FESTIVAL I am going, as you would expect, to start with the 2012 Festival on behalf of the Royal Masonic Benevolent Institution. We have now completed three years of the five year run up to the Festival and I am delighted to say that currently we are slightly in excess of £935,000 towards the minimum target of £1,500,000 I set in 2006. This is a splendid achievement and puts us on target to reach that £1,500,000 goal. Some eighteen months ago, seeing that some of the impetus to reach the target was missing, I asked my Deputy to accept an active role in the team to re-invigorate the appeal. He immediately set up a team in each of the Masonic Centres in the two Counties and tasked them to come up with methods and means by which the Lodges meeting at those centres could

be encouraged not only to reach their individual targets, but also to contribute to the Festival on a Provincial basis. He and I wanted to encourage more joint endeavours so that a team spirit would be engendered, and equally as important, wives, partners and families could join in and participate in fun events. VW Bro. David introduced Smarties, diaries, calendars (not of the page 3 variety), walks, barbecues and a multitude of other events. I can tell you that these initiatives have raised within the Province over £50,000. I mention the Smarties, for whilst each tube may seem trivial, each holds £14 and you can easily see that if every Brother fills only one tube per year from its introduction, it will contribute over £120,000 to the Festival. Who will miss the odd twenty pence in their change?

WELCOME BRETHREN, IT IS NOW MY PLEASURE TO WELCOME YOU ALL TO THIS ANNUAL COMMUNICATION. I HAVE ALREADY WELCOMED OUR DISTINGUISHED GUESTS AND HEADS OF ORDERS PRACTICED IN THIS PROVINCE AND IT IS NOW YOUR TURN.

Provincial Grand Master’s 2009 Address to the Brethren

I thank you most sincerely for coming to this meeting and of course, that not only includes all of those I can see in this room, but also those whom I can’t see in the Holmes Lodge Room, and whom I hope can see me. It would, of course, be nice if we could all be accommodated in one room, but the cost of hiring and equipping a venue would add greatly to the amount we would have to recover. I am sure some of my fellow Provincial Grand Masters can testify to that.

LEICESTER SQUARE WINTER 2009

I MENTION THE SMARTIES, FOR WHILST EACH TUBE MAY SEEM TRIVIAL, EACH HOLDS £14 AND YOU CAN EASILY SEE THAT IF EVERY BROTHER FILLS ONLY ONE TUBE PER YEAR FROM ITS INTRODUCTION, IT WILL CONTRIBUTE OVER £120,000 TO THE FESTIVAL.

We are, as those of us living on investment income well know, experiencing interest rates are at an all time low. When we set the Festival Target, it included interest generated from donations based on the rate at that time of 7%. That has now dropped and we can only rely on the 2.25% which the RMBI are paying us. It means therefore we have to work that much harder to reach the target. I am sure you will rise to the occasion. I am also pleased to see that a number of Lodges, whose donations exceed £7,500, are now indicating on their Summons that they have received Provincial Patron Status. RMBI Patron Status will also be given in accordance with the rules of the Charity.

CHARITY

I will reiterate again Brethren that support of the Festival is over and above support of the Leicestershire and Rutland Masonic Charities. Before the Festival started, much work had been done by the Charity Office, to build up not only the numbers contributing, but also the number of brethren donating by way of Gift Aid. That reached a very respectable percentage, and whilst I contend it is the duty of every Brother to contribute, I am pleased with the level of contributions we are receiving each year. The money so donated, is primarily for the relief of Brethren of the Province who may be in need, secondly to support neighbouring Provinces who are holding a Festival as they support us, thirdly to support local charities, not national charities, and fourthly any excess to be set aside to support our own Festival. The first two calls do not require further comment, but I would like to expand a little on the third. Each year the L&R MCA Committee meet at regular intervals to consider applications for charitable support. The applicants must be a registered Charity themselves and indicate why support is needed. The number of requests far outweighs the resource we have available and the Committee determine which, in its opinion, are the deserving Charities. We have unashamedly copied an excellent idea used by the Province of Bedfordshire and now invite those selected to receive a grant, to a morning in the Hall to receive their cheque. We have held two such mornings during the past year and supported by the Lord Lieutenant, have given donations to some 30 local Charities. We were also the recipient of a cheque from the Grand Charity for presentation to the Leicestershire,

