Community Update Mayors Report Fire Season Our own fire season is just around the corner and gauging from the devastation in New South Wales, over the past few weeks, it is a timely reminder for us all to prepare our properties and review our fire plans, even to decide safe actions in case of being faced with a fire threat. Council officers will soon be doing assessments of properties for the level of flammable growth. Council seeks your cooperation to prepare your property and protect your assets against a possible fire outbreak. Forestry SA/OneFortyOne Plantations As a Council, we have continued to explore issues that are or have arisen since the forward sale of the harvesting rights has progressed. We find that the Minister has confirmed the commitment to the South East for fire-fighting through the use of the Fire Kings, and continues to train staff on basic fire-fighting, wildfire suppression strike team and front line leadership training, as well as boosting fire fighters during the fire season with temporary and fire season casuals fully trained to CFS standards. Thus there is currently no change to the previous commitment to help suppress fires outside current native forests plantations owned by the State Government. The fire tower network is to continue to be maintained and manned as usual during the fire season along with the aerial fire spotter planes during the extreme days funded in cooperation with other forest owners. During the 2012-13 fire season, ForestrySA crews attended 15 fires outside the ForestrySA managed estate. Nine fires that burnt on ForestrySA land and private land adjoining, along with 19 fires that were on wholly ForestrySA land. Our community really appreciates the assistance given by ForestrySA staff and personnel in preparing for the fire season. Along with the help given to fight fires, it gives us another tool in our tool box and a greater feeling of security knowing we have their capacity at hand.

Tarpeena Mill Since the collapse of Gunns and the change of ownership to Timberlink, the Mill and the town has started to get and build on its confidence. With the reinvestment and upgrades planned for the Mill, we will see this enterprise once again grow in stature and with staff numbers. The planned Bio Generator plant, which will use by-products and waste from the forests may be the catalyst we need to boost industry through a new source of power generation and confidence building in the area. Timberlink will also be beneficiaries of part of the $27m diversification funding set up by the Labor Government to increase investment in value adding initiatives for our forestry sector. Timberlink also owns pine plantations that were previously owned by Gunns and the old SEAS SAPFOR company. They are also major contributors to future and further investment in this area which is all a positive for the future of our forest industry. SAFRIES/McCain’s and the Potato Industry As a Council we also see this as a huge issue in the Region, we have already written to our adjoining Councils and the South East Local Government Association to get assistance to put pressure on State and Federal Government to assist our local producers and suppliers in this sector. Issues needing attention are:1. Cheaper imports of inferior overseas products in place of Australian Grown (not only potatoes, dairy etc.) 2. Change required to legislation re tariffs for imports to make it a level playing field, chemical and Aquis checks to be the same for imports and exports. 3. Product labelling needs to change to reflect what part is the Australian product. 4. We need to retain an operational factory in the region. 5. We need to improve marketability to Asian and Chinese markets. As a local government body,

Local Government Association Motion – Off Road Vehicles At the Local Government Association Annual General Meeting held in Adelaide late October, the following motion was moved:“Provision of Suitable Facility to Cater for Off Road Vehicle Use (District Council of Mallala) That the Annual General Meeting: 1. notes and receives the LGA Discussion Paper, “Management of Off Road Recreation Vehicles in South Australia” issued December 2011; and 2. request the LGA investigate whether there is sufficient evidence and support across Local Government to lobby the State and Federal Governments in supporting the allocation of suitable land for development and use by off road recreational vehicles in areas currently experiencing difficulties in managing access and damage to sensitive coastal areas.” This is an issue Council has tried to progress through our South East Local Government Association and now at State level. This issue includes access to our coasts, recreational vehicle use and ensuring we maintain longitudinal access to our coastal beaches and reserves. It is time the collective sorted out some of the issues and found ways for everyone to enjoy their past-times, with family at the beach, four wheel driving, and bike riding or fishing. We set up skate parks, playgrounds, BMX tracks and maintain bike tracks so we now need to progress to other forms of recreation/conservation of and continued use of all of our native forest reserves and beaches/ recreation reserves. The CEO and I, along with Council, will endeavour to progress and assist in gaining some traction to get outcomes that should retain use and suit all users. We can all help in this process by having all users respect each other’s right to visit and use our reserves and beaches, from four wheel drivers, surf fishermen and families along with motor bike enthusiasts. Glenelg River Shacks Thank you to those who were able to attend the Rally on the steps of Parliament to show support for the Bill being put up in the Upper House by Michelle Lensink MP. As you are aware, the District Council of Grant and subsequent Mayors have fought, not only to save the shacks but also to get better tenure and transferability. The Election in

