W hat U.C.S.?

So, iro n ica lly enough, read the bingo board above the heads o f the UCS Co-ordinating C om m ittee as they addressed over 1000 shop stewards, press, television and reverand Scottish clergy at a mass meeting held in a Meccaized cinema a m ile away from C lyde­ bank, the scene o f the crim e and perhaps the scenario fo r the British Revolution.

The crim e is the Upper Clyde Ship­ builders crisis — an a tte m p t by the T ory governm ent to close Glasgow's largest shipyards, resulting in 8000 redundacies and a fu rth e r 12,000 w orkers in ancillary industries threatened w ith losing th e ir jobs.

The reality o f the situation is sim ply this — the yards aren't making enough p ro fit fo r the Tories, so close them . The problem o f w hat to do w ith , or how to handle, the workers is a p o litica l one and n o t an economical one as the oriqinal decision was.

"We c o u ld p u t in a governm ent butcher to c u t up UCS and to sell (cheaply) to Low er Clyde and others, assets o f the UCS to m inim ise upheaval and dislocation. " Nicholas Ridley, M.P. in a secret report presented to Mr. Heath before the last election.

Ridley is now under secretary to John Davies, M inister o f Technology and chief hatchet man fo r the jo b o f displacing thousands o f men and woman, w ith o u t regard to their plig ht because, whatever the governm ent says, or promises, or proposes, there are no new jobs fo r them to go to, and there w ill never be. Be th a t fo r no other reason than the p lig h t o f Glasgow itself.

Last year a Labour M.P. declared Glasgow and West Scotland a disaster area. W ith a population o f one m illio n , Glasgow's u n ­ em ploym ent figure is almost 11%, the highest fo r any specific area in B ritain. The jobs available at the Labour Exchange are fo r everywhere b u t Glasgow, usually in England or on the co n tin en t, and w ith U.K. entry into the C om m on Market, these w ill be reduced even fu rth e r. There has not been a single unskilled jo b advertised outside the , Labour Exchange o ffic e fo r 4 years, w hich is some indication o f how bad things are.

According to general o pinion fro m people on the streets, Glasgow is a dying to w n , and it looks like it. D em o lition in all parts is on a scale rem iniscent o f aerial o b lite ra tio n bom bing, w hile the o n ly new buildings being erected are insurance skyscrapers on highrise council flats, both symbols o f death. In fact, S ighthill Housing Development w hich houses 15,000 people, is surrounded (engulfed) by the Glasgow Cemetary and has, as its m em orial to progress, an enormous e le ctricity pylon set in the m iddle o f the complex. The c ity fathers are o f course, absentee. W ith or w ith o u t UCS, industry and capital has been leaving Glasgow fo r years w hile poverty in the ghetto areas is reaching epidem ic p ro ­ portions.

Glasgow is a w o rkin g class to w n w hich, inadvertantly, is its saving grace. N o tw ith ­ standing the presence o f bourgeois depravity, on the other side of the tracks, the pride, honesty and courtesy o f its people stands above their com m on misery and conditions o f existence. Their infamous

aggression is w ell-founded. Poor housing, poor wages, poor recreation facilities, poor education, (Children in the East End ghetto d is tric t suffer a part-tim e education system — mornings o n ly) no nurseries or p lay­ grounds in the densely populated W.C. areas, pig police w ith police b ru ta lity and co rru p tio n accepted as the norm , a high alcoholic problem , a high suicide rate according to the Good Samaritans w ho need a 200 man team to cope w ith the am ount o f calls they have each week. What the poor d o n 't steal fro m the poor the loan sharks get; armed forces recruitm ent is booming w hile, on the other hand, 25% o f Scots troops in N. Ireland have deserted. Burglary is the biggest single crim e co m m itte d in Glasgow y e t there is no organized gangsterism. Racial and religious problems are acute, street-gang warfare amongst ghetto children is at an emergency level. The state social services, bogged dow n in bureaucracy, are insensitive and useless while co m m u n ity groups, despite the good they do, are a drop in the ocean. GAP, an organization o f young people based on the lines o f B IT , recently opened a Claiments Union, the firs t in Glasgow. Its successes to date have encouraged sim ilar action in other areas b u t the e n o rm ity o f the problem threatens to render it, and other groups or organizations o f its type, useless. Helping the problem isn't the answer — changing it is.