Northampton and Derbyshire Air Ambulance. It was gratifying again to have the assistance of the Lord Lieutenant and the Town Crier to make the presentation to Sarah Blizzard on behalf of the Air Ambulance on a Saturday morning in the Market Place. For those of you who don’t know, Sarah Blizzard appears on your TV screens giving the East Midlands weather forecast. All great publicity in both events, but totally ignored by the Leicester Mercury again. One item of charity however did receive the paper’s attention and also that of ITV Central News. I refer to the refurbishment of the clock on All Saints Church in Highcross Street. This is an act of Charity

>> not calling for financial aid, but the expertise of our Brethren. I particularly mention W Bro. Joe Springthorpe and Brian Watts who refurbished, repaired and reconstructed the clock casing, which is some five feet tall, and had suffered the ravages of weather. W Bro. Joe Springthorpe was also responsible for hand carving the striking jacks which had been vandalised. The clock, the jacks and the casing were all hand painted by W Bro. Ivan Jarvis and I must also mention W Bros. Richard and John Hallam, who provided the scaffolding without cost and W Bro. Michael Robinson for enamelling the clock face. Many others were involved and I thank them all. It now stands as a testament to the work of Freemasons and is well worth a visit. Charity does not just mean putting your hand in your pocket every time. Dedication of time and care is also charitable. If you find it Brethren, please bring it to the attention of the Charity Steward, don’t just pass by on the other side.

MEMBERSHIP I now turn to the matter of membership of the Province. Some may say that numbers are unimportant. Perhaps they are in terms of quality of our Freemasonry, but in order to be able to enjoy our Freemasonry in the surroundings we do, I am afraid numerical membership is very important. Every Brother through his Lodge Subscription and dining fee, contributes to the upkeep of our Halls. These Halls have fixed costs which will not vary whether ten or a thousand Brethren meet there. They have to be met by the Brethren, and it does not take a mathematician to work out that the greater the number, the less the cost per capita. Please understand I do not advocate a free for all membership. Our candidates must be those we care to sit with, talk to and dine with. It was said by Rev George Oliver “Be careful whom you recommend as a Candidate; for one false step at this point may be fatal. If you introduce a disputatious person, confusion will be produced, which may involve the dissolution of the Lodge. If you have a good Lodge, keep it select, great numbers are not always beautiful.”

I am pleased to note that in May 2002, numbers were 3086 members and you will know from the Registrars report that today they are 3064 – a drop of 22 which is regrettable. However, on the plus side I can tell you that in addition to normal Lodge introduction of candidates, we have already had thirteen applications for membership through our web site. This, coupled with the splendid work by VW Bro. Michael Turnbull and his team, who have actually produced 270 candidates for Lodges over the 59 open evenings they have held during the past seven years. Perhaps our work of retention, coupled with the introduction of mentors, is producing the required results. I do urge Lodges to make full use of mentors. They are invaluable if they carry out their duties with diligence and empathy. I think this is proved by the fact that out of the large number of initiates each year, we only lose an average of four per year who in all probability do not find Masonry for them. The Provincial Mentor is always ready to give help and advice on this recent innovation.

THEY ARE INTENDED TO STIMULATE THOUGHT OR DISCUSSION AND TIME FOR THIS SHOULD BE ALLOWED. ORATIONS It is perhaps, in one sense, a little disappointing, that the orations made available by Grand Lodge are rarely used, but this might indicate that all Lodges have a full programme of ceremonies and have no need to fill void evenings. They are intended to stimulate thought or discussion and time for this should be allowed. I am, I would add, conscious of the time we start our meetings. I would prefer, if possible, for a meeting to start at 6.00pm, thereby allowing younger Brethren to attend without having to take time off from work. If Minutes are circulated and the Secretary’s matters at the risings are dealt with efficiently, there

is no reason why the Festive Board, after cocktails, cannot start at 8.00pm and thereby the evening concludes at 10.15pm.It can be done Brethren, and I think we must consider the problems in current times, of a Brother absenting himself from work. Likewise, he has a family duty in many cases and does not want to be too late leaving.

