Attend Personal Readiness Seminar Marine Corps Order 1700.31 states that Marines arriving at their first permanent duty station attend a Personal Readiness Seminar no later than 90 days after reporting. Topics presented at the seminar include: The military life cycle model, personal and professional development services and an interactive finance 101 course. The class is held at the Religious & Family Services Center, 3019 Embry Loop aboard Marine Corps Base Quantico. All classes are from 9 a.m.–4 p.m. Following are the upcoming class dates: March 21, April 18, May 16, June 13, July 18, Aug. 15, Sept. 19, Oct. 24 and Dec. 5.

Allowing your child to stay home alone, walk to school or play independently is a big decision for families. At Quantico, we follow the same guidelines recommended

by Prince William County, which assist us in making safe decisions. Marine Corps Base Order 1752.2B gives us some outstanding guidance for child supervision and babysitting. Please take these orders and guidelines into consideration when planning family activities such as school transportation to include walking to and from the school and bus stop, making decisions about older children assisting with babysitting and whether or not it is appropriate for a child to be home alone.

Also, please be aware per MCO 1754.11 all service members and Department of Navy personnel, including DoDEA staff (teachers, paraprofessional, administrators, support staff, etc.) are mandated

Over the years, we have met more volunteers than we can count. If you ask each volunteer why they chose to take time out of their life to help others, it almost always comes down to wanting to be part of something bigger than themselves.

More than 800 of our Marines, family members and civilians take the time to volunteer a few times a year. Hundreds of those make the time to volunteer monthly across the area. Some of our most dedicated will earn more than 100 hours of volunteer service a year.

Cpl. Kayla Soles is well on her way to achieving this goal for the second time.

What is most amazing is that she volunteers after spending her work day at Manpower Management Division Separation & Retirement helping her fellow Marines process their disability separation and retirement paperwork and attending college courses at night.

As full as her week may be, she purposely makes time most weekends to volunteer in the community. “I see a lot of negativity. Volunteering reminds me that there are good people in the world.

It is where I find my positive attitude and

it helps me connect with those who are like-minded.”

While she states that she “became hooked on volunteering as a way to help animals,” her interests have expanded to include retirement homes, Special Olympics, Honor Flights, Adopt-a-School and the Library. She is most proud of her work with the Quantico Toys for Tots Program, where she stood by to thank the community for their donations this past holiday.

Soles utilizes the Volunteer Information Center used by the base to pick and choose how she decides to help others. “It helps me see what events are available.”

Being able to see who is volunteering for the event lets her know if there will be others there she is familiar with. Having a lot of openings is typically her trigger to sign up as she believes “It tells me that they really need help”.

Though her days, nights, and weekends are busy, Soles strives to make a difference in the world. She hopes to finish her degree soon. Her long-term goal is to earn a PhD in psychology and maybe one day become an officer in the United States Marine Corps. When asked about her strong work ethic, she smiled and said, “My dad is a coal miner in West Virginia. He is my hero.”

reporters of both known and suspected cases of domestic violence and child abuse, to include child neglect and lack of supervision. Known and suspected cases are to be immediately reported to the local Family Advocacy Program. The local FAP office at Quantico can be contacted at 703-784-2570.

“There are several factors to consider in determining whether or not children are mature enough to be left unsupervised or capable of providing care for other children. Prior to being left alone a child should exhibit signs of accepting responsibilities which include the ability to make decisions independently, being able to consider alternatives, and completing household chores and homework assignments with minimal to no supervision. Children usually begin to exhibit these signs between 10-12 years of age; however, bear in mind, children develop and mature at different rates. Other factors to be considered include, but are not limited to, the child’s age and maturity level, special medical needs of the child, circumstances under which the child is left alone, a child’s behavioral and emotional stability, how secure the child feels in its neighborhood, and skills received through self-care training. Self-care training focuses on development of skills such as, knowledge of how to deal with various emergencies, conflict with friends and siblings, handling loneliness and boredom, personal safety, simple first aid, and handling fear. It is of utmost importance that the supervision plan includes

knowledge of where to reach a responsible adult and a developed emergency plan that the child can readily implement. a. Children under the age of 9 may not be left unsupervised. b. Children 9-11 years shall not be left alone for more than 1 ½ daylight hours and then only if they have been trained in self-care as defined above. c. Children 12-15 years may be left alone all day if they have been trained in self-care as defined above. d. Children 16-17 years may be left alone all night or over the weekend if they have been trained in self-care as defined above.

