St. Paul’s stabilization project expected to begin in January

On Sunday, November 3rd, the Garden City High School Field Hockey team beat Manhasset to claim the Nassau County Championship for the 25th time in 26 years. The team heads to the Long Island Championship tomorrow vs. Bayport-Bluepoint in pursuit of the Long Island Championship.
At Tuesday night’s special Board of Trustees’ meeting ideas on the costs and uses of the St. Paul’s building were discussed before an audience of about fifty residents. The audience of 50 residents and a few trustees asserted cautions about development plans, as several ‘cart-before-the-horse’ comments were made. Consultants for the Village
pointed out that three processes need to be completed -- evaluation of existing conditions, stabilization, and abatement — well before the final decisions on use are made or voted on. The question remains open whether that vote will be by the entire village population in a community vote, or just by the Board of Trustees). When Village Trustee John Delany asked about the likelihood Garden City would receive competitive bids for the stabilization phase, Cardoso announced that among contractors the village’s consultants have spoken with, “there is great interest in being involved with St. Paul’s.” Beal explained how CNY and Beyer Blinder Belle have met with contractors to get a sense of what some charges for stabilization work could be, without them getting any sneak peek on a bid and packaging of construction jobs. Garden City Deputy Mayor Robert Bolebruch asked Village Treasurer Irene Woo to inform the public better about the legally required municipal competitive bid process, and she noted a normal time period of six weeks between when bid specs are determined, the open bid process and the (Board’s) award of bids. Specs are reviewed for insurance acceptance, accounting and budget considerations, as well as coordination with project teams, including by the village purchasing department and for compliance with the law by village counsel (the law firm of Bee, Ready, Fishbein, Hatter & Donovan). A crowd of over 50 Garden City residents gathered at Village Hall on Election Night, November 5, but their interest in municipal affairs had nothing to do with the 2019 ballots that many of them cast earlier in the day. Residents came to partake in a special Board of Trustees’ meeting on the future of the village-owned St. Paul’s main building on Stewart Avenue, and hear details from consultants on a timeline for stabilization and abatement work on the site — estimated to take place over the next six to eight months. From Beyer Blinder Belle (BBB) Architects & Planners LLP, partner and Director of Construction Administration Carlos J. Cardoso returned to Garden City for another meeting with the village trustees, the latest in over a half-dozen meetings attended since his firm was hired by the Village of Garden City in the fall of 2017. Walter Beal, a project executive with CNY Group, who represents the firm overseeing construction management for the initial stabilization phase at St. Paul’s, also presented information at the meeting.