Every problem th a t Glasgow has is sym ptom atic o f cancer — the cancer of capitalism — the diseased poverty cells are m alignant and they're spreading rapidly. The situation is p o litica l and y e t this aspect of Glasgow and its struggle is the most neglected, m isunderstood, distorted and abused level o f its c o n flic t — between the powers that be and the powers th a t could be. Glasgow has always been an invincible Labour strong hold w ith the S.T.U.C. its working-class arm. The w orkers vote Labour in tra d itio n a lly even though they are tra d itio n a lly raw-dealed by them . The C.P., claiming 4,500 members in Scotland, are never voted in yet they v irtu a lly co n tro l the key pow erpoints — the shop stewards who are elected representatives o f the w orkers' unions, The com m unists have sold the workers o u t whenever the choice was there, p a rticularly in 1919 when the mass unemployed returned soldiers where led by the Red Flag in to a blind alley despite the certainty o f revolutionary v ic to ry , and again during the disasterous 1926 General Strike.

This tim e the C.P. is at the helm o f the crisis again, namely in Jim Reid and James A irlie , the heros risen fro m the shop stewards' ranks w ho are handling all the p u b lic ity and policy proposals at UCS. ''T h e y 'll be found in the river if they tr y it again" is how some workers fe lt about another sell-out b u t to listen to present p o licy line advocated by Reid and his bosses y o u 'd th in k th e y hadn't heard or learnt fro m their misused inheritance. The occupation at Clydeside is sym bolic rather than real in terms o f what has actually happened — the w orkers are still w orking, being paid and managed by normal management. Policy decisions on the shop flo o r are being made by w orkers — the only change fro m norm al procedure. UCS is negotiating false dreams w ith the govern­ ment — orders w o rth £90 m illio n were blocked by the Tories, contracts already

placed were w ith d ra w n and given to concerns in England and yet the b ill for social services, if the redundancies proposed by the government go through (scheduled fo r Sept.) w ill be £9614 m illio n . But the proposals fro m the UCS com m ittee are naive — fu rth e r negotiations, p ro d u c tiv ity deals, contingency plans etc. — all of w hich ignore the death kn o ll w hich was rung months ago in Westminster. "P o litic s must be left o u t of it " is the present line o f resistence from UCS. "We d o n 't w a n t a revolution or a w orkers take-over, we d o n 't w ant the w orkers'children and wives marching on the government o ffic e ". Calls fo r a general strike are opposed by the C.P., the S.T.U.C. and the L.P. yet the w orker on the street and at the yards w ould support one im m ediately.

R evolutionary groups such as I.S., I.M.G. and the Spartacus League have been actively propogandaizing to provoke m ilita n t action amongst the workers b u t their numbers are small and their e ffe ct m inim al. The p olitical consciousness o f the w o rker is low because he's been ke p t ignorant — revolutionary rh e to ric and its m anifestation isn't trusted or understood o r probably even desired. It comes fro m students or freaks or middleclass professionals and none of these are workers as the workers see it. And yet all of these groups are ignoring the most fe rtile area o f revolutionary a c tiv ity w hich could produce the power to achieve a real situation and the vanguard fo r it. The young people of Glasgow are ignored.

The street gangs w ho collectively number over 5000 and range between 8-16 years old are the w orst victim s o f the present situation, b u t they are the on ly ones who really know w hat's going on and they are the o n ly ones w ho can change it if they are directed. Young apprentices at the age o f 16 sign a contract w hich barrs them fro m any political organization or voice under threat of dismissal, all fo r £4 per week rising to £14 at the end o f a 4 year term . They are to ld to keep o u t o f it by th e ir unions and their fathers — it doesn't concern you. The freaks and th e ir drugs are generally tolerated and according to a street activist, are the most apathetic, bad-acid freaked group in tow n.

A tte m p ts by W hite Panthers to activate them have been fu tile and now all o f th e ir energy is being directed to the gangs and the young workers. The fo rm a list revolutionary groups m entioned are making meagre attem pts to organize the you th in their sphere o f influence b u t emphasis is n o t put on the power th a t lies there, the kids are still considered w ith condescending inferiorism , by those w ho are shaping or dictating their fu tu re . As one I.S. member to ld me "th e kids d o n 't know anything about it and the freaks are n 't interested. None o f these groups are strong enough fo r us to bother w ith ."