In making judgments regarding the age of children babysitting, the above shall be followed. The young babysitter must exhibit signs of accepting responsibilities prior to being entrusted with the care of other children. Factors to consider include: the age difference between the sitter and the child, the length of time

involved, and the sitter ’s comfort in being a sitter and being responsible for other children. The following will be considered in determining an appropriate childcare plan: a. Children under the age of 12 are not permitted to provide care for another child or an adult who is mentally or physically incapable of providing self-care. b. Children 12-13 years may babysit siblings or other children up to 4 hours, if the sitter has been trained in self-care as defined above. c. Children 14-15 years may babysit siblings or other children over 4 hours, if the sitter has been trained in self-care as defined above. d. Children 16-17 years may babysit siblings or other children overnight or over the weekend, if the sitter has been trained in self-care as defined above.”

Each year Representative Rob Wittman, First Congressional District of Virginia, has the privilege of nominating a select few students with letters of recommendation to their service academy of choice.

This year he nominated 21 students in the Prince William and Stafford County area during the annual Service Academy Reception at Marine Corps University (MCU) Feb. 17.

A total of 40 students were nominated within the congressman’s district out of 150 applicants.

Back in September Wittman welcomed more than 100 students to the Alfred Gray Research Center aboard Quantico to educate the students on the nomination process.

The nomination process is highly competitive and according to Forbes, four out of five of the service academies are ranked among the top 50 universities in the nation, with the United States Naval Academy and United States Military Academy West Point ranked in the top 25.

Jan. 1 typically begins the first day of the application process for high school seniors; however, most high school seniors began seeking nominations from

their congressmen at the end of their junior year.

Applications for the class of 2023 are currently being accepted.

However, according to Wittman, it is only the beginning of the journey for students who received a nomination for the class of 2022.

Where a nomination does not guarantee admittance into the military academies, it is an important first step toward their acceptance.

He reminded the students, where nominations from Virginia hold a lot of weight and the state has one of the highest acceptance rates into military academies, gaining acceptance is still highly competitive.

“You have made an important first step towards serving your country,” Wittman said to the nominees.

He reminded students, if they are committed to serve their country, failing to receive acceptance into the class of 2022 does not mean no forever, but no for now.

Students were also reminded of other prestigious programs available, such as the Corps of Cadets at Virginia Tech, the college which Wittman is an alumnus.

If interested in admittance to any of the service academies or receiving information on the nomination process, attend the next Service Academy Day on May 5 at MCU’s Warner Hall.

Interest free loans and grants The Navy-Marine Corps Relief Society’s (NMCRS) Education Assistance Program offers interest-free loans and grants for undergraduate/post-secondary education at an accredited two or four year education, technical or vocational institution in the United States. This financial assistance is available for children of active duty, retired or deceased sailors and Marines and for spouses of active duty and retired Sailors and Marines. Deadline to apply is May 1.

Dave Ramsey writes, financial problems within the military’s ranks are growing. The Department of Defense reports that financial problems are behind 80 percent of revoked security clearances.

In fact, revocations of security clearances increased 1,600 percent during a recent five-year period. A 2008 study by the Defense Manpower Data Center found that 55 percent of military spouses reported a problem managing expenses during a service member’s deployment.

Couples argue about money more than any other topic. Money represents a multilayered problem for many couples, representing more than dollars, but security, independence, status and selfcontrol. Both spouses enter the marriage with different spending habits. Often one spouse is a saver oriented towards financial security and the other a spender oriented towards enjoyment. Conflict easily abounds.

