MESSAGE FROM THE SUPERINTENDENT The 2020 Annual Report is an effort to inform our community about school progress and the success of our Lindale Eagles. The Lindale Independent School District has the reputation of being one of the finest school systems in Texas. Our student achievement and success during this past year has certainly strengthened this great reputation.

Lindale ISD, again, earned the highest possible rating from the Texas Education Agency, an “A Rating." Lindale schools are known for their strong academic standards. The high standards and the efforts of our students, teachers and staff resulted in the “A ratings” and winning UIL Academics District Championship at every level; 6th, 7th and 8th grade, as well as, the high school level. This is the 5th consecutive year that Lindale students have earned this achievement.

Our Lindale Band Program is celebrating its 70th year since its inception. The Lindale Band Program has over 700 students participating in several bands in grades 6-12. The Lindale High School Band earned a 1st Division rating for the 45th consecutive year.

2019 was certainly a year of growth. Many students and families are new to our school district, as student enrollment reached a record high of 4,250 students. With more students and staff, additional classrooms and facilities are needed. The Lindale community, again, showed its great support with the passing of the November 2018 bond election. Construction resulting from the passing of the bond election is going very well and will be complete by September 2020. We cannot thank the Lindale community enough for its great support during this election and throughout the years. Lindale ISD is blessed in so many ways, but our parent and community support is certainly one of our biggest blessings.

Lindale ISD’s STAAR data results illustrate one reason LISD is looked to as a leader in educational excellence. These tables provide details about the percent of students who meet grade level standards in Reading and Mathematics.

Once again, Lindale students continue to out-perform other Region 7 districts, as well as, most schools across the state.

However, that is only part of the story. Lindale students are also offered a vast opportunity to participate in activities which match their interest. From band to robotics, to bass fishing, to debate at Harvard, to drama in Austin and everything in-between, these opportunities combine to provide our students avenues to success. As a result, academic achievement increases. Graduation rates, college admissions test results and career industry level certificates are all increasing in Lindale.

The academic achievement combined with extra-curricular successes, all contribute to Lindale’s “culture of excellence."

LHS Class of 2022 Sign Lindale TJC Promise Scholarship

228 out of 300 Lindale High School ninth-graders have signed up for the TJC Promise, a Tyler Junior College scholarship initiative that will benefit high school students within the college’s tax district. The TJC Promise Program is a six-year, comprehensive program that spans from 9th grade through the first two years of college. The TJC Promise encourages students within the TJC tax district to perform well academically in high school and college, while limiting the number of missed school days and promoting community service.

The TJC Promise increases access to higher education in East Texas by providing high school students an opportunity to earn up to two years of tuition and fees at TJC. The Promise Program encourages students, families, and the community to dream bigger to transform our region.

With more than 120 degree and certificate programs available at the college, plus extensive technical and training programs, students will benefit from the TJC Promise whether they plan to transfer to a four-year institution or go directly into the workforce.

“The Lindale TJC Promise is such a wonderful opportunity for any Lindale graduate starting with the Class of 2020,” Lindale ISD Superintendent Stan Surratt said. “I personally attended TJC for two years and it was a wonderful experience. I am excited that our students can now earn a two year college scholarship by making good grades, having wonderful attendance and behavior, and by giving back to our community through community service. The Lindale TJC Promise will help our students, parents, school staff and community focus on attaining a college education after high school much earlier than in the past.”

The General Fund pays for the District's day-to-day operations. The largest portion of the annual district funding comes from the state, followed by local taxes.

STATE

At 50 cents of every dollar, the State of Texas is LISD's largest funding source. The amount paid by the state depends on average daily attendance, student demographics and property values.

Funding from the state does not fully cover educational costs.

LOCAL TAXES Local taxes are levied on a calendar-year basis and collected from local taxpayers. At 43 cents of evey dollar, levies are critical to district funding.Â

FEDERAL Federal money accounts for about 1 cent of every dollar received and helps provide vital services in specific areas.

OTHER All other funding sources combine to make up the remainder of almost 6 cents out of every dollar received. This includes capital leases, gifts, donations and fees that are used for very specific needs.

