Formanyinthe21stcentury,losingaccesstotheinternetwouldmeanlosingtheirconnection totheworldaroundthem.AshighlightedbytheCOVID-19pandemic,havingaccesstothe internetisanessentialinthistechnology-drivenworld,fromcallingfamilyandapplyingforjobs tocompletingonlineclassworkandaccessingTelehealthappointments
However,inthismodernagewhereconnectivitydeterminesaccesstoopportunities, healthcare,andessentialservices,thedigitaldivideinruralAmericastandsasaglaring inequality Thisdivideisn’tjustabouthavingthelatestsmartphoneorfastestinternet;it’sabout thestarkrealitythatmillionsofAmericansarebeingleftbehind.Nearly1in4ruralAmericans stilllackbroadbandinternetaccess,citingthisasamajorproblemintheircommunity This digitaldisparityalsodisproportionatelyaffectslow-incomeAmericansandpeopleofcolor. Ultimately,bridgingthisdivideisnotjustamatterofconveniencebutapressingnecessityfor achievingequity
Thedigitaldivideexacerbateshealthandeconomicdisparitiesinruralareas,whereresidents alreadyfacenumerouschallenges.Withoutreliableinternet,ruralcommunitiesstrugglewith limitedaccesstoTelehealthservices,whichhavebecomeanincreasinglypopularmodeof healthcaredeliverysincethepandemic.Telehealthiscriticalforthosewholivemilesawayfrom thenearesthealthcareprovider Thislackofaccess,however,meansthatmanyrural Americansforgonecessarymedicalappointments,preventableconditionsgountreated,and moreseverehealthissuesandhigherhealthcarecostsaccumulateinthelongrun Economically,thedigitaldivideinhibitstheabilityofmanyruralresidentstoseekandsecure jobs,accessonlineeducation,andapplyforgovernmentassistanceprograms,further

However,despitetheavailabilityandpotentialbenefitsoftheLifelineprogram,itsreach remainslimited Anestimated38millionUS householdsareeligibleforassistanceunder Lifeline,yetpoormarketingandyearsofgovernmentmismanagementmeanthatfewuseit–or evenknowaboutit.Manyalsosaythattheprogrammustbeupdatedtomeettoday’s increasingbroadbanddemands,includingoveradozensenatorswhowrotetocongressional leadersin2020urgingforadditionalfundingforLifeline.AsofMarch2024,only7.6millionare currentlysubscribed Thisisaparticipationrateofjust20%throughouttheUS,analarming rate.Thestateswiththelowestrates,includingMontana,Nebraska,Kansas,Idaho,Wyoming, SouthDakota,andNewHampshire,allhaveparticipationratesbelow10%andtendtobesome ofthemostruralstates.