Zig Ziglar once said, “If you do the things you need to do when you need to do them, then someday you can do the things you want to do when you want to do them.” Couples who spend time

making a budget, tell their money where to go instead of wondering where it went.

Similarly couples who plan their financial goals for both the short and long-term dramatically increase their chances of arriving at their financial destination.

(You can read between the lines, seeing the need for a spending plan). Today, we’ll focus on the key building block to any budget–building your emergency fund.

Build a $1,000 cash emergency fund immediately, $500 if your income is under $20,000 per year.

Saving money as a way of life is an exercise of character. The U.S. has a negative savings rate. That means we are spending more than we make. That has got to change or we are going to fail. It is also about contentment. It means I do not have to impress you. It is more important to have savings for my kids’ college and to retire with dignity.

Dave Ramsey writes that financially, “It is going to rain. You need a rainy day fund. You need an umbrella.” According to Money Magazine, eight out of ten of us will have a major financial emergency. Emergencies will occur ranging from a spouse losing a job, grown kids moving back in, or the air conditioner calling it quits. So Ramsey recommends both couples and individuals build an old-fashioned grandma’s rainy-day fund. Now, obviously $1,000 will not cover all emergencies. Ramsey urges you to increase your emergency fund from $1,000 to $5,000 and finally, fully fund your emergency fund by saving

up three–six months living expenses.

A fully funded emergency fund buys Marines, sailors and their families time to make good decisions in the event of the unexpected. Starkly, 49 percent of Americans could cover less than one month’s expenses if they lost their income.

However, Ramsey urges more than saving up an emergency fund, but saving for major purchases including a home and a car. You can build separate accounts to save for vacation, purchasing a reliable used car, amassing a considerable down payment on a home mortgage and your children’s college. And of course, starting while young, you can save for retirement, through your military’s Thrift Savings Plan. Many put off retirement savings, falsely assuming retirement will

come automatically. Starkly, 58 percent of Americans never calculate how much they need to save for retirement.

Black History Month art exhibit To commemorate February, which is Black History Month, the Center for the Arts has scheduled an exhibit exploring art works by local and regional African

Chaplain candidates learn what it means to serve God and country aboard Quantico Jeremy Beale Staff Writer

It is very rare that Officer Candidates School (OCS) would receive a chaplain candidate, but it is more of a rarity to receive four.

Marine Corps Base Quantico welcomed Lt. Jayson Nicholson, Lt. Junior Grade Timothy Lee, Lt. Junior Grade Daniel Swartz and Lt. Amy Blevins to a two week immersion training Jan. 29 Feb. 10 for the Navy Chaplain Candidate Program.

“The candidates were energetic, openminded, and flexible in regards to how they learned and experience life in the Marine Corps context,” said Chaplain Lt. Brian Burd, Marine Corps Officer Candidates School.

The chaplains came from various denominations such as Evangelical Lutheran Church in America, Assemblies of God, Roman Catholic Priest and Cooperative Baptist Fellowship.

They also hailed from different backgrounds, such as Swartz, who came from New Lexington, Ohio or Lee who grew up in Annapolis, Maryland. In addition the chaplains had backgrounds ranging from Blevins, who had no personal connection to the military to Nicholson who is fifth generation military.

The Navy Chaplain Candidate Program allows individuals working toward their graduate education or ecclesial requirements to be commissioned as officers and experience what it means to be a Navy chaplain and discern if becoming a

chaplain is a right for them.

However, candidates are not guaranteed appointment to become a chaplain, but the program provides unparalleled training and first-hand experience.

“I feel as if I have been given a blank check,” Lee said. “I may not have the responsibility of a chaplain, but I have the ability to explore and see how everything works so that we may reinvest this knowledge later in our career.”

According to Lee, to be able to already invest in them, to get to know them, is an awesome experience.

