Another “new normal,” beyond masks and social distancing, may soon apply to a day of fun at your local neighborhood park. The Garden City Board of Commissioners of Cultural & Recreational Affairs (Recreation Commission) is evaluating a plan to require identification of residency

status for all park and playground visitors. Garden City’s park facilities have had a heavy uptick in use this year as COVID-19 quarantine left many children home from school and residents home from their jobs. The proposed “Leisure/Park Pass” program would apply to every Garden City resident, regardless of age, and would be implemented by summer 2021. The idea was discussed during

a meeting of the Recreation Commission on December 9th. Under the proposal, anyone who lives in the village and has family or friends visiting, or friends of the children who want to play together at a park would still be able to do so, as long as the Garden City resident is a passholder or has provided a valid address in the village to the Recreation department. The issue is escalating, but at what pace and for what outcome? “Escalating” best represents the height of the Long Island Rail Road monster utility poles -- 93 feet above residents’ homes. “Escalating” also best describes the scope of a potential lawsuit and its costs to the Village of Garden City in litigation. “Escalating” could also refer to the number of antennae and “hardware” add-ons from 5G and wireless networks’ utilities such as Verizon, AT &T and T-Mobile that are being installed atop the poles. The issues were brought up at the Central Property Owners’ Association meeting, held Tuesday night December 8 at in-person the Garden City Senior Center, and with many more residents tuning in via Zoom. Discussion among CPOA members was led by Village Trustee Louis Minuto and interim CPOA President Ed Finneran, who fielded questions about potential actions of the Village Board of Trustees, who were scheduled to meet two days later. The Village Board’s meeting agenda for Thursday December 10 included the long-anticipated hire of Garden City-based law firm Berkman Henoch Peterson Peddy & Fenchel, P.C. “to pursue litigation against such parties as are recommended by counsel, for the purpose of removing certain utility poles placed alongside the LIRR right-of-way within Garden City, all in accordance with a proposed retainer agreement now on file with the Village Clerk, for the rates recited within the proposed retainer agreement, but not to exceed a total sum of $100,000 without further resolution of this Board.” The agenda item noted that funding for this contract is to be appropriatSee page 20

Village Court suspended Effective Monday, December 14, there shall be no live evening courtroom appearances. The court will continue to conduct virtual and telephonic conferences and continue to dispose as many cases as possible. The court will remain open during normal business hours to accept payments as well as file paperwork related to cases.
