Weld problems cause additional costs at water tower BY RIKKI N. MASSAND At the Board of Trustees’ meeting last Thursday evening, Village Administrator Ralph Suozzi delivered news that some problems have been found in welding on the new water tower, which is scheduled to go into service in the third quarter of this year. On its agenda, the Board of Trustees approved a proposal for $211,936 for time spent on engineering services by consultants due to issues with welds on the new structure. H2M Architects + Engineers billed the Village for additional services due to issues with the contractor, Caldwell Tanks, Inc. An apparent ‘welding issue’ was brought to trustees’ attention at a prior meeting, as Suozzi noted interior and exterior welds were found to have a non-structural material problem. This required H2M to perform additional engineering work for project and issue-related oversight, meetings, and “bringing in subject matter experts.” Suozzi says the charge was for the consultants’ time and services “that H2M put on the project.” Last Thursday the Board also approved $50,000 in legal services for Sive, Paget & Riesel, P.C. related to the village’s contractual dispute with contractor Caldwell Tanks, as Suozzi connected both unanticipated additional engineering and legal costs to the welding issue.

BY RIKKI N. MASSAND The Village Board of Trustees’ meeting on Thursday, March 25, marked the final meeting for Garden City Mayor Dr. Theresa M. Trouvé presiding, as the Board’s annual reorganization meeting is set for Monday, April 5. New mayor Cosmo Veneziale, and new trustees Tom O’Brien, Bruce Chester, Mary Flanagan and Terry Digan will be sworn in that night. On March 25 Mayor Trouvé looked back fondly on the 12 years she’s given as a community organizer and local government official, as she completed five years as a director/volunteer with both the Central Property Owners’ Association and the Eastern Property Owners’ Association before being elected as a Village trustee in 2014. She served as mayor from April 2019, when the Village of Garden City celebrated the 150th anniversary of its founding (1869) and the 100th anniversary of its incorporation as a municipality, in 1919. “Being the second woman, in 100 years of history of our Incorporated Village of Garden City, was my greatest honor. I consider this (local government) experience one of the most golden periods of my life -- this has been wonderful, and I am happy that I had the courage to say, ‘YES’.” She added that when decisions were challenging “I tried to stay faithful to

Problems with welds not structural

The Antique Car Parade may have been cancelled this Easter, but that won’t keep the Kiwanis Easter Bunnies from making their appearance on Seventh Street on Easter Sunday. Mr. and Mrs. Bunny are a long-time Garden City tradition, delighting children and grown-ups alike. So look for the Bunnies, for photo-ops and lollipops. The parade has been tentatively rescheduled for Sunday, May 30th.

“This money was unanticipated but absolutely necessary to get the job done right for this village -- the water tower is a very visible and expensive investment and it needed to be done right. There is no other option...The water tower is a multi-year village project that endured numerous delays in its beginning but as we got towards the welding phase, the H2M consultants had inspectors on the ground, in the tank with the welders and they continually pointed out inferior welding conditions that were not given proper attention. They were repeatedly told ‘it’s fine’ or it will be taken care of. Any welding that would have taken place after the tank’s painting would have been a disaster as that would have damaged the paint, so prior to the start of the See page 47
