• Taken feedback seriously, particularly on cultural safety, and acted to make events and offerings more inclusive.

LGPro has: • Diversified its delivery modes to include online, hybrid, and rural-based formats • Developed award categories and learning opportunities that reflect the unique contexts of diverse professionals and smaller rural and regional councils • Made access a priority by offering targeted scholarships, especially for Indigenous professionals and women

SPEAKING ACROSS CULTURES: Annie Liu’s approach to inclusive communication

We speak with Whitehorse City Council’s award-winning Advocacy Advisor about how culturally informed communication is strengthening engagement with Mandarin-speaking residents. To celebrate this year’s recipient of the Sally Isaac Memorial Scholarship Fund Award, we speak with Whitehorse City Council’s Annie Liu about the work that earned her this recognition. Annie shares how culturally informed communication is helping bridge cultural divides and deepen engagement with Mandarinspeaking residents, and why inclusive practice is becoming essential to local government today.

8 LGPRO PROFILE SUMMER 2025

“Winning this award was a thrilling moment in my life.”

LGPRO PROFILE SUMMER 2025 9

10 LGPRO PROFILE SUMMER 2025

How have things changed for you since joining Whitehorse in 2023, being awarded in 2025, till now? I joined Whitehorse in August 2023 as a customer service officer, straight after a short internship at The Canberra Times. As a customer service officer, my job was to help residents problem-solve by connecting them to the different departments at Council. Speaking with residents every day gave me direct exposure into how local government operates and how residents connect with the Council. While completing the final year of my business and journalism degree at the time, I asked for an opportunity to gain communications experience. I was offered a 2-day-per-week secondment and soon found myself working on Mandarin translation at engagement pop-ups, writing the CEO’s monthly staff column, drafting speeches, presentations, and media responses.

My manager and the broader leadership team recognised the value I could bring through both lived cultural experience and communications skills and qualifications. Their trust helped me discover my ability to bridge two cultures by using my Chinese background and growing understanding of Australian civic life to strengthen Council’s engagement with the community. Since then, I took every opportunity as a learning opportunity to help me grow, moving from customer service into communications and now into my third role as an Advocacy Advisor. I am proud of my capacity to learn, adapt, and to constantly push myself out of my comfort zone, which has enabled me to grow at a fast pace in a short time period.

“There is a Chinese expression — “gold will always shine” — and while I believe this principle, I am shining because I was given the chance to do so.”

LGPRO PROFILE SUMMER 2025 11

How has being awarded professionally or personally affected your life? What has been the reaction of your council? Winning this award was a thrilling moment in my life. Professionally, this award is recognition of my hard work and my ability. It motivates me to keep contributing to this society, especially to motivate culturally and linguistically diverse groups to be better equipped with the information they need to live a meaningful life in Australia, to better integrate into mainstream society, and to participate in the democratic process. Inclusive communication is not that I can speak another language, but rather, how I can use my cultural insight and language skills to better serve those who are disadvantaged as a result of language and cultural barriers. When people are empowered through the government’s communications channels, they are better informed about government policies, which allows them to better participate in civic life, and crucially, strengthen our democracy. It is a win-win for both the CALD community and the broader community.

12 LGPRO PROFILE SUMMER 2025

Personally, working in local government has allowed me to discover the strength in myself, my ability for intercultural communications, and what I can keep bringing to Whitehorse to serve the community. My Council is thrilled for me winning this award. I was honoured with a morning tea and kind words from our CEO, and a letter from the then Mayor, now Councillor Andrew Davenport, who is a strong advocate for better communications engagement with the multicultural community. I’m very grateful to my managers for nominating me and for believing in my potential from the beginning. There is a Chinese expression – “gold will always shine” – and while I believe this principle, I am shining because I was given the chance to do so.

“To me, inclusive communication isn’t simply translating words. It is translating context.”