A young mind is the o nly mind free o f deceit, o f self-preservation and party politics — a young m ind is never to ld w hat it can do, o n ly w hat it w ill do. Shown the way and chosen it, the fucked-over young o f Glasgow, o r anywhere, could w in over all those w ho are destroying their lives fo r them now. The re vo lu tio n w ill not come w ith UCS, nor w ill it come w ith whoever takesover — it w ill come w ith the kids w ho are doing it now and n o t th e ir fucked-up elders.

For nearly tw o centuries the northern industrial poor have been betrayed by those w ho purported to serve them.

Plodding obediently after a plastic carrot, fa ith fu lly chasing mirages o f technological luxury; they have allowed their once integral culture to be bastard­ ised, dispersed; and replaced by a grafted lifestyle w hich is a churlish insult to th e ir human capacities. The northern industrial complex was founded on vicious industrial e xp lo ita ­ tio n , bolstered by a hypocritica l V icto ria n Church, and justified by politicians o f redoubtable ignorance and crass cynicism . It has since adhered w ith alarming obstinacy to its c o rru p t heritage.

T h irty years ago there were people homeless and hungry in Barnsley when the Labour council spent £180,000 on a new Tow n Hall. This year there are more unemployed in the area than ever before, the m a jo rity o f the po pula tion still lives in the terraced slave-dwellings h u rriedly b u ilt to hold their ancestors (dragged fro m rural com m unities last century to be used in the m ills & mines); and the council recently b lith e ly bought a £9000 mayoral lim ousine to "im p ro ve the to w n 's provincial image".

E loquent promises o f industrial redevelopment and com ically w ild predictions o f unpre­ cedented im m inent prosperity are beginning to sound stale and tired, directed as they are at a working-class cultu re whose

people have been blinkered and abused u n til they are incapable even o f recognising their hyp o critica l oppressors.

Styng, it seems, threatens to expose these oppressors in their varied guises; and h o p e fu lly to p ro ffe r an alternative direction.

The paper was launched on no capital and one hair-form ed editorial realisation: that revolu­ tio n a ry papers produced in N o ttin g H ill Gate found d iffi­ c u lty in relating to the intricate problems o f inherited poverty in Sheffield. (Richard Neville once q u a in tly ju stifie d his broader social conscience to an inter­ viewer from A rro w s magazine by claim ing that he'd just spent the afternoon w ith IT w o rkin g on ways to im prove the lo t o f N ottingham m ill-girls. Now, that'.s all very commendable, Richard, b u t you have to agree th a t rapping w ith the editors o f IT is hardly the best way o f gauging the essence o f existence o f a 15 year old Midlands m ill-g irl, let alone relating to her.

The alienation shows in IT, as it has to o fre q u e n tly shown in OZ.) Freak com m unities in B ritain are, in isolation, as incapable as any o ther radical group o f engineering the widescale social re vo lu tio n w hich becomes more obviously necessary w ith every m yopic governmental scheme and blundering bureaucratic maneover. H ippy dissent is largely a middle-class phenomenon, and there are still too m any poor people in

England fo r us to ignore their radical potential in favour o f a dubious middle-class revolution.

But they must be educated as to the true nature o f their oppression before they can be expected to channel their frustrated aggression against their oppressors. Which is where the media comes in, ?nd.where Styng is cheerfully floundering: halfw ay between H offm an & Marx, try in g to strike a depressingly elusive balance. C ouncillor Frank Crow got the p o in t, though. " I w ill fig h t to drive this te rrib le p u b lica tio n o u t o f Barnsley" said he to the Y o rk ­ shire Post. Whatever his other weaknesses, Frank knows his enemies.