“When it comes to chaplaincy the Navy doesn’t want more line officers, but the best priests and pastors in their field,” Lee said. “All of the officer stuff they can teach us.”

According to Burd, the unique experiences expose the chaplain candidates to what it is like to serve Marines and their families.

And in turn members of the base community are given the opportunity to learn from those working toward one day serving them.

According to Burd, the local chaplains who have engaged with the Navy Caplain Candidate Program Officers (CCPO’s) seemed to enjoy the opportunity, as it gives chaplains hope for the future of the Chaplain Corps.

Cmdr. Maurice Buford, Marine Corps University chaplain oversaw the candidates and gave them the opportunity to observe and plug into the daily grind of commands throughout Quantico.

“There is a notion that only Marines

can understand Marines, but that window has been opened up a little for us,” Nicholson said. “You can’t understand this environment unless you fellowship with them.”

The candidates visited Headquarters and Service Battalion, The Basic School, Marine Corps Air Facility, Marine Corps University and Quantico OCS. Additionally, they received briefs from Marine Corps Combat Development Command and Wounded Warrior Regiment chaplains.

The candidates also helped support Sunday services at the base chapel. Their roles were primarily observation and support, because chaplain candidates are not allowed to oversee services.

Where the Marines traveled to each part of base, Swartz was intrigued by how chaplaincy hits the different strata of the military all the way from the new and enlisted Marines and sailors navigating life to commanding officers and senior enlisted officers maintaining the functionality of the base and a broader mission.

“As a candidate you hear a lot that Marines love chaplains, but it is different experiencing it,” Blevins said. “This is especially true at a training command, as you watch individuals who want to be better Marines, it only inspires us to want to be a better chaplain.”

Blevins described how welcoming and helpful the Marines were as the candidates learned how to serve them.

“We are chaplains to everybody not just Christian, Jewish, Muslim,” Lee said.

“A lot of people believe because they

aren’t religious there isn’t a purpose in seeing the chaplain and it is a stigma that needs to broken.”

Blevins explained, it is her as an individual—her values, her faith and her beliefs are why she cares, but it is what she believes about others and their worth—her personal religion, which fuels her passion to care and minister to the community.

With more than 100 faith groups including Christian, Jewish, Muslim, Buddhist and more, the Navy Chaplain Corps is comprised of more than 800 chaplains.

However, even with so many faith groups and chaplains, Lee believes people can still be lonely, even when surrounded by people, but it is a chaplain’s job to fill the void of isolation and separation.

Swartz explained chaplains aren’t medically trained professionals or counselors, but deal with situations involving medical and emotional issues regularly.

“People are our greatest asset,” Swartz said. “Wherever there is a human need, chaplaincy is significant because we deal with a soul which deals with the mind, emotions and the body.”

A chaplain’s job spans a broad range of duties, meeting people in moments of joy and mourning.

The candidates believe as chaplains preach, perform religious rites, conduct weddings, guide funerals or counsel individuals seeking guidance it is important they stay motivated and uphold a sense of humor, approachableness, humbleness and authenticity.

“The Marines and sailors don’t want you to be just another Marine or sailor, they want you to be a chaplain.” Swartz said.

Quantico Marine Corps Band strikes up some jazzy tunes at Mardi Gras Valerie O’Berry Editor

This year marked the first time that the Quantico Marine Corps Band performed in the famous Mardi Gras parades in New Orleans, Louisiana.

The band participated in four parades spanning Feb. 9-13, including the most popular parade on Fat Tuesday, the Krewe of Rex Parade.

According to Bandmaster Master Sgt. David Wilson, it was quite the honor and adventure for the band to perform in such a prestigious event.

The band members represented the values of the Marine Corps every step of the way as they brought with them a familiar brass sound to New Orleans, one of the jazz, blues and rhythm capitals of the nation.

As each Marine kicked their heels up and marched in formation they were surrounded by enthusiastic fans along the way. Many spectators had never experienced Marines in uniform before and as a result the Quantico Marine Corps band performed a show the audience would never forget.