LGPRO PROFILE SUMMER 2025 13

“When people feel informed, respected and included, they are more likely to get involved and our whole community becomes stronger.” 14 LGPRO PROFILE SUMMER 2025

You were awarded for your commitment to inclusive communications and collaboration with team rights across your council. How have you seen the benefits of your work unfolding? I’m grateful to my manager for empowering me to explore WeChat as a new communications platform for Whitehorse. She trusted my cultural insight and encouraged me to be bold in imagining what was possible. More than 13% of Whitehorse residents speak Mandarin, yet language and cultural barriers have historically limited their engagement in the Australian community. WeChat has helped close that gap — meeting people where they are and opening a direct, culturally-relevant communications channel to important information. One video, highlighting free weekend parking in Box Hill, has reached more than 150,000 views, 967 likes, 5.5k shares, 737 love hearts and 92 comments from the Chinese community. This video symbolises that the Council welcomes the Chinese community into local spaces and decision-making. To me, inclusive communication isn’t simply translating words. It is translating context. Cultural norms and cognitive patterns differ between Chinese and Western communication styles. Without addressing that, even accurate translations can fail. For example, the concept of “garage sales” doesn’t exist in high-density living environments common in China, so additional context is required before publishing content relating to garage sales. WeChat has also helped people understand everyday Council services. For example, our video explaining how to pay rates was designed for areas where many Chinese residents were new to the rate payment system. Because of WeChat video content like this, we are seeing real outcomes in improving understanding of how local government works. Inclusive communications strengthen our democratic process. Earlier this year, we shared a video promoting Council’s community grants program.

Since then, there has been a noticeable increase in grant applications from culturally diverse groups, partly because WeChat helped explain who can apply and what support is available. Seeing these benefits reminds me why inclusive communication matters. When people feel informed, respected and included, they are more likely to get involved and our whole community becomes stronger. While WeChat videos may be relatively new in local government, they’re just one part of my role. Most days, I’m working alongside my colleagues, writing, planning, and supporting Council-wide initiatives. I really value the collaborative spirit at Whitehorse. I also had a memorable experience during my temporary placement in the Governance team, where my desk was directly outside the CEO’s office. On my first day, I saw the CEO more times than ever before. My short stint has turned out to be a great learning experience. It helped me better understand how council officers work with Councillors.

What is your plan for studying or further development with your scholarship now? I plan to use the scholarship to pay for my Graduate Certificate in Translations at the University of Melbourne. This course will help me better understand the differences between languages and communication systems. It will also support my long-term goal of working in diplomacy or foreign affairs.

What is your advice for anyone considering a future nomination for awards like these? Say yes to opportunities, even if they feel challenging. The Sally Isaac Award is not just about what you have achieved, the award recognises your drive and your future potential.

And for their managers? For managers, a simple conversation or a tap on the shoulder can change someone’s career. When we feel supported, we are more willing to step up and shine. Please keep encouraging emerging talent. Your support can give someone the confidence they need to take the next big step.

Building a future-fit workforce LGPro’s in-depth analysis into the state of the local government workforce is ready for 2026’s workforce planning. 18 LGPRO PROFILE SUMMER 2025

Victorian local government is entering a period of significant transformation. Population growth, shifting community needs, financial pressures, and advances in technology are reshaping how local government delivers services. These changes are placing new expectations on our workforce. Strengthening future capability is no longer a question of growth alone. It is a question of how councils can attract, develop, and retain people who are equipped to respond to a more complex service landscape. A forward-looking approach to workforce planning is needed to help councils remain adaptive. LGPro’s new research is here to help.

Download the full Insights Report and explore how your council can shape a future-ready workforce.

New research LGPro engaged SGS Economics and Planning to develop an Insights Report to outline recent trends, highlight key drivers of future need, and stimulate ideas and discussion around what is needed to develop a future-fit Victorian local government workforce. This research delivers six recommendations for the Victorian local government sector to consider to meet the challenges of the future with a fit-for-purpose workforce.

Our Kiwi Connection: Indivar Dhakal’s learnings from New Zealand We find out what the debut participant in LGPro’s Manager Exchange Program took away from last September’s Local Government Annual Conference across the water. 22 LGPRO PROFILE SUMMER 2025

Indivar at New Zealand's West Coast Regional Council.