Despite the fact th a t between 20,000 & 30,000 local people read each issue o f Styng, its e ditorial faults are irksome. Our attem pts to reconcile as broad a spectrum o f radical o p in io n as i seems relevant to a northern readership can be stim ulating, b u t can also result in an apparently indecisive editorial stance. The paper's veneer o f respectability (la yo u t is crisp and e x p lic it, nearer R olling Stone than IT) must accentuate the unsuspecting reader's shock on discovering "reference

The six items in Styng 2 w hich PC S kerrett co y ly classified "pa rts p a rticu la rly objected to " , including five illustrations, are to o m ild to upset seriousjy any magistrate this side o f sanity (and I purely believe th a t one or tw o exist); the indecency/ obscenity charges, along w ith the three o ther technical offences, explain more about the current state o f establishment paranoia, than the q u a lity o f Styng. tions, occasionally excessive, o f its staff's sorry state o f hunger and overw ork, and (possibly inevitably) th e ir overall naivety and flip p a n t, frivolous hum our.

In this light, it is strangely heartening th a t our defined enemies take Styng seriously enough to em ploy such desperately heavy-handed measures in its attem pted suppression.

From the firs t day we go to school and probably before th a t in our earliest children's books, we are co n tin ua lly to ld th a t police — how they are there to protect us, to make sure th a t we are n o t attacked in the street, and th a t things are n o t stolen from us. A tremendous am ount o f e ffo rt goes each year in to reinforcing this image o f the police. No oppor­ tu n ity is missed o f shbwing a police­ man helping an old lady across the road or rescuing a cat fro m a roof.

There is no d o u b t th a t the police do all these things. You need o n ly ask an ambulance driver w hat he th in ks o f the police and he w ill probably say they do a good job. This is because an ambulance driver prob­ ably o n ly comes in to contact w ith the police when they are attending a road accident or other sim ila r thing.

If the real and essential role o f the police was being a super boy scout the w hole tim e, then o ther people,, like nurses and ambulancemen w ould get b e tter recognition and better pay fo r the things they do. Clearly the enormous PR used to p u t over the rig ht 'image' o f the police is q u ite deliberate. It is intended and to some extent succedds in obscuring from us the real role o f th e police.

I t obscures fro m us and makes it extrem ely d iffic u lt fo r many people to believe th a t the police te ll lies, take bribes, frame people, em ploy crude form s o f to rtu re and have set up a special police branch to spy on yo u , if you are critica l o f society and have the audacity to do some­ thing about it.

The police role was very well explained in a BBC 'Cause For Concern' programme on police relations w ith black people in 1968.

1 Squatters at I Iford apprehended a police inspector w ith in c itin g his men to riotous behaviour by a uthor­ ising an unlaw ful a tte m p t to enter the premises. The inspector got so tangled up in his legal logic th a t he was p u t o u t o f action fo r several hours, and the squatters retained possession o f the building.

2 Plainclothes men on demos have been reported to uniform ed officers o f senior rank fo r pushing and jostling the dem onstrators and fo r behaviour like ly to cause a breach of the peace. The law is illegal and it can sometimes be used effectively against itself b u t we are the ones w ho have to do it.

...W hat’s Orl This Power to The C om m unity: Where we live is where it counts and where it's happening. In most areas o f London we could devise street meetings and neighbourhood councils nicking the power fro m the Home O ffice, unlike the sick liberal schemes o f endlessley invented by George Clarke typ e philanthropists.

In N o ttin g h ill, the G olbourne Neighbourhood Council is yet another i participate, we participate. They rule game. The do-gooders always ending up doing good to the establishment.

We w ant real co m m u n ity power controlled by real co m m u n ity assemblies. We d o n 't need pigs and the few socially useful things they do, we can elect brothers and sisters to do them , to argue them to contest them to fig h t them . We have to organise our vigilantes. Basically, th e p ro se cu tio n said th a t O Z 28 c o rru p te d and depraved and th e defence said th a t it d id n 't - in fa ct, th a t it d id n 't have any e ffe c t at all m ost o f th e tim e. B u t the defence w e n t fu rth e r than no e ffe c t and suggested th a t parts o f O Z 28 p u t people o f f certain things. As a ho m ose xual, I fe lt n o t a litt le c o m p ro m ise d d u rin g the argu­ m en t a b o u t a c a rto o n w h ic h , to me, had m ore to d o w ith the e x p lo ita tio n o f c h ild re n by a u th o rity than a n y th in g else.

Felix de Mendelsohn and Joseph Stevens had been acquitted and pleased after being found Not Guilty of throwing petrol bombs and possession of a loadedfirearm a sawnoff shotgun. For three months they had been awaiting trial in thenotorious Crumlin Road ^ N fc w ith twoyrishm ejy|aPeter McCarten, a young journalist who made a statement, pleaded guilty and was given a year's sentence. The other was James McCann, poet, adventurer, revolutionary.