ROYAL ARCH

You will all be aware of my affinity for/to the Royal Arch and I firmly believe that any committed Brother should seriously consider joining the Order. Provincial Grand Chapter has recently launched a new introductory booklet for those who may be thinking about taking the fourth step. Earlier in the month, the Grand Superintendent held an Open Evening for Master Masons and I do urge Royal Arch Masons to try to persuade Brethren to attend if they are at about the stage they become a Deacon in their Lodges. Attendance does not impose an obligation to join, but does give a better idea of what it is all about. All Brethren who have been raised to the Third Degree now receive a letter jointly from the Grand Superintendent and I, and of course, every Lodge has a Royal Arch Representative. Additionally, Royal Arch matters of importance can be put before a Lodge meeting, but I do ask that these be kept brief and not as I have heard on three occasions recently, a short lecture and a recruiting campaign and where in two cases the person forgot to give the important date of forthcoming Royal Arch

events. That is, I am sure, not what the Grand Superintendent has in mind. Brethren, the Order of the Holy Royal Arch and the Grand Superintendent have my full support. I have enjoyed over 40 years membership and can heartily recommend it.

THANKS

Brethren, this address gives me the opportunity to record my thanks to my Executive who all work hard on behalf of the Province to ensure we are able to enjoy our Masonry both here at London Road and in the ten other Provincial Centres. Particularly, I would like to thank my Deputy, W Bro. David Hagger for his loyal support. He undertakes a vast workload and takes a load off my shoulders. The work on the Festival with the team he has established, has produced amazing results. Thank you VW Bro. David for all your help and support and friendship both in and outside Freemasonry. To my Assistant, who despite running an Architectural Practice, manages to find time to assist in all that I ask of him. Our friendship goes back over 40 years, when his father and I were Architect and Surveyor for the Morley Suite. I am not sure whether he had even decided on his choice of career at that stage. To you Philip, I give my heartfelt thanks. A special vote of thanks must go to my Provincial Secretary. I don’t think there can be anybody who could fill that Office so efficiently, quietly and without fuss. He and his team ensure the smooth running of the Province and are

>> responsible for the excellent organisation of today’s meeting. In this building, I must mention all those in the Charity Office who are under pressure with the L&R MCA and the Festival. The Year Book and Registrars Office who manage, despite the problems of late returns, to produce what I believe is the best Year Book for content and presentation. To the Provincial Grand Superintendent of Works and his Assistant, David Hardy, who manage to keep this building in tip top condition both structurally and decoratively. I will not, for the first year ever, mention the heating system. It works Brethren, at last! To the Library and Museum Curators, and the Custodian and his Staff of cleaners and porters. We underuse the Library and Museum which is a constant disappointment, for it is one of the best outside London. Whilst not Masons, I must mention John Stew and Karolina Koza, who manage the catering for Festive Boards of all Masonic Meetings and Ladies Festivals and also for Devonshire Place. We like to think our inclusive meal prices cannot be beaten outside this Hall for quality and service. It is a never ending battle for John Stew to ensure we remain competitive in price. He puts in long hours and is frequently not available to thank when we would like, so I record them now. And finally, whilst singling out special thanks, I must mention again this year Nicola Holyoake and Carly Penney, who despite the recession are managing to bring in business, which so far this year, is comparable with previous years. The profits from

8

Devonshire Place have, in the past, made so much possible to improve the standards of this Hall. Without that financial input we will quickly revert back to the early 1980s with all the attendant problems my predecessor inherited where funds were not available to carry out major works. In all these thanks, I know my Deputy and Assistant join me. I am aware that in thanking some, others may feel left out. That is not intended, it is just there are too many to thank individually. We are conscious of your contribution and give you all our heartfelt thanks.

IN ALL THESE THANKS, I KNOW MY DEPUTY AND ASSISTANT JOIN ME. I AM AWARE THAT IN THANKING SOME, OTHERS MAY FEEL LEFT OUT. THAT IS NOT INTENDED, IT IS JUST THERE ARE TOO MANY TO THANK INDIVIDUALLY.