Nearly 57% of District's General Fund spending goes directly to the classroom and supports student learning

Lindale ISD had another outstanding financial year. The district, once again, had a clean audit and earned a superior rating on the Financial Integrity Systems of Texas report, for the 9th consecutive year. Due to Lindale's strong standing, the district was able to pay 4 million dollars cash towards the capital projects approved by the local taxpayers that include high school classroom expansion, the multi-purpose activity center and stadium renovations.

TEACHING & TEACHING SUPPORT 57 cents of every dollar spent was used for teaching and teaching support such as nurses, counselors, librarians and classroom assistants.

SCHOOL & CENTRAL OFFICE Administration, which includes principals and central office staff, accounted for 7 cents of every dollar.

CUSTODIAL, MAINTENANCE & GROUNDS 8 cents of every dollar was spent on school maintenance, custodians and ground crews.

Buses and drivers to safely transport students daily cost the district 4 cents of every dollar.

UIL activities, including band, athletics, speech & debate, etc. cost the district 4 cents of every dollar.

2 cents of every dollar went to pay for services such as technology, printing, graphics, security and lease payments.

BUDGETING FOR THE FUTURE Michelle Tate, Director of Finance The District is responsible for educating nearly 4,300 students. The total revenues for the 2018-2019 school year from all funding sources totaled $110.5 million and expenditures totaled $89.6 million. In addition to the General Fund, are the Debt Service Fund (pays principal and interest of bonds approved by voters), the National Breakfast and Lunch Program Fund (provides meals to students), the Capital Projects Fund (Tax Payer Approved Capital Projects funded from Bonds), and several Federal and State Grant Funds (for specific purposes such as intervention, special education, etc.). 25 million dollars remains in the Capital Projects Fund to be expended in 19-20, as bond approved projects (High School classroom expansion, multi-purpose facility, and gymnasium) are completed.

The Board of Trustees is ultimately responsible for the stewardship of the District's assets. The budgeting process involves all stakeholders, administrators and the Board of Trustees. Budgeting is an on-going process that evolves and adjusts as new data becomes available throughout the budgeting cycle. The budgeting process begins in February and is completed in August with the Board Adoption of the Budgets and Tax Rates. Several Budget Workshops are held during Board of Trustees public meetings.

- The budgeting process begins with a review and evaluation of the District strategic goals, new initiatives, and site based decision making input.

- Revenue projections are based on average daily attendance, student demographics, and property values and debt service requirements.

- Each campus/department is given an allocation of budget funds based on their 1st semester average daily attendance, enrollment, student demographics, number of bus routes, and other allocation methods.

- Campus/Department Heads prepare their budgets and submit for review and approval.

- Personnel is the largest expense and is budgeted with any projected salary increases, as approved by the Board of Trustees, as well as new personnel.

- Any new requests for additional staff, new programs, or one time expenditures are submitted and are then evaluated and ranked and later presented to the Board of Trustees who approve or disapprove the request based on need and funding.

The County Appraisal District provides estimated Tax Values in April and final Values late July to the District. The District will then calculate the adopted, effective, and voter approved rates.

According to State law a Public Meeting to Discuss Budgets and Proposed Tax Rates Notice must be published in the newspaper 10 to 30 days before the date of the public hearing. State law requires the Board of Trustees to adopt the tax rates by September 29 or 60 days after certified values are received from the Appraisal District. Budgets must be adopted by August 31st.

BOND UPDATE Thank you, Lindale community, for voting "yes" to the measures on the ballot in November 2018.

By approving the bond, you demonstrated the community's continued commitment and support to Lindale ISD students, staff and schools. We appreciate your trust in us to continue our work to ensure excellence in education for all students.

After the election, we quickly began work on all construction projects made possible by the bond approval: Renovation of Eagle Stadium, Lindale High School Expansion, Multi-Purpose Activity Center, Auxiliary Gym and Security Enhancements.

The high school will soon have 23 additional classrooms, a new auxiliary gym, indoor practice facility and cafeteria expansion and renovation. Eagle Stadium now has the capacity to seat 8,500 people and is one of the premier stadium and sports venues in East Texas. All elementary campuses will have a new security buzzer system installed. Throughout the district, new surveillance cameras and equipment are also being installed.

