Funding, plans evolving for Library’s children’s room renovations BY RIKKI N. MASSAND

At the Garden City Public Library’s Board of Trustees meeting on Monday, November 11, Village Trustee Colleen Foley said she’s spoken to Department of Public Works Superintendent Joseph DiFrancisco about communicating more frequently with GCPL staff and adminis-

tration. Recently DiFrancisco and Village Administrator Ralph V. Suozzi visited GCPL to discuss upgrades for flooring in the small (basement-level) meeting room and flooring plus other needs to address mold, paint and staining for the larger downstairs meeting/program room. On November 11, Trustee Foley explained that depend-

ing on the choices with floors of the two lower-level rooms, outfitting each room could cost upwards of $25,000. A heavier investment, hopefully to be paid through a combination of village-budgeted funds and state-level grant monies and bullet aid, is for the much-anticipated renovation of See page 41

The developer for the proposal to build 150 luxury rental apartments in the village’s east, the 555 Stewart Avenue project, has requested changes to its approvals, including reducing the height of one building and changing the mix of apartment types. On November 6 the Village received updated project specs from the developer, and a process of departmental and site plan reviews will commence in the coming weeks and months. At the Eastern Property Owners’ Association meeting Tuesday evening, November 19 at the Garden City Senior Center, Village Trustee John Delany explained that he was pleased to learn two weeks ago that the two buildings proposed for the 4.65-acre site in between Raymond Court and Roosevelt Field Mall will be at a lower height than originally presented. One of the two proposed buildings of apartment units will be close to Stewart Avenue, the other will be further back on the property, towards its northwest border. “The biggest change which I find to be very helpful is the division of the types of apartment units. As it was originally proposed (at several 2018 Board of Trustees’ hearings to enact a zoning change to allow residential use of the property) the property would have 20 one-bedroom units, 115 two-bedroom units and 15 three-bedroom units. Now they are proposing to build, still with 150 units but in two separate buildings: 67 one-bedroom units, 74 two-bedroom units and 9 three-bedroom units. The fair housing component to be included remains at the same 10% of the total units, remaining in compliance,” Trustee Delany said. As mandated in the MHANY/ACORN Federal Court judgement, 555 Stewart Avenue will include a 10% portion (15 units out of 150) to be affordable housing. At the EPOA’s last meeting on October 8, Delany commented on how important it was and how the trustees have given direction for the developer to not section off one part of the future building(s) for affordable housing and for its units to be distributed equally. This week Delany reported that the variety of 15 affordable housing units will be dispersed throughout the complex. He told the EPOA the developer plans the component of affordable units to be 2 one-bedroom units, 12 two-bedroom units and a one three-bedSee page 41
