Even musicians in the Marine Corps have to be prepared to drop their musical instruments and be prepared to be a Marine first. Peak season notice from your Quantico Personal Property Office (PPO) Diane Johnson Personal Property Office

Every summer moving season causes stress to both the customer and the moving industry due to challenges in volume and capacity. Here are some tips from your Quantico PPO that may make your move less stressful for you and your family. Customers are strongly encouraged to create their shipment in Move.Mil as soon as possible after receiving orders. The peak moving timeframe is June 15 to July 15. We encourage customers to schedule their move before or after the “peak” whenever possible and be flexible in arranging their pack/pickup dates. Customers should understand their dates are not confirmed until their shipments have been awarded to a Transportation Service Provider (TSP) and the TSP has contacted them and performed a pre-move survey to finalize the actual pack, pickup and any necessary adjustments to the required delivery date (RDD). Customers are to ensure orders are valid and lines of accounting are accurately transcribed into the Defense Personal Property System (DPS), found in move.mil, to support successful awarding of shipments. Customers should upload orders into the DPS system prior to submitting their application. If for any reason this cannot be done by the customer, customers are to

provide a copy of their orders to their serving Personal Property Office or Personal Property Shipping Office (PPO/PPSOs) to upload into DPS. Customers have the option to personally procure their move in accordance with branch of service processes for movement and reimbursement. The move.mil website has a weight estimator tool to assist customers with estimating the weight of their household goods. This tool is very useful for customers to use during the

planning phase of their moves. Customers are authorized 90 days of storage once their shipment arrives at destination or it can be stored at origin if authorized. When Storage-in-Transit (SIT) is used at origin, customers will be counseled to contact their origin (preferred) or destination PPSO when they have a delivery address so the PPSO can schedule delivery out of SIT.

Even band members are Marines first The Quantico Marine Corps Band completed their annual Security Augmentation Force (SAF) training this past month. SAF training consists of rifle/pistol marksmanship, unarmed defensive tactics, interrogation/ handcuffing techniques as well as the use of deadly force. This training is to better prepare the Marines to assist in military police operations as well as staying true to the phrase, “Every Marine a Rifleman”.

Continued from Page 1 Customers may submit an inconvenience claim directly to the TSP when their shipment fails to be picked up on time (agreed upon date) or delivered on or before the required delivery date (RDD) as reflected on the Bill of Lading (BL). When the shipment fails to be picked up on time or delivered on or before the RDD, TSPs should initiate the inconvenience claim process with the customer. Inconvenience Claim pamphlets can be found at www.archive.move.mil. Customers needing to file a claim for damage should work directly with their TSP to resolve their claim. Damage claims should be submitted directly in DPS. The www. archive.move.mil and www.move.mil sites provide guidance (video/slides) for the customer on how to file a claim in DPS. Customers who are unable to successfully resolve claims with the TSP should elevate their claim to the Military Claims Office for assistance. As a reminder, this year the claims liability rules were updated to require TSPs to acknowledge receipt of a claim in 15 days. Also, customers MUST notify the TSP through DPS of loss and damage within 75 days of delivery. The date of delivery does not count toward the 75 day limit. The customer is encouraged to follow up with the original PPO/PPSO rep if issues arise. The Quantico PPO is open Monday through Fri 8 a.m. to 4:30 p.m. Select services are provided during the following times: Move.mil application signatures are conducted on Mondays, Tuesdays, Wednesdays, and Fridays from 8 to 11 a.m. Students attending The Basic School (TBS), Infantry Officer Course (IOC), Expeditionary Warfare School (EWS) and Officer Candidates School (OCS) are encouraged to make arrangements on Thursdays between 8 a.m. and 3 p.m. Thursdays are set aside for student support. Personally Procured Move Claim submissions are on Wednesdays and Fridays from 1 p.m. to 3:30 p.m.. The Quantico PPO does not take walk-ins after 3 p.m. on Tuesdays and Thursdays. The scales are open Monday through Friday 8 a.m. to 3:30 p.m. The scales are located outside in the parking lot near the PPO building, which is between buildings 2009 and 2011. There is no charge for weight tickets.