Two weeks before coming up James, the local boy to whom police had promised 15 ydsrt inside, took his life into nis own hands — literally —\ n d escaped from Crumlin Road.

What follows is his own story, recorded about five days after his escape from prison.

Come back from court, go in and start cutting the bars th at evening. There's only times when I can cut the bars — the yard patrol has passed and the lights are put out in the cell. MW t means when he's turned out the ihts he's got to turn out all the other lights in the wing and he's got about 15 utes to do this. I cut then. I can't cut loud because ther's police informers in the jail. I cu t very silent and very quiet. One set of bars on the outside — three weeks. I cut through four bars on the inside and three on the outside physically to get you through. N o w each day, they were about Jjn inch in diam eter each bar, painted across w ith a sort o f cream coloured paint, each day I cinkthrough a little way. I can't cut through them all the way but have to leave a little bitjbecause each day the security screws come around and tap the bars. I filled them w ith soap, glued them w ith butter and p u t this dead fly on it.

The security screws used to come in and t and th in k it's the most natural g in the w orld, a dead fly-tf. ‘ I w ent to the court one morning, c< back and there was a special crew outsi my windows putting special high tensile steel bars outside m y windows.

-. and of course it was ordinary steel. The most dangerous part was having to get out of the w indow and do this every n ig h t The slightest sound, a pindrop or a cough is carried across the yard. Over the other side of the remand yard is a boiler room and it's always pumping water which goes foom ph foom ph foom ph. So I could cut fo r about fifteen minutes everyday cutting those bars and it took me about tw o weeks to get through them . During this period every day and in every way I watched the doings of all the screws.

Beforp I escape I've been relating to alot of the Provos who've been in the prison and realising th at not only have I got a personal

responsibility to people w ith a greater and bigger sentence hanging over their heads as well as to the people l.ve been arrested w ith.

So I w ent and talked to one of the Provo leaders on the Wednesday and said th at I was going and explained how I was going to do it and he said 'It's impossible'. But he said let it never be said th at I never attem pted attem pted to assist. I to ok the necessary steps to get him transferred to m y cell, but th at day he was whipped out and taken o ff to court and given eleven years in jail.

The physical things I've got to overcome never mind the psychological ones is to cut through three sets of bars, get into the yard, w ith o u t being seen by the inside patrol, clim b up a 20 ' w all, bared w ire, drop down into the yard, worm across the yard, and get over a fo rty fo o t wall. Physically it would be impossible to carry the stuff. I hadn't got the stuff in my cell. A ll there was in it was a canvas mattress, a few sheets and blankets and a chair. The chair consisted o f a m ixture of wood and tubular steel. But fo rtu nately

Travel­ ling in the Far East an OZ reader and freelance journalist met the Great­ est Train Robber o f ’em all and amanged to get him down on tape. So You were in Australia and the Police were onto you?

Everyone knew we were in Australia, th a t was the big trouble. We k e p t on getting tips they were o nto us! 1 got into this odd kind o f fuss over this m oney. So 1 had to get out o f Sydney, before Charmaine, my wife, showed up. We w ent o ff dow n to Adelaide, th a t’s m e and Eric Flowers. So I m et her and we toured round A ustralia a while.

Darwin, Brisbane, Sydney, you know we w ent everywhere really.

W hat happened was we settled dow n in Adelaide, had a nice little place, the house was called Surfside. Well we stayed there for a bout 2 years. E verything was nice and easy, no problem s.

BUBBLY Was this you with your new face, or the old one?

No, it was m y old one.

They didn’t at th at tim e have any pictures o f me w ith my new face. I was bloody stupid really cos w hen we got to Australia we had all these stupid photographs o f me and char drinking bubbly all raised glasses to our new life.

How did you get out o f Australia?

A fter we saw this story we knew they were p re tty close.

I kept on getting these occasional messages from England, from the people who got me o u t in the first place. So I said to Char, I’d have to hop it. 1 got o u t ju st before the police got onto Charmaine and the three kids.

VILLAINS Had local friends did you?

Yes, we had local friends.