March next year will help determine their fate. Council plans continue to assist shack owners and volunteers to enhance the visitation and use of the walkways at Donovans and Reed Bed, and a landing at Dry Creek, along with extension of the current jetty adjoining the Dry Creek Boat Ramp. We are hoping to source grant funding and donations to assist in progressing this work. We continue to facilitate and assist with shack owner meetings with the next meeting to be held prior to Christmas. Christmas Break I hope those of you that plan to take leave over the traditional Christmas/ New Year have a well-earned break, take it easy on the roads, allowing plenty of time, drive to the conditions and arrive safely. And for those of you, like me, who tend to hang around home over Christmas, make the most of the beautiful place we live in, take the time to visit the attractions that tourists like to visit and spend some time relaxing with family and friends. Country/Rural Living & Township Expansion DPA

Port MacDonnell Urban Design Framework & Master Plan

Council has prepared a Country/ Rural Living & Township Expansion Development Plan Amendment (DPA). The DPA will amend Council’s Development Plan by rezoning land at Tollner Road, Attiwill Road, Donovans, Browns Bay, Racecourse Bay, Port MacDonnell, Carpenter Rocks, and Kongorong. The DPA has been on public consultation from 22/8/13 until 18/ 10/13. A public meeting concerning the DPA was held on 29/10/13. As required by the Minister for Planning, the Government Agency consultation was undertaken separately in late 2012. Council received a number of Government Agency and public submissions in relation to the DPA. Over the coming months Council will consider and finalise its position on the submissions, and prepare a final version of the DPA. The DPA will then be forwarded to the Minister for Planning for final approval.

Council has been successful in obtaining State Government ‘Places for People’ Grant funding for the preparation of a Port MacDonnell Urban Design Framework & Master Plan. Council has engaged MasterPlan SA Pty Ltd (Planning Consultants), Ian Robertson Design (Urban Design Consultant) and Outerspace Landscape Architects to jointly undertake the project. The project is to primarily include all of the foreshore area, the town centre, the oval and community complex area, and the main entrance into the town from Mount Gambier. The project is intended to create a shared vision for the future of the town. It is also hoped that the project can be used as a template for other towns and communities in the Council area. The project commenced in October 2013, and is to be completed in March 2014. The project is to involve considerable public consultation with the Port MacDonnell community. The consultant’s initial visit to Port MacDonnell is to be over three days, 27-29/11/13, with the consultants working from the Port MacDonnell Community Complex. Seniors Month Events Over 150 senior members of our Community attended Council sponsored events during October to recognise the contribution that Seniors make to our community. Organisations from Donovans, Carpenter Rocks and Port MacDonnell hosted the events, and Tarpeena also received funding from the Bendigo Bank.

At this busy time of the year, with Christmas fast approaching, it is important to review the year which has gone before. To consider the work undertaken, the communities we serve and the future planning for this great place where we live and work. The last months have again proven to be interesting and busy, with several large projects underway, and the seeking of new opportunities for industry and agriculture around the District. Regional Development Australia Fund – Round 4 Council was successful in obtaining $726,000 under the Regional Development Australia Fund, Round 4, for the Port MacDonnell Marine Infrastructure project incorporating the upgrade of the existing boat ramp for heavy tonnage vehicles and additional launching capacity for recreational vessels, construction of a 90 metre concrete wharf, and establishment of a Port Authority. Unfortunately, the signing of the Funding Agreement fell into the caretaker period in the lead-up to the Federal Election in September 2013. This means that the Agreement is yet to be finalised. Council is currently seeking assurances from the Federal Government that the funding offer will be honoured. Timber Industry Council has recently joined the National Timber Councils Association, a National network of Councils involved in both native and plantation forestry. This