Changing VA discharge records made easier A joint initiative between the Defense and Veterans Affairs departments has yielded a web-based tool that will provide customized guidance to veterans who desire to upgrade or change the conditions of their military discharge. Over the years, some veterans have criticized the review process as daunting or difficult to understand, Pentagon officials said, noting that supplemental guidance over the past few years, while helpful to many, has the side effect of creating multiple guidance documents that can be confusing. Furthermore, officials said, some veterans suffer from mental health or other conditions that make tasks like these more difficult for them than for others. The new online tool simplifies and customizes the guidance, officials said.

By answering a few short questions, veterans will know which board they need to go to, what form to fill out, any special guidance applicable to their case, where to send their application, and some helpful tips for appealing their discharge, encouraging veterans who believe their discharge was unjust, erroneous, or warrants an upgrade, to use it and then apply for review. The tool can be found on Vets.gov at https://www.vets.gov/dischargeupgrade-instructions. The link is also available on Military OneSource and on each of the review board’s websites listed below.

Marine Corps Base Quantico (MCBQ) hosted an Unmanned Aerial System (UAS) point-to-point distribution system exercise recently, launching a mixed UAS fleet that tested unique resupply demands generated on handheld devices by individual war fighters in the field. The system’s unique platform, agnostic software architecture, simultaneously employs four different UAS variants autonomously to best satisfy demand. The completely autonomous fleet of UAS included rotary and fixed-wing UAS as well as some outfitted with obstacle avoidance capabilities. Section (LPV-3), Next Generation Logistics (NexLog) branch and the Office of the Secretary of Defense’s (OSD) Rapid Reaction Technology Office, that employs UAS “Hives” connected to a war fighter’s handheld device. Resupply messages from handheld devices are captured by a cloud-based storage platform in order to provide real time visibility of on hand inventory levels for war fighters and “Hives.” HFM software autonomously queues and dispatches autonomous platforms in order to satisfy the war fighter’s unique demand. The payoff is significant improvement in service to the war fighter and the reduction in the bottlenecks and operational constraints inherent to current logistical and distribution operations.

Exchange celebrates grand re-opening March 15

The Marine Corps Exchange (MXC) welcomed a large crowd of Marines and civilians to the grand re-opening of the Marine Corps Exchange at Marine Corps Base Quantico (MCBQ) March 15. Here, exchange employees and Sgt. Maj. Charles Williams (right), Marine Corps Installations National Capital Region-MCBQ sergeant major, cut the ribbon signifying the official re-opening. The grand re-opening was the culmination of the renovation that the MCX went through from February 2017 to January 2018. During this time lighting, restrooms, all the flooring and visual graphics for the store were updated. In addition, the store added numerous new brands and displays including new jewelry display cases and the addition of a new tactical section, to name a few. The MCX was built in the early 1980s and has been renovated four times since, with the last reno completed in 2007. It has been more than 10 years since the exchange has been updated. MCX staff hope to make the customer experience better and attract even more customers.

A Marine pets Fred the dog, whose owner veteran Marine Craig Grossi wrote a book about the stray dog he found and fell in love with while on a tour in Afghanistan. Fred and Grossi supported each other while he was in Afghanistan and Grossi knew he had to take the stray dog home with him and make him part of his family. The book is about their adventures in Afghanistan together. With Grossi and Fred are Nora Parkington, Grossi’s girlfriend, and her dog Ruby. Customers were delighted by their presence and stood in a long line in order to talk to Grossi and have him sign his book.

Women Marines celebrate a century of service Valerie O’Berry Editor

The National Museum of the Marine Corps had a special display March 10 in honor of Opha May Johnson and the 100th anniversary of women in the Marine Corps. The celebration was held in March in honor of Women’s History Month. Johnson was the first official woman to enlist in the Marine Corps as a reservist. She let nothing stand in her way of enlisting in the Marines, including her age she was 39 years old when she took the oath of military service to join the Marine Corps on Aug. 13, 1918. She enlisted in order to help fulfill the Marines’ slogan to recruit women, which was,“ Free Up a Marine to Fight” in WWI. She worked as a clerk at Headquarters Marine Corps. She was the first of 305 women to be selected to serve in the Marine Corps. After the Great War ended all women in the Marine Corps were released from service on July 30, 1919. They returned during WWII in February 1943. By the end of the war, in 1945, there were 820 officers and 17,640 enlisted female Marines. Although most female Marines served as clerks, they also were able to work as parachute riggers, mechanics, radio operators and welders, to name a few Military Occupational Specialties (MOSs). However, they were never assigned to combat zones, serving only in the United States and no further west than Hawaii. In 1948 women were integrated into the regular Marines and for the first time were able to serve without having to be just in the reserves. By the time war broke out again in Korea in 1950 women Marines were not only serving

