Board approves up to $400K for initial plans of "Centre at St. Paul's"

On a frigid nor’easter Thursday night, a week ahead of Thanksgiving, the Garden City Village Board of Trustees approved up to $400,000 in expenses to create initial plans for its much-debated multimillion-dollar “Centre at St. Paul’s” concept. The Board of Trustees and handful of residents who came to the November 15 meeting heard from Carlos J. Cardoso, a partner and director of Construction Administration at Beyer Blinder Belle (BBB) who led the presentations held at the Garden City Casino on July 17 and 26. The Board heard a presentation on the two next steps, outlined as "Temporary Protection" and "Pre-schematic" phases will cost the village between $375,000 and $400,000 as the Board consulted with Village Attorney Peter Bee, before making an “off-the-agenda” motion to approve this cost as a “not to exceed.” Village Treasurer Irene Woo provided some details on the breakdown before requesting the Board to authorize a corresponding transfer of funds of $400,000 from the village’s budget year Contingent account. Woo explained that although reporting would be coordinated by Beyer Blinder Belle the Board had a breakdown of four proposals for four consultants; one from BBB and one from Thornton Tomasetti, the structural engineer of the project. There were eight to ten items from VHB Engineering, a civil engineer. Cardoso explained that the fourth firm was a mechanical engineering firm that would be needed at the latter part of the second stage ahead, which is the pre-schematic phase. With these designated next steps, the effort outlined is clearly not pure preservation of the historic building, erected in 1883 in tribute to the founder of Garden City, Alexander Turney Stewart. Cardoso explained the objective: “We are not setting a program of historical preservation, but we are going in there (to inspect) to determine exactly what the issues are and what the options are that are available." “We are trying to fit different functions within it, whatever the function might be, we all need to begin with an understanding the definition of adaptive reuse. The current building as it stands right now needs an adaptive reuse in order to be viable. If it stays the way it is and has been since about 1990, that hasn’t gotten very far. We are trying to work towards a different use and we are reclaiming some of St. Paul’s historic features,” Cardoso said.

Historical Society Holiday House Tour The Garden City Historical Society has announced that it will be reviving its lively and well-attended Holiday House Tour, which will take place on Thursday, December 13, beginning at 5 p.m. A limited number of tickets at $75 per person will be sold for the House Tour. All guests will begin at the Cathedral of the Incarnation, where they will be assigned a

tour group. The Cathedral’s Dean, The Very Reverend Michael Sniffen, will conduct a special tour of the magnificent church and the museum in the crypt. Guests will then visit the Episcopal Diocese See House (aka the Bishop’s Residence). Using their own cars, guests then proceed to three elegant, historic homes in the Central Section.
