific operating reserves include $134,750 for the city’s new enforcement and navigation unit (ENU), which funds a community peace officer and a community support worker to address local social disruption and $30,000 for asbestos abatement discovered during floor replacement work at the Park Centre.

Additional capital commitments totalling $231,206 were also detailed in the report to be reconciled CONTINUED ON PAGE 6 across various capital reserves.

These include $100,000 for an ENU fleet vehicle, $45,807 for utility line adjustments on 75 Ave., $33,000 for a roof condition assessment at the Servus Sports Centre, and $13,450 toward a replacement boom lift.

With an initial starting balance of $500,000 at the beginning of 2026 and total commitments of $395,956, the approved $164,750 replenishment leaves the forecasted ending balance of the City Manager Contingency Reserve at $268,794 as of Dec. 31.

Administration will continue to report on and reconcile the reserve account quarterly.

Saturday’s schedule included an 8 a.m. pancake breakfast in front of the Catholic Church, followed by an outdoor craft and food market that ran from 9 a.m. to 4 p.m. Live music, children’s activities and street vendors took over the downtown area throughout the day.

A central draw of the weekend was the Show & Shine Vehicle Display, co-ordinated by local volunteers. The showcase featured more than 100 classic cars and trucks.

For local businesses and residents, the annual surge in visitors offered both an economic boost and a chance to highlight regional tourism.

“It’s good for everybody to come out and enjoy our town,” Schneider said.

“We have a great community and I think that’s really partly why people keep coming back.”

Three people face 68 charges after Saskatchewan RCMP seized drugs, firearms and ammunition during a Lloydminster traffic stop.

Lloyd man charged following Legion break and enter TAYLOR WEAVER ..................................

A 51-year-old Lloydminster man is facing charges following a break and enter at the Border City’s Royal Canadian Legion #39 last week.

Omar Cristiano Caceres, 28, of Bonnyville, Alta., along with Zanielle Demarais, 26, and Kevin Kahmahkotayo, 30, both of Lloydminster, each face 14 joint offenses, including multiple counts of possession of a weapon for a dangerous purpose, possession of a firearm in a motor vehicle, and possession of a controlled substance for the purpose of trafficking.

Caceres faces additional charges including weapons possession contrary to an order and breach of a conditional sentence order. Kahmahkotayo and Demarais also face individual firearmrelated charges.

All three suspects made their first appearance in Lloydminster Provincial Court on Aug. 20.

Aaron Chief, 44, and Raven Heathen, 35, both of the Onion Lake area, are each charged with four counts of possession for the purpose of trafficking and one count of possession of a weapon for a dangerous purpose.

Chief faces an additional charge of failing to comply with a release order condition. Both individuals have been remanded into custody. Heathen is scheduled to appear in Lloydminster Provincial Court on Aug. 26, while Chief is set to appear on Sept. 2.
