MESSAGE

FROM THE SUPERINTENDENT 2020 was certainly a challenging year because of the COVID19 Pandemic. Lindale ISD, with more than 4,200 students, was able to safely re-open schools with great success. Lindale ISD students, parents, teachers and staff worked together to put many safety precautions in place to mitigate the spread of viruses.

Lindale Eagles students and programs had a phenomenal fall semester. The Pride of Lindale High School Band won the State Championship in the UIL 4-A Military Marching Contest. Our Lady Eagles Volleyball team had one of the best season in school history, finishing with a record of 27 wins and only one defeat. Our Lady Eagles were ranked 2nd in the state most of the season. The Lindale Eagles Football team also had its best season in school history, making it to the 4-A State Championship game. Our Lindale Eagles were 13-3 for the year including an undefeated District Championship. Our Eagles went on to win five consecutive playoff games before falling to Argyle in the 4-A State Championship game.

The Lindale High School Basketball teams have followed the pattern by winning District Championships in both boys and girls divisions. The Lady Eagles had a big victory in BiDistrict. Our Eagles basketball team and Lady Eagles basketball team are both ranked in the top 20 in state polls.

Lindale ISD is known for its strong academics and standards.

Lindale Jr. High and E.J. Moss Intermediate easily won District Championships in UIL Academics in every level, 6th grade, 7th grade, 8th grade and overall. Lindale more than doubled the next closest school in every category. Many other programs of LISD are having tremendous success as well.

Lindale ISD has had the reputation as one of the finest school systems in Texas for many years. The 2020-21 school year success takes away doubt of this reputation. Lindale ISD is one of the best schools in Texas.

The Superintendent and the Board function as a "TEAM OF EIGHT." The School Board is the corporate policy-making body for the district, and the Superintendent and staff provide the leadership to cause Board polices to be implemented. Therefore, the Lindale ISD Board of Trustees and Superintendent function as a "TEAM OF EIGHT" to provide open communication to the staff and patrons of the district.

Our school cafeteria offers breakfast and lunch daily. For the 2020-21 school year, Lindale ISD offered free meals to all students through a USDA waiver offered during the Pandemic.

LISD also has more than 50 students participating in the Backpack Program. As part of that program, LISD sends food home with students for the weekend.

School Operations During a Pandemic MACIE THOMPSON, ASSOCIATE DIRECTOR OF CURRICULUM

Lindale ISD was able to safely re-open K-12 school buildings for in-person learning and activities and has kept them open since August of 2020. While Texas students did not participate in the STAAR test in Spring of 2020, Lindale High School graduating seniors continued to take the SAT and ACT, in preparation for college. Lindale ISD students are graduating LHS meeting benchmarks that indicate they are ready for college, as well as performing above the state average on both the ACT and SAT. The 2020-2021 school year was met with the unique challenges of the COVID-19 pandemic.

Lindale ISD implemented Canvas as the district’s learning management platform and Canvas became our online classrooms, bridging the gap between campus and home as it was needed. All students, Pre-K through 12th grade, used Canvas to access course materials, interact with their classmates and teachers, actively engage in assignments and take assessments. Canvas allows teachers to design rigorous, robust lessons that digitize elements of the classroom and bring learning to students, wherever they are. LISD’s dedicated and outstanding teachers worked diligently throughout the summer months and school year to create online lessons that were accessible to students both in the classroom and learning at home. LISD also purchased additional iPads so each student in the district had access to a device to use for online learning.

What Lindale teachers and students were able to accomplish this year is truly incredible. As we move forward into future school years, the features and capabilities provided by Canvas will continue to benefit LISD’s students. The online lessons and educational resources that were built and used during this unprecedented year, will continue to enrich the educational experiences of Lindale ISD.

COLLEGE CAREER LIFE Lindale ISD is committed to helping students make sound decisions when it comes to selecting an institution of higher education. We offer several College Fairs and scholarship opportunities.

Tyler Junior College offers our students incentives, tuition and guaranteed admission for students who follow a comprehensive program. Lindale 9th graders have the opportunity to sign up for the TJC Promise, a Tyler Junior College scholarship initiative that will benefit high school students within the college’s tax district.

Human Services

House Bill 5 (HB5), passed by the Texas Legislature in 2013, made substantial changes to the state's curriculum and graduation requirements, assessment program and accountability system.

More specifically, HB5 dramatically changed the way schools and districts approached Career & Technical Education (CTE). With this sweeping legislation, the focus shifted from only college readiness to college and career readiness.