in the continental United States, but also overseas. This was also true of the Vietnam War and the wars in the Middle East. The Marine Corps has continued to evolve and today, through direction by the Department of Defense, women are now allowed to serve in all MOSs, including combat jobs. Last year the first female infantry officer graduated from the Infantry Officer Course aboard Quantico. Congratulations women Marines on reaching the milestone of a century of service.

True service is being kind and thoughtful to those unable to care for themselves while selflessly conducting genuine acts of compassion. Similar to members of the military, caregivers are great examples of selflessness, because they help individuals who need assistance with activities of daily living that most of us take for granted such as tying shoes, taking a shower and even eating. Caregivers are a critical national health care resource and typically family members such as a spouse or grandparent are often the primary source of home care and support for those needing care. The term caregiver can include anyone, from a parent taking care of an infant, to someone providing care for an individual with an illness, injury, or disability, to the person who provides care for an aging parent. All are caregivers, and none of them are exempt from burnout. According to the Family Caregiving Alliance (FAC), on average, caregivers spend between 24 to 45 hours a week caring for their loved ones, with more than half the caregivers working full-time. Caregiver burnout is the progression of caregiver burden to the point where the experience is no longer a viable or healthy option for either the caregiver or the person receiving care. Caregiver burnout can also be referred to as “compassion fatigue.” Symptoms of burnout may include

irritability, decreasing ability to function, pulling back from normal activities, cancelling plans, physical aches and pains or increase of aches and pains, feeling bored and apathetic, physical fatigue, memory problems, depression and other signs commonly associated with stress. FAC found 70 percent of caregivers experience work-related difficulties due to their dual roles, with approximately half of caregivers feeling they have no choice about taking on the responsibilities. About the same percentage, caring for a family member or friend, report

having to rearrange their work schedule, decrease hours or take an unpaid leave in order to meet their responsibilities. According to the National Center of Biological Information, assuming a care giving role can be stressful and burdensome as the task has all the features of a chronic stress experience because it frequently requires high levels of vigilance. Care giving can create physical and psychological strain over extended periods of time, accompanied by high levels of unpredictability and uncontrollability. Secondary stress can also build inside

work and family relationships. “For many caregivers managing the care of a family member, anything that disrupts the familiar routine can be an added stress. Consider the impact of a PCS (Permanent Change of Station) move on a military family,” said Amy Watson, Exceptional Family Member Program (EFMP) training, education, and outreach specialist. “The family routines are changed, there’s tremendous uncertainty about available supports at a new duty station and the list keeps going.” EFMP is a vital resource for the Quantico community to use for caregivers tending to individuals, specifically the needs of child dependants. According to Watson, the primary mission of the EFMP is to provide a continuum of care, so that when a family with an Exceptional Family Member (EFM) is moving, a caseworker at the current installation can connect the family to the next installation’s EFMP office. However the first and most vital step is recognizing burnout is happening and taking inventory of personal feelings. If a caregiver begins displaying signs of stress or fatigue, they need to start thinking about how to treat the problem. Watson suggests reaching out to family and friends for help, finding emotional and physical support structures or planning regular breaks. “For many people, a half day off can do a world of good,” she said. “But, most importantly, finding resources within the community will help.”

Invest what you are given: Your time CDR Jeff Etheridge CHC, USN, Regimental Chaplain – Wounded Warrior Regiment

Daylight Saving Time is here! I certainly enjoy having the extra light in the evening but I really miss that hour of light in the morning. And although it is called saving time, the reality is we are not saving time but just moving it around! Nevertheless, as I considered the change of our clocks, I thought the topic of time management would be a good subject for this week’s Chaplain’s Corner. In my day planner there is a quotation from Benjamin Franklin that reads, “Dost thou love life? Then do not squander time, for that’s the stuff that life is made of.” So let’s consider some thoughts about time. First, every person is given the same amount of time. Each day everyone is given 24 hours to spend as they see fit. Second, while time cannot be saved, it can be invested. Third, time is often divided into past, present, and future. I believe that our primary focus should be on the present. Our future destination is based on our present decisions. So how are you using your time? The Bible says in Ephesians 5:15-16 “Look carefully then how you walk, not as unwise but as wise, making the best use of the time, because the days are evil.” The first decision we need to make is to decide what our priorities will be.

