The Garden City Board of Trustees heard encouraging news from the small army of consultants the village has hired to evaluate and plan for the preservation of the historic St. Paul’s main building. According to one of the consulting engineers, the building’s facade is “in good condition” although there are many interior problem areas, mainly due to water intrusion through the roof and windows. The Board’s work session on Thursday, September 12, drew as many consultants as village residents, or more. Innovative design and construction firms on hand included Beyer Blinder Belle (BBB), represented by Carlos Cardoso, who delivered the two conceptual plan presentations for “the Centre at St. Paul’s” in July 2018 at the Garden City Casino; Thornton Tomasetti’s Senior Principal Steve Szycher, a civil engineer by training, and Charles “Chuck” Van Winkle as their firm is charged with structural assessment of St. Paul’s, and Walter Beal of CNY Group, the construction manager hired early this year for the initial, “preconstruction” stabilization phase of St. Paul’s. The village’s longtime engineering consultants, VHB Engineering, was represented on September 12 by its Director of Land Development Courtney Riley, who spoke about her firm’s report on cultural resources found within St. Paul’s and the comprehensive environmental assessment report for the historic structure. At a Board meeting last January longtime resident George Salem asked if the various consultants the village hired since mid-2017 have been communicating with each other regularly. Brian Daughney, who was mayor at the time, replied that there is no overlap as the consultants to date were representative of “a complete team.” The public got its first view of that team’s work at the September 12th work session. During the session, Trustee Brian Daughney asked if the initial stages, the “stabilization phase” would include stripping the interior walls of lead paint. Beal told trustees it is imperative to “stabilize the structure, then abate” at St. Paul’s. The first cost for the Board of Trustees to authorize would be a $984,000 estimate, provided by See page 52
