This led to the formation of The Garden City Historical Society, in 1975.

The GCHS is dedicated to preserving the historic character and unique ambiance of our Village and raising awareness, understanding and appreciation of its history, through community outreach and education.

The Society is also committed to restoring, maintaining and managing its National Registerlisted, 1872 A.T. Stewart-era “Apostle House” Museum. Using funds raised by our Capital Campaign. the front and east facades are currently being restored.

The Museum will reopen for guided tours on Thursdays from 11 am - 2 pm, or by appointment, after the Covid crisis.

The A.T. Stewart Exchange The A.T. Stewart Exchange, the Society’s consignment shop, sells quality antiques and collectibles, furniture, silver, porcelain, art work, vintage jewelry and linens, mirrors, lamps, crystal, and holiday gifts. Who We Are Since 1945, the Garden City Parent Teacher Association has been dedicated to serving children and families in our community. Today’s Garden City PTA is a network of parents, teachers, administrators and community members devoted to the educational, social and emotional success of children. Our commitment to creating a collaborative environment where families and the school community can work together fosters positive change in our schools and within our community. Together we are a powerful voice for all our children, a relevant resource for our families and a strong advocate for public education.

Through our annual membership drive and fundraising efforts we are able to provide cultural programs, speaker engagements, health and safety programs, monetary awards to high school seniors and so much more. Many of our events and programs have become long-standing traditions in our schools and for our students.

Our grants have enhanced the educational experience for students in each of our seven schools.

The Adult Reference Department offers many programs in person and online such as art lectures, food and nutrition, crafts, musical performances and popular book discussions and title swaps.

The Children’s Department offers: movement and music, family programs, storytimes, book discussions, art and science programs, a summer reading club, and much more. These programs have been offered both in the library and outdoors, as well as virtually The Young Adult and Children’s Departments jointly host tween activities such as book discussions, games, crafts, and theme days such as Star Wars Day. The Young Adult Department offers volunteer opportunities in person and virtually, through Teen Advisory Board and Teens and Tots and other programs. Summer Reading Club, practice tests and college prep, baking, science and STEM programs, movies, game nights, holiday events, are among the fun and educational activities available from home or at the Library.

Library collections include: books, magazines, newspapers, music CDs, DVDs and audiobooks. Passes to museums and parks are also available. Technology in the library includes: computer lab, printers, scanner, Wi-Fi, wireless printing, iPads, Chromebooks.

100 years of Garden City’s Community Agreement

If you’ve ever voted in a Village-wide election, you may have noticed there are no political parties on the slate – no Democrats, no Republicans or Green Party candidates. Many have asked how this evolved, and what is the history of the so-called “Community Agreement”. We thought, on the Centennial of the Agreement, it was time to share more on the history and circumstances that resulted in our unique form of Village government.

First, what was going on in 1919? Garden City, having been founded in 1869 by Alexander T. Stewart, included three sections – the Estates (which included the homes nearest to Stewart Manor), Old Garden City (now known as Central) and the Eastern section. The number of homes in each area varies, with Estates having about 160 homes, Old GC also having about 160 homes and the East having about 50 homes.

Prior to this time, each of these areas existed as separate community. In March 1918, the corporation that had developed and operated the Estates informed the residents of that community that they would no longer provide them basic services such as lighting, street maintenance, etc.

Volunteer residents of the Estates quickly realized they needed to determine how they would establish themselves going forward and began to investigate the idea of incorporating as a Village. This first volunteer effort prompted the other localities to start thinking about their own circumstances, including deciding who would “own” the name Garden City.

The next several months were filled with lots of debate and discussion. Not all sections were in favor of incorporating into one Village.

Strong opposition formed in the Central section, who was serviced by the Garden City Company and were content with that relationship. The East, also serviced by the Garden

City Company, were more willing to go along with incorporation, but also had some concerns about this dramatic change.

Months of debate went by, with opinions evolving and tensions sometimes high. By April 1919, it seemed things were becoming irreconcilable between the sections. The Garden City Company was attempting to withdraw their support in incorporating the three sections, Central residents were intent on incorporating into their own Village and Estates and the East were focused on having all sections join as one.

Legal action was imminent, and residents were pitted against one another.

Finally, on May 15, 1919, when most felt there was no hope for the incorporation, C. Walter Randall drew up a compromise he hoped would address everyone’s concerns. The “Declaration of Community Policy” defined that the representation of the Village governing body would be selected by each section, allowing them their own representation and ensuring that no one section could have all the representation. The Central would have two Trustees, Estates 1 trustee and the East 1 Trustee. The “president” (now referred to as Mayor) would be a rotated person from one of the Sections. Our first Village mayor was George Hubbell (still famous for Hubbell’s Pond!).

This approach was never intended to be legally binding. Instead, it was referred to as a “Gentleman’s Agreement” signed with a handshake among neighbors dedicated to their hometown. Their creation of such a unique form of government, designed specifically for the Village of Garden City by a group of volunteer residents, provided us a solid foundation.

The Agreement has been modified over the years, but the spirit of volunteerism, dedication and innovation continues on.