It was one o f o u r local friends who did us, I reckon, because he realised who I was and he p u t the Law o n to us. We had been told th at the Police knew th a t I had been working as a carpenter in A delaide and so I kind o f pushed o ff and we w ent from Adelaide and we w ound up in M elbourne and th a t’s where we were for the last tw o years. Well the m oney was running a b it low by this stage b u t 1 had a jo b . 1 was working on this jo b where 1 even used to dish out the weekly payroll. I used to think, you know , all 1 had to do was bloody photograph the things and the plan m ate and I cound have sold it to half the villains in Australia.

But anyway I d idn’t do that

and we drove all the way around the country. We were happy then. So anyway we settle there and 1 rem em ber it was in August o f ’69 w hen we realised how close they were to us. Big feature in the Australian W oman Weekly about the train robbers.

There was a bloody great picture o f me in it.

Was that Charmaine?

Partly. B ut it was partly me as well. I m ean this was going

ROOFS to be the big one, the Train Robbery and we were going to live happily ever after.

Didn’ w ork o u t like that, I m ean we spent h alf our tim e running away and h a lf our tim e sitting in nick. I m ean look a t Bruce Reynolds, he

got away b u t they got him in the end. Anyw ay 1 settled dow n and I settled in the end at this airport, 1 w ound up w ith this construction firm working on roofing. You know I was m ending the roofs and drilling it was kind o f m odern m etal construction stuff. We were quite happy, had some friends - still had some m oney. Charm aine had some jew els and we had this car, this Holden w hen we toured ro und Australia which I’d bought when she arrived

1 got this light plane which 1 had through the airport. And flew up N orth towards Darwin, I’d been there before. On the way I landed at this sheep station. I’d know n vaguely a bout this bloke from a bloke 1 m et in M elbourne and 1 landed there and he didn’t know who I was to start w ith. 1 stayed there for a week. Ju st kind o f helping him around. Mending walls. I m ean I couldn’t do any sheep shearing or anything, couldn’t tell one end o f a sheep from another.

He begun to realise w ho I was - a lo t o f Australians were on m y side.

NORTH They were on your side?

They were quite decent actually. I m ean all the papers were full o f people saying how I’d been hard done by.

An d I hadn’t had m y fair just deserts and that. So anyway, I m ay n o t have been fair and ju st b u t 1 sure got m y desert.

me if I w anted to go to Darwin i m ight be able to pick u p a boat and go N orth.

Australia was getting pretty hot. The only thing 1 could do was hope for the best and get out. My face was different though 1 d idn’t know how m any photos they had o f me, but I found o u t bloody fast.

So 1 kind o f shaved my head dow n to tw o little side bits . and it taned pretty fast in the sun and it didn’t look too bad. 1 w ent up to Darwin and the sheepfarm er p u t me into con tact with this bloke so through him I got in contact with this tram p boat. God it was terrible, worse than the boat 1 w ent from England to the C o n tin e n t,o n . T hat was just over nignt, this bloody trip w ent on for days, God it was terrible, 1 puked my guts out. Anyway 1 got up to Portuguese T im or, w hich I had never bloody heard of. It was a diabolical place. You know dirty old Portuguese n o t know ing w hat the Hell to do and a lo t o f miserable natives sitting around starving and that kind o f thing. Well anyway when 1 was up there the tram p m an had p u t me onto som eone — he was very good about this - and this bloke was going over the border, into Indonesia. Well I didn’t know bloody Indonesia from . . . well Shepherds Bush. I reckoned th at the best b e t was to get out o f this Portuguese Tim or place and get up through Indonesia and head up N orth.

If 1 got to Asia, like Thailand for instance o r Vietnam I m ight be alright. Cause you

VIETNAM get a lo t o f people going up to Vietnam and signing on with the Am erican Arm y and no questions asked because they w on’t find anyone to volunteer to do that, w ould they? And in the American Arm y m aybe 1 could get a new identity. You know all this rubbish you used to read in the comics about people swapping their identity. And I didn’t reckon I’d be doing any fighting, n o t the way 1 run m y life. I’d run a mile. 1 m ean w hen I was in the Forces I deserted and w ound u p in the cooler. T h a t’s before I really got going on my career o f course. So 1 got from Portuguese T im or to a place called Surab ajo.