Once we make that decision we can spend our time according to the priorities we have set. The change to Daylight Savings Time is a good time for us to evaluate how we are spending our time. My 3rd Marine Division Commander Gen. Roberson shared his priorities in a letter to the Division when I was Chaplain with 2nd Battalion 3rd Marines. His priorities were God first, family second and work third. He included his reasoning in his letter, saying that God was first because that was an eternal commitment. Family was second because while he loved being a Marine, there would be one day when he would retire from active duty yet would still remain a son, a husband, and a father. His third priority was his work. His priorities were based on what he considered to be most important. And the importance of his priorities was largely based on time. I remember publishing his letter across our battalion. What he wrote made sense to me then. Thirteen years later it makes even more sense to me now. There is a connection between time and money. Our use of these commodities reveal what is important to us. The Bible teaches about tithing our money. If you want to get really radical you could consider tithing your time as well as your money. There are a 168 hours a week so a time tithe would mean 16.8 hours given to God through other-centered activities.

We also need to be aware of the time thieves that are out there. Television for me is top on the list! It is easy to get involved in a television program that you really did not plan on watching. Another time thief are video games. They are fun but can be addictive. Another is the computer and social media. While time spent in these activities can be productive, they can often be a waste of time. So how can we better use our time? Here are a couple of things that can help. The first is realizing that the enemy of the best is often the good. With this understanding you can work to establish the priorities that we mentioned earlier focusing on what you believe to be best. Second, take some time to determine your destination. Where do you want to be a month, six months, a year and five years from now? Having a destination will help you evaluate your use of time and how best to invest it to help you reach your goal. Finally, a question that you can ask yourself to help keep you on track during the day is, “What is the best use of my time right now?” Using our time to the best advantage can be challenging, but the rewards are well worth the effort. The Bible says in Psalms 90:12 to “teach us to number our days that we may present to You (God) a heart of wisdom.” It is my prayer that each of us would do just that.

For families board Quantico, caseworkers can assist with finding and accessing resources. “Caregivers need to know, they are not the only one, that they are not alone,” Watson said. “Whether it’s a deployment, or the exhaustion of having a new baby in the house, it’s always nice to know that you’re not the only person on the planet experiencing something, and that your reactions are normal.” Marines or family members are welcome to walk-in or call ahead to make an appointment with EFMP. The office is located in Little Hall and office hours are Monday through Friday, 7a.m. to 5p.m. The office can be reached at 571-931-0524. EFMP encourages families to work closely with their assigned family case worker, to build rapport and to develop a relationship of trust because family case workers are best able to assess the unique needs of each family. Typically, a family case worker will contact each family quarterly through a combination of phone, email or in-person visits, but families are always encouraged to contact their family case worker whenever they need or desire assistance.

Staring makes people uncomfortable. • Maintain a relaxed, open stance— arms at your sides, not crossed over your chest. • Pay attention to the nonverbal signals of others. 3. PUBLIC SPEAKING You do not have to be on the TED Talk circuit to benefit from public speaking skills. The ability to speak to an audience with poise and confidence will earn you the respect of your listeners. Hone your public speaking skills to maximize the impact of your talk and inspire your audience to action. Public Speaking Tips • Practice out loud in front of a mirror, or record yourself with your smartphone. • Speak with intention. Motivate your audience to take action toward your goal. • Smile. It will help you relax, and it will make you more relatable to your audience. 4. VERBAL COMMUNICATION In person or on the phone, talking to

others is a regular part of everyday life. Verbal communication is a fundamental part of self-expression. Verbal Communication Tips • Be concise. Get to the point. Going on and on will just cause people to lose interest. • Be clear. Leave out anything confusing or clarify it. • Be friendly. Use an earnest, sincere tone of voice. 5. WRITTEN COMMUNICATION Unlike in verbal communication, your tone and intent are not as clear in written communication. Conveying the proper tone, along with proper spelling and grammar, makes written communication is one of the hardest forms to master, and one of the most important.