provides significant opportunity for local government to engage in effective dialogue with the Commonwealth Government on forestry-related issues, and to discuss the impacts of decisions made on Councils and local communities. It also provides an opportunity to impact on decision-making at the Federal level. Membership for the Association is sourced from South Australian, Victorian, New South Wales and Tasmanian Councils involved in forestry. China Forums The Mayor and Chief Executive Officer have attended several forums outlining the opportunities for economic engagement, and processes involved with undertaking business with China. These forums have expanded on the particular needs and methods of interacting with China for exporting of agricultural and other products. China is an emerging market for many of our primary products and horticulture generated in our District, and Council is seeking to engage on this level when the opportunity arises. Rural Transaction Centre – Tarpeena The 27th of October, 2003, saw the opening of Council’s Rural Transaction Centre at Tarpeena. The Centre was opened by the then Hon. Patrick Secker, Member for Barker, ably assisted by then Mayor, Don Pegler. A celebration to mark this occasion was recently held at Tarpeena and was well attended by the local community. Mount Gambier & District Saleyards – Weighbridge Project The Mount Gambier & District Saleyards Scales and Weighbridge project is now complete. The project suffered from some technical difficulties, however, these have now been overcome with the new facility commencing operation on 30 October. The $825,000 project will see a more rapid processing of stock which will be of benefit to animal welfare, transportation of stock, and will improve safety and welfare of staff working at the Saleyards. Council appreciates the patience of all users of the Saleyards in the lead up to the finalisation of this project. 2013 Annual Township Plan Meetings The Annual Township Plan Meeting process has commenced with 12 township meetings to be held through to early December. The Township Meetings provide an opportunity for local residents and communities to consider where they would like their Township to

be in the coming 1-5 years. These strategically focussed meetings provide feedback on Council’s assets, roads program, planning projects, sources of funding and expenditure. All residents are invited to attend a meeting and put forward their views. Contact the Council for more information. The Ultimate Sacrifice The past months have seen two opportunities for reflection and gratitude with the ceremony for the Vietnam Veterans Day held in August and the National Police Remembrance Day held in September. It is important that we acknowledge the efforts and dedication of our soldiers and police at these times, and in particular those that have made the ultimate sacrifice in their service to Australia and Council was happy to do so at the laying of wreaths at the services.

ForestrySA has also updated its communication equipment in line with the South Australian Government’s new GRN hardware rollout, receiving 300 digital-ready radios in time for the fire season. The new radios have been installed in fire vehicles and base stations and portable devices distributed to fire supervisors, bringing ForestrySA into line with other state fire agencies. ForestrySA Fire Manager Justin Cook said fire spotters continued to identify fire ignitions in both forest and privately-owned land, before on-ground reports were made. “Smoke sightings are radioed back to the ForestrySA Fire Operations Room, stating a bearing and approximate distance,” he said. “Sightings from two or more towers can be triangulated to determine an accurate location for any fire.” Mr Cook said in the event a fire was spotted, ForestrySA would despatch its own fire appliances when appropriate and advise neighbouring forest owners and the Country Fire Service, which would engage local brigades and fire bombers if required. The ForestrySA fire tower network is also supported by the Forest Owners Conference spotter plane on extreme fire days. The biggest announcement in sport recently came when Australia’s new Chef de Mission, Kitty Chiller, announced that the Australian part of the Olympic village at the 2016 Rio Olympics will be a dry zone. My immediate reaction was how sad is it for Australian sport that we’ve reached this point? Our Olympic team will be lead by a woman called Kitty. Quite clearly she was named after her parents had a particularly drunken night. As if that’s not bad enough, our athletes have reached a point in their lives where we have to treat them like a bunch of little kids. Obviously this move comes in response to some disappointing behaviour from Australian athletes at the London Olympics. Reports suggest that several athletes let their hair down a little too much after their events were held, disrupting the preparation of athletes still to compete. Probably the saddest thing about