FAREWELL In early 2002 following the retirement of RW Bro. Derek Buswell, I became the Deputy Provincial Grand Master in Charge and on 1st August 2002, I was installed as Provincial Grand Master by the Pro Grand Master MW Bro. Lord Northampton. The terms of my appointment provided that it extended until my 75th birthday, and as that fateful day arrives at the end of January next year, I have written to the Grand Master notifying of my wish to retire on the 15th January 2010. He has graciously agreed so Brethren this is the last time you will have to suffer my address at this meeting. I have been, and am, very honoured to have been selected to lead this Province. I have derived great pleasure from those years and this is due in full to your wholehearted loyalty and support. Without that my job would have been impossible. Together, we have made great strides, the introduction of mentors, orators and the work on the 2012 Festival and so many other initiatives have all been great successes. The initiatives started by my predecessor have been continued and with the financial input from Devonshire Place and the Front Bar, continued maintenance and improvement of our surroundings have been possible. Brethren, in the words of the ritual at the closing of a Lodge “Nothing now remains” but to thank you for your attendance this evening, to wish you continued enjoyment of the evening at the Festive Board, where I hope to meet many of you. At the end of the evening, I wish you a safe journey home. God Bless you all Brethren.

A t the time of writing this message we have raised over £930,000, all of which has been sent to the RMBI. Your response on both an individual and collective basis as Lodges has been fantastic, and I and my events committee are truly grateful for your continuing support. I recently wrote to all the Brethren in the Province who had made donations without completing a Gift Aid declaration inviting them to complete a form and the response had been encouraging. Clearly everyone who pays tax should consider using this method, which is very beneficial to the Festival fund. We have much to look forward to as regards Provincial Fund raising events. On December 5th we will have had the Craft Fair and Christmas Bazaar at London Road. There were over 25 stalls with a variety of gifts, Christmas cards, craft goods and houseplants for sale. A great deal of effort by a dedicated team had gone into this event, and I hope that their efforts have been rewarded. Next year we intend to have the Provincial Quiz again, with the final taking place at London Road on the 18th May 2010. A great “Fun evening” was enjoyed by all who took part

last year, and I hope that those Masonic Centres who did not have teams last year, will participate next year. Details of the heats will be announced very shortly. On the 4th June 2010 we will be holding a Golf Tournament at Rothley Park Golf Club and on the 9th July 2010 a Sportsmens’ Dinner at Leicester Tigers. Both these events are open to non-Masons and flyers publicising these events accompany this edition. On July 11th 2010 we have a “Family Fun Day” with a sponsored walk around Rutland Water. Details of the event will be sent out in the New Year, but essentially it will be a Family day out with a barbecue, licensed bar and special games, treasure hunt for the children. So whether on this day you wish to run, walk, cycle or sail on the Rutland Belle, we look forward to your company. Thank you again for your support for the 2012 Festival. MASONIC HALLS DASH

As well as being a major success financially, it was an opportunity for provincial visitors to meet lodge members in a relaxed social atmosphere. Each of the venues hosted an event to coincide with the visits, providing drinks, lunch and afternoon tea along the way. To make the occasion even more special, other classic cars were encouraged to join the routes.

AS WELL AS BEING A MAJOR SUCCESS FINANCIALLY, IT WAS AN OPPORTUNITY FOR PROVINCIAL VISITORS TO MEET LODGE MEMBERS IN A RELAXED SOCIAL ATMOSPHERE.

THIS UNIQUE EVENT WAS AN UNUSUAL AND FUN WAY OF RAISING MONEY FOR THE 2012 FESTIVAL APPEAL. ALTHOUGH REFERRED TO AS ‘THE DASH’ RIGHT FROM THE VERY EARLY PLANNING STAGES, THE EVENT WAS MORE OF A LEISURELY DRIVE THROUGH THE PROVINCE OF LEICESTERSHIRE AND RUTLAND.