Anyway Argyle didn’t even shake hands with me when it was all over. I head late; th at he gave m oney to Jack Mills w ho was the driver. We told him w e’d give him some if we got away w ith it. We didn’t m ean to do him any harm anyway. So Argyle didn’t help us at all.

The Who 'W ho's N e xt' (Track) Probably the main reason th a t the Who - like th a t other p roduct of the London m od scene , the Faces have ke p t everything together so well is th a t essentially th e y're still good o ld rock n rollers.

OK. They do have Pete Townshend's exceptional talents to give the rock basis a certain em bellish­ m ent, b u t rig h t down there rock n roll s till stands.

'W ho’s N e xt' demonstrates the rock essence to a far better extent than any o f th e ir w o rk since 'Sell O ut'. The 'a rt' digression o f the rock opera 'T o m m y ' may have taken the band nd in ii to the heart culture-vulture New Y o rk the way to M etropolitan l and earned Townshend hi ation as an 'in te lle c tu a l' b u t fo r rock fans it had Strayed away fro the true path.

The new album is a ty j! rock group album : a collec songs stuck together, w ith no part icular 'concept' bar th a t one band has w ritte n and perform ed all the m aterial on it. The Who, m ayt because they w ent through all th personality hassles that seem ende­ mic to a rock band, in the early da stand o u t today as one o f the only rock bands le ft w ith th e ir original members. I t doesn't require deep in­ tellectual seraching to discover any meaning fo r those w h o w o u ld like to it's possible to bop around to it.

Wait a m inute though, sure pot has been proven harmless, so much better than alcohol, no hangover, but w hat about the d irty filth y profiteer, the dealer.

In Tweedie's words “ the dark w orld o f the pusher". Like V ictorian prostitutes a lo t o f people like to th in k o f dealers as necessary — since pot is OK it presumably has to come fro m somewhere — but not nice. The Misuse o f Drugs A ct propounds this hypocritical illo g ica lity in its purest form by ever so slightly lowering the penalties fo r possession w hile banging the rap fo r tra ffik in g to 14 years.

No one likes dealers much except fo r T im o th y Leary who said he was a hero, and that isn't quite right either. Dealing after all is just a way of making money. It may be, fo r some people, a few other things as well. It gives you a sense o f position, if you like that feeling you're an outlaw . Y ou're doing something te rrib ly illegal, and people need you, even if a lo t o f them d o n 't like you. You're not doing anyone any harm talking here just about marijooana, w ith o u t getting into any m orally tric k y areas o f the sterner stuff. Trouble is, people d o n 't understand the trials and trib ula tion s th a t go to bring your smoke.

First thing about dealing is the waiting. On rare occasions the man rings back when he said he w ould, it's OK to go right over and pick it up, the stuff's the same kind and q u a lity as you ordered, he doesn't take your money and ask you to hang on a m inute, he's just got to pick it up o ff the cat w ho's holding it, and everything's fine. But the rest o f the tim e you sit around and w ait fo r the phone, and ring people who m ight know o f something, who say th e y 'll call you back. I remember a ro o m fu l o f dealers in a tim e o f desperate drought w aiting sixteen hours at the contact's house fo r the man

to tu rn up w ith the shit. None of them w ould smoke a jo in t in case they w ould be to o stoned to taste the merchandise when it arrived, and they w e ri too paranoid of each other to talk, No one was allowed to*use the phone; security, man.