“Being part of this exchange has given me a unique lens into how local government works in New Zealand – what’s different, what’s familiar, and what we can learn from one another.” That’s Indivar Dhakal, Manager City Design and Economy at Merri-bek City Council, on his way back from Aotearoa New Zealand as the first participant in LGPro’s new Manager Exchange Program. LGPro is now recruiting the next participant in 2026. Just back from the Taituarā Annual Conference in Christchurch, we caught up with Indivar to find out what he learnt from the experience.

“This experience provided me with an opportunity to build connections …, gain fresh perspectives, and share insights.”

LGPRO PROFILE SUMMER 2025 23

Indivar at the 2025 LGPro Annual Conference.

“I was more than enthusiastic about sharing experiences from the Councils that I have worked in.”

Three days of presentations, workshops, and networking – tell us about the conference. The conference brought together leaders, innovators, and professionals from Aotearoa, Australia, and beyond. The focus of the conference was on innovation, leadership, collaboration, and addressing the challenges and opportunities that local governments are facing today.

24 LGPRO PROFILE SUMMER 2025

This experience provided me with an opportunity to build connections with colleagues in Aotearoa, gain fresh perspectives, and share insights from the Victorian Local Government context.

“The Leaders Forum session on political mindset versus leadership mindset was an eye-opener.”

LGPRO PROFILE SUMMER 2025 25

Indivar with LGPro President Sue Wilkinson at LGPro’s 2025 Annual Conference.

What were the standout moments? The Leaders Forum session on political mindset versus leadership mindset was an eye-opener. The session focused on both elected and bureaucratic leaders’ mindsets compared to a short-term political mindset, and how we can manage those mindsets. Another on “pseudolaw” focused on examples of sovereign citizen-related matters and provided the group with useful tools on how to navigate those challenges. Another on “Power of Purpose” explained how an organisation can move from a hierarchical machine to a living system.

26 LGPRO PROFILE SUMMER 2025

A particular standout was economist Shamubeel Eaqub. I was advised by my colleague from West Coast Regional Council, Steven May – my exchange program counterpart who will attend the LGPro Conference in Melbourne in 2026 – that Shamubeel was one of the highlights of similar conferences in New Zealand. He talked about trust in government and why it is declining, what to look out for, and how to navigate complex challenges of trust in government. But the last session was probably the highlight of the conference, where keynote speaker Eteroa Lafaele generously shared the journey of unseen to unstoppable. Eteroa shared how she used technology to create pathways for Pacific people into the technological space.

Indivar during a site visit at Pounamu Pathway. LGPRO PROFILE SUMMER 2025 27

How about your contribution? There were immersive sessions, and I had to choose amongst three equally important themes and attend one. I chose the environmental impact theme, as I believed it had similarities to the Victorian context. The session had two presentations. One was from South Dunedin Council on overcoming inundation challenges and how to build climate change adaptation that is viable, affordable, and widely supported. We also heard from Auckland City Council in relation to their food scraps roll out to aim at zero waste by 2040.

From here, I had the opportunity to share my experiences of Victorian local government waste initiatives and how they compared to the one rolling out in part across the Tasman. Particularly during networking events, I had the opportunity to meet with several peers from Aotearoa, Australia, and many other nations. One of the key questions asked by the peers across the Tasman was around rate capping, which the New Zealand Government is supposedly considering, and I was more than enthusiastic about sharing experiences from the Councils that I have worked in since the introduction of the rate cap in Victoria.

28 LGPRO PROFILE SUMMER 2025

Indivar during a site visit at Pounamu Pathway.

“The program has been invaluable in strengthening my leadership capability.” I am grateful to LGPro for supporting my participation in this exchange program and to Taituarā for their generous hospitality. I am also grateful to Steven May, who went above and beyond as a host to make me feel welcome. Last but not the least, I am thankful to Merri-bek Council for supporting me throughout my participation.

The program has been invaluable in strengthening my leadership capability, expanding my professional network, and providing insights that will benefit both my council and the wider sector.

With new Occupational Health and Safety Regulations coming into force from 1 December, councils will now carry explicit responsibilities for psychological health – with the same duty of care as physical safety. These updated responsibilities reinforce the need for council professional to understand how psychological risks arise, how they can be identified early, and how staff can be supported before issues escalate.