Family Advocacy Program teaches teens about safe dating Jeremy Beale Staff Writer

At the end of the day every parent wants to know their children are safe.

February marks Teen Dating Violence Awareness Month and Marine Corps Community Services’ Family Advocacy Program (FAP) has been building awareness within Marine Corps Base Quantico Middle/High School about safe dating FAP completed a nine week Safe Dates program with eighth grade students in the middle of January. Family Advocates Kristiana Poole and Ivette Bennett were trained to teach the Safe Dates curriculum.

For the last four years Marine Corps Base Quantico (MCBQ) has taught the fact-based curriculum to teens.

A study conducted by Military Community and Family Policy suggests among high school students, approximately 10 percent report having been physically abused by a boyfriend or girlfriend within the previous year.

According to the Safe Dates curriculum 25 percent of teenage girls between 15–19 and 16 percent of teenage boys between 15–19 report having experienced sexual assault and in the majority of cases it was someone the student knew.

The class provides resourceful tools and information on healthy dating relationships, the red flags of dating abuse and how to prevent them, positive communication, anger management, conflict resolution and dating safety.

“Learning this information goes a long way to preventing dating violence,” Poole said. “It is important students receive this information early because even if it has not happened to them personally, it could happen to a friend.”

still have difficulty recognizing the symptoms of abusive relationships.

What may start out as innocent behavior in a relationship can set the stage for decisions teens are not quite ready to make and result in incorrect decisions leading to physical assault, rape or worse.

By building awareness of the warning signs in complex and confusing situations and educating students how to develop healthy relationship skills teens may be more equipped to handle difficult situations.

According to Military OneSource, dating abuse typically starts out as teasing, harassing, excessive jealousy and possessiveness and teens may think these behaviors are normal within a relationship, interpreting them as signs of affection.

FAP taught students that various forms of physical and verbal abuse are not normal parts of a relationship and what

healthy relationships look like.

As teens discussed the complexities of the current dating environment, they learned everyone has different expectations.

However, one of the most productive aspects of the curriculum was the communication of gender stereotypes between students.

This included what girls and boys expect before going on a date and where the expectations come from such as television, social media or their peers.

Teens also learned and read scenarios which could result in improper decision making such as two teens being home alone, teens attending an unsupervised party, dating where alcohol is involved and more.

However, the most important lesson was the definition of consent and when a person says no they mean no.

They talked about the importance of

constant communication and reading of body language before and during intimate situations, such as holding hands, kissing, hugging and sexual actions, and ensuring a verbal yes for consent was received before going further in any situation.

Although this was a difficult topic for many of the students to discuss, the students said they found the information helpful.

Right now the FAP has only been able to provide the information in 6–8 grades; however, the curriculum is also meant for 9–12 grades.

The advocacy program is actively working to find a way to provide the information to students going through high school and on into college.

Parents are also reminded of the role they play in producing a safe date culture.

By modeling a healthy relationship, continuing relationship conversations and in turn being open to conversation, date assault can be reduced.

The FAP reminds students that sexual assault is not their fault and if they feel concerned for themselves or a loved one find a friend, parent, teacher or school counselor to speak with.

Quantico earns second consecutive suicide prevention honors Tammy Smith Community Relations Officer

The Department of Defense Suicide Prevention Office (DSPO) presented Marine Corps Base Quantico with the 2017 Outreach Recognition Award for exceptional suicide prevention efforts during Suicide Prevention Month 2017.

T h e D S P O p ro v i d e s a d v o c a c y, program oversight and policy for Department of Defense suicide prevention, intervention and post-intervention efforts to reduce suicidal behaviors in service members, civilians and their families. One of their initiatives is to promote service participation in the September Suicide Prevention Month. The 2017 theme was “BeThere, Your Action Could Save a Life.”

Col. Joseph M. Murray, commander, Marine Corps Installations National Capitol Region-Marine Corps Base Quantico accepted the award on Feb. 8 on behalf of the MCBQ Community Counseling Program (CCP).