The m ajor problem to r any dealer is always supply. Dope is usually easy to get rid of, especially in times like these, when dope is exceptionally hard to fin d . Such problems make one th in k that it w ould be w orthwhile going out and getting it oneself. The nearest major point o f overseas supply is F rankfurt, A lo t o f dope from Pakistan and the Lebanon goes there, and if you have a contact, especially among the US servicemen on the base, you should be able to score large quantities at say £50—£60 a weight. If you go there w ith o u tpreparation however you could be in trouble, and there are many stories of hopeful dealers getting burned (having their dope or money stolen) or otherwise maltreated. To get your dope back to England you have the choice o f ship, plane or car. You can bring it in in a properly remodified suitcase or car. Or you can just pack it in and hope fo r the best. You can be u n lucky, or lucky. One man I know was driving back fro m Germany. The customs man he drew at the border had just passed o u t from the customs man academy, and he was determined to catch someone. He noticed that the flo o r o f the Mercedes was a quarter o f an inch to o high, Inside there were f if t y kilos and my friend got six months, In the producing countries, you w ill o f course be able to b;,>y the shit very much cheaper. On average you w o n 't have to pay much more than £5 a pound in either Morocco, Lebanon, or Pakistan/Afghanistan, slightly higher maybe in Lebanon and slightly less in Morocco. But this scene again is locked up in the central po in t about dealing connections. If you go to Pakistan, fo r instance, it is wise to stay o u t o f Karachi. A n y taxi driver or newspaper seller w ill o ffe r to get you shit, but it w ill probably be old bootpolish or m indy weed w hich can be made to look exactly like shit. Up in the N orth o f Pakistan the dope js even cheaper, like ly to be o f better q u a lity, and there is less chance that the man you bought jt 0f f w ill go straight to the police. and m ilita ry , much keener on the job. Since they started massacring Bengalis they are increasingly sensitive about foreigners too. If you are intending to drive back w ith the produce, remember you have to cross such u n frie n d ly borders as T urkey and Iran, where they like to give you th irty years. The best method o f personally im porting it overland used to be to run a coach to u r — New Delhi £135 return. The border guards aren't so keen on searching a coach load o f people, or o f taking the coach apart. To anyone who wishes to examine a relatively big im p o rt operation I recommend the story o f the Kelaher case recently running at Middlesex Area sessions.In that case, w hich concerned the busting o f . a group o f im porters who had arranged to have tw o packing cases containing 24 lbs o f shit airfreighted fro m Syria to London, we had the interesting spectacle o f Chief Inspector V ic to r (V ic to his friends) Kelaher being accused by HM Customs o f aiding and abetting in the im p o rt o f cannabis. He denied the charge, w ith o u t even a blush.

The other central p o in t about dealing, along w ith connections, is you and the police. Some people have been dealing fo r years. They have never been busted, and they claim that the police d o n 't know o f their existence. They d o n 't have many people round to where they live, they d o n 't let their phone number get around to o much, they d o n 't have their stash on the premises, and they move house every so often. Well maybe the police d o n 't know o f their existence. Maybe no one has

their address who has ever been busted, has dropped a few names, just to be helpful, A ny dealers say th a t it is im portant not to keep an interesting house, w hich people w ill w ant to come to socially as well as to score. Remain inconspic,uous. A well frequented house on the other hand means that you always have customers w ith in range, and d o n 't have to go o u t and about much. There pros and cons either way. The best rule is to tell yo u r customers always to ask you first before sending anyone along, If paranoia strikes, bear a few things in mind th a t may clam you dow n. First o f all phone tapping at present is reserved m ainly fo r im portant people they are very, very anxious to get hold o f, like spies, and angry people. Chances are they w o n 't get around to tapping your phone. If they do one thing fo r sure is, you w o n 't hear any clicks to indicate what is going on.

If, as a dealer, you are busted remember that police officers are underpaid, and th e y may chose to impose a direct fine rather than go through all the bother o f a court case: "We estimate the value of the contents o f your fla t at £2500 Mr I suggest you tu rn it in to cash."

Paradoxically you may come o ff worst if they come round expecting a big fin d and d o n 't, Their pique at missing the chance o f a large bribe or a large haul o f shit w hich they can resell themselves may make them vindictive.

Dealing has certainly changed in character over the last year or tw o. It has almost lost the aura o f gentle 'let's remember we're doing this fo r the people' and has become in most instances as dangerous as any other crim inal a ctivity. Guns are becoming increasingly popular as an aid to big burns, such as the £33000 one a few months ago that, among others, caused a certain bunch o f dealers in a London market to look very unhappy indeed. As tim e goes on things are going to get rougher. The 'cu ltu re consciousness' o f the dealer varies. Some just keep their dope in m ounting piles saving fo r a rainy lifetim e, others put it into w hat m ight be called "c u ltu re o rie n ta te d " businesses, a well known chain o f head shops in London fo r instance, or •a recently deceased record company, where the shit suppor­ ted the bands and vice versa.

Dealing is just an ordinary p rofitable a c tiv ity th a t can be used in any way you like. It is an existance best approached w ith ­ o ut illusions.