LGPro is running a limited new workshop in the new year to help leaders understand their new obligations. Leading with Psychological Health and Safety is coming up in March 2026.

“Managing isn’t just about performance; it’s also about wellbeing.”

LGPro is creating a more equitable member association that responds to the needs of more of the local government sector. Our team is also working on an upgraded experience for our members. This is how and where we are investing.

Including you Diversity and inclusion are strategic priorities at LGPro, and the association is committed to leading the way.

While LGPro already works hard to deliver safe and inclusive events and training, we acknowledge the need to go further. To this end, LGPro is developing a comprehensive Diversity and Inclusion Strategy. Consultation is underway with members, the broader local government sector, and beyond. If you joined us at the Annual Conference in June, you likely gave us direct feedback. If you are joining us at the Women’s Forum in October, you will likely be the first to see the strategy at launch.

LGPRO PROFILE SUMMER 2025 43

“Ignoring it doesn’t make it go away.”

Accredited Master Mental Health First Aid instructor Michelle Kleinert speaks to why early intervention, informed conversations, and stronger workplace culture will matter now more than ever.

“It’s about recognising when something is wrong and starting a conversation that might last days, weeks, months, or even years, until the person gets the professional help they need,” Michelle tells us.

What mental health first aid really means

“We don’t diagnose, but we notice changes in behaviour or physical signs and engage in ongoing conversations to support them until they receive the help they need.”

“When someone has a heart attack, first aid means staying with them until professional help arrives. Mental Health First Aid is different.

44 LGPRO PROFILE SUMMER 2025

What new mental health obligations mean for councils and managers Psychological health is now included in the broader definition of health used on Occupational Health and Safety legislation and regulations. This means that obligations familiar to councils in the context of physical safety now also apply to psychological safety. Michelle explains the impact of this change. “It carries the same weight. If someone is injured at work, WorkSafe looks at whether you tried to mitigate risk. That same weight bears on mental health now.” Presenteeism, absenteeism, and stress have always been issues for managers to deal with. With the strengthened regulations, these matters now have formal compliance implications, which increases the need for clarity, capability, and early intervention. Michelle highlights the importance of this early support. “If people get support, they will get better earlier. Recovery will be faster. The longer someone takes sick leave, the less likely they are to return to work.” The strengthened regulations call for clearer and more consistent approaches to identifying and managing psychological risks. The new obligations call for a more deliberate way of recognising psychological risks and demonstrating how they are being managed.

“This is not a cost. This is an investment.”

LGPRO PROFILE SUMMER 2025 45

Why managers need to upskill in mental health first aid “Part of managing your staff is managing their work performance and their wellbeing. You do not need to be a professor, but you need the fundamentals.” Without these fundamentals, performance and wellbeing concerns can be misunderstood. This can create tension in teams and increase organisational risk.

Culture and connection shape outcomes Workplace culture is central to councils’ ability to meet the new obligations. Michelle emphasises that healthy culture is linked to staff wellbeing and engagement. “It is all about culture. Councils want excellence and collaboration. That happens when people are in a good state of wellbeing and encouraged to be their best selves.” Michelle explains that many staff come into workplaces already carrying significant pressure and a sense of being alone. “People are feeling so isolated, so lonely, so disconnected. Saying to someone that you have seen them and that they are not invisible makes a difference.”

“Early support means faster recovery.”

46 LGPRO PROFILE SUMMER 2025

Embedding psychological safety across organisations As councils move into a stricter regulatory environment, Michelle believes that change will depend on how organisations choose to build capability. Stepping into the training room is the first step.

She has seen many people shift their perspective once they understand how mental health first aid works in practice and how it supports safer workplace cultures – so getting managers and leaders in the door is important. As Michelle puts it: “This is not a cost. This is an investment.”