Murray noted, “This is the second year in a row we have been recognized for our support of National Suicide Prevention Month.” The CCP used a multi-pronged effort that included individual services, conversations with commands, unit briefs and community outreach for the purpose of reducing the stigma surrounding suicide and improving access to supportive services.

Giordano For exceptional performance of his duties while serving as associate counsel, Quantico Area Counsel Office, Marine Corps Base Quantico, Virginia from Oct. 1, 2017 to Dec. 31, 2017. Giordano provided astute legal and policy advice to the Marine Corps Installations National Capital Region, Regional Contracting Office (MCINCR-RCO), where he was instrumental in the successful defense of five contract bid protests with a total value of over $7 million dollars. Working closely with the MCINCR-RCO contracting team and the contracting customers, he quickly identified the Marine Corps’ actions in evaluating and awarding the contracts, and helped develop decisive strategies and plan of actions that allowed the Marine Corps to take corrective action and achieve an ultimate successful re-award of the contract or continuation of the awarded contract.

Senior Civilian of the Year 2017 Frank G. Misemer Jr. For exceptional performance of his duties while serving as office manager and paralegal, Staff Judge Advocate Office, Marine Corps Base Quantico, from Jan. 1, 2017 to Dec. 31, 2017. In the past year he processed over 84 enlisted administrative separations; 28 Judge Advocate General (JAG) manual investigations, five of which were death investigations; seven court martial (which included expert witness requests, pretrial/ post-trial agreements, and multiple convening order modifications); the creation of two new general and two new special court martial convening order standing panels; two equal opportunity legal reviews; nine staff judge advocate reviews and convening authority actions; 23 sexual assault disposition reports; seven gift acceptance packages and a sundry of other legal matters. His technical expertise has also made possible the processing of 30 officer misconduct cases and 10 officer promotions delay/withhold cases from inception to completion by the secretary of the Navy. Misemer is known as a subject matter expert in the areas of administrative law, officer misconduct, and legal research and is routinely called upon by senior judge advocates, both locally and across the legal community, to address complex officer misconduct issues.

Holland For exceptional performance of his duties while serving as a police officer, Provost Marshal’s Office, Security Battalion, Marine Corps Base Quantico, Virginia, from Oct. 1, 2017 to Dec. 31, 2017 On Oct. 14, 2017, his decisiveness and quick action saved the life of a juvenile boy having an allergic reaction who was minutes away from losing his ability to breathe. The boy’s airway was quickly closing when he and his sister arrived at the Marine Corps Base Quantico main gate seeking directions to the closest hospital. Rather than take the easy route and providing directions to Stafford or Potomac Hospital, Officer Holland assessed the situation, determined the boy needed immediate medical attention and radioed for emergency medical services (EMS) to report to his location. While awaiting the arrival of EMS, he provided calm and composed support to both the victim and his sister. Upon the boy’s arrival at the emergency room, the doctor noted the boy was only a few minutes away from his airway completely closing and losing his ability to breathe. It is because of Officer Holland’s decisive actions and quick decision making that the boy is alive today.

Junior Civilian of the Year 2017 Jamie A. Deets For exceptional performance of his duties while serving as the Workforce Development Program manager, Civilian Manpower, G-1, Marine Corps Base Quantico from Jan. 1, 2017 to Dec. 31, 2017. Deets provided top notch customer service and care for Marine Corps Base Quantico staff and tenant commands by promoting, managing and delivering a myriad of training and secondary education opportunities to civilian employees. He envisioned, developed and coordinated the launch of a web page for training programs and training information, making information widely accessible to all. His leadership drives programs like the supervisor development course, Marine Corps acculturation program and supports the Lejeune Leadership Institute’s mission where he regularly is requested to serve as a leadership instructor. Additionally, his efforts to promote the academic degree program (ADP) at the ground level, publicizing, informing, and meeting with leaders and employees, contributed to an increase in funding spent to over $250,000 for employee education and qualifications.