this whole story is the level of selfishness that these people obviously demonstrated. Surely these people are aware how hard they had worked to reach their dream of participating in an Olympics but couldn’t make the connection that teammates had worked just as hard to reach their goal and might need some sleep to achieve at their best. That’s a pretty special level of selfishness. Unfortunately it’s a reflection of our society in general. Considering the feelings of other people is really not as important as getting completely stonkered. After all YOLO. For those people with functioning brains who don’t turn things into stupid acronyms,YOLO stands for You Only Live Once. You only live once is a slogan morons use to justify being selfish. Yes, we do only live once, but that doesn’t mean we can’t consider other people as well. Isn’t it possible for the Olympians to celebrate the end of their Olympic journey without getting hammered? Apparently some responded to

the news of the ban with concern about having to go out into the wild streets of Brazil to acquire their alcohol. Get a grip, kids. I think the selfishness of our athletes also reflects the lives they’re encouraged to live. The whole world does revolve around them. They’ve been pampered by their parents and encouraged to devote their lives completely to themselves, with their worth as a human based on how many trophies they gather. Who wouldn’t become a selfish brat? I think they need to get rid of the sports scientists at the Australian Institute of Sport and replace them with etiquette and manner lessons. Teach these clowns to be humble, useful members of our society. There’s more to life than winning medals. At least if we made them better people, we could

reintroduce the alcohol to the village. What’s going to happen when they still lose their events at the Olympics and now they can’t drown their sorrows? I think it would be a much better idea if we just sat out a couple of Olympics. It’s all gotten way too serious. It’s just sport, people. Sack the sports scientists, everyone get off the supplements and let’s just give it our best shot and stop making such a big deal out of winning. It’s a recreational activity not something important like curing diseases. What’s my point? I’m reconsidering my involvement in the Olympics now. The cloud that has been sitting over the Legend of the Lakes Hill Climb title defence of local driver and four time champion Peter Gazzard has been lifted. After crashing his car at TARGA Adelaide, Gazzard has been racing the clock to have his race vehicle ready for his local event but an eleventh hour rescue mission should see the car back from Melbourne on Tuesday, allowing the race ace time to mount his title defence. “Even if for some reason the car doesn’t get back in time I have had offers to drive other cars and I will definitely compete,” Gazzard said. “Obviously I’m hoping I can drive my car because that will bring the best results because it’s a race car and I’m so used to it.” Gazzard’s car has ticked all the boxes in its Melbourne makeover.

He will again head to head with long time rival Kevin Mackrell - the duo having claimed all seven titles on offer between them with Mackrell now trailing the local hope 3-4. Health reasons are set to prevent long time event supporter and crowd favourite Kevin Weeks from competing this weekend but the inclusion of Geelong’s Graham Alexander will boost interest with the first time entrant a genuine shot at upsetting the GazzardMackrell script. Alexander races in a support class for the V8 supercars and his Mitsubishi EVO will one of the fastest cars in the field. Peter Hall is a beloved name in Australian motorsport and drivers at this weekend’s Legend of the Lakes Hill Climb will pause to remember the Adelaide Hills based driver who died last week after crashing at a Phillip Island event late last month. Hall has competed in all seven of the Legend of the Lakes events and was the head of CAMS when organisers were looking to get the event off the ground back in 2006. “He was a great supporter of the event and he backed it in right from the start,” event organiser Lionel Stingers said. “He was such a passionate guy about racing and he loved this event in Mount