SCHOOL IMPROVEMENTS In addition to the major bond projects, there are a number of smaller projects taking place to modernize the schools and help with student growth.

Some of these projects include: - Installing new playground equipment at Lindale Early Childhood Center, College Street, Velma Penny & E.J. Moss - Updating and re-surfacing tennis courts near E.J. Moss and adding new LED lighting system - Parking lot expansion at Lindale Eagles Baseball and Softball complex - Parking lot expansion at LISD Administration office All construction is expected to be completed by September 2020.

Lindale High School Classroom Expansion The expansion of LHS will add 23 new classrooms, a new auxiliary gym, expand the cafeteria to add additional seating and a new parking lot. LHS is more than 25 years old and is projected to soon exceed core and student capacity. LISD has grown from 2,573 students to more than 4,000 students in 18 years.

Multi-Purpose Activity Center

The new Multi-Purpose Activity Center (MAC) will be the most used facility at Lindale ISD. It will cater to many students, including band, drill team, cheerleaders, soccer, baseball, softball, football, track and field, etc.

Eagle Stadium Renovations The renovations at Eagle Stadium include additional seating, additional parking, bigger concessions, new restrooms, new press box and upgraded audio equipment. The renovations benefit many student groups and our community.

Lindale ISD puts priority on building powerful partnerships in the community among families, higher education, nonprofit organizations and businesses throughout the regionall with the common goal of success for all students.

These partnerships provide community engagement opportunities such as student internships and community-based learning experiences. They also present opportunities for volunteers to give the gift of time.

Our community partners work with us to identify needs in our rapidly growing and changing district, then contribute through a variety of resources to help meet those needs.

BUILDING POWERFUL PARTNERSHIPS SUCCESS COMES WHEN EVERYONE IS ENGAGED

Hideaway Lake Kiwanis Club: "Read to Succeed" targets 1st and 2nd graders at College Street and Velma Penny Elementary schools. Kiwanis volunteers come to the campuses at least one hour a week to listen to students read one-on-one. In addition, Kiwanis provides a book to students in grades 1-3 each spring as a part of the "Read to Succeed" program. Kiwanis volunteers, along with the librarians of each of the three campuses, have a Day of Giving where each class is brought to the library for every student to receive a free book. HAWL Kiwanis also offers the "Voice" program which serves young students, 3-5 years old, on the ECC campus. Volunteers work with campus Reading Intervention teachers and the school counselor to offer assistance to young beginner readers.

BUILDING POWERFUL PARTNERSHIPS SUCCESS COMES WHEN EVERYONE IS ENGAGED

The Lindale Rotary Club donates money to the Lindale High School Speech and Debate program, the Lindale ISD Education Foundation and LHS Project Graduation on their annual Day of Giving. Lindale Rotary also offers the Rotary Youth Leadership program and provides dictionaries to LISD 3rd graders on "National Dictionary Day."

BUILDING POWERFUL PARTNERSHIPS SUCCESS COMES WHEN EVERYONE IS ENGAGED

The Lindale Area Chamber of Commerce partners with Lindale ISD in many ways. LACC provides volunteer opportunities for TJC promise students, awards LISD Teacher and Students of the Year, hosts the Harvest Hustle 5K, which raises money for the LISD Education Foundation, and promotes activities and events of each campus.

LINDALE ISD ALUMNI ASSOCIATION HONORS 2019 DISTINGUISHED ALUMNI

The 2019's Distinguished Alumni Award recipient was a graduate of Lindale High School, Class of 1973. Dr. Larry Daniels attended Wiley College in Marshall and the University of Texas Medical School at Houston, where he obtained his M.D. He is licensed to practice medicine in both Louisiana and Texas. Currently, he is a family physician in Shreveport, Louisiana.

The Alumni Association also bestows a Distinguished Service Award for those who served the Lindale Independent School District. The 2019 recipient, Mrs. Peggy Alexander, played an important role at Lindale ISD. She was a teacher at the Lindale Primary School and served as the Director of Special Education Services at Lindale ISD, before retiring in 2014. She spent 34 of her 44 years in education at Lindale. As the Director of Special Education Services, she excelled in leading her staff in producing a program that was second to none.