Lindale ISD has fully embraced the spirit behind HB5 and placed a large emphasis on developing its career & technical education programs over the last several years.

FIRST PROMISE STUDENTS BEGIN THEIR EDUCATIONAL JOURNEY AT TJC

BY MATTHEW RAMIREZ It was fall of 2016, during the 90th anniversary year for TJC, that superintendents from six East Texas communities came together with then TJC Chancellor Dr. Mike Metke on the front lawn of Jenkins Hall. They gathered to recognize a historic occasion, the signing of a memorandum of understanding for the new TJC Promise.

This ceremonial event recognized a strategic partnership focused on building the college going culture and ensuring that more East Texas students successfully pursue and complete a college education.

Four years later, amidst the challenges of the pandemic, the first class has begun their educational journey at TJC. Of the 617 qualified high school seniors within the inaugural group, 385 students elected to come to the College. 62% of the first group came to TJC as the first TJC Promise Scholars. These Scholars achieved the standards of the program, based on academic achievement, persistence and community service, all four years of high school.

Kailey Cloud is one of 385 Promise Scholars attending TJC. The students came from 15 difference high schools and are pursuing 71 different majors.

Kailey Cloud, a pre-nursing major from Lindale, is part of the first class. "Being at TJC is a bit surreal, because as a high school freshman just hearing the word 'college' was enough to make me feel overwhelmed," said Cloud. "From what I'd heard it could be expensive and stressful." As a first-generation college student, Kailey was fortunate that her family moved from Sulphur Springs to Lindale to participate in the TJC Promise program.

While achieving the requirements wasn't too challenging, she found the community service a bit daunting. However, she was able to volunteer at the local library and provide support to adult students pursuing their GED's through a partnership with the Literacy Council of Tyler. "I could not have imagined how big of an impact the experience would have on my life," Cloud said.

Kailey, like her fellow Promise Scholars, appreciates that the financial stress of college has been relieved, since she does not have to pay for tuition and fees for two years at TJC. She is beginning to understand how the Promise program prepared her for college while she was in high school. "I have perfect attendance for in-person classes this semester at TJC, I study hard and am optimistic that I will earn good grades," Cloud said.

"I also know that the importance of getting involved in the community. I plan to make the most of this opportunity!" Kailey appreciates the support system for the Promise at TJC, including the two Success Coaches and the Director of the program. "When I've run into issues or needed help to make a decision, they are there to support me," Cloud said.

"I want to thank the Promise team, and I want to thank my mom who has supported my decisions and helped me every step of the way."

"With the challenges of the pandemic, we are very pleased with the number of students in the first class of the TJC Promise," said Matthew Ramirez, director of the TJC Promise. "They have made their communities proud, and they are working hard at TJC. We are here to support them and to help ensure their success at TJC and beyond."

STATE At 57 cents of every dollar, the State of Texas is LISD's largest funding source. The amount paid by the state depends on average daily attendance, student demographics and property values.

Funding from the state does not fully cover educational costs.

LOCAL TAXES Local taxes are levied on a calendar-year basis and collected from local taxpayers. At 41 cents of evey dollar, levies are critical to district funding.

FEDERAL Federal money accounts for about 1 cent of every dollar received and helps provide vital services in specific areas.

OTHER All other funding sources combine to make up the remainder of about 1 cent out of every dollar received. This includes capital leases, gifts, donations and fees that are used for very specific needs.

Nearly 67% of District's General Fund spending goes directly to the classroom and supports student learning

Lindale ISD had another outstanding financial year. The district, once again, had a clean audit and earned a superior rating on the Financial Integrity Systems of Texas report, for the 11th consecutive year.

LINDALE ISD - FINANCIAL SUCCESS Michelle Tate, CPA, Director of Finance The District is responsible for educating nearly 4,200 students. The total revenues for the 2019-2020 school year from all funding sources totaled $50.5 million and expenditures totaled $69.2 million. In addition to the General Fund, are the Debt Service Fund (pays principal and interest of bonds approved by voters), the National Breakfast and Lunch Program Fund (provides meals to students), the Capital Projects Fund (Tax Payer Approved Capital Projects funded from Bonds), and several Federal and State Grant Funds (for specific purposes such as intervention, special education, etc.). 4 million dollars remain in the Capital Projects Fund to be expended in 20-21 for final payments on Bond projects. Some of those projects include high School classroom expansion, high school cafeteria expansion, security upgrades, Eagle Stadium renovations, playground upgrades, multi-purpose facility, and gymnasium.