T he idea was for the PGM, his Deputy and Assistant to travel on three separate routes in a classic car, between them visiting every Masonic meeting place in the Province. The journey times were recorded by a black box (a custom-built timer) fitted to each car and then all the times were added together to give a grand total. Brethren paid £5 to guess the combined journey time and those nearest to the grand total won one of twelve fabulous prizes. The Dash raised the amazing sum of £5,000 – obviously members found it hard to resist a shot at winning the first prize, a week in a villa in Portugal!

HINCKLEY MASONIC CENTRE IN 1803 THE PRESENT KNIGHTS OF MALTA LODGE (50) WAS ESTABLISHED AT HINCKLEY ALTHOUGH MEETINGS WERE HELD IN VARIOUS TAVERNS, HOTELS AND THE TOWN HALL.

I

n 1926 the idea was proposed to have a permanent dedicated building as it was by then the only Lodge in the Province to meet on licensed premises. Work started in 1928 and completed by 1929. It became

a town landmark and its use was extended to other organisations and functions (including being used by the Ministry of Food during the War years –resulting in the Lodge room having to be cleared after each meeting. Over the years the number of Lodges and a Chapter joined in being “tenants” as well as other local organisations making use of the Hall. Outline plans have now been produced for a major expansion and a consultation exercise is taking place with members to agree the way forward. Whatever the final outcome of these discussions it is likely to be the most ambitious scheme since our predecessors first launched the project in the 1920s.

September to June. The same Emulation Workings as in England are used, (but in French!!!), which can be quite challenging to say the least. A previous Past Master of the lodge is W Bro. Iain S. O

A RECORD?

o doubt stimulated by Dan Brown’s recent novel, media interest in Freemasonry was evident in the last few weeks. We had a visit from Radio Leicester on Tuesday 15th September, when Julie Mayer came to London Road in the Radio Car to conduct a live interview with the Provincial Grand Master. Julie was taken on a tour of the building and

he difference with this occasion was that Simon who has been deaf from birth fully participated with credit in his responsibilities on the evening. He has progressed with help and support from his Lodge brethren to this exalted position. Albeit that he is able to lip read but not necessarily from the East to the other full side of the West! it shows that with help to each other everything is possible. His father W Bro. Alf Sharman expressed his pride of Simon following him as a Master of the Lodge and overcoming his difficulties with such fortitude and the support the Brethren have displayed.

shown the Holmes Lodge Room and the Library and Museum and was able to learn something of what Freemasonry means to us all. Following an approach from Tony Roe of BBC Inside Out, we agreed to have a visit from him and his cameraman and they really were very thorough in their approach to filming. In fact they spent nearly six hours in the building during which they conducted an interview with the Provincial Grand Master looked round the Museum and received a lot of information from W Bro. Walter Glover and also saw what

an Open Evening was like. W Bros. Brian Golland and John Booton presented a shortened version of their normal talks to potential Initiates and some of the Brethren were interviewed to get their opinions on Freemasonry. The TV crew are also going to film at the Provincial centres in Nottingham and Derby and the final program, edited down to 10 or 15 minutes!, will be broadcast early in the New Year. I will try to notify all Lodge Secretaries of the date as soon as I know it.

n August 12th 2009 a host of people helped to celebrate W Bro. Jack Hammonds 100th Birthday. Jack came to live at Devonshire Court 14 years ago but started his working life as an apprentice carpenter, spent 12 years in the RAF & six years in the reserve, he’s also been a publican, policeman & Dairy Farmer. He was married to Lois for 62 years and has a son & daughter and six grandchildren. Everyone had a super party with Jack & we all got to see his telegram from HRH Queen Elizabeth. Even at 100, Jack is still outside come winter or summer doing gardening at Devonshire Court & without a doubt he has the biggest collection of jokes out of all the residents as his birthday hat testifies?

Appointments and Promotions

‘The Leicestershire & Rutland Approach’

further consideration. The final decision/confirmation however rests solely with the PGM. The Appointment or Promotion is made to the Brother concerned for HIS individual contribution. Whilst it Is of course nice for the Lodge concerned and they have every right to be proud of the achievements of one of their members, it is a personal award.