LOCAL Coonawarra A Coonawarra Cabernet Sauvignon has been named the top wine at the 2013 Limestone Coast Wine Show. The 2010 Brand’s Laira Coonawarra One Seven One Cabernet Sauvignon collected four trophies at last night’s trophy presentation feast at Naracoorte Town Hall, including the David Wynn Trophy for Best Red Wine of Show and the HR (Ron) Haselgrove O.B.E. Trophy for Best Cabernet Sauvignon. Named after the Brand’s Laira low-yielding Block One vineyard that was planted in 1971, the prized drop, which is only produced when the quality of the fruit is exceptional, then went on to claim the Bill Redman Trophy for Best Wine of Show. earned viticulturist Trent Brand the highly coveted Arthur Hoffman Trophy for Viticulturalist of Best Wine of Show – exactly 10 years after his father, Bill Brand, won the same award. Chairman of judges, Andrew Wigan, praised the 2010 Brand’s Laira Coonawarra One Seven One Cabernet Sauvignon’s terrific style and fruit purity.“It was balanced in every respect; while there were some other very good wines in the class, this wine just stood out a little above the others. It was just a delicious style,” he said. Wynns Coonawarra Estate secured a double trophy haul – the 2010 Wynns Coonawarra Estate Messenger Vineyard Cabernet Sauvignon was named Best Individual

Vineyard Wine, while the 2010 Wynns Coonawara Estate V&A Lane Cabernet Shiraz was the Best Blended Red. In a year which clearly belonged to Coonawarra, even the region’s white varieties dominated; the 2012 Majella Riesling, which the family-owned company describes as “certainly one of our best” collected the Colin Kidd Trophy for ‘Best White Wine of Show’ and the Karl Seppelt Trophy for Best White Wine, excluding Chardonnay. The Best Chardonnay Trophy went to Rymill Coonawarra for its 2012 Rymill Chardonnay, a cellar door exclusive made from a small parcel of fruit picked and fermented in French oak barrels. “We’ve seen Riesling and Chardonnay do very well

over the last few years down here – they are exceptionally good,” said Mr Wigan. The 2012 Riddoch Eliza King Coonawarra Shiraz produced by Cellarmasters was named the Best Shiraz, and the remaining two trophies for 2013 headed slightly north. The 2006 Malone Cabernet Sauvignon from Wrattonbully was awarded the Ewen Fergusson McBain Trophy for Best Museum Wine, and in a tremendous result for the family-owned company, the 2006 Malone Shiraz also won a gold medal in that class. “The Museum class was a terrific snapshot of the strength of the Limestone Coast. It was a terrific privilege to judge these wines,” said Mr

The 2010 Henry’s Drive Reserve Shiraz from Padthaway won the International Judge’s Award after impressing guest judge Fongyee Walker from Beijing with its “gorgeous structure and very fine aromatics”. “It was a wine that I thought I could give to most of the people that I know in China – they would really enjoy this wine,” she said. A total of 401 entries were received from 77 exhibitors for the 2013 Limestone Coast Wine Show, and 39 gold medals, 42 silver and 143 bronze medals were awarded. Brand’s Laira was the most successful exhibitor for the second year in a row. Interviews with the winners and judges have been

local story Diabetes help hitting the mark A new style of care in Portland is helping people with diabetes to improve their blood glucose control. Active Health Portland is part of the Australian Primary Care Collaborative and is now providing an evidencebased approach to improve glucose control for people with diabetes. Fifty-eight per cent of diabetes patients at Active Health Portland are now recording HbA1c results of less than 7 per cent, which are recognised as excellent outcomes. For comparison, people with diabetes are required to have an HbA1c level of less than 9 per cent to be assessed as having ‘satisfactory control of diabetes’ for a driver’s licence. Active Health Portland is participating in the National Diabetes Prevention and Management Wave that identifies people who are at high risk of diabetes and tracks the progress of patients. If patients who are at risk of diabetes can be detected early, Active Health Portland can help them to work on preventing the development of diabetes. It has also introduced a one-stop shop service each Tuesday afternoon that includes access to a diabetes educator, dietitian, exercise physiologist, podiatrist and practice nurse. This helps to avoid many appointments at different times and places. Active Health Portland clinical director Dr Marg Garde said diabetes remained a significant problem in the district but the dedicated care program was helping people to better control the condition. Dr Garde said the Active Health Portland program was connecting with patients and helping them to better track their management of the condition. “The practice nurse is very important to our program. She is involved at all steps along the way and patients hold records of everything to do with their diabetes,” she said. “Having all services on site at the one time has been an advantage for patients,” she added.