The Board of Trustees is ultimately responsible for the stewardship of the District's assets. The budgeting process involves all stakeholders, administrators and the Board of Trustees. Budgeting is an on-going process that evolves and adjusts as new data becomes available throughout the budgeting cycle. The budgeting process begins in February and is completed in August with the Board Adoption of the Budgets and Tax Rates. Several Budget Workshops are held during Board of Trustees public meetings.

- The budgeting process begins with a review and evaluation of the District strategic goals, new initiatives, and site based committees input.

- Revenue projections are based on average daily attendance, student demographics, property values, and debt service requirements.

- Each campus/department is given an allocation of budget funds based on their 1st semester average daily attendance, enrollment, student demographics, number of bus routes, and other allocation methods.

- Campus/Department Heads prepare their budgets and submit for review and approval.

- Personnel is the largest expense and is budgeted with any projected salary increases, as approved by the Board of Trustees, as well as new personnel.

- Any new requests for additional staff, new programs, or one time expenditures are submitted and are then evaluated and ranked and later presented to the Board of Trustees who approve or disapprove the request based on need and funding.

The County Appraisal District provides estimated Tax Values in April and final Values late July to the District. The District will then calculate the adopted, effective, and voter approved rates.

According to State law a Public Meeting to Discuss Budgets and Proposed Tax Rates Notice must be published in the newspaper 10 to 30 days before the date of the public hearing. State law requires the Board of Trustees to adopt the tax rates by September 29 or 60 days after certified values are received from the Appraisal District. Budgets must be adopted by August 31st.

NATIONAL MERIT

Lindale ISD Senior, Andre Samaraweera, is a finalist for the National Merit Scholarship.

This means he is in the top 1% of students in the country.

“Seeing my score [on the PSAT] was by far the most exciting because it felt gratifying to see all my hard work pay off,” Sameraweera said. “I was happy that I could qualify to get a scholarship because of my academic scores.”

The National Merit Scholarship is a scholarship awarded to those who do well on the Preliminary SAT or the National Merit Scholarship Qualifying Test (PSAT/NMSQT). The National Merit Scholarship Corporation will grant around 7,600 students the scholarship after an intense filtering of about 1.6 million entries.

The Lindale High School Chorale performed with LHS alumni and country music superstar, Miranda Lambert at the American Airlines Center in February 2020.

Lambert brought the chorale on stage to sing her 2016 Grammy nominated single “Tin Man.” Lambert said she remembers starting a petition 20 years ago for the creation of a choir at LHS.

Thank you, Lindale community, for voting "yes" to the measures on the ballot in November 2018.

All bond projects are officially complete.

The high school now has 23 new additional classrooms, a new auxiliary gym, an indoor practice facility and an expanded and renovated cafeteria.

Eagle Stadium now has the capacity to seat 8,500 people and is one of the premier stadium and sports venues in East Texas. All elementary campuses have a new security buzzer system installed. Throughout the district, new surveillance cameras and equipment are also installed.

By approving the bond, you demonstrated the community's continued commitment and support to Lindale ISD students, staff and schools.

SCHOOL IMPROVEMENTS In addition to the major bond projects, there are a number of smaller projects taking place to modernize the schools and help with student growth.

Some of these projects include: - Installing new playground equipment at Lindale Early Childhood Center, College Street, Velma Penny & E.J. Moss - Updating and re-surfacing tennis courts near E.J. Moss and adding new LED lighting system - Parking lot expansion at Lindale Eagles Baseball and Softball complex - Parking lot expansion at LISD Administration office - Parking lot expansion at College Street & Velma Penny Elementaries

Lindale High School Classroom Expansion The expansion of LHS will add 23 new classrooms, a new auxiliary gym, expand the cafeteria to add additional seating and a new parking lot. LHS is more than 25 years old and is projected to soon exceed core and student capacity. LISD has grown from 2,573 students to more than 4,000 students in 18 years.

MULTI-PURPOSE ACTIVITY CENTER

The new Multi-Purpose Activity Center (MAC) will be the most used facility at Lindale ISD. It will cater to many students, including band, drill team, cheerleaders, soccer, baseball, softball, football, track and field, etc.