FOR A FIRST APPOINTMENT:

A Past Master will normally be considered six years after being installed in the Chair of his Lodge. Very occasionally the PGM will make an appointment one year earlier than would normally be expected. In reaching a decision the Committee will consider the attendance of a Brother at Lodge, rehearsals and

CONTINUED >>

committee (as appropriate), participation in Ceremonies, at the Festive Board and other events the Lodge may hold, offices which may have been held in Lodge after leaving the Chair, membership of the Royal Arch and whether contributions are made to the Leics. and Rutland Masonic Charity Association. It should be stressed that the Committee is not told how much a Brother contributes but only that he does give. These factors are considered together with a Brother’s personal circumstances which may mean that if for a time a Brother is not able to meet some or all of the requirements an Appointment may be deferred

FOR THE BRETHREN TO HAVE CONFIDENCE IN THE APPOINTMENTS AND PROMOTIONS SYSTEM IT NEEDS TO HAVE A STRUCTURE THAT IS BOTH TRANSPARENT AND FAIR. IT NEEDS TO BE FLEXIBLE ENOUGH TO TAKE INTO ACCOUNT A BROTHER’S CURRENT SITUATION AS WELL AS HIS PAST ROLES, HIS PERSONALITY AND HIS SKILLS. WHAT ARE THE FUNDAMENTALS? The Appointment and Promotions Committee consists of Present and Past Deputy Provincial Grand Masters, Present and Past Assistant Provincial Grand Masters, the Provincial Director of Ceremonies and the Provincial Grand Secretary. The Chairman of the Committee is appointed by the Provincial Grand Master. It is the task of the Committee to make recommendations to the PGM. In practice, because we are working to agreed guidelines and because a great deal of time and thought is spent on reviewing all those eligible for the various roles, it is only on the odd occasion that a recommendation is queried and sent back for

In the first place there are Active Ranks but the number available for First Appointments depends on the number of Brethren re-appointed to Active Rank. Grand Lodge specifies the number of Active Ranks which is based on the size of the Province but an Active Rank is always preferable to a Past Rank and in this Province a low Active Rank is usually replaced by a Past Deacon appointment in the following year. The number of Active Appointments is very limited so for most Brethren their First Appointment will be a Past Provincial Appointment. These vary from Past Provincial Grand Standard Bearer to Past Provincial

WHAT RANK COULD A QUALIFYING BROTHER LOOK FORWARD TO RECEIVING?

>> to a later date. It must be stressed that an Appointment is for service to the Lodge and/ or Province and not for length of membership. An Appointment for a Master Mason is quite rare but may occasionally be justified. These require continuous meritorious service over a prolonged period. It must be remembered that a Past Master will have taken several years to reach the Chair and will then have continued to serve the Lodge for a further six years. A recommendation for a ‘Rosette Appointment’ will be considered only if the Brother has served with distinction over a considerable period. Grand Lodge has laid down the number of Appointments a Province may make but there is no obligation for all these to be used.

26

Senior Grand Deacon, the most common Appointment being that of Past Provincial Assistant Grand Director of Ceremonies. A Master Mason receiving a First Appointment would normally expect to get Past Provincial Assistant Grand Standard Bearer.

WHAT ABOUT PROMOTION? Promotion is given for continued commitment by a Brother to his Lodge and to the Province. In this Province a period of eight years is the usual period between a First Appointment and a Promotion or between one Promotion and a subsequent one. Promotions are NOT given for length of membership but are awarded on merit. To qualify the Provincial Officer must have continued to attend regularly and to have played an active part in the Lodge. He must also have shown interest in, and support of the Province e.g. by attending Provincial Grand Lodge and supporting Provincial events. A First Promotion will generally be of two ranks e.g. PPSGD to PPGSuptWks or PPAGDC to PPGSD. An exception to this is the promotion of a Brother originally given an Active Junior Rank but this is not automatic.

SUBSEQUENT PROMOTIONS It is usual for a further eight years to elapse before a further promotion is considered. Again it will be awarded on merit and not for length of Lodge membership and to gain further promotion a Provincial Officer will need to have been instrumental in important work within the Lodge or in active work at Provincial level. Grand Lodge have strongly recommended that promotion to the rank of PPJGW should be used sparingly and not be more

than 6% of the total number of ranks conferred in any one year. Promotion to PPSGW should be not be more than 3%. In this Province promotion to the rank of PPSGW is considered only by the PGM and he is also totally responsible for the selection of Active Provincial Wardens and recommendations to UGLE for Grand Rank Appointments.