Leading beyond the numbers: a CFO’s leadership journey 52 LGPRO PROFILE SUMMER 2025

As LGPro welcomes the next cohort of leaders We catch up with for a new year’s round of the Executive Leadership Program (XLP), we speak to a Glen Eira City Council’s graduate about how its influencing the way Chief Financial Officer, they work. John Vastianos reflects on his leadership style, John Vastianos on tells us about going from “technical expert” leadership since graduating to “strategic partner,” and how he’s fostering psychological safety at work. from the Executive Leadership Program.

LGPRO PROFILE SUMMER 2025 53

XLP's class of 2024.

Take us back to where you were in your career back in 2024 and what drew you to XLP at that time. I completed the program at a pivotal time in my career. Following an organisational restructure, I became a permanent member of the Executive Leadership Team, gaining greater visibility across the organisation through Councillor briefings, meetings, and induction sessions.

54 LGPRO PROFILE SUMMER 2025

This transition shifted my role beyond financial stewardship – it required influencing strategic decisions, demonstrating vulnerability, and building trust at the highest level. At the same time, the sector was – and is still – facing significant financial sustainability challenges: rising costs, constrained revenue through rate caps, and growing community expectations.

I wanted to strengthen my ability to lead through complexity and contribute to long-term resilience. The program offered the perfect platform to do that and helped me develop the confidence to engage effectively with both the executive team and Councillors in a way that balanced transparency, good governance, and strategic thinking.

“The CFO role is about more than balancing budgets; it’s about shaping the future.”

56 LGPRO PROFILE SUMMER 2025

“The experience was transformative. It pushed me out of my comfort zone and encouraged deep reflection on my leadership style.” How was the experience? The experience was transformative. It pushed me out of my comfort zone and encouraged deep reflection on my leadership style. The program created a safe space to explore complex issues, test ideas, and learn from peers across the sector. It felt energising to step away from the day-today and focus on the bigger picture – how we lead through uncertainty and deliver sustainable outcomes. I particularly valued the diversity of perspectives and the opportunity to build strong connections with other leaders.

The program reinforced the importance of psychological safety and vulnerability in leadership – being open about challenges and inviting collaboration. These insights gave me practical tools to strengthen relationships with my executive colleagues and engage Councillors with clarity and confidence, especially when discussing trade-offs and long-term financial strategies.

LGPRO PROFILE SUMMER 2025 57

At an XLP residential session.

What key learnings did you take away from it? Three key lessons stand out to me. One is adaptive leadership.

Another is strategic storytelling.

The program reinforced the importance of leading through complexity and ambiguity with confidence. In the local government sector, uncertainty is constant – whether it’s responding to legislative changes, managing financial constraints, or balancing community expectations. Adaptive leadership taught me to stay curious, flexible, and resilient, while creating space for others to contribute solutions.

Numbers alone don’t inspire action. I learned how to translate financial strategies into narratives that connect with people – whether it’s explaining long-term sustainability to Councillors or engaging the community on investment priorities. In a sector where governance and transparency are critical, storytelling helps make complex financial decisions relatable and ensures alignment with organisational values and community outcomes.

“Adaptive leadership taught me to stay curious, flexible, and resilient.” 58 LGPRO PROFILE SUMMER 2025

And finally, enterprise leadership. Financial sustainability isn’t just a finance issue; it’s an organisational challenge requiring shared ownership. The program highlighted the value of enterprise leadership – thinking beyond functional boundaries, embracing diverse perspectives, and fostering psychological safety so people feel empowered to speak up. These insights continue to shape how I approach strategic decision-making and influence outcomes today, particularly in building trust and alignment with Councillors and the Executive team.

What’s changed for you since graduation? Since graduating, I’ve embraced the evolving role of the CFO – from being a technical expert to a strategic partner and enterprise leader. Today, the CFO role is about more than balancing budgets; it’s about shaping the future. I’m focused on creating psychological safety within teams, fostering collaboration across the organisation, and leading conversations about trade-offs, investment priorities, and risk in a way that builds trust and alignment. Importantly, the program gave me the building blocks to step confidently into broader leadership roles, including becoming a member of the FinPro Executive Committee, where I now contribute to sector-wide conversations on financial sustainability and good governance.

“The program gave me the building blocks to step confidently into broader leadership roles.” LGPRO PROFILE SUMMER 2025 59