Eagle Stadium Renovations The renovations at Eagle Stadium include additional seating, additional parking, bigger concessions, new restrooms, new press box and upgraded audio equipment. The renovations benefit many student groups and our community.

The Lindale ISD Special Programs department oversees and assists with the administration, coordination, and implementation of Special Education and Section 504 services. The mission of Special Programs is to provide individualized learning opportunities, services, and supports to all learners in order to empower them to achieve their potential. Our department has experienced significant growth within the last few years.

There are currently 668 students receiving special education services and 422 students receiving 504 services. Each student has a team of support staff, therapists, teachers, administrators, and parents who work together as collaborative partners to develop individualized plans for success.

In addition to each student’s team, students are provided individualized services that may include: Speech, occupational, and physical therapies; counseling; specialized instructional settings such as Resource and Learning Lab; Lifeskills; Functional Academics; Redirect and Refocus; and Adaptive Behavior classes. Other services and programs include: Transition services; Dyslexia; Special Olympics; Community-Based Instruction; Early Childhood Special Education; and the 18+ Pathways program. The Special Programs department offers learning opportunities for parents and caregivers through monthly virtual Parent Academy. Also, the Wings of Eagles, a parent-led support group, assists special education students and their families.

In spite of a year of challenges, our students have experienced tremendous success. This success is attributed to our dedicated staff, extraordinary students, committed parents, and the unwavering support of the Eagle community.

The 2020's Distinguished Alumni Award recipient was a graduate of Lindale High School, Class of 1970. Dr. Wendell Hand attended Tyler Junior College and the University of Houston, College of Pharmacy. He worked as a pharmacist before attending the North Texas Health Science Center. He and his wife moved back to Lindale in 1986 where they have both served and continue to serve Lindale as a “doctor team” at the Lindale Medical Center.

The Alumni Association also bestows a Distinguished Service Award for those who served the Lindale Independent School District. The 2020 recipient, Mr. Jack Johnson, played an important role at Lindale ISD. He was a coach and athletic coordinator at Lindale Junior High for many years. He was well liked and respected by everyone, including parents, administrators, teachers and students. He had an extremely positive influence on the students of Lindale for almost half a century.

Six representatives from the class of 1995 opened the time capsule that was placed into the outer wall of the high school in 1995. The time capsule had been put there as a way to commemorate the seniors who went through the school move from EJ Moss to the new highschool. Included in the capsule were two vhs tapes, a class shirt, and a class roster. Right before Christmas break in 1994, the students teamed up with teachers to help them pack and move over to the freshly built high school. Anyone who had a truck would take over large items like desks and others would help cart over textbooks and teaching supplies. COVID-19 restrictions prevented the rest of the class from being able to host a time capsule reunion. To keep the same opening year, six teachers were chosen to represent their graduating class, open the time capsule, and provide the other members with the experience as best as possible.

The Lindale ISD Education Foundation awarded $22,059.18 to Lindale ISD teachers at 4 campuses during 2021 Grant Patrol. The money will be used to purchase new and innovative tools for classrooms. Funds provided by the Foundation will directly benefit students in the Lindale Independent School District and will make a positive difference for them.

The teachers are notified that they are awarded their grants and receiving funds by a surprise Grant Patrol through school hallways. The Lindale High School band, cheerleaders, mascot, donors, administrators and volunteers loudly parade through the campuses, giving away money for several innovative projects. The Foundation was excited to continue the tradition, after the pandemic changed the way Grant Patrol operated in 2020, due to the lockdown. 2020’s Grant Patrol was the first of its kind in Lindale ISD history. Community donors, businesses, administrators and board members lined up their cars and drove by each teacher’s house. Cars were decorated, balloons were flying, horns were honking and people were cheering as everyone paraded by. The Education Foundation began awarding grants in November 2009.

Since the first grant cycle, the Foundation has awarded $372,531.83 to LISD classrooms for more than 90 projects.

Lindale Education Foundation's ACT X- A DECADE OF STARS

Despite the pandemic, the Lindale ISD Education Foundation was able to successfully host the 10th annual Act's program in January of 2021. Act X: A Decade of Stars presented by the Cooperative Teachers Credit Union was held at 50% capacity, and raised more than $10,000. The Act's program is an annual stage performance at the LISD Performing Arts Center. Students from each of Lindale ISD's 6 campuses participate. The show includes student musical talent, prose speakers, fine arts performances, student vocalists, and soloists. All proceeds from the fine arts ticketed showcase benefit the LISD Education Foundation.