CAUSES FOR CONCERN AND OTHER MATTERS It is sometimes felt by Brethren that it will help their cause if they hang on to an office after leaving the Chair but this is not necessarily the case. It may even ad against them if it is felt that there are Brethren deprived of the opportunity of taking office because others will not give up! Retiring from office after five years or so certainly would not be held against a Brother or affect his promotion. Most Masons have been members of their Lodges for a long time but nevertheless it is important that our members feel that the rank awarded is both genuinely and worthily earned.

Another cause of concern among Brethren is when they compare their appointment/ promotion with that received by other members of the Lodge in previous years and they feel disappointed. It has to be appreciated that each year group is different and it is quite possible for a Brother to be in a strong year group and thereby feel undervalued by the rank they receive. All that we can say is that we do our best with the information we receive. Unfortunately there is no consistency of approach between different Provinces and this can lead to a Brother who moves to Leicestershire from another Province being given a rank which is not equivalent to that he has already received elsewhere. Whilst we do not automatically match current ranks we do try to do this but we do expect that he will work in and for our Province. As a consequence there will usually be a gap between a Brother moving to this Province and his receiving an appointment as it takes time to assess whether or not such an appointment is deserved and appropriate.

TO SUMMARISE:

• It is the Provincial Grand Master who makes all Appointments and Promotions.

• The system may not be perfect but the better the information received from Liaison Officers, who may well consult with senior Lodge members, the better it works.

• A Brother may occasionally be overlooked and in such cases Lodge members should ask the Liaison Officer to follow this up. This is especially likely to happen when Brethren transfer from other Provinces.

• Recommendations for Appointments and Promotions made by Liaison Officers should be realistic and the picture of the whole Province should be remembered.

• Remember that Appointments and Promotions are not automatic and must be seen to be justified.

AND FINALLY

These are the guidelines; these are what we work to, but ‘here will always be exceptions! HOWEVER, In the interests of fairness and transparency the exceptions should be few and far between.

MEDICAL CARE AND TREATMENT

DENTAL CARE AND TREATMENT:

The Masonic Samaritan Fund provides financial help to Freemasons and their dependants in support of: The MSF will consider applications for a wide variety of medical treatments from hip replacement to cardiac surgery, from digital hearing aids to drug treatment for cancer or degenerative diseases, from stomach banding to macular degeneration.

The Fund also gives grants for specialist equipment or home adaptations in response to a specific medical need.

VEHICLE AND HOME ADAPTATIONS

Applications are welcome where treatment on the NHS is unavailable or where costs are in excess of NHS charging rates. Funded treatments are those licensed for use by the NHS. Grants are not available where the proposed treatment is purely cosmetic or where an applicant simply prefers to receive private treatment.

RESPITE AND DOMICILIARY RESPITE CARE: Grants are available to support carers. Funding is available towards the costs of short periods of residential care or to provide regular short breaks at home.

There are no age limits, no qualifying period of membership and no requirement for the Freemason to still be active. The application process is straightforward, quick and confidential. Initial enquiries are welcomed from Almoners or potential applicants direct to the Fund. Grants are rarely made for treatment or care that has already taken place. Within the last five years 13 grants have been made to Freemasons and their dependants from across the Province of Leicestershire and Rutland at a total cost of £44,166. Whilst this is clearly a tremendous boost to those who have received help surely there should have been more applications on behalf of our members and their families. These figures equate to just one application per year for every 29 Lodges. Two popular misconceptions about the Samaritan Fund need to be out to rest. First you do not need to be poor to apply. Which of our readers could without a financial struggle pay £15,000 for a heart operation? Secondly the Fund does not take into account the value of the family home. If you know someone who you think needs our help PLEASE tell them to contact the Fund on 0207 404 1550. Learn more about the Fund, if your Lodge or Chapter would like to receive a presentation on what the Fund does please contact the Development Director John Williams on 07931 533648 or Email john@msfund.org.uk.
