Village Trustees mull permission for outdoor dining structures BY RIKKI MASSAND
Rounds of public comments delivered by over a half-dozen of Garden City’s restaurateurs offered insights into the struggles many of them still face 16 months after the initial onset of the pandemic. Concerns for their futures were exacerbated by an item on the Garden City Board of Trustees agenda for of the July 15 meeting: termination of the “Temporary Revocable License Agreements for Use of Village Owned Property” for the restaurants Calogero’s Novita, Revel, and Waterzooi -- which are all located on Franklin Avenue north of Stewart Avenue. During the July 15 meeting Trustee Bruce Chester commented that from a liability and insurance point of view, restaurants’ outdoor dining setups and structures are on village property in the parking lots behind Franklin Avenue storefronts. Chester said the municipality must be aware and vigilant of such liability issues. “The structures were certainly an excellent idea with trying to help these businesses out at the time, to let them have these structures and for clientele to come in (and dine outside). BY RIKKI MASSAND At its July meeting the Village Board of Trustees approved a 20-year license agreement for the Garden City Casino, a non-profit tennis and social club in the heart of the village. The future of the longtime recreational and social hub was secured with the license agreement which is effective October 1, 2021 and runs to September 30, 2041. Following the Board of Trustees’ approval, the Casino license agreement must be signed by representatives of the nonprofit. Former Garden City mayor and trustee Brian Daughney, who had spoken publicly about the potential for the Casino property at 51 Cathedral Avenue during his years as a village trustee, commented on the decision at the July 15th meeting. Daughney, an experienced attorney, said that the form of the license agreement does not appear as a standard legal document. Others in attendance at the July 15 meeting questioned the reasoning for not further exploring the use of the facility, and for not following through on the idea of a Request For Proposals (RFP) to find other possible uses. During the Board of Trustees’ meeting on Thursday, July 15 Village Treasurer Irene Woo discussed a recent communication the village received from New York State about funding from the American Rescue Plan Act, which provides funding to all municipalities. “We were recently notified that the funding that will be distributed to the Village of Garden City will be $2,293,000. As we’ve previously talked about, the state will be distributing this funding in two halves.
